"This paper discusses the evaluation and application of a portable parked-vehicle tailpipe emissions measurement apparatus (EMA). The EMA consists of an exhaust dilution system and a portable instrument package. The EMA instantaneously dilutes and cools a sample of exhaust with compressed nitrogen or air at a known dilution ratio, thereby presenting it to instruments as it is presented to personnel in the surrounding environment. The operating principles and governing equations of the EMA are presented.A computational method is presented to determine the engine operating and performance parameters from the exhaust CO2 concentrations along with an assumed engine overall volumetric efficiency and brake specific fuel consumption. The parameters determined are fuel / air ratio, mass flow rates of fuel, air and exhaust emissions, and engine brake torque and horsepower. These calculated engine parameters are used to characterize engine load when performing EMA in-field tailpipe sampling without a dynamometer, and to detect deteriorated engines.Evaluations of the EMA by comparison of diesel tailpipe measurements with those made using laboratory-grade instruments showed that the EMA measurements are accurate and reproducible. The results also show that the EMA is capable of detecting emission concentration changes resulting from engine faults. Calculated engine operating and performance parameters correlate and compare well with laboratory-measured values.The EMA in-field engine loading and tailpipe sampling procedures for parked vehicles are presented, and results of the EMA field measurements are also presented. Low coefficients of variation for repeat EMA tailpipe measurements on diesel-powered haulage vehicles in four underground mines indicate that the EMA in-field engine loading and tailpipe sampling procedures are reproducible.An analysis of EMA tailpipe measurements for three haulage vehicles in one mine shows that the EMA can: 1) identify haulage vehicles that emit excessively high pollutant concentrations, and 2) provide data needed to evaluate and determine the efficiency and effectiveness of tailpipe emission control devices.Finally, recommendations for a proposed commercial EMA system are presented. This commercial system would overcome many of the adverse features of the prototype EMA used in these tests."

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

This report covers the calendar year 1953 and has been prepared and submitted in accordance with the provisions of Sec. 106(a) and Sec. 212(c) of the Federal Coal Mine Safety Act (66 Stat. 692; 30 U.S.C. Secs. 451-483). During this first full calendar year of operations under the Federal Coal Mine Safety Act, the coal-mining industry of the United States attained the best injury records in its history - improving the former best records (made in 1952) by 91 fatal and 10,020 nonfatal injuries. Whereas, the mandatory provisions of the act were intended and designed to prevent major mine disasters, apparently the effects have reached beyond the scope thereof in reducing mine accidents generally.

This paper describing the methods of ruining a sand, gravel, and bowlder deposit 20 miles east of Los Angeles, and the classification and preparation of these materials for market, is one of a series being prepared for and published by the United States Bureau of Mines on methods and cost of mining sand and gravel. These papers are designed to disseminate technical information regarding, the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion anti study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations stall ensue. The description contained herein is typical of this industry in Southern California. ACKNOWLEDGMENT The author acknowledges tine assistance of L. L. A naphtha obtained by destructive, recycle hydrogenation of crude shale oil, produced by gas-combustion retorting of Colorado oil shale, was found by the Bureau of Mines to contain 49.1 percent paraffins, 20.3 percent cycloparaffins, 7.8 percent olefins, and 22.8 percent aromatics. The naphtha contained only minor amounts of sulfur, nitrogen, and oxygen compounds. Compounds containing less than 5 carbon-atoms per molecule were removed by distillation before analysis. The paraffins where predominantly straight-chain compounds; n-Hexane was present in the largest quantity, and the other straight-chain paraffins decreased in amount as the molecular weight increased. The cycloparaffins, which contained both cyclopentanes and cyclohexanes, were evenly distributed throughout the boiling range. Although the naphtha had been produced by hydrogenation, it contained a small quantity of olefins. Straight-chain olefins with a terminal double bond comprised about two-thirds of these compounds. Among olefins with an internal double bond, those having trans configuration were present in three times the quantity of those in the cis form. In the aromatics all but one of the alkylbenzenes having nine or less carbon-atoms per molecule were identified; toluene was present in the greatest quantity. Only a few of the higher molecular-weight homologs were identified. The composition of the naphtha was computed from analyses of 105 narrow¬boiling distillation fractions. Volume, density, refractive indices, bromine number, and an ultraviolet spectrum were determined on each fraction. From these data the hydrocarbon-group composition of each fraction was estimated. A silica gel adsorption analysis was used to check the values of nearly one-third of the fraction calculated from physical-property data. Mass and infrared spectra were obtained on some fractions for identifying individual compounds or types of compounds, such as terminal olefins.

