Consolidated Rutile Limited (CRL) was one of the best performing mining stocks of the turbulent 1980s, having a very high payout of franked dividends. In contrast to some other mining groups, it was not highly involved in the speculative lead-up to the 1987 sharemarket crash. Its base was firmly laid through a succession of decisions that were taken in the period 1982-1985. These decisions and the rationale behind them are outlined in this paper. CRL began the 1980s in a highly favourable position. It had successfully pioneered the transition to high-throughput mining of the high dunes on North Stradbroke Island (NSI), commissioning its 2100 tph cutter suction dredge at the Bayside reserves in 1978 at the time of rising prices, such that it was able to pay off its modest bank loan within 18 months. The June 1980 results showed a record after-tax profit of $5.6M, from total assets fo $26.5M and sales tonnages of rutile and zircon of around 50,000 tonnes each.

The role of government and the community has changed significantly over the last two decades in relation to environment protection, particularly in the mining sector. Increased community expectations have moved well ahead of regulatory requirements, and there is now a much greater appreciation generally of the concepts of ecologically sustainable development and intergenerational equity, and the gap between current practice and practices which would be in harmony with these concepts. Besides providing a `safety net' through regulations to ensure that basic environmental performance standards are met, government is now working proactively with the mining industry to encourage higher levels of environmental performance. This paper describes some initiatives between the Commonwealth government and the industry designed to achieve these higher levels of environmental performance, through programs aimed at the paradigms of best practice environmental management and continual improvement.

Conceptual studies of the run of mine stockpiling and reclaiming requirements com- menced in 1975. Final selection of equipment was made in 1978 and the equipment was commissioned in June, 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world. The equipment selected is described and com- pared with the alternatives. Foundations were designed to minimise clean up effort and to ensure stability of equipment under design wind loading without storm bays. Program- mable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

In August 1996 a Microseismic Monitoring System developed by ISS International Limited was installed at the Pasminco Broken Hill Mine -Southern Cross area. The project aims were to:Assist in daily safety management in a mine environment which exhibits one of the highest occurrences of microseismic activity recorded in the Australian mining industry. Be used as a proactive tool in design of future development and stoping. The project to-date has been an unqualified success in achieving both goals. Consequently the system is being expanded from 6 to 14 monitoring sites.

The US Mine Safety and Health Administration (MSHA) conducted compliance assistance diesel particulate matter (DPM) sampling throughout the underground metal and non-metal mining industry. Based on that sampling, MSHA identified mines that were having difficulty meeting the DPM limit. To provide further assistance, MSHA then visited approximately 60 of the mines that were experiencing difficulty complying with the DPM standard. As part of these visits, DPM exposures were measured and control technologies for DPM were observed and assessed. Controls consisted of ventilation, clean engines, environmental cabs, alternative fuels, diesel particulate filters (DPF) and work practices. The focus of the follow-up compliance assistance visits was to assess control effectiveness and to make recommendations to mines experiencing difficulty in meeting the DPM standard. At each mine visited, the ventilation controls were evaluated, engine emissions were determined for equipment in use, environmental cabs were examined, and operational practices were noted. Additionally, control technologies, including alternative fuels and DPF were evaluated in several mines. A comparison was made of mine and section airflow to equipment particulate indices. Based on engine emissions, horsepower and operating time, the contribution of individual engine emissions to total emissions was made. Environmental cab integrity, positive pressure and air filtration systems were checked and operational practices relating to DPM exposure were assessed. This paper summarises the preference and magnitudes of controls that were typically used or needed for successful control of DPM. Additionally, results of the assessments of alternative fuels (including bio-diesel and water emulsion fuels) and DPF are presented.

