IT will be noticed, from the following contributed papers on the various plant, what an infinite number of parts are required to be kept in active operation in order to derive a resultant product of commercial value from the ores and materials received at the works. Crude ores and concentrates, in every degree of complex structure and resistance to treatment, are arriving daily from near and distant places, moreover their metallic contents are so varied that an outsider, unacquainted with the operations, would naturally wonder how it is possible that the rare elements are to be sorted out and classified into their true order, to meet industrial requirements.The proposition is necessarily not a simple one and owners of mining properties have naturally refrained from smelting their complex ores on account of the technical difficulties of attaining high efficiency and recovery of the metals, where limitations are imposed in procuring a variation of ores that lead to the best smelting and refinmg result. This difficulty obviously imposes many disabilities on the smelter, who is prepared to accept all such complex ores, and it may be said that were therenot available a large weekly supply of lead concentrates from the company's own mine at Broken Hill, of standard quality, much of the material being treated in the world today would certainly not be marketable.In order to sustain full efficiency, each section of the works must maintain its.true balance and synchronize with the requirements of such other departments as are dependent on its partially treated materials. This harmony of operations is not only imperative as regards tonnage output, but also relies on the condition of the resultant treatment by each plant, no large variations being permissible.The various officers are, therefore, dependent on one another to keep the order of the operations flowing regularly. Welcome to the morning of the second day of Minval '89. There are some three hundred and fifty of us here today. That represents certainly the most influential gathering of the mining and investment community in Sydney for a very long time, and on behalf of the Institute I bid you all a very great welcome. Due to the pilots' strike some of you have arrived by very unusual methods and others have travelled long distances. So for those of you that have made a special effort, thank you very much. Inevitably some people have not been able to get to Sydney and this has led to some minor programme changes. I'd like to thank our sponsors. The Australian Mineral Industry has to compete on world markets, so its mineral research has to be aware of overseas developments, it must be of world class, and it must utilise as many ideas as possible in order to solve those problems that uniquely affect Australian minerals processing. North American mineral and resource research may be taken as a guide to world government, industrial, contract, and entrepreneurial research trends and ideas. A number of interesting findings are noted that may guide Australian developments and strategies for the future, in minerals research and exploitation.

The exploration industry generally has a low opinion of the quality of the service supplied to it by government departments. In particular, the academic research-related emphasis of the Bureau of Mineral Resources (BMR) and the relatively low level of explora- tion assistance offered by several Mines Departments are of concern. In a number of areas of geoscience research, the industry perceives a mixup of priorities and a lack of understanding on the part of governments as to its needs. While government's sights are, and should be, set on the future needs of the community at large, the industry doubts that government budget allocations to the BMR and Mines Departments are either large enough or being cost-effectively spent. This is certainly the case for such areas as exploration assist- ance, provision of basic exploration data, and applied geoscientific research. On balance, the exploration industry's perceptions are misguided in a number of respects because of a lack of communication with government. However, this reinforces the need for changes in the manner in which govern- ment departments communicate with industry and, in particular, the criteria upon which research priorities are based. At a time of contracting oil and mineral exploration expenditure, and near-record levels of geoscientist unemployment, the government's role is critical and should be open to question.

