Intensive exploration of the Archaean ultra mafic sequence bordering the Kambalda dome has resulted in the discovery of at least ten dis- tinct areas of nickel sulphide mineralisation subsequent to the initial drill intersection in January, 1966. Sulphide ore reserves to June 30, 1972 were 19.36 million tonnes at 3.3% nickel after mining of 3.0 million tonnes at 3:7%,nickel since production commenced in March, 1967. About 75% of contained nickel metal reserves occur in sulphide concentrations located at the base of the-ultramafic sequence, in contact with underlying meta-tholeiitic basalt. The remaining reserve occurs in concentrations of sulphides within the ultramafic sequence, usually within 100 metres of the underlying contact and typically in proximity to contact mineralisation. These hanging wall orebodies are smaller, contain significantly lower con- centrations of sulphide, and generally exhibit higher Ni:S ratios than underlying contact ore- bodies. The majority of contact sulphides concentr- ations form narrow, elongate, north north-west trending bodies, closely coincident with fault bounded depressions in the contact. Many transport tunnels show distress after few decades of construction. Owing to exorbitant cost of replacement, rehabilitation of tunnels has become inevitable and rapidly gaining attention/significance worldwide. This paper discusses the detailed planning and design of remedial measures for repairs and rehabilitation of the twin tube highway tunnel in India, at an elevation of 2200 m constructed approximately 38 years ago. The tunnel length is 2547 m having 30 m2 cross-sectional area of each tube. The tunnel is lined in stretches, totalling 60 per cent lined and the remaining portions are unlined. The tunnel has developed acute problems of rock falls, water leakage, distressed pavement and icicle formation resulting in slow movement of vehicular traffic which has also increased. Suffocation inside the tunnel caused deaths due to inadequate natural ventilation, hence artificial ventilation was deemed necessary and was provided in the restricted 28.5 m2 cross-sectional area of tunnel. The paper would be useful for planners, designers and construction engineers for setting future trends.

Today, coal production accounts for about 65 per cent of the nationÆs gross energy in China. By the year 2010, the output of coal is planned to increase to 1.65 billion tonnes and by the year 2020 to 1.9 - 2.0 billion tonnes. To meet these energy needs the Chinese coal industry is developing underground coal production on a massive scale. The new drive introduced by using direct torque control (DTC) is now proven technology for mine shaft hoisting. The drive offers unequalled speed and torque control performance as well as a low impact on the supply network by controlling the power factor to unity with a minimum of harmonics distortion.

This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.

At mines with low tonnes per vertical metre, like the Jundee Mine in Western Australia, operated by Newmont Asia Pacific, high development rates across multiple mining areas are critical to achieving the delivery outlined, or promised, in the annual business plan. The challenge is to deliver the short-term requirements while keeping in balance with the long-term strategic direction. Newmont Jundee has developed a system called æMine Planning by QuartersÆ that integrates the planning process with the business process in one end-to-end continuum. Short-, medium- and long-term schedules are reviewed and updated by applying four integrated subprocesses, which capture new information as it becomes available. The four subprocesses are: resource development planning û evaluating mineral resource,reserve development planning û preliminary design for new reserves,mine operating planning û final mine design for reserves, andmine production planning û detailed plans for stoping a proved reserve. Commercial mine planning software is used in these subprocesses to facilitate the flow of information into a central storage æhubÆ for uploading into the rolling business plan. A regular and consistent quarterly review helps to identify and qualify areas of business risk at an early stage, allowing time to plan for contingency and minimise the impact of the risk.

Grinding to sizes less than 80 per cent passing 20 ¦m in both primary and regrind circuits is becoming increasingly important in processing metalliferous ores, as many of the remaining orebodies are very fine-grained and refractory. The process of very fine grinding, however, is expensive, and neither the performance nor the design criteria are well understood. This paper presents some findings from a collaborative research program, one of the objectives of which has been to better understand and improve the performance of very fine grinding circuits. Data from surveys of an industrial tower mill grinding circuit are reviewed and analysed using the population balance models of the CS]RO and 7KMRC. The performance of both models with regard to changes in feed size distribution, ball load and feedrate is assessed using these data. From comparisons between pilot and full scale tower mill operation a prototype scaling methodology is also presented which shows promise in allowing the models to be used to predict the effect of changes in mill Design.

