Leadership challenges for mine management over the next decade will be primarily about doing more with less labour. This will require a greater focus on people leadership and management, reducing uncertainty by evening out employment peaks and troughs, understanding and addressing our demographic destiny and its implications whilst identifying and holding onto our mission critical employees, managing creativity and accepting diversity whilst providing flexibility in employment for work-life balance. Greater emphasis will also be required on the non-technical social skills of complex interactions with community and education providers and finally a greater emphasis on forecasting and planning for the provision of future skills needs. Skills needs will become an ever increasing priority in risk management as retention starts with attraction and remember: SATISFACTION = REALITY                                EXPECTATIONS These are the challenges and opportunities for leadership and mine management of the 21st century to assist in better meeting and maintaining our human resources needs and thus contributing to the sustainability of the sector in Australasia.

"This paper details the many improvements possible in narrow vein mining from the use of treated mining/milling waste as mine fill. Such fill can be: treated mill tailing, cemented or uncemented; development muck, treated or untreated, cemented or uncemented; andsome combination of these materials, or surface sands/gravels. Treatments involved may be both physical (optimisation of particle size gradings) and chemical (neutralision of potentially harmful milling chemicals).Potential benefits include a reduction in: back stress; vein closure; alternate ground support requirements; mining dilution; potential for surface subsidence; and extent of surface disposal of mining/milling waste, resulting in reduced environmental impact. Considering the usually small production tonnages involved, preparation and placement of a highly applicable fill material can be economically accommodated.Emphasis is placed on steeply dipping orebodies being mined overhand, although practice in the much less steeply dipping RSA gold/platinum-type orebody is also considered.CITATION:Thomas, E G, 2012. One of the major changes in the resource industry in the nineties has been the re-internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in turn, has led to a new generation of exploration and mining projects. In South America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by R.T.Z. - B.H.P. at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.

Chemical admixtures are not commonly included in the variety of backfill mixes used in the mining industry. This may be attributed to several reasons including, but not limited to: the perceived high added cost, the lack of awareness about their proper use, and the lack of knowledge about their features and benefits. In the construction industry today, however, chemical admixtures are used in the majority of the concrete produced, enabling concrete to become a more cost-effective building material. They also enable construction crews to meet demands for year-round construction, quicker completion of construction projects, and improved concrete properties. The high demand for chemical admixtures in the construction industry has led to numerous innovations in admixture technology in recent years. Some of these chemical admixtures have been found to enhance the production, transport, placement, and in situ properties of backfill mixes. Others have been found to reduce the cost of such mixes while maintaining, and in some cases improving, their physical properties. In this paper, a few of such innovative admixture technologies are discussed. The benefits, imparted by these technologies to backfill mixes as well as performance data on their use in several backfill applications at various mines, are presented.

The concept of "profit" is implicit in the definition of an ore reserve. It is suggested that the flexible concept "economic" is more appropriate. This allows different economic considerations to be taken to account when determining what is ore at the feasibility study stage; during actual mining production; before mine closure; and from the viewpoint of the national economy. Economic factors which are highly variable, and largely beyond a mining enterprise's control, affect the economic exploitation of a mineral resource. Major economic factors include: metal prices; operating costs; the cost of original and replacement capital equipment; the cost of capital; taxation and royalties; inflation; exchange rates and the state of the world economy. The paper suggests why a careful quantification of the average value, trend, and variation from the trend of major economic factors should be made and how this will lead to a better definition of ore reserves. The paper also discusses the necessity of reappraising economic factors during the life of a mine in order to maximise the economic surplus and to minimise the wastage of natural, economic and human resources employed in mining.

Due to collapsing copper prices during 1974/75, a rapid changeover was made at the C.S.A. mine from mechanised cut and fill stoping with incline access to the more economic long hole open stoping method. In 1974/75, 20 per cent of total production came from open stopes. For the 1976/77 year-to- date, more than 80 per cent of total production has been won from open stopes. As a result, mining performance has improved considerably. Stops, drilling performance has increased by more than 50 per cent since the changeover from extension rod, 50 mm diameter cut and fill uphole drilling to 115 mm diameter in-the-hole hammer drilling of holes up to 65 m long. Stops blasting performance has improved from 750 tonnes to 950 tonnes blasted per manshift. Open stope primary blasting per- formance is much higher, but reduces to 950 tonnes per manshift when secondary blasting and firing of hung drawpoints are taken into consideration. Ground control, the most expensive and least productive aspect of cut and fill mining, is almost entirely eliminated in long hole open stoping.

