Measuring The Economic Viability Of Resource Projects (A Western Surface Coal Project) The bankers approach to the analysis of a new "green fields" mining project is similar but different from the approach that the pining company might take. The purpose of this paper shall be to discuss the techniques that are used by mining companies and bankers as they try to measure the economic viability of mining projects. The analysis of these new projects (by both the mining companies and the banker) is based on a projected revenue stream and not on historical earnings or past perfomance because these projects are start up situations with no history to look to. The starting point in the analysis of these projections is the choice of the assumptions to be used in preparing these projections. After the assumptions have been determined and the projections are prepared then the projections are submitted to various tests in order to determine whether the project measures up to previously agreed upon minimum standards. In order to illustrate the analytical procedures used in evaluating a mineral project the writer has constructed a hypothetical case involving the development of a western surface coal mine (Property). The basic data in connection with this hypothetical new project is described in the next section of this paper. After the Description of the Project is a section which shows the type of analysis that a mining company might prepare in order to approach a bank for a loan and the final section illustrates the type of analysis that a bank might prepare in evaluating this loan request. Description Of The Project or Basic Data In Connection With Undeveloped Western Surface Coal Property An independent mining/geological Consultant's report has been completed on the Property which confirms that the Property contains 175 million tons of economically recoverable coal subdivided into the following reserve categories in accordance with U.S. Bureau of Mines and U.S. Geological Survey definitions: Measured or Proven 90,000,000 Indicated or Probable 50,000,000 Inferred or Possible 35,000,000 The owners of the reserves have chosen to drill up those reserves that are nearest to the subcrop and have not spent as much time on those portions of the Property which are on the fringes of the deposit where the overburden is thicker because the stripping ratio and hence the operating costs and capital requirements are higher down dip. The proven reserves are based on an average thickness of 80 feet, of which a mining recovery of 90% is projected. The overburden thickness varies from 0' to 280' with an average thickness of 127'. The overburden consists mainly of scoria, sandstone, gravel, shale and silty clay. 134 holes were cored (and analysis done on five foot increments) in the measured reserve on the following spacing: 100 foot centers to define the burn line; 1,320 foot centers to define the early mining areas; 2,640 foot centers to identify the later mining areas.

At the outset I would like to make it clear that I do not enter this discussion in a controversial spirit, but in an attempt to contribute something helpful to an understanding of a difficult problem. I have too high regard for the- sterling quality of the work of the men who have studied this subject in detail to offer anything in the way of essential contradiction to their statements of fact. Difference of opinion arises from differing valuation of the possible alternative hypothesis which these facts suggest. Some degree of recrystallization in limestone contact zones has been recognized by many investigators. Earlier investigators, for the most part, assigned an important, if not the most important, ro1e to recrystallization in development of these zones. With the growing recognition of introduction of ores and gangue materials into the contact zone from igneous rocks through the medium of primary magmatic solutions, there has been a tendency to ascribe to this process most, if not all, of the chemical and mineralogical characteristics of the contact zonc. This has involved a correspondingly diminished emphasis on recrystallization of substances already there as a factor in the process, and in some cases even the complete elimination of this hypothesis. From detailed study of a few contacts, casual observation of others, and a general familiarity with the literature, some of us have been led in recent years to raisc the question whether the pendulum has not swung too far away from recrystallization toward direct introduction from igneous sources, and to argue for more recognition of the part played by recrysta11ization.l The inevitable sequence has been that those of us who have .taken this view have been charged, at least by inference, with emphasizing recrystallization to the total exclusion of the alternative process. Scientists, like other men, like to classify and pigeon-hole views under simple and definite designations, leaving out qualifications which would tend to make the classification more difficult to state. This has made the problem seem more definite and simple, but has tended to obscure the fact that the disagreement is primarily not one relating to essential facts, but one of

