DURING the summer of 1931, I spent four months in a study of the Willow Creek district, Alaska. This work was part of a general investigation of the territory contiguous to the route of the Government- owned Alaska Railroad. It was conducted by the U. S. Geological Survey to determine the real and potential merits of the mineral deposits, to stimulate development of them, and thus to increase the traffic on the Alaska Railroad.

(Wilkes-Barre Meeting, June, 1911.) My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its vicinity, which have excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. 'Fortunately, there were no pupils in the building at the time; but the thought of the possible result, bad the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken tip and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. All this tended to affect the credit of the city and to depress real-estate values. The matter was considered at a joint meeting of the Board of Trade, the Councils, and the School Board. The Hon. J. Pilot plant test work in 1942 and 1943 showed that by a combination of desliming, fine-size classification, and Sullivan deck concentration it is possible to recover heavy minerals such as cassiterite at least as fine as 10 microns in size. This appreciable improvement in gravity concentration practice has been substantiated by several full-sized plants.

All commercial aluminum contains small percentages of copper, iron, and silicon as unavoidable impurities. The purest metal obtainable commercially, special grade high purity ingot, contains a maximum of 0.50 per cent. impurities of which the usual minimum amount of copper is 0.01 per cent.; silicon, 0.12 per cent.; and iron, 0.20 per cent. This grade is too costly for most purposes. The two standard grades, Nos. 1 and 2, containing a minimum of 99.0 and 98.0 per cent. aluminum, respectively, are more generally used. Other grades of secondary aluminum often contain as high as 3 or 4 per cent. of impurities, which include 1 per cent., or more, of zinc. Specifications for high-grade aluminum-casting alloys generally allow a maximum of 1.7 per cent. for total impurities. The S. A. E. Specification No. 33, which is intended to cover alloys made from secondary aluminum ingot, gives the iron maximum as 1.5 per cent. and the maximum for silicon (including manganese and tin) as 0.75 per cent. The effect of even relatively small amounts of impurities on the physical properties of ingot aluminum is shown by the following cornparison of two lots of aluminum, which may be taken as representative of special grade and grade No. 2 ingot, respectively. The classical definition of a beneficiation engineer as one who treats an ore in order to separate and discard worthless fractions by essentially physical means is obsolete. Technology in the profession has advanced so rapidly during the last two or three years that educators have not been able to coin definitions to keep up with the pace. In the past some people have hesitated to include leaching or even agglomeration as minerals beneficiation, because of the major chemical changes involved. This view has fallen by the wayside, especially because a majority in the profession have become actively involved in extraction and pyro processes that go far beyond the original definition of mineral dressing. To say that there is a great revival of interest in leaching is putting it mildly, for the uranium business, like the gold business, now depends almost entirely on leaching. This revival of leaching, long overdue in mineral engineering, has been stimulated this year, especially as a result of the relaxation of security restrictions surrounding the recovery of uranium from its ores. It has brought new unit operations to minerals beneficiation, namely ion exchange and solvent extraction. These operations have appeared as resin-in-pulp, solvent-in-pulp, and liquid-liquid systems. In many cases these leaching and separation procedures, now reaching the production stage, have been engineered by minerals beneficiators. The trend toward leaching has also had impact on the technology of beneficiating other nonferrous minerals, especially copper, manganese, columbium, tantalum, nickel, cobalt, titanium, and the rare earths.

