The San Vicente Pipeline Tunnel Project involves the construction of an 8.5-foot-diameter water pipeline in an 11 mile tunnel in San Diego, California. The tunnel is located in extremely variable geologic conditions of strong granitic and volcanic rocks, weak sedimentary rocks, abrasive conglomerates, and mixed face conditions. One reach of the tunnel is a 5,200-foot mixed face reach that includes Friars Formation Conglomerate overlying granitic rock. Due to the variable ground conditions in this reach, the use of a TBM was deemed too risky and the contract documents required drill-and-blast and hand mining methods. Although it was not required, the contractor elected to construct this reach using NATM methods. This paper describes the geology of the 5,200-foot mixed-face reach, the design evaluation, and the construction challenges faced on this project.

External Shock Mitigation (ESM) is being studied as a possible means of retrofitting existing buried structures to provide additional protection from ground shock. As part of this study, two tests were conducted on four ESM models and a control structure. The test articles were placed at a carrnon distance and subjected to the ground motions created by a buried explosive charge consisting of 2,ODO pounds of nitranethane (NM). Adequate instrumentation data were obtained to assess the response of the four ESM models. The assessment relied heavily on direct comparison of horizontal motions measured in the models, with similar measurements in the control structure. From the tests, it was observed that peak accelerations were reduced by a factor of 5 by the ESM. However, the particle velocities and displacements were not significantly affected by theEIS.

In the coal preparation plant at U.S. Steel Corp.'s Concord mine in Alabama, the product moisture was reduced from about 20% to 9% through the development of a workable flowsheet for dying the clean coal. Some of the high points of the conversion of the Concord washer from vibrating screen dewatering to centrifuge drying are presented in this article. The coal preparation plant at the United States Steel Corp.'s Concord mine near Bessemer, Ala., began operations in June, 1950. The basic cleaning circuit consisted of a Chance cone for cleaning the 2-in. x 3/8-in. fraction and concentrating tables for cleaning the -3/8-in. coal fraction. Dewatering of the final product was accomplished with 35-mesh vibrating screens. However, because Concord coal is very friable with 85% passing 3 mesh and 25% passing 28 mesh (Fig. I), a considerable quantity of fines passed through the dewatering screens. To recover these fines, the dewatering screen effluent was sent to two 70-ft-diam hyd rose para tors from which the underflow returned to the dewatering screens and the overflow went to a 175-ft-diam thickener for water clarification, as illustrated in Fig. 2. As might be expected, there was considerable recirculation of the -35-mesh coal in this system. This degraded the coal and led to higher moistures. It also resulted in a fines bleed-off of plant water and thickener underflow to a fine-coal settling pond. In 1961, vacuum filters were installed to supplement the screens and to recover the fine coal lost in the bleed-off. The above system resulted in a product moisture of about 20%. Further reduction to approximately 11% was accomplished by drainage from railroad cars during transit to the coke plant. Control of the moisture at unloading was poor because of variations in operating levels and railroad car availability, but since the Concord coal constituted a relatively small percentage of the over-all coal mix at the coke plant, its high moisture and fluctuations did not seriously hamper coking operations. Early in 1964, however, the proportion of Concord coal was increased with a resulting increase in the moisture of the total coal mix, and this caused difficulties in the coke plant. The increased participation of Concord coal also brought about a shortage of railroad cars which raised the moisture content to a point where the coal became almost impossible to handle. In an effort to alleviate this problem, U.S. Steel initiated a research program to develop a flowsheet for reducing the moisture to approximately 10% and to determine whether the resulting product would be satisfactory for the coke plant. Under this program, an experimental flowsheet for evaluating both a vibratory centrifuge system and a solid bowl centrifuge system was drawn up as shown in Fig. 3. A horizontal vibratory centrifuge was installed to reduce the moisture in the dewatered coarse coal, and a four-cell, flotation machine was installed to clean the -65-mesh portion of the 3/8-in. x 0 table raw coal feed. Several shortcomings in the above circuits were apparent. For one thing, large quantities of repulping water were required. Furthermore, since about half of the flotation feed was of a size consist that could have been cleaned on the tables, these circuits would result in an unnecessary increase in reagent costs and facilities. The overall disabling work injury experience, excluding office- workers, at nometal mines and mills during the period 1961-63, as reported to the Bureau of Mines by operators, was 77 fatal and 7,201 nonfatal injuries during an aggregate worktime of 335,029,685 man- hours. These injuries, fatal and nonfatal combined, occurred at a frequency rate of 21.72 per million man-hours, comprising 0.23 for the fatal and 21.49 for the nonfatal injuries. The combined severity rate of the disabilities was 2,312 days lost or charged per million man-hours, consisting of 1,379 for the fatal and 933 of the nonfatal injuries, The average severity of all disabilities during 1961-63, was 106 days per injury, The number of days lost or charged, excluding officeworkers, at nonmetal mines and mills during 1961-63, was 462,000 days charged to fatal injuries and 312,461 days lost from nonfatal injuries. The outstanding causes for fatal injuries were explosions (18 fatalities occurred in a major mine-explosion disaster in a potash mine in Utah in 1963) and falls of rock or ore from back or side, while most nonfatal injuries were caused by handling materials, slips or falls of persons, haulage, and machinery. The parts of the body most frequently injured during the period 1961-63 were the trunk, hand and finger, and foot and toe, An average of 52,810 men were at work daily, There were 20 nonfatal disabling injuries reported for office- workers at nonmetal mines and mills during the period 1961-63 during an aggregate worktime of 23,088,496 man-hours, These injuries occur- red at a frequency rate of 0.87 per million man-hours, There were no fatal injuries reported.