The Circuitron herein described applies current from the classifier motor circuit and energy from the sound of grinding media to move an oscillating disc. The disc through a photoelectric cell controls the speed of the ore feeder and consequently the amount of ore delivered to the mill. THE Telluride Mines, Inc. at Telluride, Colo., is operating a flotation concentrator recovering lead, zinc, and copper with some gold and silver. The nominal capacity is 500 tons per 24 hr. The ore, which comes from several different mines, is characteristic of the district, changing from extremely tough rhodonite to soft gouge. The ore is crushed and washed, recrushed, and delivered to the mill bin at about % in. to serve as ball mill feed. Details of Grinding Circuit The material from the fine-ore bin is carried over a belt feeder driven by a Reeves vari-speed device. The belt discharges to a No. 86 Marcy ball mill, which operates in closed circuit, with jigs and a 6-ft Dorr classifier. A Massco density controller holds the density of the classifier overflow at a predetermined point. The overflow, which contains about 5 pct + 48 mesh, goes to the flotation section. Manual Operation Before the adoption of automatic control for the grinding circuit, this work was all done manually by the operator. The bin gate was set to deliver 40 to 50 lb of ore per lineal foot of belt, and the speed of the belt was adjusted by the operator to deliver at the rate of about 500 tons per 24 hr. As the ore changed in hardness, specific gravity, or in the amount of moisture, or, as the size of the feed changed due to bin segregation, crusher setting, or other causes, the operator made corresponding changes in the rate of feed by manipulation of the Reeves control. Sometimes these changes occurred so rapidly that they caused sharp, pronounced surges, which created very considerable unbalance from normal conditions in the grinding circuit and, more critically, in the flotation section. Since it is not possible for the operator to anticipate or follow such changes closely, a very considerable unbalance from normal conditions may occur, which will require a drastic change in the rate of feed. These surges upset the fineness of grind and interfere radically with the balance between tonnage and reagent control. All of this tends to reduce the grade of concentrates, increase the loss in the tailing, and thus decrease the recovery of values. The Circuitron Some years ago, The Mine and Smelter Supply Co., in conjunction with the operators at the Telluride Mill, undertook to build a device that would give close control of the rate of feed from the ore bin and to coordinate with this a related device that would regulate the amount of sand load on the classifier rakes. Emphasis was strongly laid on the fact that such a control must apply to the entire grinding circuit and must include the feed to the ball mill, the classifier sand return, and the density of the classifier overflow. To alleviate pollution more restrictive legislation is being enacted, either limiting emission of pollutants or the type of fuel that can be utilized. The nature and magnitude of air pollution problems affecting the mining, preparation, coking and combustion of coal are described. Methods for combatting particulate emissions by use of mechanical separators and electrostatic pre-cipitors are discussed. Proposed methods to meet the problem of gaseous emissions currently receiving considerable attention are described, with special emphasis on methods to decrease pollution by sulfur oxides. Concern about air pollution goes back several centuries, but until very recently most effort has been aimed at coal smoke and other visible pollutants. The classic example of a 'successful' campaign for smoke abatement and control is the fruitful combined effort of the city of Pittsburgh and its surrounding Allegheny County, which eventually led to the reconstruction of downtown Pittsburgh at an estimated cost of one billion dollars. Historically, the city's downtown Golden Triangle district had been afflicted by pollutants evolving from steel mills, from a variety of other industries, and from railroad locomotives. Efforts to alleviate the situation prior to 1943 were virtually ineffective. In 1945, however, a comprehensive redevelopment plan was prepared and backed by state authority. Within a few years a clean, modern metropolis has evolved where once stood America's famous 'smoky city.' But the victory in Pittsburgh, as in various other American cities, has not solved the national problem. Current estimates indicate that 133 million tons annually of air pollutants from all sources still are emitted annually into the atmosphere above the United States. About 10% of this annual effluent is particulate matter so