Managers are demanding efficient use of their resources and part of this demand is leading to the idea of integrated audits for Occupational Health and Safety (OH&S), quality and the environment. It is possible to construct audits which test the compliance in this area with standards established by management systems and it may be that such an integrated audit of a site could reduce the time of auditing and be equally effective as three separate audits. However, this is only a maybe. To do an audit on all three aspects when they are not fully integrated results in more time wastage than doing three separate audits. But organisations are not structured around the audit process (some financial managers may query this statement). The organisational management systems are put in place to achieve the organisational goals - presumably in an efficient and cost-effective manner.

Someone once said "Leadership is the ability to inflict pain and get away with it." The same can be said about successful management of equipment suppliers. Improved performance will not be achieved without some pain, but it should be evenly spread between both parties. In practically all mining situations there is a great deal of scope for improving performance and reducing maintenance costs on an extremely wide range of plant, but it requires co-operative effort. Most mine maintenance engineers attribute the main problems to the equipment suppliers, unsuitable designs, lack of spares, untrained servicemen, lack of standardisation, poor maintenance manuals, and so on. Conversely the suppliers' engineers are usually convinced that problems with their product are exclusively due to poor maintenance management, after all they never have the same problem elsewhere. Of course both are correct to some degree. My aim in this paper is to explore the opportunities for substituting collaboration for confrontation between the engineers of the mining and supplying companies. This paper presents a method of measuring field power consumption of shearers and deriving specific energy consumption versus shearer haulage speed performance curves. A description of a computer program which simulates the cutting action of a shearer drum is presented. A comparison between the field specific energy curves and the computer simulation results is made. The simulation results compare well with the field data where all the coal seam is being cut by the shearer. The computer simulation results give back-calculated field pick force cutting characteristics, which allow the performance of the shearer to be predicted for other operating conditions, e.g. effect of changes to pick lacing, effect of changing the drum rotational speed, allows the calculation of power requirements for a particular production rate.

The Queensland Magnesia Project is based on a unique cryptocrystalline nodular magnesite orebody which required an innovative approach to process design in order to economically exploit the characteristics of the ore and produce a marketable range of high quality refractory magnesias for a declining world market. High quality natural refractory magnesia must have an MgO content in excess of 95 per cent with a very strictly controlled content and ratio of residual impurities such as calcium, silica and iron. The natural products compete with magnesias derived by chemical extraction from sea water or brines which exhibit very high purity but often lack other characteristics which are of value to refractory brick makers. Since start up in late-1991 QMAG has achieved a remarkable market penetration for both its deadburned and electrofused products with sales for the 1993/94 financial year representing 92 per cent of deadburned capacity and 138 per cent of original electrofused capacity respectively, all at a time when the world steel industry has been in recession.

The valuation of exploration properties which contain no identified resources or reserves is the most subjective of all valuation tasks likely to be carried out by a geologist. The geoscience rating method proposed by Kilburn (1990) recognises this inherent subjectivity but also attempts to apply some discipline to the valuation process. Some other methods used for valuations of this type clearly lack discipline and are open to misuse and abuse. The Kilburn method essentially requires the practitioner to justify all aspects of the valuation process. The valuer must specify and, more importantly, quantify aspects which enhance or downgrade the intrinsic value of each property. The intrinsic value is called the ""base acquisition cost"" (BAC) and it represents the average cost to identify, apply for and retain a base unit of area of title. The BAC and base unit of area both vary with different types of exploration and mining title but remain constant for similar types of titles in the same mineral tenure regime. In the Kilburn Method the enhancement/ downgrading factors are determined by the geotechnical prospectivity (Kilburn Method) within the title. A modified version of the Kilburn Method presented here (""Modified Kilburn Method"") also focuses attention on other real variables besides the geotechnical attributes which influence valuations of this type, viz., competition for tenure and activity in the markets in which the exploration properties are being traded. The most active such market at present is the stock market. By utilising uniform BACs and base units of area (for similar titles) for all exploration properties (in practice in Australia this is only possible within a particular State or Territory), the method exposes the valuer's opinions of each of these variables to the scrutiny of the investor. The investor (or his professional adviser) is afforded the opportunity to directly compare valuations on different properties by different practitioners and can assess how the final valuation is weighted in respect of geotechnical prospectivity, competition for tenure, and stock/financial market sentiment. No other method currently employed in Australia to value mineral exploration properties affords the investor this `luxury', which some may argue is their right.

