With the greatly expanding use of magnesium during the war, it appeared necessary to the War Metallurgy Committee that the notch sensitivity of magnesium alloy extrusions be further investigated and the influence of various factors upon notch sensitivity be noted. Accordingly, the National Defense Research Committee of the Office of Scientific Research and Development placed a research contract with the University of California, supervised by the War Metallurgy Committee. The work discussed herein was done under "Restricted" Project NRC-21, reported in Dec. 1943~; it has been released for publica-tion by the O.S.R.D. Scope of the Investigation The notch sensitivity of various magnesium alloy extrusions was determined under axial tension, and also under several conditions of nonaxial tension. Hardness, grain size and other metallographic features were observed; stress-strain data were obtained, and the chemical compositions of the alloys were determined, in order to correlate these quantities with thc notch sensitivity. Notch sensitivity under axial tensile load was determined for a few specimens which had been cold worked to various degrees by tensile prestraining. Magnesium alloy extrusions studied included Dowmetal 0, X, J, and A(. For comparison, extrusions of aluminum alloy 24s-T, cast bars of aluminum alloy 122-T2, and cast bars of magnesium alloy C were also tested. The specified chemical composition of these alloys is given in Table I. All bars tested were within specification limits of composition. Investigation of thc tensile notch sensitivity of various magnesium alloy extrusions, under conditions of axial and eccentric load, showed little or no correlation with stress-strain or other conventional data. Since the many uncontrolled variables present might mask significant relationships, one alloy was selected for intensive study. Magnesium 0 alloy extrusions were subjected to experimental heat treatments, and the ,Changing hardness, tensile strength, microstructure, and notch sensitivity observed. Experimental Techniques and Procedures Tensile Testing Bars used for axial loading were machined with % in.- and with 34-in. minimum diam1 and included specimens with 60" V notches (Fig I and 2). Each V-notched specimen was roughed out carefully and then finished with a honed tool. The strength of hard drawn copper wire is a question of considerable importance to both manufacturer and consumer. Unlike steel and alloy wires, in which strength is governed by both chcniical and physical considerations, t,he high conductivity required for copper wire in the clcc-trical industry generally precludes the possibility of obt,aining tensile strength through the use of alloys. Consequently, this strenglh is largely a rnatter of the ~hysical structure, and all factors known to affect this structure, such as rolling temperature, die contours, lubricants, drawing speeds, etc., arc matters of prime importance. The experiments described here have becn carried out dl~ring the past year at the Baltimore plant of the American Smelting & Refining Co., in connection with a general investigat,ion of sorne of the questions mentioned above, with the object of studying thc physical ~t~ructure of hard drawn copper wire and the influence of ccrtain factors on t,hat st'ruct.ure. The work has been of an exploratory nature, rather than con~prehensivc., but it was thought that the result,s might prove of sr~fficient general interest tjo warrant their publicatlion. The bulk of the hard drawn coppcr wire used in places where strength is an important factor is rnanufacturcd to strict specification, based USU-ally in the United States on thab of t,he Arrlerican Society for Tcst'ing Materials (B-1-23). This specification calls for almost as high a, valuc of t,ensilc strength, consistent with elongation, as it is possible pract'icnlly to obtain, and only physically perfect mlaterial can be relied on to lliect such a specification. Obvious defects, such as laminat'ions protluc:etl through fins in bhe original rods or brittleness duo lo ovt~rdrawing, arc. usually recognized and need only passing refercncc. Laminatlions can be detected by twisting and untwisting the wircx several times; they will show up on the surface in the form of fins. Pig. 1 shows a very bad example of this defect. Thc wire may bc perfectly smooth before twisting hut, when such larrlinations arc3 prcstmt they will readily show up under this treatrncnt. This trouble is caliscd by sirriilar defects in the original rod produced by overfills in rolling. Fig. 2 shows the cross-section of the rod from which thc wire in Fig. 1 was drawn.