that most of the remaining pollution problems will be solved only when other effluents are reduced. Essentially, these are sulfur oxides, nitro- gen oxides, hydrocarbons, and carbon monoxide. Over the years, both states and local communities have tended to increase the restrictions on smoke and fly ash — problems mostly of concern in the combustion of coal. Prior to the middle 1950's, ordinances sometimes permitted emissions of smoke equivalent to as much as No. 3 on the Ringlemann scale. Since 1956, no ordinance has been passed which allows smoke of greater than No. 2. Under today's conditions of improved fuels, equipment and practice, a few communities have passed laws prohibiting emission of smoke of any density darker than Ringlemann No. 1. The majority of existing laws on fly ash emission in the U.S. limit emissions equivalent to 0.85 lb of fly ash per 1000 Ib of flue gas. In recent years, however, regulations which have been adopted give cognizance to the higher level of performance now obtainable with improved equipment. A comparison of the restrictions of five codes adopted since 1960 is given in Table I. The most stringent of these is the one for New York City which provides for a maximum emission of 0.6 lb fly ash per million Btu heat release (equivalent to roughly 0.51 lb/1000 lb of flue gas). The first comprehensive effort to restrict the emission of SO2 resulted from the passage of a 1937 law in St. Louis. This regulation stipulated that coal containing in excess of 23% volatile matter and 2% sulfur must be washed, thereby presumably producing some effective reduction in the input sulfur content. This was followed in 1949 by a Los Angeles County law which prohibited the emission of SO2 in concentrations greater than 0.2%. Most SO2-restrictive legislation passed since that date has been based on this limiting 0.2% SO2 by volume, although modifications are occasionally permitted under selected conditions, sometimes based on the fact that certain limiting ground concentrations are not exceeded — such as in the rules adopted by the San Francisco Bay area. To date, no legislation has been passed in the U.S. to limit the generation of nitrogen oxides from the combustion of fossil fuels. However, such oxides are considered to be of potential importance in air pollution control because of their possible detrimental effects on health and their reported role in the formation of photochemical smog. Interest in reducing oxides of nitrogen from powerplant and auto exhausts is increasing and regulations limiting their quantity can be expected in the future.

TO the large majority of visitors the unique features of the National Park are interesting chiefly on account of their novelty. Scientists of all schools may find here food for reflection, and much that is rare and marvelous; but the real, practical uses of the reservation, aside from its pleasure-giving adaptations, are not as yet fully appreciated. Since 1873, the writer has on frequent occasions expressed freely his own views upon the proper means of utilizing the Park for the best interests of science.* Some of the recommendations made have been adopted by the authorities. At the suggestion of friends I present here a brief statement of facts concerning matters which may be of advantage for visiting engineers to know, hoping that the very limited stay of the Institute may thereby be rendered a little more profitable, and that our common profession may possibly receive some benefit. First, then, it should be understood that, as in many other cases in. the West, the present routes to the Park from the south are not the most direct. The expedition of Captain (now Major) Jones in 1873 discovered a practicable route for a, wagon or railroad via the head of Wind River, through To-gwo-tee Pass and Two-Ocean Pass, by which the distance from Point of Rocks, Wyoming, on the Union Pacific R.R., to the Yellowstone Lake, is only 290 miles. Eventually, it is probable that a railway line from Cheyenne or some other point in Wyoming will be constructed, which, taking advantage of

The general energy equation, including change in kinetic energy, was solved by numerical integration and used to evaluate simplifying assumptions and application practices over a wide range of conditions. When extreme conditions were encountered, sizable errors were caused by large integration intervals, application of Simpson's rule and neglecting change in kinetic energy. A maximum error of only 1.31 percent was caused by assuming temperature and compressibility constants at their average value. It was discovered that a discontinuity can develop in the integral for the injection case. This discontinuity indicates a point of zero pressure change and is an inflection point in the pressure traverse. INTRODUCTION When a pressure in a gas well is to be calculated, one of the first decisions is to select a method of calculation. In many instances, this selection becomes a problem because the literature, at best, provides