An overview is given of two new developments in mine atmospheric monitoring. A new personal dust monitor (PDM) that gives real-time respirable dust readings is discussed. The unit is mounted within the minerÆs cap lamp battery and internally measures the true particle mass of dust collected on its filter. Samples are available for later mineralogical analysis and results do not exhibit the same sensitivity to water spray as optically-based measurement approaches. The technique achieves microgram-level mass resolution even in the hostile mine environment and reports dust loading data on a continuous basis. The monitor has been evaluated under an Australian Coal Association Research Program (ACARP) grant and is being adopted for statutory mine respirable dust determinations in the United States (US). The monitor has particular application for determining location of high dust sources. It can evaluate the efficiency of engineering means of suppression and other approaches to reducing dust levels. It has been recognised that the PDMÆs unique measurement approach has application to allow real-time atmospheric diesel particulate matter (DPM) monitoring. The industry has no real-time atmospheric DPM monitor at present. Recent surveys in New South Wales and Queensland show significant numbers of miners continue to face full shift DPM exposures in excess of internationally accepted levels. Real-time DPM monitoring will allow the industry to pinpoint high exposure zones where a number of trucks and other vehicles work in areas of poor ventilation. Knowledge of high DPM concentration zones allows efficient modification of work practices to reduce underground minersÆ exposure. Approaches to uses of the DPM form of the monitor and the design of tag boards are discussed. Some outcomes from mine tests with both these new instruments are given.

The profitability of individual ore blocks can be classed as clearly profitable, clearly not profitable, and those in between which are by nature quite sensitive to their major cost and revenue drivers. It is often the case that the most effort goes into the least profitable ore blocks to ensure that these will in fact not generate a loss. In these cases a cut-off grade policy is often not sufficiently live to separate individual sources given the volatility of financial markets and individual circumstances of some sources particularly in remnant operations such as Mount Isa MinesÆ Lead Mine. Standard sensitivity analysis can determine which factors stope profitability is most sensitive to. However, this does not usually indicate the likelihood of any input change, nor the combined effect of multiple inputs changing. The author attempted to modify the Lead Stream financial model that determines cash margin by inserting probability distribution functions and then using Monte Carlo simulations to determine the probability of any particular ore block making a profit. This effectively demonstrates the combined effect of varying a number of inputs simultaneously to provide a probability of making a profit. The limitations of this analysis lie in the accuracy that individual probability distributions can be specified. Attempts to generate valid functions from first principles have proved difficult for a number of reasons and these are discussed along with some practical alternatives.

This paper briefly describes the construction in 1979/80 of a 70m deep trial open pit coal mine near Bowmans S.A. and describes more fully the hydrogeological aspects of the exercise. The primary purpose of the Trial Pit was to provide a large sample (700 tonnes) of coal for combustion tests to be carried out in West Germany and the United States of America. Consideration was given to obtaining the sample of coal by drilling and by shaft sinking as alternatives to open pit methods. It was expected that economic mining of the deposit on an operational scale could only be achieved by open cut methods and it was recognised that major uncertainties existed in planning such a mine in the deep unconsolidated multi-aquifer deposit. It was therefore elected to obtain the bulk sample by constructing a trial open pit, which would be closely monitored to provide as much data as possible for future planning of a full scale mine. The dewatering of the Trial Pit was achieved using 26 deep pumping wells, assisted in the later stages by several hundred well points. This was probably the largest dewatering project currently in operation in Australia.

