All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. MERLIN, the Queensland Department of Minerals and Energy's corporate geographic information system, provides ready access to all georeferenced data held by the department. Its aim is to provide a consistent, current, statewide coverage of timely information to assist in tenures management, exploration targeting and competing land use decision-making. Initially developed in 1988 and under continual enhancement since then, its functionality is the result of on-going close consultation with a wide range of departmental clients and potential users. A true geographic information system, MERLIN maintains both graphical data with linked textual information on a wide range of features of interest. The proprietary software products Arclnfo and Oracle are used to hold the graphics and attribute information respectively. Access to information is provided by a specially designed graphical user interface programed in-house. Hardcopy output of graphics displays including related attribute data as well as detailed reports of textual information can be retrieved at any departmental office. MERLIN is a network of computer systems which link each of the Department's regional offices and head office in Brisbane. The current state of exploration and mining is maintained by departmental officers processing tenure applications, transactions and dealings directly into the system. Data entered at regional offices are transferred overnight to head office to up-date central records and maintain a currency of data statewide as at the close of business the previous day. Through MERLIN the Department of Minerals and Energy now offers a much streamlined tenures management service as well as access to information about past exploration and mining, Queensland's mineral and energy occurrences and resources, and up-to-date information on the state's geology including maps, boreholes, geophysical surveys and field observations. In the future, this Geographic Information system will be invaluable to the mining industry in the development of mining projects.

The TauTona (Sotho for Great Lion) Mine near Carletonville, which is one of AngloGold AshantiÆs most profitable operations in South Africa, has started a multi-million dollar expansion project that is expected to extend the operational life of the mine by at least three years. The project will also secure some 1900 jobs for existing workers and contract workers. The $US140 million project entails the development of the orebody to a record depth of almost 4 km underground. It means that TauTona, which already mines gold at the deepest levels in the world, will deepen its mining activities from 3600 m to a new record depth of 3910 m. There is great anticipation about the expansion program, especially because of new technology that will contribute to a safer working environment. It includes a simplified hoisting system that will minimise safety risks in conveyance activities. Due to the unique nature of this project, depth below surface and working through a three-tier shaft system, various innovative measures were incorporated into the planning of the endeavour. Special support equipment was designed to reduce cycle times and enable the crews to install the extensive support, prescribed by the mineÆs rock engineering department, right up to the face before every blast. Both declines dip at 23¦. The personnel/material (P/M) shaft is 4.4 m wide x 3.9 m high. This shaft is unique in that the conveyance will have an onboard driver. The rock shaft is 4.5 m wide x 3.6 m high. Rock will be hoisted with two, ten-tonne overturning skips. In both cases, P/M and rock, the winders were designed for the highest duty cycle, which is encountered during sinking.

The O.K. deposit occurs within a belt of cherts and spilitised basic volcanics near the western margin of the Hodgkinson Province. The tabular to lenticular shape and gross conformability of the ore bodies; the common occurrence of colloform, framboidal and banded textures in the ores; the lack of significant alteration adjacent to the massive ore horizons and the apparent restriction of stockwork mineralization to the foot-wall side of the massive ore zone at the O.K. mine, all favour a syngenetic origin for the massive sulfide bodies. Furthermore, the micro- structural evidence suggests that the ores have undergone the same deformational history as the country rocks. The invariable association of the ores with spilites; the S isotope values and Co-Ni contents of the pyrites, together with the primitive metal assemblage (Fe, Cu, minor Zn) strongly favour a basic magmatic source for the sulfides. It is suggested-that the sulfides were probably precipitated sub aqueous- ly during a hiatus in volcanic activity. The O.K. deposit is of the cupreous pyrite variety, but unlike other well known occurrences of this type, it does not con- stitute part of an ophiolite complex. In the exploration of an area proposed for the establishment of an underground colliery, consideration of all land and mining titles and consents has early priority. Environmental aspects have become more meaningful. Preliminary assessments of previous geological knowledge, together with new geological and geophysical data from surface investigations, condition the decision to proceed with costly diamond drilling programmes. Methods other than fully cored diamond drilling have a useful application in appropriate circumstances. Drilling exploration is conducted in stages of increasing density of-hole spacing to the point where, with holes at 1 km centres, reserves are categorized as measured. The programme is subject to constant review in the light of market changes.

SIROFRAG is a computer-based imaging system that quantifies the post-blast rock fragment size distribution in a muckpile in a mine environment. Improvements in blast performance and blast modelling are being hampered by a lack of a quick and objective method to evaluate the major result of the blast: the fragment size distribution. This is usually done by hand digitising muckpile photographs: a labour intensive and tedious process. SIROFRAG is being developed to quickly, cheaply and objectively provide this information. SIROFRAG is based on active stereo image analysis. It uses a light stripe to illuminate a muckpile and a pair of video cameras to determine the 3D nature of the scanned objects. The imaging system is based on a novel prototype scanning projector that allows images to he captured in full daylight. The Microsoft Windows based software controls the projector and interprets the captured images to provide a size distribution of exposed rock fragments.

This paper briefly discusses the negotia- tion of the more important provisions in agree- ments for exploration and mining rights with Pacific countries. LAND RIGHTS Land rights are complicated and sometimes controversial in many of the Pacific countries. In some countries, a company will have to deal with land owners directly; in others, the government will act as intermediary. Inevit- ably, a company will have to deal with both. Mining companies need to be sensitive to the culture and particular interests of the land owners and of their history in defending their rights. The issues are too complicated to be dealt with here. Some mining companies have spent, and will continue to spend, considerable time trying to understand them. It will " require patience, perseverance, sensitivity and unflagging optimism. The better advised companies will ensure that their local repre- sentatives get to know the land owners, under- stand their concerns, and will pursue a policy of keeping them informed on a regular basis of all of the company's activities and proposed activities. Good community relations are the keystone for good mining operations in the Pacific. Most countries will require the submission of an environmental impact statement so that they will know in advance what effects a pro- posted mining operation are expected to have on the environment and how it is intended to deal with them. They will also want to approve the company's environmental reclamation and rehabilitation plan. Let's face facts right away - mining, by its very nature, is not going to improve the environment. There will be waste discharges, emissions and deposits. They will affect the land, air and water and hence human, marine and animal life and vegetation. There will be sounds and odours and the esthetics of mining operations, though perhaps pleasing to geolo- gists and mining engineers, will not please Others.

P S B Stewart has rightly pointed to a possible obscurity in our paper on drilling patterns, viz. in comparing the improvement of a triangular drilling pattern over a square one, we used percentage improvements without always making clear their base. We hope, however, that other readers, like Stewart, have been able to understand the particular meaning from the context.Although different methods of estimation of an ore deposit will have different local bias (Philip and Watson, 1985), the critical relationship affecting the reliability of estimation of an unsampled location is the scale of local variation of the variable being estimated in comparison with the density and isotropy of sampling. This relationship overrides all other considerations.

A low grade middling sample from Mount Isa, Australia, assaying 31.7 per cent zinc, 12.9 per cent lead and 14.5 per cent iron was leached under atmospheric pressure in sulphate and sulphate-chloride solutions with ferric ions as oxidants. About 96 per cent of the contained zinc was dissolved into a 0.5 M H2SO4 - 0.5 M Fe2(SO4)3 solution at 90¦C within three hours from a five per cent by weight slurry density mixture. The leaching process is very temperature-dependent, suggesting a surface chemical control. In the latter stage, the leaching rates levelled off and the leaching was most probably controlled by both surface chemical reaction and diffusion processes. The addition of chloride ions in the leach solution resulted in an increase in the leaching rate. About 95 per cent of the lead sulphide contained was converted to lead sulphate which precipitated and remained in the residue. Essentially no lead remained in solution and the low chloride concentration did not affect the precipitation of lead sulphate. Half of the iron orginally present remained in the residue as pyrite although essentially all the cadmium and 90 per cent of the copper initially present were dissolved. Some three per cent of sulphide sulphur was oxidised through to sulphate, about 67 per cent was converted to elemental sulphur which can be recovered by solvent extraction, the rest remained in the residue mainly as pyrite. Ferric sulphate and sulphate-chloride solutions can be used to effectively leach finely ground lead-zinc middlings and other bulk sulphide concentrates. A complete separation of zinc from lead and silver has been demonstrated.

The main outcomes of mining grade control include defining the boundary between ore and waste and then categorising the ore according to which stockpile it should be sent. A typical workflow includes using general mine planning software (GMP) – such as SurpacTM, VulcanTM or CAE StudioTM – to create three-dimensional wireframes of mineralisation domains, which are used to flag the relevant samples of interest and constrain estimation during block modelling. Creating the wireframes is a time-consuming process, requiring reasonable software skills, patience and an eye for detail. The interpretations can be subjective; indeed, even the same geologist will give different shapes if presented with the same data at different times. The process can become particularly tedious when trying to carry out updates due to new data. It can also be difficult to test the effect of alternative interpretations or grade thresholds because of the time constraints in production.There are now several implicit modelling tools available, either as standalone programs or as add-on modules to existing GMP. In this paper, the authors develop a workflow using implicit modelling methods to show how grades and geology can be rapidly interpreted to provide effective domains for grade estimation. The paper includes case studies from open pit gold mines. Commercial explosives range from pure emulsions to pure ANFO, with blends of these providing interesting alternatives: energy is often adjusted through addition of aluminium, or the control of density. The energy rating of explosives is derived chiefly from detonation codes, which are used to derive expressions for the internal energy change of the detonation products as they do work under expansion. While all codes used for this purpose work on the basis of Ideal detonation, it is common knowledge that commercial explosives operate in the Non-Ideal domain, which affects the mode of energy delivery to the environment. However, since Ideality represents the foundation from which actual performance evolves, it is valuable to examine the intrinsic energy release of a formulation before attempting to understand the influence of Non-Ideality. In examining the Ideal pressure profile of fundamental formulations, remarkable correlation has been found with field performance, and this increases understanding of the influence of various formulation modifications, especially in regard to the stage at which energy is released, and the effect on rockbreaking. This work has emphasised the value of attempting to understand and define better the non-ideal detonation process.

Currently, mine plans are optimised by using several criteria as objective functions, like profit, life-of-mine, concentration of some pollutants, mining costs, confidence level or ore resources, with consideration of constraints related to production rates, plant capacities and grades. Whilst this approach is successful in terms of producing high value production schedules, it uses a static opening sequence of the drawpoints and therefore the optimisation is made within the level of freedom left by the original opening schedule, and as a result it is far from the true optimal value of the project. This paper presents a model to optimise the sequence of drawpoint opening over a given time horizon. The emphasis is in the precedence constraints that are required to produce meaningful operational sequences considering the exploitation method (panel or block caving), physics considerations and logical rules. Further on, while it applies the standard approach of maximising net present value (NPV), it considers other targets for optimisation, like the robustness and constructability of the plans. Finally, it applies the model to real data to obtain feasible plans by means of this model. The first tests were done varying the production capacity of the mine.

I've talked a number of times in the past year or so to audiences like today's about culture -about thinking of it, understanding it, respecting it. So, rather than talk just yet about your laws for mining on Aboriginal land and the successes some of us and some of you have been able to achieve, I'd like to first of all talk about cul- ture as I understand it. Anyone who proposes any kind of development on Aborigi- nal land needs to have some basic understanding of what we, the traditional owners of that land, are about. Without that under- standing, you will find difficulty in coming to terms with us. Many people have experienced this difficulty and, unless we can do something about it together, many more will continue to find it.

MineSense Technologies Ltd. is revolutionising grade control at mining operations by installing ShovelSense® sensors on buckets that measure the grade of every load before it is dumped in the truck. This allows the mine to exploit grade variations at a resolution that was not available before, reducing the amount of ore loss to the waste stream and removing waste from material destined for processing. These changes dramatically improve the profitability and sustainability of mining operations. ShovelSense relies on X-ray fluorescence analysis of the rocks as they flow in the bucket and is integrated with fleet management to direct the trucks to the right destination. Lab simulations of ShovelSense measurements on porphyry copper ores show correlations between predictions and lab measurements at 0.98 r-squared with a coefficient of variation of 10 per cent. Visualisation of copper grade predictions in three dimensions shows a reasonable match with the dig plan, but with local changes in the ore-waste contact due to more accurate contact identification, related to blast movement and other mining factors. Correct delineation of these contacts ensures ore trucks are not sent to the waste dump and waste trucks are diverted from the crusher, creating enormous value for the operation and the environment.

Mine site rehabilitation generally includes the re-shaping of overburden to create a final landform, manipulation of substrates and subsequent revegetation. Due to the wide range of environmental variables that influence rehabilitation progression, having clearly-stated final land-use goals and ongoing significant contributions to the planning process, from prefeasibility through to mine closure, is essential for achieving stable landforms and sustainable rehabilitated communities. Two examples of rehabilitation processes in the phosphate rich region of North West Queensland are used to illustrate some of the possible benefits of early planning and communication of rehabilitation requirements.Approximately 160 km south of Mount Isa, Incitec Pivot Limited operates a 35 year old open cut mine at Phosphate Hill. Monitoring of rehabilitation areas and selected analogue sites is undertaken annually, but the initial landform design, substrate management and species selection has created a difficult environment for revegetated areas to successfully establish. Constant management input (such as weed management, erosion control, supplementary seeding, etc) will, therefore, be required over a long time frame.The second example uses exploratory drilling and historic costean pits at Legend International HoldingÆs Paradise South site, 135 km north of Mount Isa, to determine the success of natural vegetation colonisation on waste rock and compacted soils, and the effects of cattle grazing on recolonisation. This information can be used by planners of the mine life to inform possible end-land use decisions and proposed completion criteria.In a semi-arid environment such as North West Queensland, the creation of a post-mine landscape suitable for nature conservation and/or grazing can be an arduous task. The input from environmental personnel at all stages of the mining process will positively impact upon the quality of the resulting rehabilitation and ensure undesirable legacy issues are minimised.CITATION:Gillespie, M J and Erskine, P D, 2012. Although this is a symposium on "The Occurrence, Preparation and Use of Australian Black Coal", I do not think that, in these days, any of the main energy resources can be considered only in terms of country of origin or only by itself in isolation from other energy resources. Accordingly, I propose to comment on solid fuels generally in the world energy scene, and make some brief references to Australian solid fuels, and to some other matters in the latter part of this paper. In this address I am drawing heavily on the 1974 survey of energy resources published just recently by the World Energy Conference. I do this for a number of reasons. Firstly, the survey is the latest and most comprehensive publication of its kind; secondly, it is the result of several years' work by a panel of eminent people, from all the energy industries and from some 16 widely spread countries; thirdly, substantial assistance was given by the U.S. Atomic Energy Commission in its compilation; and, finally, to let all know of the existence of the book, as I believe it to be a source document for all those interested in world energy resources. The United Nations "J" series of statistical papers provide important information on the annual production and consumption of and trade in the various forms of energy. In their respective areas, these two publications are primary information sources. Our present sources of energy throughout the world are fossil fuel deposits (coal, oil, gas), nuclear materials, water, geothermal, solar and tidal - but we are at present heavily dependent upon the natural stores of non-renewable fossil energy resources. Fig. 1 shows the changing use of energy resources in the present century. A comparison between 1900 and 1973 shows clearly the shift which has taken place.

Cameco Corporation operates the high-grade 140 tpd fly-in/fly-out underground McArthur River Uranium Mine in Northern Saskatchewan in a joint venture with Cogema Resources Inc. Reserve grade is in excess of 20 per cent U3O8 with current mining grade averaging 16 per cent U3O8. Due to the high radiation potential of the ore, the non-entry mining method of raiseboring was chosen to minimise worker radiation exposure potential. The raisebore and extraction horizons are located in waste rock with the orebody located between horizons. Ore produced by raiseboring is delivered by LHD to an underground SAG mill and is then hydraulically hoisted to surface receiving facilities after underground thickening to 50 per cent solids by weight. Concrete backfilling is utilised. The orebodies at McArthur River are adjacent to water bearing sandstone. Ground freezing is therefore employed to isolate the ore from this water bearing ground. Calcium chloride brine at -35¦C is circulated through a series of cased boreholes to establish freeze walls up to 25 metres in thickness. At 18 000 000 lb of low cost U3O8 production per annum, McArthur River ranks as the worldsÆ largest uranium mine. Over 50 per cent of the workforce resides in this sparsely populated area of Canada with approximately 40 per cent being of aboriginal ancestry. Site operations must cater for winter temperatures as low as -50¦C.

Willemite mineralization was discovered in 1966 in the North Flinders Ranges of South Australia, in the course of a stream sediment sampling programme. Further work outlined a total of nine separate willemite occurrences in the Copley/Beltana area, and ten small deposits in the Toondana area south of Parachilna. Mineable reserves of 1 000 000 tonnes grading 36.8% zinc were outlined in three deposits in the Copley/Beltana area and campaign mining of the Main Orebody commenced early in 1974. The main group of deposits all occurred within red, dolomitized Cambrian Ajax Limestone, and most are associated with significant thrust faulting. The area of the Main Orebody group of deposits has been intensely fractured, and the surrounding dolomites are often brecciated and contain up to 5% zinc. Lead and arsenic mineralization are minor components of the main group of deposits. Masses of Middle Proterozoic Willouran Formation crop out adjacent to or close to most of the deposits in the Copley/Beltana area. The Willouran is frequently highly sheared, brecciated, and often contains large inclusions of younger formations. It is believed that most of the Willouran outcrops represent piercement structures.

The Nabarlek Uranium Project located in Arnhem Land in the Northern Territory of Australia was a small high-grade deposit which was the first uranium mine brought into operation following the extensive Commissioner Fox Inquiries into uranium mining during the late 1970s. The operation is almost complete and decommissioning plans have been prepared. This paper reviews all phases of the water management and tailings disposal for the project and compares results with design predictions.

As you are all aware, the theme of this con- ference is "International Resources Management". The subject matter of this particular session is "the mineral equation". Looking down the sub- ject matters and individual papers to be presented by other speakers in other sessions over the course of the conference, each particular item scheduled is in fact one of the variables that form an integral part of the total and complex mineral equation. Questions of reserves and resources as related to consumption must be viewed in the light of all those variables. Policy decisions taken by Government and eventually industry in these various fields will in themselves have their own impact on the defining of resources, and their ultimate availability to meet the needs of society by way of consumption. Undoubtedly, by the close of this conference, those of us in attendance will be better informed on the problems that confront the international minerals industry in the years ahead. Hopefully, we will have a better understanding of the views and philosophies of the wide range of participants in the industry-Government, private enterprise, and individuals who ultimately through their per- sonal aspirations in respect of their day to day needs will provide the final determinant as to the scope of the minerals industry.