an evaluation of any method for only a limited range of conditions. Once a method has been selected, a question often arises as to the size of the calculation interval which should be used. The question regarding calculation interval arises because an analytic solution is not obtainable and approximate solutions must be used. This paper presents an evaluation of major assumptions and application practices of probably the two most widely used methods for calculating steady-state single-phase gas well pressures. The two methods are Cullender and Smith1-" (numerical integration), and average temperature and com-pressibility. The Cullender-Smith method assumes that change in kinetic energy is negligible and is normally applied in two steps with a Simpson's rule correcton. The average temperature and compressibility method, in addition to neglecting kinetic energy change, asumes that temperature and compressibility are constant at their average values. This method is normally applied for wellhead shut-in pressures of less than 2,000 psi, and in one step. Computer programs were written to compute bottom-hole pressure with and without the assumptions, using various approaches. Values of input parameters investigated are shown in Table 1. Flow rate was limited to a maximum of 5,000 and 10,000 Mcf/D for tubing sizes of 1.610 and 1.995 in. ID, respectively. Flow rate was also limited to 10,000 Mcf/D for a tubing size of 2.441 in. ID when wellhead flowing pressure was 100 psia. These limitations were imposed on flow rate so as not to exceed sonic velocity. The z factor routine available necessitated limiting bottom-hole temperature to 240F and wellhead pressure to 3,000 psia. Pressures were compared on the basis of percent deviation from the trapezoidal integration of Eq. l or 2 at 100-ft intervals. A preliminary investigation indicated that a 1,000-ft interval solution would differ from a 50-ft interval solution by less than 0.25 percent; therefore, the 100-ft interval was chosen for a base. For the purpose of comparison, deviations less than 1 percent were considered insignificant. where 111.1 qeC2/d p = kinetic energy term. THE Homer iron-ore mine is at Iron River, Mich. Because it covers a large area, 400 acres, and because there was a considerable depth of water in the glacial drift above most of the ore bodies, this mine has presented a number of unusual and often difficult operational problems. The purpose of this paper is to discuss a few of the most important problems encountered. SURFACE WATER Mining on this property was started on one 40-acre tract. The ledge in this area was the highest on the property and, although it was a real problem, water could be handled by underground pumping. During the first period of mining, drifts were driven just under the ledge and holes were drilled through to the surface material. In later years these drifts have been extended wherever possible. Although these drifts assisted in the drainage problem, it was evident they would not be sufficient alone. Before mining on a large scale could be started on this property, the water problem had to be solved. A number of test holes were put down to the ledge, and showed that there was an average 150 ft. of water-saturated glacial drift above the ledge over the rest of the mine. The upper 70 ft. was gravel and sand and the lower 80 ft. clay and hard pan, with some narrow seams of sand and gravel. It was evident that the water above the clay seam could not be drained off through openings in the ledge and for that reason it was decided to install surface drainage wells. This method of drainage was entirely new at that time and was pioneered at the Homer mine. The sinking of the first well was started in June 1929. Immediately following the first well a number of wells were sunk, but only to the top of the clay seam. This was done with the idea that a greater capacity could be obtained in a shorter time from gravel seams where the water flowed more freely and that the cost of pumping the water above the clay seam would be considerably less than if the wells had all been sunk to the ledge at once. Before the drainage of surface water was started, 1200 gal. per min. against a head of 800 ft. was being pumped from the mine. By March of 1932, with five surface wells in operation, the mine pumping had been reduced to 150 gal. per min. At this time we were pumping 5000 gal. per min., under an average head of 110 ft. from the surface wells. The total pumping costs were 30 per cent less than in 1929 because the greater capacity was being pumped at a much lower head. From 1932 to 1936 the mine was idle and all surface pumping was stopped. Since 1936, 10 new wells have been added with a total pumping capacity of 8000 gal. per min. at the present time. The water level has been lowered 70 ft. since surface pumping was started in 1929, and it is now approximately at the top of the clay. To remove the water below the clay seam, 11 of the 15 wells were sunk to the ledge.

