The Australian mining industry has suffered from a decline in its public image during the past decade. This has occurred partly as a result of increased questioning of accepted social and economic values since the mid-1960s and the greater restrictions placed on industry since then, and partly ò from the industry's inability to effectively answer its critics. Public opinion surveys have shown the depth of the decline in the industry's community acceptability and highlighted those issues which people regard as disadvantages of mining. The industry's poor public image has contributed to the difficulties of attracting young people to take up professional careers in mining. All those involved in the industry have a responsibility to assist in activities designed to improve the industry community Acceptability.

During a mineral exploration programme in an environmentally sensitive area near Mount Painter in South Australia, a helicopter was used to position, construct and service drilling rigs in order to avoid the need to create new access tracks. The drilling programme was designed to optimise the advantages of natural landforms in order to minimise the environmental impact of site construction and drilling activities. This minimisation of land disturbance reduced the required amount of rehabilitation measures to the extent where all impacts of the helicopter-supported programme had disappeared within twelve months of completion of work.

The first difficulty encount.ered in preparing this paper was to find a definition of the word "special" as applied to steel. The first thought is "obviously any grade not mild steel" but this is an over-simplification, because the term "mild steel" covers a series of carbon ranges, each found from experience to be especially suited to the production of a particular rolled section.Even if the Australian structural mild steels are excluded it is found that no part of the plant here is independent of special steel.The face-man on Iron Monarch makes his bench safe by barring down with a 0.6% carbon steel bar. He bores a hole into the ironstone with a 0.75-0.8% carbon steel drill, driven by a jackhammer which is built of a variety of special steels. After it is shot down, the stone is lifted by an electric shovel, very few of whose steel components fall into the general category of structural grades of mild steel.Further special steels are met with in the truck into which the stone is loaded, the hauling electric locomotive, and the rails on which these .run. Even the permanent way uses more than one grade, e.g., the crossings experiencing heavy service have their frogs built with austenitic manganese steel inserts.Special steels play their part in the overhead crane which tips these trucks, and in the crushers into which they discharge, and so they can be followed right through the production line, and they are still there at the seaward end of the ship loading boom at the head of the WhyalIa ore jetty.

The Manantial Espejo district (Argentina) hosts a low-sulfidation epithermal Ag (-Au) deposit with a proven and probable reserve of 38 Moz Ag and 0.55 Moz Au. The district lies along the southern rim of the Deseado Massif in the Middle to Late Jurassic Chon Aike Province, a large bimodal igneous province dominated by silicic volcanic rocks that were formed during the initial extension leading to the opening of the South Atlantic Ocean. The district stratigraphy consists of 162 to 161 Ma old rhyodacitic to rhyolitic volcaniclastic rocks of the Chon Aike and La Matilde Formations, followed by 160 to 157 Ma old andesites and dacites of the informally called intermediate formation. The main stage of normal faulting post-dates the volcanic activity and coincides with the formation of the precious metal veins that were dated by 40Ar/39Ar on hydrothermal adularia with ages between 152.8 ¦ 0.8 Ma and 156.6 ¦ 0.8 Ma. Economically important hydrothermal veins show characteristic features of a low-sulfidation epithermal deposit with crustiform and colloform banding, bladed calcite replaced by quartz and abundant adularia. In the Maria Vein, the major orebody of the district, six hydrothermal stages are identified, but only stages one and four contributed metal. Lead isotope ratios in hydrothermal sulfides show a close relationship to ratios in feldspars from the district Chon Aike Formation, suggesting a common source for the Pb and possibly the precious metals in both the magmatic and hydrothermal products, or that the Pb in the hydrothermal veins was derived from the volcanic rocks. The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

Complex sulphide ores are characterised by complex texture of the valuable minerals. Any assessment of the performance of differential flotation circuits treating such ore should include analysis of the effects of poor liberation of the valuable minerals. Selected samples were taken from balanced size by size surveys of the flotation section of a concentrator treating an ore body containing fine grained galena and sphalerite in a matrix of iron sulphides which is mostly pyrite. liberation measurements were made using the QEM*SEM system on four or seven size fractions. The measurements indicated that less than 40 per cent of the galena and less than 60 per cent of the sphalerite in the flotation feed was liberated. The final concentrates were largely composed of composites of valuable minerals and iron sulphide however there was a small but significant fraction of liberated iron sulphide. Using the sized mineral flows obtained from the original balances and the liberation measurements, a satisfactory liberation balance was obtained. This enabled the effect of liberation on the flotation performance to be examined; not only for the entire circuit but also in the rougher, scavenger and cleaning sections. In the zinc circuit the effect of a regrind mill could be assessed. Recovery of galena in the lead circuit was limited by the recovery of composite lead particles. Recovery of liberated galena exceeded 95 per cent in all size fractions while the recovery of composite galena exceeded 85 per cent below 38 ¦m but fell sharply above 38 ¦m. Examination of the behaviour of the liberated and composite galena in the various sections of the lead flotation circuit revealed high recoveries of both liberated and composite galena particles in the roughing and scavenging sections but very low recoveries in the final two cleaning stages. Similar trends to those observed in the lead circuit applied in the zinc circuit although the performance of the liberated sphalerite also fell off at sizes greater than 38 pm in this case. Thus the zinc recovery was limited by the flotation of both the liberated and the composite sphalerite. The effect of regrinding was to increase the recovery of sphalerite mainly by reducing the amounts of sphalerite in less liberated sizes rather than by increasing the liberation of the sphalerite within a given size Fraction.