Exploration of hidden mineral deposits becomes increasingly important as known ore reserves are depleted. The primary objective in any exploratory program is to obtain enough reliable information to evaluate accurately the potential of the mineral deposit. Constant improvement in equipment and technique has established drilling as one of the most valuable methods of exploration. This paper presents the results of studies of several drilling methods currently used in the search for uranium deposits in sedimentary formations from surface drill sites. Also presented is a description of drilling with wire-line equipment from an underground location in metamorphic rocks. The studies were conducted in the Colorado Plateau area and in northwestern New Mexico and Wyoming. Statements of a general nature pertain to conditions or situations existent in those areas.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

Work undertaken in the field of cut-off grade optimization has not advanced much beyond the work undertaken by Lane in 1988. His definitive work is based on the calculus of the Net Present Value criterion which is the most widely understood, consistent, and appropriate method by which sequential cash flows arising from the extraction of mineral reserves from an exhaustible resource can be represented. Although the mathematics is not complex Lane’s method is not a widely appreciated or applied approach to maximizing the value of a mining operation through selection and balancing of operational cut-off grades. Three stages in a mining operation namely, mining, processing and marketing were defined by Lane and the economics of each stage are identified and isolated to provide an optimum cut-off for each stage. Points of intersection along the present value curves for each stage of a mining operation are used to identify balancing cut-off grades at points where the capacity of the mining, processing and marketing stages is fully utilized and the Net Present Value of the operation is optimized. Data that simulate a small, deep-level Witwatersrand-type gold mine with an average grade of 6 g/t Au and a logrithmic variance of 1.2,are applied to the model to illustrate the benefits of representing cut-off grades in terms of present value curves for different segments of a mining operation. A rotating disc geometry was used to provide a uniformly accessible surface for a kinetic study of copper cementation with zinc in sulphate solution. For copper concentrations of the order of 10 p.p.m., a porous, adherent deposit is formed on the zinc surface and this has a significant influence on the reaction rate. When the specific mass of deposit is less than about O· 35 mg/cm2 the surface may be considered as smooth and the rate is described by simple convective counter diffusion of zinc and copper ions through a laminar diffusion boundary layer to the deposit-solution interface. In the presence of additional deposit, the diffusional mass transfer rate is increased by increased surface roughness.The rate under these conditions is first order, with the degree of enhancement independent of further increases in the specific deposit mass. The enhancement in rateis, however, directly related to the initial mass flux and the species involved in the reaction.Preliminary work showed the same mechanism to apply to cementation from chloride solution, solutions of high zinc concentration, and cementation of copper with iron..

