EVERY year it becomes more difficult to find new mining districts and new ore deposits. Nearly all of the important discoveries so far can be attributed to surface manifestations overlying the ore deposit. In the future greater skill will be necessary to find ore deposits that give little or no indication of their presence. Mining geology is making progress by broadening its attack upon mineralized regions, by including in its investigations studies of the relation of physical-chemical processes to ore precipitation and various phenomena that heretofore have not always been looked upon as major factors in the problems. Such, for example, are petrographic peculiarities that will help determine structure, aspects of strata or formations favorable or unfavorable to structural deformation or mineralization, and renewed studies of chert and dolomite. This broadening attack is not necessarily being directed to the study of large areas, but rather by doing extremely detailed work in three dimensions in relatively small critical areas to find the key to the structure, reasons for the manner of rock deformation, composition and texture of the rock, and other con¬trolling factors in the larger areas.

It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. On behalf of the members and leaders of the IPMI, we hope you will find value in this new publication.

Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.

The Henderson/ML King CSO Project is a major combined sewer overflow (CSO)reduction project for the Department of Natural Resources and Parks of King County, Washington. The central element of the project is the 3100 lineal feet long, 14'-8"diameter 42nd Ave S Storage/Treatment Tunnel. During the course of the project, the owner and consultants evaluated numerous elements of the tunnel including the alignment, geotechnical conditions, tunnel liner, and settlement monitoring requirements. The contractor utilized innovative shaft construction methods for the tunnel portals, and adhered to strict contract requirements in successfully constructing the tunnel. This paper provides an overview of the design and construction elements of the 42nd Ave S Storage/Treatment Tunnel that led to the successful completion of the project.

The purpose of this investigation was to extend the analytical services which are required for Bureau of Mines programs in developing and evaluating high-purity materials. Determination of trace elements in minerals and ores as an aid in geochemical evaluation and prospecting was considered. Serious consideration should be given to the merits of using the avail- able fluorescent X-ray spectrographic instrumentation and techniques for determining trace elements. Limits of detectability for trace elements in metal, oxide, solution or mineral samples range from 0.1 to 100 p.p.m, depending on the element being determined, overall sample composition, and the complexity of the X-ray spectra; limits of detectability range from 0.01 to 1 microgram for elements that have been preconcentrated by a chemical or physical process, for example, by ion-exchange membrane.

Alabama probably has the most extensive deposits of high-grade flake graphite in the United States and was the largest producer during World War I. Therefore, with the outbreak of World War II, users of flake graphite turned again to Alabama to supply their requirements. Flake graphite is the most important ingredient contained in graphite crucibles used in melting crucible steel and special alloys essential for war purposes. Early in World War II the Army and Navy placed flake graphite on the list of critical war materials. During World War I, when the supply of Ceylon graphite (then in demand) was cut off, large quantities of flake graphite were produced in Alabama, and about 40 mills were built. Most of these were abandoned after the war when imports of the cheaper Madagascar flake (which gradually replaced Ceylon graphite) began to reach this country. With the beginning of World War II, the Madagascar supply was cut off', and consumers were again compelled to look to domestic sources for their supplies. They found only one small mill in operation, that of the Ceylon Graphite Co. in Coosa County, Ala. The Bureau of Mines made a preliminary examination of the Alabama flake graphite deposits in 1940. Samples were taken and tested at the Southern Experiment Station at Tuscaloosa.

The route of a new, 4-mile long, electrical transmission line passed through residential neighborhoods and commercial areas of a small town in the South Carolina Coastal Plain. The new line consisted of 54 new poles and a one-mile underground section. Most of the new poles were constructed within 50 ft of existing structures, and in some cases, within 8 ft to 20 ft. A widely-space subsurface exploration consisting of 20 cone penetration test soundings indicated the subsurface conditions along the alignment generally consisted of saturated, loose to medium dense, fine slightly silty to silty sand. The pole foundations consisted of 20 to 30 ft long, prefabricated ?caissons? (essentially an open-end pipe pile with a prefabricated connection system at the top) with diameters of 28 to 56 inches. The steel caissons were installed with vibratory pile hammers. To help prevent damage and defend against possible allegations from nearby property owners, vibration and settlement monitoring was performed during all foundation installation activities. Limited structural condition assessments were also performed before and after foundation installation. For 53 of the 54 foundations, the ground vibrations recorded at distances coincident with the nearest structure locations ranged from 0.05 inches per second to 1.46 inches per second. With consideration of the dominant frequency, the majority of these values were below the commonly used USBM vibration limits. For a foundation installation that was only 8 ft from the nearest structure, a peak particle velocity of 3.06 inches per second was recorded, which exceeded the USBM limits. For all cases, the measured ground surface settlement was negligible (i.e., less than ¾ inch). Several spurious claims alleging vibration-induced damage were made, but the monitoring program provided an adequate defense. One claim involving artwork that fell to the floor during foundation installation at a distance of 8 ft from the house was deemed legitimate.

