This report is the result of information obtained from a review of related literature, personal inquiry and on-site examination of active surface coal mining operations. Four improved surface coal mine systems are described in detail and evaluated for feasibility, implementation requirements, environmental benefit and costs. Engineering feasibility emphasizes equipment availability, compliance to design requirements, practicality and industry rating. Implementation potential emphasizes immediacy, ease, acceptability and constraints. Special attention was given to environmental responsiveness, both with regard to the solutions to mined-land reclamation problems and to the concurrency of reclamation. Each system description includes a hypothetical model mine with a depreciation schedule, capital summary, estimated annual production costs, sales price computation, production and operating cost summary, and a sensitivity analysis of mine price to stripping ratio. A program plan and time schedule for demonstrating a selected mining system covers site selection criteria, mine data collection, criteria for controlling and budgeting costs and reporting findings. Ten additional mining methods and techniques are briefly described and evaluated. Common reclamation problems are listed and described. Sixteen state reclamation laws and regulations are abstracted. Sixty-nine references are listed in the bibliography.

The Sunnyside single-entry project pioneered the use of single entries for longwall development in this country. During the 10-year course of the project, an immense amount of information was gathered. Over three miles of entries were observed primarily through instrument groupings placed in strategically located areas or "rooms." Nearly 1,200 instruments were monitored to gain information on the behavior of coal entries during development stages and through the mining of two longwall panels. This was one of the most extensively documented projects undertaken by the Bureau, The data gathered has a great potential for scientific research especially in the area of longwall mining. This Bureau of Mines report presents the ground control data gathered, in the form of computerized plots. Roof-to-floor deformation and load on cribs and roof bolts make up the bulk of the data, which is presented as load or deformation versus time. The plots are organized, generally, by the three main entries involved and, specifically, by the individual areas or rooms in those entries. No major attempt will be made, in this paper, to analyze the data other than to identify its source arid its history.

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). Miners, like many skilled blue-collar workers, are not traditional learners. They have not always been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. law requires that miners have a minimum of 8 hours of safety training annually, plus 40 hours for underground miners and 24 hours for surface miners when they enter the industry. However, miners rarely view this training time positively. In fact, it has been called “safety jail” by many, who regard it as a time to get a little extra sleep While mining has become far safer in the past 100 years, it is still a dangerous occupation. The Office for Mine Safety and Health Research, a part of the National Institute for Occupational Safety and Health (NIOSH), has funded a project for the past 4 years to address this challenge. The purpose of the research was to find a way to develop effective safety training for these people. Miners are born story tellers. They share “near miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environment, they also instruct listeners in the culture of mining and the values that it embraces. Stories, it seems, are a way to get safety messages across to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how a series of training videos was developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.

Consumption and intensity of use trends for twelve metals, by industrial end use, were estimated for 1972 through 198Z. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following four of the twelve metal increased from 1972-82 as follows: aluminum, 1.00 percent; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83 percent; titanium, 7.82 percent; and tungsten, 6.09 percent. Consumption. for the remaining eight metals decreased at average annual rates ranging from 0.58 percent (copper) to 5.37 percent (manganese).

Thermal reactions of l-methylpyrrole, l-butylpyrrole, and l-isopropyl-pyrrole were investigated by a flow method in the temperature range of 4500 to 5750 C. Those of I-butylpyrrole and l-isopropylpyrrole were also investigated in the 3400 to 4000 C range in a static system. The I-substituted pyrroles isomerize by an irreversible reaction to 2-substituted pyrroles. A reversible isomerization reaction shifted the alkyl group from the 2-to the 3-position on the pyrrole ring. All of the isomerization reactions are homogeneous, unimolecular, nonchain, first-order reactions having similar mechanisms and transition states. There is decomposition and cleavage of the longer alkyl side chain when it is in either the 2-or 3-position giving, as products, pyrrole, 2-and 3-methylpyrrole, 2-and 3-ethylpyrrole, pyridines, and hydrocarbons. The decomposition reactions appear to be by free-radical mechanisms. Pyridine homologs are formed by the expansion of the alkylpyrrole: butylpyrrole produces pyridine, and isopropylpyrrole produces 3-methylpyridine. Approximate Arrhenius equations are given for the formation of the decomposition products.

Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

This Bureau of Mines publication contains routine analyses and related source data for 495 natural gas samples from 21 States and three foreign countries. Of this total, 376 samples were collected during calendar year 1968. The remaining 119 analyses are of samples collected during previous years, but releases granting permission to publish the results Here not received until 1968. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917 and in late 1965 was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 576.4 Ten previous publications have presented results of 8,165 gas analyses made by the Bureau of Hines Helium Activity prior to 1968. Extensive thick lignite apparently lies within 250 feet of the land surface in Dyer, Lake, Lauderdale, Obion and Tipton counties. Information on geology, land use, soils, groundwater and instability is compiled, along with a bibliography. A test and monitoring site was investigated at Fort Pillow Prison in Lauderdale County. Analyses were made of lignite, overburden, associated water and leachate. Lignite has high BTU (about 7800) and low sulfur (1.1% avg.). A year or more of data are presented on rainfall, water levels, and chemistry of surface water, groundwater, leachate and water from test pits. Main potential environmental problems are quality of surface water, and possibly shallow groundwater. The main aquifer of the region will likely be un-affected by mining. Low transmissibility of shallow aquifers will minimize lowering water levels of wells. Soil reclamation and conservation should be readily accomplished, Dangerous earthquakes have a low probability and mines are not significantly more hazardous than steep bluffs.

In This Chapter [Drill dust control: wet and dry Enclosed cabs on drills and mobile equipment Haul road dust control] Overburden drilling generates most of the respirable dust that affects workers at surface mines. Both wet and dry methods are available to reduce this drill dust. Overburden removal by mobile excavation equipment such as bulldozers, front-end loaders, and haulage trucks can be dusty, particularly under dry and windy conditions. Tightly enclosed cabs with dust filtration systems can substantially lower the dust exposure of both drill and mobile equipment operators. Haul road dust control can be achieved by water application or chemical application. DRILL DUST CONTROL [Drill dust is controlled with wet or dry systems. Wet systems can be more efficient, but may freeze in the winter. Dry systems require careful maintenance of the drill deck shroud. An improved deck shroud is shown.] Wet Suppression. Wet drilling systems pump water into the bailing air from a water tank mounted on the drill. The water droplets in the bailing air trap dust particles as they travel up the annular space of the drilled hole, thus controlling dust as the air bails the cuttings from the hole [Page 1991]. In wet drilling systems, typical water flow rates are 0.1 to 2.0 gpm depending on the size and type of drill and the moisture level of the overburden. The drill operator controls the flow using a control valve located in the cab. Some drills are equipped with a flow meter to give the opera-tor a visual sign of the flow rate. Raising the water flow will improve dust capture, but too much water causes operational problems. Because of this, the drill operator must exercise care in find-ing the best water flow rate.

"The present and possible future commercial production of potash from various sources in the United Status is discussed below under the following heads:1. Potash from the saline lakes.(a) Nebraska lakes.(b) California lakes.(c) Other lakes.2. Potash as by-product from the cement kilns.3. Potash as by-product from the iron blast furnace.4. Potash from silicate rocks.(a) Feldspathic material.(b) Leucite rocks of Wyoming..(c) Sericite slates of Georgia.(d) Glauconite (greensand) of New Jersey.5. Potash from Alunite.6. Potash from organic sources other than kelp.7. Potash from kelp.In this discussion very little more than passing reference, if any, will be given to those projects which up to date have been developed only slightly, if at all, beyond the small scale laboratory stage, or for the development of which there appears to be very little financial and technical backing at the present time. Nether or not many of these proposed projects have merit can be determined only by an actual operating demonstration.Generally speaking, the potash industry of the United States has been hardly more than marking time since the armistice. This is, largely due to the fact that the consumers of potash have been expecting that heavy shipments of foreign potash to the United States would be resumed soon at somewhere near the pre-war prices, and they have not seen owing domestic potash at present prices for many months. The result has been that domestic producers have been unable to sell their product at even cost and many producers of potash have been obliged to close down. Thu Nebraska lake plants were closed down in February. The California saline plants were operating at below capacity, and the only large alunite plant is closed down. Even the cement plants have little or no inducements to recover the potash being lost in their waste gases and the production is very small at present.This condition will doubtless continue until a definite policy is decided upon as to the future importation of potash salts from Germany and. France. If unrestricted importation is allowed at prices even 50% greater than in 1913, only a very few, if any, of the domestic projects will be in position to compete with the foreign potash immediately, and the present industry will probably greatly decline with little or no prospect for a future resumption of the industry."

