MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

THE zinc-smelting industry of the United States has grown very rapidly in recent years and bids fair to outrival that of all other countries in the future. On account of the geographical situation of the chief ore-supplies, the industry may be divided into two main groups, the eastern and the western. The eastern and older group includes the works of Pennsylvania, New Jersey and Virginia, which practically control their own ore-supply. The western group includes the works of Illinois, Missouri, Kansas, Wisconsin and Indiana, which do not control their own ore-supply, but are compelled to buy the ore in the open market. It is for this reason that the western zinc-smelting industry has been undergoing continual changes since its inception 40 years ago. During the early discoveries of lead- and zinc-ore in the lead- and zinc-districts of Wisconsin and northern Illinois, the zinc-ore (sinithsonite or " bone " as the miner calls it) had no value and was considered waste; but later, when this ore was found in large quantities, it attracted the attention of metallurgists, which finally resulted, during the early sixties, in the building of the Matthiessen & Hegeler Zinc Works at LaSalle, Ill., the pioneer zinc-works of the West. A few years later, zinc-ore was discovered associated with the lead-ore in Jefferson county, southeastern Missouri, which started the industry at Carondelet or South St. Louis. Still later, the discoveries of zinc-ore in the lead-ore region, first' at Granby and then around Joplin, lead to the introduction of the industry in the southwest Missouri and Kansas districts. At first the development of the industry was slow, but it progressed steadily and it is now one of the leading metallurgical industries of the middle West.

In the first paper on the Russell process presented by Mr. Stetefeldt, in May, 1884 (Transactions, xiii.), the process was treated from a purely theoretical standpoint.. 111 his second paper of October, 1886 (Transactions, xv,), the details of the plant, the chemicals used, and the manipulation in both mill and laboratory were treated. The aim of the present paper is to present economical results recently attained, new data affecting the preparation and manipulation of ore in the mill, and a more complete and systematic scheme of laboratory work. This paper is compiled mainly from Mr. Russell's notes of his own experience. Many of these notes, particularly those relating to work at Cusihuiriachic,* Mexico, have been upon work directly under the personal observation of the compiler, who takes pleasure in thus presenting to the Institute, data and considerations of much interest and value pot only to users of the Russell process, but to mill men generally. The description of the chemicals used and of the preparation of the mill-solutions being' in part the same now as when Mr. Stetefeldt's second paper was published, some use is here made of portions of that paper. No theoretical matter is here given. For a treatise containing also the theory of the process the reader is referred to Mr. Stetefeldt's complete work on " Lixiviation of Silver Ores by Hyposulphite Solutions," now in preparation. To facilitate the consultation of this paper, the following synopsis and index is prefixed. The figures in parenthesis indicate the page of this paper on which the subject is treated.

ALTHOUGH the mechanical and chemical characteristics of certain iron-nickel-silicon alloys have been investigated,1 the available literature shows no results of a systematic investigation of the constitution of this system. This paper describes the results of an X-ray investigation of the constitution of the iron-rich iron-nickel-silicon alloys at 600°C. Data on the constitution of the included binary systems obtained in other investigations have been correlated with the structure of the ternary alloys. Jette and Foote2 have presented a tentative constitutional diagram of the iron-nickel system following X-ray studies on quenched specimens. This diagram shows that the alloys at 600°C. containing from zero to approximately 4 atomic per cent nickel consist of a body-centered cubic (alpha) phase, the alloys containing 4 to 24 atomic per cent nickel consist of body-centered cubic (alpha) and face- centered cubic (gamma) phases, and the alloys containing from 24 to 100 atomic per cent nickel consist of a face-centered cubic (gamma) phase. These investigators recognized that it was not possible to retain the gamma phase in equilibrium by quenching alloys containing less than approximately 25 atomic per cent nickel and that high-temperature X-ray methods were desirable to determine the gamma-phase solubility limit. In a later investigation of the iron-nickel alloys, Owen and Sulley3 determined the alpha-phase solid solubility limit to be 3.5 atomic per cent nickel at 600°C. High-temperature X-ray methods showed the solid solubility limit of the gamma phase to be 14 atomic per cent nickel at 600°C. Since the high-temperature X-ray method should reveal equilibrium conditions in these alloys better than the quench method of other investigators, the results of Owen and Sulley pertaining to the gamma-phase boundary are to be preferred. As the result of an X-ray investigation of quenched iron-silicon alloys, Greiner and Jette4 have shown these materials to consist of a body-centered cubic (alpha) phase containing from o to 26.4 atomic per cent silicon at 600°C. The alloys containing from 26.4 to approximately 50 atomic per cent silicon consist of two phases at 600°C.; namely, alpha and eta. The eta phase corresponds to the stoichiometrical formula FeSi (33.4 wt. per cent Si).* The literature pertaining to the constitution of the nickel-silicon alloys has been reviewed by Ackerman,5 who found disagreements in the results of various investigators on several parts of the system. Subsequent data on the constitution of the nickel-silicon alloys were reported by Osawa and Okamoto.6

UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

MAJOR technical advances seldom occur in a single year, and this is especially true with aluminum and magnesium where marked improvements in metallurgical processes and products took place during the war years. Nevertheless, the light metals and alloys, particularly aluminum, are advancing in commercial importance and are finding their niche in industry. New applications during the year have resulted from a better over-all knowledge of properties, handling, etc., rather than from revolutionary new developments.

Abstract-US Bureau of Mines efforts under longwall research programs to develop the capability to predict support requirements for longwall/shortwall support systems are discussed. Ground control studies are being conducted in conjunction with several longwall/shortwall demonstration projects. Geologic, support performance, and strata behavior are being documented on these projects. A hypothesis is presented for the prediction of support requirements.

I. INTRODUCTION. WE owe to the courtesy of Mr. R. M. Raymond, Manager of the El Oro Mining & Railway Co., Ltd., the permission of publishing in this paper the results of a series of experiments and tests made in view of determining the economical limit to which the fine grinding of the ore by tube-mills could be carried on. For the sake of clearness, the following definitions are given of certain terms used in this paper, as well as of the units and screens in the experiments. Slime : In a general way " slime" is that mill-product, of which from 90 to 95 per cent, will pass a 200-mesh screen (0.067 mm. aperture), and which is treated as one class of material in the El Oro cyanide-plants. As a screen-product, slime constitutes all material that *ill pass a 200-mesh, screen. In sizing, the following products are distinguished:- Coarse Sand : That material remaining on a 100-mesh (0.111 mm. aperture) screen. Fine Sand : That passing through. 100-mesh and remaining on a 200-mesh (0.067 mm. aperture) screen. Slime: That passing through 200-mesh. Fines, which pass through 200-mesh and settle in 30 seconds, and silt, which does not settle in 1 minute. Sand-index : The number proportional to its total fineness considered from the economical point of view, as explained on page 93. Absolute extraction : The percentage of values actually brought into solution. Actual extraction: The percentage of values actually brought to the ziuc-boxes. Units : Dollars, U. S. AN insistent and steadily growing demand is evident for the broadening of undergraduate curricula in engineering. Among suggested additions are training in public speaking, report writing, business law and contracts, accounting, finance, money and banking, scientific management, economics, social and labor problems, psychology, and ethics. The demand for these subjects comes from the older engineers and from the industries that employ our graduates. Of course, many of the men who suggest such changes are influenced largely by their personal needs and contacts, but the demand is sufficiently widespread to merit serious study by educators. In fact, many educators themselves concur in the proposals for broader training. These matters were examined intensively a few years ago in an exhaustive study of engineering education. Opinion at that time was rather strongly against any profound change. Since then, however, the whole economic system has undergone violent disruption. Even if recommendations made a few years ago were appropriate to the conditions then- obtaining, the enormously changed conditions of the present make advisable a further careful study of this problem. In recent years, mergers, to reduce costs, have sharply limited the number of engineers employed and have thereby intensified the struggle to secure positions. In this stiffer competition, engineers with the most adequate training undoubtedly fare the best.