Following a study by NIOSH on the availability of teams in the U.S. as well as existing training sites and their capabilities, the Penn State University, leaders of the Pittsburgh Section of SME, providers of mine rescue equipment, and industry sponsors united to establish and make fully functional a student mine rescue team at Penn State University. With the growth of MERD and mine rescue competitive events at Missouri S&T, the Mine Training and Technology Center in PA, and at Colorado School of Mines Edgar Mine, a critical mass of effective training venues were made available to help student teams progress and develop mine rescue skills. The challenges to be met in creating and developing a student mine rescue team will be discussed. The rewards from this type of effort will be the quick capability of graduates from mining engineering programs to be involved in not only mining operations, but industry mine rescue teams and other leadership roles as well.

"A young private R & D organization, COREM celebrated its 10th anniversary in 2009. Managed by a consortium of nine mining and metallurgical companies, COREM has the mandate of increasing the competitiveness of its member companies through the development and transfer of mineral processing innovations. Typical technologies developed by COREM include alternative mineral processing techniques, novel operating strategies, innovative sensors and process simulation software. Many of them were developed in partnership with universities and selected research organizations.Because the COREM membership base is broad (from ferrous to base, to precious metal industries), its R & D program must deliver technologies with applications within a wide spectrum of mineral processes. Comminution, physical (gravity and magnetic) separation, flotation, cyanidation, pelletizing and thermal processes are the main topics of the R & D program. A number of new technologies have been developed and transferred to the plants of member companies. These examples of transferable technologies demonstrate the capability of COREM to impact the bottom-line of its member companies.INTRODUCTIONCOREM is a private mineral-processing R & D organization that operates from its own laboratories and pilot-plant with its own staff of professionals and technicians (about 95 persons). It is managed and financially supported by a consortium of nine mining and metallurgical companies and three provincial and federal ministries. The very ‘down-to-earth’ mission statement of COREM is to increase the competitiveness of the mineral processing plants of its members. "This paper reviews the evolving Ontario mining regime for mining industry-Aboriginal engagement and its apparent alignment with court decisions, domestic law, emerging international norms, mining industry rules, and mining firm-Aboriginal agreements, drawing on publicly available commentary from government officials, the private sector, and Indigenous communities. The successful installation of long piles driven into very dense sands relies on the occurrence of the reduction in local friction with increased pile embedment, a phenomenon known as ?friction fatigue?. The underlying mechanisms controlling friction fatigue are poorly understood, with some design methods including an adjustment for the influence of pile diameter while others do not. This paper back calculates the installation resistance of 0.356m to 2m (14in to 78in) diameter open ended piles driven into very dense sands using wave equation analyses. Cone penetration test data are used to link soil properties to installation resistance. The study illustrates consistent interpretation of a variety of case histories of open ended piles driven in very dense sands using newly developed analysis techniques and normalized parameters. Results provide information on methods for incorporating friction fatigue into drivability studies as well as a discussion of mechanisms related to pipe pile installation resistance in sandy soils.

A data science based dilution study was conducted to identify the causes of dilution at South32’s Cannington Mine (Cannington), a large open stoping operation. In terms of industry benchmarks for unplanned dilution, Cannington is already performing very well, and so opportunities for improvement are more difficult to identify. The study is based upon back analysis of nearly 150 case studies from the mines reconciliation database, and has quantified the relative effect and significance levels for the following dilution parameters; time until paste filling, faulting and cable bolt reinforcement. Specifically, significant contributions were associated with faults and stope open duration. Quantifying the effect of faults on stability graph accuracy enabled a site specific adjustment to improve the predictive ability of the Cannington stability graph (unstable stope specificity improved from 63 per cent to 74 per cent). Despite Cannington’s already high levels of stope performance compared to industry benchmarks, data science methods have identified a complex interaction between identified dilution factors (ie stope open duration, presence of faults and cablebolting). Specifically, a third order Factorial ANOVA (Analysis of Variance) provided evidence that stope open duration reduces the effectiveness of cable bolts in faulted ground (average dilution = 2.1 m, p-value = 0.13). These results are consistent with site observations of a relationship between the stope open duration and the extent of failure when unravelling on a fault, even when cables are present.CITATION:Maher, K, Stewart, P C and Robotham, S, 2016. For Fe-Mn alloy production, two reactions are responsible for this process: the MnO reduction in the slag and the carbon dissolution in the bath. The smelting-reduction process has been studied as alternative route to be used to produce alloy so as steel. This technical paper presents some initial studies to be used to determine the main ways that one can have for the mechanisms for this reaction. The limited factors like mass transport or chemical reaction were analysed. The Mn content in the bath were varied and it was concluded that by increasing the former, dissolution of Mn into the bath was increased, so as a reduction of MnO in the slag. For carbon dissolution, it was used a experiment with a stationary bar, this one was added into the bath, after ten minutes probes were catched, by temperature 1600¦C, for the dissolution of MnO, one graphite crucible was employed, after 45 min the slag and alloy were analysed. After the experimental part, some curves were plotted against time, based on these graphics, and kinetic analysis was made.

