Borehole geophysical logging data are routinely acquired during exploration of coal deposits in Australia. These data are commonly used qualitatively to identify and correlate coal seams and geotechnically significant interburden rock units. Some quantitative analysis, such as using sonic logs for rock strength estimation is becoming increasingly widespread. This paper discusses results from a project aimed at expanding the quantitative approach to more detailed mineralogical and lithological analysis, which leads to improved geotechnical characterisation for mine planning and mining hazard reduction. A standard suite of wireline logs measuring density, natural gamma, sonic and neutron were analysed from three coal mines in the Bowen Basin. Thirty-nine samples from cored sections of the boreholes were analysed by X-ray diffraction, spectral gamma counts and hyperspectral scanning. Using a standard petrophysical approach to calculating porosity, shale and matrix components from a combination of density, natural gamma and neutron logs, a good correlation with observed mineralogy was demonstrated. However, unusual mineralogies such as heavy minerals or low-potassium clays may distort this analysis. Simultaneous evaluation of all available geophysical logs by modern data mining methods was able to show how these ambiguities may be solved.

FaulIing west of the Mount Isa mine is described and is shown to be related to three groups of folds that have been recognized in the area. The first period of faulting postdates the first generation folding; these faulIs are regional faults (tectonic discontinuities) which are folded by second generation folds. The faulting accompanying the second generation folding divides the area west of the Mount Isa mine into four structurally and metamorphically identifiable blocks. The most prominent of these second generation faults is the Mount Isa Fault, which is characterized by a number of distinct zones of intense second generation folding and the presence of localized layers of mylonite. Only limited evidence for brittle deformation has been observed and the major movement appears to be associated with the plastic deformation of the rocks. Confined to the areas of second generation folding in the Mount Isa Fault are numerous third generation kink folds. A detailed description of the Mount Isa and other faulIs is presented together with evidence for their existence. The displacement accompanying this faulting cannot be established because of the complexity of the structure.Postdating these faults and all the folding of the area are minor cross faults.

Although blasthole deviation is a problem which can seriously affect blasting operations, there is little practical emphasis on controlling this deviation and no practical emphasis on understanding its practical behaviour. The most common way of dealing with it involves tight control over drill set up and surveying hole paths. The surveying might involve simple collar location and inclination measurement to estimate the hole's actual path. At best, some operations routinely survey hole paths after all holes in a stope have been drilled. In addition, although there is an expectation that holes will deviate, there is no planning for this behaviour in order to reduce its impact on the blast. Design decisions are invariably made with the assumption that holes are straight. If and when surveys reveal problems it is possible only to adjust charging and initiation to 'work around them'. In extreme cases the drill might be recalled to fill in gaps. The lack of planning and the lack of understanding are doubtlessly linked.A model is presented that will predict the expected path of a drill hole. By knowing how a selected few holes deviated it is possible to make a good estimate of the deviation of other holes in the same rock mass. After minimal calibration the model can be used to increase the amount of information for a given amount of surveying or the amount of surveying can be reduced while maintaining the same level of knowledge of blasthole deviation. Equally important is the ability to plan for the deviation in future drilling through altering the initial collar angles or drilling from different locations. It is the authors' hope that planning for hole deviation becomes as much a part of the design process as planning for detonator delay scatter and explosive performance variation.

The mining production rate of two million tonnes per annum at Olympic Dam required greater servicing capacity than was available with the existing Whenan Shaft. To increase servicing capability a Service Decline was constructed from June 1986 to June 1987 extending 2000 m from the surface and linking up with inclining development from the existing Whenan Shaft workings. The decline was used for access of all men and materials during the construction phase of the ore handling system. During production, most mine servicing will be via the decline with hoisting of rock through Whenan Shaft.

The breaking of rock by explosives occurs so rapidly that the details of the phenomenon cannot he observed by the unaided eye. High resolution cameras and VCRs offer a means of slowing down the blasting action. A high resolution super video camera with digital zoom and a variable shutter speed was imported and used for the first time in India as a tool for blast optimisation studies at Malanjkhand Copper Project. Slow motion play-back revealed that the gases vented out through the fissures. The crest moved prior to the lower portion of the bench when initiated with detonating cord. The delay timing between the rows was not enough to provide sufficient relief and rock movement. This inadequate delay timing resulted in flyrock from the back rows. Stemming ejection was observed from practically all the holes. The muck profile was not satisfactory. A trial was carried out using 450 ms in hole delays and 25 nis surface delays. The front row holes were drilled based on the observations made from the laser profiling survey system. The video of the monitored blast showed that the rock started moving prior to the stemming ejection. It could be clearly seen that the entire block was completely initiated through the surface delays before the onset of the burden movement, thus eliminating any chance of misfires. Viewing blasts in high quality slow motion was useful to arrive at modified design parameters, resulting in uniform fragment size distribution and controlled rock movement.

Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

Over the past 18 months the De Beers Consolidated Mines Ltd operations have made a concerted effort to move away from using the traditional shock tube initiating systems. These systems are being systematically replaced by the use of electronic delay detonators (EDD). Various trials were conducted in both host rock and kimberlite rock masses to improve tunnel advance as well as to optimise delay timing during trough openings (Ngoma et al, 1999; Mohle, 1999; Baltus, 2000). The high cost of EDDÆs, when compared with traditional initiation systems, led to a number of detailed studies being conducted on the mines where EDDÆs were being used. These studies aimed to quantify the additional benefits when blasting with electronic detonators. The studies showed that the change was justified on the basis of increased quality control and reliability gained through the use of EDDÆs. However, these benefits attract other related benefits, like fragmentation control, and backbreak reductions. When compared to the shock tube initiating systems the increased development face advance and the reduction of oversize during production blasting using EDDs, compared favourably to the less costly systems. As blasting engineers gained experience and confidence in the use of the system bigger blasts were initiated in mass under-cut blasts and slot raise development, by using multiple hole firing and second delay periods between holes. In the open pit and sublevel open stope mining methods the control of the fragmentation distribution and the effect of the mass of explosive detonated during a blast is detrimental to the loading and hauling production rates and the stability of the rock mass behind the blast. With a stable rock mass the bench cutting can be executed to establish steeper overall slope angles leading to large cost savings due to a reduction in waste stripping. It is the purpose of this paper to indicate through quantification that the use of the EDDs as an initiating system improves all-round blasting performances and assists in meeting customer requirements. A mineral and chemical characterisation study was conducted on ilmenite-rich heavy mineral concentrates sourced from the western sector of the Eucla Basin in southern Australia. Test work involved using X-ray diffraction (XRD), scanning electron microscope (SEM) and electron microprobe-based characterisation methods. Results showed considerable variability in the degree of ilmenite alteration between deposits with TiO2 contents varying from 53 - 63 wt per cent TiO2. Notwithstanding variability between individual deposits, the samples all had [Ti]/[Ti+Fe] ratios >0.5 consistent with a mineral assemblage of hydrated ilmenite or the hydrated, Ti-rich alteration phase pseudorutile (Fe3+2-x Ti3O9-3x (OH)3x). Accessory phases consisted of rutile (primary and secondary), zircon, aluminosilicates, quartz, Fe oxyhydroxides and spinels. Results for the most altered material are broadly comparable with data for ilmenite concentrates from the eastern margin of the basin. The mineralogy of the western Eucla Basin concentrates and the minor element composition of the ilmenite grains suggest they could be upgraded to synthetic rutile by a modified Becher process.

A research programme sponsored through the Australian Mineral Industries Research Association investigated two aspects of mine aerodynamics on model scale. These were aero- dynamic losses in (a) shaft/airway intersections and (b) losses created by mine cages moving in a combined haulage/ventilation shaft. The shaft/airway intersections studied included base and intermediate levels for both upcast and downcast. shafts, with one to four rectangular airways intersecting a circular shaft. Changes in intersection geometry were limited to the installation of 45¦ conical brow cutoffs of varying size and the addition of simple flow control devices. The relative air- flows between the airways and the downstream shaft were varied over a range employed in Australian mining practice. In general, experiments revealed that a small brow cutoff was significantly better than none at all, and a simple device such as a cone can reduce losses and improve flow stability at an intersection. The mine cage studies determined the effect on aerodynamic loss of cage area blockage, height/length ratio, openings in cage walls and surface roughness due to external structural members. Utah Development Company operates a mine at Blackwater with a present annual production of 4 000 000 tonnes of coking coal. Mineable seams outcropping on the company's lease are part of the Permian Mammoth Rangal Coal Measures. Current operations are based pre- dominantly on the Main Lower seam. Coal quality variations occur along the seam strike, in the direction of seam dip, within the seam plies and in isolated anomalous areas. Raw coal of non-specification quality is washed to reduce ash and sulphur and to improve the free swelling index. Raw coal meeting specification quality is sent directly to product, by-passing the washplant. Careful attention to mining, coal preparation and product blending is necessary to ensure that the combined product meets specifications.

To learn more about the fundamental roof behaviour in South African coal mines, accurate underground measurements of roof deflection were conducted in bord and pillar panels during development and pillar extraction. To conduct these measurements a survey levelling technique was adapted. The overall system reading accuracy was established as being within 0,4 mm on a 15 m sighting distance. The underground sites were modelled and, for a roadway development, similar symmetrical curvatures were calculated by a linear elastic model, as were measured underground. In a pillar extraction panel, a significant amount of bed separation was measured and the roof underwent an a-symmetric movement due to the close presence of the mined out area at one side of the roadway.

Providing adequate airflow to effectively dilute and remove diesel pollutants in large mine working headings is a little researched area. A simulated diesel mucking operation was carried out in the Exxon Colony Pilot Mine in Colorado to establish expected levels of diesel pollutants in dead-ended working headings. This heading was nominally 15.3 m (50-ft) wide by 9.2 m (30-ft) high. Two face ventilation systems were tested using sulfur hexafluoride tracer gas to represent the diesel pollutants. The results of these tests showed that conventional face ventilation systems operating at high flow rates could adequately ventilate diesel equipment in the 447-522 kW (600-700 hp) range, even in a dead heading 91.4 m (300 ft) in length.

Pseudoclastic hydrothermal alteration textures occur within quenched coherent dykes forming part of a subaqueous dome complex (-4 Ma) on Ponza Island, Italy. These textures are similar to those observed in considerably older (-500 Ma) subaqueous volcanic rocks at a number of localities throughout the Mount Read Volcanics in Tasmania and elsewhere in ancient volcanic sequences of this type in Australia. This is significant because the processes of formation, hydrothermal alteration and secondary mineralisation of ancient volcanic sequences may be better understood if we can make comparisons with modern analogues. Observations at Ponza imply that these pseudoclastic alteration features form synvolcanically or immediately after dyke emplacement and lava extrusion. This is compatible with scenarios presented for their formation in ancient sequences in the Mount Read Volcanics, Tasmania.

The Southern Mines Rescue Station (S.M.R.S.) has been established for 55 years and in the past 15 years has had only 4 major call-outs. Whilst the mines rescue training program has continued to expand, the Station has become involved in other work which includes mine worker training and limited research. Notwithstanding, the prime role of the Mines Rescue Station has not been overlooked and the Station has only advanced with the many changes that have occurred in the coal industry. The Rescue Station activities are financed by contributions from Colliery proprietors and the aim of the S.M.R.S. Committee is to provide a service in which colliery management and mine workers will have a high degree of confidence.

The emphasis in Australia, until recently, has been on large scale mining methods with drive sizes in excess of 4.5 metres square and the acceptance of high dilution ratios, even when working in relatively narrow orebodies. The rising cost of extracting and treating the recovered ore and the lower prices available in the world markets has seen a growing trend to narrow mining methods.Traditionally narrow orebody mining has been carried out using hand held drilling methods and rail mounted boggers. Recent advances in mobile equipment now offers the operator of narrow method mines the opportunity to completely mechanise the mine from the drilling, through bogging to haulage, while maintaining minimal dilution in drive sizes to two metres wide or less.

Mount Isa mine is the largest underground mine in Australia and is located 2,000 kilometres north-west of Brisbane. This mine has been in continuous operation since 1931 and in 1986/87 the silver/lead/zinc stream achieved the peak annual mining rate of 4.7 million tonnes. At present about fifteen different steeply dipping stratiform orebodies are being mined to maintain an annual production rate of around 3.0 million tonnes. Out of these, only two orebodies (2 & 5) are amenable to sub level open stoping (SLOS) type bulk mining methods. This year only 150,000 tonnes are scheduled from pillars and remnant areas but in future, more sources will be required to meet the budget production targets.

The introduction of rubber tyred diesel equipment underground in the early 1960's and subsequent design improvements to diesel haulage systems over the past 2 decades has meant that diesel truck haulage has often been the first choice when selecting a haulage system for a new underground mine. Even today only 9% of all vehicles underground are electric powered.However, with the development of more efficient electric haulage systems, the suc-cessful installation of low cost shaft hoisting systems and improvements in conveyor design, alternative haulage systems are appearing as viable alternatives to diesel truck hauling. In particular, the aspects of ergonomic and environmental operating conditions, maintenance and operating costs as well as productivity rates are becoming more and more important in the selection of underground haulage systems. Future develop-ment of existing diesel haulage systems will require that diesel haulage units become more productive, have considerably reduced exhaust emissions compared to existing units and remain the cheapest haulage method for under-ground one way haul distances up to a distance of 3 kilometres.
