These volumes report on the study initiated by the U. S. Bureau of Mines to develop and apply a methodology to quantitatively assess the probability and potential benefits of technological innovation over the next twenty-five years. The potential was recognized for new technology to solve copper industry problems in the United States. Objectives of the study were to: (1) Develop a methodology to obtain the opinions of mineral experts about future events -their likelihood of occurrence, and, conditional on occurrence, when and to what extent they are likely to occur; (2) Identify, select, and describe potential technological innovations which would have significant impact on copper production; (3) Implement the methodology and obtain the opinions of the mineral experts regarding selected copper technologies; and (4) Analyze the expected future benefits of successful technological innovations :n the copper industry. Although individual technologies are continuously examined throughout the copper 'community', this study is the first known comprehensive forecast of future copper technology. This study is also believed to be unique 1n that it represents the consensus opinion of over sixty expert copper technologists on the expected use of innovative technology in the industry over the next 25 years. "The impact of high-grade data on resource estimation has been a longstanding topic of interest in the mining industry. Concerns related to possible over-estimation of resources in such cases have led many investigators to develop possible solutions to limit the influence of highgrade data. It is interesting to note that the risk associated with including high-grade data in estimation appears to be one of the most broadly appreciated concepts understood by the general public, and not only professionals in the resource modelling sector. Many consider grade capping or cutting as the primary approach to dealing with high-grade data; however, other methods and potentially better solutions have been proposed for different stages throughout the resource modelling workflow.This paper reviews the various methods that geomodellers have used to mitigate the impact of high-grade data on resource estimation. In particular, the methods are organized into three categories depending on the stage of the estimation workflow when they may be invoked: (1) domain determination; (2) grade capping; and (3) estimation methods and implementation. It will be emphasized in this paper that any treatment of high-grade data should not lead to undue lowering of the estimated grades, and that limiting the influence of high grades by grade capping should be considered as a last resort. A much better approach is related to domain design or invoking a proper estimation methodology. An example data-set from a gold deposit in Ontario, Canada is used to illustrate the impact of controlling high-grade data in each phase of a study. We note that the case study is by no means comprehensive; it is used to illustrate the place of each method and the manner in which it is possible to mitigate the impact of high-grade data at various stages in resource estimation."

Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

Any economic evaluation of a lead-zinc mining project requires the estimation of net revenue per tonne of concentrate at the "mine gate". The value at the mine gate equals the Net Smelter Return minus all realisation costs. The paper develops a simple predictive model for Net Smelter Return based on metal prices.

T HE theory of hardening by heat treatment was, as usual, the most actively discussed phase of metal working theory and in spite of the fact that it is now ten years since the dispersion theory was proposed by Messrs. Merica, Waltenberg, and Scott, it still retains a dominating influence. It is being increasingly recognized. however, that in its simplest form, that is, the purely mechanical effect of very fine crystallites distributed through a groundmass, it is distinctly in- adequate. To explain the observed facts we are obliged to assume some well-defined intermediate stage between supercooled solid solution and conglomerate, however fine be the particles of the latter. This intermediate has been inferred by Gaylor and Preston to be "the rejection of the atoms of the dissolved metal from the lattice of the solid solution accompanied by the possible formation of molecules."' Perhaps this may well be designated as the formation of supersaturated solid solution. Some very definite evidence of such an inter- mediate stage has been found in the hardening of steel where it appears that the very hard martensite may be considered as a supersaturated solution of carbon in a iron. The X-ray spectrometry of drastically quenched steel shows a tetragonal lattice whose parameter changes by tempering at 100" until it coincides with the cubic lattice of iron.? The same gradual change of the tetragonal to the cubic lattice has been observed by Sekito when esamining layers on increasing depth below the surface of a quenched carbon steel.

Recent studies by the authors into the behaviour of jointed rock masses using direct shear testing have confirmed that joint spacing has a significant effect on rock mass strength. The rock mass failure envelopes assessed from these tests have been compared to failure envelopes obtained using the Hoek-Brown GSI criterion. Good agreement between measured and estimated GSI strength envelopes where obtained when joint spacing was considered in the assessment of GSI. Eine gute Uebereinstimmung zwischen gemessenen und errechneten GSI Festigkeitsbereichen wurde erzielt, wenn der Abstand der Risse in der Berechnung der GSI in Betracht gezogen wurde.

"This paper presents the principles and application of a recently developed control system for flotation columns and column circuits. The control system uses triple pressure sensors to directly sense zone densities and level, and to help in characterizing the operating behaviour of individual columns. A complete expert system development tool is incorporated within the system to provide the facility for full operator training, an on-line help facility, and a means for incorporating the column behavioural patterns into decision making rules. The system is configurable to any number of columns and can be run in either supervisory mode or direct control through Minnovex PIO software. Additional process signals can be interfaced with the system if desired. Operating experience with the control system on the Minnovex column flotation pilot plant is described.I: INTRODUCTIONColumn flotation cells have been more difficult to control and are more sensitive to circuit changes than conventional mechanical flotation cells. This susceptibility encouraged investigation into various types of control strategies ranging from inexpensive single pressure measurements for level control, to highly instrumented and expensive systems using a variety of control methods.Flotation operators, in many cases, do not understand the column control philosophy or have not been trained to deal with this new type of cell. Some operators have subsequently absolved themselves of the column operating responsibility. Some column cells, for example, have run for hours with slurry pouring over the top or no froth coming off at all.ColumnEX is a column flotation control system which was developed from the viewpoint of an operating shift foreman who wishes to:1. control the column or column circuit through a genuine understanding of what is happening inside the columns, and2. to share this knowledge with his flotation operators and be available to guide them through times of circuit upsets."