A correlation of the bubble point pressure for black oil systems is developed using the standard physical-chemical equations of soiutions. The correlation is based on 158 experimentally measured bubble point pressures of 137 independent systems and is expressed in terins of the usually measured field pnrameters— flash separation gm-oil ratio, rank oil gravity, total gas gravity, and reservoir temperature. The data were obtained on systems produced in Canada, Western and Mid-Continent01 United States, and South America. The average error (algebraic) in the representation is 3.8 per cent, and the maximum error encountered is 14.7 per cent. INTRODUCTION In the absence of experimentally measured properties of reservoir fluids, it is often necessary for the field engineer to make estimates regarding the fluid properties based on the usually measured producing parameters. To aid in these estimations, various correlations have appeared in the literature in recent years. Among the pertinent properties of interest is the bubble point pressure. A correlation for this parameter has been reported by Standing'. However, this correlation was based essentially on California produced crudes and this limitation was pointed out with its presentation. The correlation presented in this paper utilized data on crude oil systems from Canada, Wes- tern and Mid-Continental United States, and South America. CORRELATION DEVELOPMENT The basic assumption used in this development is the same as employed by Standing', There is a wide variety of ways to combine these parameters; however, in this instance the combination was made on the basis of Henry's law2. Accordingly, the relationship proposed is Although Eq. 2 defines an individual system, it is of limited value since H' is a function of gas-phase composition and the system temperature. It was observed that for the systems where the bubble point was measured at several temperatures that the ratio of the bubble point pressures and the ratio of the corresponding absolute temperatures (R) were practically identical. Thus, for correlation purposes the bubble point pressure may be taken as a direct function of the absolute temperature. This relation is valid only for those systems that are not near the critical point. Accordingly, this correlation will be inadequate for systems in the region of the critical point. The solubility of the various hydrocarbons found in the gas phase increases with the molecular weight. Thus, the saturation pressure should be inversely related to the gas gravity. Applying these principles to Eq. 2 and rearranging terms gives: The variables 02 the left side of Eq. 3 were designated as the "hubble point pressure factor". The number of mols of tank oil per barrel is a function of the "mclecular weight" of the tank oil. Although the tank oil is a complex mixture, it was assumed for the purposes of this correlation that a unique molecular weight could be assigned to a given oil. This was designated as the "effective molecular weight", and was related to the oil gravity, This empirical relationship was developed simultaneously with the correlation by assuming values of M,. and working to obtain a smooth curve for both the correlation and the effective molecular weight. The relationship between the oil gravity and the effective molecular weight used in this correlation is shown in Fig. 1. The effective molecular weight is somewhat higher than the molecular weight of the C fraction. The difference between these values is largest for the low-gravity systems. IN the early fall of 1925, the writer was conducting, in the Ledoux and Co. labora-tory, New York, experiments directed to-ward ascertaining the effect on its impurity content when cathode copper was subjected to a current of various gases at an elevated temperature below the melting point, The apparatus consisted of a vertical 1-in. dia. silica tube about 12 in. long, heated on the outside, The cathodes were broken to pass a8-in. mesh, and a current of various differ-ent gases was passed up through a 4-in, long column of these loose cathode particles in the vertical tube furnace. Temperature was maintained to i500° to 1600°F. and the gas treatments lasted from 3 to 6 hr, The writer observed that whenever reducing gas (H2 or CO) was used, these cathode par-ticles stuck together at points of contact with each other. The cohesion was so marked and tenacious that an examination was made of the fractured surfaces, when cathode particles were broken from the cluster. Crystal growth was always found to have taken place across the surfaces where separate particles were in contact, but only after all oxides, sulphates, etc, had been completely removed. The idea of a possible new process was then conceived and was disclosed to A. M. Smoot (V. P. Ledoux and Co.) with intent to obtain his views. The first conception as given Smoot was "to gas-clean broken cathodes, put them in an extrusion press, solidify and extrude them at around 1500°F," Smoot's reaction, after a few moments considera-tion, was, "It looks perfectly all right to me."

