Mining is a high risk industry where miners seek to secure certainty in all of their dealings. The introduction of native title to the Australian legal system with the High CourtÆs 1992 Mabo decision and subsequent Native Title Act 1993 has added to the risks associated with implementation and the ongoing operation of exploration and mining projects. The High CourtÆs Ward case in August 2002 confirmed Crown ownership of minerals and petroleum. But the Court also found that a mining lease that allowed an exclusive possession for mining purposes did not extinguish all native title rights and interests. Although the Court was specifically considering WA mining tenements, the WA mining lease is very similar to the mining leases and licences that exist across Australia, meaning that these tenements are unlikely to fully extinguish native title. The Ward case means that native title remains squarely on the table now and into the future for those involved in developing exploration and mining projects. However, certainty and workability is capable of being secured and this paper discusses some means by which this may be achieved. The paper starts by considering two of the many 1998 amendments to the æfuture actsÆ regime under the Native Title Act, Indigenous Land Use Agreements (ILUAs) and the application of ægood faithÆ negotiation to all negotiating parties. It then looks at native title agreements, other issues affecting negotiations and tips for negotiation technique.

The composition and volume of geothermal fluids in New Zealand offers considerable potential for the extraction of various metals and minerals, as well as being a source of heat energy, steam and gases, and for use in generating electricity. While extracting products from geothermal fluids is technically feasible, positive economics is the key driver for commercial success; however, there is no assessment of this opportunity that identifies simple, cost-effective processing technologies and provides a greater understanding of the economic viability and barriers for implementing such technologies. The upper Arkansas River south of Leadville, Colorado, USA, contains deposits of fluvial tailings from historical mining operations in the Leadville area. These deposits are possible non-point sources of acid and metal contamination to surface- and ground-water systems. We used stable-metal isotopes to help ascertain metal retention and release mechanisms that influence metal transport from the deposits to shallow ground-water systems. To accomplish this, we excavated an intact core from a small fluvial tailings deposit and performed laboratory column experiments to examine the amount of metals leaching through the core. Deionised water was continuously applied to the top of the core, and effluent was collected from the bottom of the core for a period of about two months. Three saturation conditions were used, including unsaturated, partially saturated, and fully saturated. Reducing conditions developed upon partial and complete saturation of the core. During the unsaturated leaching phase, core effluents were acidic (pH 2.8 - 3.5) and contained elevated metal concentrations. During a portion of the unsaturated leaching phase, stable-metal isotope spikes and conservative tracers were simultaneously applied to the top of the core. The isotopes provide a means to delineate metal behaviour within the core. During the unsaturated leaching phase, the isotope spikes did not exhibit breakthrough with simultaneously added conservative tracers. However, some of the stable-metal isotope spikes did break through when reducing conditions occurred in the core (during the partial- and completesaturation conditions). In this paper, we use Cd as an example of the utility of stable-metal isotopes in geochemical studies. In the case of Cd, after the core was partially saturated, the 111Cd spike was released as evidenced by a change in the Cd isotope ratios in the effluent. This release continued during the fully saturated leaching phase, however, the total Cd concentration did not increase. These results suggest that the 111Cd spike was retained inside the core during the unsaturated leaching phase, and only partially released as reducing conditions developed. Results from this core-leaching experiment indicate there is a large reservoir of water-soluble material within the fluvial tailings deposit, which yields elevated metal concentrations and high acidity, and which may degrade adjacent ground- and surface-water quality. Use of stable metal isotopes in this study facilitated the determination of different metal-retention processes, metal-release processes, and metal sources in the fluvial tailings deposit in response to changing geochemical conditions.

Pressure filters were found to be necessary to produce Elura silver/lead and zinc concentrates at sufficiently low moisture contents for bulk cargo shipment by sea to smelters.The difficulty in obtaining low moistures was due to the fine primary grind, 80% passing 45 microns, and resultant fine concentrates, 97% passing 45 microns.The filtration system was designed to filter up to 90,000 tonnes/year silver/lead concentrates and up to 130,000 tonnes/year zinc concentrates.This paper details the preliminary test work to select Larox automatic pressure filters, and the commissioning and operation of these filters to achieve design criteria for both concentrates. The design criteria for both concentrates have been bettered due to the concentrates being coarser than the design sizing.

The variation of austenitic grain size with temperature for the steels XKSlSO and XK9261 was determined using the vacuum ctching technique.It is shown that the effect of temperature on the mean grain intercept is relatively small, up to approximately 950°C. Above this temperature the rate of increase of grain size rises sharply.Within the limits of the 1-4 hr vacuum etching times used the effect of time at temperature is relatively small on the ASTM grain size of the steels.