The objective of this contract is to design, build, surface test, and evaluate a breadboard prototype of the Variable Wall Mining System so that data are available for the design of a production machine. The Variable Wall Mining System (VWMS) consists of a series of side cutting augers, connected end to end, and distributed across a panel. Supplying rotary power at the end of the string and anchorage from conventional longwall roof supports, the augers are sequentially thrust into the face and then lifted to the roof to extract the coal in a continuous manner. The augers not only cut but also transport the coal. The effort described in this report summarizes the operation characteristics of the VWMS, the design methodology used to develop various working models, the surface testing of a ½ -scale version of the VWMS, prediction of power requirements and performance potential of a full-scale system, and a critique of the VWMS concept, conclusions, and recommendations.

Risk-reduction measures implemented during the design and construction of a 21-story pile-supported building adjacent to a below-grade 100-year-old sewer structure were keys to a successful foundation system. Avoiding damage to the existing sewer structure during construction activities and the future ability to access the structure post-construction were the main concerns for the utility owner. Clear communication and a deliberate design process between all parties ? utility owner, building owner, structural engineer, geotechnical engineer, architect, and contractor ? were integral to the project?s success. This collaborative process helped all parties to understand the risks, both real and perceived, and to develop mitigation measures to reduce the risks. Bringing together all parties to engage in dialogue and encouraging open communication throughout the project were paramount to its success. By implementing the joint design plan, using mutually-acceptable construction techniques, and careful monitoring, the building foundation was successfully installed and all parties? risks were averted.

Remote control is usually associated with deep mine, continuous mining machines. This is because thin-seam operation precludes an onboard operator's compartment or the mine has approval to conduct extended cut mining. Using a tethered or radio-linked control box, the remote operator is typically situated 3 to 15 m (10 to 50 ft) from the working face. The operator receives direct operational cues through senses like vision, hearing and feel. Remote control is sometimes touted as a safety feature. However, this is not always true, as operators are not provided protection from roof and rib falls or being crushed between the machine and a rib. Remote control operators are also left exposed to dust and noise. Teleoperation described here is the computer-based, distant control of mining machinery from a protected operator compartment located out of the line-of-sight from the operational site. Video, sound and other sensory information are gathered through sensors and electronically transmitted to and displayed at the operator's location. The teleoperator responds to the information and makes decisions that are initiated by control devices (usually switches). These control commands are then electronically transmitted to the re¬mote machinery and the appropriate machine function(s) are carried out. Teleoperation increases the safety of mining machine operators as it removes them from the immediate vicinity of hazards. The US Bureau of Mines' involvement with teleoperation dates back to 1979. Following feasibility studies, a highwall milling system (HMS) was developed and tested. A deep, thin-seam, room-and-pillar system (TSRPS) has been designed and is currently being surface tested.

For this paper, blending is conceived as a linear process that takes a proportion from one stockpile or location and mixes it with another proportion from another stockpile or location, with the aim of obtaining a set of attributes in the final combination that satisfies a given quality standard. A blending class is the combination of ore attributes and grade limits that should be stockpiled in order to achieve the target quality for the process Plant. Current literature considers the number of blending classes in the Open Pit Scheduling Problem as fixed; however, this paper shows how to define specific blending classes for a given deposit so that the schedule can be solved with Sequential Linear Programming. Finally, a practical application in a Peruvian copper mine is shown, involving four ore attributes: alteration code, arsenic, oxide content and copper grade. INTRODUCTION In copper ore deposits, blending for quality has not been a typical issue as it was for coal and iron ore; however, current copper deposits in the world are becoming geologically and chemically more complex than in the past and is not uncommon to have quality standards involving up to four attributes, introducing an additional complexity to the mine scheduling process [1]. In order to solve the Open Pit Scheduling Problem with multiple ore quality constraints, two assumptions are necessary [2]: - Grade constraints are defined only by specifying an upper and lower limit; - Ore attributes in stockpiles are pre-determined, i.e., the upper and/or lower grade limits defining each stockpile are already known at the time of setting the schedule. Assuming each ore attribute is classified as high, medium or low, and there are four attributes to be controlled in the target ore quality, the number of possible blending classes would be 3^4 = 81. This number is impractical to manage in Operations, and increases the complexity at the time of running the schedule; therefore, a more efficient way of classifying ore is required. Note that in practice, one blending class can be split into more than one stockpile location due to physical capacity constraints. Therefore, the number of stockpiles could even be more than 81. BLENDING CLASSES DETERMINATION For a given set of ore grades with lower and upper limits to be achieved, one has to find all feasible ore classes such that when blended, their grades will lie within those limits.