Researchers at the National Institute for Occupational Safety and Health (NIOSH) have developed several new tools for evaluating roof support performance. A miniature data acquisition system (MIDAS) was developed that can collect readings from up to 16 strain gauges at regular time intervals and store the readings for later retrieval. Three LED lights change from green to yellow, then red, based on the reading levels and/or rates of change of rock movement. This feature can be used to warn miners of rock instabilities. The system can be used with any strain-gauged support (resin bolt, friction bolt, cable bolt) or with a newly developed rock strain strip (ROSS) developed by NIOSH to measure rock strain. A ROSS is grouted in a hole drilled adjacent to the rock support to be evaluated; the deformed shape of the ROSS provides anchorage on either side of the strain gauges. Data from both laboratory tests and field evaluations are presented that describe the capabilities of both the MIDAS and ROSS instruments.

In safety work a study of past accidents is of value in determining means of reducing future accidents of the same character. This is particularly true with reference to coal-mine explosions. Data from publications of the United States Bureau of Mines and from published reports of the State inspector of coal mines of Colorado are presented in this circular in the belief that they will be of value to operators by indicating methods of preventing future coal-mine explosions. The tables included are complete only with regard to major disasters. The Bureau of Mines considers as a major disaster one in which five 'or more men are killed. However, this circular also includes a considerable number of minor disasters, Various explosions in the coal mines of Colorado from 1883 to 1932, inclusive, are listed with information available as to their probable cause, number of men killed and measures which, if they had been in use at that time, might have prevented them. John McNeil, first Colorado State coal-mine inspector, on page 43 of his first report for the period ended July 31, 1884, made the following recommendations for the prevention of explosions in the coal industry: True causes could be traced either to insufficient ventilation, carelessness and lack of rigid discipline in carrying on energetic ventilation and other precautions needed to be enforced in a mine giving off explosive gases. *** When any quantity of fine coal dust is observed in an entry, air course, or room it should be made damp and be removed from the mine, and thus beep every place as free from dust as possible. *** A system of bratticing close up to the face of each and every place in the mine from crosscut last made (whether gas should just then show its presence or not) which should not be more than 50 or 75 feet according to the nature of the mine.

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

Objective To reduce dust generated from soiled floors within enclosed operator cabs. Background Enclosed operator cabs are widely used on mobile excavation equipment in the mining and construction industries. They protect the operator from bad weather, noise, and airborne dusts. The inside cab environment usually must be kept at very low dust concentrations because of quartz dust generated from the excavation of silica-bearing rock. For cabs to be effective in controlling airborne respirable dust, they must have an efficient air filtration system, while providing a positive pressurization of the cab interior. Ideally, the recirculated and exterior makeup air filtration should provide at least 99% capture efficiency for dust particles as small as 0.3-µmaerodynamic diameters. Many of these enclosed cabs use heating units mounted or directed along the floor (see figure 1), which can cause dust entrainment problems. Prior studies by the National Institute for Occupational Safety and Health (NIOSH) of enclosed cabs have shown that these floor heaters can generate notable amounts of dust within the cab enclosure (see Technology News 486). Multiple-shift dust levels measured inside a drill cab increased on average from0.04 mg/m3 during the summer months to 0.68 mg/m3 during the winter months. Additional dust level measurements, made with optical particle counters during a nondrilling time period, verified that dust levels inside the cab increased from 0.03 to 0.26 mg/m3when the floor heater/fan was turned on. Dust levels within the cab also became greater than the ambient air dust levels outside of the cab when the floor heater was turned on during the nondrilling time period. This shows that the floor heater was a notable dust source problem. Cab floors are commonly soiled from operators tracking dirt inside the cab upon entering from the mine or construction site. Interior cab dust levels can be increased by (1) airflow disturbance of the soiled floor or (2) operator disturbance of the soiled floor. Approach During prior NIOSH surveys of surface coal mine drills, several drills with very low cab dust levels (#0.1 mg/m3) were observed to have floor sweeping compound spread out over the cab floor during the working shift. This initial observation led to a more controlled A-B study of the effect of the sweeping compound on the interior cab dust levels. This study involved dust sampling with and without sweeping compound inside the cabs of a bulldozer and two drills. Sweeping compounds commonly use sawdust or cellulose as the main bulk material, with oil or wax added for dust adhesion purposes. Sand is sometimes added to increase bulk density. Sweeping compounds with sand are commonly used to sweep up concrete floors. Those without sand (usually referred to as "gritless") are used to sweep up smooth finished floors. Most of the oils and waxes used for the adhesive ingredient are petroleum-base and can have an irritating odor. People sensitized to petroleum distillates could have allergic reactions to these sweeping compounds. A few companies offer non petroleum-base sweeping compounds, using either a natural oil or chemical additive for dust adhesion. During this study, it was decided that only the gritless sweeping compound (without sand) would be used, eliminating the addition of another potential silica source inside the cab. Since the sweeping compound would be applied on the enclosed cab floor for the duration of the shift, it was decided to use a canola oil-base sweeping compound to eliminate irritating odor from the petroleum-base sweeping compounds. The natural canola oil-base sweeping compound had a slight woody scent. The three pieces of equipment used in this study had notably different cab layouts. The bulldozer had a small cab with vents discharging air-conditioned or heated air from adjustable louvers at operator waist level and floor level. The bulldozer also had a cloth fabric seat and a carpeted floor. Drill A had a large cab with the heat directed from adjustable louvers at operator knee level and the air-conditioned air directed from cabin ceiling louvers. This drill had a vinyl fabric seat and a steel plate floor. Drill B had a small cabin with the heat directed across the floor (see figure 1) and the air-conditioned air directed down from the ceiling. It had a vinyl fabric seat and a worn rubber mat on a steel floor.