Benchmarking of mining operations has been in vogue for a number of years: it seems teams are forever flying around the world to try to understand what other operations are doing. However, unless a benchmarking exercise involves data gathering at a fundamental level and a rigorous analysis process is applied, the trip will be nothing more than industrial tourism. When benchmarking is performed thoroughly, the range of comparisons that can be made is extensive and informative, and need not be restricted to sites with similar conditions and equipment fleets. This paper describes the detailed and rigorous process for benchmarking used throughout AMC benchmarking studies. The paper demonstrates how, through drilling down to the underlying drivers, the often heard cry of æyou canÆt compare us, weÆre differentÆ can be overcome. Included in the discussion are a number of significant issues that have been identified during AMC benchmarking studies. The paper then considers the types of opportunities that have been identified and the potential for improvement. The paper concludes with a discussion of the implications for planning, measuring and management of operational performance.

From December 1994 to November 1997 Odin MiningÆs Estero Hondo alluvial gold mine in western Ecuador washed almost 3.2 million bank cubic metres of gravel to produce just over 2600 kilograms of pure gold at a recovered grade of about 0.8 grams per bank cubic metre. The operation was a simple open pit. Draglines stripped the overburden, backhoes mined the gravel, and trucks transported the ore to a stationary, gravity-based wash plant for processing. At start-up the planned throughput was 55 000 bank cubic metres/month, but a year later this had been increased to 100 000 bank cubic metres/month. From April 1993 to July 1997 a total of 440 churn drill holes and 15 pits were sunk to test the property. The methods used to prepare the resource and reserve estimates from the raw field data are described, and seven sets of completed estimates are used to track the evolution of the projectÆs resource/reserve base through the exploration, feasibility and production stages.

Over the past several years, copper prices have surged from under a dollar to over three dollars a pound. However, the long-run trend in real copper prices since at least the early 1970s has been sharply downward. While many now contend that the long-run trend in real copper prices is now upward, the result of structural changes in this market, others are sceptical. Nor is copper unique; the prices for a number of other metals, including aluminium, iron ore, lead, nickel and zinc, have followed similar patterns. This paper examines the forces behind short-run and long-run trends in metal prices. It first focuses on the short run, where it argues that shifts in demand are largely behind changes in prices. It then turns to the long run, where it concludes that production costs and supply largely govern price trends. Finally, it explores several implications of these findings, including those for diversification and market risk, for forecasting mineral prices, for assessing the growth of metal demand in China and elsewhere on metal prices, and for changes in the long-run price trends.

The Coastal Cordillera of northern Chile hosts the youngest and possibly best preserved iron oxide copper gold (IOCG) belt yet discovered and includes important deposits such as Candelaria and Mantoverde. The spatial and temporal relationships of hydrothermal alteration and mineralisation (Fe and Cu-Au) related to structural and lithologic features were investigated through geologic mapping and petrographic and geochronological studies along two W-E-transects crossing the Coastal Cordillera to the north of Vallenar. The project aimed to determine vectors for district-scale and regional exploration. Along with magnetite-apatite deposits (Central Iron Belt) and manto-type copper deposits, the IOCG deposits are hosted in a N-trending volcano-sedimentary sequence formed in a Jurassic to Early Cretaceous arc/back-arc setting (Sillitoe, 2003; Ramos and Alemßn, 2000). Calc-alkaline plutonic rocks intrude and metamorphose the volcano-sedimentary sequence, and become progressively younger from west to east reflecting a shift of arc magmatism (to Paleocene in the far east). From west to east along the Agua Grande-Chehueque profile, four domains of different economic potential are recognised. An EXTENDED ABSTRACT is available for download. This paper reviews an analytical model that defines the relationship of weight-weighted or volume-weighted average haulage distance with bench height and other related parameters; presents the optimum bench heights under various conditions in terms of minimising the weighted average haulage distance of ore/waste during the full lifetime of an open pit mine, and discusses the truck-haulage economics of mining open pits by high bench, specifically by 15 m, 18 m and 20 m bench through marginal analysis. The observations from these analyses disprove the previous conflicting assertions that the overall weighted average haulage distance either increases or decreases monotonically with bench height. It is concluded that: (i) an increase of bench height to 15 m from 12 m is likely to be viable under the general conditions of large-scale deep open-pit mines; (ii) the reduction of haulage cost is limited with the case of increasing bench height to 18 m from 15 m; and (iii) the feasibility of mining open pits by 20 m benches is generally questionable. These conclusions may serve as a useful guide for those who advocate open pit mining by high benches.

