The 53 countries that constituted Africa in 1993 accounted for a significant portion of total world output of a number of mineral commodities. For the continent as a whole, world shares of most commodities showed little change from those of 1992 although most output volumes showed a slight decline. There were no significant production increases, but there were significant decreases of cobalt and copper because of political instability in Zaire and production problems in Zambia, of chromite resulting from cutbacks in South Africa and Zimbabwe, and of phosphate rock owing to a lower output by producers in general. (See tables 1 and 2.) Among the most significant mineral commodities produced in Africa, ranked by portion of world production in 1993, were diamond, cobalt, chromite, gold, phosphate rock, manganese ore, uranium and petroleum. Others of importance in world trade were andalusite, antimony, asbestos, bauxite, coal, copper, fluorspar, lithium minerals, platinum-group metals (PGM), titanium minerals (ilmenite and rutile), vanadium, vermiculite, and zircon. Several of these-chromite cobalt, diamond, and manganese-were not produced in the United States.

As part of its goal to minimize the requirements for critical materials, the Federal Bureau of Mines has investigated the consolidation of an iron-base superalloy (20 pct Cr, 5 pct each Ni and Mn, 1 pct each C, W, Mo, and Cb, and the balance Fe) and its modifications by powder metallurgy (P/M) techniques. Vacuum-atomized, prealloyed powder was used. Consolidation was by sintering of cold-pressed alloy powder, or by forging plus rolling or extrusion of canned powder. Several commercial lubricants were evaluated in the pressing operation. At 50-tsi compacting pressure with up to 3 wt-pct lubricant, green strengths did not exceed 1,000 psi. Powder sintered just below the solidus temperature attained a tensile strength of 69,000 psi and 4 pct elongation. Liquid-phase sintering produced higher densities, lower tensile strengths, and nil ductility. Canned powder was forged and rolled at 1,200° C, yielding a 100-hr rup¬ture strength of 9,800 psi at 815° C and a room-temperature tensile strength of >130,000 psi at 6 pct elongation. Heat treatment of modified P/M iron-base alloy containing 0.63 pct C resulted in a 100-hr rupture strength of 17,000 psi. Oxidation resistance at 805° to 815° C of the forged and rolled P/M iron-base alloy was similar to that of the cast iron-base alloy and supe¬rior to conventional stainless steels.

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. During fiscal year 1966 the Bureau of Mines published 99 scientific and technical papers and engaged in 67 research projects on petroleum, natural gas, and oil shale. A basic appropriation of $3.4 million was supplemented by $1 million in cooperative funds from other Governmental agencies and industry groups. Petroleum conservation was advanced by development of scientific knowledge and improvement of technologic methods in both the extraction and utilization of petroleum, natural gas, and oil shale. Experimental work was carried out at research centers in Bartlesville, Okla., and Laramie, Wo., and in laboratories in Morgantown, W. Va., and San Francisco, Calif. ACHIEVEMENTS IN FISCAL YEAR 1966 Bureau of Mines--Petroleum Research in fiscal year 1966 (July 1, 1965- June 30, 1966) was involved in many public issues--air pollution, peaceful uses of nuclear explosives, utilization of oil-shale resources, computerization of recovery-stimulation techniques, and fuels for supersonic airplanes. Scientific contributions included compositional studies of petroleum and oil shale, determination of thermodynamic properties of petroleum compounds, development of analytical techniques, and correlations of petroleum properties with geologic occurrence. Technologic advances included rock-fracturing research, in situ combustion studies, waterflood techniques, use of radio-tracers to study stability of petroleum fuels, and hydrogenation as a tool to prepare shale-oil products.

"INTRODUCTION The Lookout Mountain coal deposits were examined by J.L. Stratton, an engineer of the Bureau of Mines in April and May 1943. The area investigated includes that part of southern Lookout Mountain in townships 4 to 8, south, ranges-9 to 11 east, and contains approximately 140 square miles in DeKalb and Cherokee Counties in northeastern Alabama (fig. 1.)Six coal seams having a minable thickness of 18 or more inches are represented in the area. The third seam, known locally as the Hill seam, has been correlated with the Upper Cliff No.1 seam and is referred to as such throughout this report. The preliminary investigation indicated that the Upper Cliff No. 1 seam is a low-volatile, high-grade coking coal. The work done on this project was confined principally to determining the amount and grade of coal in this seam.The only existing maps of mines in the area were one of the Lookout Fuel Co. at Lahusage, Ala. (fig. 2), and one of the Lookout Mountain Iron Co. at Battelle, Ala. (fig. 3), Consequently, to gain some knowledge of the grade and tonnage mined, surveys of the other mines were necessary. Many of them were caved, and many were filled with water, necessitating considerable preliminary work."