Stringent environmental benchmarks imposed by governments and successful legal challenges in the country of origin have changed the risk profile for all mining companies over recent years. In developing countries, however, where high government standards may not always be in place, direct community action has often made worthless substantial investments in otherwise viable mining operations. Real limitations are therefore imposed from these risks on all areas of mining activity, wherever they may be. Thus, the bar has been raised for all companies developing or operating mines. This paper argues real financial and global industry reputation benefits accrue when all known environmental risks, where practical, are managed. In response, among major international mining companies, as the industry moves towards greater global consolidation, senior management teams have increasingly adopted corporate governance standards including æTriple Bottom LineÆ (shareholder/government/community) sustainability reporting. Sustainability reporting is encouraged by improved international stockholder and financial investor perceptions by contributing to lowered social, community and geopolitical risk which lowers the cost of access to funds as well as improving staff morale and productivity. New mines must not only be primarily financially viable but must operate throughout in a sustainable way. Case studies of some recent mining operations, who have not foreseen or proactively managed major environmental risks, demonstrate the dire financial and personal implications for managers, directors and shareholders from not identifying and managing these environmental risks. Merely having a corporate policy statement on environmental standards or high level Government approvals process for a mining activity does not preclude mining operations from the risk of direct action by local populations or future adverse legal implications from risks which were perhaps identified but not mitigated effectively. Methods and processes for the identification and active management of environmental risks in the global arena are discussed to add a practical element to sustainability, based on the authors recent strategy development processes with governments and major mining houses such as BHPBillition, Rio and Xstrata. Emphasis is placed on proactive, innovative yet practical solutions which, where possible, show positive contributions firstly to the financial bottom line but also the community at large.

This work presents an experimental study of flow dynamics in a bubble column system (crosssection: 100 mm × 100 mm) using a non-intrusive optical technique with targeted application in a novel REFLUX™ Flotation Cell. The study had two aims – measurement of the bubble size distribution (BSD) and local energy dissipation rate in the system due to bubble motions over a low range of gas flux varied from 0.02 to 0.08 cm/s without impairing the visibility of the system. A central bubble plume was generated by injecting compressed air through a sintered glass distributor in quiescent liquid. Highspeed shadowgraphy imaging was performed to determine the BSD in the presence of surfactant (Sodium Dodecyl Sulfate (SDS) concentration ~ 10 ppm). The BSD exhibited a unimodal shape at different locations of the column for all gas flux cases. A non-intrusive particle image velocimetry (PIV) technique was used to quantify the flow field generated by the bubble motions, which was used to estimate the local energy dissipation rate. The local energy dissipation rate exhibited an increasing power-law dependency on the gas flux.

"The Coal Seam Gas (CSG) industry has seen a rapid increase in activity over a 30-year periodfrom the early 1990s within Australia. Despite public concerns over environmental issues, theCSG industry has increased in Queensland to the point where more than 90 per cent of naturalgas consumed in Queensland is CSG. The New South Wales (NSW) CSG industry has been slowerto respond for many reasons. Ninety-five per cent of natural gas consumed in NSW comes frominterstate. However, CSG activity in New South Wales is increasing notwithstanding publicconcerns. The CSG potential of three Petroleum Exploration Licenses (PELs) are being assessedwithin the Southern Sydney Basin that provides a unique opportunity to develop resourcesstrategically around many abandoned coal mines. The question has been asked - what do theseabandoned coal mines mean to the project? Are they good or bad? Are they friend or foe? Thispaper att empts to answer these questions and in doing so describes the coal mine ventilation andgas management philosophies and practices used to assess gas production potential. The coalmining philosophies not only have the potential to assist in the construction of a highly successfulCSG project, but they also potentially add signifi cant pre production value by re defi ning how theresources and reserves are assessed and therefore valued. The behaviour of abandoned coal minesand the goaves within the PELs are not well understood by the petroleum industry. However, in the Illawarra region there is an abundance of coal mining knowledge and expertise that if properly focused can greatly increase the chances of project success."