The initial sloping blocks at the [nine are located in the upper part of the Footwall Lead lode, and the Hangingwall Lead and Glenholme Breccia lodes. This paper discusses the geological investigations, interpretation and modelling that was undertaken for the Footwall Lead lode production block at Cannington Mine, as well as providing a basic geological introduction to the Cannington deposit.

This paper reviews the chemistry of flotation pulps with the aim of gaining a better understanding of the effect of chemical environment in flotation and ap- plying the knowledge to improving the con- trol of reagent additions. Theories of flotation are considered briefly, but they are only of limited help in specifying an appropriate chemical environment and in establishing control techniques. The chemical nature of flotation pulps is reviewed. Four distinct phases are present - solids, an aqueous liquor con- taining many dissolved reactive sub- stances, organic liquids, and gases. All of these vary in many ways and interact with each other. It has now been estab- lished that there are many previously- unsuspected materials present in plant pulps that can or might affect flotation. Concentration profiles of selected para- meters in operating plants are given to show some typical changes that occur. Recent advances in collector chemistry, especially that of xanthate and related species, are reviewed. Modes of decompo- sition and/or formation in pulps of xan- thate, dixanthogen, perxanthate, xanthyl thiosulphate, and monothiocarbonate are reviewed, and their W absorption spectra are compared. Some relevant information on dithiophosphates, mercaptobenzothia- zole, and thionocarbamate is summarized, and some speculative comments are made about reactions of these collectors.

The methods employed in dressing 'the tin ore up to the required percentage of purity depend mainly on the type of ore crushed.These may be briefly divided into two distinct classes-viz., q, free: milling ore and a complex milling ore. In the former the ore is practically free from the common metallic sulphides, such as pyrites, mispickel, blende, galena, etc., and 1!' clean concentrate of 70 per cent metallic tin can be directly obtained in one continuous act of concentration; in the latter, however, in order to get a good extraction, it is only advisable to primarily concentrate up to 30 to 40 per cent. tin oxide, the rest being the sulphides of the metals. This concentrate is then roasted, re-ground, and re-concentrated up to 70 per cent. metallic tin on a separate set of tables.In the complex milling ore the tin is intermixed very closely with the sulphides, so that it becomes necessary to collect all the mineral present in order to obtain clean tailings. Stamp mills are the most popular machines for the primary crushing in the district, but whether they are invariably the best for the purpose is rather an open question. No doubt for some of the very tough chloritic ores they are the most efficient, but for a brittle quartzose ore, such as the free milling proposition usually is, the writer thinks Oornish rolls would well hold their own, especially when the tin occurs coarse, as is so often the case with this class of ore. Batch centrifugal gravity concentrators have become standard equipment in gold grinding circuits for recovery of gravity recoverable gold (GRG). The downstream benefits of installing a gravity circuit are well understood, and in general, if there is a reasonable amount of GRG in the ore, a gravity circuit is usually installed. The benefits of gold gravity recovery have also been well documented, with a large database of successful case studies. As well, predicting production scale gravity recovery results ahead of installing gravity has become a common practice. The missing link between lab and full scale has always been the ability to predict the recovery benefit of installing gravity ahead of actually doing so. Being able to predict the recovery benefit in advance would help an operation in assessing the economic benefit and help justify the capital costs of the gravity circuit with much less uncertainty.