Studies were made to determine the effect of the shape of a pneumaticrock- drill exhaust muffler on its efficiency, and the origin and reduction of exit noise from the mufflers. Tests of mufflers of three different shapes proved that the shape is not critical and that a muffler could be incorporated into the shell of the drill. Petal diffusers are beneficial in reducing exit noise but add another projection to the machine. Increasing the number of exit openings while maintaining the same area of exit opening has a markedly beneficial effect on the exit noise and appears to be the most satisfactory treatment.

Information Circular 6746 reviewed the fatalities in Indiana coal mines. for the fiscal year October 1, 1951 to September 30, 1933. Since then Indiana has changed its fiscal year to the period July 1 to June 30, but as most statistical data on accidents are arranged according to calendar years, the data in this paper are for the last 3 months of 1932 and the calendar year 1933, rather than for the new Indiana fiscal year. Tables 1 and 2 list the fatalities in Indiana coal mines3/ by cause and occupation for the last 3 months of 1932 and for the calendar year 1933. The fatalities for the small wagon mines employing fewer than 10 men are separated from those employing 10 or more men to call attention to the ex- tremely high fatality rate in small mines, largely because the State mining law does not apply to them nor do they come under the jurisdiction of the Indiana mine inspectors; as a result health and safety conditions are ex- tremely bad. During the last 3 months of 1932, 5 (approximately 42 percent of the total) fatalities occurred in the small mines, while for the calendar year 1933, 12 (approximately 32 percent) of the fatalities occurred in them. The Indiana Division of Mines and Kining estimates that these small mines have an annual production of approximately 325,000 tons, or about 4.5 percent of the total coal-mine production of the State. In other words, for these small mines the fatality rate per tons mined during 1933 was about 10 times as great as for the mines employing 10 or more men. Another lamentable feature in connection with the fatalities in small mines is that very few carry any compensation insurance and the owners are not worth enough financially for dependents of victims to collect anything under the common law; as a result, the dependents of those killed usually are left penniless and subjects of public charity.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. LABORATORY research has been started at the Bureau of Mines Morgantown Petroleum Research Laboratory, Morgantown, Va., to investigate the possibilities thermal-recovery methods for producing crude oils of high API gravity found in oil reservoirs of the eastern United States. This bibliography on thermal methods of oil recovery was compiled as a part of the work. Crude oil discoveries to December 31, 1958, in the United States were estimated to exceed 270 billion barrels. Cumulative production of crude oil through 19.55 was about 60 billion barrels, and the American Petroleum Institute estimates that an additional 30.5 billion barrels are economically recoverable by present methods. On this basis, about two-thirds of the oil that has already been found can be classified as economically unrecoverable for lack of a satisfactory method. The rap icily rising costs of proving new deposit; of domestic petroleum, the lack of new discoveries of large oilfields in the united States, and I he growing demand for crude oil have caused an acceleration of research to develop new or improved methods fur producing "unrecoverable" oil in known reservoirs.

Two modes of seal application were identified, and promising state-of-the-art seals of both types -shaft and drum -were selected for initial rating by non-destructive testing. Only one shaft seal survived the initial test, and a search was made for other candidate seals including new seals. One new type of seal was found that gave promising enough operation, as both a shaft and drum seal, to be recommended for installation in prototype wet-head machines.

The objectives of this effort were to: 1) Develop and validate start-of-shift operational inspection procedures to be used by operators of mobile, self-propelled equipment used in surface mining operations; 2) Evaluate user acceptance of the developed procedures; and 3) Recommend methods and media for presentation of the developed procedures to the user population. Mobile, self-propelled surface mine equipment requiring start-of-shift inspection was identified. Subsystems amenable to operational inspection were identified. The procedures addressing all safety critical subsystems on each equipment type were then developed and validated. The inspection procedures developed were those that could be performed largely from the operator's station. User acceptance was evaluated during on-site data collection visits to surface mines. Representatives of the user population reviewed the procedures and were then interviewed. Recommendations for the methods and media of presentation to the user population were developed from information obtained in: 1) Review and analysis of instructional technology literature applicable to this area; 2) On-site data collection; and 3) Analysis of the working environment and characteristics of the user population.