THE term oil property, in this discussion, includes any type of easement or grant under which petroleum might be produced; it ranges from the mere right to drill on undeveloped wildcat acreage up to a fully developed oil property. The values of an oil property, as thus defined, vary widely according to the use for which it is intended, whether it is from the viewpoint of the speculator, the fraudulent stock promoter, the refiner and pipe-line owner, or the oil producer. The market value of a property is usually a combination of some two or more of these influences, and occasionally a combination of all of them, but we prefer to treat each viewpoint as distinct from the others, allowing the reader to make his own combination in such proportions as his inclination and property seem to require. This paper will treat the subject from the viewpoint of the oil producer. However, the other influences have such bearing on the cost of property to the producer and on the price he might obtain by its sale as to warrant brief discussion of them. Speculation, particularly lease speculation, is a parasitic growth on the oil industry, healthy enough, but of no economic value. The class of property usually dealt in for this purpose is the undeveloped lease. Its speculative value may have some relation to its probable productive value, but most frequently this value is the product of temporary excitement due to local development. The lease speculator, seeking out the trend of development or securing early information regarding a proposed test or a new discovery, immediately secures leases whose market value will be increased when the existence of such development becomes more widely known. His profits are purely unearned increment. Not proposing to spend money in exploration, he can afford to compete in purchase with the operator, who, in addition to bonus paid, must spend large sums in testing out his own acreage and that of the nearby speculator as well. It has a tendency to compel unduly high bonuses.

The application of artificial refrigeration, or air-conditioning, to the ventilation of deep, hot mines has long been a subject of interest to the operators of such properties. Artificial cooling of the air in theaters, railroad coaches, and various industrial plants has been so successful within recent years that it has been natural to assume that the adoption of similar methods would afford a ready solution to the difficult problem of mine ventilation. It should however, be obvious, that although there may be nothing technically impossible in the application of this process to mine ventilation there is a great economic distinction between the maintenance of a high standard of comfort for a large number of people in a relatively small space such as a theater and the cooling of air to improve working conditions for miners scattered throughout the extensive workings of a large mine. Many methods of air-conditioning have been considered by the management of the Anaconda Copper Mining Co. at various times, but until the development of the process to be described in this paper none has seemed economically practicable. The Ventilating Problem at Butte The main obstacle to satisfactory ventilation in the Butte mines is the normally high temperature of the granite country rock. In the present operating zone, rock temperatures as high as 120' F. have been noted, and in some parts of the district the rate of increase of temperature with depth has ranged as high as 3.5" F. per 100 ft. Other factors, such as the decay of mine timber and the oxidation of sulfide minerals in the ore bodies, contribute to raise the temperature of the air in the working places but, particularly in the development of the mines to greater depth, the naturally high temperature of the rock is of predominant importance. In few other places, probably, are the ordinary ventilating measures more hindered than at Butte. At an operating depth now exceeding 3000 ft., all of the air required for ventilation must pass through timbered shafts which, because of heavy ground, are of small size and offer great resistance to the flow of air. Shaft compartments are rarely more than 4.5 X 5 ft., and the shaft area open to the flow of air usually does not exceed 65 sq. ft.; in only two shafts is the area as great as 85 sq. feet.

IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world's output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the 'problem is peculiarly and in a, very practical sense an international one.

The author has made a statistical analysis of the relations between recovery and length of cores, diameters of cores and of drill pipe, and cost of coring under different contractual conditions. The data are presented in tabular form. The length of the core appears to play a minor part in the percentage recovered, with a tendency to lower percentages with increased core length; approximately 50 per cent of the length cored is normally recovered if the cores are more than 2 in. in diameter. The diarneter of the core has a more pronounced influence on the recovery; 1 3/8-in. cores average 29.1 per cent, 2 1/8 -in. core 53.4 per cent and 3 1/8-in. cores with 6 5/8-in. drill pipe 68.5 per cent. Where 31/8-in cores were taken with smaller diameter drill pipe, i. e., 4 1/2 - in. drill pipe in 8 1/4-in. hole, the recovery dropped to 49.8 per cent, indicating that the more rigid drill pipe favors good core recovery, a conclusion also borne out by the results obtained in using large drill pipe for smaller diame-ter cores. Surprisingly good recoveries were obtained from both the Johnson and Simpson sands; shale, limestone and dolomite each gave less then average recoveries. No serious fishing jobs resulted from coring operations. Attention is called to the need of a core drill which will make it possible to drill a full-sized hole while coring, and thus reduce the cost of cores. Data pertaining to core drilling should be consistently recorded, such as, diameter of drill pipe and collar, diameter of core, recovery, size of cutter heads, type of core-barrel, coring time, speeds of rotation and of pumps, weight on core-barrel, etc.