The Nivloc mine is 9 miles west of Silver Peak, Esmeralda County, Nevada. It has been operated by Desert Silver, Inc., since the summer of 1937. The cyanide mill treats 190 tons of silver-gold ore per day. In March of this year the main operations were about 2000 ft. west of the main shaft, which served as the downcast air passage for the mine. The mechanical blowers in use were sufficient to ventilate the west end at that time, but it was foreseen that as the mining area was extended ventilation would be an increasingly difficult problem, especially during the summer months. It was decided, therefore, to continue a raise from a point 100 ft. above the highest mining level (440-ft. level) to the surface; a distance of 443 ft. at approximately 65°. From this point 40 ft. of drifting would be necessary to connect with a shallow shaft on the surface. (Fig. I.) All the raise was serviced from the 440-ft. level; costs and progress obtained in the initial 100 ft. are included in the following pages. Choice of Raise A raise in this locality would have four objects: (I) to provide an ample supply of fresh air to the working places; (2) to explore the vein from the highest mining level to the surface; (3) to provide waste fill for stopes in the area, and possibly provide a transfer for waste from the surface; (4) to provide an emergency exit in the west end of the mine. Before the mining of an ore shoot in the eastern part of the mine, a similar raise had been driven for purposes of ventilation and exploration. This raise and subsequent mining showed the vein to be noncommercial for a distance of about 250 ft. below the surface. However, in the area under operation, old surface workings showed occasional values. Thus from a development standpoint the raise was an excellent prospect. The raise chosen was a three-compartment, stulled raise having two chutes and a manway. The manway inside timber measured 4 ft. 8 in. by 4 ft. 6 in.; it carried air and water pipes, a ladderway and a slide for a timber skip. The two chutes would be used for drawing off the muck and the cleaning of the bulkhead, as well as for ore and waste passes, which would be especially useful for lateral exploration from the raise. The fairly large cross section of the raise (6 by 15 ft.) would provide a large quantity of waste for backfilling, and more could be obtained from a glory hole on the surface. Time Schedule As speed in completing the raise was the main requisite, three shifts were considered, but two shifts were decided upon when it was found that three would necessitate considerably larger fans than those available for clearing the raise. A petrographic and chemical investigation was conducted to determine the occurrence and distribution of the organic and inorganic forms of sulfur in various size and specific gravity fractions of a high volatile, A-rank, Pittsburgh seam coal. The investigation was conducted to aid in the resolution of the problem of how metallurgical coke of lower sulfur content can be produced from high sulfur coals. The Pittsburgh raw coal contains about 2.4% S in two dominant forms: pyritic and organic. Pyritic sulfur constitutes about 57% of the total sulfur in the raw coal and occurs in macroscopic and microscopic-size particles. A plant cleaning process mechanically separates between 50 and 60% of the pyritic sulfur, mainly the macroscopic particles. The organic sulfur constitutes 41% of the total sulfur in the raw coal and 55% of the sulfur in the washed coal. Thus, organic sulfur is not reduced by physical methods of separation. Organic sulfur occurs in all the coal entities, but in general, increases as the exinoid content of the coal increases. In this study, it was found that carbonizing certain selected low gravity coal fractions containing an average of 0.45% pyritic sulfur and 1.01% organic sulfur produced cokes containing an average of 0.22% pyritic sulfur and 0.91% organic sulfur. However, the organic sulfur in the coke is probably derived in part from the heating of pyrite in the presence of carbon. Thus, the total sulfur in the coal carbonized is the most important factor affecting the sulfur content of the coke produced. Concentration of microscopic pyritic and organic sulfur in the middling-type coal indicates the necessity for rejecting as much of this material as is economically feasible. Most of the sulfur introduced into the blast furnace originates from the coke. Although the sulfur content of the hot metal can be controlled by the addition of flux, the flux used restricts the productivity of the furnace by displacing ore and requires first to be smelted; therefore, low sulfur coke is highly desirable. Since the sulfur content of coke is dependent upon the sulfur content of the coals from which the coke is produced, low sulfur coals are required to produce low sulfur coke. In the western Pennsylvania area, large quantities of good coking coal are available from the Pittsburgh seam, but this coal unfortunately contains relatively large quantities of sulfur. To provide information that might be useful in reducing the sulfur content of this coal in the cleaning process, an investigation was conducted to determine the physical and chemical forms in which this sulfur occurs and with what petrographic components it might be associated. The Pittsburgh seam coal, like most other coals, contains two dominant forms of sulfur: one occurs as the minerals pyrite and/or marcasite and is referred to as pyritic sulfur; the other is combined with the coal substance and is called organic sulfur. Pyritic sulfur is amenable to physical methods of separation, whereas organic sulfur is not. Pyritic sulfur particles must be freed from the surrounding coal if they are to be removed in the washing process. Generally, this requires crushing; the required degree of crushing being a function of the size and distribution of the pyrite. The present investigation was conducted to 1) determine the size, distribution and association of sulfur-bearing minerals in the coal and 2) to determine whether the organic sulfur has a preferential association with specific coal entities. If a preferential association exists, this knowledge may be useful in devising a method for organic sulfur reduction. In addition, a study was made to determine the extent to which pyritic and organic forms of sulfur in the coal contribute to the sulfur in the coke produced from this coal. A representative 3%-ton sample of raw coal was crushed to —3 in. and screened into square-mesh sizes: 3 to 1 in., 1 to % in., % to % in., % in. to 10 mesh, 10 to 35 mesh, and 35 to 200 mesh. Separate samples of the -200-mesh fraction and the all-size composite were also collected. IN 1923, Oklahoma took second place as an oil-producing state; whereas in 1922 it was the leader. California surpassed it, in 1923, by nearly 100,000,000 bbl. In 1923, Oklahoma produced, according to statistics of The Oil & Gas Journal, 165,013,685 bbl., or an increase of approximately 10 per cent. over the preceding year; the increase in California was approximately 90 per cent. The number of wells drilled in Oklahoma and the results of the two years are contrasted in the following table from data published in a preliminary bulletin by the U. S. It has been 32 years since oil development began in the state, last year being the largest in the amount of production. The production of the past year would have been considerably greater were it not for the shutdown order in the Burbank field and curtailment of production in the Hewitt and Tonkawa pools.

