NAME AND OBJECT. SEC. 1. This Institute is incorporated under the Membership Corporations law of the State of New York ; its corporate name is American Institute of Mining Engineers; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II. MEMBERS. SEC. 1. The membership of the Institute shall comprise four classes, namely 1. Members ; 2. Honorary Members ; 3. Associates ; 4. Junior Members. All members shall be equally entitled to the privileges of membership, except¬ing that Honorary Members, Junior Members, and Members and Associates whose residences shall be outside of the United States, Mexico, and Canada shall not be entitled to vote. Members and Associates residing within the United States of America, Mexico, and Canada, and not in arrears for dues, shall be entitled to vote in person at the meetings of the Institute, or, as hereinafter provided for, by letter ballot. SEC. 2. The following classes of persons shall be eligible for membership in the Institute, namely : as Members, all professional mining . engineers, geologists, metallurgists, or chemists, and all persons actively engaged in mining and metallurgical engineering, geology, or chemistry ; as Associates, all persons desirous of being connected with the Institute who in the opinion of the Board of Directors are suitable.

W. H. BASSETT, * Waterbury, Conn.-Manganese should not be expected to remedy all the defects that are due to poor melting practice. It is undoubtedly valuable in helping to eliminate porosity in many of the alloys. In the copper-nickel alloys, its use is becoming almost universal, for, beside helping to make sound castings, it tends to hold the carbon in solution in the solidified alloy. GWILLIAM H. CLAMER,? Philadelphia, Pa.-I have found that manganese copper is satisfactory for eliminating sulfur and that it works very well in the crucible and when you have reducing conditions; but in a large reverberatory charge, where the conditions are oxidizing, we were not able to eliminate the sulfur.

One of the outstanding features of the year was a further marked decline in the footage drilled. This is estimated at 169,000 ft., as against 218,000 ft. for the previous year, and 372,500 ft. in 1930. Owing to repair work and improved production methods, there was an increase of about 4.25 per cent in the amount of oil won, the production being estimated at 10,160,000 bbl., or an increase of 400,000 bbl. over 1931 and nearly 750,000 bbl. more than in 1930. (See Table 1.) At the end of November there were 28 rigs in operation. During the first 11 months of the year 54 new wells were started; the average depth of those completed was 2476 feet. Owing to the continued restriction of drilling programs there has been little of outstanding interest in the way of new plant or technique. The use of the acid bottle, for testing the verticality of wells while drilling, has increased considerably, and this is now in use in practically every well except the very shallowest. During the last six months of the year fairly extensive use has been made of electrical coring. The number of wells started in the Colony up to the end of November, 1932, was 1894. The average number of producing wells during the year was 789, or 41.7 per cent of the total. Of these, 214 were flowing wells, 473 pumping, 80 bailing or swabbing, and 22 were produced by air or gas-lift. Although the last category represents less than 3 per cent of the total, there has been a marked increase in the use of air or gas-lift as compared with 1931. During the year there were 16 companies engaged in producing oil, as compared with 14 in the two previous years. In addition to one small refinery which started to operate at the beginning of the year, the five existing refineries worked continuously. At the latter very little has taken place in the way of extensions, except at one in the Parry Lands—Pitch Lake—Point Fortin area, where extensive alterations and additions are in progress, including the building of a deep-water pipe-line pier. When this is completed there will be five loading terminals, all situated in the sheltered Gulf of Paria, or west, coast, capable of accommodating ocean-going tank steamers. There