A series of conventional dynamic uniaxial compression (CDUC) tests and coupled static-dynamic loading (CSDL) tests were conducted using a split Hopkinson pressure bar (SHPB) system to explore the dynamic mechanical behaviour and fracture characteristics of medium sandstone on a microscale in the laboratory. In the CDUC tests, the dynamic uniaxial compressive strength of the medium sandstone was rate-dependent, while the dynamic elastic modulus was not dependent on the strain rate. Then, we proposed a generalised model to characterise the rate-dependent strength from 17.5 s-1 to 96.8 s-1. In the CSDL tests, with increasing initial pre-static stress, the dynamic elastic modulus and dynamic strength increased nonlinearly at first and then decreased. The results show that two classical mechanical types (ie Class I and Class II) are observed from the dynamic stress-strain responses of the CDUC and CSDL tests. By means of scanning electron microscopy (SEM), the micro difference of post-loading microfracture characteristics in Class I and Class II behaviour was identified. In Class I behaviour, intergranular fracture (IF) usually initiates at or near the grains, most cracks deflected along the grain boundaries, resulting in a sharp angular edge, then coalesces to the main fracture surface that splits the specimen along the direction of stress wave propagation. In contrast, Class II behaviour results from the combined IF and transgranular fracture (TF).

The key element in the carbon-in-pulp process for gold processing is the loading of dissolved Au(CN)2 from solution onto activated carbon. The mechanism and kinetics of this step have been examined by solution adsorption-desorption and X-ray photoelectron spectroscopy for both coconut derived activated carbon and peat-based activated carbon. The results show that these carbon types have the same mechanism and kinetics of adsorption. There is no contribution to the bonding from carbon-oxygen functionalities on the carbon surface, as has been invariably supposed in all previous theories for the mechanism of the reaction. It is shown that Au(CN)Z is reversibly adsorbed intact on and parallel to the graphitic planes of the carbon with the formation of a weak carbon-gold n-donor bond. The kinetic measurement of carbon gold loading reactivity is discussed and use of the Murdoch equation for this test is critically assessed.

To obtain the rock type-I crack propagation process accurately, a novel fixture is used to make the prefabricated crack of rock propagation along the predetermined direction. In this study, the crack propagation process of rock is monitored with the digital image correlation method (DICM), and a mechanical model of crack directional propagation was established. The results show that the simple crack directional propagation device can effectively realise the stable propagation of type-I crack along the predetermined direction, the crack initiation angle is less than 10°, and the deviation between the peak strength of crack propagation calculated by a simplified mechanical model and the tensile strength of Brazilian splitting is 22.76 per cent and 7.53 per cent, respectively. According to the deformation field evolution law, crack propagation can be divided into three stages: microcrack development, main crack propagation, and main crack propagation. As for the rock type-I crack initiation and propagation mechanism, before reaching the peak strength, the prefabricated crack tip is subjected to maximum tensile stress; the elastic energy increases rapidly, and the dissipation energy increases slowly; after the peak strength, elastic energy exceeds its energy storage limit and released rapidly, and most of the input energy is converted into dissipation energy, which makes the crack propagation rapidly. The crack directional propagation device will be further optimised and improved, and it is expected to provide a new method for the study of crack propagation mechanism, rock failure precursor information and crack arrest principle, etc. It will also provide theoretical references for the optimisation of coal strata directional blasting, fracturing, fracture arrest, and other related technologies in geotechnical engineering.

The Martha Mine is an open cut operation situated in the midst of Waihi town which has been operating since 1987. Since then it has produced some 700,000 ounces (oz) of gold and 4,000,000 oz of silver from an epithermal vein system. It was previously worked by underground methods from 1880 to 1952 to a depth of 600 m producing 5 million ounces (Moz) of gold and 30 Moz of silver. The licensed reserves are scheduled to be mined out early in the year 2001. An additional economic resource of over 750,000 oz of gold has been identified which can be accessed by deepening the pit a further 50 m along the main Martha vein. This would extend the mine life to the year 2007. Applications were lodged on 4 July 1997 for the necessary resource consents, discharge permits and variations for the current Mining Licence conditions. The extension project requires approval from the District Council, Regional Council and the Ministry of Commerce. The consent and permitting process is extensive because of the urban setting of the mine. An approach to keep the extension as similar as possible to the current operations was adopted to give the community and authority confidence in the proposed extension. This paper summarises the extension detail and the permitting requirements it has had to address despite the extension being "more of the same". The permitting process has been exhaustive with little recognition of the standards already achieved in protecting the environment which are recognised worldwide.

