Southland contains over 70 per cent of New ZealandÆs recoverable coal resources, and an investigation into the potential effects of coal mining on SouthlandÆs water resources is therefore of interest. This paper investigates pit-lake water quality in relation to current mining activities within the sub-bituminous coal and lignite deposits of Southland.   Water quality data was collected from pit-lakes in sub-bituminous and lignite deposits from October 2005 to March 2006. After periods of settled weather, turbidity increased with depth at the sub-bituminous pit-lake (10 - 21 NTUs from 5 - 30 m). In the stratified sub-bituminous pit-lake in March 2006, heavy rainfall caused higher turbidity in the epilimnion than the top of the hypolimnion (20 NTU vs 13 NTU) reflecting surface water runoff (up to 1993 NTUs) and epilimnion mixing. In contrast, turbidity at the lignite sites was variable due to the shallowness of the lakes, but noticeable increases following disturbance and adverse weather were recorded. High turbidity at the sub-bituminous deposits was attributed to the presence of clay minerals such as kaolinite whereas turbidity at the lignite sites was more likely short term and a result of heavier minerals such as quartz.   Trace element concentrations at both sites were low when compared to mine waters in other coal areas in New Zealand and no samples exceeded ANZECC water quality trigger values for 80 per cent species protection. Pit-lake water pH levels were lower and more variable in the lignite deposit (4.18 - 7.30 vs 7.24 - 8.98 in the sub-bituminous deposits). In the lignite pit-lakes, higher concentrations of trace elements (eg Dissolved As - 0.034 ppm and Dissolved Mn - 1.09 ppm) and lower pH (ÿ4) were observed at the bottom of active pits compared to inactive pits. It is possible that quartz pebble conglomerates containing sulphide minerals within the lignite seams are responsible for this.   Further investigation into the mine waters, waste rock and lake sediments will help get a better understanding of the results observed and long term processes that occur.

Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

The particle dynamics of a mixture of coal and zircon system wasstudied in a scaled-down cold model of an industrial kiln. Thefactors investigated in the study were rotational speed (N),zircon-to-coal feed ratio (B), coal particle size (dpc) and the angle of inclination (*) of the kiln. The technique used is the residence time distribution (RTD) method. It was found that rotational speed and angle of inclination are important parameters that affect the residence time of particles in the kiln. A mathematical model for predicting the mean residence time of particles in the rotary kiln was developed. Comparisons with reported models for such systems are discussed.

Although the underground mining environment is arguably safer now than at any time in history, as underground mining operations across the globe increase in-depth, magnitude, and complexity, protecting workers from harm becomes increasingly challenging. In deep, stressed, seismic mines the development face is one of the most hazardous work areas. The active face is usually the furthest extent of the underground workings, so ventilation can be difficult to maintain, exposing workers to high temperature and humidity while working on foot and doing manual labour. While mechanisation has made many tasks easier in modern times, the reality of underground mining is that development charge-up workers still spend long periods directly exposed hazards at the face. In 2019, Orica and Epiroc partnered to co-develop the world’s first fully mechanised development charging unit using fully wireless initiation, called Avatel™. Built on Epiroc’s M2 Boomer carrier platform, the system is designed to allow one person to charge a development face from the safety of a fully enclosed cabin, thereby reducing exposure to hazards at the face. The system was prototyped in Europe before entering commercial introduction in 2022. This paper reviews earlier attempts to mechanise underground charge-up and describes the development journey and engineering challenges of building a mechanised development charging machine.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. The structure and tectonic setting has had a strong influence on gold mineralisation at the Porgera gold deposit. Here, the structural controls on the mineralisation at Porgera are discussed and placed in a regional tectonic context. The Porgera gold deposit is related to the emplacement of the Porgera Intrusive Complex. Prior to intrusive emplacement at Porgera,Papua New Guinea was affected by a major fold and thrust episode which occurred in response to arc-continent collision in the Late Miocene. After crustal shortening the region experienced a relaxation of compression which is expressed in the deformation accompanying mineralisation at Porgera. The first stage of mineralisation (stage I) is hosted by extension fractures, and is spatially associated with exposed intrusive stocks. A later episode of mineralisation (stage II) is hosted by the faults and fractures of the Roamane Fault Zone, which was active as a dip-slip normal fault during stage II mineralisation. Therefore a change in the tectonic environment from shortening to extensional tectonics can be seen at Porgera before and during mineralisation. Rapid fault-slip during stage II mineralisation may have aided high-grade gold mineralisation by subjecting hydrothermal fluids to changes in pressure, temperature, fluid-fluid and fluid-rock interaction. Uplift to form the highlands of Papua New Guinea occurred after mineralisation and was largely complete by 4.0 Ma.

Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. Permeability and fluid pathways in fracture-controlled hydrothermal systems are governed by a dynamic competition between permeability-creation processes and permeability-destruction processes. Permeability evolution is coupled with the evolution of fluid pressure and stress states. Key permeability-creation processes are micro-scale to macroscopic fracture growth, and the generation of damage zones during co-seismic slip on faults or aseismic creep on faults and shear zones. The competing permeability-destruction processes include crack-healing and sealing, compaction and pore cementation. High rates of permeability destruction in hydrothermal systems require ongoing permeability enhancement to sustain high fluid fluxes and ore genesis.   In aseismic regimes, competition between permeability-creation processes and permeability-destruction processes can lead to continuous flow in deep level hydrothermal systems. However, in seismogenic regimes, rapid co-seismic permeability-enhancement is followed by progressive permeability-destruction in the intervening interseismic periods, and leads to episodic flow. The results of high pressure experiments are used to illustrate how pore fluid factors and stress states are dynamically coupled with permeability evolution in hydrothermal regimes. Particularly in the seismogenic mid- to upper crust, large changes in permeability during the seismic cycle govern relative rates of change of fluid pressure around active faults and shear zones. Rapid, post-seismic recovery of pore fluid pressures, relative to rates of shear stress recovery, leads to growth of hydrofracture networks prior to successive fault rupture events.   Pre-rupture hydrofracture networks do not develop where post-rupture fluid pressure recovery is modest relative shear stress recovery. At elevated temperatures, low rates of pore fluid pressure recovery relative to shear stress recovery promote ductile shear failure and grain-scale permeability enhancement within shear zones prior to rupture events.   The influence of pore fluid pressure cycling, shear stress cycling, and deformation processes in controlling the evolution of permeability, flow localisation, and flow anisotropy at the deposit scale are illustrated for mesothermal and epithermal lode gold systems.

A Loss of Strength of Gold Sulfide Concentrate Before Grinding and Cyanidation Using Magnetic Impulse Treatment Gold recovery from sulfide concentrates is going with cyanidation usually. The fine grinding to 95 per cent -0.020 mm is required for refractory concentrates, in which gold encapsulated by sulfides. According energy consumption is 10 and more kW h/ton. At this paper we suggested to use magnetic-impulse treatment with small energy consumption 0.1-0.2 kW h/ton for loss of sulfide strength before grinding and cyanidation. The object of studies was the gold-pyrite flotation concentrate which was produced from ores at the Kumtor Mine, Kyrgyzstan. The concentrate composition, physic-mechanical properties and loss of strength mechanism were studied there. The tested concentrate assayed, per cent: 62.5 pyrite, 10 feldspar, 10 mica, 5 quarts, 5 carbonates, 4 haematite and another. Haematite has intimate intergrowth with pyrite ? partially with quarts. The magnetic susceptibility of haematite and less pyrite causes in these grains and mineral complex the effect of magneticstriction. As a result numbers of deformations are increased and minerals and gold are also exposed. Lateral and longitudinal strains in the minerals by magneticstriction were calculated in this work. By quantitative analysis of pyrite mono fractions were showed next micro impurities: alumina, arsenic, nickel and others elements. These micro impurities are generated a charged dislocation, cracks and micro cracks. The inter-granular links at a boundary of haematite-pyrite, pyrite-quarts, haematite-quarts have disintegrated. The dislocation is depended from mineral modulus elasticity. It was determined an indicator of mineral electro-mechanic sensitivity which characterises a conversion of electro-magnetic energy to mechanic energy. Pyrite has most dielectric constant and electro-mechanic sensitivity as haematite and quarts. The dislocations in pyrite are account for clacks and a loss of mineral strength. Size analysis of the flotation concentrate after magnetic-impulse treatment is shown the increasing the content of thin fractions by comparison no treated concentrate. Magnetic-impulse treatment has increased the effect of the next fine grinding too. The electronic microscopy has confirmed a loss of strength of gold sulfide concentrate. The gold recovery by cyanidation increased too after preliminary magnetic-impulse treatment of concentrate by laboratory tests. The magnetic-impulse concentrate studies at the Kumtor plant have showed that a recovery gold increase in the processing of cyanidation. The consumption of energy also reduced.