It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

Most of the Ta-Nb ores in China occur in altered granites, and Ta-Nb minerals occur in these granites as accessory minerals. This type of Ta-Nb ores are characterised by whole mineralised granite mass, large reserves, low grade of tantalum and niobium, less economic minerals, complex mineralogy, difficulty in separation and concentration of Ta-Nb minerals and high operating cost of ore dressing. The Ta-Nb ore presented in this paper is a low-grade Ta-Nb ore occurring in altered granite in Jiangxi province. It has large reserves, with the grade of Ta2O5 0.013 per cent and Nb2O5 0.023 per cent. The process mineralogy study carried out by the authors determined ore mineralogy and ascertained occurrence of Nb and Ta and their mineral processing characteristics. The results are used as the guide for developing the optimum mineral processing flow sheet. The results also indicated that this type of Ta-Nb ore contains a high content of Li, K and Na, a low content of deleterious impurity Fe, and the tailings can be used as feed for glass and ceramic materials. This study provided important mineralogy information for exploiting and utilising low-grade Ta-Nb ore resources, developing a mineral processing flow sheet and further utilising the tailings.

Although inherent mineral matter appears to have no effect of the reflectivity of inertinite in the reflecting light microscope, it has a marked effect on the grey levels resulting from the backscattered electron response in the scanning electron microscope. Inertinite with a high inherent mineral matter content has a high grey level response but not as high as that of mineral matter. The highest grey level response is with inertodetrinite which at times could be mistaken for mineral matter. Fusinite has a higher grey level response than semi-fusinite. The backscattered electron grey level response corresponds to average atomic number and hence approximately to density. If a porous structure develops and becomes filled with mineral matter such as S, Cl, Ca, Si, and Al the grey level will be higher. Micrinite has an unusual response in that it behaves like an exinite maceral in the SEM rather than an inertinite maceral. It either has a low grey level when relatively free of inherent mineral matter, or a low grey level background with high level granules corresponding to Si and Al dominantly. Similar structures have been found in exsudatinite and resinite. It is thought that micrinite results from the migration of hydrocarbons out of exinite giving a porous structure which usually accommodates inorganic matter.

Projects to be undertaken in remote locations require special attention with regard to constructability from the very first stages of design. This is to ensure not only that the project is compatible with the environment in which it' is proposed to be built, but that it does not require facilities or special construction equipment and expertise that is not available in the proposed location. This paper draws on experiences gained on projects in Alaska, Northern Canada, South East Asia, outback Australia, and more recently Bougainville, in Papua New Guinea, where over the past 5 years Minenco has undertaken in excess of A$120 million of work on a number of different projects for Bougainville Copper Limited Although many of these projects have been close to large populous cities, which have been served by regular shipping and airline services, the locations have not had the availability of construction facilities which exist in major cities of Australia and thus can only be considered as remote locations by current day standards. As a result, every nut bolt and washer has had to be brought to the job site by the construction company. The underwater test is now being used routinely to characterise explosives and initiators. However, several outstanding issues regarding the role of confinement and the usefulness of the test results in predicting expected blasting performance require further elucidation. This paper reviews the underlying principles governing the test, and highlights its relative advantages and disadvantages in product development and applications. It deals with topics of energy release, energy partitioning, confinement and efficiency, supported by illustrative examples from tests with various products and geometries. The results are analysed in terms of both the detonation parameters measured and their extension to predicting blasting performance in the field. It is emphasised, that just as with other performance tests, the results and conclusions are only valid under the particular test conditions employed, and over-generalisation of these results can lead to erroneous conclusions.

