"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. The evaporation of crude oil without doubt causes one of the largest single losses to which the oil is subjected after it is taken from the ground. The few days during which crude oil is stored on the lease before being taken by the pipe line, causes an aggregate loss per year from evaporation estimated at 122,100,000 gallons of gasoline in the Mid-Continent field alone. This has a value, at 22 cents per gallon, of $26,880,000 and represents about 3 per cent of the total gasoline produced in the United States from all fields and all sources. Two different techniques were used to make measurements of the absolute value of electromagnetic noise in and above an operating coal mine, McElroy Mine, located near Moundsville, Nest Virginia. The electromagnetic environment created by 300 volt dc and 480 volt ac machinery was measured. In one technique noise was measured over the entire electromagnetic spectrum of interest for brief time periods. The noise was recorded using broadband analog magnetic tape. The noise data was later transformed to give spectral plots. In the other technique, noise amplitudes were recorded at several discrete frequencies for a sufficient length of time to provide amplitude probability distributions. The specific, measured results are given in a number of spectral plots and amplitude probability distribution plots.

The Bureau of Mines analyzed rotary-coring-operations data to compare mud and air as coring mediums, and to compare core recoveries, penetration rates, and cost data for the respective mediums as part of an investigation of the susceptibility to secondary-recovery techniques of petroleum reservoirs in Ohio, Pennsylvania, and West Virginia. This report describes the rotary-diamond coring equipment and operations employed while coring 20 wells--10 cored using mud, and 10 cored using air. Data relevant to the draw works, rotary-table power, drill pipe, drill collars, core barrel, core head, mud pumps, or air compressors are tabulated. Average bit weight and rotary speed, core recovery, and penetration rates are listed for each formation cored. In general, core recoveries were better from the mud-cored wells, whereas penetration rates were faster for the air-cored wells. Coring costs were about the same for single-formation wells cored with either mud or air; however, costs increased considerably when multiple-formation wells were cored with air.

This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mine operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also Investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result in reductions in both the frequency and the consequences of mine accidents.

Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

Depletion of coals most suitable for metallurgical fuel has made necessary a general survey of coking coal reserves in the United States. These investigations were begunn 1948 at the joint request of the Munitions Board, Department of Defense, and a number of coal companies. This report, which is one in a series, by counties, describes the preparation characteristics of the coals of Harlan County, Ky. From these data it is possible to determine: (a) Which coals, either as mined or after beneficiation by conventional preparation, are chemically suitable under present standards for producing metallurgical coke, (b) Which coals require special and more intensive treatment in preparation than is now practiced; and (c) Which coals cannot be considered to be potential sources of metallurgical fuel regardless of preparation.

Task training is increasingly important in mining operations because of the ever-accelerating pace of technological innovations and the concomitant increasing complexity of mining equipment. This Bureau of Mines report describes two successful task training program In use in two open-pit taconite operations in northeastern Minnesota. The programs are different in approach, but both have improved safety and in- creased productivity while lowering costs. Methods of training both before and after passage of the 1977 Mine Safety and Health Act are described, and the impact of this act on task training at each operation is discussed. The report identifies four common principles that have contributed to the success of the two training programs and presents plans each operation has for improving future training through new technology.

The thrust of this Bureau of Mines report is to relate the size of automobiles to the price of gasoline, and the use of minerals in automobile manufacture to the size of automobiles. Only one of the many plausible scenarios of public reaction to higher gasoline prices, a switch to economy size automobiles, is developed. No account is taken of other potential impacts such as improvements in public transportation or increased occupancy per vehicle. Furthermore, a gasoline price increase is the only incentive to the greater utilization of economy cars that is considered. A gasoline price increase to $0.60 per gallon would reduce the amount of minerals required to produce the automobiles sold in the United States by an estimated 15 percent. Gasoline prices of $0.80 and $1 per gallon would cause declines in mineral requirements for U.S. automobile sales estimated at 26 percent and 35 percent, respectively.

The early and reliable detection of the self-heating of combustible substances in mines is of considerable importance to the mining community. This Bureau of Mines report describes the results of a variety of studies of incipient combustion and its detection. Heated samples of coal, wood, and various polymers were used to evaluate the relative sensitivities of several types of detectors. The laboratory results indicate that submicrometer particulate detection is the most universal and sensitive method. Carbon monoxide detection was as sensitive as submicrometer particulate detection for pyrolyzing coal but was relatively insensitive to pyrolyzing wood or plastics. The conventional type of ionization smoke detector was the least sensitive for coal and of intermediate sensitivity for wood and plastics. Self-heating experiments with Pittsburgh seam coal piles of varying particle sizes gave ignition temperatures of 170° C for 4-to 7-µm dust, which increased monotonically with particle size. The measured heating rates were compared with data from an adiabatic calorimeter to obtain preexponential rate constants. The preexponential rate constants varied linearly with the surface area per unit mass of sample as would be expected for heterogeneous surface oxidation. The propagation behavior of ignition waves and the overall self-heating appears to depend critically on the magnitude of the convective flows induced, which counteract the depletion of oxygen in the void spaces of the pile. Classical theories of thermal ignition require substantial modification to be applied reliably to such cases.