Pyrite is one of the principal Au-bearing minerals in refractory gold ores. Significantly high Au concentrations of up to 5200 ppm are present in pyrite. Pyrite hosting high levels of Au is also enriched in As. Pyrite as an unwanted mineral ends up in wastes and constitutes one of the primary sources of As in the mining and metallurgical wastes. Arsenic can be readily released to the environment due to rapid oxidative dissolution of the host pyrite under atmospheric conditions. In order to determine the form and occurrence of arsenic in pyrite, micro-X-ray absorption fine-structure spectroscopy (XAFS) spectra were collected from a range of arsenical pyrite grains having different morphologies and a range of arsenic and gold concentrations. All the pyrite grains are characterised by the dominant edge aligned with As-1 valence state. In pyrite, arsenic atoms substitute for S atoms that are in six-fold coordination about each Fe atom. XAFS data suggest that As atoms occur in clusters within the pyrite structure. In addition to As-1, fine-grained, inclusion-rich and framboidal-type pyrite grains have a second As species at ~11 875 eV corresponding to As5+. This As5+ species in pyrite is highly variable and attributed to the oxidation of arsenic exposed on the surfaces of pyrite.

Using a Jarrell-Ash "Compact" direct reading spectrometer, analyses were made of a wide variety of rocks ranging from acidic to ultrabasic types. Statistical evaluation suggests that accuracies comparable with the values obtained by the rapid chemical methods used by the United States Geological Survey will be obtained.The spectrographic method involves fusion of the rock with lithium tetraborate, strontium being incorporated in the flux as the internal standard. The resulting bead is ground with graphite and pressed into a pellet. The counts obtained on two standard pellets are used to correct for instrumental drift.Background readings are made at 4109 Å and corrections for background are made to all lines. Corrections for matrix interferences, both by chemical suppression and optical enhancement, are made. The three corrections of drift, background, and matrix are incorporated into one general expression which has been programmed on magnetic cards, each element requiring a separate card. The cards are placed individually into a desk top computer (an Olivetti Programma 101), which enables true counts to be calculated from the "readout" counts, and the element concentration is then obtained from computer-printed tables by referring to the appropriate value of true counts versus concentration. These tables were prepared by making a polynomial regression analysis of the spectrographic results from 50 standard and analysed samples, a curve of best fit being chosen for each element.The regression coefficients, usually of a fourth or fifth degree equation, together with other relevant data, were fed into a large computer, programmed to print out tables of concentration versus true counts. This technique enables the results obtained to be based on mathematically-derived values rather than on hand-drawn calibration graphs, giving greater inherent accuracy. The technique has been shown to give results of good accuracy and acceptable precision suitable for many geological and geochemical exploration programmes involving the analysis of many rock samples of different types.

Industry has a very special request to make. Environmental issues must not be allowed to become a factor of competition so that nations or individual industries can gain economic advantages for themselves by encroaching unduly upon the environment. An international harmonisation of the demands imposed on specific industries and industrial plants where discharges are concerned is therefore essential. The same applies to any to any action contemplated against noxious products. An important step towards that goal is no doubt represented by the United Nations Conference on the Environment scheduled for 1972. Conclusions: Australia must recognise its responsibilities in an inter- national movement to control pollution. It must react on a national scale to a problem which is threatening our whole national environment. To gather, collate and coordinate the information needed to ensure policies which strike a balance between conservation and development, we must look towards the Commonwealth to coordinate the activities of its own instrumentalities and those State and independent bodies working in the area. Financial aid must be provided to stimulate research and later to ensure that environmental protection policies are observed. These policies will be founded on social economic theories which will be both practical and sound, The United Nations conference on the Environment is scheduled for 1972 and in this is the opportunity for international cooperation. Cooperation in the field of controlling legislation and the collection of much needed data. There is an imperative need to assemble facts for world use - an international know-how bank which acquires the most sophisticated technology of process design and waste purification. Arising out of this Conference, is it too much to expect that there could be established an international authority for environmental control, whose activities are governed on a multi-national basis? Such an organisation would have as its primary concern the collection and classification of official regulations, as well as the sheer collation of data to permit economic evaluation of the costs of conservation of the environment. There is an international scope with different factors involved, including industrial technology: in other words, the concrete measures taken against industrial pollutants ought to be more or less identical for similar industries irrespectives of the countries in which they operate. The assembling of an international common foundation of knowledge is imperative so as to acquire the most sophisticated technology of process design and waste purification available for all who are interested.

Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

After 60 years of operation, coal extraction at Solid Energy New ZealandÆs (SENZ) Strongman Mine, near Rapahoe is scheduled to end in early 2005. Up until 2003 the closure bond for Strongman Mine was only $930, and both SENZ and the West Coast Regional Council (WCRC) agreed that a more realistic level of bonding was required.   A conceptual closure plan has been developed by Golder Associates, and the cost of the work estimated. Closure includes decommissioning of equipment and facilities, rehabilitation and replanting of all disturbed areas and a period of maintenance and monitoring to verify that closure objectives have been met. Significant maintenance allowances are included to cover management of underground fire, subsidence and slope instability. These make up much of the potential ongoing environmental liability at the Strongman. All costs incurred beyond year 1 of closure are discounted to present value. Uncertainty in costs is addressed by Monte Carlo simulation, with an 80 % confidence level adopted.   A bond quantum of $3.0 million has been calculated for the first year of closure at Strongman. A three-year ærollingÆ bond is proposed. Progress will be reviewed annually, with the bond adjusted up or down accordingly. It is then renewed for a further three years. This allows for progressive return of the bond as rehabilitation objectives are met and verified. Similarly, if there are delays in meeting objectives, a proportion of the bond may need to be kept in place for a longer period than assumed. The level of bonding in place for the Strongman operation at any time in the future will therefore reflect the cost to complete the closure work programme.

This is a question that will be asked many times and by many individuals during the various evaluation stages of any new project. However, the question itself will often have different connotations to the different groups invariably involved in such an exercise. As examples, consider just three of the several different groups involved in the development of a new mining project - Financiers, Consulting Engineers and the Sponsors of the project (potential borrowers). To the Financiers, a 'bankable project' will be one against which they will be prepared to lend funds (but not necessarily all of the funds requested by the Sponsors). This usually means that in the first instance the technical information presented to the bank has satisfactorily covered all of the requisite areas to the levels of accuracy required. More importantly, the financial evaluation of the projected economic performance of the mine, as a whole, is considered sound and a set of arrangements under which the bank is prepared to advance loan funds have been structured which fully satisfy the bank's credit criteria. To Consulting Engineers preparing a feasibility study (or a part thereof), on behalf of the project Sponsors, the term 'bankable' invariably only refers to the technical completeness and the level of detail contained in the report which they are preparing. Their scope of work will not necessarily have been broad enough to fully satisfy a bank's requirements. It is unusual to see any specific references to overall project viability or profitability in Consulting Engineers' feasibility reports, other than those which are automatically associated with the use of the term 'ore'.

All minerals contain radioactive elements, from the uranium ores of the Gabon, which contained sufficient uranium to initiate a natural nuclear reactor, to the very low levels of some recent evaporites. The commonly occurring heavy minerals such as ilmenite, rutile and zircon are no exception to this and contain varying qualities of radionuclides, depending on the source. With recent changes in legislation many natural minerals may become officially classed as radioactive. Such moves can inhibit the sales and exploration of many minerals in the heavy minerals suite. The many negative perceptions associated with the word radioactivity can produce an over cautious reaction from regulators and users. This paper presents a method of managing the radioactivity issues associated with minerals such that the safety aspects of workers and public are not compromised, whilst allowing the commercial use of such minerals to continue in a sensible manner. The paper focuses mainly on the mineral zircon and its uses. However the legislation changes particularly in Europe and the USA have the potential to affect all minerals imported into or produced in those countries. The model developed for addressing the issues of zircon radioactivity may be readily applied to other minerals since legislation governing such matters is not mineral specific. There is a strong need for education of both regulators and users of minerals. Regulators are usually not aware of the specific properties or uses of individual minerals. Similarly mineral users are not aware of the radioactive nature of their materials or how to manage this property. The paper concludes by recommending strong cooperative action by both producers and users of minerals to protect the future of their industry.

