"The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. The Bureau of Mines is engaged in a research program on the characterization of tars produced by low-temperature carbonization of coal and their economical upgrading to more valuable materials, Throughout the years, hydrogenation has played an important role in the treatment of these tars, mainly as a means of converting the whole crude tar or selected fractions to motor fuels; diesel oil, lubricating oil, or various solvents. In some instances, production of specialty chemicals has been the objective. The purpose of this report is to summarize, without critical review, the information of the past 25 years on the hydrogenation of low-temperature tars and related substances as presented in the literature or its English translation. Published articles and patents not abstracted in the main body of this report are included in a bibliography at the end. [The development and operation of ?combination on wells?5/ have created new and unusual problems, many of which cast to solved only if information is available concerning the properties of the fluids produced. Data as to the characteristics of the fluids at the relatively high pressures that exist in the reservoirs are especially important, and there is growing economic concern to know what part, if any, of the liquid recovered at the surface was liquid in the reservoir, As an extension of this problem, it is important to Know whether liquid will be formed in the reservoir it as a result o a isothermal retrograde condensation when the reservoir pressure is reduced. The pressure range of such condensation, if it occurs, is significant in the design of gas-recycling plants for maintaining reservoir pressures. In connection with the operation of such plants, it is particularly important to know how gyres sure and temperature will affect the yield of the liquid phase and the composition of the gas to be returned to the reservoir. It has not been possible to predict the behavior of these fluids that have high ratios of gas to liquid by comparing them with the behavior of low gas-liquid ratio fluids at identical pressures and temperatures. Such comparison fails because the proportions in which a component will be distributed between the phases of a system at any given temperature and pressure depend increasingly on the composition of the mixture as the critical temperature and pressure of the oysters are approached. Because many combination wells are producing from reservoirs that have temperatures near the critical point, experimental date on the properties of the fluids under reservoir conditions are particularly important at this time. To rest the immediate requirements of the industry for such experimental information an equilibrium cell has been constructed at the Petroleum Experiment Station of the Bureau of Mines, Bartlesville, Okla. This Bureau of Mines report reviews the information presented at the Sixth Mineral Waste Utilization Symposium cosponsored by the Bureau of Mines, U.S. Department of the Interior, and the IIT Research Institute. Environmental scientists and engineers from nine countries participated in the symposium, which was held May 2-3, 1978, at the Chicago campus of IIT Research Institute. The 56 papers presented on the reclamation and recycling of mining and mineral wastes, municipal solid waste, industrial wastes, and scrap metal are summarized herein.

Coal is one of our basic sources of energy (heat, power, light) and an essential raw material for most metallurgical processing. More than two-thirds of the electricity currently produced by thermal powerplants in the United States is generated by coal, and it is expected that coal will continue to be the major fuel used for this application at least through the 1970's. Coke produced from bituminous coking coal is the principal fuel of iron blast furnaces, and unless ironmaking methods change greatly, coal will continue to maintain a dominant role in iron-ore processing and steel manufacturing for many years. Export markets are expected to increase also, adding to the overall increased demand for coal. Accompanying the increased total requirement, however, will be an ever-increasing demand for higher quality coals, specifically, coals of low sulfur content. Except for special-purpose coals such as those used for the production if coke and ceramics where impurities in the fuel contaminate the end product, the amount of sulfur in coal has been only a minor consideration in the selection of a particular coal for fuel. Major considerations, particularly for the coals used to generate electric power, have been availability and cost. An increased national concern for control of air pollution, however, particularly that resulting from the emission of sulfur oxides in stack gases to the atmosphere, has led to more rigid specifications on coal quality, and the sulfur content of coals will become increasingly more important in the future.