Schack (U.S. Bureau of Mines, Salt Lake City)—We have watched with considerable interest Three Kids development of Manganese Inc. and have been impressed by the ingenuity with which management and staff have solved their many obstinate handling problems. Mr. McCarroll has been lenient in describing the difficulties faced by the company in developing a process for beneficiating Three Kids ore. The operation, equivalent in size to a 20,000-ton sulphide ore plant, is treating a unique ore by a flotation process pioneered by Manganese Inc. Perhaps the magnitude of the conditioning and flotation problems peculiar to Three Kids ore can be better appraised when it is pointed out that two-thirds to three-fourths of the ore is floated in the rougher step and that the four stages of cleaning which follow are equivalent to floating the whole plant feed two to three times. Our experience in both laboratory and pilot plant flotation of Three Kids and other manganese ores leads us to agree with Mr. McCarroll that suitable conditioning is a prime requisite for successful oil-emulsion flotation. The difficulties of proper conditioning were demonstrated in pilot plant processing of Artillery Peak manganese ore at our Boulder City, Nev., experiment station. Over three months of experiments and extensive plant revision were required before satisfactory conditioning was obtained in the 25-ton-per-day plant. Such factors as time, type and intensity of mixing, aeration, surface to volume relationship, and power input are still being studied by the Bureau of Mines in hopes of learning how best to condition manganese pulps for oil-emulsion flotation. Other factors affecting flotation of manganese with oil emulsion also deserve attention. LARGE part of the mining industry is still under the shadow of the depression, and unwilling to undertake changes in plant or methods of operation that require large preliminary expenditures of money. Certain metals command fair prices: nickel, tin, and molybdenum. The precious metals, gold and silver, have been given greater values by natural processes of economics or by proclamation, but are of so much less importance in industry, in total value, and number of men employed, that they have not greatly raised the average for the mining business. The increased value of gold which was established in 1933 has stimulated .the search for new deposits, and aided efforts to revive some of the old mines 'Where it is hoped to find quantities of marginal ore now become profitable. The higher price did not increase production very much for 1934, but two discoveries of major importance, and others yet to be proved, will help later. The two referred to are the Lupa gold field in Tanganyika Territory, and the Silver Queen mine on Soledad Mountain near Mojave in California. The first was recently discovered, and is being developed by the East African Goldfields, Ltd. Uncompleted explorations of the croppings early in the year had exposed for measurement and sampling to a shallow depth, three ore shoots as gregating 7400 ft. in length and 6 ft. in width, containing 0.375 oz. of gold per ton. This paper summarizes the results obtained from the preliminary cementing of wells in an effort to cut off the bottom water. The object of this work was two-fold: (1) To prevent the oil sand from becoming flooded. (2) To plug off bottom water, thereby preserving the individual well and reclaiming production. Valuable suggestions and help have been given by the following named: Messrs. Kyle and La Velle, of the U. 8. Bureau of Mines; Magnolia Petroleum -Co.; Freed Oil and Gas Co. The cementing work was carried out under the personal supervision of L. J. Snyder. In an unpublished paper on the "Water Problem in the Augusta Field," 5. K. Clark reaches the following conclusions: (1) That the great amount of water present is bottom water, occurring in the Varner sand, the main producing or the 2500-ft. horizon, (2) That the only striking connection between structure and water is in .the area of the marked fault on the Ralston, E. C. Varner, and F. Varner leases in sections 8, 9, 16 and 17. (3) That the oil occurs in porous streaks, generally separated by finegrained, well cemented sand, which is barren. Possibly two or three such pay streaks may be found. That under a pay, fine-grained sand occurs, which is presumably barren at the time of drilling, but soon reveals water. The writer takes partial exception to the last point, because well defined shale, slate, lime, or hard sand breaks have been encountered in a great many cases, separating the pay streaks under which water is often found. This is not an invariable occurrence, as cases have been noted when the oil has been followed immediately by water in the same stratum. In an effort to overcome the water menace, the following methods of plugging were tried: (1) Plugging with wood, lead, and limit plugs. (2) Plugging with sand pumpings.

T HE chairman of the Mines Committee of the A. 1: E. E. for 1920-21 has had the honor of being also the chairman of a similar committee, the Mine Equipment Committee, of the A. I. M. E. It has been the endeavor during the past year to have the two committees work together since the object of these committees is very much the same. A meeting of the committees was held in Chicago in November of 1920, at which time it was decided that one of the best ways to work together would be to foster joint meetings of the local sections of the A. I. E. E. and A. I. M. E. By these meetings, it was hoped that various engineers in the local sections interested in mining subjects could be brought together and not only become better acquainted but be greatly benefited by the interchange of ideas and by the discussion of papers presented on mining subjects.