This publication contains analyses and related source data for 234 natural gas samples from wells and pipelines in 21 States and 1 foreign country. All of the samples were obtained and analyzed during calendar year 1975 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and n special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Seventeen previous publications have presented the results of 10,831 gas analyses prior to 1975. The first 3, Bulletins 486,4 576,5 and 617,6 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 14

Longwall mining systems are used to mine approximately 50 pet of the world's total underground coal production. Single entries are the predominant method of longwall development in Europe and Asia, where mining conditions are more severe than those encountered in the United States. During the 1970's and early 1980's, the U.S. Bureau of Mines and the U.S. mining industry invested nearly $20 million in single-entry and related research. This report reviews the accomplishments of single-entry research in the United States and describes two U.S. single-entry field projects: the Sunnyside single-entry project in central Utah and the tunnel-boring project in northern West Virginia. Also discussed are a single-entry study conducted by North American Mining Consultants (NAMCO) and a single-entry design study conducted by Ketron, Inc. This Bureau report compares the resulting technology with European counterparts to further assess the utility and efficiency of U.S. systems.

Coal-mine explosions in the United States during the past 10 years ranked third among the causes of coal-mine fatalities and constituted 16.1 percent of the total fatalities. In Indiana, however, during this same period the percentage of fatalities from this cause was much higher than the average percentage for the entire country. It is only through knowledge of the factors that have led to these past explosions that intelligent steps may be taken to prevent similar occurrences in the future. Although information concerning many of the earlier explosions is lacking, an attempt has been made to tabulate the information available in the hope that it may be of assistance in calling attention to some of the principal causes of explosions in Indiana.

In late 1946, research was begun at the Bureau of Mines Electrometallurgical Laboratory at Boulder City, Nev., to determine the possibility of electrowinning manganese from chloride electrolytes on a continuous basis. All phases of electrodeposition were investigated on a small scale it the laboratory, and the results were reported by Jacobs and Churchward. These results indicated that a chloride process had certain possible advantages over the sulfate process that made it worthwhile to continue the investigation on a semi-pilot-plant basis, and this paper reports the results of this work. Research and development work on a process for electrowinning manganese from low-grade ores has been carried on intermittently by the Bureau of Mines since 1936. A process was developed, using sulfate electrolyte, that has been extensively described in the literature.

One of the important problems confronting oil producers in appraising the possibilities of secondary recovery in many California fields is the effect of viscosity on oil recovery by water flooding. In January 1954 there were 554 fields and/or pools, in the State, that produced 1 million barrels daily, and 138 of these pools produced approximately 267 thousand barrels daily of heavy crude oil having gravities below 200 API. Many of these fields are nearing the end of their primary economic life and still have high residual-oil saturations, a favorable factor in water flooding. The crux of the problem is whether or not enough oil can be recovered from these fields by water flooding to make the operation economically successful. Some experiments on the relationship between viscosity and oil recovery have been made by other investigators, but in most instances the viscosity of the oils used in the experiments was lower than the viscosity of the oils found in many of the heavy-oil fields in California. A study was undertaken, therefore, to determine the relationship between oil viscosity and recovery over a wider range of viscosities and to compare the experimental results with those predicted by theoretical calculations.