Measurements of coulombic efficiency (QE) for zinc electrodeposition were carried out under mass-transfer-controlled conditions using a rotating disc electrode in synthetic acidic zinc sulphate solutions. Various methods of solution preparation and purifi- cation were investigated using reagents vary- ing from analytical grade to high purity; the purest solution was obtained-by dissolving 99.9999% zinc (Koch-Light) in sulphuric acid solution (BDH Aristar). Improvements in sol- ution purity did not necessarily increase QE, especially where apparently beneficial impur- ities (e.g., Pb) were initially present. The maximum QE obtainable through variation of temperature (T), current density-(i) and elec- trode rotation rate was established using a statistical optimization technique. The QE was determined principally by T and i, with significant interaction between these factors in the highest purity solution. QE contours, which gave an overall view of solution per- formance, were constructed and predictions about the response under conditions similar to plant practice were made. Wark's Rule (the dependence of QE on zinc/acid ratio) was obeyed in the purest solution over the range of composition commonly encountered in zinc plants. High concentrations of Na2SO4 and K2SO4, which occur in some plant solutions, were found to increase QE marginally ("1.2%). The intrinsic effects of individual impurities such as Cu and Ni were evaluated by additions (up to 5 ppm) to the purest solution. Decreases in QE were found to be minimal at the impurity levels normally encountered in zinc plants.

Mechanical damage leads to the increase of effective stress of sediments, and pore closure hinders the discharge of methane gas. Ignoring the influence of mechanical damage leads to an excessive prediction of hydrate gas production. Therefore, a fully coupled model considering mechanical damage-chemical decomposition-gas-water two-phase seepage-temperature was developed in this study, and the model was verified by Masuda experiment. Based on the fully coupled model, the temporal and spatial evolution of the whole process of hydrate decomposition under the influence of three initial absolute permeabilities, three pressure drops and three water saturations were considered. The results showed that: • The gas production rate reached the peak value in a short time after depressurisation, and the peak value increased with the increase of the absolute initial permeability. The larger the initial absolute permeability was, the faster the damage variable reached the peak value. The porosity increased gradually before the damage variable reached its peak, and the gas flowed more easily. • When the pressure drop was low, the hydrate remained stable in solid form. As the pressure drop increased, the hydrate gradually began to decompose. The greater the pressure drop was, the faster the initial decomposition rate of the hydrate was. So the damage variable increased rapidly and the porosity increased continuously, resulting in a large gas production rate at the initial stage of decomposition. • The larger the initial water saturation was, the smaller the effective stress wss, resulting in the slow growth of the damage variable and the small change of porosity.While the gas relative permeability was small, it resulted in a smaller gas production rate, and hydrate decomposition was slower. • The damage variable showed a process of rapid growth first, then slowly increased to the peak, and then gradually decreased to a stable state. When the damage was considered, the hydrate decomposition time to the steady state was longer, and the gas production was about 80.68 per cent of that without considering the damage.

Exploration on the Callide Coalfield by Thiess Bros. Pty. Limited had reached the stage in mid 1976 where there was a need for a comprehensive appraisal of the coalfield geology. Exploration strategy in 1977 - 1978 was defined by the selection of the most attractive targets. All available literature, reports and plans were reviewed and borehole records assessed. The geology of the coalfield was placed in its regional setting and the genesis of the Callide Coal Measures described in a structural and sedimentological context. Their general form and extent was then examined by the technique of stratigraphic analysis through the interpolation and extrapolation of the available data. A "localized" reserve classification was drawn up and reasonable estimates of the various geological reserves produced, in terms of their reliability and depth of overburden. Quality trend maps were also produced. The resultant "base map" was virtually a summation of all the information to June, 1977, and the basis for the exploration programme in the 1977 - 1978 financial year. The technique allowed for "base maps" to be produced at almost any stage, each one a refinement of its Predecessor.

The Porgera gold project is now in its seventh year of operation as one of the world's prime gold mining projects in one of the most underdeveloped and remote regions of the world. The unique gold deposit was development in stages to its present size of operation with an underground mine of 2000tpd, an open pit operation moving 210,000tpd and a complex metallurgical plant treating an average of 16,500tpd of ore. During the past years the operation had to address an array of issues relating to the "development" of the region and this is still ongoing. Development means different things to different people and though the parties that signed the different agreements relating to the Mining Development Contract were aware of this, none has real- ised the extent to which this is true. The developing company (a joint venture between Placer Pacific as the Manager, Goldfields Porgera, Highlands Gold and the Government of PNG), provided funds for risky exploration and the capital for development of the project. Its shareholders ex- pect an economic and viable mine operation from the deposit to ensure them returns on their investment. The local people gave up their land, their isolated way of living and accepted to be out of their comfort zone for some time in anticipation of a better lifestyle and economic benefits in support of that lifestyle. The PNG Government has a leg in both camps and expects both outcomes at the same time. The Government is also the regulator and expects compliance on top of that. If development in general is to be successful, all parties must substantially satisfy all expectations. It is evident that the outcome of some elements of development are reasonably defined (i.e. develop a viable mine to exploit the deposit), whilst other elements are moving targets (i.e. a better lifestyle). The seeds for conflict are thus abundantly present and to resolve them requires the will of all parties in all areas to come to a solution. This path to problem solving is many times torturous as each party comes from a different culture and background and has a different understanding of the parameters in the equation.