FINANCE FOR EXPLORATION Two factors have basic importance in relation to the availability of finance: the apparent success of continuing exploration activity and tax concessions. It is not proposed to discuss the effect of existing tax incentives, as these have already been outlined and are generally accepted as being reasonably attractive; certainly not a deterrent to possible investors. However, it is obvious that the greater the tax incentives, the greater the amount of money that will be attracted, and the wider the number of people who can be brought into the pool. If, as is suggested, the chance of discovery is related to expenditure and effort, then the more money attracted, the better the prospects of significant finds. It is probably correct to assume that the largest expenditure in mining will come from, or be induced by, people expert in the field, people who are fully aware of the risks and benefits and perhaps making conservative decisions because of this awareness. Insofar as the general public is concerned, while in the first burst of enthusiasm it will frequently follow any promoter, in the long run it too will become more sophisticated and will strongly support only those promoters and companies of good repute and proven record.

This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which includes the requirement that a Competent Person prepare and approve publication of mineral resources and reserves. Most national regulatory organisations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organisations, and many dedicated individuals. The historical development of these standards is summarised in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of an International Code are outlined.

A common problem for many mines is insufficient total primary airflow or insufficient airflow in the correct places as the mine changes over its life. This has a number of impacts on the business operation and may result in the need for a major and unexpected capital upgrade of the system, cancellation of a planned production increase, reduction in production targets, increased operating costs, failure to provide contracted metals to customers or acceptance of substandard conditions in the workplace. In some cases, it can even result in premature closure of the mine. In recent times, higher metal prices have given an expected economic boost to many mines, potentially prolonging their life but simultaneously requiring the mine to develop to deeper depths or requiring assets such as shafts and fans to have their service life extended. Insufficient primary airflow is a particular problem in deeper mines as the ventilation circuits become longer, more convoluted, have higher shock losses and the actual airflow requirements increase due to a combination of leakage, dispersion of the workings and the problems of managing the additional heat loads due to higher virgin rock temperatures and autocompression. This paper discusses the reasons why mines experience unexpected shortfalls in primary ventilation capacity with its associated impacts on metal targets, profits and frequently on the health, safety and morale of the workforce, as well as its productivity.

SUMMARY Tyres account for 25-30% of the operating costs of large capacity haul units as used in open-cut mines. Tyre operating costs can be substanti- ally reduced and often contained in real terms by applying knowledge that is now available. This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt. Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs. INTRODUCTION Tyres are a significant cost in mining. The Australian industrial relations system is in a state of constant change. We are undergoing a transformation from a compulsory arbitration and an award based system to one which is fundamentally rooted in the concepts of enterprise bargaining. This is true both at the State and Federal level. The structural changes which facilitate the movement away from the predominance of Awards to enterprise agreements has been fostered by both sides of the political spectrum and is a cornerstone of their respective industrial relations platforms.In determining what form or combination of forms of industrial instrument(s) should apply to the individual enterprise, employers must have regard to the viability and sustainability of each form in the changing industrial climate. In particular employers should have regard to the needs and agendas of their employees and unions which may purport to represent Them.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

A number of rehabilitated open cast coalmines in SA are already decanting. The paper focuses on the situation at one of these mines where the following information exist: monthly decant rates and rainfall; sulfate concentrations of the decanting water; water level measurements inside the mine prior to decanting; ABA analyses; information about the rehabilitation (drainage slope, vegetation, soil used). A 2D-model was constructed for the mine and calibrated against six years of flow data. About 85 per cent of the decant outflow rate comes from direct recharge on top of the rehabilitated mine while the other 15 per cent is derived from lateral groundwater inflows. The estimated recharge value was 17 per cent of the rainfall. Measured sulfate values showed that the sulfate generation rate for the mine was in the order of 7 kg/ha/d. Conclusions from the study are:most of the water decanting from rehabilitated open cast coal mines is derived from recharge via rainfall; given a specific sulfate generation rate, then: the lower the recharge the less the decant rate but the higher the sulfate concentration of the decanting water and vice versa; future prediction of the decant rate must be stochastic according to expected percentile monthly rainfall values; and as a first assessment of the predicted sulfate concentration of decant water from rehabilitated open case mines, the 7 kg/ha/d sulfate generation rate can be used.

With the emphasis on CO2 emission legislation and the increasing price of traditional fossil fuels like coal, oil and gas, the use of alternative fuels is becoming more and more attractive for the industry, particularly for the cement industry. The variety of materials burnt in the kiln is enormous and varies from tyres, to animal meal and other waste material or by-products that would otherwise end up in an incinerator or landfill facility. This wide variety in materials demands thorough analysis to determine what elements are present in the organic matrix. The elements present may have an influence on the process or the quality of the cement. Toxic or environmental unfriendly elements may be incorporated or dissolved in the clinker phases; whereas volatile components may be present in stack emission to the atmosphere. X-ray analysis is already the key to elemental analysis in cement production, and is used here to determine the composition of these alternative fuels. The XRF spectrometer configuration used in this study is designed to overcome the difficulties associated with the analysis of strongly varying light organic matrices containing heavier elements in minor and trace-level quantities. Heavy element specific excitation conditions and three-dimensional polarised optical geometry increased the signal to background ratio and improved detection limits compared to conventional XRF spectrometers.

