On-line monitoring of low rank coal quality during input to a process has the potential to provide benefits through: ò anticipation of coal quality variations prior to utilisation; ò provision of a tool to help determine the influence of coal quality on process behaviour, and ò provide a direct measure of coal quality for pricing. Moisture and ash are the two most significant coal quality parameters for combustion. They determine the energy content which can be derived from the coal and the problems arising from the presence of ash in the process (eg ash fouling, corrosion, erosion, particulate emissions and ash disposal). Extensive pilot-scale testing and full-scale experience has shown that specific coal/ash constituents (eg Na2O/ash ratio, acid-soluble aluminium, silica, sulphur contents, etc) are also important for the behaviour of Latrobe Valley brown coal during combustion, ash formation, deposition and removal of ash in precipitators and furnace ash hoppers. This paper discusses the range of on-line analysis techniques which have been investigated and their application to low rank coal analysis. Preliminary results from a joint SECV/CSIRO project which aims to develop two separate advanced instrument systems are also presented. These systems are based on: ò microwave attenuation and phase shift - for direct determination of moisture content; and ò inelastic neutron scattering - to provide total hydrogen, carbon, chlorine and ash contents, with potential for calculation of moisture content, specific energy, sodium content and Na20/ash ratio using correlations.

Gold is extracted by cyanidation of a sulphide-rich concentrate at Macraes mine, and after cyanidation, the concentrate is discharged to tailings impoundments. The concentrate tailings were discharged to a dedicated concentrate impoundment from 1989 to 1993, afterwhich they were blended with the flotation tailings. Since mid-1998, concentrate tailings have been redirected to the dedicated concentrate impoundment. The concentrate tailings contain up to 1 ppm gold, and will be reprocessed in the future. However, it is a regulatory requirement that a contingency plan be in place to rehabilitate the concentrate tailings should the mine operation cease for any reason. Initial predictions suggested that the sulphide-rich tailings would oxidise and acidify, creating a potential long term environmental problem. Investigations of the state of the tailings after 4 years show that these predictions were overly conservative. Only minor oxidation has occurred in the upper 2 metres of the tailings where the pH has locally dropped from 10 (discharge condition) to between 7 and 8. Below 2 metres, the tailings are essentially unchanged from their deposition state. The low rate of change in the tailings is due to their very low permeability which in turn is a consequence of the fine grain size (ca. 15 ¦m). Dewatering is extremely slow, and incursion of oxygenated water is negligible. Calculations suggest that water movement over 30 m will take at least 100 years and possibly 1000 years. The contingency plan is to capitalise on the very low permeability and keep the tailings from drying with a semipermeable cap. A layer of limestone will be added to the top of the tailings, beneath the cap, to enhance alkalinity of any percolating water. If acidification does occur, contrary to expectations, any acid produced will be neutralised by underlying calcite-bearing schist, schist in the concentrate impoundment wall, and the flotation tailings immediately downstream. In addition, dilution by alkaline ground and surface waters would further ameliorate any acidic discharge.

Subduction zone magmatism is a direct response to tectonic and chemical processes operating at convergent margins. Changes in the tectonic configuration of plate boundaries in SE Asia during the Cenozoic had consequences for the nature and volume of magma produced. Retreat or advance of the trench hinge has probably been an important process in controlling the presence or absence of magmatism in SE Asian subduction zones. This process also provides a means of replenishing the mantle wedge and counteracting the effects of melt extraction in depleting the wedge. Changes in the nature of recycled material and lithologies of the over-riding plate also have the potential to influence the lavas that are erupted in arcs. Several locations in SE Asia have experienced magmatism bearing the geochemical signature of subduction but are remote from coeval subduction zones. Such magmatism requires an earlier period of mantle enrichment by subduction but may result from localised extension. The distribution of such magmatism may provide information of tectonic value. Some adakitic magmatism occurred in tectonic settings where there is no evidence for subduction of young oceanic crust at the time of magma genesis. Slab melting in such settings is not possible and alternative mechanisms are required to explain the occurrence of, at least some, adakitic lavas.