A pair of silicon rubber replicas of size 250 mm by 250 mm, from a natural rock joint, was used to produce several high strength concrete fracture replicas of different sizes, from 50 mm by 50 mm to 200 mm by 200 mm. The morphology of the concrete fracture replicas were digitized at the laboratory using a 3D-laser-scanning machine with high accuracy and resolution. The scale dependency of the geometrical properties, including surface roughness and aperture, of the samples were investigated using fractal method. The investigation was extended to study the scale effect on the mechanical properties of the concrete fracture replicas. Four concrete replicas having same geometry from each sampling size were sheared under four different normal loads. The results show that normal and shear stiffness and peak shear strength decrease with increasing sample size and decreasing normal stress. It is concluded that for accurate determination of geometrical and mechanical properties of rock joints in the laboratory and field scales, samples with size equal to or larger than stationarity limit are required. Die Studie wurde durch die Untersuchung der mechanischen Eigenschaften der Betonrepliken erweitert. Hierbei wurden vier Betonrepliken der selben Geometrie jeder Probengrösse unter vier verschiedenen normalen Belastungen abgeschert. Die Ergebnisse zeigen das sowohl Normal- und Schersteifigkeit als auch die Spitzenscherfestigkeit mit zunehmender Probengrösse und abnehmender Normalspannung abnehmen. Es hat sich gezeigt, daß für eine genaue Bestimmung der geometrischen und mechanischen Eigenschaften von Felsklüften im Labor und im Feld Proben einer Größe gleich oder größer des stationären Limits verlangt werden. L’influence de l’échelle des propriétés géométriques, incluant rugosité et ouverture, a été étudiée en utilisant la méthode des fractales. Des essais complémentaires ont été réalisés afin d’étudier l’effet d’échelle sur les propriétés mécaniques des répliques de fracture en béton. Quatre répliques béton de même géométrie pour les différentes tailles d’échantillons ont été cisaillées sous quatre valeurs de contrainte normale. Les résultats montrent que la rigidité normale et tangentielle ainsi que la résistance de pic diminuent en proportion de l’augmentation de la taille de l’échantillon et de la diminution des contraintes normales. On peut en conclure que, pour une détermination précise des propriétés géométriques et mécaniques des fractures au laboratoire et sur le terrain, des échantillons de taille égale ou supérieure à la limite stationnaire sont nécessaires.

Although the occurrence of deposits of titanium minerals on Kenya’s present day beaches and adjacent dune systems has been well documented, the potential for older formations to host economically viable deposits had not been recognised until recently. The Magarini sands formation in Kenya has been found to contain deposits of ilmenite, rutile and zircon in quantities and grades that have the potential to be commercially exploited. Since 1995, Tiomin Resources Inc. has explored these deposits and has identified one deposit, the Kwale project, as being able to support the development of a mine producing some 300,000 tpa ilmenite, 75,000 tpa rutile and 37,000 tpa zircon. Tiomin plans to start production by late 2002. Construction of a US$137 million operation is set to commence in the first half of 2001.

When Haematite Explorations Pty. Ltd. began prospecting for petroleum in 1960, there was only ill-defined geological evidence on the land bordering Bass Strait to support the belief that petroleum lay trapped in sedimentary formations beneath its shallow waters.A reconnaissance of the area, made in 1961 by the airborne magnetometer method, covered the waters and islands of the Strait and overlapped the Victorian and Tasmanian coasts. The survey indicated the presence of the Bass Basin (which is completely water-covered), assisted in outlining the Otway and Gippsland Basins, and showed that each basin contains sedimentary rocks over 10,000 ft thick. Information on the regional geology and minor volcanic activity was also obtained.Marine seismic surveys carried out from 1962 to 1965 defined these basins more accurately and showed the nature and structure of the thick sedimentary sections.Correlation of the seismic data with onshore wells identified the sediments as Tertiary and Mesozoic. Subdivisions of the former in all basins and the latter in the Otway Basin were made. These Tertiary and Mesozoic rocks are not seriously deformed and they have good prospects of containing petroleum.Possible structural and stratigraphic traps, recognized from the seismic record sections by petroleum geologists, are being tested by offshore drilling which began in 1964.
