A uniquely mineralized area extends from northwestern Canada through Alaska into eastern Siberia. Some of the metals found there are relatively rare in the conterminous United Stales. Among these are cobalt, the platinum-group metals, and chromite. Geologic evidence suggests that cobalt and the platinum-group metals may be present in deposits that could constitute nationally important reserves. Chromite in potentially minable deposits is known, but it may be relatively less abundant. Limited reserves of these metals have been delineated, but most of the favorable terranes and reported occurrences throughout the vast expanse of Alaska remain unexplored. As part of the mineral studies mandated under the Alaska National Interest Lands Conservation Act, the Bureau of Mines' Alaska Field Operations Center and the Bureau's research centers at Albany, Oreg., and Reno, Nev., are cooperating in a long- range program to investigate occurrences and delineate reserves of cobalt, the platinum-group metals, and chromite in Alaska. Studies of other critical and strategic minerals will be phased in during succeeding years, as ongoing projects are completed. This first in a series of annual reports summarizes available information about deposits and past production of cobalt, the platinum-group metals, and chromite, and describes current and planned Bureau investigations of these minerals.

This report outlines the modifications that have been carried out to the original prototype rectangular shaft sinking equipment for its use in a circular shaft. The surface testing of the machine is described where seven, 24 ft. diameter shafts were excavated to an average depth of 21 ft. at rates ranging between 1 ft/hr and 1.9 ft/hr depending upon the prevailing conditions. The durability and productivity standards for the equipment were established indicating that the objectives of the project had been realized. That is, when using the machine the sinking rates could be increased by 25% and costs reduced by a corresponding amount compared with conventional drill and blast methods. In addition it was shown that the machine had been developed to a state of fitness for sustained underground use.

The Full Scale Model Roof Bolt Test System described herein was designed, fabricated, erected, and installed by MSA Advanced Systems Division for the U. S. Department of Interior, Bureau of Mines, Spokane Research Center. It was furnished under USBM Contract No. 50271014 and Modifications. The test system is intended for use by the Bureau of Mines to run comparison tests on roof bolt systems. The mine entry cross section is made from special concrete pillars and roof slabs. They are constructed within a steel beam frame with hydraulic operated cylinders to apply loads that simulate the action of mining overburden. The frame is designed so it can be disassembled for replacing the concrete in subsequent tests. A computer and data acquisition system is furnished to control the load application and measure and gather data.

In the course of tire investigation into the causes, behavior, and control of mine fires, which the Bureau of Mines is now conducting, come attention was given to the subject of spontaneous heating. It is self-evident that the temperature of a pile of broken coal will rise if the rate of generation of heat exceeds the rate of heat dissipation and will fall if the opposite is the cane. The Tenth International Conference of Directors of Safety in Mines Research was held in the United States from September 28 through October 2, 1959, at Hotel Webster Hall, Pittsburgh, Pa. The Conference was organized by the Federal Bureau of Mines. In accord with the program outlined at the Ninth Conference (1956, Heerlen, Holland), the papers submitted dealt with the following three subjects: 1. Safety of coal mine explosives 2. Explosion hazards in mines 3. Ignition and fires in mines Seventy papers were presented. There were eight technical sessions followed by an extended tour of the Bruceton facility of the Bureau of Mines on October 2. Simultaneous translation was provided in the three official languages of the Conference--English, French, and German.

Researchers working for the National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory are developing ways to protect the health of miners. Part of that effort is devoted to improving the air quality in underground stone mines by developing ventilation techniques that can be used in these types of operations. The air quality in these large opening nonmetal mines can be significantly improved by using diesel particulate matter (DPM) controls along with sufficient ventilation quantities to remove contaminants. Practical methods of ventilating these underground stone mines can be accomplished by using mine layouts that course and separate ventilation air through the use of stoppings. The design, construction, and maintenance of effective stoppings in large openings have been a real challenge to mine operators. Several different types of stoppings have and can be used for this application. The choice of stopping design, material used, and construction techniques should be dependent upon a number of factors such as the intended life and effectiveness desired.