My subject covers the effect that recent metallurgy has had on operations at the Utah-Delaware mine. This mine is the old Highland Boy mine of Bingham Canyon, Utah, one that has now been in operation for about 30 years. It was first operated by Messrs. Weir and Newhouse as a gold mine, under direction of the Highland Boy Gold Mining Co. The ore was oxidized gold ore and it was treated on the property in a cyanida-tion plant. During the process of development, sulfide ore was found assaying about 5 per cent. copper. It proved to be the discovery of what is yet the largest sulfide copper orebody in the State. The first shipment was made in December, 1896. A smelter was built in Salt Lake Valley to treat this ore and not long after the property was sold to the Utah Consolidated Mining Co. From 1900 to 1924, the mine was a large producer of direct-smelting ore which averaged for many years 4.5 per cent. copper, then later dropped to 2 per cent. copper. During the years 1912 to 1920, direet-smelting lead ore was also mined. In 1918 and 1919 ore developments at depth showed a decided increase in silica content and a porphyry sill so closely associated with the ore that it was impossible to mine the ore clean and it was found necessary to build a copper flotation concentrator at Tooele. The mill had a capacity of 1000 tons a day and made a recovery of 90 per cent., and would have been responsible for a continuance of profitable operations had it not been for a slump in the copper market and the necessary high cost of mining ore on the lower levels. Results of Selective Flotation In 1924 the mine was on the point of a shutadown which had all the earmarks of being permanent; it was being operated at a heavy loss and preparations were made to pull the pumps and salvage the machinery. The plant at Tooele was remodelled for selective flotation by the International Smelting Co. in order to treat custom ores, and incidentally to clean up a possible 10,000 tons of lead-zinc ore which it was thought possible to get in the Utah-Delaware before shutting the mine down. The isothermal formation of martensite at subzero temperatures has been studied in an austenitic stainless steel. The amount of martensite formed isothermally in a given time was found to follow a C-curve behavior with decreasing temperature. Since isothermal rnartensitic transformation occurs at temperatures above the true M. temperature of the olloy, the observed M. temperature is dependent on the cooling rate. It is believed that a general martensite theory must include the basic concepts of the strain embryo theory, and also the important role of thermal fluctuations. UNTIL recently the isothermal component of the martensitic transformation had been considered as a trivial effect in theoretical considerations of this type of transformation. One of the postulates used in defining a martensitic transformation was that the reaction was temperature dependent but not time dependent. Cohen and his associates1'2 were the first to report the isothermal formation of mar-tensite. They obsel-ved the time dependency of the martensite reaction at room temperature in plain carbon steels and certain tool steels. They found that a small amount of additional transformation occurred after the specimen reached the quenching temperature and that the rate of this isothermal transformation decreased rapidly with time. These authors considered this phenomenon to be a "tailing-off" of the main athermal reaction. Kurdjumov and MaksimovaL 5 studied the isothermal formation of martensite at subatmospheric temperatures in steels containing 0.6 pct C-6 pct Mn, 1.6 pct C, and in an iron-base alloy containing 23 pct Ni and 3.4 pct Mn. In each case it was found that both the initial rate and the total amount of isothermal transformation exhibited sharp maxima with decreasing temperature. They stated that it was possible to completely suppress the martensitic transformation in the 0.6 pct C-6 pct Mn steel by drastic quenching in liquid nitrogen. They interpreted their results in terms of a