There are several exceptions from the practical operating viewpoint that might be taken with the paper. The author recommends using a "curve" in plotting safety factors of ropes and suggests that the U. S. Bureau of Mines change its present "step curve" method to the "curve" method. From an engineering theoretical point of view that is possible, but from a practical standpoint it is not possible. Rope manufacturers fabricate their ropes in diameter gradients of 1/16 in. to 1/4 in. which automatically sets up a step pattern gradient. If ropes were manufactured in the diameter gradients of 1/1000 of an inch or thereabouts, the curve method could be used. Also, from a practical standpoint, if an operator is to hoist from a depth of 4000 ft, for example, he will determine the size of the rope necessary for that depth, and it is only natural that he will have safety factor to spare at lesser depths, and in plotting this excess capacity the natural end result is a curve. The U. S. Bureau of Mines tables are set up so that the operator will know what size rope at the required safety factor he will need at his maximum depth. He is not concerned with lesser depths. W. A. Boyer (author's reply)-Mr. Grant states, "Rope manufacturers fabricate their ropes in diameter gradients of 1/16" to 1/4" which automatically sets up a step pattern gradient." There is no connection or relationship between the "size" pattern gradient and the present "factor of safety" step pattern gradient. The inherent factor of safety values for any particular size of rope with a given connected load when plotted for various depths is a curve, and with modern rope material and construction the inherent factor of safety curve is quite far removed from the present recommended factor of safety step curve. This is shown quite clearly in Figs. 3 and 4 of my paper.

The gradually increasing proportion of sulphide ores which lead smelters of to-day are called upon to handle has caused the roasting problem to become one of ever greater importance. Mines have increased in depth, methods of concentration have improved, competition in the purchase of ores has become more keen and it has been clear that new and modern methods of eliminating sulphur must receive a large share of attention. We may look back a score of years or so and recall the old hand roasters, some of which turned out a finely divided roasted product, and others fashioned with a "fuse-box" wherein the roasted ore was slagged. Then came mechanical furnaces of several types, the Bruckner cylinder, the Brown-O'Harra, the Ropp, and others, all designed to cut out the cumbersome hand labor of the old reverberatories. Roasting costs were thereupon reduced and tonnages stimulated to a gratifying extent. However, it seems to have been early recognized that this very feature of a greater amount of roasted sulphide ore as compared with oxide ore brought with it a train of difficulties at the blast furnaces. The mechanically roasted ore was fine physically, the blast furnaces were choked and the troubles of the smelterman were not at an end. Then the Huntington-Heberlein pot system of roasting appeared upon the scene, and later on the Dwight-Lloyd machines were invented, and inasmuch as both of these processes were designed not only to roast the ore but to agglomerate it as well, it was apparent that distinct steps in advance had been achieved. At the Murray plant, modern up-to-date roasting practice is fully exemplified and there are now in successful operation roasting furnaces or devices of several sorts: namely, Godfrey revolving-hearth furnaces, Wedge multiple-hearth mechanical roasters, Dwight-Lloyd sintering machines, and Huntington-Heberlein pots. Godfrey and Wedge furnaces will properly handle material high in sulphur, say ores with 25, 30, and 35 per cent. of that element; D. & L. machines and H. & H. pots will positively not treat efficiently ores or mixtures containing anywhere near the sulphur content mentioned, but are confined to charges containing in the neighborhood of 15 or 18 per cent. In passing, it may also be explained that, so far as the knowledge of the writer goes, Godfrey and Wedge furnaces do not economically eliminate sulphur to an extent