By quenching liquid alloys, single-phase solid solutions are obtained in the ranges 0 to 42.0 at. pct Co-Au and 0 to 15 and 75 to about 100 at. pet Co-Cu. Metastable solid solutions are also found in multiphase 42.0 to 49.0 and 69. 0 to about 100 at. pet Co-Au alloys. fie inability to achieve complete solid solubiliiies in Au-co and cu-co alloys is rationalized by a conszderation of the rate processes during cooling and solidification. Trends in lattice distortion and shifts in the compositions of the melting-point minima and critical points are discussed for the binary alloys of copper, silver, and gold with some of the transition metals of the first long period. By rapidly cooling alloys from the melt, a continuous series of metastable solid solutions can often be obtained for components of similar crystal structure which normally form eutectic systems.' The eutectic system Au-Co, Fig. 1, and the peritectic system Cu-Co, Fig. 2, were investigated in order to determine the extent of the metastable solid solutions attainable with the present technique.* EXPERIMENTAL PROCEDURES Most of the alloys were prepared by melting weighed quantities of the elements (purity greater than 99.9 pct) under hydrogen in alumina crucibles by means of induction heating. After reweighing, the alloys were cast under argon into 1 mm diam wires. However, it was not possible to prepare some of the Cu-Co alloys with the requisite homogeneity (over about 1 mm3) in this way. For these alloys, reduced powders (purity greater than 99.9 pct) were mixed for 12 to 48 hr, pressed into compacts that were sintered at 1000º to 1050°C for 6 to 48 hr under hydrogen, and then furnace-cooled. Alloy charges of a few mm3, cut from the cast wires or chipped from the sintered compacts, were heated to 1550º to 1600°C in 30 sec in an alumina insert held within a graphite support and then ejected by a pulse of helium onto a lightly polished copper strip on the inner periphery of a rotating wheel. M OST operators of open-pit mines in the Lake Superior iron ore district are quite familiar with the use of fuel oil in the heavy-duty Diesel engines commonly used in truck-haulage service but some operators, including my own company, Pickands Mather, have had butane-engine trucks in service for several years, and less is known of their operation. One of the first installations of trucks for iron-ore haulage was in 1939 at a deep open-pit mine on the Cuyuna Range. These superseded standard-gauge steam haulage. Trucks then obtainable were equipped with 150-hp Diesel engines, and the speed of these units on an 8 % grade would have been so slow, considering the depth of the pit, that plans for an all-truck haul out of the pit were rejected. THE problem of the proper size and capacity of the open-hearth furnace has been a predominant issue ever since its inception some sixty years ago. The original furnaces, built in 1868 at Landore, England, were only to 3 to 4 tons capacity, and from' this there has been a steadily increasing and almost uniform rate of expansion until furnaces producing 300 tons are in successful operation today. At the end of the first half of this 60-year period, or about the year 1900, 50-ton furnaces we're common. Up to this time the problems of expansion had been largely those relating to suficient capital and the engineering development of larger units. But as 75, 100-ton and larger furnaces were proposed apprehension grew and other questions assumed leading consideration.