thermally activated process. The maximum in the rate of nucleation vs. temperature curve was assumed to be a result of the temperature dependence of the rate of growth of the martensite plates. It has been demonstrated," however, that martensite plates can form with great rapidity even at temperatures approaching absolute zero. In addition," attempts to confirm the reported suppression of the martensitic transformation by rapid cooling of a 0.6 pct C-6 pct Mn steel have proved unsuccessful. On this basis, and on other theoretical grounds, the validity of some of Kurd-jumov's results and conclusions is open to serious question. Cohen, Machlin, and Paranjpe' have proposed a theory of martensite formation based on the nucleation of strain embryos and a growth mechanism involving cooperative atomic displacements. According to this theory thermal fluctuations can make a strain embryo supercritical and thereby produce martensite isothermally. Das Gupta and Lement' have investigated the isothermal formation of martensite in a 17 pct Cr-0.7 pct C steel at temperatures below the ambient. They found that partial suppression of the martensitic reaction occurred on quenching into liquid nitrogen. That part of the reaction which can be suppressed is taken to correspond to the isothermal rather than the athermal part of the rnartensitic transformation. The initial rate of isothermal transformation for this steel was found to go through a maximum with decreasing temperature. This is in conformity with the findings of Kurdjumov and Maksimova for the steels used in their investigation. Das Gupta and Lement conclude that isothermal martensite formation occurs by the nucleation of new plates and is always preceded by some athermal transformation. A REPORT that it did not pay to use present-day galvanized iron on account of the short life of the material, accompanied by proofs of the state-ment in the form of a tabulated history of the first costs of various kinds of building materials and their main-tenance expense, started an investigation of modern galvanized products. At the very outset it was apparent that our experience with galvanized products was by no means unique. Correspondence with the State Agricultural Depart-ments, the Agricultural Experiment Stations, the County Agents and State Granges all over the United States brought a mass of complaint on this same score. Visits to large buyers of galvanized sheet and wire revealed the same condition coupled with an ever-increasing use of substitutes for galvanized iron. We believe, therefore, that the title of this article is fully warranted by the experience of the consuming public. A study of the proceedings of the various societies having to do with the testing and use of sheet iron and steel products revealed a tremendous amount of work on the life of the base metal itself. Great stress was laid on differences in life of various types of iron and steel, the difference amounting at best to months rather than years. Very little recent attention has been paid to a study of the life of the zinc coating and the causes of its present-day lack of durability. There have been some real exposure studies published, how-ever, which show that the weight of the zinc coating determines the protection afforded by the galvanizing, which is of far greater influence on the life than the base-metal composition. An interesting paper was published by the Phillipine Journal of Science in 1916, entitled: "Galvanized Roofing in the Phillipines," a contribution from the Bureau of Science of the Phillipine Island Government. The author, Mr. Arguelles, found on 18 old galvanized sheets, after from 30 to 35 years' exposure, from 2.3 to 4.1 oz. of zinc per sq. ft. of sheet and sums up the study by saying: Of the various factors influencing the durability of galvanized iron which have been studied with a view towards accounting for the difference in behavior of old and modern sheet, it appears evident that the greater weight of zinc per unit of area on the former accounts for the greater durability.