Three-dimensional velocity tomograms were generated on a daily basis to image mining-induced changes to the overburden above a longwall mine. The hypothesis was that a coherent redistribution of seismic velocity, due to the development of high-stress zones, could be imaged at the mine scale. Seam depth was 360 m and source location depth varied from 100 to 1000 m. Sixteen geophones were distributed over a 600 by 600 m square area on the surface above the mine. More than 12,500 events were recorded over an 18 day period. The recorded seismicity provided input for the local-earthquake tomography code, SIMULPS. Eighteen tomograms were generated and high-velocity regions correlated well with high abutment stresses. Additionally, the high-velocity regions were observed to redistribute as the longwall face retreated. These results indicate that velocity tomography can be used to provide a better understanding of temporal changes within a rock mass, and can potentially be used to produce a better understanding of the mechanisms that lead to unanticipated ground failures.

Because the cutting and polishing of stones are parts of the work of the Bureau of Mines in its study of rocks and minerals and in the determination of specimens sent in for identification, it was decided that a circular covering the subject in a general way would be of practical interest. As several books and periodicals give details of the problems in cutting and polishing, this report will not duplicate their information more than necessary. "The rate of progress in the last three years in the development of differential flotation has been rapid beyond the realization of most people. Differential flotation is no longer a ""delicate"" and unreliable process, but is now in wide use. Its ""safety"" is due to the wide use of chemicals which either depress or enhance floatability by definite modification of surfaces.The extent of the development and reliability of differential flotation methods any be emphasized by pointing out that there are now several customall-flotation"" plants in this country treating complex lead-zinc-iron ores from widely separated mines. While these ores differ in chemical composition and apparently in physical nature, the various ores treated in such a plant are passed through the same crushing and grinding equipment and through the same flotation machines and flow sheet with only slight changes, if any, in quantity and kind of chemicals and oils added.Some of the development in differential flotation is due to intelligent research on the part of well-trained chemists and metallurgists; much of It must be attributed to empirical testing.Much of the success in differential flotation is due to more care being given to constant conditions with regard to such factors as (1) fineness of grinding, (2) density of pulp entering flotation machines, (3) quantity and constancy of oils and chemicals added to the pulp, and (4) place of addition of reagents, and time of ""conditioning"" treatment of pulp with reagents."

This report is a summary of the work performed for the Bureau of Mines to evaluate the feasibility and desirability of a movable in-pit crusher combined with conveyors to substantially reduce or eliminate truck or train haulage in large open-pit non-fuel mineral mines. The report includes an introduction and summary of previous work, an analysis of movable crusher system components, a description of the selected system, a review of possible movable crusher system applications, and finally requirements for future work to bring about the general availability of such systems. It was clear from the program that there is a real need for movable in-pit crushers.