While the production of crude oil and condensate in South Arkansas increased only 1.7 per cent over the 1940 figure, complete utilization of gas produced with the oil and condensate, and heretofore wasted, was beginning to be evidenced. There were 26,229,264 bbl. of oil and condensate produced in South Arkansas during 1941, as against 25,790,380 bbl. for the year 1940. (Fig. I.) Since 1936, deep producing sands have been discovered in 18 fields and during that period only 40 per cent of the total state production has come from Upper Cretaceous formations while 60 per cent came from the Lower Cretaceous and Jurassic formations. The gas produced with crude oil and condensate from the latter formation contains large quantities of hydrogen sulphide, the maximum being 6900 grains per 100 cu. ft. in the Patton pool of Lafayette County. Gas Utilization During the latter part of 1940 and the early part of 1941, pilot plants were placed in operation to determine whether the hydrogen sulphide and deleterious material in South Arkansas gases could be removed economically. The Federal Government desired to build a large aluminum plant in the Ouachita Valley and was seeking cheap fuel for the generation of electricity. The fact that the gases were produced with appreciable quantities of crude oil and condensate made it available at a very low price, since the state's conservation law prohibits the flaring of any gas. As a result of these experiments the first large-scale unit for the processing of gases containing hydrogen sulphide was placed in operation on Sept. I, 1941. The plant is in the Magnolia oil field, Columbia County. It processes residue gas from the Shell Oil Company's gasoline plant in that field and also raw gas from the Village field, 6 miles east of the Magnolia field. The gas entering the desulphuri-zation unit is laden with approximately 1400 grains of hydrogen sulphide per 100 cu. ft. and is stripped to a content of 4 grains per 100 cu. ft. The capacity of the plant is 15 million cu. ft. of gas treated daily under a pressure of 160 lb. per sq. in. The cost of treatment, exclusive of depreciation, is appreciably less than I per 1000 cubic feet. Two other plants of much greater capacity have been announced and priorities have been granted, which should bring the total amount of gas treated to 150 million cu. ft. daily. The gas to be treated will have a maximum hydrogen sulphide content of 4500 grains per 100 cu. ft. and will be processed under a pressure of 600 lb. per sq. in. These developments are something entirely new in field practice for the industry. The fact that this heretofore wasted gas is available at very low cost has led to the location of some eight war industries within the state, in addition to the alu-minum plant. The gas entering the desulphuri-zation unit is laden with approximately 1400 grains of hydrogen sulphide per 100 cu. ft. and is stripped to a content of 4 grains per 100 cu. ft. The capacity of the plant is 15 million cu. ft. of gas treated daily under a pressure of 160 lb. per sq. in. The cost of treatment, exclusive of depreciation, is appreciably less than I per 1000 cubic feet. Two other plants of much greater capacity have been announced and priorities have been granted, which should bring the total amount of gas treated to 150 million cu. ft. daily. The gas to be treated will have a maximum hydrogen sulphide content of 4500 grains per 100 cu. ft. and will be processed under a pressure of 600 lb. per sq. in. These developments are something entirely new in field practice for the industry. The fact that this heretofore wasted gas is available at very low cost has led to the location of some eight war industries within the state, in addition to the alu-minum plant. ALTHOUGH data on the exact tonnage of recoverable coal silt are not known, the quantity produced in 1943 was estimated to be over five million tons for the anthracite region of Pennsylvania alone. Since that time the recovery of the No. 5 buck- wheat size previously included in silt estimates has increased greatly thus reducing the total silt tonnage. As a compensating factor, however, the methods of recovering silt previously escaping into the rivers and streams have been markedly improved so that the net figure may not have changed materially. Comparable estimates for bituminous coal are lacking, but undoubtedly the silt represents a significant tonnage. With the trend toward increased wet cleaning of the smaller sizes of bituminous coal, it is to be expected that even greater quantities of silt will be available in the future. The raw silt from anthracite collieries usually contains a high mineral matter content, but technological developments in fine coal cleaning have been making rapid advances and it appears probable that more extensive use of these methods will be employed in the near future. Bituminous coal silt in many instances contains a similar high mineral matter content. As with anthracite silt, however, the cleaning of this material, where necessary, appears both technologically and economically feasible. With a view to upgrading the size and value of silt, considerable laboratory and pilot plant work has been conducted by a number of organizations on what is commonly known as pelletization. Actually the process is one of extrusion in which the moist silt is extruded from a die in the form of rods, which usually break into relatively short lengths-a few inches long-as they fall from the die. Fig I is a photograph of some extruded 3/8-in. diam pellets and of the anthracite silt from which they were produced. This technique of producing larger sized material from fines is by no means new, having been used extensively by the industrial carbon and clay industries for years.' The application of the process to coal silt appears, however, to be relatively new. The first major program of investigation dates back only to July 1945, when a group of engineers representing the Anthracite Institute, The Pennsylvania State College and the J. F. Pritchard and Co. conducted preliminary tests on the extrusion of anthracite silt at the Floridin Co. plant at Warren, Pa. Since that time these three organizations-individually, together, and in co- operation with other interested groups- have actively pursued work on various phases of the problem. Much of the early history and details of the laboratory and pilot plant work by the Anthracite Institute, has been reported by Mulcey and Eckerd.2 It is the purpose of this paper to report additional information on the process, especially with respect to the factors influencing the quality and use properties of the product, and the current develop

