The Bureau of Mines has sponsored a comprehensive research program to enhance the safe, effective, and efficient use of blasting technology by the mining industry. Recent research results of the surface mine blasting program were presented at a seminar on April 25, 1987, in Chicago, IL. Many of the topics discussed at the seminar are presented in this proceedings. The new research described in these papers includes computer monitoring of rock motion, the influence of blast delay times on rock fragmentation, blasting effects on Appalachian water wells, blast vibration measurement near structures, and the reduction of accidents through improved blasting safety.

The emphasis is on the measurement procedure and the interpretation of the measurement rather than on the instrument itself.] The failure to properly sample for methane is a major contributing factor to methane explosion risk. Sampling errors are most likely to occur at mines or tunnels where the presence of methane is not suspected or during nonroutine tasks at mines or tunnels known to have gas. More specific information on methane sampling at continuous miner sections is in Chapter 3. Chapters 4 and 5 discuss sampling at longwall sections, and Chapter 14 discusses sampling at tunnels. METHANE DETECTORS FOR MINING Many models of gas detectors are available to measure methane concentrations, as well as most of the other contaminant gases found in mines and tunnels. An example is the iTX Multi-Gas Monitor, a portable gas detector available from Industrial Scientific Corp., Oakdale, PA. This handheld instrument measures several gases simultaneously. The cost (2004) ranges from $1,300 to $2,200, depending on the number of gases measured. Similar instruments are available from other manufacturers. Most methane detectors used in mining use a catalytic heat of combustion sensor to detect methane and other combustible gases. These have been proven through many years of reliable operation. Of the 15 selected non fuel mineral commodities detailed in table 12, only 3 indicated increases in worldwide consumption in 1992. As in 1991, decline in consumption levels of the selected commodities can be attributed to reduced levels of use in the former U.S.S.R. and Eastern Europe. Of the remaining 12 commodities, 2 magnesium and cadmium, stayed relatively the same, while the other 10, including iron and steel, all recorded decreases. Global consumption of iron ore is estimated to have fallen about 3.5 % or about 30 million tons. This is a greater decline than what was estimated for production of iron ore, which is down only 2.7% or nearly 26.5 million tons, suggesting an addition to stocks. The consumption trend for iron and steel has been declining since 1989. This has mainly been due to the continued drops in use in the former U.S.S.R. and Eastern Europe. Even as the European economy begins to turn upward, there may only be a slight increase in consumption of iron, steel, and cement, considering the high cost of construction needed to modernize factories and buildings in Eastern Europe. Many feel that the economies of these countries are limited by the current status of their industries.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ No reports were made on motor gasolines Bold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 6/The present report presents analytical data for 1,499 samples, representing the products of approximately 105 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gaso¬line are not considered adequate to represent this type of motor fuel, data for these analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows; Regular-price, 872 samples, 266 items, and 83 brands; -premium-price, 584 samples, 217 items, and 72 brands; third-grade, 43 samples, 32 items, and 21 brands. This publication contains routine analyses and related source data for 390 natural gas samples from 22 States and five foreign countries. Of this total, 385 samples were collected during calendar year 1969. The remaining five analyses are of samples collected during previous years, but releases granting permission to publish the results were not received until 1969. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 576.4 Eleven previous publications have presented the results of 8,660 gas analyses made by the Bureau of Mines Helium Activity prior to 1969. General economic conditions continued to improve in the second quarter of 1984 as real gross national product advanced at an annual rate of 7.5 percent (table 1). This followed an even larger first quarter annual rate increase of 10.1 percent. The slower second quarter growth was greeted as a sign that the economy is not over-heating. The signs of slowed growth in some sectors suggest that the recovery may continue well into 1985 without the inflation symptomatic of a rapid recovery. Most of the slowdown in growth was absorbed by business inventories, personal consumption of durable goods, and residential fixed investment. Business inventories grew by only 68 percent as much as in the first quarter, personal consumption for durable goods grew by 58 percent of the first quarter rate, and residential fixed investment slowed to only 44 percent of the first quarter growth. Sectors with accelerated growth in the second quarter included personal consumption of nondurable goods and of services, which increased at annual rates of 9.6 percent and 3.8 percent, respectively, and Federal purchases of goods and services, which increased at an annual rate of 47.9 percent.

