"Laboratory batch flotation tests were performed on a sample of bulk slow cooled converter matte (Cu:Ni = I) to optimize the time in each of the separation stages. Numerical simulations were carried out to estimate a continuous circuit material balance for the conditions selected. An experimental simulation of a continuous circuit (locked cycle test) readily came to steady state and there was reasonable agreement between the numerical and experimental results. The use of nitrogen as the flotation gas and the addition of collector to the grinding mill minimized the oxidation of chalcocite, which has previously resulted in increasing circulating loads, and led to a stable circuit with very low weights in the recycle streams.IntroductionINCO Limited developed a flotation process for separating the components of copper-nickel matte [Sproule, Harcourt and Rose 1945; Sproule, Harcourt and Renzoni 1960] in 1945 to replace the Orford process and continues to use the flotation process in almost the original mode to this day. Initially the matte processed was the result of smelting a nickel concentrate that analyzed about 12% nickel and 2% copper and all of the recycle material that was generated in the smelting process. The matte generated analyzed about 25% copper and 53% nickel, roughly 2: 1 nickel to copper. This matte was blown in Pierce-Smith converters to be sulfur deficient in order to produce a metallic phase that collected the precious metals contained in the smelter feed [Wilson and Stratton-Crawley 1991]. This process continued with little change until 1994 when the separation of chalcopyrite from pentlandite in the Copper Cliff mill was discontinued after 63 years of operation. As a consequence of the elimination of the primary separation of chalcopyrite from pentlandite in the milling process a bulk concentrate was produced for smelting. Bulk concentrate smelting came into practice in 1994 as part of the initiative to meet government legislation that restricted the emission of sulfur dioxide to the atmosphere. Previously, the copper concentrate was smelted in an INCO oxygen flash furnace which resulted in the capture of a high strength sulfur dioxide stream from which liquid sulfur dioxide was produced. Nickel concentrate was smelted in reverberatory furnaces that produced low strength sulfur dioxide gases which were difficult to treat. The action taken by INCO to meet the environmental constraints was to smelt a bulk concentrate in oxygen flash furnaces which would produce gases suitable for the production of liquid sulfur dioxide and another stream that was high enough in sulfur dioxide to be readily converted to sulfuric acid [Bell et al 1990]. The end result of this decision was that all the copper-nickel separation would be done in the matte separation plant."

As a result of the dramatic growth of Edmonton, Alberta during the past decade and the rapidly increasing price of natural gas, Edmonton Power has received provincial government approval to construct and operate an 8O0-megawatt- capacity coal-fired thermal generating station at Genesee, about 50 km southwest of Edmonton. The power plant will consist of two 400-megawatt steam-driven thermal generators, with provision in the future for two or more additional units. The coal will be hauled by truck from the nearby three-million-tonnes- per-year strip mine, with economically recoverable reserves exceeding two hundred million tonnes. Edmonton Power controls a major part of the coal leases in the area, and is working with other lease holders in developing the most efficient mining plan. A natural depression was selected as the site for the 600-hectare cooling pond to provide water for the power plant. Edmonton Power is working closely with the people in the area to ensure that their rights and concerns are communicated and recognized by all parties.

"Cominco's Polaris Mine is a lead-zinc underground operation that began commercial production in early 1982. The mine site is located on Little Cornwallis Island in the Canadian Arctic at a latitude of 75°23'N and at a longitude of 96°55'W. The nearest settlement, Resolute Bay, some 100 kilometres southeasterly from the mine, is accessed from the mine by light aircraft. The mine site can be accessed by sea during the six-week ice-free period each year. During this time all major operating supplies are brought to the mine and the lead and zinc concentrate products are shipped out to market.GeologyThe Polaris orebody lies near the top of the Thumb Mountain Formation of Ordovician age. This formation is a relatively homogeneous section of thin to medium bedded limestones which are brecciated and dolomitized in the area around the orebody. The deposit is described as a Mississippi Valley-type orebody. Ore minerals are sphalerite and galena with the waste being predominantly dolomite with calcite and marcasite. The ore is quite porous with voids being generally filled with ice as the mineralized zone lies entirely within permafrost. Reserves consist of about twenty million tonnes of ore grading 3.8% Pb and 14.3% Zn with a further three million tonnes of inferred ore at a slightly lower grade.The orebody strikes in a north-south direction with the hangingwall dipping at about twenty degrees to the east. It is generally conformable with the stratigraphy. The footwall in the western portion of the orebody, the Panhandle, lies about 10 to 30 metres below the hangingwall. To the east the footwall drops sharply, creating an orebody height of up to 110 metres in what is referred to as the Keel Zone. The Panhandle Zone has typically 80 - 110 metres of cover above the hangingwall , About 25% of the reserves are in the Panhandle Zone, the remainder being in the Keel Zone. Figure I illustrates a plan view of the orebody relative to other surface facilities on the property and Figure 2 illustrates a simplified section through the Panhandle and Keel Zones."