Mining is a high risk, high capital and potentially high reward undertaking. A large proportion of the risk comes from a lack of definition of the orebody (which also provides some of the potential) and the unpredictable nature of the market. This makes the planning process difficult but encourages the development of a robust yet flexible mining system. The system should be capable of absorbing some deviation from the anticipated concept without a significant impact on profitability. The mine planning process tends to consist of a series of related but discrete stages. For instance, the pit shells are designed, a schedule for the pit shells is created, a plant fleet is chosen to achieve the schedule and a financial analysis is carried out on that scenario. It is likely a few iterations are carried out using various mill throughputs to produce a favoured financial result. The problem is that handing results from stage æBÆ for use in æCÆ doesnÆt encourage a flexible system. æCÆ is likely to be built for exactly æBÆ. Unfortunately, in mining, æAÆ (the orebody) has the highest potential for variability and impacts everything else downstream. æDÆ the market also has high potential for unplanned variability. These variations can spread and æreverberateÆ through the whole mine process. For example an unexpected increase in ore oversize impacts all downstream mine processes to the primary crusher which may in turn create problems back æupstreamÆ by restricting throughput rate. Also an unexpected drop in demand or price could require modifications to the planned production rates. This paper looks at how mining process simulation can be used to support the development of strategies to counteract unforseen circumstances or alter production to match fluctuations in demand and price.

The association of graphite with a fine grained pyrite in the Mount Isa lead-zinc ore was investigated from mineralogical and metallurgical standpoints. The pyrite has been partially or completely replaced by galena and to a less extent by sphalerite, pyrrhotiteand chalcopyrite with the retention of graphite films or inclusions. During lead flotation the graphite imparts a spontaneous flotability to all associated minerals, resulting in a low grade fraction, which we call the carbonaceous fraction, floating with and diluting the lead concentrate. In times of low metal prices this fraction seriously reduces the economic value of the lead concentrate. A flotation procedure was developed to upgrade the carbonaceous fraction separately, producing an economic concentrate and a tailing.INTRODUCTIONThe lead concentrate produced from Mount Isa ores can vary from 20 to 50 per cent lead, depending on the locality in the mine from which the ore is obtained. Variations of this order are independent of ore grade and lead recovery. The large variation is related to the presence in the ore of a variable fast floating low grade fraction known locally as the carbonaceous fraction because of its association with graphite. During conventional lead flotation with sodium ethyl xanthate the carbonaceous fraction floats rapidly and unselectively with normal Mount Isa galena.The paper discusses mainly the examination and treatment of an average carbonaceous fraction, defined here as the fast floating material in the mill feed of late 1956. During the 1998/99 Asian crisis Solid Energy's export revenues collapsed from over US$70M to under US$40M. Simultaneously, domestic market uncertainty led to decreases in volumes and prices. A major new underground mine was not technically viable, and was closed, and several other mines were marginal. Less than two years later, Solid Energy and its JV partner closed a second new underground mine. The company was in financial crisis, and reported an $86M loss for 1998/99. After refinancing with stringent workout conditions it still had minimal returns due to low prices, unaffordable transportation costs and huge unrealised FX losses as the NZ dollar fell 40 per cent in value. The obvious scenario was to æcash upÆ û complete extraction at remaining mines, sell off any viable parts of the business, pay off debt and wind the company down.In 2002 Solid Energy has completed its recovery. Although margins remain slim and volatile in both export and domestic markets, it is achieving record volumes and revenues. It has paid off its shareholder loan, has minimal remaining FX losses, and cashflow is allowing further mine and infrastructure development. The key to the turnaround has been implementation of rigorous planning, analysis and decision-making in all aspects of the business. The company has a comprehensive, rolling 20-year plan used annually to update rolling five year and annual business plans. Solid Energy augments strong line management operations with rigorous standards and processes for mine planning and development, operational decision-making, and functional support. Detailed, quantitative risk analysis is used in all aspects of the business and allows comprehensive integration of opportunity and risk management across all activities in the company.Coal mining is widely perceived as an æold-economyÆ industry. But, like other successful æold economyÆ companies, the information systems and management processes used by Solid Energy are as leading edge as any in the high-tech sector. They are the key to managing to add and sustain maximum value for a company that has access to coal resources sufficient for hundreds of years.