JULY was a month of great turmoil, both economic and political, in many parts of the world. Instead of conditions improving, they seem to have been getting worse. In Ireland, civil war is still in progress. Germany was in the throes of a political upheaval. The meaning of the assassination of Rathenau became clear. It evinced the development of a class struggle between the bourgeois and socialistic parties which may rock the country to its foundation and will increase the difficulties of arranging things with the French and solving the reparations problem. In Poland, a similar contest is developing. Austria is already so completely contaminated by the socialist element that it is unable to get outside assistance and is thus falling into a state of despair but little short of what prevails in Russia. The conference at the Hague came to an abortive end for the reason that it was impossible to discuss affairs with the Russians in any reasonable way. The Germans declared their inability to meet the reparation payment that fell clue on July 15 and the Commissioners for the Allies granted them an abate-ment of a portion thereof and are listening attentively to the supplication of the Germans for a moratorium of one or two years. In the United States, July was a month of widespread labor troubles, accompanied by a great deal of disorder and violence, which led to detachments of the National Guard being called out in several states. The railway shopmen, about 400,000 in number, struck on July 1. The road maintenance men decided not to strike, but many thousands of them quit work without the sanc-tion of their union. There were more strikes in the textile industry in New England and in similar industries all over the country. Early in July, it was estimated that about 1,250,000 men were out on strike. The coal strike continued. Early in the month the President summoned operators and miners to Washing-ton and submitted a plan for the compromising of disputes. After a week's consideration the miners re-fused flatly to agree to anything. The majority of the operators consented to accept the proposed arbitration, but a minority refused. Following this abortive at-tempt the President dismissed the conference with the injunction "to return to your mine properties and resume operation." Production has not increased.

AT THE dinner at the Cosmos Club in Washington, tendered to Herbert Hoover on Jan. 5, on the occasion of his retirement from the presidency of the Federated American Engineering Societies, he made an informal speech in which he pointed out not only the unique position which the engineer now occu-pies by virtue of the new Federated Societies but also the opportunity that is thus presented for national service. In this connection and in pointing out some of the reasons for the present economic maladjust-ment, Mr. Hoover said in part: This body has entered upon a path of public serv-ice that is unique in the whole United States. The engineer has devoted himself all these years to the upbuilding of the material values of the United States. He has done that effectively more effectively than-has been accomplished in any other of the great countries of the world. The birth of this society marks the evolution of the engineer into an interest in public affairs. With his intelligence, his experience and training and the unique knowledge that he possesses not only of the material but the intangible values among our people, he is now organized so that his united voice may become heard outside of his profession. We have probably 175,000 engineers in our country, representing an intellectual possibility for service possessed by no other group. It is therefore an augury of real social development when the engineers of the United States join together for purposes of public service.

g samples of Cu-20 wt pct Ag alloy have been mdercooled to a maximum of 197°C by melting under a slag of commercial soda-lime glass in a vitreous silica crucible. No grain refinement of the primary copper was observed in samples undercooled to the maximum of 197°C. When the samples contained a small amount of oxygen, the copper dendrites were partially recrystallized at undercoolings greater than 97°C. In previous papers'-3 reporting the grain structure of undercooled silver and copper, it was observed that grain refinement was dependent on both undercooling and oxygen content. Grain refinement occurred in undercooled silver when the degree of undercooling exceeded the range 153" to 175"C, while in Ag-0 alloys (0.12 wt pct) fine equiaxed grains were exhibited when undercooling was greater than 50°C. Similarly, copper samples undercooled as much as 208°C displayed fan-shaped growth from a single nucleation site, while the grain structure of Cu-O alloys (0.08 wt pct) was fine and equiaxed at undercoolings larger than 150°C. Thus the presence of oxygen greatly reduced the undercooling at which grain refinement occurred. It was also observed that the change in grain size resulted from recrystallization and was not due to an enhanced nucleation rate in the liquid-solid transformation. It is possible that the influence of oxygen on recrystallization is