DR. W. F. GRAY (Contributed discussion, presented at meeting by Mr. S. C. Mifilen): Mr. Rowe's suggestion that the Institute should organize itself to interpret the needs of the mining industry to federal and provincial mines departments should commend itself to our membership as sensible and practical, and as one which these public administrative bodies may welcome. One has to start with the premise that those who head the departments of mines in question have the welfare of the industry at heart. Also, it must be postulated that the technical viewpoint of our membership is necessarily free of political considerations. With these reservations, one ventures to state that both Mr. Rowe in his communication to the present session of the Institute, and Professor M. Y. Williams in his earlier communication to the Western Meeting, on The Geological Survey and Mining Development (1), voice the regret general among our membership at the abandonment of the honoured name, and to some extent of the status, of the Geological Survey of Canada. The writer, in 1932, devoted his Presidential Address to the Institute to an appreciation of the value to Canadian mining of the Geological Survey of Canada (2), affirming the desire of the Institute "that the work of the Survey shall be maintained at the highest pitch of efficiency the resources of our country will permit, because, to scrimp expenses on the Survey, is 'to save at the spigot and lose at the bunghole'." He believes that is still the opinion of the Institute, and, if contraction of the usefulness of the Survey is feared by our members at this time, it is incumbent upon the Institute, in fairness to those who direct our government, to say so in precise and explicit terms. Mr. Rowe puts the situation pithily when he writes: "We have reached a stage in our development where a stock-taking and co-ordination of existing knowledge and data is essential. This is a part of that basic function of Dominion mineral technical services which is national and not provincial in its scope".

"Although the April 19, 1983 federal budget appears to put greater emphasis on new or expanded government spending programs in an effort to get Canadians working again, the budget proposals contain a light sprinkling of tax changes which could be of some direct benefit to the mining industry.This month, Tax Notes examines some of the more important of these changes.IntroductionSome sectors of Canada's mining industry could benefit from the proposed income tax changes announced by Finance Minister Lalonde in delivering his budget address to the House of Commons on April 19, 1983. Improved depletion allowance rules, expanded investment tax credits, better use of business losses, and inflation proofing of personal capital gains on Canadian common shares are all part of the measures included in Mr. Lalonde's first budget to try to reinvigorate the battered Canadian economy.Improved DepletionUnder the Income Tax Regulations, a taxpayer who incurs Canadian exploration expense (and certain other eligible expenses) is permitted to deduct not only the full amount of the Canadian exploration expense (""CEE""), but also an additional allowance (the so-called earned depletion allowance) equal to one-third of the CEE. Thus, a taxpayer in certain circumstances can claim a deduction of $1.33 for each $1.00 of eligible expenditure, including CEE.Although CEE can be deducted from any source of the taxpayer's income (for example, from investment income, salary income, and so on), prior to budget date the earned depletion allowance was deductible only from the taxpayer's resource profits. This restriction on the deductibility of the earned depletion allowance substantially reduced the attraction of the allowance: few individual investors or investment companies, for example, have the required stream of resource profits, at least when the CEE or other eligible expenditure is made."

This article summarizes some of the principal features of the taxation of industrial mineral mining in Canada. Where the rules applicable to such operations differ from those pertaining to the production and processing of precious and base meta s (non-industrial minerals), the two sets of rules are compared. If a conclusion could be drawn from such an over-all comparison, it may be that the total tax burden on an industrial mineral mine can be considerably more onerous than on both base meta mining operations and manufacturing profits.

Rio Tinto Alcan (RTA) has three smelters that use the Alcoa P155 technology: two in Canada (Grande-Baie and Laterrière, Saguenay, QC) and one in the United States (Sebree, Kentucky). The oldest RTA P155 smelter was built in the 1970s (Sebree) and had an initial current intensity of 155 kA. In the 1990s, RTA installed an amperage booster in Grande-Baie smelter to increase cell productivity. Since then, RTA has continuously pushed the limit of this technology and the target amperage that was 195 kA in 2005 has been increased to 210 kA in 2010.This article describes the successful plant-scale trials to increase current intensity from 195 kA to 210 kA, and the key performance indicator results. It demonstrates RTA's technology leadership to undertake such a development with its Brownfield smelters.