Study of the normal interaction between flotation collectors and the silicates through measurement of the electrokinetic potential carried out by the streaming potential and flotation recovery methods indicates that the interaction is wholly 07 partly of electrostatic origin. In some cases, it partly consists of the chemical affinity of the polar head of the collector for the active surface sites. Reagents composed of a polar head and a paraffinic chain and forming micelles in solution were used as flotation collectors. They are sodium dodecylsulfate (anionic collector) and dode-cylammonium chloride (cationic collector). The adsorption isotherms on biotite of alkylamine chloride having 10 to 18 carbon atoms in their chain all show a sharp change in slope relevant to the condensation of alkylammonium ions into bidimensional phase.1-1 Condensation is possible because of the relative homogeneity of the adsorbing surface and of the very strong lateral binding forces through Van der Waals type bonds in the adsorption layer. The different isotherms are seen to coincide when, instead of the equilibrium concentration, the under-saturation ?µ = kT In C/C, is plotted in abscissa, C representing the concentration of the solution with which the adsorbed layer is in equilibrium and C, the saturation concentration of micelles in solution or. critical micellar concentration. More particularly, the undersaturation ?,u1*, corresponding to a surface coverage 6 of 0.5, is equal to Since silicates immersed in aqueous solutions show a surface charge which is a function of pH, it is of primary importance to study the influence of this parameter on the adsorption of collector ions acting as Strong electrolytes in the pH range where they are utilized. The aim of this present paper is to determine by studying electrokinetic phenomena and recovery curves effectuated with a cationic collector and a anionic collector, the nature of the normal adsorbate-adsorbent interaction. Tables 1 and 2 sum up part of the results previously obtained'H11 for the determination of the point of zero charge of the silicate studied by the streaming potential method. As THE years go by, names of distinguished metallurgists will be added to the list of Henry Marion Howe lecturers, and now and then an illustrious one, for to be chosen to deliver the Howe lecture will be, I do not hesitate to predict, a highly coveted honor. I pray, therefore, your indulgence, if I confess to a feeling of gratification in having been appointed the first of these lecturers. It does not follow, however, that I am losing all sense of proportion and that I have an exaggerated idea of the little I have been able to contribute to our knowledge of iron and steel. Indeed, I fully realize how small were my claims to so great a distinction. I realize, also, that those entrusted with the task of selecting a lecturer were actuated, in coming to a decision, by their knowledge of the long and intimate friendship that had existed between the leader we have lost and myself. For their generous impulse, I thank them from the bottom of my heart; and with becoming modesty, I take up my task as the first Henry Marion Howe lecturer. It would be pleasant and indeed most appropriate to devote this entire lecture to a eulogy of Henry Marion Howe and his work, but how short the time for so large an undertaking and how inadequate my qualifications! On Aug. 28, Sept. 4, 11, and 18, 1875, a series of articles appeared in the Engineering & Mining Journal entitled "What is Steel?" With one exception, these constitute the first professional paper of Henry Marion Howe. That was nearly fifty years ago, three years after graduating from Harvard University. He was then but twenty-seven years old and already his keenly inquisitive mind was actively at work. There is a touch of romance in this young metallurgist who, on entering his. scientific career, destined to be so brilliant and so fruitful, on the very threshold of it, seems to have selected as his motto "What is Steel?" Like a knight-errant of science, he started on his quest for an answer to that question, a quest which was to last forty-seven years and which death only brought to an end. And while thus engaged how many wonderful messages we received from him, each one bringing us nearer to the goal! How illuminating, inspiring and encouraging were those messages! How well-equipped he was to wrench from nature some of the secrets she so jealously guards! How broad his learning and how clear his

What is entailed here is the extension of the sinzplified material balance formulas to encompass interference between oil fields. As previously reported, the ex-plicitness as so revealed for the cunzulative pressure drop as a function of all factors contributing to its change in the material balance equation, is now transcribed through the inter-conzmunicating aquifer to effect an increased pressure drop on an adjoining field by interference. Such is performed by mathematical analyses and the application of the Laplace transformations. What is accomplished is that the reiteration problems previously associated with interference studies are nullified, since volumetric changes for the fluids in situ are automatically adjusted by the explicitness so expressed, and what pertains to the superposition principle applies only to the impeded water drive upon a su.bject field, which is likewise incorporated in the over-all pressure drop that results. The mathematics treats with the rigorous solution of