A fundamental model, which considers the subprocesses of particle collection by bubbles in flotation, is applied to two comprehensive flotation surveys in the rougher stages of C3 concentrator, PT Freeport Indonesia. The flotation surveys focused on the collection of: cell-by-cell and size-by-size metallurgical, cell hydrodynamic, and pulp and surface chemistry information.The two surveys were conducted at significantly different feed tonnages, giving rise to significantly different feed particle size distributions, pulp densities and mean pulp residence times. A series of model simulations are performed with the aim of quantifying changes in copper recovery, on both a size-by-size and unsized basis, with changes in values of the hydrodynamic parameters and hydrophobicity of the copper sulfide mineral. This was carried out in an effort to identify the most promising route to increase overall copper recovery in roughing. It was found that by increasing the hydrophobicity of the copper sulfide mineral surfaces it became possible to optimise cell hydrodynamics, which targeted increased fine (-12 ¦m) copper sulfide mineral recovery but without adversely affecting coarse (+150 ¦m) copper sulfide mineral recovery.

The rapid crushing technique for the measurement of gas content of coal consists of accelerating the rate of gas desorption from coal by crushing. This technique allows the determination of gas content in the space of hours rather than days or weeks as required for the traditional slow desorption technique. The crushing technique is used particularly when gas content determinations are urgently required for mine safety purposes. The method is now routinely used in underground coal mines of NSW and to a lesser extent in QLD. Despite the rapidity and efficiency of this method, concerns have been raised upon the reliability of the method to deliver accurate results. Experience in Australia has shown that there is in fact some discrepancy in results between gas laboratories using the rapid crush technique. The development of rapid crushing techniques for seam gas content measurements in Australia and the main causes of variability in the gas content test results were investigated. The gas laboratories participating in the gas content testing were CSIRO Division of Coal and Energy, BHP Technical Services and GeoGas Pty. Ltd.

A large number of techniques are in use today to limit membrane fouling, among them certainly is air bubbling (which constitutes the transport medium in flotation) as applied in wastewater treatment; meanwhile, dispersed-air flotation is suitable as a pretreatment stage for microfiltration. The invented and investigated hybrid cell combines the advantages of both flotation and membrane separation, while overcoming their limitations, producing clean water from industrial wastewater. Metals recovery from dilute aqueous solutions is a promising application of this innovative hybrid process of flotation and microfiltration, further to solid/liquid separation. In this study, ceramic flat-sheet membrane modules were inserted inside a typical flotation cell in the laboratory tests, using multichannel geometry, combining flotation with microfiltration by submerged membranes; the latter requiring periodic backflushing. The specific objective was to apply this process for the efficient separation of effluents containing metal cations (here, zinc). The main examined parameters were: the initial metal concentration, flotation surfactant applied and air flowrate. The successful contribution of precipitate flotation was highlighted, while the observed metal removals were of the order of ~100 per cent.

AustraliaÆs current interest in renewable energy is based on a desire to reduce the countryÆs greenhouse gas emissions. Wood from sustainable sources offers a unique opportunity to combine greenhouse gas benefits with other significant environmental and social benefits, including salinity mitigation, carbon sequestration, soil replenishment and rural industry. The challenge is to make renewable energy from wood in a cost competitive manner, so that this broad range of benefits may be best realised. Bioenergy and carbon products are of great interest as new, commercial forestry products that can drive large-scale environmental tree planting:In Western Australia, Enecon has worked with Western Power Corporation to build the first full-scale plant for integrated processing of mallee eucalypts, to produce activated carbon, renewable power and eucalyptus oil. It is intended that this plant is the first of a number of such plants to help catalyse environmental tree planting in Western Australia. New technologies being developed overseas may provide competitive bioenergy in areas where traditional markets for wood do not exist. For example, pyrolysis converts wood into a bio-oil that may be transported to remote sites for power generation in gas turbines. Pyrolysis also produces wood char. Pyrolysis and wood-to-ethanol technologies, coupled with short rotation coppicing trees, offer the long-term prospect of large-scale production of renewable fuels around the country.