due primarily to its presence as a solute element. walker4,' reported that, although a grain size change did not occur in pure nickel until the undercooling exceeded 150°C, small grains were observed in samples of Ni-Cu alloy solidified at small and large degrees of undercooling. Jackson et al.6 suggested that the fine grained structure of the Ni-Cu alloy resulted from the melting off of dendrite arms during recalescence. This remelting process may occur in alloys as a result of segregation during freezing which causes a variation in liquidus temperature from point to point within a dendrite. It was therefore decided to undercool copper with a metallic alloying element to ascertain whether the presence of a metallic solute would have a similar effect to oxygen in inducing grain refinement. A Cu-Ag alloy was chosen, since both metals had been shown to behave similarly on undercooling. The alloy Cu-20 wt pct Ag was selected since the eutectic constituent outlines the initial growth form of the primary copper, so that the as-frozen grain structure is not obscured if subsequent recrystallization occurs. This paper describes the results of undercooling experiments carried out with Cu-20 pct Ag samples undercooled to a maximum of 197°C and the effect of oxygen content on the grain structure of the undercooled samples. EXPERIMENTAL Melting was carried out in a small cylindrical resistance furnace using "fine" silver granulate and oxygen-free high conductivity copper. The procedure adopted was to melt the required quantity of silver in air in a clean vitreous silica crucible for approximately 15 min, freeze, and add granulated commercial soda-lime glass to form a complete surface slag cover, after which the sample was melted and frozen several times to reduce the oxygen content. The glass slag cover was approximately 3 in. thick. Pieces of copper (=50 g) were added to the crucible until the required quantity to make 350-g samples of alloy had been charged. Each piece was added quickly to the crucible which was held at a temperature slightly above the melting point of silver. The piece was quickly pushed beneath the glass to minimize oxidation and any oxide coating usually decomposed before the piece had settled down into the silver. After the full quantity of copper had been added, the melt was stirred with a silica rod to hasten homogenization and a Pt/Pt 13 pct Rh thermocouple enclosed in a vitreous silica sheath inserted for temperature measurement. Heating and cooling curves were recorded on a potentiometric chart recorder fitted with a zero suppression unit. The milli-voltage range of the recorder was adjusted so that temperatures could be read to 1°C. Heating and cooling curves were taken every hour until three consecutive readings gave the same solidus-liquidus range, consistent with the solidus-liquidus range for this alloy composition by reference to Hansen and Anderko.7 Metallographic examination of samples frozen at this stage, failed to show any variation in composition from bottom to top of the ingot. The members of the Institute living in the lower Mississippi Valley, I extend a hearty and cordial invitation to their fellow-members to meet with them nest October, in St. Louis. They believe that it will be a meeting of singular interest, inasmuch as the district in question can show in active production almost all of the more useful metals and non-metals. Perhaps too few know that the Southeast Missouri District, about 80 miles south of St,. Louis, and to which a special trip is planned, is the largest lead district in the world. It was that before-the European war, and, now that the production of lead has greatly increased abroad, and has correspondingly increased in the United States, this is one of the most interesting of all lend districts. RECENT papers by Williams, Sherwood, and Boothby,1 Seybolt et al.2 Heikes; and Roberts4 attest to the increasing importance of the hexagonal ferromagnetic compound MnBi. Since the magnetic properties of MnBi crystals are highly anisotropic, it is useful and necessary to have appropriate aids for determining their orientations—a (00.1) standard stereographic projection and a corresponding table of crystallographic angles for this structure. The tables of crystallographic angles for the hexagonal system available in the literature5 are computed for c/a ratios greater than that of MnBi and cannot satisfactorily be used to find the crystallographic angles of MnBi. A table of angles between the crystallographic planes (HK.L) and (hk.1) was calculated for MnBi from the formula0 F=are cos Hh+Kk+ 1/2(Hk+hK) + 3/4 (a/c)2Ll/v(H2 + K2 + HK + 3/4 (a/c)2L2) (h2+ k2+hk + 3/4 (a/c)2l2) on an IBM Type 650 Magnetic Drum Data Processing machine. The lattice constants used are listed in Table I and are those determined by Willis and Rooksby7 at 20°C. More recently published values obtained by both X-ray and neutron diffraction"' show no difference from these significant to the calculation. From the crystallographic angles between the basal plane (00.1) and the general plane (hk.1) in Table I, an (00.1) standard stereographic projection was made for MnBi which is shown in Fig. 1.