Mineral commodity prices are subject to volatility over both the short and longer run – driving fluctuating operating margins for mining companies over time. Such market dynamics influence mine operating decisions depending on the interplay of company-specific and mineral market factors. The company factors include corporate financial strength and price-risk management strategy, as well as mining practices and methods at the operation level. The critical mineral market factor is the price of the ex-mine product. This results from underlying microeconomic and macroeconomic root-causes pertaining to mineral supply and demand, in addition to the activities of financial participants within commodity markets.Significant changes in commodity prices of an extended duration, either up or down, remain the principal influence upon mine economics – and therefore on mining practices too. Accurate and precise forecasting of commodity prices (and of relevant exchange rates) continues to prove elusive both to mineral economists and market analysts. Thus, at any given point in time, there are often widely differing price forecasts available for both the relevant commodity and currency. Companies as a result are unclear how to respond in practical operating terms to such price-side uncertainty – other than to manage incremental capital and operating expenditure. Typical company – and industry financier – responses to the difficulty in predicting future mineral commodity prices are to take measures to manage uncertainties in mining project revenues and costs. These operating practices are prudent – yet come at an economic cost: that is, lost revenue and margin opportunity is inevitable in any such system not easily capable of responding to price volatility in the market. The mine of the future will seek to capture this lost economic opportunity. "The primary objective of this paper is to demonstrate a different approach to predicting and verifying mechanical sampling system precision. Early in the year 2011 an experiment was conducted to evaluate the sampling precision being obtained by a three-stage falling-stream mechanical sampling system for coal owned and operated by Peabody Energy. This system collects samples from lots averaging approximately 14000 t being loaded onto rail cars at a flow rate averaging about 9000 t/h. In phase 1 of the experiment, a total of 60 increments were collected in a two day period at preassigned intervals using a cross-belt sampler located on a conveyor belt feeding a silo upstream of the sampling system under evaluation. Coal variability parameters were calculated from the resulting laboratory analysis data using the gauge-invariant fractal model developed by the author.Estimates of precision of the three-stage system as a function of the number of increments were calculated using the variability parameters determined in phase 1. In phase 2 of the experiment, duplicate samples of 30 lots of coal were taken by the three-stage sampling system, enabling calculations of the precision being achieved by the system. Phase 2 precision estimates are in reasonable agreement with those of phase 1. Conclusions drawn from the experiment include the following: Experimental variograms or the equivalent correlograms are essential in understanding sampling issues and for designing a sampling system to meet specific precision requirements. Consensus coal sampling standards provided by ISO and ASTM may be improved by treating all stages of a mechanical sampling system as æsamplingÆ rather than considering downstream sampling stages as æsample preparationÆ, to be treated in a separate part of the document. The coal industry would profit from use of methodology for routinely monitoring the overall measurement precision and the precision of the individual components of measurement: sampling, sample preparation and laboratory testing. The Bottle Creek mine, when opened next month, will consist of three open cuts, Emu, VB and Boags, feeding ore to a central mill. The open cuts cover a strike length of 4.5 kilometres which forms part of a linear structure, which can be traced geochemically for 26.0 kilometres. With the exception of a few small gossanous outcrops at Emu, the deposits are completely covered with insitu laterite and alluvial overburden. Since its discovery in 1984, the deposit has been subjected to three major reverse circulation (RC) drilling programmes which have successively closed up the drill spacing on the main mineralized zone to 25m horizontally and less than 25m vertically. All resource calculations have been based primarily on samples of RC drill cuttings from these programmes. Ore reserve calculations have been completed after each drilling phase. They began with a simple polygonal technique, progressed through two sectional half-distance calculations and are now being completed with a 3-D geostatistical technique. Because of the style of mineralization, Norgold personnel paid particular attention to assessing the variability of the mineralization by using repeat samples, repeat analysis and diamond drill vs RC comparisons. In addition, close attention has been paid to obtaining an accurate estimate of the global SG of the ore bodies. Particular care has been taken to obtain complete drill intersections of the orebody and to maximize wet sample recoveries. Extensive re-sampling and re-analysis of samples has confirmed that Bottle Creek is unusual for an oxidized gold deposit in that all the gold appears to be very fine grained, and evenly distributed within the mineralized zone.

For more than 15 years after the Northparkes orebodies were first discovered in 1976, the project was delayed by the need to find an economic way of mining the low-grade E26 deposit. The decision to use a low-cost block caving method to mine the orebody was made in the early-1990s; but the project's future did not solidify until 1993 when a radical new approach was adopted which sought to integrate business imperatives with technology and organisation strategies. The approach led to the establishment of a strategic vision which tied together all the components that could have a major impact on the project, to provide a framework for guiding strategic choices. The strategic vision strived to break away from the old rules of how mines are organised and operated; and involved finding imaginative new ways to radically redesign mining processes to achieve quantum leaps in performance.