1. INTRODUCTION. AT the Lake Superior meeting, September, 1904, Messrs. A. Gibb and R. C. Philp presented a paper entitled " The Constitution of Mattes Produced in Copper Smelting,)' in which they concluded that ferrous and cuprous sulphides formed the chemical compound, 5 Cu2S, fee. They arrived at this inference from the observed fact that a matte containing Cu2S, 90.4, and Fee, 9.6 per cent (or, in round figures, Cu2S, 90, and Fee, 10 per cent.), did not contain any metallic copper, while one with more than 10 per cent of FeS readily dissolved copper, and with less than this amount retained copper in mechanical suspension. Although they determined the melting-points of five mattes containing from 32.6 to 80.1 per cent of copper, they did not draw a freezing-point curve, as the necessary apparatus was not available. A microscopical examination of 11 polished samples, gave them a grayish-black field of very uniform appearance, except that 5 of the specimens showed the presence of metallic copper. The object of the present investigation was to supplement the above paper by drawing the freezing-point curve of the series ferrous sulphide cuprous sulphide, and to see how the constitution could be further, revealed by microscopical work. The results obtained lead to conclusions very different from those of Gibb and Philp. While their paper bears the date 1904, it was published only in 1906.2 In the meantime, Bolles3 had presented his paper, "The Concentration of Gold and Silver in Iron Bottoms." The raw material which formed the basis of the research was a matte containing Fe, 61.68, and Cu, 11.20

MODERN industry's incessant demands for increased operating efficiency and lower costs require that hazards attending all occupations be reduced to a minimum. Reduction of the inevitable losses that result from accidents and injury to the worker is one of the important economic problems confronting industry today and is the basis for the widespread safety movement. Dr. Charles E. Munroe, chief explosive chemist of the U. S. Bureau of Mines, is father of the statement, "The existence of a nuisance is evidence of an economic waste." This pointed expression of the internationally recognized scholar and explosives engineer has a direct relation to the prevention of accidents. Every injury and death in industry is a waste in human endeavor and a lessening of productive gain. Dr. Munroe has aptly paraphrased his previous summation with reference to wastes as follows: "A lost-time accident is evidence of an economic waste." That the economic waste entailed by occupational accidents is chargeable to industry is well substantiated by the fact that all but four states (Mississippi, South Carolina, Florida and Arkansas) now have workingmen's liability and compensation laws.

AS the term "hardness" is used with many different meanings, it should be understood that it here means resistance to deformation by compression. It was determined by measuring the pressure, in pounds per square inch, necessary to reduce by 20 per cent., the length of cylinders 1 in. (25 mm.) in diameter by 2.6 in. (66 mm.) long. The tests were made at Columbia University on an Olsen 400,000-lb. machine, the load being applied at a constant rate of speed 0.0319 in. per min. The results were obtained by Messrs. Rigg and Williams, and some of them were given in a paper read at the Sixteenth Annual Meeting of the American Society for Testing Materials, in June, 1913. The remainder of the results were obtained in subsequent experiments by the same authors. In all cases, the results given are the averages of three or more closely concordant tests. All of the spelters tested were of standard commercial grades and all were of compositions making them good deliveries. The accompanying table gives the results arranged in the order of increasing hardness:

THE following notes, prepared in 1908, as the result of a personal examination and extensive explorations under my direction in 1906, have been revised and greatly augmented after two subsequent visits and further explorations in 191.0. The hard iron-ores of the south coast of Oriente Province, in the island of Cuba, have been known for many years, in fact one mine has been in operation for more than 20 years ; but it is only within the past four years that the large mantle-deposits of brown ores of the north coast have attracted serious attention. A. C. Spencer 1 has described these ores in a paper, entitled Three Deposits of Iron Ore in Cuba, which refers to the Mayari, Moa, and Cubitas deposits. C. M. Weld,2 in a scholarly paper on The Residual Brown Iron-Ores of Cuba, has discussed the character and possible genesis of these deposits with particular reference to the Moa field, calling attention also to the Taco and Navas fields in addition to those described by Spencer. Descriptive articles with reference to the Mayari field, and a few words about the Moa deposit, have also appeared.3 It is the purpose of the present paper to give some account of the exploration of the Moa deposit and to call attention to its commercial importance. LOCATION. The Moa district is situated on the north coast of the . Province of Oriente, which is the most easterly province of the island of Cuba. The author expresses it in terms of the thickness of rocks of an arbitrary density, 2.4, which might be considered wanting. The accordant heights of the summits, the depths of the folds, the deficiency in .gravity, and denudation he finds to be connected. The Alps float on the lightness of the folds of "sal" of weight 2.6 to 2.75 plunged into the heavier "Sima" according to a for-mula: P = h (2.7/2.8-2.7) where - P is the depth of fold-ing below sea level; 2.7 is the weight of the material accu-mulated in folding; 2.8 is the weight of the material dis-placed by it; and h is the mean height of the mountainous regions. For instance, between the valley of Saar and the Val de Bagne in Valais the depth of the folds according to Ar-gand's profiles is between 30 and 40 kilometers. The loss of gravity has been estimated in this region as 1450 X 2.4 = 3480 in units of weight. Obviously errors in the densities would profoundly affect the estimates of the thickness of folding, but his depths of folds are obtained from sections, and from them he works back to the densities. Wilser's investigations as to the best way of obtaining the weight of rocks per unit volume. The use of mercury for rocks affected by water as there recom-mended may easily give too large volumes unless 1 to 3 atm. pressure is used. Thick machine oil is recommended for large lumps of clay.