Perhaps one of the most important conferences or symposia which our Institute has conducted, was the joint Aus. LM.M./AJ.M.E. meeting held in Canberra in May 1978, with the theme International Resource Management (Woodcock, 1978).We were privileged to witness active participation in the meeting by outstanding personalities from the mining and metallurgical industries of Australia and New Zealand, the United States of America, Canada and the United Kingdom and to hear addresses on subjects of international significance to the mining and metallurgical industries.Our Institute is one concerned with professionalism.The principal objects of The Institute as described by our founders include, "promoting the arts and sciences connected with the economical production of the useful minerals and metals, and the welfare of those in the industries, by meetings for social intercourse, and the reading and discussion of professional papers, and to circulate by means of publications amongst its members and associates, the information thus obtained".Sir Maurice Mawby (1968) said in his Presidential Address to the Institite, "the most important aspect of these objects was the promotion of the arts and sciences of the mining industry".Why is it then, that a large proportion of the papers given at the meeting in Canberra dealt with world wide social aspects of the mining and metallurgical industries, rather than the technology, the arts and sciences of mining and metallurgy as principal factors in international resource management?The answer is quite simple of course, and that is that the social and political factors are the principal factors which create the demand for basic raw materials and in the long term determine the costs and prices of the commodities which our professional abilities are drawn upon to produce.

The coir fiber extracted from the husk of the coconut has been extensively used as polymer composite reinforcement in a variety of industrial applications ranging from civil construction to automobile seat cushions. The hydrophilic coir fiber does not act as an effective reinforcement owing to its low interfacial strength with hydrophobic polymers. As a consequence, coir fiber composites display relatively low mechanical strength. The objective of this work was to investigate the effect of an acetylation treatment of the coir fiber surface on the mechanical behavior of epoxy composites with amounts of fibers up to 30% in volume. Coir fibers were immersed in an acid solution of acetic anhydride for one hour, washed and dried, before mixing with DGEBA/TETA epoxy to fabricate the composites. Flexural mechanical properties were obtained by bend tests. The results showed significant differences to similar composites with alkali treated coir fibers that have been previously investigated.

"IntroductionThe evaporation losses of gasoline in the refinery, can be reduced by proper methods of refinery construction and operation. When gasoline evaporates slowly, as when stored in tanks that are not vapor tight, the most volatile part evaporates first, so that the remaining liquid in not only less in volume, but is also lower in quality. In some,evaporation changes the characteristics of the product so much that it must be reblended to meet trade specifications.Refiners are, therefore, greatly interested in the various appliances and methods used to reduce these losses. In the past this interest has been directed largely to storage tanks, probably because evaporation from tanks is more readily observed than losses during other refinery operations. As tests by the Bureau of Mines on evaporation of gasoline from small storage tanks had indicated that the losses during the various stages of refining might be equal to or greater than those of standing storage, a survey was during the spring and early summer months of 1924 in a large number of refineries in the Mid-Continent field. In order to enable the refiner to select the results of those tests that conform most nearly to the conditions that he has to meet, tests were conducted at various stages of refining, as follows: (1) Randown tanks, (2) (agitators), (3) filling tank cars, (4) storage of refined products, and (3) miscellaneous handling. The results are presented in this paper."