Three stages are involved in the complete design and evaluation of an open cut mine. These are:1. design of the optimu,m ultimate pit, and selectionof the optimum mill capacity,2. development of production schedules, with intermediate pit designs, and3. evaluation of the project, based on factors from stages 1 and 2, by means of discounted cash flow analysis.Stage 1 requires relatively complete information on metal distribution, metallurgical performance, and cost factors, which is used to design a series of pits, corresponding to a range of milling rates.For each milling rate considered there is a unique pit design which maximizes operating profitability. The computer outlines this design (in terms of size, shape, and location; tons and grade of ore; and tons of waste), by considering the effect on profitability of mining each block in the mineralized inventory in relation to every other block which would be affected by its removal.The computer selects only those blocks for mining which result in an overall increase in profitability, maintaining pre-determined wall slope conditions throughout.Both operating profitabilities and capital costs increase with throughput, and the two curves will combine to produce a flat peak in net profitabilities at a certain rate, with its associated pit design.Stage 2 can maximize head grades early in the life of the operation. This increases the projected present value, but there are good arguments for maintaining steady head grades throughout the life of the mine.A modification of the programme used in Stage 1 is used here.Stage 3 is a conventional discounted cash flow analysis, using factors obtained in stages 1 and 2. It can be computerised, but a manual treatment is probably just as fast overall.

The cave propagation behaviour of a jointed rock mass is strongly governed by the unique nature of joints and discontinuities, together with the intact strength of rock bridges that make up the rock fabric. A discrete finite difference (DFD) modelling technique has been developed to allow for the detailed consideration of the rock mass structural fabric at many scales and through many different stress paths that can be used for complex mine-scale analysis. The DFD methodology uses interfaces to explicitly represent large-scale structures and ubiquitous joints embedded within the simulated rock mass matrix to characterise intermediate structures. Through simulated testing of DFD materials, properties such as strength anisotropy and scale effects can be obtained. Development on the North Kalgurli mine has established a major penetration of ore into calc schist. This is controlled by a system of east-dipping strike faults. Previously, most calc schist ore bodies were regarded as being confined to the quartz dolerite greenstonecak schist contact environment.INTRODUCTIONOne of the most interesting and economically important developments which has taken place in the Kalgoorlie Field over the past 20 years is the proved penetration of ore into calc schist on the North Kalgurli Mine. This is quite extensive, both laterally and in depth, and has occasioned some modification of geological thought in the search for additional ore sources.Ore has been mined in calc schist almost since the first major gold discoveries were made and the principal features of the various types of deposit are well covered in the literature of the field. However, occurrences in calc schist have not been characterised by the same degree of continuity or frequency as the innumerable lode formations in the more favourable quartz dolerite, and there has been a tendency to regard them as isolated and discontinuous ore bearing structures, occurring only under very special conditions.It is not intended to describe the whole range of calc schist ore occurrences but only major controlling structures, whose penetration therein has been definitely established and in which an appreciable amount of ore has been and is still being found. It is considered that similar structures may present a major objective for future exploratory work in other parts of the field.