"This paper presents an analysis of preliminary tests on the effect of in-situ and operating parameters on fragmentation of coal using a specially designed unique automated rotary coal cutting simulator (ARCCS). In these tests coal blocks with an approximate dimension of 18 in. x 15 in. x 6 in. (45.7 cm x 38.l cm x 15.2 cm) were first. subjected to confining pressures, equivalent to in-situ conditions. Such. blocks were then cut by the cutting head of the ARCCS, thus simulating the action of the continuous miner in underground coal mining. During the tests under a particular set of in-situ and operating parameters a number of other parameters such as 1) penetration of bit into coal, 2) penetration resistance (thrust and cutting pressures), 3) rotating velocity of cutting head, and 4) acoustic emission activity in the coal block were monitored. After each cutting cycle the fractured surfaces were photographed and a velocity survey was conducted by using a sonic technique. At the end of each experiment the cutting paths of the bits in coal were photographed using an optical microscope with a camera attached to it. Furthermore, the coal fragments were collected in bags using a vacuum cleaner. These fragments were then sieved for size distribution analysis. The results of the preliminary tests indicated that underground coal cutting can be simulated in the laboratory and the effects of the important parameters, i.e. operating and in-situ parameters, can be studied successfully. INTRODUCTIONThe continuous-mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners, which were designed for increased productivity, have also increased the concentration of respirable dust in mines. As a result, the Federal Coal Mine Health and Safety Act of 1969 was enacted to enforce on the coal operators that the airborne respirable dust not exceed 2 mg/m3, and was intended to reduce the incidence of coal workers pneumoconiosis. This plus the other aspects of the legislation and the subsequent monitoring and enforcement by MSHA made it very imperative that the coal operators provide a relatively healthier and safer working environment for the coal miners. Since 1970, the Federal government has paid over 11.7 billion dollars to more than 470,000 miners with coal workers pneumoconiosis and their survivors (1). These regulations, coupled with the assessment of the continuing burden on miners, the mining industry and taxpayers appear to have provided an impetus for the mining .community towards comprehending the different parameters that influence dust generation and entrainment."

As part of the Bureau of Mines critical and strategic minerals program in Alaska, 34 high-purity chromian spinel samples were analyzed for trace and major element geochemistry and mineralogy. The samples were analyzed by X-ray diffraction, X-ray fluorescence, and chemical techniques. Systematic differences in chemistry are evident when samples collected from the Chugach Mountains and their related extension are compared with chromian spinel samples collected from interior Alaska. Compared with the Chugach samples, the interior Alaska samples have higher average amounts of A1203, Fe203, Ti02, and NiO, have lower average amounts of FeO and Cr203, and exhibit greater dispersion in values. Considerable mineralogical variability of chromian spinel exists between and within individual Alaskan chromite-bearing ultramafic complexes. Of 34 samples analyzed, 25 samples are magnesiochromite, 5 are chromite, 3 are spinel, and 1 is hercynite. As a group the interior Alaska samples have a smaller average unit cell dimension than the Chugach group of samples. The chemical and mineralogical differences between the two groups of samples can be attributed to different genetic histories and may have implications for locating chromian spinel deposits amenable to standard beneficiating techniques.

Longwall mining in lower seam heights may necessitate the use of single-drum shearers to overcome size constraints associated with standard double-drum shearers. To avoid the operational problem of clearance in the tailgate entry with one single-drum shearer, two single-drum machines can be operated on the same face, with each shearer responsible for mining a predefined portion of the face. However, utilization of two shearers on the same face necessitates the positioning of one shearer operator and a jacksetter in the return air of the upwind shearer, thus complicating respirable dust control on the longwall. In an effort to evaluate the unique dust control problems associated with this type of mining, the U.S. Bureau of Mines conducted dust surveys on two multiple-machine longwall operations. Sampling was done to quantify major sources of respirable dust and to identify potential solutions to problem areas. Sampling results indicate that the cutting sequences utilized on multiple-machine faces may have to be designed to minimize dust exposure, as opposed to optimizing productivity or facilitating operational requirements. Also, state-of-the-art dust control techniques typically found on double-drum shearer longwalls must be employed to help minimize the exposure of all face personnel to traditional dust sources.

Evaluation of incinerated sewage sludge as a secondary resource for aluminum, phosphorus, and minor constituents such as copper and zinc was initiated as part of the Bureau of Mines secondary resource program. The elemental composition of sludge ash for 14 plants in 11 U.S. cities was determined. Comparing industrialized cities with cities where most of the sewage is domestic, significant differences in heavy metal content were noted. Various parameters were investigated affecting the extraction of metals and phosphorus from a typical industrial city sludge ash and from a Palo Alto, Calif., sludge ash with a high precious metal content. Three extraction-recovery procedures for metals and phosphorus using sulfuric acid leaching, ion exchange, and various precipitation techniques were investigated. The last procedure developed was a combination approach using a three-stage countercurrent sulfuric acid leach that recovered most of the economic values from the sludge ash and also removed the leachable fraction of elements of environmental concern.
