This paper outlines the manner in which legislative control for tunnelling and allied operations has evolved, detailing Victorian experience. It examines the concept of mine managers as it relates to the industry and attemps to illustrate its benefits. The Victorian experience in relation to fatal and serious accidents is examined in detail, particularly in the allied art of trenching and examines the Krings system of trench lining support which is hoped will catalyse an increase of engineering expertise in this area. The paper concludes by demonstrating that safety awareness is not incompatible with production efficiency or economic viability.

The Directional Drill Monitor (DDM) is an advanced instrument for real time in hole surveying. It was developed by Du Pont (Australia) to suit Australian gassy coal mining conditions. The instrument consists of three units: i. Down hole transmitter ii. Acoustic transducer iii. Data receiver processor unit (i.e. up hole unit). This paper describes the function of each unit in detail and highlights the importance of the DDM in long hole drilling efficiency. Surveying is carried out independent of hole depth. Each survey takes 2-3 minutes to complete, the frequency of surveying to control borehole trajectory is determined by the accuracy required for a particular hole.

An important problem occurring in the iron and steel industry of Egypt is the presence of manganese oxide and chlorine with different percentages in the Bahariya Iron Ore Deposit, Western Desert, Egypt. In this work we used a geostatistical method known as the Volume- Variance Relationship to predict grade fluctua- tions of Fe% , Mn% and Cl% in the ore after blasting a certain volume from the ore deposit, on the other hand, if we have a certain limit for each of these chemical components, we can select the bench blasting dimension to give these limits.

The derelict Lake George Mine is located at Captains Flat in NSW, acommunity of approximately 450, which lies some 43 km southeast ofQueanbeyan. It straddles the Molonglo River, which flows toQueanbeyan and thence the nationÆs capital, Canberra. Catastrophictailings dam failures in 1939 and again in 1943 resulted in the transportand dispersion of thousands of tonnes of sulfidic wastes downstream,with terminal settling in Lake Burley Griffin, in Canberra. The mine wasclosed in 1962, and major rehabilitation in 1996 - 1997 addressed the riskof further collapses, and reduced water flow into the underground mine.Nevertheless, acid mine drainage from the mine, and seepages ofcontaminated water from the capped tailings dumps continue to pollutethe Molonglo River for some 30 km downstream.Environmentally, the highest contributor to the total contaminant loadof the river is the Main Adit Spring. This was shown to be a constantgroundwater-driven acidic flow, with contaminant generation resultingalmost entirely from the ingress of gaseous oxygen into the undergroundworkings. Long term remediation may be possible at source, by pumpingreducing gases into the sealed mine, but the probability of thistechnology succeeding to the required degree is yet to be demonstrated. For at least the medium term, treatment of contaminated water flow(s)will be required to achieve any of the water quality targets that may beapplicable to the river. Three methodologies were short listed, but anumber of strategic uncertainties remain, which the NSW Derelict MinesProgram will address. Future risk arising from long-term contaminantrelease by the treatment wastes must be considered. Appropriate data,and realistic long-term performance parameters regarding the relativestabilities of water treatment sludges are scarce, and make properevaluation of competing technologies problematic.

Since early 1968 the Bureau of Mineral Resources (B.M.R.) has carried out VLF-EM test surveys in various parts of Australia and Papua. The aim of the work, primarily, was to examine the effect- iveness of the method as an exploration tool under a variety of Australian conditions. Selection of test areas was determined by the availability of geological, geophysical and drilling information and by the desirability to include a variety of physical variables such as depth of weathering and topography. The aim of the present account is to review the results of this work and to make an assessment of the method available to the mining industry. The author wishes to acknowledge considerable assistance both by way of data and discussion provided by Messrs. The basic concept of auger mining is to extract coal beyond the economic limits of surface mining technology by drilling holes of an appropriate diameter size into the exposed seam of the highwall as deep as is technically, economically and operationally feasible. This method of mining is used at the final highwall of typical surface mining operations. This paper describes the auger mining systems and discusses the methods to increase the coal recovery in auger mining from a field trial in Australia.