The Smuggler is one of the mines in the Aspen district, located the central part of Pitkin County, Colo. It was first examined in July 1943 by C. R. Wilfloy, former mining engineer of the Bureau of Mines at Salt Lake City, Utah, in, company with the lessees, R. D. Rohlfing of Aspen and J. W. Vanderwilt of Denver. The purpose of this examination was to sample a mineralized breccia zone that appeared continuous along the contact between the Leadville and Weber formations. These preliminary samples showed that the zone contains low but significant amounts of lead and zinc and that the minerals are partly oxidized and thus not easily concentrated. The mine was examined again in May 1946 by the senior author and William Herron, one of the present lessees of the property. This examination reviewed the previous sampling and recommended investigations by the Bureau of Mines. Sampling and drilling investigations were conducted by the Bureau from October 1946 to February 1947 and again from August 1947 to April 1948. Aspen is the center of a famous mining district that produced over $102,000,000 in silver and lead ores from 1880 to 1918, when a dispute closed down the mines (fig. 1). All of the workings below the Cowenhoven tunnel in Smuggler Mountain and the lower Durant tunnel in Aspen Mountain have been flooded since that time. The Cowenhoven portal now is caved, and Smuggler Nos. 1 and 2 tunnels are the only accessible workings in Smuggler Mountain. The only operating mine is the Midnight, situated 4 miles south of town at an altitude of 9,700 feet.

The influence of hydraulic fluids on spontaneous heating in bituminous coals is determined by measurement of the temperature increases produced in coal-fluid mixtures heated to a temperature sufficient for the initiation of self-heating. Similar tests on as-received coal samples and water-coal mixtures are compared with the results obtained for the various hydraulic fluids. Three of the four coals were sampled from coalbeds known to have a history of spontaneous heating. The data provide a basis for predicting the possible effects in gob or carbonaceous refuse of coal mines.

Electric power curtailments resulting from the coal strike, required Noranda Aluminum, Inc. to shut down its 140,000 ton-per-year (tpy) primary aluminum smelter at New Madrid, Mo., and layoff 308 workers. Other primary aluminum production facilities affected by the coal strike included the Aluminum Company of America plant at Evansville, Ind. which shut down half of one potline; the Eastalco Aluminum Co., smelter at Frederick, Md., which cut production by 7 percent; and the National-Southwire Aluminum Co. plant at Hawesville, Ky. which cut production by 6 percent. Alumax, Inc. announced that construction had started on a 91,000 tpy potline at the Eastalco primary aluminum smelter. The new potline will be owned 65 percent by Alumax and 35 percent by Mitsui & Co. Ltd. Howmet Aluminum Corp., which currently owns 50 percent of the existing 176,000 tpy facility, has the option of becoming a 50 percent owner of the third potline in 1982. Construction of the new line was scheduled to be completed in 1980.

This paper presents the results of a case study conducted in a two-entry gateroad in a coal mine where excessive roof deformation and bolt loading resulted in failure of many roof supports. The instruments consisted of 16 fully grouted, strain-gaged resin bolts, load cells on both full and partially grouted cable bolts, and vertical deflection multipoint extensometers. These instruments were installed on-cycle to measure loading on bolts in an existing support pattern and to determine if cable bolts could be used to improve roof stability. Results showed significant amounts of movement within the bolted zone. In some cases, these movements were enough to load the supports past their ultimate strength. Geology appeared to be a significant factor in localized roof degradation; that is, a very weak rock layer in the immediate roof overlain by a very strong rock layer contributed to the development of shear planes. Only one instrumented bolt had a maximum strain of less than 2,000 microstrain, which was the yield point of the steel. The average maximum strain on all bolts was 20,000 microstrain. However, electrical continuity to many gages was lost and a pattern was noted that would indicate possible bolt failure. Wire mesh and concrete cans installed as secondary support performed very effectively.