Environmental legislation is changing rapidly throughout Australia at the present time, and with that change comes additional responsibilities for the mining and petroleum industries. Among the many changes that are being made are increased penalties for both criminal and accidental environmental impairment. The defences for criminal offences are limited and for other offences the laws may impose strict liability - in effect the offender is guilty until proven innocent. Mines may be included under contaminated land legislation, creating additional liabilities for clean-up, rehabilitation and long-term management. It is not unknown in Australia for the value of a mortgaged property to be less than the amount of the environmental liability acquired by a mortgagor in possession due to contamination of the site. An essential part of the management program for resource projects is now the regular conduct of an environmental audit, the results of which assist in the management of the legal and financial liabilities facing company directors and managers. The audit can also assist with negotiations with government agencies, staff, unions, insurers, Aboriginal and other community groups. An environmental audit may also help to ensure that companies are claiming the maximum allowable deductions for environmental works under the tax laws, and provide evidence in support of such claims. Environmental legislation affecting resource industries Environmental legislation in Australia is changing rapidly and can impose massive constraints, substantial administrative costs, and considerable liability on directors, managers and the corporation. Pollution control legislation Every State and Territory of Australia has a range of pollution control legislation contained in either individual acts relating to air, water, noise and land, or embodied in a single environment protection act. Pollution control legislation provides a critical management baseline for resource industries throughout Australia, often requiring the full-time attention of an environmental manager or an environmental department. In general, it is an offence to discharge effluents into water, or emit gases into the atmosphere above prescribed limits, cause noise above a regulated level, or contaminate land without a licence. A licence determines how much of a substance can be discharged, the location, the receiving environment, the quality, and the time at which discharges can be made or noise can be caused. Planning legislation Planning legislation controls where a project is located, how it will be constructed and operated, how large it is allowed to be, and what will happen once the project is completed. Development consents or approvals will generally contain a range of conditions controlling the preparation of the site, the construction of the facility and the way it is operated throughout its expected life time. Resource projects may be regarded under legislation as scheduled or designated developments requiring special treatment during the decision-making process. Under planning legislation, it is usual for resource projects to be subject to an environmental impact assessment process. Resource legislation Resource legislation specifically covering mining and petroleum in Australia, also contains requirements regarding protection of the environment during exploration for and extraction of minerals and oil. A mining or petroleum production lease usually contains numerous conditions regarding protection of the environment and rehabilitation of the site during and after the life of the extractive process.

Every mine is situated within a water catchment – a catchment with potentially many other land uses. A mine may take up a relatively small area in that catchment, but its operations have the potential to affect the whole catchment and long after that mine has ceased to operate. Therefore, the residents of any given catchment have the right to feel secure in the knowledge that their catchment, and indeed the wider environment, will not be degraded by mining activities. Much conflict can arise when this confidence does not exist.But, imagine if a community not only felt confident that their catchment would not be degraded by mining activities, but was also confident that their catchment would be left in a better and continuously improving condition – with improving water quality, biodiversity and soil - and a strengthening, more resilient economy. According to the Australian Bureau of Statistics, fatalities from road transport accidents represented an average of over 97 per cent of all transport related accidents between 1997 and 2002. With increasing traffic density, tunnels are becoming a more viable means of providing alternative travel routes to ease areas of congestion in the road transport network. However, unlike open road conditions, a fire incident in the confined space of a tunnel environment may impact upon many users that are remote from the incident location. In this context, designing for an appropriate level of safety in tunnels is therefore an important consideration for achieving consistency in the life safety measures for users of the road transport network. Unfortunately, like fire safety engineering design for buildings, there are presently no clear measures in the design processes to assess the adequacy of the design in terms of attaining the level of safety implicated in the design objectives. This is partly due to the indeterminate nature in which the design objective or the level of performance measure is stated û the intent of the objective is relatively clear but the measure of it is not. Another reason is the lack of a standardised procedure for determining the critical design variables affecting life safety. This is important to ascertain consistency in the use or adoption of the important parameters for design. This paper looks at the processes involved in the fire engineering design of road tunnels that are currently practised. A review of the design processes for fire safety in road tunnels is provided, which includes the range of fire scenarios in a tunnel environment, the traffic flow and composition, the relevant fire protection systems, the ventilation and smoke control system, the egress provisions and the benefits of incorporating fire brigade intervention. A simplified risk assessment approach is developed for a typical road tunnel to assess and evaluate the impact of a range of design parameters on life safety. Using a sensitivity technique, the important variables are then identified and means of reducing design variations associated with them are recommended. The technique may be further refined for use in the development of codes or guidelines in order to develop a suitable means of deriving more consistent design values, and hence achieve better consistency in the overall level of safety in the design.