The optimization of metallurgical processes requires knowledge of the heterogeneity carried by constituents of interest. The common scenario, almost an industry standard, is to rely on the engineering firm who in turn relies on favorite manufacturers of sampling equipment to provide the appropriate sampling systems in the plant to perform accurate metallurgical accounting. This sequence is flawed from the beginning to the end because everything should be based on a careful understanding of the Theory of Sampling (TOS) by the company project team and their expert who invariably would suggest various approaches and different sampling systems.The necessary progressive and iterative approach should be that the company’s project team (mining or other industries) would do its home work to have a good understanding of the geometallurgy, mineralogy and texture of the ore in each geological unit so consultants and engineers would have the best information to start with. Then a reputable sampling expert would recommend which sampling systems are needed, so the company would require engineering firms to follow pre-established, non-negotiable requirements, and finally select the sampling equipment existing on the market today that is most likely to lead to accurate and precise enough metallurgical accounting.It is the author’s experience that when this necessary progressive and iterative approach is bypassed, sampling systems installed in the plant are likely to transgress the most elementary rules of sampling correctness. Invariably the argument is that the company cannot afford correct sampling systems for metallurgical accounting as suggested in the Theory of Sampling. There is nothing that is farther from the truth when later problems will develop and inevitable reconciliation difficulties with miners and geologists become daily routine with impossible answers; as a last resource the sampling expert may be called to perform a post-mortem analysis.The progressive and iterative approach suggested in this paper should be a due diligence requirement for any bank providing a loan for an important new mining project; anything less is most likely to generate unpleasant financial losses; historical, well-known examples are referred to.CITATION:Pitard, F F, 2015. Detrital gold in the Greymouth-Hokitika area has been won from: (a) gravel of the Pliocene Old Man Group, (b) glacial outwash gravel of Middle and Late Quaternary age, (c) raised shoreline deposits of Middle and Late Quaternary age, (d) deposits resulting from the erosion of (a) to (c). The source of the gold was probably widely dispersed quartz veins in great thicknesses of greywacke and low-grade schist eroded from east of the Alpine Fault, with a contribution from veins in Greenland Group greywacke in the south. At times of high interglacial and post-glacial sea level, gold was concentrated along marine shorelines, and subsequent progressive uplift has resulted in a set of sub-parallel beach leads up to 100 m above present sea level. During glaciations, gold was concentrated in outwash streams close to moraines, especially where ice forming one moraine penetrated and destroyed an older one. Worked deposits in the Old Man Group may also be associated with glaciation. Apart from workings that are essentially extensions of past workings, significant new prospects may depend on inferences as to where prospective deposits are completely obscured by younger ones.

There are several long-standing rules of thumb that are often quoted in mine ventilation studies. They include airway ‘carrying velocities’ and the critical upcast air velocity range that must be avoided to prevent a water blanket forming. Quoting these rules of thumb may lend an air of legitimacy to a ventilation design, and allow the design engineer to avoid having to study a problem from first principles. But how valid are these shortcuts in today’s rapidly changing world? This paper summarises research into the genesis of several commonly quoted rules of thumb. It finds that they were very specific to the local conditions, practices and economics at the time they were developed. It also presents examples where applying these rules of thumb outside of their original context can lead to unexpected and erroneous results.CITATION:Derrington, A S, 2017. The Zhilingtou Au-Ag deposit is situated in the eastern part of the complexly deformed and metamorphosed South China Caledonian Fold Belt. It consists of seven orebodies that are almost exclusively hosted by biotite plagioclase gneiss of the Precambrian Chencai Group. They form an apparent en echelon pattern in both cross-section and level plan. Three different ore types, based on mineralization textures, have been recognised within the Zhilingtou lode. These are Au-Ag-rich quartz veins, Au and Ag-bearing silicified rocks and Au-Ag-containing altered rocks with quartz stockworks. The mineralisation is principally composed of electrum, argentite, pyrite and minor sphalerite, galena as well as traces of hessite and chalcopyrite plus a gangue assemblage of quartz, rhodonite, sericite and chlorite. Fluid inclusions related to Au-Ag mineralisation yield a wide range of homogenisation temperatures from 110 to 447¦C, with two distinctive peak values at 250 - 300¦C and 350 - 400¦C respectively. d30Si values of quartz veins and silicification from the three stages of mineralisation range from -0.1 to -0.4ë. The mineralisation at Zhilingtou is interpreted as forming by recirculated meteoric water extracting ore-forming elements from metamorphic rocks due to Mesozoic volcano-magmatic activity.