Methods of calculation of the reliability of process computers are getting more and more important. The paper presents long period observations of 21 process computers with online applications in the iron and steel industry. About 5000 failure events during 10 years have been systematically recorded and evaluated. On the basis of these long time observations it is possible to develop a probability model of the failure behaviour of process computers.This failure model is constructed with four different states of the process computer:Working phase, working phase with undetected reasons, repair phase, failure phase resulting from external influences.The model is defined by differential equations for the probability of one of these four phases. Long time observations show, that all of these four phases are closely correlated with the capa-city of a process computer, restarting without detection of failure reason, changes of programs and software, costs and time of repair. So the result of this analysis is a model of failure for process computers, which allows to predict breakdowns of process computers on the basis of external parameters.

The Myra Falls minesite, of Westmin Resources Limited, is located at the geographic centre of Vancouver Island, within the confines of Strathcona Provincial Park. The operation includes two active underground mines, II-W and Lynx, together with a modem 3650 1/d milling facility. Recent exploration successes will lead to the commissioning of a third mining area in late-1993 - The Battle/Gap Mine. These ore deposits are complexly metal-zoned volcanogenic massive sulphides of Devonian age, hosted in the Myra Formation of the Sicker Group volcanic assemblage. Three distinct felsic volcanic units are defined within the 450 metre thick Myra Formation. They are, from oldest to youngest, the H-W Horizon, the LMP Horizon and the Upper Rhyolite Unit. Massive sulphide mineralisation occurs throughout the property in the H-W and LMP Horizons. There are a number of orebody types, including polymetallic massive sulphides, polymetallic disseminated sulphides, zoned pyritic massive sulphides, elastic sulphide zones and stringer sulphide zones. Individual orebodies range in size from 10 000 tonne zinc-rich polymetallic lenses to the ten million tonne, zoned massive sulphide H-W main lens. The property has been in continuous operation for 26 years, producing over 13 Mt of ore averaging 2.2 g/t Au, 64.0 g/t Ag, 1.9 per cent Cu, 0.6 per cent Pb, and 5.6 per cent Zn. Current geological reserves stand at 12.5 Mt at a comparable grade, including 4 Mt of recently discovered high grade ore in the Battle and Gap Zones. Mining and milling methods have evolved over time to enable successful extraction and milling of these complex ores. Change is on-going with the recent conversion of the H-W Mine to large-scale bulk mining methods, and the development of effective computerised ore reserve calculation and mine planning tools. These changes, in concert with successful exploration techniques that led to recent high grade ore discoveries, have breathed new life into the operation and should assure its present and future viability.

Design and selection of support systems for longwall faces call for in-depth know- ledge of strata mechanics and in particular of strata-support interactions. The paper presents the results of field investigations and analysis of a difficult-to-cave roof using powered supports under a massive dolerite sill in Central India using a state- of-the-art datalogger system. The mechanised long wall face was equipped with 4/680 tons chockshields operated on the IFS mode using a 300 KW DERD shearer. The datalogger system was capable of storing data simulta- neously in 32 channels. The paper describes the monitoring system and the monitoring programme. The system provided useful information on support behaviour, build- up of leg pressures and face convergence during an intense dynamic periodic weighting phenomenon which destroyed the integrity of almost half of the face supports. At this point, the face had advanced by about 197 metres from the barrier. The paper outlines a post-mortem analysis of this dynamic event and provides a critical evaluation of the data collected for understanding strata support interaction and the behaviour of the massive sill in the overburden.