Aurum Reef Resources is a provincially owned unlisted public company which holds a number of prospecting licences over Otago hard rock historically active minesites. The Bullendale Licence 31 1845 was applied for in 1985, granted 1991, including a DoC special condition allowing re-opening of the historic workings. The underground workings were commenced in 1862 and up to the mine's closure in 1906 some 40 000 ounces were produced at an average grade of 15.5 g Au/t. The purpose of the summer 1991 work programme was to enter the workings in an attempt to observe and sample the mullock between the lodes operated by the early miners. This objective was achieved on the third attempt. Samples were taken and subsequently a contract geologist resampled the workings and prepared a report indicating the Bullendale lode zone to be generally mineralised. Mullock interlode and schist foot-wall consistently returned assays over 0.5 g/t.

Future climate variability and change will impact on mining operations and their attendant communities. To minimise this impact, early and informed risk management is warranted. However, research into the risks posed by climate to the Australian mining industry has so far been limited. We are conducting a systematic study of the mining life-cycle to identify the main areas of vulnerability and adaptive capacity of operations and communities. This project aims to assess what adaptation activities are currently being undertaken within the mining industry and its communities across Australia and to develop a risk management approach that will aid the adaptation of practices in and around the industry, better assuring the security of people, jobs, revenue and the environment under changed or extreme climate conditions. The Canadian mining industry was recently assessed through a similar study, which found that many mining companies perceive a real risk to mining from climate change in the future, despite few companies being actively involved in managing such risk. At a workshop held by CSIRO involving mining specialists, the most vulnerable stage in the mining process in the Australian context was assessed to be production. In particular, impacts on water and energy supplies and also transport and infrastructure were of high concern. Additionally, heat stress on workers and equipment, changes in groundwater flow and increases in geohazards were also identified as important factors in the short and long term if problematic climate events become more extreme or more frequent. Risks in the planning and post-mine stages were also identified. Based on literature reviews and preliminary discussions with mining experts, here we present an initial assessment of the climate adaptation issues relating to mining and its associated communities and describe our future work plans in this area.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.

Confirmation that acid drainage (AD) was a significant environmental issue for the Australian minerals industry came in 1992 with the first national workshop on the topic. Subsequently the extent of AD was documented in a national survey published in 1997. The recommendations arising out of that survey served as a platform for actions by government, industry and industry-support organisations such as the Australian Centre for Mining Environmental Research (ACMER) to enable more effective prevention and management of AD. This paper briefly documents the extent of AD in the industry, the government regulations and guidelines for AD management, industry initiatives, the role of ACMER and other organisations in assisting industry through research and technology transfer, and the efforts being made to deal with AD at derelict mines. Future management of AD in the industry will be assisted by the linkage of Australia (through ACMER) into the International Network for Acid Prevention (INAP) which is facilitating the interchange of knowledge on AD as well as coordinating global research on the topic.

Oceana Gold as part of their environmental strategy are looking at various methods for cost-effective revegetation of their tailings dams. Under the concept of revegetating the tailings this study looked at several issues. These issues were; testing different methods of revegetation, arsenic (As) uptake in vegetation with respect to capping thickness, and background As levels in farmland areas above mineralised rocks. A number of plots were set up in a temporarily disused tailings dam to trial the direct sowing of ryecorn into the tailings.   Ryecorn was sown in sandy tailings (ca 1000 mg/kg As) and then covered with oxidised schist to anchor the seeds. This proved successful and ryecorn was established. Once the plots covered with oxidised schist were growing, 1 m and 2 m strips were sown on the sheltered side of the existing plots without the covering of oxidised schist. The uncovered plots also established successfully. From this set of trials a sowing plan can be developed that uses a minimum of resources to successfully establish vegetation. The maximum As content of the ryecorn was 80 mg/kg. Clover, Yorkshire fog and ryegrass plant matter was sampled from a pot trial that used different thicknesses of topsoil covering tailings material. As the thickness of topsoil increased, the amount of As taken up decreased. Soil samples were taken from farmland areas which were known to have elevated levels of As (up to 1000 mg/kg) in the top 10 cm. Vegetation samples were also taken from the same locations, and show the As levels in plants is <50 mg/kg.

The use of mining by-products for beneficial use may face approval, and acceptance barriers. This paper described the use of a sustainability framework to assess the safety, effectiveness and economic value of modified bauxite residue (Alkaloam«) for use on agricultural land in the Peel-Harvey region of Western Australia. The results indicate the merit associated with using this by-product from a safety and, private, community and environmental value perspective. They may be used to indicate the worth of pursuing any future community acceptance and agency approval process.   The use of Alkaloam« for beneficial use on agricultural land in Western Australia was first investigated over 25 years ago. Efforts to gain regulatory approval and community acceptance of Alkaloam« have had a complicated and enduring history. Understanding and assessing the value of a by-product using social and economic considerations, in conjunction with an environmental assessment, provided a more complete evaluation to that previously used.

In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.