Many aspects of the physical layout of manufacturing plants and storage facilities for explosives are governed by so-called quantity-distances tables. Both the British and the American tables were originally derived from an analysis of the injuries and the building damage documented by an early 20th century compilation of significant accidental explosions. However, progressive changes in explosive process technology and in building techniques have reduced the relevance of much of this historic data set. Extensive scientific research has been conducted over recent decades to characterise the potential injuries and damage from accidental explosions under more modern conditions. The approvals process for a major cut-back is not a simple exercise when a mine is located alongside the community. Kalgoorlie Consolidated Gold Mines (KCGM) has been through an extensive process of government, JV owner and community consultation to ensure that necessary permitting processes and detailed studies have been completed to allow this six year extension to the open pit mine life to be achieved. With the Kalgoorlie Boulder community being on the doorstep of the mine, it is critical to ensure that the operation runs smoothly and complies to the license conditions to achieve the full value of the Golden Pike cut-back, and leave behind a sustainable legacy for the local community. Modern off-highway trucks have evolved over 30 years from small 20 ton units to vehic- les with capacities of up to 170 tons. Diesel engines are used by all manufacturers while transmissions are either mechanical or electri- cal. Development over the years has kept pace with component availability from engine, trans- mission and tyre manufacturers.Computer simula- tion studies are recognised for purposes of vehicle evaluation and costing under various op- erating conditions. Several manufacturers are currently manufacturing or evaluating vehicles with capacities of up to 260 tons. This paper describes the essential facts associated with the operation of off-highway trucks of the rear dump type in the mining industry.

Designing and constructing OxianaÆs Sepon gold and copper operations in one of the most remote areas in Laos has been a great achievement; one which was recognised by the engineering industryÆs highest accolade û the Australian Engineering Excellence Award in 2005. The developing nation of Laos has no previous mining or heavy industrial experience, but the support of the Lao Government and a remarkable Lao workforce has enabled the project to be developed and operate as well as it would anywhere else in the world.When making a decision to invest offshore, several geophysical and jurisdictional criteria need to be considered. Laos offers unparalleled prospectivity, a central location with growing infrastructure, a ready workforce and a developing but supportive regulatory regime. In addition, the Sepon copper project has exceptional characteristics, including its high grades, location near the surface, leachable qualities, access to hydropower and the ability to produce cathodes on site. These attributes and its location in the centre of a region hungry for resources contributes to the projectÆs excellent economics.

How do you initiate closure planning for a mine site that is on the doorstep of a major community without generating the extremes of panic or complacency? That is the question that is faced by Australia's largest gold mine, the Kalgoorlie Consolidated Gold Mines (KCGM) Super Pit in Kalgoorlie-Boulder. KCGM's Community Relations Manager, Danielle van Kampen, will reveal the lengthy closure planning process that is in train to alert yet not alarm the community about the future of the Super Pit and to generate discussion on issues of importance. What will happen to the 'big hole' that generates both mining and tourism dollars for the City of Kalgoorlie-Boulder as its anticipated closure date of 2021 comes closer? How do you communicate a constantly evolving closure date? Although the process may generate more questions than answers, the project will be discussed at length and with the added benefit of independent community recent research in the form of the public 2009 Closure Consultation and the KCGM 2010 Social Impact Assessment. The number of employees required to operate a continuous operation was determined. The fixed and variable costs of the operation were separated, generally along the lines of labour and stores components. Proprietary `MicroPlanner' scheduling software was used to assess resource utilisation under the constraints generated by seven-day operation to determine the level of resources required and ensure that the maximum use was being made of all resources. The mine economic model was used to account for both the fixed and variable costs of the various task to determine the cost and net revenue of the various scenarios. The analysis indicated that mine output could be increased while reducing the unit production cost. Several eight- and 12-hour, seven-day rosters were sourced and ranked for their potential to improve production and communication, and for their effect on employee health and lifestyle.

In most of the literature, the hydrocyclone is viewed as a black box in which only global variables are present and where the equations are obtained by curve fitting. Recently some work has appeared where the Navier Stokes equations are solved numerically in the hydrocyclone geometry. However, in all of these works the air core surface, which has an important influence on the hydrocyclone dynamical behaviour, is modelled as being a cylindrical surface of fixed radius. In this work, we model the surface of the air core as a free-boundary which has to satisfy a jump condition, the Young-Laplace equation, relating the physics to the geometry. Based on this model, we are able to explain, qualitatively, some phenomena that have puzzled research workers in the field for many years, and can show, through the air core behaviour, the influence of material parameters on the performance of the hydrocyclone.