the problem, as well as with methods easily amenable to numerical interpretation by the practicing engineer. In all cases, however, what is deduced for areal extents, reveal interference between wells when time becomes large that further substantiate the analyses. Probably of equal significance, all variables and for/nation characteristics are accounted for. This applies to the differences in PVT analyses that occur from field to field and the physical parameters associated with the lithology of the reservoirs. The latter is deduced from a rigorous interpretation of the unsteady-state flow problem for sands of different permeabilities in series. Thus, what purports to be a trial-and-error calculation to include variations in sand conditions within the intercommunicating aquifer to define water drive has little importance compared to the designation of such paranzeters at the reservoir to constitute the essential criteria. INTRODUCTION In a recent publication, the reader has been introduced to the simplified material balance formulas,' It has been shown that the complexities formerly associated for identifying and determining reservoir pressure in the material balance relationship can be resolved by treating with the Laplace transformations, the inversion of which reveals pressure as an explicit function of all factors contributing to its change. For an under saturated oil reservoir, this constitutes an integrated effect from the inception of production; and for a saturated oil reservoir, such represents a survey traverse. However, what is most important, for the first time we are able to express the pressure change in a reservoir directly to the oil, gas and water produced, and to the physical parameters of the formation, in the same manner that reservoir pressure has served in the past to define well interference — which opens up this avenue of endeavor for investigating interference between oil fields. The occurrence of interference is by virtue of the juxtaposition of two or more oil reservoirs producing in the same aquifer. Thus, in any one field, the extended production so incurred creates a pressure lowering in the field, as well as in the aquifer, which can now be transcribed by these simplified material balance formulas to the adjoining reservoir to observe the increased pressure change so induced. These effects are retroactive from field to field, to reveal a pressure drop far in excess of normal depletion to evidence the interference pattern that can result. Such is the purpose for the present undertaking — to develop the mathematical physics treating with this phenomenon of interference between oil fields, employing the simplified material balance formulas. Since Ref. 1 often will be referred to in the text, it is identified as "The Simplification", in the same connotation that another paper has been referred to as the "Laplace Trans-formation. However, the amount of material to be covered in these passages is substantial; therefore, the total emphasis will be placed upon developing these fundamental ideas treating with interference rather than attempting to offer work curves, which always can be prepared. For the practical application of these simplified material balance formulas that form the framework of the present development, the reader will find a comprehensive treatment in the Appendix of Ref. 1, illustrating a factual field example. In essence, what is proposed by this presentation is to make available to the practicing engineer a simplified means to treat with interference between oil fields, independent of the complex machine computations that have attended such undertakings in the past. As the problem unfolds, a common pattern will be discernible, whereby the many reiteration processes that previously required computing devices are eliminated.

A LACK of experimental data illustrating the effect of composition, particularly in respect to impurities, on the mechanical properties and corrosion resistance of aluminum-alloy die castings induced the authors and their associates to undertake a limited study of these relations. A number of commercial alloys .and several experimental variations of a commercial alloy were used for the investigation. Mechanical property, growth, steam, paraffin, salt spray and atmospheric exposure tests were employed. This paper deals with the more accelerated tests and the results they have produced. It is concluded that a high-silicon alloy with all impurities except iron strictly limited to small amounts will develop an excellent resistance to corrosion and retain satisfactory mechanical properties and casting characteristics. As a direct result of this investiga-tion an alloy of this character with superior corrosion resistance is now available commercially. In general, copper increases the strength and decreases the elongation and corrosion resistance. Tin reduces the mechanical properties and the resistance to corrosion. Iron reduces the elongation and, if excessively high, may adversely affect the tensile strength. Even excessively high iron contents do not affect the corrosion resistance, which is fortunate for the die caster as it is this element that is the most difficult to control. Nickel and zinc in limited amounts do not seem to affect the properties or corrosion resistance of at least the high-silicon alloy. Growth tests have confirmed the previous common belief that dimensional changes under either dry or wet conditions at 100° C. are too small to be of practical importance.

