These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .

This is one of a series of papers on placer mining in the western United States. The author has endeavored to give a general outline of the available placer deposits in Boise County, Idaho, together with a description of current practices and the recovery costs of the principal producers. The paper is based on a field examination by the author in May and June 1937. Boise County (fig. 1) is in the southwestern part of Idaho. It has a maximum length of 60 miles, a maximum width of 42 miles, and an area of approximately 1,600 square miles.

This bulletin is one of a series of Bureau of Mines reports dealing with mining methods, practices, and costs. A study of this subject was undertaken by the Bureau in cooperation with a large number of mining companies in 1928. This study continued for 5 years, during which engineers of the Mining Division of the Bureau visited most of the larger mines and many smaller ones in the United States, as well as several mines in Canada and Mexico. As a result of this study, 75 reports dealing with underground mining methods and costs at different mines were published as information circulars. Circulars also were issued on 6 open-pit mines and 2 gold-dredging operations. These circulars were written by the managers, superintendents, and engineers in charge of the operations, in some instances in collaboration with Bureau engineers. They were prepared according to a standard outline drawn up by the Bureau to obtain uniformity in textual treatment and in the arrangement and basis of setting up cost and operating data.

In the Coastal Plain sedimentaries of northeastern Mississippi, high-alumina clays and kaolins, which are bauxitized locally to varying degrees, are found in many places along the contact between the Midway (Paleocene) and the Wilcox (Eocene) series. The trace of the contact extends from Tippah County, on the Tennessee border, south to Winston County, thence southeast to Lauderdale County, and into Alabama. Its length within Mississippi, disregarding sinuosities, is 185 miles (fig. 1). Commercial production of bauxite from the region has amounted to about 400 tons, shipped from one outcrop in Komper County. In December 1941 and January 1942, the Bureau of Mines and the Federal Geological Survey made a reconnaissance survey of the contact zone and selected the most promising areas for further study. In 1942, four areas in Benton, Union, and Pontotoc Counties were investigated by auger and rotary core drilling, and in 194, core drilling was done on five areas in Kemper, Noxubee, and Winston Counties. The present report records the work done by the. Bureau of Mines and the factual data obtained from the investigations of the nine areas in the two projects.

Lignite constitutes approximately 97 percent of the near-surface coal resources in Texas. The most significant bituminous resources are in the north-central and southern parts of the state. Coal reserves in Texas are estimated to be 13.7 billion tons, about three percent of U.S. coal reserves. The average thickness of coal seams mined in Texas is approximately eight feet. Texas gained primacy when its regulatory program was conditionally approved February 16, 1980; the program was fully approved June 18,1980. The state's Abandoned Mine Lands program was approved June 23,1980.

A new series of reports called ?Mineral Perspectives" (MP's) has been initiated by the Bureau of Mines with the publication of MP-1 titled, "Far East and South Asia" by K.P. Wang and the staff of the Bureau of Mines. This new series parallels the creation of the recently announced "Minerals Commodity Profiles" (MCP?s). Both series are designed to provide current information on important sectors of the mineral economy to assist professionals in government, industry, and education in monitoring supply-demand relationships that have significant impact on our domestic economy as well as on the international scene. The orientation of the "Mineral Perspective" series is a geographic one which examines the mineral situation of a region or a country. The "Mineral Commodity Profile? series examines individual mineral commodities. They are in this sense complementary.

This report describes the linkage of all mining sectors with all other manufacturing, services, and final demand sectors of the U.S. economy. Besides being a basic data source, it provides a framework for aggregate economic impact analysis with respect to the mining industries. The framework is an open-static input-output model specifying 48 mining industries as classified in the Standard Industrial Classification Manual for all mining activities and 76 nonmining industries which collectively exhaust, all economic activities. The 124-sector model used in this report is an expansion of the preliminary 82-industry aggregation estimates made by the Department of Commerce. In the expanded model, 48 ruining industries are substituted for the original 6. The methodology used to ascertain the industry-by-industry procurement cost estimates and product ion flows necessary to the construction and expansion of the basic 82-sector model included personal interviews, case studies of specific mining activity analysis, and published and unpublished data from the Bureau of Mines and the Census of Mineral Industries, The end products of this study are two tables arranged to show the direct purchases necessary for each industry to support the level of economic activity and the total purchases generated in each industry throughout the economy by each $1 of aggregate economic demand in 1958. The tables may he used for economic impact studies and market analysis by firms engaged in or closely associated with the mining industries. Some illustrations of their usages are presented.

This Bureau of Mines report delineates the coal reserve base of anthracite, bituminous and subbituminous coals, and lignite, by mining method and sulfur content, for coal-bearing States west of the Mississippi River. The parameters used to establish the reserve base definition are the result of a joint agreement by the Federal Bureau of Mines and the U.S. Geological Survey. The reserve base of low-sulfur coal, =10 percent sulfur, is 167,324.5 million tons; medium-sulfur coal, 1.1-3.0 percent sulfur, is 37,531.5 million tons; and high-sulfur coal, >3.0 percent sulfur, is 11,244.1 million tons. The reserve base of coal with an unknown sulfur level is 18,323.0 million tons. The percentages of deep and strippable coal are 56 percent and 44 percent, respectively. The basis for reserve base estimates and analytical data for this report was the Fuels Availability System, a Bureau of Mines data bank containing numerous data tin fossil fuels. Information contained in the system was obtained from publications of the Bureau of Mines, U.S. Geological Survey, State agencies, private publications, and company data.

A mineral survey of the Fisher Gulch RARE II area (A5299), Trinity County, California was conducted by the U.S. Bureau of Mines and U.S. Geological Survey. The Bureau of Mines was responsible for detailed examination of mines, prospects, and mineralized zones; the Geological Survey conducted geological, geochemical, and geophysical studies of the area. The area is underlain by the Salmon Hornblende Schist. Tonalite stocks 1.5 mi (2.8 km) to the east and northeast of the area intrude the schist and are closely associated with the nearby nines (Cox, 1967). The mines have quartz veins containing sulfides and gold in shears trending east to north past in the schist and tonalite (Hotz, 1972). Strewn and terrace gravel s occupy most of the drainages, many have yielded substantial quantities of gold.

The production of bituminous coal by stripping methods has become an important factor in some areas, especially in the Central and South Central States. In the latter, production at strip mines exceeds that at deep mines. This report describes the design, development and manufacture of a prototype quiet hard rock stoper drill and results of its field tests. It is shown that the stoper drill noise level can be reduced from 118 dBA to below 100 dBA by using this design. The design concept of this drill is based on a valveless independent rotation system, use of an integral muffler and pivot mount. The drill was manufactured in a standard commercial drill manufacturing setup and organization. The design and production technology proved that commercially viable quiet drills can be made available for mine use.

The studies herein reported were begun as a part of researches undertaken by the United States Geologü;al Survey looking to the more effcient utilization of the coal in the United States through the reduction of waste in its extnidion, and were continued as part of further researches having regard to the conservation of the fuel resources of this country and to the lessening of injuries and fatalities in coal mining. Among other phases of the general problem to be studied were the origin of the gas whidi escapes into coal mines, its modes of occurrence in the coal and rock strata, and the conditions governing its outflow into the mines. The subject of relative danger from destructive explosions due to gas and coal dust in different mines belonging to different coal fields was to be one of the principal lines of investigation. But this work was barely under way when the series of unusually disastrous explosions in the Naomi, .Monongah, and Darr mines of Pennsylvania and West Virginia, in December, 1907, afforded an exceptional occasion to observe the behavior of explosions on a large scale. Because of the opportunities for study afforded by these terrific explosions, the inquiry originally planned was d ¡verted to the more specific investigation of the conditions in tl10SC mines, and the examinations have been directed toward finding those qualities of gas and dust which were concerned in these explosions. The following discussion, therefore, consists essentially of a report on that subject; but it is far from being exhaustive, and is to be regarded as a preliminary outline of investigations which are still in progress. The first of the three mine explosions mentioned occurred in the Naomi mine of the United Coal Company, near Bellevernon, Pa., on Sunday, December 1, at 7.40 p. m. All the men who were within the mine at the time, fortunately only 34, were killed. Less than a week later there occurred in mines Nos. fì and 8 of the Fairmont Coal Company at Monongah, W. Va., the most disastrous mine explosion yet recorded in the annals of American mining. The mines were comparatively new and well laid out. Mine No.8 had been in operation only about two years and was the pride of the Fairmont Coal Company. Mine No.6 was first opened ahout four years earlier. In order to make it possible, in case of emergency, for either mine to be ventilated by the ventilating system of the other, the two sets of workings were connected underground. The F face heading of mine K o. 6 led direetly into No.2 north heading of No.8 mine. On Friday, Dcccmber 6, at about 10.30 in the morning, an explosion of unusual violcnce swept completely through both mines, pursuing its course throughout the numerous ramifications and bursting out of the two pit mouths, located It miles apart, nearly simultaneously. The slope of mine No.6 was only slightly damaged, but at the mouth of No.8 the destruction was very great. The fan was wrecked, the engine house was demolished, and mine timbers were blown across Monongahela River: As nearly as can be determined, 361 men were killed in the two mines by the explosion. .While the inspection of the Monongah mines was still in progress, on Thursday morning, December 19, at about 11.20, a similar explosion wrecked the Darr mine of the Pittsburgh Coal Company ut Jacobs Creek, Pu.; 238 men lost their lives in this explosion, which in number of casualties is second only to the :Monongah disustcr in the history of American mining. Of ull thc men in the mine at the , time of the explosion, only one mun, who happened to be within 100 feet of the ~iUrface on an old manway in a wet, unexploded portion of the mine, succeeded in escaping alive. The underground investigation of these mines was made in cooperation with Clarence Hall and ""Valter O. Snelling, of the United States Geological Survey, and James ""V. Paul, now of the Survey but at that time chief of the department of mines for vVest Virginia, to all of whom the author is greatly indebted for valuable assistance, suggestions, and advice. Mr. Paul will rcport on the nature of these explosions, the precipitating causes, their destructiveness, and the general cüliditions in these mines following the disasters. The present report is confined essentially to the laboratory examination of some of the explosive materials collected from these mines directly ufter the explosions.