This paper is based on the technology and functionality of a Modular Mining IntelliMINE« system which is a real-time decision-making tool. The IntelliMINE« system, incorporating Dispatch, is a fully Integrated Mine Management System. Measuring, quantifying and analysing the performance of mining is considered a fundamental and strategic step towards changing the nature of technical and operational decision-making at the majority of international mining corporations. Successful implementation of electronic data capture devices and computerised tools have enabled many mining operations to improve their competitive position with an improvement in the utilisation of the key assets, mineral resources, capital mining equipment and human resources. Real Time Mine Management Systems are designed to direct the emphasis away from collecting data and focus decision makers on the real issues with well-presented and reliable information. The systems provide a common stream of information to enable senior management, operations, maintenance, technical and process plant staff to make complementary decisions based on reliable, accurate and timely data. The mine asset information tools focus all employees on performance and give them feedback on their area of responsibility. The resulting tangible benefits can be delivered in different forms depending on the mining method, ore type, workplace culture and the current competitive position. Typical areas of improvement reported by system users are:reduction in capital expenditure on mining equipment fleets; more effective planning and budgeting parameters and procedures; increased control over ore-extraction and processing; increased employee accountability and organisational performance; and improved co-ordination between planning, operations, maintenance and processing. These improvements can be delivered in different forms depending on the status of the mine and commodity markets. In times of market oversupply and low commodity prices, the benefits can be delivered to the bottom line in terms of reduced cash costs, reduced capital and operating resources to maintain constant production. In times of market expansion, existing capital resources will be more productive delivering increased production and revenue. Mine management systems have the potential to transform a traditional mine operation into a learning organisation with an improved understanding of the critical performance issues and enable development of relevant strategies to continually identify and eliminate operational inefficiencies. The effectiveness of each strategy and operational change can be accurately monitored and its success (or otherwise) will be quantified. The latest downturn in the world metal prices has forced many mining companies to focus on cost reduction and productivity improvements as a means of remaining competitive. Maintenance represents a significant proportion of the overall operating costs in the mining industry. A structured proactive maintenance approach such as Reliability Centered Maintenance (RCM) can achieve significant cost reductions and productivity improvements. Remote condition monitoring systems are becoming increasingly commonplace and have the potential to identify problems prior to failure. Detection of equipment degradation prior to failure will enable repairs to be scheduled, thereby reducing costs and interruptions to production.

Arsenic, often associated with precious metals ore deposits, is a major contaminant released during large-scale gold mining. Because of the complex oxidation/reduction and sorption behaviour of As, prediction of the long-term mobility of As in pit lakes is uncertain. The behaviour of As in pit lakes is investigated in this paper by conducting a series of laboratory experiments where As is allowed to adsorb onto pit lakes sediments. Experiments were conducted over a range of pH with both As(III) and As(V) allowed to adsorb onto sediments collected from existing pit lakes found in the three main orebody types in Nevada, USA; porphyry copper, quartz-adularia gold, and Carlin Trend type gold deposits. Results from adsorption experiments show that As(V) and As(III) adsorption is strongly pH dependent with higher uptake at pH 5 and lower uptake at pH 9 for As(V) and higher uptake at pH 9 and lower uptake at pH 5 for As(III). This behaviour, as expected for oxyanions, has been described previously for agricultural soils, iron oxides, and Carlin Trend heap materials. Maximum adsorption of As(V) for the Carlin Trend type gold sediment was 3.0 g/kg at pH 5, 2.0 g/kg for the quartz-adularia sediment, and 0.9 g/kg for the copper porphyry sediment. Maximum adsorption of As(III) for Carlin Trend type gold sediment was 2.5 g/kg at pH 9, 2.2 g/kg for the quartz-adularia sediment, and 2.1 for the copper porphyry sediment. Adsorption isotherms are non-linear and show Freundlich isotherm behaviour. Variations in sorption between the different pit lake sediments under similar conditions can be explained by differences in the elemental composition of the sediment. Most rock forming elements from XRF analysis are similar in quantity except for Fe. The Fe content is highest in the Carlin Trend type gold deposit sediments and lowest in porphyry copper deposit sediments and is the third most abundant element in all three sediments. The Fe content of the sediments correlates well with the amount of As sorption seen in the laboratory experiments.