This U.S. Bureau of Mines report summarizes a study of large-scale strata response to longwall mining at a western U.S. coal mine. This study utilized surface and subsurface measurements, geologic mapping, in situ stress measurements, and pressure cell readings to characterize strata behavior. Preliminary analysis of surface subsidence and time-domain reflectometry (TDR) was used to determine a suggested main roof caving sequence. Coal ejected from the face apparently resulted from brittle failures that occurred because of lack of significant yield zone development. The combination of a strong coal with pronounced directional behavior, low overburden pressures, a good caving roof, and a high-production environment that minimized time-dependent loading apparently reduced yielding of the longwall face. The panel 1 headgate-entry design appears adequate; however, the abutment pillar and adjacent panel tailgate rib are highly stressed and may contribute to problems during second panel mining. The small chain pillar yielded after passage of the face, but the pillar width may be near maximum since evidence of a stressed core exists.

A critical safety component for all underground mining is intrinsic and standing support systems. Specifically, tabular hardrock mining exploits a wide variety of deposits that require various methodologies to safely mine the ore material. Several new support systems have been developed in recent years for hard rock applications which have been modified or applied in a variety of ground control applications. These include prestressing devices, improved cribs, and free standing supports. Various standing support and prop-type systems have been designed for hardrock applications with seismic loading conditions to accept prestressing. The prestressing, using water-filled cells, creates an active load upon installation and is considered essential to maintain support during and after the blasting of the mine faces. Heavy seismic activity is also present in these mines and the prestressing units can provide some energy absorption capability to help preserve the integrity of the support. This paper presents an overview of these innovations in support technology.

A second phase of the program is also covered wherein several instruments of a type which show promise are purchased for modification and testing to verify their performance.

Of the about 60 million pounds of aluminum used in the Pacific Northwest in 1960, 40 million pounds or two-thirds was used by 10 companies. One of these companies made airplanes and missiles; one manufactured roofing, siding, and tubing; three produced truck tractors, truck bodies, or truck trailers; two made architectural metal products; one made irrigation and industrial products; one was a general foundry; and one was a shipyard. These companies contributed to regional growth by developing markets outside the area; some have worldwide sales. Aluminum consumption increased at an average rate of 7 percent annually from 1954 to 1960. Airplane manufacture, formerly preeminent in aluminum use, no longer was in first place in 1960. By industrial group, the leading users were manufacturers of building products, 30 percent; airplanes and missiles, 22 percent; truck tractors, truck bodies, and truck trailers; 17 percent; general foundries, 5 percent; ships and boats, 4 percent; mobile homes, 4 percent; other transportation equipment, 3 percent; and irrigation equipment and all other products, 15 percent.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. BACKGROUND A mine shaft is the lifeline to underground mines. Mine operators depend on safe, uninterrupted, and efficient movement of workers and materials. The shaft and hoisting system provides access to the network of openings used to recover the underground resource, provides vertical transport of miners and materials, and serves as an escapeway in case of an emergency. Accidents involving hoisting can be catastrophic. Such was the case in 1973 at the Markham Colliery in Derbyshire, UK when the conveyance overwound and fell to the shaft bottom, resulting in 17 deaths. Hoist and elevator machinery must meet the requirements specified in the Code of Federal Regulations (CFR), Parts 57 and 75. According to the Mine Safety and Health Administration (MSHA) data, many shaft-related accidents in the United States are associated with the hoisting cycle. MSHA statistics show that there were about 1500 shaft- related accidents in the 5-year period between 1992-1996. Most of these accidents resulted from the action, motion, or failure of the hoisting equipment or mechanism and involved movement of the conveyance which includes cages, skips, ore buckets, and elevators. A hoisting hazard may be characterized as an "unsafe hoist operating condition caused by insufficient or inaccurate information available to the hoist operator" (authors' quote). Earlier investigators have defined safety features and operating and maintenance standards for hoists, and reported on monitoring and control systems and sensors for hoists and conveyances [Farley, 1983; Ward, 19931. However, despite the considerable technological progress and hoisting control improvements in recent years, safety- related issues that require further investigation still remain. The hoist operator must constantly be aware of two important hoist-operating conditions: the position of the conveyance and the tension in the hoist rope. If this information is not available or is inaccurate, the hoist becomes unsafe. Current technology provides this information indirectly from sensors and indicators in the hoist room. However, unlike a building elevator hoistway, mine shaft hoistway problems often include: 1. poor ground conditions and excessive shaft wall and guide displacement; 2. rock bursts in deep mines (resulting in large rock movements and fragments blocking the hoist way); 3. water, ice, and salt buildup (impeding the smooth flow of the conveyance); 4. severe vibration from hoisting (resulting in loose guide support brackets, broken welds, or other alignment and conveyance mechanism malfunctions). The second issue relates to dynamic rope loads applied during normal winding, particularly during loading, acceleration, and stopping. Safety factors on wire rope are based on static load. They are artificially high to account for all cases of dynamic loads, even though the total load history on the rope (static and dynamic) during service is unknown. Therefore the tension, and thus the compliance with wire rope load safety factors, is unknown to the hoistman.