Heap and valley leach operations rely on solution collection piping placed within the heap to enhance both solution recovery and to assist overall solution management. The most common piping used in leaching operations is solid or perforated High Density Polyethylene (HDPE) pipe and Corrugated Polyethylene pipe (CPE). These pipes are widely used because of their low cost, ease of installation, durability, and flexibility. The typical recommended maximum design depth of burial for HDPE and CPE pipes is on the order of 30 meters (100 feet). However, ore heap heights at many facilities exceed 30 meters and some are now approaching 180 meters (600 feet) in height. At very high ore heap heights, the stability and performance of HDPE and CPE pipes becomes a critical issue for leaching facility design and operation. Failure of solution collection piping can lead to poor solution recovery, high hydraulic heads on the liner system, and in some cases, unstable ore slopes due to high solution pressures near slopes. This paper presents a review of methods that have traditionally been used to evaluate pipe stability under high normal loads. A common shortcoming of these methods is the inability to account for beneficial effects of ore arching around pipes and the time-dependent creep (stress relief) behavior of polyethylene (PE) materials. A new analytical approach is developed and presented which includes the effects of ore arching around pipes and creep of PE materials. The results of the new approach show that PE pipes will deform under high heap loads, but can remain stable and functional. Pipe stability is shown to be dependent on the type of pipe backfill and initial backfill compaction. The new approach represents a useful tool for designing applications for PE pipe under high normal loads.

THE irregularity of the Mount Morgan ore body presents problems other than those for mining only. For irregularity of outline is coupled with irregularity of grade, and the ore varies so rapidly from profitable to non-profitable, and from highly siliceous to highly pyritic, that the task of estimating quantities and values of ore reserves is manifestly rendered a difficult one, while the actual disposal Of the broken ore demands constant supervision.Four classes of ore are handled. The oxidized ore, cheaply mined and cheaply treated, is obtained by quarrying from the top of the mountain. Below the 315-ft. mine level (measured from the original summit) sulphide ore comes in, and this is divided into siliceous sulphide ore (too siliceous for economic smelting), sulphide ore suitable for smelting, and ore too poor either to be smelted or to be treated by wet process with the siliceous ore. Many technology problems must be solved if we are to continue to produce phosphate at our current rate of consumption. The U.S. produces at least 25% of the world's phosphate, 40 million tons of phosphate rock per annum with most of the production coming from Florida. Of particular concern are improved separation efficiency and the ability to treat new dolomitic resources. Phosphate flotation technology needs include: 1. Simplification of the standard flowsheet 2. Improved recovery of coarse phosphate 3. Selective flotation for phosphate recovery from dolomitic resources Preliminary results, including tests on plant feed from Florida show that these objectives may be achieved with a new collector chemistry depending on the specific circumstances. The effectiveness of the new collector chemistry has been demonstrated by the preliminary results from single stage flotation experiments both at the University of Utah laboratories and at Florida Institute of Phosphate Research (FIPR) laboratories. In the best case, from these experiments with low grade (5% P2O5) coarse feed (16x35 mesh), a single stage phosphate recovery of 95 % was achieved with a concentrate grade of 31 % P2O5. Such a separation efficiency could not be achieved using the traditional fatty acid/fuel oil collector. Based on these results it seems that a one step process may be possible for phosphate flotation and a research program is justified for the development of this new flotation strategy.

Open pit mine plans define the complex strategy of displacement of ore and waste over the mine life. Various mixed integer linear programming (MILP) formulations have been used for production scheduling of open pit mines. The main problem with these models is the inability to solve real size mining problems. We present a mixed integer linear programming formulation for the open pit long-term production scheduling problem. To reduce the number of binary integer variables in the formulation, we aggregate blocks into larger units referred to as mining-cuts. We present a semi-supervised clustering algorithm which aggregates smaller blocks based on rock types and grade ranges into mining-cuts without introducing an error in the grade estimated values. The cluster-based aggregation algorithm is fully integrated into an MILP mine production scheduling prototype software. We have implemented, verified, and validated our models. The efficiency of the new platform is evaluated through iron ore mine case study.