Titanium tetrachloride may be reduced to trichloride with hydrogen on a hot tungsten filament and other hot: surfaces. The effect of temperature, time and size of t.he filament on the rate of reaction has been studied. A laboratory unit for preparing a few pounds of trichloride at a time is described. The yield of trichloride is 2·2 - 2·4 gm/sq. cm. of hot surface/hour at 1,000°C. and the energy requirement 3'5-4 kWh/pound of trichloride produced.'INTRODUCTIONThe lower chlorides of titanium (titanium tri- and dichlorides) are amenable to electrolysis, being electrovalent in nature. Furthermore, relative to other oxygen-free titanium salts, they are easy to prepare in a pure state and their use has been investigated to prepare titanium. The experimentaJ work described in this paper deals with the preparation of titanium trichloride by reduction of titanium tetrachloride with hydrogen on hot surfaces.REDUCING AGENTS FOR TITANIUM TETRACHLORIDEThe free energy diagram (Fig. 1) for the formation of chlorides suggests that titanium' tetrachloride may be reduced to trichloride by various reducing agents such as aluminium, zinc, arsenic, antimony, tin, mercury, silver, hydrogen, sodium, potassium and magnesium. Located in North West Queensland, XstrataÆs Mount Isa Copper Operations (MICO) is one of the largest underground mines in Australia with annual production exceeding six million tonnes of ore with average copper grades of three per cent. As at 30 June 2006, the Ore Reserve inventory totalled 87 Mt, with annual diamond drilling planned at >40 000 m in order to convert existing resources and test and define exploration targets. The role of the geology department within MICO is to collect, interpret and communicate relevant geological information to ensure the optimal extraction of ore. Routine underground inspections across multiple ore sources are undertaken and the information derived is then distributed to a range of professionals, operational personnel and management. The information is a æreal-timeÆ geological view for the stakeholders. Ongoing data collection and interpretation has developed a strong geological input to all mine planning processes within MICO. This has created strong synergies between mine planning professionals and a throughput benefit has been seen all the way to the concentrator. The MICO geological framework also provides avenues for a geological focus away from short-term production requirements, and as a result significant orebody scale observations and patterns have been realised that have led to an increase in the accuracy of geological and resource models. This has provided practical benefits for short-term scheduling and production, whilst enabling the realisation of long-term benefits that have a strong potential to increase the volume and value of the MICO resource. This paper will discuss the various mine geology contributions at MICO and illustrate some examples where mine geological input from graduate level has added significant value to the MICO business.

Ok Tedi Mining Limited commenced construction in mid-1981 of facilities and infrastructure to mine and process gold ore at Mt Fubilan in Papua ew Guinea. Production ofgold began more or less on schedule in mid-1984 although design capacity is yet to be achieved. Due to geotechnical problems, two important items of infrastructure, hydropower and permanent tailings disposal, are not yet in place. Current low metal prices make it likely that copper facilities will be postponed.The deposit compriscs a leached gold capping overlying copper sulphide porphyry mineralisation containing significant gold and molybdenum. Mining is by open pit methods. The soft leached capping gold ore is ripped and dozed, loaded by hydraulic shovel and trucked to a dump pocket. After passing a large semi-autogenous mill of nominal capacity of I, I00 tonnes per hour, the ore is treated by the carbon-inpulp process, with a gravity circuit to recover coarse gold. The final product is 12 kg dore bullion bars.At present, all tailings are detoxified with hydrogen peroxide; after cycloning, the coarse fraction is stored, and the slime fraction discharged into the river system; expected environmental impact is acceptable. Investigations for a suitable dam site for a permanent tailings system are still underway.Peak 'I. hour power demand for Stage I is 17 MW, presently supplied by a diesel alternator power station and a 2 MW mini hydropower plant.Initial access to the base camp at Tabubil was only by air. Eventually a road was pushed through 134 km from the river port at Kiunga (where port facilities have been constructed) and a further 23 km to Mt Fubilan.Roads are constructed of compacted gravel and crushed limestone generally underlain by geofabric. Eight major steel bridges were built.The town of Tabubil has been established, including housing, airport, shops, offices, schools and all facilities.Environmental studies have been extensive and a detailed monitoring program is maintained. Ok Tedi Mining Limited is making considerable efforts to train Papua New Guineans and to foster local business.