All samples tested showed some loss of heating value for the 5-month period under all 4 storage conditions. The losses increased as the time of storage increased, with the pan-storage samples showing somewhat greater losses than those in cans. The individual daily analyses for the first 2 weeks and the analyses every other day for the third and fourth weeks of storage vary within the approximate tolerance of the test for heating value. During the first 2 months of storage the changes in heating values were not Significant for the samples from Pennsylvania, Indiana, and Colorado. The Ohio coal indicated some loss by the end of I month, which increased to a value measurable with certainty by the end of 2 months. These data show that (1) small changes may occur even to samples in closed cans and (2) the laboratory sample should be handled as expeditiously as is practical until the analysis is completed. The statement by the ASTM that "If the B.t.u. determination is an important consideration in the sale of coal, the time elapsed between sampling and analysis shall not exceed 30 days,"3/ is quite adequate for 3 of the 4 coals tested. The change in the Ohio coal stored for 30 days is merely indicated and could not be determined with certainty by the techniques normally employed. The data on free-swelling indexes determined on can samples, after 30° C. air drying, show that only the Indiana coal lost more than one unit in free-swelling index number in 120 days. No significant changes were observed with the samples from Pennsylvania, Ohio, and Colorado in the 5-month period.

Amenability studies were conducted by the Federal Bureau of Mines on an electrooxidation technique for the extraction of mercury from cinnabar ores, particularly those that are too low in grade to be furnaced or retorted economically. Oxidation was accomplished by electrolysis of the ore while slurried with brine. Mercury was dissolved through the formation of the soluble tetrachloro mercury complex, HgC142-. Mercury extractions ranged from 90 to 98 percent in 4 to 6 hours of processing time when tests were made on eight different types of cinnabar ores containing from 0.7 to 18 pounds mercury per ton ore. Salt concentration was varied from 4 to 10 weight-percent depending on whether Pb02 anodes and iron cathodes were used or whether graphite was used for both electrodes. Power consumption ranged from 17 to 64 kilowatt-hours per ton of ore treated. Ninety-nine percent of the mercury was recovered from pregnant solutions by precipitation on an active metal such as zinc, followed by distillation of the resulting amalgam at 600° C.

This publication contains highlights of a 4-hour lecture and demonstration by the Bureau of Mines on the fire and explosion hazards of flammable liquids and solids, oxidizing materials, corrosive liquids, and compressed gases. The authors first presented this material as part of a 2-week course given to officers and enlisted men at the U.S. Coast Guard's Dangerous-Cargo Handling School, established at Fort Eustis, Va., in 1959. The Bureau was asked to present the lecture and demonstration because of the extensive experience of its researchers in handling certain harardous commodities.

The Bureau of Mines measured respirable dust in coal mines by means of multiple dust samplers worn by persons moving about the mines. The measurements were made primarily to evaluate the effectiveness of certain dust-control techniques; however, for this report, the data have been analyzed to determine the precision of the personal dust-sampling measurements. A total of 68 sets of measurements were available from multiple personal samplers. The measured dust masses were less than 1.0 mg because the sampling times were short. The coefficient of variation calculated from these data was 18.5 pct, compared with coefficients of variation ranging from about 10 to 30 pct, which were calculated from the most precise and extensive data available for fixed-point dust measurements made in coal mines. From this comparison, it is concluded that dust samplers worn by personnel are as precise as fixed-point samplers in measuring respirabe coal dust; the wearing of the samplers by someone moving about a mine does not contribute significantly to the variation in measurements made with these instruments.