The ash content of coal can be determined using radioisotope X-ray techniques. A number of overseas applications of X-ray techniques are described; however these suffer from the disadvantage of either not compensating for iron variations or, if compensation is used, using X-rays of low penetration with consequent sampling difficulties. Current Australian Atomic Energy Commiss- ion (AAEC) research on X-ray techniques is aimed at overcoming the limitations of these methods. The AAEC method involves making measurements proportional to mass absorption coefficients of X-rays in coal at two energies. Calculations and experiments with X-rays up to 35 keV have shown that ash content can be determined to about 1 wt.%. This work is being extended to higher X-ray energies to enable the technique to be used directly on a conveyor belt or in a hopper. Neutron techniques can be used to measure the concentration of specific elements such as carbon, hydrogen and silicon in coal. Their con- centration is correlated to the coal parameters of interest. Methods of moisture determination based on hydrogen measurement and ash determina- tion based on silicon and aluminium measurement are described. IN 1904-5 diamond drilling operations in the Mount Morgan mine proved the presence of some millions of tons of rich copper-gold ore, averaging about 45%to 50%silica and 22%Fe as sulphide. To smelt this ore in blast furnaces, without previous concentration, large quantities of basic flux were required. Unlimited quantities of cheap limestone were available at Marmor, on the GladstoneRockhampton railway, 50 miles from Mount Morgan, but the supply of iron flux was a more difficult problem. Smelting Operations started with one furnace in January, 1906, using as flux low-grade sulphide ore from the mine, containing very little silica. When the second furnace was blown in this was supplemented by ironstone from small deposits in the immediate district. It was recognized that these sources of supply would be insufficient to keep the full plant going after the third furnace had been blown in. Accordingly, the deposits at Kabra and Mount Etna were opened, neither of which proved capable of supplying the quantity required-viz., 1000 tons per week. Negotiations were meanwhile being conducted with the Marble Island Iron and Limestone Co. to obtain the right to mine at Iron Island, where a sufficiently large deposit was known to exist. A programme of hydraulic fracture stress measurements conducted in surface drill holes along the alignment of the King River Power Tunnel has provided information of importance to the assessment of the extent of steel lining requirements for the tunnel. A significant horizontal stress field has been detected at a location remote from the power station site, with a corresponding absolute minimum stress magnitude approximating the overburden pressure based on depth of cover. Measurements made closer to the power station site (located toward the bottom of a valley) have revealed an apparently relatively destressed region with minimum stress magnitude less than overburden pressure. The implications of these results are discussed.

  This paper describes the design and construction of the upper section of the Pike River Mine Access Road. The road extends 11 km from Logburn Road alongside Big River on the West Coast of the South Island of New Zealand up Pike Stream to the new mine portal on White Knight Stream (Figure 1). This new road starts on alluvial terraces, then partially follows an old logging road before entering virgin bush and traversing the true left bank of a steep sided gorge on Pike Stream some 50 - 100 m above the stream before dropping down to the mine entrance. Its development has been an extended process from route selection, consenting through to design and construction.   The paper focuses on the 1 km section of road between the Amenities Area (Figure 1) and the portal. This section of road is a steep section through the gorge, principally on Conservation estate, and has presented the most challenges and required the greatest effort to obtain the regulatory approvals, prepare the design and to construct. This paper outlines the history of the challenges faced and how the road was successfully developed.

There exist several legislative provisions in N.S.W. which work together to control surface subsidence due to extraction of coal by underground methods. The important ones are the Coal Mining Act, Coal Mines Regulation Act, Mine Subsidence Compensation Act and Dams Safety Act. In addition, there are guidelines laid down by the Chief Inspector of Coal Mines for mining under and in the vicinity of tidal waters and the ocean. There are also conditions of coal mining leases and conditions of approvals given to undertake various methods of mining which stipulate further controls. The legislative provisions and relative controls are designed to minimise surface damage, ensure safety , of major public utilities, control- surface land use and compensate damage caused by subsidence as a result of coal mining operations. They aim at balanced and responsible development of our valuable coal resources consistent with adequate safeguards to surface improvements and natural features. The paper discusses in detail these legislative provisions and the mechanics of their operation with a view to emphasising the fact that underground coal mining operations are undertaken responsibly and in a planned and rational manner for the overall benefit of the community. Further, the paper aims to demonstrate the need for legislative measures and conditioning of mining operations to keep abreast of developments in the knowledge and skills of mining and subsidence engineers and continuing improvements in mining technologies. Likewise there is a need on the part of engineers and those associated with introduction of new technologies to appreciate the requirements and existence of legislative and other measures having a direct or indirect association with surface subsidence as a result of coal mining operation.