The low potential hydrophobic state of pyrite in amyl xanthate (PAX) flotation with nitrogen is of particular interest with regard to the N2TEC flotation technology currently being used for the recovery of auriferous pyrite at NewmontÆs Lone Tree Plant in Nevada. Initially, the N2TEC system had been found to operate satisfactorily, but cyanide in the flotation mill water appeared to be responsible for a loss in pyrite recovery. This supposition was confirmed with laboratory experiments, and a program was initiated to study flotation chemistry variables by electrochemically controlled contact angle measurements. Experimental results show that activation of pyrite in such cyanide solutions can be achieved more effectively with lead than with copper. Subsequently, based on these fundamental studies, significant improvement at the Lone Tree Plant was achieved by lead activation, in which case the recovery increased to expected levels. The effect of activator is particularly significant not only with respect to pyrite depression by residual cyanide, but also with respect to collector (PAX) consumption and the initial state of the pyrite surface. Experimental results show the importance of the pyrite surface state and the rather interesting features of the activation process.

Thiess Dampier Mitsui's Moura-Mine is located in the south-eastern corner of Queensland's Bowen Basin, some 180 kms west of Gladstone. Current requirements of the open cut operation are to drill and blast 25 million cubic metres of overburden per year, consuming some 12,000 tonnes of explosive in order to meet the requirements of the mine's four operating draglines and one overburden shovel. By early 1985 it had become obvious that the existing drill and blast equipment and technology could not cope with the long-term needs of the open cut mining operation. Three 61R drills were in need of rebuilding or replacement. Bulk ANFO trucks working two shifts per day were unable to match the requirements of the four draglines dne to long travel distances, slow discharge rates and their inability to load water-resistant products into the increasing number of wet holes. This paper outlines the significant steps taken to introduce new equipment and technology and the resulting improvements in the mine's productivity and economics.

In the course of an investigation of the influence of bismuth on copper carried out some years ago, (1) the author found that phosphorus exerted a beneficial effect on bismuth-copper alloys of low bismuth and oxygen content by neutralizing the embrittling effect of the bismuth. In the intervening years, a further examination of bismuth-phosphorus-copper alloys has been canied out and the influence of other elements and combinations of elements on copper containing bismuth has been studied.The results recorded in the present paper are part of this investigation.MATERIALSAll the alloys were made from high-grade copper (KS.A. wire-bar) of the following composition: copper 99·95%, oxygen 0,040'%, iron 0·0015%, sulphur less than 0-001%, bismuth less than (j>'OOl%, other elements each less than O· 0010/<-. The bar was hot rolled and cold drawn to strip which was cut into short lengths and cleaned in nitric acid ready for melting.A piece of this 'strip was drawn to wire 0·08 in. diam., annealed at 5000 C, and measured for electrical conductivity as a check on purity. The result was 101·5% of the I.E'.C. standard.In making the alloys, phosphorus was added as 14% phosphor-copper, bismuth as 17% bismuth-copper, and the other constituents either as copper alloys or as elements of a high degree of purity.PREPARATIQN OF STRIPSThe charges were melted in plumbago crucibles (Morgan salamander brand) in an oil-fired furnace, Le;, in the manner commonly adopted in industrial practice. The copper was first melted under charcoal, well stirred with a chaned stick, and the necessary alloying elements added and stirred in with the stick. The weight of a charge varied according to requirements but generally was about 4 lb. The charges were poured into slightly tapered brass moulds heated to about 1000 C and dressed with a mixture of mineral oil and tallow. They were not only poured under charcoal through the burning mould dressing but also- through a ring of flame produced by burning kerosene on asbestos cord wrapped round the top of the mould. Experiments carried out with plain copper proved that by this means oxygen could be excluded from the stream of metal. The billets were 7·5 in. long x O·83 in. diam. x 1·3 lb. weight.The billets were cropped about 1 in. from the top, cleaned in nitric acid, and measured for density by the usual method of weighing in air and -in water. As these measurements were required only as a check on casting, technique a high degree of accuracy was not essential (accuracy = -+ 0·2%).