This paper describes the U. S. Energy Research and Development Administration's (ERDA) program to develop in situ coal conversion processes, especially gasification. The potential of this technology, the technical directions being explored, and the program strategy to carry the process concepts toward commercialization are emphasized. The geographic location of the U. S. coal resources and a market analysis are described. Commercially successful in situ coal processes could add over a trillion tons of coal to the U. S. coal reserves. The economics of these processes is compared with surface gasification. Independent studies show this process to be 25% cheaper than surface gasification for Western coals. The major projects are briefly described. The Linked Vertical Well process is in the most advanced stage and shows great promise. The last test produced a low-Btu gas averaging 171 Btu per standard cubic foot for average production rates of 8.5 million standard cubic feet per day. The other projects are Packed Bed, Longwall Generator, and Steeply Dipping Beds. Unique factors of the process development are discussed which may lead to commercial processes in the near term. A development strategy is proposed by which this technology could be commercialized before 1983 with potentially lower gas prices and lower environmental impacts, relative to mining plus surface gasification.

Raymond Weir Smyth, born Nov. 3, 1888, was the son of Herbert Weir Smyth, professor of Greek Literature at Harvard University. He graduated (A. B.) from Harvard in 1909 and later pursued advanced studies there in chemistry and in metallurgy. He held the position of metallurgist for the American Steel and Wire Co. at Worcester, Mass., and also for the Steel and Tube Co. at Youngstomn, Ohio. For a time he was inspector of munitions for the British Government and stationed at the Railway Steel and Spring Co. at Latrobe, Pa. For a short time, in 1917, he was Inspector of Ordnance for the U. S. Government, and the following year, having entered the U. S. Naval Reserve Force, he was ordered in a similar capacity to the Midvale Steel Co. In September, he removed to the Navy Yard, League Island, Philadelphia, to train for the obligatory minimum of six months' sea duty. There he contracted influenza, which was followed by pneumonia, from which he died, September 27, at the Navy Yard Hospital. The reserves of lead and zinc ores in the metalliferous district of Iglesias in south-western Sardinia are today estimated at about 30 million tons, grading from 4 to 10% Pb + Zn. Of these reserves, about 40% are in the mines owned by AMMI Sarda S.p.A. The working of these resources goes back to ancient times. Not infrequently, traces of old Roman workings and remains of ancient implements are come upon in the higher parts of some of the ore bodies. Exploitation of these mines on larger scale, however, dates from the middle of the 18th century. Initially, the more accessible zones of the ore bodies and the richer ores were worked - the galena and the rich oxidized ores (calamine* with 25-35% Zn), which were often found in large masses, the enormous empty cavities of which still remain. This paper discusses a study performed to evaluate the feasibility of transferring formal system safety assessment technology to the mining industry. A representative listing of formal techniques was evaluated to select the most useful methods for the mining industry to implement. Criteria for selecting methods included the interests, needs, and requirements of mine safety officials. This paper describes one of the selected methods, preliminary hazards analysis (PHA), and illustrates the analysis procedure for a mining example. This study also includes an assessment of the adaptability of selected methods to a user-interactive computer system for use by mine safety personnel. This paper includes a description of a conceptual computerized PHA-type safety program that facilitates performance of the safety analysis and can accommodate updates and revisions as necessary.

MANY years ago, I expressed the opinion, in writings and otherwise, that it was possible to desulfurize zinc blende autogenously, i.e., without the use of extraneous fuel, and that at some time this would be accomplished. This opinion was based on thermal calculations and also on observations of the behavior of blende during roasting in different ways, all of which observations tended to confirm the theoretical calculations. Among such observations were things like the following: Once in carrying out the stall roast of cupriferous pyrites as a regular metal-lurgical operation, I was minded to charge a stall with lump blende, ranging from walnut to egg size, as I recollect, following the same procedure as with pyrites, and setting fire to the kindling wood, observe what would happen. The blende charge ignited well enough and bravely began to burn, quite actively the first day, at a diminished rate the second day, while on the third day burning ceased and the charge quickly became cold. It was just like trying to set a grate full of anthracite afire with insufficient kindling wood. The volume of air drawn through the stall was too great, quickly cooling the entire contents below the ignition temperature, which means, of course, that burning ceased.

The need for mechanized drilling to decrease mining costs has resulted in the development of the jumbo from column-and-bar drill carriages to hydraulically controlled jib jumbos. Resultant savings from use of improved jumbos have been high enough usually to retire the machinery investment within a year. The jib jumbo unit has been applied successfully to development and preparation programs and flat-bedded stopes, and an even wider field is forecast for its use.

Certain observations from the field and laboratory suggest the need for recasting some of our ideas about gypsum as a rock-forming mineral and in relation to supplies for industrial use. Until about 25 years ago, the use of gypsum was confined almost entirely to agriculture. During the past quarter century, though, its usefulness has been greatly developed, particularly in the building trades, which now absorb most of the gypsum produced. In 1919, according to the U. S. Geological Survey, the output of crude gypsum was 2,240,163 tons, a gain of 912 per cent. in 25 years. About one-half of this production was mined in New York, Ohio, and Michigan, where the proved supplies can hardly be regarded as over-large when viewed in relation to the rapid expansion of industrial requirements. The occurrence of gypsum in the United States is treated by R. W. Stone and others.' The deposits of Canada are described by L. H. Cole. Several states, including Kansas, Oklahoma, Iowa, Michigan,and New York, have made special surveys of their gypsum deposits, but the reports, as a rule, refer to conditions as they existed from 15 to 20 years ago. Association of Gypsum and Anhydrite The two calcium sulfate compounds, gypsum (CaSO4.2H2O) and anhydrite (CaS04), are the more stable forms of a series which includes at least two other members, so-called half-hydrate (CaSO4.1/2H20) and soluble anhydrite (CaS04). Each of the latter readily takes up water to recrystallize as gypsum and consequently is incapable of existence under ordinary geological conditions; also each can be prepared from gypsum by the application of heat within certain temperatures, the process on which is based the manufacture of commercial plasters. If the temperature limitations are not observed, the result of the calcination process will be insoluble anhydrite which, compared with the soluble form, takes up water very slowly so as to be of no practical use, although actually it is soluble and in time is convertible into gypsum like the other forms.