Pebble recycle crushing circuit performance at Telfer has historically fallen significantly short of the design product P80 of 12 mm. An investigation was undertaken to evaluate the current pebble crusher circuit performance, quantify the optimum performance achievable with the existing circuit and examine the impact of pebble crusher performance on the overall grinding circuit throughput. The primary objective of this investigation was to develop an operating strategy that could consistently deliver the finest possible pebble crusher product to maximise the overall plant throughput.The pebble crusher specific energy (Wc) was proposed as a key control variable for pebble crusher operation based on the results of plant survey work. Over the range of pebble crusher specific energies encountered at Telfer, a strong linear relationship was found to exist between Wc and the crusher product size. This direct linear relationship between specific energy and crusher product size remained constant regardless of how the change in specific energy was generated, ie through changes to the crusher closed side setting (CSS), feed rate, liner profile or moisture content. Key findings for the Telfer pebble crushing circuit were: each 0.1 kWh/t change in Wc resulted in a 4.9 per cent to 6.0 per cent change in plant throughput, each 1 mm change in pebble crusher CSS resulted in a 2.2 per cent to 2.6 per cent change in plant throughput, and 0.57 tonne of new feed was displaced for each tonne of crushed pebbles recycled to the semi-autogenous grinding (SAG) mill. The presence of an existing 3000 tonne pebble stockpile between the SAG mill and pebble crushers provides an opportunity to manipulate the feed rate to the pebble crushers independently of the SAG mill pebble production rate. This flexibility, along with excess pebble crushing capacity, enables the pebble crusher specific energy to be maximised the majority of the time. Pebble crusher specific energy has subsequently been incorporated as an online crusher control measure to assist in maximising plant throughput.

Rock dynamics is one of the most important topics in the field of rock mechanics and rock engineering. The spectrum of rock dynamics is very wide and it includes the failure of rocks, rock masses and rock engineering structures such as rock bursting, spalling, popping, collapse, toppling, sliding, blasting, non-destructive testing, geophysical explorations, science and engineering of rocks, earthquakes, and impacts. Undoubtedly, the rock dynamics issues in Mars would remain to be the same. Although mankind has no direct access to Mars yet, the Mars exploration rovers (Opportunity, Sprit, Curiosity and Perseverance), Mars Reconnaissance Orbiter and InSight Lander provided very valuable data so that some rock dynamics issues can be recognised. The author reports his considerations on rock dynamics issues in Mars from very careful examination of images and data provided from MERs and MRO and discusses their implications.

The purpose of this paper is to provide the rationale for decision making when considering the use of three heading gate roads in Australian underground coal mines.There are currently 30 underground longwall mines in Australia with all but two employing two heading gate road longwall layouts. The volumetric capacity of these two heading ventilation circuits is evidently viable in typical block lengths and in low to moderate gas regimes. However, in gassier regimes, potential longwall production rates of 10 Mt/a, and or where block lengths are being extended to well beyond historical norms, a conventional two heading U circuit may not be adequate. Other than seam gas emission, block length and production dependent heat loads together sealed area management requirements also have to be considered.The two mines currently employing three heading gate roads have the opportunity to revert to two headings at any time but, based on operational experience to date, have not done so due to the consequential reduction in gas management capacity and lower production rates associated with gas delays and limitations on tailgate access.Although there are a number of alternative two heading longwall circuits available and employed worldwide, the custom and practice of promoting inert goaf atmospheres in most Australian coal mines to mitigate the risk of catastrophic gas explosions and spontaneous combustion often prevents the use of gas loaded bleeder systems. In this respect, Australian underground coal mines may be considered the safest in the world.The current situation is that three heading gate roads have been proven successful in Australian conditions, albeit at additional cost, where two heading ventilation circuits cannot manage net seam gas emission to the ventilation system at the production rates required. Production scheduling of open pit mining is a key area as it deals with the management of operating cash flows of mining companies. The efficiency of long-term schedules is usually assessed with economic criteria such as net present value (NPV), discounted cash flow rate of return (DCFROR) and payback period, which are not sufficient on their own for revealing the complex picture of the decision-making process.This paper offers a thorough analysis of the most important contemporary criteria of long-term production scheduling, as way to provide the mining practice with a new approach to the decision-making process. The list of criteria includes technological, economic and probabilistic ones. A detailed case study is provided aiming to illustrate the applicability of the criteria for comparing the scheduling approaches regarding the economic interests of a mineÆs owner and contractor. The results obtained can be used for revealing new trends in the current methodology of open-pit production scheduling optimisations.