Natural rocks are frequently exposed to groundwater and complex geological conditions. Environments with water presence are more susceptible to chemical corrosion, which notably affects rock’s micro properties. Generally, the pH of acid mine drainage in hard rock mines can be low to 5, and the pH of quarrying waste deposits can be below 3. With the expanding scope of mining engineering in aquifers and salty areas, chemical corrosion can also caused by different types and concentrations of anions. The anions can significantly affect rock’s mechanical properties. Therefore, it is critical to emphasise the impact of anion and acid on the mechanical and micro characteristics of rock. This paper commences with an introduction to representative corrosive environments. Then the UCS tests are conducted on granite samples corroded by chloride ions and sulfate ions. Anion has negative effects on the strength of granite. The reason is that certain minerals can react and be dissolved by anions and hydrogen ions, such as Al2O3. Furthermore, the scanning electron microscope (SEM) shows that the roughness of the fracture surface increases with the anion concentration. The effect of acid is notably more pronounced than anion on the micro properties of granite. The initiated fissures and pores also increase with the concentration of SO42- and Cl- ions, which is the micro explanation for the impact of anion on rock strength and stability. Subsequently, the permeability of the granite specimens is tested. The reason that granite performs insensitivity to acid and anion is attributed to its low permeability and high content of inactive oxides, such as quartz. To summarise, anionic and acidic conditions can slightly deteriorate the mechanical and micro properties of granite. While SO42- demonstrates a higher level of corrosiveness on granite than Cl-.

Life inside the mining family was regulated by the mine. The whistle shrieked the change of shift to the Cornish, Welsh and German miners digging the alien soil for copper at Burra in the 1840s and the deep quartz gold mines at Bendigo in the 1880s.During the golden years of alluvial mining in the 1850s, and later out on the frontier fields of Kalgoorlie and Jarrahdale in Western Australia, the lure of the mine dominated family life. How could it do anything else? The canvas tent, bark hut or weatherboard cottage in which the mining family lived close by the mine facilitated prompt access. The working man of the family attended to the demands of the mine first, and those of his family afterward. Who then organized and nurtured the mining family? The role of the mining wife was multi-fold. She played the traditional roles of home-maker and comforter, raising her children, tending her house and vegetable garden and supporting those friends and acquaintances who had lost children to disease, or menfolk to the mine. Epidemics of measles, the whooping cough or influenza carried away children in infancy or at too young an age. The death of a husband through accident or disease (pthisis was a likely killer) forced upon the mining wife another role, that of provider. When Elizabeth Vigus' husband died in a Bendigo mine accident in March 1880 Elizabeth set up a grocery business to support her young children.' But in other cases the mining wife supplemented the family earnings by part time work, not in the mines for the Mines Act legislation of 1842 forbade the working of women underground, but in auxilfiary occupations which were in demand.2 Ann Mitchell, a herbalist ,found plenty of work in the goldfield towns of Daylesford and Maldon in the 1860s and 1870s.3 So too did Susan Rule and her daughter Catherine who conducted a sewing and millinery establishment in Beechworth in the 1870s.4 The making of the family's clothes was another task of the mining wife and mother.Until the wonderful invention of the sewing machine, this was a tedious and time-consuming task. James Slater Edmonson bought his wife a Wertheim for the sum of 12 pounds in June 1886, just before leaving her and his chil- dren in the Adelaide suburb of Goodwood whilst he went alone to the goldfields of the West. In October of that year he wrote to Louise telling her how he missed the childrens' wondering "whether Slater wore my old shirt now. I always think of him as he sat on my knee at breakfast in that old shirt; and how pleasant it would be if I could rock both of them and sing as I used to do".5