NO MORE important question has come before the coal-mining industry in many places, especially in the anthracite region of Pennsylvania, than prevention of stream pollution by mine drainage. Available information on acid mine drainage in the anthracite region of Pennsylvania indicates that a pollution problem must be solved in any program of anthracite mine drainage. The major problem concerns satisfactory disposal of the daily average mine-water discharge of 327,000 gallons per minute (g. p. m.), or 472 million gallons per day (g. p. d.), containing a free-acid load of 431 tons or a total acid load of 934 tons a clay as H2S04. This report indicates the scope of the problem and gives some suggestions concerning its solution.

To aid in designing a continuous system for evaluating processes for converting coal to high-Btu gas] the Bureau of Mines determined the amenability of various coals and a char to hydrogasification at 800° C and 6,000 psig using a molybdenum catalyst. A lignite from Rockdale, Tex., an hvCb coal from Rock Springs, Wyo., a char from the low-temperature carbonization of the latter, an hvAb coal from Pittsburgh, Pa., and an anthracite from Luzerne County, Pa., were selected. Highest yields of gaseous hydrocarbons, 94 pet, based on maf feed, were produced from char, and lowest yields, 67 pct, were obtained from lignite. Hydrocarbon gases contained 82 to 92 pct methane, 8 to 15 pct ethane; and 1 to 3 pct propane.

The Magna mill is 19 miles west of Salt Lake City on the routes of the Lincoln and Victory highways, and the Arthur plant is 1 mile west of the Magna mill. Both are on the main road west of the town of Magna and east of the town of Garfield.

Contract H0177044 included three objectives; (1) consolidate, maintain, and distribute information on STE approved lighting systems; (2) develop and present one-day seminars on underground mine lighting; (3) determine direct labor and hardware costs associated with the installation of mine illumination systems. All objectives were completed with results as follows: Task I - A file containing 1350 Statements of Test and Evaluation (STE) for all types of underground equipment was developed and publicized throughout the coal fields, A total of 40 requests for STE information was received and processed. Task II and III - A series of 50 seminars was scheduled and presented to 942 attendees throughout the coal fields. The seminars were well received and attendees indicated the information presented would be helpful in bringing their equipment into compliance. Holding a series of seminars in the coal fields, instead of a few in population centers, was favored by attendees. Task IV - Installation cost data obtained on 415 lighting systems indicate that the factors which most affect installation costs are higher hardware cost for DC powered systems and slightly higher manpower requirements for systems installed underground. Based on these data, the total cost to industry of retrofitting existing underground equipment could range up to $50 million.