A field operable, breadboard model, borehole radar was developed for the detection of hazardous geological anomalies in and above a coal seam in advance of mining. A four-inch diameter downhole probe was fabricated and tested in several environments. The radar transmitter was also employed in a cross-hole or through transmission mode to determine natural geotechnical and man-made conditions between boreholes. Sensitivity to underground conditions in both modes of operation were indicated.

The Bureau of Mines conducted a four year (1985-1988) mineral assessment of the Juneau Mining District in southeast Alaska as part of its ongoing statewide mining district evaluation program. Following an extensive literature search, the Bureau investigated mines, prospects, and mineral occurrences in the area. This report describes the results of Bureau work in the Eagle River area of the Juneau gold belt; a component of the Juneau Mining District comprising 87,000 acres between the Mendenhall Glacier and Berners Bay. Gold and silver have been the only metals having significant production from the area and occur mainly in quartz stringer and fissure type veins hosted by phyllites, greenschists, greenstones, altered diorite dikes and quartz diorite gneiss. Gold also occurs in several small placer deposits. Approximately 21,100 oz of gold and nearly 9,000 oz of silver were produced over a 60 year period. Currently, the only mining activity consists of some exploration and minor placer gold production. Inferred and indicated lode gold resources having mineral development potential total approximately 796,000 tons with a weighted average grade of 0.22 oz/ton gold.

This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .

The present report discusses the effect of stemming on eases generated by blasting, describes the test procedure, and analyzes the results from, blasting 61 standard rounds. Following care the types of stemming that -,re being investigated: 1, No stemming. 2. Sand in 2 paper cartridges. 3. Clay in 2 paper cartridges. 4. Commercial hydrated lime in 2 paper cartridges. 5. Combustible blasting plugs. 6. Ceramic is blasting plugs with clay in 2 paper cartridges.

Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are investigating technology and methods to monitor the blind areas around large haulage equipment used in surface mines. On average, six fatalities a year can be attributed to equipment colliding with other vehicles or pedestrian workers, or backing over the edge of a dump point. Several off-the-shelf technologies exist for monitoring areas that an equipment operator cannot see from the cab, including radar, video cameras, and radio signal detection systems. NIOSH researchers have tested many of these systems on large dump trucks both at their test facility and at surface mines. This article discusses the technologies available for this application and their effectiveness in detecting objects near an off-highway dump truck. Also, guidance is presented for mine safety personnel who are planning to evaluate collision warning systems or cameras on their haulage equipment. The Bureau of Mines studied the cutting characteristics of point-attack bits to reduce airborne respirable dust and energy during cutting. Linear cutting of two coal types using four bit types at three depths of cut with three space-depth ratios was performed with a modified horizontal milling machine using an optical particle-size monitor for respirable dust sampling. The cutting action of one bit on a rotary hardhead mining machine was mathematically analyzed and compared with the results of the linear cutting test. Airborne respirable dust per unit mass cut (specific dust) was found to be a monotonically increasing function of specific energy. Specific dust and energy decrease with increasing depth of cut. The amount of nonairborne respirable dust was 100 to 1,000 times greater than the airborne dust. The plumb-bob bit produced the most airborne respirable dust and the highest specific energy of the four bits tested. Rotary cutting was a greater dust producer and energy consumer than linear cutting because of the constantly changing depth of cut, space-depth ratio, and attack angle of the bit relative to the horizontal bedding planes. A new cutting technique is proposed to minimize the existing problems of the rotary cutting machines by providing greater production, reduced dust, and minimized methane ignition potential at the face.

A summary of Bureau of Mines research on recycling, reuse, and disposal of mineral-, metal-, and energy-based wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's waste recycling and disposal program is directed toward the following four main areas of research and development: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) recovery, utilization, and stabilization of mine and mill processing wastes, and (4) recovery and reuse of values from industrial waste products. This publication updates Bureau of Mines Information Circular 8529, which was issued August 1971.

The Bureau of Mines conducted electric furnace smelting tests on sintered flotation concentrate and siliceous log-washed are. The flotation concentrate was derived from the Maggie Canyon deposit of the Artillery Mountains area, Mohave County, Ariz., and contained, before sintering, 35.6 percent Mil and 19.4 percent Si02 + A1203. The log-washed ore was from the McGregor deposit of the Artillery Mountains area, Mohave County, Ariz., and contained 31.2 to 33.6 percent Mil, 19.5 to 27.6 percent Si02 + A1203, and 2.5 percent Pb. This work was undertaken to determine the most effective smelting technique for producing standard products from such nonspecification ore and concentrates. The objective was to collect data, using a small furnace, which would be reasonably accurate and permit extrapolation to large-scale practice for comparing with results on specification-grade are.