The phrase "Total-Energy" has, during the past few years, become widely used to describe a wide range of very different operations. However, if accurately described they all have one basic factor in common - energy usage is optimised with the prime mover being powered by gas or oil to generate shaft horsepower and the products of combustion being put to some use. The item which distinguishes a Total Energy system from any other engine or turbine driven project is that orate pains are taken to utilize the waste heat, whether this be in the form of exhaust gases and/or engine jacket ling water. n areas where grid supplies of electricity are readily available, the economics of most projects undoubtedly hinge upon the successful application of waste heat. However, there has been a growing awareness of other benefits, such as reliability of supply, which can be incorporated into the system. In particular these factors sway managements of hospitals and companies with complex computer facilities to examine closely the feasibility of Total Energy, Consequently, in America for example, where many systems have proved themselves the list of applications is wide - shopping centres, apartment blocks, office buildings, airline terminals, universities, schools, motels. And these do not cover the industrial sectors where the range is wider. The total number in North America is now approximately 500 and this to some extent-speaks for itself. In Australia, the real work involved in carrying out feasibility studies for Total Energy is only just beginning. 'in some quarters, the concept is not well received in that it is too new. Therefore, a typical approach is to play safe and wait until some other company has proved its operation "under Australian conditions". This is certainly a realistic approach when considering something revolutionary but as far as Total Energy.is"concerned all the individual components and sometimes combinations, (engines, generators, boilers, air-conditioning units) have been in operation for many years. The only innovation is that they are now all being brought together under one roof. This should not be forgotten when the question "where can I see something like this operating?" is asked.

Thank you and good morning. I am delighted to be here and to see so many of my colleagues and competitors. The general topic of this week's conference - World's Best Practice in Mining and Processing - suggests a focus on mining and processing. I am somewhat of a `jack of all trades and a master of none'. But I'm not even a jack when it comes to mining and processing technology and practices, and so I will leave those topics to speakers better 'qualified than I. Instead, what I would like to do is give you my thoughts on the best management practices of mining. You see, the times are changing for the mining business. There is great uncertainty in our industry. Anyone who received their education in an English-speaking school probably remembers the famous poem `Invictus' by William Ernest Henley. The two most famous lines from that poem are, if you remember, `I am the master of my fate; I am the captain of my soul'. The fact of the matter is that the metals industry, including the copper industry, is not the master of its fate. To a great extent we're at the mercy of forces over which we have little control, such as the world economy or political situations in individual countries. The copper industry is like a surfer at Manly - we can't influence where the wave is going; all we can do is stay in front of the curl and on our board. Historically, discovering, developing and processing ore reserves were the primary facets of our capital intensive business. To stay competitive today, we must invest equally in intellectual capital - our employees - in order to succeed in the face of economic, regulatory and political challenges and global competition (Schonberger, 1986). Everyone seems to have a different theory about being competitive. A lot of people use sports analogies when talking about competition. Others, like American businessman and former US presidential wanna-be Ross Perot, take a more interesting approach. In Mr Perot's hypothetical corporation, competition is a lot like having a snake in a factory. If someone sees a snake, the first thing they do is create a committee on snakes. Then, the committee on snakes meets and discusses the problem for a couple of years. The most likely course of action is nothing. Everyone figures that the snake hasn't bitten anyone yet, so they just let him crawl around the factory floor. Perhaps a vice president of serpentine affairs is appointed to continue watching the snake - making sure it doesn't grow. Ross Perot sees it a little differently. In his corporate world, business needs to build an environment where the first guy who sees the snake kills it. Of course in our industry, we better make sure the snake isn't on an Endangered Species List before we go after it! I am not going to talk about competition and competitive forces in terms of sports or snakes, but I would like to share some thoughts with you about how the mining industry can better utilise competitive thinking to get ahead and stay there. You may be wondering how an executive from a 160-year-old company could know much about competitive spirit, but the founding ancestors of Phelps Dodge were wizards at identifying

IN any assay office it is of paramount importance to keep the men interested in their work; and in order to do this, men on routine work, such as lead, zinc, and sulphur deterrrrinations, slag analysis, etc, should be changed around monthly. This gives some variety and helps to keep a man's interest on his work, so that better work results. It may be maintained that to keep a man on the same class of work indefinitely makes him more expert at his work. This is certainly true; but in assaying, where accuracy is so essential, it is absolutely necessary for a man to keep his mind on the work, and not 'get' into a mechanical method of working. He is also on the alert to discover means for shortening his analytical methods, and his capacity forwork is increased. Another advantage is that the men get a good all-round training, and one is never at a loss to replace a man on any class of work when he is absent from any cause. This tends to smoother and more efficient running of the assay department. In industrial assaying it is often advantageous to have a result quickly, so that it will be of maximum benefit in the running of some part of the plant, In such a case it pays to sacrifice a little accuracy to speed up a method. The shortest method is less costly, and a quick approximate method is all that is required to give the superintendent the requisite information. Time is thereby saved, and the cost is less. In carrying out assaying for any large industrial plant, such as a smelting works, there is always a tendency for superintendents running the different departments to send in more samples for assay than are absolutely necessary when no system of costing is in operation. Some of these samples may involve a lot of work and heavy expenditure, as, for example, the estimation of only one impurity in a sample of refined lead. An Environmental Impact Statement (EIS) for a major mining development typically has to address various aspects of surface water management, including some which generally tend to be the more contentious: the diversion of rivers and creeks from areas disturbed by mining, and their rehabilitation; the effective management of disturbed area run-off via the collection, containment and treatment of contaminated water on site in sedimentation dams; the collection, containment and treatment of mine pit water; the decommissioning of surface water storages; final void water quality; and water discharge criteria. Environmental Impact Assessment processes for proposed mining developments in Australia at the state and commonwealth level usually involve a form of Initial Advice Statement (or Notice of Intent), Terms of Reference, an EIS, and a Supplementary Report (or similar) which responds to agency and public comment on the EIS. The EIS is used by approval agencies to decide the acceptability of the Project, and to set the conditions of approval. The conditions are often in the form of a state-issued æOperational LicenceÆ or similar. With mining, the initial approval at the EIS stage is often just a pre-cursor to various other planning related approvals, including obtaining a mining lease. Afterwards, mine plans and plans of operations must be submitted to government at various stages of the mineÆs life, ostensibly to provide the detailed mine planning over periods of one û five years. Despite all this additional planning and documentation beyond the submission of the EIS, government approval agencies are increasingly not satisfied with conceptual water management designs and commitments to an outcome (such as meeting a specified water quality standard) in the EIS. Agencies are also requiring sufficient water management design information to be convinced that the outcomes are achievable. To assist proponents of major mining developments, the Queensland Government has published Technical Guidelines for water management, and Environment Australia has published a æBest Practice Environmental Management in MiningÆ booklet on water management. In addition, the Australian and New Zealand Environment and Conservation Council (ANZECC. 2000) has published Water Quality Guidelines which provide an approach to water management, and provide receiving water investigation trigger criteria. So, what are the water management issues that are likely to be the subject of comment, debate and negotiation prior to the EIS being approved? and what commitments may a mining proponent have to make in order to convince the approval agencies that sufficient investigation and design has been provided? This paper provides some answers to this question, by reference to recent major mining proposals which the author has managed through state and commonwealth Environmental Impact Assessment processes.

Heap leaching is establishing itself as an efficient method for the extraction of gold from low grade ore. It has the advantage of low capital costs, low operating costs and rapid startup. However, not all ores are amenable to heap leaching. It is only applicable to well oxidized ores that have reasonable permeability characteristics. Ore with excess fines or clay often display low permeability and are unsuitable for heap leaching.In this study, an attempt has been made to increase the rate of cyanide leach solution percolation by flocculating clay particles or reducing the surface tension of the leach solution. A wetting agent was found to decrease the rate of gold dissolution, possibly by presenting a hydrophobic surface to the gold particle. Flocculation of the clay increased the solution flow rate. The flocculation agent had no affect on the total gold leached but decreased the leaching rate.

The fine grained complex orebody at Elura contains galena, silver and sphalerite in a matrix which is mostly pyrite; sulphides account for about 90% of the orebody. A differential flotation circuit is operated to con- centrate lead and silver in the first section and zinc in the second. The metallurgical performance to date indicates the need for improvement. The lead section has been sampled in detail to comprehensively assess its overall performance and to define problems associated with lead and silver flotation. The substantial amount of pyrite in the feed dominated the perfor- mance of each stage of the separation. It was responsible for extensive dilution of all concentrates and, as a consequence, for very large circulating loads. The rougher concentrate contained 68% pyrite some of which was rejected through the three stages of cleaning to 39% in the final concen- trate. However, this was still sufficient to hold the assay of this product below 45% Pb. Size by size behaviour shows that flotation rates of the valuable minerals, as characterised by their rate coefficients, were low through- out the circuit. There was a significant deterioration in these rates between rougher and cleaner I stages which resulted in large circulating loads between these stages. There was practically no recovery of coarse valu- able minerals to the final concentrate. The dilution of the final concen- trate by non-sulphide gangue was not a major problem. If the recovery of the galena and silver in the +38¦m size range could be raised to that of the - 381Lm size range, galena recovery would rise from 78% to 86% and silver recovery would improve from 46% to 59%. The Pb grade of the final concentrate would remain the same.

To the south and west of Broken Hill lies the Thackaringa silver-lead district, about 25 miles, and is the locality really of the first silver find in the country long before Broken Hill, the geological fomations of which it much resembles. The Iocks and their structure are identical, except that in this area they are  more irregularly foliated and apparently much more faulted and expose in places quick successions of complete anticlines and synclines, even in a single lease. Saddles of ore respectively are found coinciding with the flexures of the rock but many minor veins otherwise and branches exist and make connections which render the whole a mining problem. It follows then that the surface.of the ground after some denudation in dotted with croppings of all the series, and in such a confusing way that the actual strike of a vein may be even confounded with the dip and readily mistaken for it at a few places. The main character of the outcrops are those usual in the district consisting almost wholly of argentiferous and silicious ironstone, sometimes gossan, which at a depth in a few feet changes to a gangue of very silicious carbonate of iron (crystallised), which occurrence is uniform through this district.The exploration of the lodes has not been extensive as it has not been well understood. Shallow shafts and drives have comprised nearly all the mining at present, which is evident on first sight by the numerous shafts and small excavations dotted 'about, as in an alluvial field. The depth of exploration underground in one place had gone several hundreds of feet, never more than 150 feet vertical from the surface in depth and irregular. The undulations of the most continuous work in this direction is such that it presents at different places successively either a tunnel, shaft, underlay winze, level, or Tise, and is on ore all the time, and where the rocks are faulted (which occurs as much as 30 feet and more) these changes are very abrupt, but for working on are suitably connected by the management.

The relationship between the permeability of coal to a mixture of methane and carbon dioxide, and the permeability to methane and carbon dioxide separately is described in this paper, along with the analysis of the differences in permeabilities of coal to methane and carbon dioxide.