The provision of electrical power is an important consideration in project development. The first step to be taken in this area is to assess the power requirements of the project. The alternatives of laking a supply from a power authority or providing local generation can then be considered. This requires additional defmition of the probable characteristics of the supply.The availability of authority power in Australia is limited by the extent of the state power grids. Recent developments now allow these grids to be extended and their load capacity increased to meet major load increases at less cost than was previously possible.The options for local generation include diesel, gas turbine, steam, hydro, solar and wind, each having its particular performance characteristics and costs. The choice of fuel for diesel, gas turbine, and steam plant likewise involves consideration of a range of factors. The arrangements adopted for five recent Australian remote development projects indicate how some of these aspects influence the decision on power supply.

Sulphide Corporation Pty. Limited has roasted a number of different zinc sulphide concentrates on its sinter machine which pro- duces zinc-lead sinter for an Imperial Smelting Furnace, and results have varied widely. The differences are considered to be functions of !concentrate particle size and reactivity. Amdel have used differential thermal analysis to examine these concentrates and two major effects have been found. Firstly, in concentrates 1containing small quantities of pyrite and chal- L [copyrite, heat is liberated at 400¦C to 650¦C [by oxidation of these two sulphides. Secondly, as particle size decreases, heat release from the oxidation of zinc sulphide commences at flower temperatures and rate of heat release In a sinter bed, the presence of some rite and chalcopyrite would help to heat the cc sulphide to ignition temperature in a orter time, while a finer concentrate would sult in roasting being completed more ickly. A series of laboratory blasting and ball mill grinding tests have been done on four different types of hard and competent rocks. The results show that exposing these rock types to a higher level of explosive energy will enhance their grindability. True blasting optimisation should therefore look at the whole comminution process from solid rock to a marketable product.

Revised throughput rates, as a result of current mining methods and tight controls on mine dilution, have dictated a change in metallurgical philosophy at Renison Limited. Emphasis on throughput capacity increases has altered to a reduction in circuit complexity and operating costs. Extensive surveys of the gravity and cassiterite flotation circuits led to several plant modifications between August 1989 and March 1990. The coarse and fine gravity retreatment roughing tables were by-passed, the coarse gravity retreatment roughing tables were re-commissioned, the cassiterite flotation rougher capacity expanded and the gravity regrind cyclones re-configured.

Rock Discontinuities ("joints") affect blasting results. An investigation was carried out to understand if blast parameter such as spacing needs to be altered with the change in joint direction. Small scale laboratory studies in jointed limestone blocks have been carried out. It is shown that optimum spacing is variable with the "joint" orientations. Evidence is presented from field studies in four limestone quarries supporting laboratory studies. Reasons for success and failure of widespacing technique is also provided. Only with suitable orientations of "joints: widespacing is successful.

Twelve years ago, Jeffrey Mining Machinery Division of Dresser Industries Inc. developed the 120H HELIMINER. This machine was the world's first fixed-drum continuous miner and soon became the standard among manufacturers of continuous miners throughout the mining machinery industry. This paper will first outline a brief history of continuous miner development, then discuss significant parameters which are essential to a successful continuous miner design, and finally describe a number of specific applications of Jeffrey continuous miners in a variety of materials, such as coal, potash, iron ore, and trona, around the world.

Activated carbon particles obtained from a number of Australian CIP operations were examined with an optical and a scanning electron micro- scope and an electron microprobe. External surfaces, and polished sec- tions through individual particles, were examined with special reference to materials on the surface and to calcium and gold distributions. Photographs are presented of surface contamination of the particles by salts precipitated from the pulp such as calcium carbonate (calcite), calcium sulphate (gypsum), and a magnesium salt; ore minerals such as quartz, hematite, pyrite, arsenopyrite, pentlandite, and various alumino- silicates; and other substances such as grinding media and a fungus. Calcite was very abundant but the other materials were less common. Contamination in the interior of carbon particles was almost exclu- sively calcium carbonate, and extensive contamination extended to the centre of some particles. A possible mechanism for the formation of cal- cium carbonate inside the carbon particles is noted. Gold X-ray dot maps of sections through carbon particles indicated that gold was distributed throughout coconut shell carbons and that although gold was more concentrated near the outer surfaces of extruded peat carbon particles, it was also present to depths of at least 500 ¦m.