Mining cycles have come and gone and with them there have been dramatic swings in the levels of interest and student entry into minerals-related education programs, hence graduate supply to the industry. So what is the problem? These trends will keep happening and the industry will keep on keeping on – or will it?This paper discusses recent trends in Australian minerals education programs and some international examples, together with some of the more recent initiatives taken by both the minerals education sector and the industry, such as the Minerals Tertiary Education Council (MTEC) and MEA. The real problem is that things will not just keep going the way they have over recent decades – there will come a time when there is no longer a supply of minerals academics available to provide the educational programs; and universities will simply shut down subcritical mass mining programs and invest in the much more lucrative programs such as commerce, law, medicine, etc. By the time this starts to happen it will be at least ten years too late for any last-minute reactive response by industry, if they were to try and avert such a consequence. International experience with mining programs bears out this scenario quite clearly.It is therefore timely for industry individual mines and mine management to take a much more strategic look at their role in the education sector. Sustainable mining also means sustainable minerals education – without one, the other will not function over the long-term. There is a pressing need for long-term strategic buy-in by industry into the education sector – not just for the good times, but also through the tough times. This means much more than a scholarship here or there, but includes such commitments as major industry-university research partnerships; collaborative recruitment initiatives and much more. The paper will discuss a range of such issues, problems and opportunities to address these important issues through strategic, comprehensive, long-term commitments by industry and equally significant and appropriate responses by the education sector. Key indicator hydrothermal alteration minerals formed from fluids of known fluid composition (neutral versus acid pH) and temperature have been mapped for New Zealand (NZ) geothermal fields by visible/near-infrared (VNIR) and short wave infrared (SWIR) reflectance spectroscopy. Smectite, interstratified illite-smectite and illite formed from neutral pH fluids have zoned distributions with higher temperature illite (>220ºC) in and around the upflow of chloride waters and low temperature smectite (<150ºC) on the margins (eg Ohaaki, NZ). In adularia-sericite epithermal deposits, Au-Ag veins are similarly surrounded by zoned clays, with mineralised veins enclosed by illite (eg Martha, NZ) or occurring at the illite/illite-smectite boundary (eg Favona, NZ). Reflectance spectroscopy is also highly effective in identifying minerals formed from acid fluids; both steam-heated acid-sulfate waters (eg kaolinite and alunite at Rotokawa, NZ), or magmatic-hydrothermal fluids (eg pyrophyllite and topaz at Ngatamariki, NZ). These same alteration minerals commonly show zoned distributions in high sulfidation epithermal deposits (eg Rodalquilar, Spain) and in lithocaps associated with porphyry deposits (eg Lepanto, Philippines). Thus reflectance spectroscopy permits the rapid identification of key alteration minerals that can be mapped at a high sample frequency and used as vectors towards mineralisation.CITATION:Simpson, M P, Bignall, G, Rae, A J, Christie, A B and Chambefort, I, 2015. "The Batu Hijau copper/gold mine, operated by PT Newmont Nusa Tenggara, is located in the south-western part of Sumbawa Island, Indonesia, and is situated ~10 km from the south coast at an altitude of ~450 m above sea level. The mine became fully operational by year 2000 and processes approximately 120 000 t of ore per day that contain an average of 0.53 per cent copper and 0.4 per tonne (g/t) gold. Tailings management at the mine includes a deep-sea tailings placement (DSTP) system that discharges tailings through a pipeline via an outfall located at a depth of 125 m at the head of the submarine Senunu Canyon (Figure 1).The environmental impact assessment undertaken prior to approval of the DSTP evaluated both on-land tailings storage facility (TSF) and DSTP options for tailings management. Negative attributes of the on-land TSF included removal of approximately 2300 ha of forest/agricultural land, the potential relocation of >2000 people from their communities, the high average annual rainfall (>2500 mm) and potential for earthquakes presenting challenges for water management and creating a long-term risk of failure. The final choice and Indonesian Government’s approval of DSTP was also influenced by the close proximity of the deep submarine canyon to the mine. The Batu Hijau mine is one of the larger examples of DSTP in the world and deposits tailings at the greatest depth. The depth of the main canyon increases to >2000 m within 20 km of the coast, and to >3000 m approximately 50 km from the coast.The DTSP at Batu Hijau must comply with an environment management plan (EMP) and environment monitoring plan of permit stipulation that approved its commencement in 2000; updated in 2010 and 2015. The environmental management objectives were to avoid impacts to highly productive components of the ecosystem such as coral reefs, mangroves, surface waters and fisheries, and