PRODUCTION of bituminous coal and lignite increased substantially in 1964. There were upward trends also in consumption, average value, exports, mechanization, and productivity. However, a significant decline in employment continued. Production.-The output of bituminous coal and lignite in the United States in 1964-487 million tons-was 6 percent greater than the 459 million tons produced in 1963. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

THE BUREAU OF MINES began an investigation of tungsten resources of Montana in September 1953. This report presents information obtained from July 1955 to September 1957 on tungsten deposits in and near the Mount Torrey batholith. The batholith comprises part of the Pioneer Mountains of Beaverhead County in the southwest corner of Montana. Included in the report are assays and preliminary-examination data on 22 properties. Tungsten minerals are known to occur in 19 of the properties. The major producer is the Brown's Lake mine which has produced more than 625,000 tons of ore. Nearly all of the deposits are in the Lost Creek, Utopia, and Bald Mountain mining districts along the east and south margins of the Pioneer Mountains. The districts are less than 27 miles from Dillon, Mont.

The Old Dominion Co, at Globe, Ariz., like the: Phelps Dodge Corporation with which it is closely allied, considers safety a major operating problem. Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.

THE BARRIER-PILLAR SYSTEM in the Lackawanna Basin consists of 93 barrier pillars between Archbald and Taylor, Pa. These pillars affect 48 mines, have a total length of 87 miles, and confine 21 underground pools, which contain more than 10 billion gallons of water. From an investigation of size, position, and condition of the barrier pillars, it is apparent that those concerned are uncertain, not only as to the method by which the sizes of the barrier pillars were determined but also as to the stability of those that may be expected to act as dams. Where a barrier pillar must act as a dam, its failure may result in loss of life, the mine, or both; it would be far better had it not existed and thereby given a false sense of security.

"IntroductionThe data contained in this paper were collected during the course of an investigation which covered 15 representative coal mines in 6 coal-mining States. The purpose of the investigation was to determine by atmospheric sampling how much dust was raised into the air during the various operations of coal mining, such as undercutting with machines, loading coal by hand, and transporting it from the working face to the surface. The data thus obtained were considered from two angles - namely, the possible physiological effect of inhalation and the explosion hazard of the dust. No attempt will be mode to discuss the former factor in this paper.CONDITIONS OF MININGThe mines in which this investigation was conducted were considered representative, and it is believed that the results obtained will suffice for the average dustiness encountered in most coal mines. .All of the coal mined was bituminous, from beds 30 to 120 inches thick. Only the ordinary room-and-pillar system of mining was employed. Daily production ranged from approximately 700 to 1500 tons and the men employed from 150 to 450. Coal was undercut by short-wall mining machines in all mines, with the exception of one in which pick mining was employed. Loading at the face was done by miners; none of the mines used mechanical loaders. Electric drills, both for brushing roof and for shooting coal, were commonly used although some roof work was done with jack-hammers and a. little of both with augers. Coal was hauled by motor, mule, or rope power in end-gate cars with capacities ranging from 1600 to 3600 pounds. With few exceptions, coal was won at the face by dry methods - that is to say, no water was employed fox wetting down the dust either during undercutting, loading, or transportation."

Although there are exceptions, oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. When these ores are of high enough grade they can be smelted; indeed, some rather low-grade ores of this type have been smelted at a profit because of their fluxing value. In the past, when these ores could not be smelted, they either were not treated or were treated at low efficiency, generally by cyanidation. The need for thorough investigation of the problem was therefore evident for some time before the writers began their research. The problem of treating manganese-silver ores seems to have been recognized first about 35 years ago by C. W. Goodale in applying pan amalgamation at Tombstone, Ariz. He attributed the low extraction of silver to the fouling of the mercury by manganese rather than to the presence of a refractory compound of manganese and silver. Although definite knowledge as to the cause of the poor extraction of silver was lacking, a more or less effective preliminary treatment, that is, a chloridizing roast, was applied.