Industrial Minerals production in New Zealand is limited in both quantity and range, but imported in quantities that make New Zealand the world's biggest consumer per head of population. The use of industrial minerals is assured as both population and standard of living increase regularly. But to develop these minerals in the New Zealand environment requires the mineral, or its market (both local and export), to have characteristics that negate the remote geographical location. Volume and/or uniqueness can achieve this.

To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.

Dust sampling is pivotal in estimating the ‘dose’ of dust exposure and in deriving dose-response curves in epidemiological studies. Over the last half century, gravimetric sampling has been the fundamental means for dust exposure monitoring using recognised respirable size-selective standards. In Australia, a gravimetric sampling technique has been followed since 1983 using the Higgins-Dewell (HD) type cyclones (AS2985). The re-emergence of ‘Black Lung’ or Coal Workers Pneumoconiosis (CWP) in Queensland, Australia has re-kindled the need for better understanding of personal dust monitoring, compliance determination, accuracy, timeliness of sampling results and dust control systems. Reporting dust levels in real time empowers miners and operators to take immediate action to avoid being exposed to excessive airborne dust. Two decades of intensive research in the USA has led to the introduction of gravimetric based continuous personal dust monitors (CPDMs) called PDM3700 as compliance tools. The new real-time mass based sensor is a continuous mass based dust monitor using the Tapered Element Oscillating Microbalance (TEOM) principle and is regarded as significantly superior to the current gravimetric sampling methodology.Recently the overall respirable dust standard in USA coalmines has been reduced from the historic 2.0 to 1.5 mg/m3. This paper provides the results of a comparative pairwise study of an existing gravimetric sampler and the PDM3700 carried out in 3 different Australian underground mines. The field results consistently suggest that there is a significant ‘measurement bias’ between the current gravimetric HD sampler and the PDM3700 monitor operated using a similar HD type cyclone. The results show that the currently used cyclone measurements are approximately 59 per cent higher than the ‘auditable’ PDM3700 monitor data at the current compliance limit of 3 mg/m3. Based on a review of the extensive data collected, the differences can in part be attributed to the aerosol size selectivity of the samplers with the current gravimetric sampler used in mines, collecting more larger sized particles (D90 of 15 µm). This finding has significant consequences for historic exposure results and their use in medical surveillance programs, as well as the current approach to non-compliance determination.CITATION:Belle, B, 2017. Magnetic anomalies in the Southern Coalfields have been subdivided into two characteristic types. Each type is attributed to a separate cause, one being basement structure, and the other near-surface igneous intrusions.Detailed geological mapping of the area and the ability to sample throughout the coalmines greatly assisted in this subdivision.The Triassic sequence contributes no magnetic effect of its own except to diminish the effect of sources within the underlying formations by raising the level of observation.Detecting the presence of igneous intrusions ahead of colliery working faces by magnetic observations within the coal mines may be of value in preventing accidents caused by gas outbursts and in planning the workings so as to avoid loss of production time.

Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.

In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.

Silica reacts with cryolite at 1010°C in two stages. The first stage is the formation of a sodium aluminosilicate of composition consistent with the mineral jadeite (Na20.AI20s.4Si02). The formation proceeds by atleast two different reactions. Formation of alumina or an aluminosilicate proceeds to its limiting value in the first 30 min while the formation of jadeite proceeds at a steady rate until quantitative conversion is achieved after 150 min. The net overall reaction can be expressed by the equation 6 Si02+2 Na3AlF6? (Na20.AI20s.4Si02) +2 SiF4 +4NaF.The second stage involves a slow reaction that proceeds with the evolution of a little SiF4, The net result is the formation of sodium aluminosilicates that are soluble in 30 per cent AlCIs-HCI solutions. While this could be explained by disproportionation of jadeite to form albite (Na20.Al203.6Si02) and nepheline (Na20. AI203.2Si02), it is more likely that it is due to further but limited reaction between the oxides and fiuoroaluminates.