The Precambrian of Midcontinent United States includes a metamorphic belt of probable Middle Precambrian age, a belt of Keweenawan volcanics and sediments, and widespread igneous activity that extended from Iowa to Texas. Most of the present structural configuration of the Midcontinent was developed by epeirogenic movements during the Paleozoic. The dominant elements are basins and arches. Three major metallogenic provinces occur in the Midcontinent. They include the Missouri Precambrian iron ores, the Lake Superior copper ores, and the Mississippi Valley lead-zincbarite- fluorite deposits. Several large iron deposits, occurring in rhyolite and andesite host rocks, are known. Both discordant massive bodies and replacement- type bodies occur. The iron deposits are believed to have been formed during the period of igneous activity. They are essentially the same age as the volcanics and older than the granites that intrude the volcanics. The Lake Superior copper ores include two established districts, the Keweenawan district and White Pine, and the copper-nickel deposits in the Duluth gabbro. The lead-zinc-barite-fluorite deposits include four major districts, Southeast Missouri, Upper Mississippi Valley, Tri-State, and Illinois-Kentucky, and at least eight minor districts. Ore may occur in stratiform deposits and in veins. The major districts all contain stratiform deposits, but several have produced appreciable quantities of vein ore. Only vein deposits are known in some of the smaller districts. The major features of all districts can be catalogued in terms of host rocks, structural patterns of districts, types of ore-bearing structures, and mineralogical characteristics. From these features, a Mississippi Valley type ore body, in its type area, can be defined.

IN the middle of the eighteenth century John Frazier and wife, Sarah Ingraham, removed from Boston, Mass., to Philadelphia, Pa., where he was held in such esteem that we find him one of the Committee which arranged the ball at Washington's inauguration. Their son John. Nalbro Frazier, was prosperous in his mercantile career and fortunate in his wife, .Anne West; who was an important personage in the early life of Professor Frazier. This cultured lady brought into the family an atmosphere of religious enthusiasm, of thoroughness and: of unity of purpose. Her son, Benjamin West Frazier, inherited her traits and displayed them during a. short and active life. Like his father, he engaged in mercantile pursuits, and was a member of the firm of Zimmerman, Frazier & Co. In their interests he lived for a short- time in Montevideo, and on his return married Isabella Zimmerman, a daughter of the head of the firm. Their happy married life was cut short by the death of Mrs. Frazier shortly after the birth of the subject of this sketch which, occurred October 3, 1841. Mr. Frazier did not long survive her, and left his orphaned sons to, the care of his mother, from whom he had inherited a lovable and deeply religious nature, an : artistic temperament and a capacity for thorough work. Whatever of these traits fell by inheritance to these children were strengthened by the influence of their grandmother, and. the purity of mind, the delicacy of sentiment, the refinement of honor, which characterized. Professor Frazier, are due to Anne West Frazier, and are generally present in the characters of all of gentle blood who have been under the sole and immediate influence of a mature and refined woman. THE tensile properties of steels at elevated temperatures have been studied by numerous investigators,1 primarily for the purpose of determining their suitability for structural uses. Tests with this objective have been confined largely to the temperature range of approximately 20° to 500° C., because of the rapidly decreasing tensile strength at the latter temperature. Tests have also been extended to higher temperatures for the purpose of determining the most suitable forging range. This temperature range is also of theoretical interest. The phenomenon of increased tensile strength and decreased ductility in the so-called "blue-heat" range, approximately 200° to 300° C., is well known. It was suggested to the Bureau early in 1926 that a study of the properties of rail steels in this temperature range might prove of interest in relation to the studies of transverse-fissure failures in rails. There were available from another investigation3 several new rails from several different heats made to approximately the same specification requirements, the complete manufacturing histories of which were known. It was decided to determine, at least in the preliminary series of tests, only the ultimate tensile strength, elongation and reduction of area, because of the difficulty, time and cost involved in determining the proportional limit and yield point at elevated temperatures.