When iron ore is crushed and split into lump and fines components, there are systematic differences between the lump and fines grades. Generally the lump product is richer in iron and lower in the other minerals, compared to the fines product. The grade differences between lump and fines, together with the lump percentage, are referred to as the ælump algorithmÆ. Mine estimates of grade, based on exploration or blasthole drilling, relate to head grade. The ælump algorithmÆ predicts lump and fines product grades from the head grade. This knowledge is important when developing mine plans. Different ore types can be expected to have systematically different lump algorithms. Previously, lump algorithms for specific ore types have been estimated by running the crusher with a single ore type over a sample period. This method is costly, interferes with production, and yields results of limited statistical power. It has been found that weighted-least-squares (WLS) multiple regression can be used to ascribe lump algorithms to different ore types, provided sample periods have sufficiently varied ore type mixes. This study discusses the method and its application to the analysis of Mining Area C crusher production records to estimate the separate lump algorithms, which could be applied to the different ore types. The analysis has enabled the set up of lump algorithms in the production system, to improve the grade control of lump and fines product. Some other relevant applications of the WLS multiple regression approach are also considered.

The purpose of this paper is to outline the equipment used for diamond drilling at Mount Isa, together with alterations and recent improvements therein. As the majority of the drilling is carried out with machines running at relatively high speeds using XRN blast hole bits, the paper is mainly devoted to this branch of drilling.Because diamond bit costs constitute the major expense, a considerable amount of research into bit design has been carried out, and in several instances, costs per foot have shown an appreciable decrease in spite of rising manufacturing costs and higher diamond prices. Equipment performance has at times been erratic due to delays in delivery and occasionally because of faulty parts, but in general the position has improved by keeping in close contact with the manufacturers.BLASTHOLE DRILLING MACHINESThe standard blasthole diamond drill is the 'E-500' two cylinder air powered model manufactured by Mineral Drillers Limited. Several of the older pattern JV41 are still in use, but are being retired as they wear out.. Machines are repaired in the underground diamond drill shop.The normal feed gears used when drilling in lead shales are 350 top gear and 450 low gear-actually 357 and 438 revolutions per inch of advance respectively. The 300 gear was commonly used several years ago, but it was found that bit footages could be increased without any appreciable drop in penetration rate by reducing to the 350 gear. A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. The æStarting at Both EndsÆ combination is deemed extremely useful for any continuous improvement blasting program.

This paper presents a review of heat illness in mining, including reference to several recent investigations by the author. Heat illness is a collective term, covering the conditions of heat stroke, heat exhaustion, heat cramps and miliaria rubra. Heat stroke is life-threatening and is by far the most serious condition. It is rare in mining, if appropriate control measures are instituted. Heat exhaustion is primarily due to hypohydration, following prolonged sweating in hot conditions. Symptoms include fatigue, headaches, dizziness, anorexia, nausea, vomiting, shortness of breath, or brief syncope. Confusion, ataxia, prolonged unconsciousness or convulsions are strongly suggestive of heat stroke. Heat cramps are painful involuntary contractions of skeletal muscle associated with work in hot conditions. The limbs are usually involved and the spasms typically last a few minutes, during which the affected part of the body is incapacitated. Heat cramps tend to occur in heat exhaustion, when hypohydration becomes marked. Miliaria rubra is a skin rash caused by extravasation of sweat into the skin, as a result of obstruction of the sweat glands. It occurs after prolonged and profuse sweating in hot environments. It can take three to four weeks of sedentary duties, in an air-conditioned surface environment, for the condition to resolve. Heat illness would be unlikely in underground mining, if the thermal environment was sufficiently well controlled by ventilation and refrigeration. This is however, often not practicable. Where engineering controls alone cannot provide sufficient control of risk, the residual risk can be assessed using an appropriate heat stress index. While procedural controls may further reduce the residual risk, it is important to remember that these are less reliable than engineering controls and cases of heat illness may still occur. Procedural controls include the application of heat stress limits, education, hydration, self-pacing, early symptom reporting, medical advice, acclimatisation procedures, air conditioned accommodation, support to achieve a healthy body mass index, and an effective emergency response capacity.