Rhenium occurs in very small quantities (12).4 In order for the Federal Bureau of Mines to conduct an investigation of rhenium sources and methods of extraction, it was necessary to devise improved techniques for detecting and measuring minute quantities of the metal. A modification of the procedure of Malouf and White (46) was developed which can be used to detect rhenium in concentrations as small as 0.1 part per million and can be used to measure quantities of 1.0 part per million. It can be used for the analysis of siliceous and calcareous ores, of molybdenite concentrates, of fumes, of flue dusts, and of other metallurgical products. Development of the method involved devising an amine extraction procedure for separating rhenium from all interfering elements except tungsten and a selective distillation procedure for separating rhenium from tungsten. Adoption of these separation procedures permits use of large samples and precise determination of rhenium by colorimetric analysis of the thiocyanate complex of rhenium by means of a spectrophotometer.

A preliminary program dated April 25, 1974, was prepared for Development Engineering, Inc. (DEI) on research and development. for laboratory, field and other engineering studies on the disposal of retorted oil shale. This program was revised and published as a final document dated December 17, 1974. The document included discussions on the peculiarities of retorted shale materials to be investigated and discussions of the various laboratory and field tests which would need to be conducted to define their physical and chemical properties. The proposed research and development program was divided into eight work phases as follows: I Program Development. II Exploratory Laboratory Tests on Old U.S.B.M. Retorted Shale. III Laboratory Tests on Pilot Plant Retorted Shales, IV Laboratory Tests on Retorted Shale from the Semi-Works Plant, Field, Test Plots and Ponds. V Field Compaction Tests. VI Infiltration Pond Tests. VIII Final Report.

In the examination of bentonitic clay suspensions used for oil-well drilling fluids3/ (and for other purposes, such as a core binder for foundry sand) it is important to have comparative tests for evaluating them. A satisfactory clay for these and other purposes should 'rave the property of forming what is commonly called a "gel," but the measurement of this property has been a real problem. To date the solution has not been satisfactory, and some of the difficulties are considered in, this, paper, which describes a simple form of instrument (identified as an eykometer) for measuring the yield point under hydrostatic conditions of non-Newtonian clay suspensions, including those muds that are thixotropic. An oil-well drilling mud serves several functions, many of which depend on the "gel" characteristics of the mud. Among the more important functions are: (a) To plaster the sides of the hole to prevent caving of the walls; (b) to prevent the loss of the circulating fluid out of the hole by seepage; (c) to carry sand and cuttings out of the hole to the surface as they are formed by the rotary drill; and (d) when circulation of the fluid stops for shut-down or other unavoidable cause, to hold the cuttings in suspension by the setting up of the gel, thereby avoiding the difficulties that result when these cuttings are allowed to fall through the fluid and pack at the bottom of the hole.

This report describes in detail three waterflooding projects and a pres-sure-maintenance project in Butler and Cowley Counties, Kans., that will be visited on the 1963 annual spring tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the flooding of five oil-producing horizons separately with injection water furnished by two water treating plants. Discussion of the individual projects includes information on their early history, the source and treatment of the injection fluids, oil production decline curves, and the results of water injection on oil production.

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been-published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment. Report of Investigations 3309, Permissible Electrically Operated Air Compressors, which contains similar information, was issued in August 1936, and a Report of Investigations 3326, Permissible Electrically Operated Room Hoists, was issued in January 1937. Thus, the present paper is the third to give detailed information concerning permissible machines of types not included in bulletins, and covers all the rock-dust distributors approved prior to October 1, 1936.

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. The U. S. Bureau of Mines has undertaken the development of mineral industry cost escalation factors to enable the estimation of mineral development and extraction costs for mineralized sites in Alaska throught the use of the Bureau's Cost Estimating System v2.0 (CES 2.0). For the purposes of this document, all calculations are based on, and reflect the economic environment in Alaska in July 1992. The greater cost of mining in Alaska as compared to the contiguous-48 States can be estimated for Alaskan mining operations through (1 ) the analysis of capital and operating costs for analogous mine and mill plants in operation in the contiguous-48 States; (2) the hypothetical relocation of mine and mill plants from their actual location(s) to Alaska by making engineering modifications to the mine and mill plant design as required by the Alaskan site characteristics; (3) calculation of the cost of the required engineering modifications and; (4) the escalation of all costs to a level representative of the economic environment in Alaska at some specific point in time.