"INTRODUCTION The property was first examined by an engineer 3/ of the Bureau of lanes in December 1942 and was later investigated by the sane engineer in January and February 1943. Prominent outcrops and underground exposures of high-grade iron ore, together with mention of sizable intersections of hematite in logs of four widely scattered churn—drill holes, indicated the possible occurrence of a substantial tonnage of iron ore at this old copper producer.From March to May 1943, detailed topographic and geologic mapping of the property was done by the Federal Bureau of Mines, the Federal Geological Survey, and the Arizona Bureau of Mines.Funds were allotted for exploration of the property by churn and diamond drilling. This work was started in December 1943 and completed in June 1944.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts, developed by each exploratory project as soon as practicable after its conclusion. The Mining Drench, Lowell B. In 1911 the Director of the United States Bureau of Mines instructed the chief mining engineer of the bureau , during an investigation of coal-mine safety conditions in Europe, to ask the directors of the various mine-experiment stations whether they would favor a European conference . The majority of the officials in immediate charge of experiment stations favored the plan , and Victor Watteyne, inspector general of Belgium, suggested that the United States call such a conference to be held immediately after the Eighth International Congress of Applied Chemistry, which was to assemble in New York on September 3, 1912 . Accordingly, invitations were issued by the United States Government to those countries having mine-experiment stations , namely, Austria-Hungary, Belgium, France, Germany , and Great Britain, and to those that contemplated the establishment of such stations , Canada and Mexico . All but Great Britain and Canada accepted ; Mexico designated a representative , who later found it impossible to come. The Government of Great Britain in declining, expressed regret at its inability to accept ; an informal statement was made that the opening of the experimental gallery at Eskmeals , England , occupied the attention of the officials in charge . Delegates were appointed by their respective Governments as follows: Austria-Hungary, Julian Czaplinski , royal mining engineer. Belgium, Victor Watteyne , inspector general of mines . France, J. Taffanel, director of the Lievin experiment station . Germany, Carl Beyling, bergassessor, director of Dortmund experiment station. United States , Charles E. Munroe, consulting explosives expert and George S. Rice, chief mining engineer of the Bureau of Mines . Subsequently Mr. William O'Connor , a mining engineer and mine operator of Wales , who opportunely appeared at the Pittsburgh station with letters of introduction from the South Wales Institute of Engineers and from prominent mining officials of Great Britain , was unanimously invited to take part in the meeting as an unofficial representative of Great Britain . Messrs . Beyling, Taffanel , and Watteyne were met in New York on September 3, by George S. Rice, who accompanied them to Washington, where they were welcomed by Director J. A. Holmes , of the Bureau of Mines , and where , with the delegates to the Eighth International Congress of Applied Chemistry , they were presented to President Taft . Mr. Taffanel was unfortunately called back to France just before the scheduled time of the conference on account of a mine disaster ; the other delegates , including Mr. Czaplinski , convened at Pittsburgh on the morning of September 14. Mr. Rice, representing the Director of the Bureau of Mines , acted as temporary chairman , and called the meeting to order.

Nineteen eighty-seven was a year of significant change in the Bureau of Mines-change to help it better adapt and respond to the wide range of new challenges facing the U.S. mineral industry. The Bureau has been regarded as the world's premier mineral information and research agency. Its authoritative, comprehensive data and its pioneering research have contributed significantly to the minerals position of the United States. Yet no organization in today's complex, dynamic world, with its rapidly advancing technologies, can afford to rest on its laurels. Mission and program must be constantly fresh and relevant to the day's issues and problems. Moreover, rather than reacting to events, the organization must strive to anticipate and prepare for them. It must have a sense-a vision, if you will-for the future.

The Bureau of Mines gathered test data on the use of a continuous borer in mining an anthracite bed, which was 30 feet thick on a pitch of 15° to 45°. Gangways were driven with the continuous borer, ventilation openings between gangways were driven with a large-diameter auger, and the blocks of coal between completed gangways were mined by the long-hole method, Conveyors were used to transport the mined coal. The continuous borer operated on a coal floor that was frequently soft because of heaving. The continuous borer could not bore openings on a grade exceeding 27 percent (15° pitch). Because 150 was also the lower limit of the pitch, of the bed, the continuous borer was used only to drive gangways. The continuous borer virtually filled the workplace, leaving insufficient space to place heavy-duty timber and cushioning material between the timber and coal back to allow for normal expansion of the uncut coal. The light? weight yieldable steel arch against the coal back gave inadequate support to control convergence, which in a disturbed area sometimes occurred with explosive violence. This exposed the machine operator to a hazardous condition, since a satisfactory solution could not be found, the company discontinued the use of the continuous borer.