The need for a better understanding of the effect of fluid pressure on the strength of intact and jointed rock has long been recognized. The behavior of pore fluid pressure was first pointed out by Terzaghi 1 who suggested the application of the effective stress concept to rock and concrete. While the effective stress concept has been used for some time in the design of mass concrete dams, it only recently has been applied to rock. Robinson 2 and Handin et al.3 evaluated the effects of pore pressure on a variety of sedimentary rocks and demonstrated the validity of the concept. Work using pore fluids other than water has been done by Boozer, et al.4 who considered strain rate and temperature as additional variables. According to the effective stress theory, the effective stress, [a], is the difference between the total stress, [a], and the pore pressure, u, and is the controlling factor influencing frictional strength of rock, other parameters remaining constant. Assuming the Mohr-Coulomb failure criteria applies, the shear strength, T, is given by the equation [r=d+ (a-u)tan ¢](1) where [~F], the angle of internal friction, and c, the cohesion intercept of "no load" shear strength, are the effective stress parameters.* Robinson,2 Handin,3 and others have demonstrated that moderately porous sand-

The principle that conventional schemes for taxing petroleum or mineral resources are "inefficient" is illustrated using simulation calculations tested against an "ideal" system. Inefficiency is defined as the relative success in maximizing expected government revenues from the resources. Most systems fail because: 1) they leave oil in limbo, i.e. unproduced because of excessive fiscal burden; or 2) they unnecessarily increase the variance in the explorationist'c, rate of return by undertaxing large fields and overtaxing smaller but infra-marginal fields. This increases his discount rate and reduces taxable surplus. An "ideal" tax system is specified which maximizes government revenues while minimizing risk to the operator. Two criteria are developed: 1) the tax falls to zero on fields which yield only the minimum necessary rate of return ("marginal" fields); and 2) the after-tax present value of all fields is the same for all fields above a threshhold size. In particular, marginal fields, while contrib- uting little to expected values, do contribute to reducing variance and hence risk praemia by distributing the exploration costs over a higher probability of successful outcomes.

In preparing this paper it has been the aim of the writer to keep the problems of both producers and consumers in mind. Until now, no attempt has been made to familiarize each group with the other's practice and limitations. This paper is an effort to acquaint the readers with some of the factors pertaining to the problem and cost of mining and preparing steam coal, and also to the economics of producing steam with such coal. In recent years all lines of endeavor have turned to intensive mechanization in order to lower the unit cost of production. The average fuel consumption in steam electric generating stations has dropped in 20 years from 4.0 lb. to 1.4 lb. per kilowatt-hour; while the modern power station can generate 1 kw-hr. on a fraction under 1 lb., or 13,000 B.t.u. coal. Also, the amount produced per man has in that same period risen from 3.8 to 8.2 tons, owing to the use of modernized equipment below ground for coal cutting, drilling, shooting, loading, hauling and hoisting. Unfortunately, the rapid speed of 5 tons per minute of operation at which the coal is loaded mechanically precludes any appreciable removal of impurities at the coal face, so that the raw coal is hoisted containing a markedly higher percentage of impurities than the hand-loaded coal, which was subjected to the scrutiny of the miner during loading. Also, during the past 20 years, certain seams of coal lying close to the surface have been made economically available by the improved design of electrically operated shovels and draglines for the removal of overburden running as high as 56 ft. This strip coal frequently contains so much ash in the raw state (Table 1) that it would have no sales value. Therefore, coal preparation must be adopted to beneficiate the raw product. Some seams in the United States have a decreasing ash content with decreasing size, owing, in all probability, to the fact that the coal is friable while the impurities are hard, causing a concentration of the low-ash material in the fine sizes. Illinois No. 6 coal being rather hard, naturally the reverse is true.