ThIS note accompanies a study of grain structure changes in metal ingots produced by the alteration of fluid motion.1 Although the Prandtl Number of aqueous solutions is much higher than that for metals, it is quite instructive to see the simulation of freezing, as pointed out by Jackson and coworkers.2-4 Accordingly we have observed the effects of natural thermal convection, the changes induced by a steady-state rotation in one direction, and the changes under oscillation.' Temperature measurements were made under duplicate conditions whenever the visual observations appeared interesting. A solution of 15 pct NH4C1 in water was chosen. In each case the solution was preheated to 90°C in a 4-in.-diam Pyrex beaker filled to a level of about 5-in. depth and covered to prevent convective air cooling. The beaker was then placed in a container of iced brine, suitably arranged on a rotating table for movement about its cylindrical axis. Upon immersion in the brine under static conditions, fluid flow was observed near the wall of the beaker before the onset of crystallization, which generally commenced only after the temperature fell to 51.5"C. The region of flow extended about 1 mm from the wall and could not be observed elsewhere. The measured radial temperature increased sharply within 1 cm from the wall and thus over a distance considerably greater than that observed for the flow. However, we note that this difference of approximately one order of magnitude between hydrodynamic and thermal boundary layers should be expected for aqueous solutions, in contrast to metallic liquids. Beyond this layer the temperature was isothermal at a given height and in general nearly 10°C warmer than at the wall. The overall visual observation was therefore supported quite well by temperature measurement. There was also a vertical temperature gradient of nearly 2°C per cm throughout the liquid increasing from the colder bottom; this of course could not be observed visually. BACKGROUND Homestake Mining Company began milling operations at the Bulldog Mountain Mine near Creede, Colorado in 1969. The Bulldog Mill, rated at 350 tpd, produces a bulk flotation condentrate assaying about 180 oz/T Ag and 20% Pb, from heads of about 16 oz/T Ag and 2% Pb. The circuit is straightforward with two-stage grinding to 1-5% plus 65 mesh, followed by rougher and cleaner flotation. Reagents used are Z-6, Z-11, Aerofloat 242 and Aero Promoter 404, with an Aerofroth 65-MIBC mixture for a frother. Additional information on the geology, mine and mill are available in references (1) and (2). A flow sheet for the mill and CIP plant together is attached as Figure 1. Final flotation tailings normally vary from 1.5 - 2.0 oz/T Ag. These tailings are cycloned to produce sand for underground backfill. After cycloning, the sands are repulped and given a final scavenger float. This sand scavenger recovers a small additional amount of silver which recycles back to the main flotation circuit. The tailings are recycloned and pumped to the mine or, if the mine cannot accept sand, to tailings. The majority of the silver in the flotation tailings exists in the fine fractions; cycloning upgrades the slimes and lowers the assay of the sand. The sand, after scavenging, typically assays 0.5 oz/T Ag, and the slimes assay about 3.0-3.5 oz/T Ag. SEQUACHEE Valley includes portions of the counties of Marion, Sequachee, Bledsoe and Cumberland. It extends in a general direction parallel with the Great Valley of East Tennessee, some 75 miles northward from the Alabama state line. It is separated from the Valley of East Tennessee by a mountain arm about a dozen miles wide, known as Wallen's or Walden's Ridge. The genesis of the valley, geologically speaking, is simple. It is an erosion-valley along the axis of an anticlinal. The point of the wedge remains in a row of low "saw-tooth" hills, running up the center of the valley. These hills are of Lower Silurian age, and consist of Trenton limestone, covered and protected in some measure by chert. Walls of Carboniferous age form the inclosing mountains on either side; whilst a magnificent arch of Hudson River, Niagara, Hamilton and Subcarboniferous strata closes the valley at the

THE Birmingham district, Alabama, is distinctive in the proximity to one another of its deposits of iron ore, coal and flux. These three basic requisites for the making of iron and steel are found within a radius of 10 miles. Both dolomite and limestone are produced, the former for blast-furnace flux and the latter for basic open-hearth operations. The Tennessee Coal, Iron and Railroad Co., a subsidiary of the United States Steel Corporation, operates a limestone mine at Muscoda, near Bessemer, 12 miles southwest of Birmingham, served by its own railroad transportation system. The mine has a capacity of 130 tons per hour. Average analyses of a recent month's production are as follows: Fe2O3 Si02 A12O3 CAC03 MGCO Lump, per cent 0.51 0.22 98.63 0.14 Crushed and washed, percent 0.70 0.26 98.36 0.18 Lump stone, 2 1/2 to 7 1/2 in., is used in open-hearth operations at Fairfield Steel Works. Fine crushed and washed stone, 1 ¼ to 0.063 in., is calcined at the, lime-burning plant and used for lime charges at the Ensley open hearths.