confinement of impacts to areas of low biological productivity. In the vicinity of the DSTP outfall and within the Senunu Canyon, the management plan predicted significant adverse impacts from the DSTP on the marine ecosystem in the form of: reduction in sea water quality due to elevated turbidity and dissolved copper concentrations burial of benthic organisms a reduced habitat for demersal fish.Recovery of the pelagic and benthic ecosystem to preoperating conditions was predicted to occur within the first two years after operations cease. The CSIRO has performed due diligence studies to independently verify compliance with permits and evaluate new monitoring objectives (Apte et al, 2004; Simpson et al, 2010; Angel et al, 2015), and has performed assessments of environmental monitoring data on the tailings footprint and ore stockpile processing against the above environmental objectives (Simpson and Angel, 2015).CITATION:Angel, B M, Simpson, S L and Waworuntu, J, 2016. The Pacific Rim and its environment involves a vast array of natural phenomena, and a vast array of situations which show the impact of man. Almost half the world's population of over five billion live in nations" which border the Pacific, but the concentration is focussed in the North. Great experiments are occurring in this region, the industrialization and energy development in- Japan and China, the growth of Indonesia, (now 168 million - soon 368 million; Brown and Jacobson, 1986), the enormous developments of agriculture and the metals resource base in Australia and China. At the same time, the Pacific Rim does not project images of hopelessness, the mood is upbeat. Over the past decade, incomes have increased substantially in most of the major countries of Pacific Rim (e.g. over the period 1980-86, + 58% in China, + 21% in Japan, + 34% in South Korea; Brown and Jacobson, 1986). In September, 1986, at the general assembly of the International Council of Scientific Unions (ICSU) in Bern, Switzerland, representatives of over 50 nations approved a new initiative, "The International Geosphere Biosphere Programme: A Study of Global Change". The focus of this new program is "To describe and understand the interactive physical , chemical , and biological processes that regulate the total Earth system, the unique environment that it provides for life, the changes that are occurring in this system, and the manner in which they are influenced by man. The IGBP will be a tightly-defined programme of research, directed at providing fundamental knowledge that will serve as a basis for assessing likely future changes on the Earth in the next 100 years" (ICSU, 1986). For the earth scientist, and all resource scientists, there is an emerging agenda; new priorities are appearing, new questions are being asked. The recent report of the World Resources Institute (1986) focusses on this emerging agenda. Topics which are at centre stage in this report include the following: The environment and human health Tropical deforestation The atmosphere as a shared resource and climates Soil-degradation Rural-urban migrations Food and agriculture The diversity of species-ecosystems Freshwater as a finite resource Coastal areas and resources

The Sinclair Nickel Project, wholly owned by Xstrata Nickel Australasia (XNA), includes an underground mine, a concentrator, a village, an all-weather airstrip and associated mine infrastructure. The operation is located 70 km north of Leonora in the prospective and historically productive eastern Goldfields region of Western Australia. Xstrata Nickel has successfully developed the Sinclair deposit into a 350 kt/a operation since its discovery in November 2005, with contained nickel metal production to date in excess of 10 600 t, of which 5500 t is from the underground operation.The narrow, continuous, medium-grade Sinclair nickel sulfide deposit accessed by the Phoenix Decline has a shallow 15¦ - 20¦ plunge that is approximately 1000 m long down dip and open at depth to the north. The flat plunge and low-grade nature of the orebody presents challenges regarding the amount of horizontal waste development that can be economically excavated, which in turn affects ventilation, egress, mine services and diamond drilling.The mineralisation is hosted between an ultra mafic hanging wall and a basalt footwall and is being mined using a bottom up, sublevel open stoping method. The stopes are retreated to a central access, filling voids in the process with waste mullock where possible and using cemented mullock fill where end exposure is required. Tight filling the flat dipping hanging wall has proved to be challenging given the angle of repose for the waste mullock fill is steeper than the angle of the hanging wall.Reconciliations of mine performance against the original feasibility study show positive changes and operational optimisations enabling Sinclair to achieve its mining targets in a safe, sustainable and economic manner.