"The auriferous mineralization at the Sigma-2 gold mine occurs in quartz-carbonate-tourmaline veins emplaced in a fractured granaphyre layer in the upper part of a differentiated gabbro-diorite sill. Kinematic indicators show that fracture planes were active as strike slip, dip-slip (reverse) and tensional faults.Measurements of attitudes of fractures and movement vectors indicate eight different sets that can be grouped into three systems: (I) an east-west oriented system includes a subvertical set and two other sets dipping north and south respectively; (2) a subhorizontal system of two conjugate sets bisected by a third tensional set; and (3)a system of sub vertical conjugate northeast and north-northwest trending sets.Kinematic analysis indicates that the subvertical set of the east west system was subjected to dextral strike-slip movement activated by a northwest-southeast compressive stress whereas the bulk deformation resulting from the remaining and subsequent seven sets can be explained by a protracted subhorizontal north-south compressive stress.The valuable gold mineralization is found principally in the fracture-filling veins of the subhorizontal system and subordinately in the other sets; among these other sets, the NE trending subvertical one is slightly more favourable.The over-all tectonic picture is that of an early mild dextral strike slip faulting in a ductile-brittle medium followed by a general flattening involving, first, a vertical and, later, a lateral extension by fracturing in a medium that had become brittle.The structural features are such that the differentiated sill could not be the source of the auriferous hydrothermal solutions."

"Extensive screening revealed a seaweed (alga) biomass type which in its non-living state possesses a very high cobalt sequestering capacity comparable to that of activated carbon and the ion-exchange resin currently used in the cobalt production process. Performance of the new bio-sorbent material was studied by examining its equilibrium metal uptake isotherms generated under different solution conditions such as initial cobalt concentration pH, temperature, and the presence of selected cations and anions. The rate of cobalt uptake was determined, which is a crucial parameter for recovery process design. Almost all cobalt sorbed can also be desorbed with a solution of CaCI2. The bio-sorbent material can be used repeatedly in the sorption-desorption cobalt concentration process. IntroductionIt has been well documented that certain types of microbial biomass, living or non-living, possess a high potential to sequester and accumulate inorganic ions present in aqueous solutions. Metal concentration by microbial biomass from a solution is termed bio-sorption. This phenomenon is quite complex and includes adsorption of metals onto the surface of a microorganism and/or into the cellular structure in combination with ion-exchange, complexation, and/or micro-precipitation. Bio-sorption is generally considered to be a rapid physical/chemical process. The cell wall structure is porous and allows metal ions, as well as large organic nutrient molecules, to pass freely through. Polysaccharides of the cell wall could provide binding amino, carboxyl, phosphate and sulphate groups. In addition to these functional binding groups, polysaccharides often have ion-exchange properties. Sometimes, bivalent cations, such as Ca2+ or Mg2+, help the formation of ionic bond bridges between the negatively charged cell surfaces and positively charged cations in the solution, Proteins in the cell wall could offer functional groups and also offer peptide bonds to bind ions. Interactions between metal and the cell wall components are responsible for the sequestering of metals by way of bio-sorption. Many metals feature a complex solution chemistry and it is not always possible to determine what ionic species are actually present in the solution. The equilibria involved are dependent on pH, concentration, the anions present and other factors. The transport system for the ions are sometimes dependent on both temperature and energy. Biosorbent material could also be regenerated for multiple reuse."

Fans delivered to the Russian Federation, and eventually to countries of the former U.S.S.R., for mine ventilation must meet the legislative requirements of local jurisdictions. This paper presents a discussion of these legislative requirements and presents examples of fan equipment designed to meet the requirements. The legislative obligations discussed include four (4) separate requirements, including: ?Technical design requirements ? The Federal Agency for Technical Regulation and Metrology is responsible to issue a GOST R certification declaring conformance to the requirements ?Operational requirements ? A ?License for Application? must be obtained prior to operation ?Explosion risk requirements ? If the area of operation includes potential for explosion a special certificate must be obtained ?Technical condition requirements ? Market segments within the mining industry require special conditions that must be satisfied Examples of fans designed specifically for use in the Russian Federation are also discussed and examples provided. Designs for fan volume flow control will be highlighted.