THE recent growth of a sentiment among cyanide-plant designers against the use of gravity-stamps for the crushing preliminary to cyanidation may be said to date from the almost simultaneous perfection of the ribbed tube-mill liner and of the tall, air-agitation tank. The first step in the resulting change of practice was the universal adoption of the tube-mill for fine-grinding and the use of coarse screening oil the battery. This was the beginning of the surrender of supremacy by the gravity-stamp ; since merely the single fact that it was a more economical machine for crushing fine had retained it in favor as compared with ball-mills, rolls, or steam-stamps. The surrender, however, is not yet complete. It is the universal practice to use rolls where a relatively small tonnage is to be crushed coarse, as, for example, when coarse concentration is included in the plan of treatment. Power, attendance, repairs, and first-cost are smaller for the rolls, under such circumstances, than for stamps; and it is becoming daily more apparent that, with no concentration to provide for, the use of rolls and tube-mills, without the complication of trommels and elevators required by concentration, is rapidly gaining favor in the eyes of the leading designers. The next step was the use of the rapid-running Chilean mill between the gravity-stamps and the tube-mill, which again narrowed the field of operation of the gravity-stamp while radically widening its screen-aperture. Such a combination of stamps and Chilean mill offers advantages when fine concentration is necessary, since the reduction in the Chilean mill call be adjusted easily and governed by varying the screen-mesh. TEE purpose of this article is not only to describe the plant and method of cyaniding the Treadwell concentrates, but to present some of the results of the experimental work obtained in the past three years for the Alaska-Treadwell Gold Mining Co., at Douglas Island, Alaska., under the direction of F. W. Bradley, Consulting Engineer, and Robert A. Kinzie, General Superintendent, of the affiliated companies. At the time the experimental work was undertaken the concentrates were being shipped to the smeltery at Tacoma, Wash., and the cost for treatment of 3-oz. (gold) concentrates was $11.95 per ton, divided as follows: Smelting-charges, . $4.00 Loading, freight, insurance, etc., 2.89 Interest due to time lost in transit and in settlement, . 0.05 Loss due to settlement for 95 per cent. of the gold at $20 per ounce, 5.01 Total, . . $11.95 From the experimental work described later, it was estimated that 96 per cent. extraction could be made by treatment on the ground, and that the cost, when treating 80 tons per day, would be $3.25 per ton, divided as follows; Per Day. Yet, through his writings, he has been my teacher, as he has of all American metallurgists. Instructive as his writings are—I use the present tense because Howe thought so keenly and reasoned so surely, seeing clearly, as if by intuition, what was hazy to lesser minds, that his writings are still vital—it is not those books and papers, nor even the minds he trained in his classes, that were his most outstanding service. It was the spirit of Howe in his approach to the problems of metallurgy, his broad-mindedness and fairness, his recognition of the need for theories and hypotheses to explain metallurgical phenomena, his willingness to use them as servants, as well as his questioning attitude—his refusal to accept them as masters—that comprise his greatest service. This most thoroughly warrants the honor the Institute pays each year to his memory. These traits I so respect and honor in any man that I glory in this opportunity to do reverence to him in whom they were so notably united. Howe's Discussion of a Creep Problem I have often wished that Howe were still with us to turn his keen insight upon the problems of the use of metals at high temperatures, a field much studied but still very hazy. Indeed, 53 years ago, in a paper1 before this Institute, Howe stated a problem closely allied to some that still perplex metallurgists and engineers dealing with the high-temperature field. Howe was intrigued by a report2 from another old master, Robert Henry Thurston, on the behavior of annealed vs. cold-drawn iron wire, and in order to broaden the foundation for metallurgical generalization, Howe