Presented in this volume are the basic mining techniques and production operations associated with underground bituminous coal mining. Chapter 2, "Multiflow Process Charts", presents, in sketch form, a description of the various operations characteristic of conventional and continuous mining. In order to focus attention upon the major components and operations in each work cycle, certain items are not shown in the sketches, e. g., machine electrical cables, brattice, and rib posts. The elapsed time shown for each sketch is considered representative for the various work elements summarized by the sketch. More detailed work element times can be found in Chapter 3, "Typical Work Cycle Times", and Chapter 4. "Standard Time Data".

Information on the performance of coal-cleaning equipment is necessary to provide a basis for evaluating the performance of existing plants and projecting that of new plants. Performance data can contribute greatly to the wise selection and effective use of coal-washing equipment. The Bureau of Mines has published information on the performance of several commercial plants, as well as of some laboratory-scale equipment, 5 (2-9, 11, 12, 17-12, 21-25) from time to time for a number of years. A more intensive program to provide such information for all the principal types of cleaning equipment is underway. The present evaluation of table performance is part of this program.

Important quantities of gold, silver, platinum-group metals, selenium, tellurium, and arsenic are recovered in the processing of copper concentrates. The objective of this Bureau of Mines study was to determine the occurrence of these elements in copper ores and to trace their distribution during subsequent processing steps. The study describes the important areas supplying concentrates, precipitates, and unrefined copper to the copper smelting and refining industry in a composite of the years 1971-74. The relative importance of these areas as a source of the respective byproducts is assessed. The lack of certain quantitative and assay data, recycling of dusts and slags, and the addition of scrap to the feed often complicates calculations and estimations of the byproducts in the smelter-refinery throughputs. Such volatile or low-boiling point elements as arsenic, selenium, and tellurium may be lost in gaseous and other emissions in various processing stages, or they may be concentrated in slags and residues for which samples were not available. The effects of antipollution legislation to improve control of sulfurous and other emissions that may affect recovery of certain byproducts was noted. A section on newer technology illustrating hydro-metallurgical techniques that may affect the recovery of minor metals is included.

The purpose of these studies by the Federal Bureau of Mines was to determine the feasibility of refining low-grade hafnium by an inert-gas-shielded molten-salt electrorefining technique to produce a hafnium metal meeting reactor specifications. The techniques were adapted from those used success-fully for titanium electrorefining. Three electrolytes containing hafnium chlorides were developed from which deposits having a Brinell hardness of 170 or below were recovered. A KC1 + NaC1 + HfC14 electrolyte produced deposits in the hardness range of 140 to 165 Brinell. Deposits with a hardness range of from 132 to 152 Brinell were pro-duced from an electrolyte composed of KC1 + LiC1 + HfC14. A third electrolyte composed of NaC1 + K3HfC17 produced deposits with a hardness as low as 139 Brinell. In a fourth electrolyte, composed of NaC1 + K2HfF6, a measure of refining was accomplished, but under the test conditions no metal meeting specifications was recovered; none was softer than 174 Brinell. A number of metallic impurities were reduced in quantity by the electro-refining process, notably iron, which normally was reduced from 250 p.p.m. to less than 50 p.p.m. Magnesium generally was reduced from 680 p.p.m. to less than 80 p.p.m. Manganese content was also reduced by the electrorefining process. Sponge containing 90 p.p.m. Mn yielded deposits containing a maximum of 50 p.p.m.; some deposits contained only 10 p.p.m.

An active list of permissible explosives was published in July, 1931, as part of United States Bureau of Mines Report of Investigations 313, under the title of "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1931." Changes in that list were authorized in August, September, October, November, and December, 1931, and. January and March, 1932, as published in Reports of Investigations 3l40, 3147, 3l50, 3155, 3158, 3161, and 3163, respectively.