"Under high pressure in a deep potash mine, the salt rock behaves in accordance with the concept of a generalized, perfectly plastic substance. The paper presents the evidence of this behaviour and engineering concepts f or room-and-pillar design. IntroductionThe mining and refining facilities at International Minerals &. Chemical Corporation (Canada) Limited are located near Esterhaz y at the southeastern edge of the Saskatchewan evaporites. Ore extraction began in 1962 and at the present time the annual mining capacity is in excess of eleven million tons of potash ore.A generalized geological section is shown in Figure I. The mining horizon is overlay in by 100 feet of rock salt followed by a thin bed of competent dry shale. The strata in the next 1,500 feet are generally competent and locally water bearing. The Blairmore formation contains strata of water-bearing unconsolidated sand. Below the mining horizon, rock salt is interbedded with anhydrite bands.The 8-foot mining bed is distinguished mainly by grade and clay content, as there is no definite bed boundary. The chief mineral s are halite, sylvite and, in some cases, carnallite, with up to 2 per cent disseminated clay. The ore is coarse grained, with crystals averaging one-half to three-quarters inch across.The major mining problem is related to the fact that the Dawson Bay formation, overlying the evaporites, contains areas and channels that are highly porous and permeable and are filled with unsaturated brine under high pressure. Consequently, all mining areas, with no exception, must be so designed that the overburden salt stratum remain s competently supported for the duration of the mine .This paper outlines a successful engineering method of determining the stability of the pillar s and designing a stable room -and-pillar mining system."

Precambrian Shield rocks, exposed in the extreme northeast corner of Alberta, provide the only possibility for a granitic building stone development in the province. Among a wide variety of granitoid rocks in the Shield, the Chipewyan Red Granite is one of the most favourable prospects. Geological mapping and exploration has revealed two prospective sites within a major pluton situated close to navigable water. Cleaned outcrop surfaces show clearly the pattern of joints and lithologic variations within the granite at prospective quarry sites. Other features include: basic dykes, quartz veins, and sheeting fracture zanes. Systematic orthogonally arranged fracture sets and the sheeting zanes are auributed to a tectonic origin. onsystematic irregular fractures are related to surface and nearsurface processes, such as decompression through unloading .

L'augmentation régulière des règlements environnementaux et de la sécurité au travail deviennent de plus en plus strictes. L'usinage fait partie des opérations industrielles qui peuvent causer des problèmes de santé au travail et sur l'environnement. La plupart des particules de poussières produites pendant toutes les opérations d'usinage à sec ou lubrifie causent des nuisances environnementales graves. Le travail propose étudie l’influence des paramètres de coupe, des alliages et des états des matériaux sur la formation des copeaux et sur la génération de poussière lors de l'usinage à sec. Deux modes d'usinage (le fraisage et le perçage) sont abordés. Une loi reliant la ténacité des matériaux aux émissions de poussières est proposée. Les effets des matériaux et de leurs conditions, ainsi que des procédés d'usinage sur la génération des poussières ont été mis en évidence. Des mécanismes de formation de poussières sont identifiés et reliés à la formation des copeaux.

"The above committee sent out a questionnaire to the gold mines for the purpose of learning what units and methods are currently in use in the mines as the first step in an attempt to agree on standard units to be used in any papers or reports that may be given to other mines or presented at meetings. The next step is to try to arrive at acceptable standard units for reporting and methods of making tests. It was suggested by Mr. J. Jardine of Eldorado Mining and Refining that the use of the metric system should be seriously considered. It was also brought out that there was no intention of having any mine change their methods to the standard for internal reporting as this would involve too much change. However for external reporting there shouldn't be too much difficulty in converting to the accepted standard units.On the following pages are the reports of those mines that replied to the questionnaire.MALARTIC GOLD FIELDS LIMITEDP.A. "The National Uranium Tailings Program was established in 1982 to develop, in part, a mathematical predictive model which would allow the assessment of the impact of uranium mill tailings on the environment and particularly on humans. . To achieve this , various studies were undertaken to establish the role played by key constituents of the tailings. This paper summarizes the findings of a study carried out under that program, to examine the leachability of barium-radium sulphate sludges produced in the treatment of uranium mill tailings decants. The investigators performed detailed chemical an alysis of the sludge, applied geochemical computer models to investigate sludge leaching behaviour, and conducted experiments to assess the impact of bacteria on leaching. The modelling showed that the redox state o f the sludge-leachant system was the most important factor. Substantial bacterially-mediated dissolutio n of the sludge and release of radium was demonstrated experimentally under suitable reducing conditions . INTRODUCTIONIn September 1981, Phillip A. Lapp presented the final report of the National Technical Planning Group on uranium tailings research to the federal government (Lapp, 1981). Lapp' s group had performed an in-depth survey of the status of uranium tailings research in Canada and, as a result, recommended that a national program be funded in the amount of $18 .6 million. Half of this fund ing was to come from the federal government, with the two producing provinces , Ontario and Saskatchewan, providing the balance. However , the provinces declined to support the program and the federal government decided to inaugurate a reduced program with $8.5 million o f funds .In late 1982, the formation of the National Uranium Tailings Program (NUTP) was announced by the minister of state for mines. A primary objective of this program was to develop a mathematical predictive model that would permit the assessment of the impact of uranium mill tailings on the environment, a nd particularly on humans. The program was to use existing information to the greatest possible extent, and then fund research to fill in gaps or substantiate data where necessary .The NUTP was established to administer this program of contract research over a five-year sunset life. By the end of the 1986-87 fiscal year the NUTP had completed about 100 contracts. One of those projects was to study the effect of placing barium-radium sludge ba ck within the tailings matrix. Th is paper gives the results of that study."

"As part of a study to evaluate factors affecting tankroom air quality, the mechanism of aerosol generation from bursting bubbles in electrowinning operations has been investigated. Typically 2 to 3 mg/m2.s are produced in zinc tankrooms. Analysis shows that the rate of production of film drops (geometric mean diameter - 2 urn] increases with decreasing bubble size, and that jet droplets (geometric mean diameter - 20 um) are not produced with gas bubble larger than - 4 mm. Both mechanisms of drop formation and current efficiency are affected by surface active agents, with an over-all reduction in emission of up to 60% to 70% being achievable. A source control system which does not adversely affect electrolyte properties is always preferred, and coalescence of all gas bubbles in to a continuous stream of gas at a single point on the electrolyte surface would eliminate aerosol emissions. This objective was the basis for design of a coalescence device which, in laboratory tests, reduced the emission rate by over 95%.The control device fit s over the electrodes in the electrowinning cell and is partially immersed in the electrolyte. A number of changes in the design which resulted in significant improvement in the performance of the device are reported.Field tests have shown that only about 75% of the aerosol below 10 um can be eliminated by coalescence. The remainder (up to 95% of the total) is controlled by coalescence of droplets, by impaction on the exposed collector surface and gravitational settling.The device does not interfere with operation of the tankroom, handles the effect of surges in power during harvesting, and is simple and inexpensive to maintain. IntroductionDuring the electrowinning of metals (such as zinc and copper) gases are evolved along the electrode surface forming small bubbles. The bubbles travel upwards and burst on the electrolyte free surface generating, in this way, small droplets. Because the electrolyte is often highly acidic or contains toxic materials, the whole process can result in the formation of an aerosol in the atmosphere above the electrowinning cells which poses a serious health hazard to workers in the area, and corrodes equipment."

"AFTER SPENDING a lifetime in the mining industry it is normal that one should be concerned with the future of his profession, especially if he is directly responsible for the education and formation of future mining engineers. It is not necessary to insist on the importance of mining for Canada and for the entire world to prove the necessity of the Mining Engineer. A statement was made by Zay Jeffries, former vicepresident of General Electric Co., and here I quote: ""Even though minerals without man are of no moment, man would not be man as we know him without minerals ... ""minerals are as essential to the life of social man as food is to man himself"". This certainly expresses magnificently the purpose of the mining profession. These are the reasons why I have accepted to present my views on the future of the Mining Engineer. If I express some concern it is not because I feel that there is any danger for the profession to disappear; men will always respond to a challenge and this can be found in the extraction of minerals as well as in any other field of human endeavour. However, the first big question concerns the competitive position of Canada in the world of mining. To be made available to Canadians and to the rest of the world, all this tremendous potential mineral wealth that our country has been so generously endowed with by nature must be gained from the earth's crust at a competitive cost. Otherwise it will never become ore and will have no value. Let us not forget that although minerals are discovered, mines are not found but are made. So let us be more efficient mine makers. To accomplish this end, it is the duty of the different responsible organizations at all levels - be they governmental, para-governmental, public or private institutions - to do their utmost to assure the profitable development of our mineral wealth. The University has an all-important role to play in preparing all the specialists required by this intricate machine that mining is. All the different disciplines of engineering, health, social and -managerial sciences are needed for the good functioning of the mining industry. Although they are all essential, some will play a more important role as a member of the structure. In this discussion it is the role of the most important member, the mining engineer, who is actually responsible for the extraction of the minerals from the earth's crust that must be established.