made experiments of his own on copper and silver. K ENTUCKY'S first acid-grade fluorspar flotation Kmill, shown in Fig. 1, was placed in operation Aug. 1, 1952, by the Pennsylvania Salt Manufacturing Co. at Mexico, Ky. During 1951 a critical shortage of acid-grade fluorspar developed and it became necessary for the company to produce part of its fluorspar requirements. In 1951 the company purchased the Crider and Lennen metallurgical fluorspar mill and an adjacent stockpile of tailing at Mexico, Ky. The tailing, assaying about 26 pct calcium fluoride, originated from log washer and jig mill concentrators in the area. As the mill did not have a fluorspar dryer or convenient rail facilities, the company leased the Burleson concentrator at Marion, Ky., where these facilities were available. At Marion, Ky., on the Illinois Central Railroad, dry acid-grade fluorspar is transported direct to the company's Calvert City, Ky., hydrofluoric acid plant. The Mexico flotation plant was reconditioned and designed to produce acid-grade fluorspar from the jig tailing stockpile. The new plant flowsheet is shown in Fig. 2. The Bulletin. The Bulletin of the Institute will be issued hereafter monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates tin? membership, and other items of timely information. The New Haven Meeting. As already announced in special circular, the XCVIth meeting of the institute for the reading and discussion of papers will be held at New Haven, Conn., beginning Feb. 23, 1909. The Secretary of the Local Committee is Prof. J. D. Irving, Box D, Yale Station, New Haven. The program embraces visits to many interesting works in New Haven, Ansonia, Bridgeport, etc. The leading topics for discussion at the sessions will lie: The Conservation of Natural Resources; A Sea-Level Canal at Panama; and The Technical Education of Mining Engineers. But papers on other subjects also are announced. Lt is probable that a supplementary session of this meeting, will be held in New York City, at some time during March, 1909, as a joint session with other national engineering societies, for the farther discussion of the subject of The Conservation of Natural Resources. A Pacific Coast Meeting. It is now reasonably certain that the XCVIIth meeting will be held oil the Pacific Coast, including a. visit to the Exposition at Seattle, and various other points en. route going or coming, depending upon the route and program finally adopted. Discussion of the paper of A. N. MITINSKY, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. LAWFORD H. FRY, Burnham, Pa. (communication to the Secretary*). -The author assumes that the proportional limit and the elastic limit are coincident or very nearly so, and then further assumes that the stress corresponding to these two points is the least stress which if repeated will cause failure. The point is extremely interesting and it is to be regretted that the author did not quote experimental data to show the relation between the limit of repeated stress and the other properties of the material. The author's suggestion that a steel of poor quality may have a normal value for the yield point and tensile strength (see Fig. 2) and an abnormally low elastic limit, and that this will correspond to a low resistance to repeated stress, may account for a number of failures of axles in which the tensile tests show normal physical properties. If so and if a determination of the proportional limit would have eliminated the material before it was put into service, this determination will merit most earnest attention. It appears, however, that considerable further research is necessary before any definite conclusion as to the quality of a steel can be drawn from its proportional limit. Mr. Mitinsky's paper is extremely interesting and if it stimulates thought and work along the lines indicated, it may prove of considerable practical benefit. H. V. WILLE, Philadelphia, Pa.-The paper discusses the difference between the proportional limit, or elastic limit, and the yield point, and refers to the fact that much harm results from confusion of the terms yield point and elastic limit. Similar confusion has arisen in this country; the American-Society for Testing Materials does not even consider the elastic limit and proportional limit to be identical and recently adopted the following definitions:
