The Oregon-Idaho graben evolved after widespread tholeiitic flood basalt volcanism associated with the arrival of the plume head of the Yellowstone hotspot beneath southeastern Oregon approximately 17 - 16 Ma. The north- to north-northeast-trending, 50 km-wide graben evolved between 15.5 and 10.5 Ma during east-west extension. The graben is part of a middle Miocene back-arc rift (1100 km long) that includes the northern Nevada rift, the Baker and LaGrande grabens, and the Chief Joseph dike swarm of the Columbia River Basalt Group. The graben ceased to be a volcanotectonic depression as the cross-cutting western Snake River plain began to evolve at approximately 10.5 Ma. At about 14.3 Ma and continuing to approximately 12.6 Ma the Oregon-Idaho graben began to break up into subbasins that were bounded by intragraben fault zones. The break up was accompanied by a change to calc-alkaline volcanism that persisted within the Oregon-Idaho graben until 8.1 Ma, approximately 2.5 million years after subsidence within the graben ceased. Three intragraben fault zones have been identified and a fourth is inferred. The easternmost, the Devils Gate fault zone, coincides with the magmatic axis of the graben at approximately 14.3 Ma. By approximately 13.5 Ma the magmatic axis had shifted to the west along the Dry Creek Buttes and Wall Rock Ridge fault zones. A diffuse magmatic axis developed at approximately 12 Ma farther to the west where the fourth intragraben fault zone is inferred. In addition to serving as conduits for the ascent of basalt, basaltic andesite, rhyodacite, and rhyolite magmas, the zones focused the discharge of large geothermal systems. The intragraben fault zones display a common evolutionary pattern. The 2 to 3 km-wide zones initially control the distribution of facies in volcaniclastic sediments and the location of basalt hydrovolcanic vents. During this stage, the fault zones may have had no surface expression other than a low elevation change on a relatively low-relief landscape. As relief developed by continued deformation along the fault zones, strike-length of individual faults increased and weakly consolidated volcaniclastic sediments, silicified sediments and hot-spring sinter, and palagonite were eroded from the uplifted blocks and deposited in neighboring subbasins. It is during this stage that the large hot-spring precious-metals bearing prospects evolved. Displacements of over 150 m on a few faults within the zones and possible reversal of the sense of displacement along the zones occurred in this final stage of development. Locally, the fault zones were remobilised during the subsidence of the cross-cutting western Snake River plain. The intragraben fault zones within the Oregon-Idaho graben illustrate the relations among syntectonic volcanism and sedimentation and the evolution of geothermal systems within continental rift systems.

The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines û mining, metallurgical, chemical, civil, electrical, mechanical and environmental û as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies û and hence no two development projects û are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource projectÆs development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as ædoing a feasibility studyÆ. But the principal purpose of a æfeasibility studyÆ is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant û they are a prerequisite to the demonstration of a projectÆs viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of æfeasibility studiesÆ and provide guidance to minimum standards and best practice.

The Clyde Power Project, and its Clutha Valley Development forerunner, has taken widespread investigations for various hydroelectric purposes both along the valley floors upstream from Alexandra and on the higher schist terrain. As part of this work the nature and extent of many of the alluvial deposits have been resolved and the ages established with varying precision. Gold values have been approximately appraised in some areas as an element of environmental assessment.

The Geological Resource Map of New Zealand (GERM) is a computerised inventory of aggregate, mineral, coal, petroleum and thermal water occurrences, containing summary information on location, production, geology, and geochemistry. The types of occurrences include quarries, mines, gold dredges, wells, outcrops, seeps, springs, and fields. The file contains entries for about 10,300 sites and is used to produce tables of data and maps at any scale, for single or multiple commodities. The published format is the New Zealand 'Geological Survey map series Geological Resource Map of New Zealand 1:250 000'. Seventeen of the 27 map sheets covering New Zealand were published by August 1991, with three more close to publication.

Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

During investigations of the treatment methods for ore from the Bird-in-Hand gold mine carried out at Kalgoorlie and at these laboratories, it was found that excess alkali caused a lowering of extraction by cyanide, the cause of this being attrIbuted to the presence of a small amount of oxidised lead compounds in the ore. The subject has been discussed by various writers,3 but no satisfactory explanation of existing facts has been put forward. As the prices of metals slide, financial control of mineral processing operations becomes more and more important. Control of a mineral processing operation implies measurement of grades, recoveries and losses, with every effort being made to recover more product from the same feed. Shareholders become more concerned with the transparency of the operations and the corporate governance.There is only one way to achieve this and this is by sampling and making good use of the results of that sampling. Sampling systems that provide only 'rough' figures are not good enough. Similarly, a competitive position in the marketplace demands close control of product quality. Maximisation of product output demands that the product just meet the specification so that product yield is maximised. Decisions based on precise sampling results carry less risk that those based on imprecise results.This paper reports some recent advances in sampling theory that permit full quantification of sampling distributions, not just the sampling variance as has been possible in the past. These advances can be used together with simulation methods to tie down sampling precisions and develop calculations that quantify decision making risk when using the sampling results. The discussion submitted by Drs. Stillwell and Edwards is at once helpful and gratifying to the authors. Their contribution deals with two phases of the problem-(I) an additional suggestion for the relative solubility of galena and marmatite, and (2) submission of an alternative explanation for the greater leaching of the Northern ore-body. With the first we agree in principle, and herewith present recent data which will help to substantiate the idea, though the mechanism is not believed to be as simple as indicated by Stillwell and Edwards. Concerning the second suggestion, the original explanation put forward. in the paper is held to fit the facts more closely.In view of the influence, as shown by Garrells' paper,in which the presence of Cl' ion may have upon the relative solubilities of lead and zinc, it is perhaps worth noting that Broken Hill mine water carries a higher content of Cl' than has been reported from many of the other lead-zinc districts.Since our paper was published, an analysis of water issuing from the newly-opened Northern ore-body on the 2,600-ft. level has been made (12/1/43). Drilling at Ipswich during the last twelve years by the Queensland Department of Mines has proved large quantities of reserves which have assured the security of the field for many years to come. This is perhaps the greatest contribution to the development of the field since its discovery in 1827.The drilling campaign commenced in 1950 and by the end of 1961 comprised 242 holes totalling 180,220 ft.Intersections of formations and seams, accompanied by detailed surface mapping, led to more precise knowledge of the geology of the field than was previously possible, and clarified many problems of correlation. Productive formations are part of the Middle Triassic Ipswich Coal Measures, a 4,300 ft sequence of fresh-water sediments with some interbedded volcanics. They are overlain by the Upper Triassic Bundamba Group and the Lower Tertiary Booval Group.Reserves disclosed by drilling amount to 171,487,000 tons, comprising 109,407,000 tons "measured" and 62,080,000 tons "indicated". The security of these reserves encouraged many collieries to instal modern efficient mining machinery and washing plants.The climax of recent development of the resources of the field will be the commissioning in 1966 of a £33 million 360 MW power station in the Swanbank district which will consume 14 million tons of coal during its 30 year life and will have a peak demand of some 20,000 tons per week.Drilling is continuing and is expected to prove additional reserves which will justify further development of the field.INTRODUCTIONUntil 1949 there had been no concerted effort to test systematically the resources of the whole Ipswich field. Fifty two known holes totalling 30,500 ft had been drilled, eight of them by the Department of Mines, but because of poor core recovery and inadequate records most of them were of little use in a comprehensive assessment.Development of the field was being retarded by uncertainty regarding reserves and by the general state of the coal mining industry. The growing demand for iron ore from Western Australia has led to an increased focus on the development of magnetite and lower grade iron ore deposits. The need to process and beneficiate the ore from these projects can result in the generation of significant quantities of iron ore tailings over the life of a project. Over the coming decades, the management of iron ore tailings will become a significant aspect of the mining landscape in Western Australia.The tailings generated from iron ore projects differ signifi cantly from other mineral tailings currently produced in Western Australia. Iron ore tailings are generated on a scale not matched by any other mineral process and can often contain asbestiform or potentially acid forming components. New iron ore projects are coming under increased environmental scrutiny because of their large scale operations and the sensitive environments in which they occur. This combination of factors creates some unique challenges for the management of tailings generated by iron ore mining in Western Australia.This paper presents the fi ndings of two studies conducted in recent years to overcome the challenges posed by iron ore tailings. The paper discusses the role of laboratory testing in the development of management strategies for asbestiform minerals in tailings. It also presents a numerical modelling approach for evaluating the rates of rise in the storage of magnetite tailings. The paper concludes by outlining how the findings of these studies can be applied to reduce tailings management costs, lower risks and improve environmental outcomes for the management of tailings from iron ore mining.

The outstanding environmental management initiatives undertaken by Novacoal at its Western Main Site near Lithgow in New South Wales over the past five years are detailed in this paper. These initiatives have been based on a combination of proven and innovative investigation and implementation techniques, close consultation with regulatory authorities and full support by colliery management. The results of these initiatives have enabled the colliery to exceed its pollution control obligations from a base well below industry standards. The initial poor condition of the mine was the result of over 50 years of traditional mining which paid little regard to environmental management. The transformation of the colliery within such a short period, with limited capital, is considered a model for the N.S.W. coal industry.

This paper focuses on two sites in the Mount Pleasant - McCormacks Bay area of Christchurch where residential development has taken place either within or immediately adjacent to former quarries for the extraction of volcanic rock. At the Quarry Road site less overburden was dumped on adjoining land around the turn of the century, and c.1980 dwelling and related construction took place on approximately 6 m of relatively loose fill material without the recognition of its presence or geotechnical characteristics. Subsequent settlements led to abandonment of a swimming pool and the underpinning of the 3-storey architect-designed house, whilst litigation brought by the owner resulted in findings of negligence against both the architects and engineers. At the Tramways Quarry site the Council approved subdivision of the former quarry area in the early 1980s without requiring any geotechnical evaluation of batter stability or related issues. During development it became apparent that significant blast damage had occurred to rock faces, necessitating a variety of remedial measures, and that waste materials had been dumped down faces without regard to long-term stability. Both case studies confirm the requirement for careful documentation of former quarry sites by territorial local authorities as part of their administrative function, and for detailed engineering geology and geotechnical evaluation of such areas prior to any residential use of the land.

Smarter Gravity Separation Using the Kelsey Centrifugal Jig With relatively coarse grained and easy-to-process ore sources rapidly dwindling, smarter techniques are becoming more necessary for the continued success of mineral processing operations, while increasing environmental pressures also require more environmentally friendly solutions. Gravity concentration has long been employed to pre-concentrate minerals using water, reducing or eliminating the need for less environmentally friendly processing techniques such as flotation. Conventional gravity recovery devices however, operate in a 1 g environment with limited efficiency in the separation of fine particles of heavy and gangue minerals. More recently developed centrifugal concentrators operate in a multi-g environment and enable finer heavy minerals to be recovered, but also exhibit limited separation efficiency due to the separations being based on solid particle mass differentials. Further enhancement of gravity separation has been achieved using the Kelsey Centrifugal Jig (KCJ), which also operates in a multi-g environment, but separates minerals on the basis of specific gravity differentials, using 'ragging' media and a pulsation mechanism, which maximises the effect of differential particle accelerations. This enables the efficient separation/recovery of minerals down to a particle size of ~6 ¦m and/or separation of minerals with a low specific gravity differential. This paper presents details on the principals of operation of the KCJ, recent improvements in the technology and recent developments in modular KCJ plants, as well as some KCJ application areas, which offer smarter, environmentally friendly processing opportunities for the mineral processing industry.

In the latter half of 1973 a contract was given to Roberts-Holland Joint Venture for the stripping of the southern exhaust airway.The contract was carried out efficiently and relatively cheaply. It was completed 2 months ahead of schedule.The sinking stage and in particular the drilling jumbo proved to be a success and helped produce an above schedule stripping rate.No major problems were encountered with ground conditions or ventilation. A survey of the shaft showed the diameter to be within the set limits of 5·49 m ± 0·15 m.

A simulation model was used to study the performance of various types of screen cloth on industrial vibrating screens. The model takes into account the effect of loading upon screen performance and predicts both themass flow rate and size distribution of the screen products.It was found that the use of the simulation model allowed the reconstruction of data for identical conditions and hence has simplified the analysis of the comparative performance of the screens. The dependence of performance upon operating conditions was found to vary markedly with screen cloth type.

Of the world's total production of gold the largest proportion comes from the more regularly consistent ore bodies, but in the aggregate an important part comes from those which are often irregular, uncertain and small. These smaller ore bodies are often high in grade and, as the capital required to work them is not large, they appeal to people seeking a quick and profitable return for a small outlay.These small mining concerns cannot afford detailed geological and petrological investigations and mapping, so they are very often dependent on local knowledge and experience which admittedly may be of really great value.Nevertheless the absence of skilled guidance may not only cause good opportunities for intelligent exploration to be lost, but discourage the seach for other ore bodies.lVIining engineers in the course of their travels in the examination of mines often come across such cases and also others where problems of finding lost ore bodies have been solved by the man on the spot. As records of cases are valuable and useful additions to the knowledge of ore occurrences, the writer now proposes to describe one such case coming under his observation in recent years.It is that of a small mine, known as the Idaho, at the southern end of the famous "Golden Mile" at Kalgoorlie (see Fig. 1). This mine has been a small and very erratic producer ever since it was abandoned by an English company which owned it forty years ago. This method determines tellurium at concentrations down to 0·01 p.p.m., with geochemical accuracy. Tellurium is volatilized from the rock at 800°C in the presence of sulphur from decomposing pyrite, condensed, dissolved, and finally determined by atomic absorption in a long tube burner. The distribution of Te is shown near some gold lodes at Kalgoorlie. Lastly, a method of synthesizing Te-free pyrite from sulphur and ferrous sulphate is described.

The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.