Timely and rapid intervention to underground combustion events (fires, explosions, and spontaneous combustion) is the key to the successful control of the mine atmosphere and restoring of a coal mine to production. The focus of this paper is the utilization of a GAG 3A jet engine system to combat either large out-of-control fires or to render an entire mine inert when access to problem areas is difficult or impossible. This system is based upon a Soviet designed agricultural jet engine which consumes aviation fuel with oxygen (O2) from the intake air and exhausts combustion gases, primarily carbon dioxide (CO2) and water (H2O), along with the nitrogen (N2) from the air and small amounts of carbon monoxide (CO) and hydrogen (H2). The system is designed to approach stoichiometric combustion (ideally, pure burning that scavenges all the oxygen from the intake air). Therefore, these exhaust gases are almost entirely “inert gases”- i.e., gases which do not contribute to, and in fact, can suppress the combustion process due to the lack of oxygen. Other methods to inert mine areas have been used in the US and internationally, but these methods usually use low flow inertisation equipment or methods. Use of these low-flow inertisation equipment and methods has been successful in proactively rendering gob areas inert and has the ability to inert the entire mine workings. The nature of competition in the coal market tends to deplete the most favorable coal reserves first, and forces subsequent development of mines in more extreme ground conditions such as those associated with multiple-seam mining. In fact, 70% of the United States coal reserves are in multiple-seam situations. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop mine design algorithms that will result in safer multiple seam mines. This paper presents an overview of multiple seam issues in the central Appalachian coalfields. To date, more than 50 case histories have been analyzed from 20 operating mines in Eastern KY, Western VA, and Southern WV. Each case history is classified according to the degree of multiple-seam interaction, ranging from no apparent interaction to severe interaction with direct impacts on mine safety and resource recovery. The case histories are also examined with regard to amount and geologic characteristics of interburden and overburden, and design stability factors. The sequence of mining has also been found to be critical when the lower seam is fully-extracted. This paper compares current case histories to traditional rules of thumb. In addition two situations were modeled using LaModel software. LaModel has been upgraded to import pillar grids and topographic data from AutoCAD files. The cases presented demonstrate vertical stress capabilities of LaModel.

ONE of the important functions of the Bureau of Mines is the, analysis of coal from every coal-mining State and Alaska. These analyses are being published for use of Government officials and the public. In connection with analytical data showing composition and quality of coals of the States, consumers, Producers, and the general public will be interested in a brief description of the geologic structure of the coal basins, typical mining conditions in the several districts, and the principal economic data of the industry. These publications have therefore heel) designed to include such features to present concisely the principal facts regarding occurrence, reserves, duality, characteristics, production, and uses of coals of each producing State.

Since 1920, the Bureau of Mines and, other agencies have conducted numerous investigations of methods of communication for use in mines in times of disaster or emergency. The results of these investigations have been reported in various publications (3, 4; 5, 6, 8, 9, 10, 11, 12, 13, 14, 15, 16). In November 1944, the Bureau of Mines resumed the study of emergency underground communications. Until March 1946, the program was directed toward reexamining methods of underground communication that indicated possibilities of success. Since April 1946, the principal interest of this investigation has been in methods of application of radio to communication in mines, low-frequency radio seeming to offer the most promise as a successful method of emergency mine communication. Results achieved in reexamining other methods and in the investigation or the application of low-frequency radio between November 1944 and September 1946 were reported previously in a publication entitled "Some Studies on Emergency Mine Communications".

The following account of oil-shale operations in Australia is based upon infor- mation obtained by the authors while visiting Australia from September 15 to October 7, 1947, supplemented by published data, and augmented by analyses of samples of oil shale and its products at the Oil-shale Research and Development Laboratories of the Bureau of Mines at Laramie, Wyo. The primary objective of the authors' trip to Australia was to obtain, first hand, information regarding the equipment and methods used by National Oil Proprie- tary, Ltd., at Glen Davis, New South Wales, in mining oil shale, extracting oil from it, and refining the shale oil. This company was operating the only oil-shale plant that had been active in Australia since 1945. The plant comprised an oil-shale mine, 104 modified Pumpherston (Fell) retorts in 2 batteries, a hele refinery, and a 3-inch gusoline pipeline to the railroad loniing terminal t Sun Junction, 30 miles away. 1. The Pittsburgh bed is the most important bed in Marshall County, and virtually the entire production of coal in the county comes from this bed. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, were estimated at 3,158 million short tons as of January I, 1954. Of this total, 3,071 million short tons is in beds 28 inches and more thick. Areas in each bed except the Pittsburgh were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.