At the request of the Mine Safety and Health Administration (MSHA) the Bureau of Mines evaluated the potential hazards of three compressed oxygen self-contained self-rescuers (SCSR's) designed for use in under-ground coal mines. The evaluation followed the lines used in a similar investigation of chemical self-rescuers and involved laboratory experiments as well as field trials designed to simulate a mining environment. They included bullet impact, bonfire, feeder-breaker impact and feed-through, and mining machine runover tests. The work showed that the units were not inherently unsafe but that under certain conditions of extreme abuse they can present a potential ignition or explosion hazard. This, coupled with a survey of reported damage on SCSR's currently deployed in underground mines, which indicated a relatively high frequency of incidents leading to the destruc-tion of the units, led to new recommendations on the deployment of SCSR's. The recommendations formulated by MSHA state that the units should be either properly worn by the miner, stored in heavy containers, or otherwise protected from situations in which they might be accidentally ruptured or destroyed, such as runover by mobile mining equipment.

Brazil's gross domestic product (GDP) grew only slightly in 1988 to $277 billion at current prices.2 The growth rate was the smallest registered since 1983, when the rate was minus 2.8%. The economy's performance was strongly influenced by a 2% to 3% decrease in industrial production and civil construction. The mineral industry, however, countered the downward trend in the industrial sector and grew a modest 1.4%. In November, Brazil adopted a new Constitution that placed significant restrictions on foreign investment in the mineral industries. Under certain provisions of the new Constitution, foreign companies were prohibited from establishing new mining ventures in Brazil as sole or majority owners. They could now enter the mineral industry only as minority shareholders with Brazilian partners. Foreign companies already established in Brazil had a 4-year grace period to find majority Brazilian partners, or to establish vertically integrated processing operations (mining, processing, smelting, and refining). The new Constitution also prohibited foreign risk contracts for petroleum exploration.

The use of Diesel fuel continues to increase. In the United States during 1951 over 120,000,000 barrels of Diesel fuel oil were sold. The railroads used approximately 43.5 percent of this volume; industries such as smelters, mines, and manufacturing plants used about 12 percent; trucks, busses, tractors and bulldozers 20 percent; water craft 14.5 percent; and the remaining 10 percent was consumed by gas and electric utilities, the military forces, and oil companies. These figures were calculated from data issued by the Bureau of Mines. 2/ Complete data for 1952 are not yet available, but it is known that by December 1952 over 13 3/4 million barrels of Diesel fuel per month were produced by the country's refineries and by April 1953 the monthly production had increased to 1 4,333,000 barrels.3/ Information on the properties of this type of engine fuel is very important to the petroleum industry, engine manufacturers, and consumers. To supply this information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under cooperative agreement, are conducting annual surveys of Diesel fuel oil produced in refineries in this country.

The purpose of this investigation was to find whether the moduli of elasticity obtained were the same for the following methods : ( 1 ) Deformation of a borehole in a prism subjected to uniaxial stress ; ( 2 ) deflection of a thin beam of uniform cross section uniformly loaded ; ( 3 ) sonic - pulse velocity measurements , and ( 4 ) strain measurements on a prism under uniaxial stress . The rock tested was chosen for its good elastic behavior and relatively good homogeneity and elastic isotropism . The same rock was used for all methods . Results indicate that for given environmental and stress conditions the moduli obtained by each of the four methods check one another within the limits of experimental error and that the differences introduced which are characteristic for each method are smaller than physical variations within the rock tested .

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. A Fortran IV computer program was developed to calculate the composition at equilibrium of products from a set of high-temperature gas combustion reactions. The program was used to develop high-temperature equilibrium concentration profiles for various constituents as a function of temperature and oxygen concentration. The computer program was specifically applied to reactions pertaining to the corrosion of superheater tubes in pulverized coal-fired boilers; however, it is useful for any multicomponent, multireaction scheme in which equilibrium constant data can be obtained and is comprised of gaseous reactants along with finely dispersed solids or liquids. General applicability of the computer program, including its limitations, are discussed along with detailed instructions for using the program.