During fiscal year 1969, the Bureau of Mines was engaged in 66 projects to improve methods for producing and utilizing petroleum. Programs directed toward the continued conservation of this natural resource, including crude oil, natural gas, and oil shale, were carried out through research performed at four laboratories supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Over 100 technical papers and reports were published by the Bureau or others based on this research, and numerous other reports were prepared for U.S. Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau.

Coastal and marine mines affect the seabed?s biological resources, eg fisheries, when large volume wastes such as tailings are placed on the seabed, and by the extraction processes from marine mining. Worldwide monitoring of such effects for the past 30+ years now provides information to describe Best Practice design, construction and monitoring procedures. The critical environmental factors for submarine tailings placement (STP) are the selection of an appropriate deposition site and discharge depth, the deposition rate of the tailings, and the speed of biodiversity recovery to a sustainable ecological succession. These should be predictable at new sites using current modeling and experimental procedures. Prediction procedures are still needed to minimize potential destabilization of deposited tailings, and consequent biodiversity recovery setbacks. Comparable environmental information is needed from marine mining sites.

The planning and operation of ventilation network systems for uranium mines require special considerations since ventilation is the primary technique of controlling ambient concentrations of radon progeny. The major environmental challenge facing the ventilation engineer is the requirement to dilute radon progeny to below the Working Level Month per year of worker exposure required by law. The application of large airflow volumes and the utilization of low residence times constitute some of the factors considered by the design engineer. Good mine planning and sequencing are also critical for protecting the health of miners. The mine ventilation must have such characteristics as flexibility, high air distribution efficiency, rapid air transit times, zero recirculation and no short-circuiting. A well established maintenance program for all ventilation appliances must be in place to guarantee control of the distribution system. Real-time monitoring systems permit assurance the adequate quality of air is delivered to working places. A case study for an operating mine is used to demonstrate how the ventilation system is successfully managed and operated using the above concepts.

The commonly traded base metals concentrates of copper, lead, tin and zinc are sold by miners to custom smelters using contracts whose terms were generally established at the beginning of the 20th century or even earlier. Technical clauses in these concentrates for items such as payable metals and penalty elements do not reflect current realities of extractive metallurgical technologies and hygiene/environmental issues.It is an axiom that the miners and smelters have a symbiotic relationship. While the existing antique and arcane commercial arrangements serve the purpose of transferring money from the buyer to the seller, they are not likely to result in the industry achieving better overall technical and economic outcomes. By examining the cases for copper concentrates and zinc concentrates in particular, it will be shown that the practical application of these antiquated technical clauses does not drive the miners to produce the better quality concentrates that should be desired by the smelters. This is despite development of mineral beneficiation and hydrometallurgical technologies that would allow the miners to make better products.The adage that any extractive metallurgical problem in the smelter is cheaper to solve in the concentrator still generally holds.While nickel concentrates are only touched on lightly in this discussion because sales terms are more opaque than those for the other base metals, it is expected that the same conclusions will apply.CITATION:Munro, P D and Munro, S E, 2015. "This paper is focused on blasting activities undertaken as part of the Pacific Highway Upgrade – Tintenbar to Ewingsdale – project (T2E). This is a ‘priority 1’ Pacific Highway road construction project in New South Wales (NSW), to be completed by mid-2015 (weather permitting). T2E will provide approximately 17 km of dual carriageway road starting at the northern end of the Ballina bypass and extending to the Ewingsdale interchange, and will complete the existing dual carriageway road between Ballina and the NSW/Queensland border.Roads and Maritime Services (RMS) (formerly the Roads and Traffic Authority) is delivering the project on behalf of the NSW state and federal governments. In October 2011, RMS awarded a contract to Baulderstone Pty Ltd (now Lend Lease Engineering Pty Ltd – Lend Lease) to design and construct T2E. One of the key elements in this project is the St Helena Tunnel.In order to avoid the steep grades of St Helena Hill, eliminate a well-known accident black spot and maintain the aesthetics of the Byron hinterland escarpment, RMS and Lend Lease prepared designs to construct a 434 m long dual carriageway tunnel, 46 m below the ridge line of St Helena Hill. Lend Lease elected, where geotechnical conditions permitted, to use drill and blast methods to excavate the full tunnel profile, instead of traditional mechanical excavation techniques.Since all blasting locations (both inside and outside the tunnel) were in close proximity to nearby residents, the NSW Department of Planning and Infrastructure imposed strict air blast overpressure (airblast), ground vibration (vibration) limits and limited working hours. Both RMS and Lend Lease recognised that these restrictions meant that nearby residents may be exposed to blasting activities for longer than was necessary. As a result, after close consultation and agreement with the nearby residents, RMS applied successfully to the NSW Department of Planning to increase the airblast and vibration limits, as well as the working hours.Working under these new conditions, Lend Lease employed a range of best practice drill and blast technologies provided by both Orica Australia Pty Ltd and Atlas Copco Mining and Rock Excavation to improve the safety and efficiency of blasting activities and to minimise the potential negative impacts of the blasting works on affected residents. These technologies included: the use of a continuous environmental monitoring system to record the results of the blast events and provide quick and easy reporting to key stakeholders to address RMS specification requirements electronic detonators to enable accurate hole detonation timing for vibration compliance and to give project engineers the flexibility and precision to alter each design to suit the geological profile of each face the use of two software programs and advanced drill rigs to enable the efficient design of blasts, electronic transfer of designs to the drill rigs, as well as in-hole monitoring and recording of drilling performance the use of a specialised bulk emulsion system to deliver fully coupled bulk explosives into face blastholes to maximise fragmentation, and decoupled bulk explosives into perimeter blastholes, to reduce overbreak and deliver a cleaner profile.By taking a progressive approach towards the environmental restrictions and the work hours imposed, as well as utilising best practice blasting techniques, RMS and Lend Lease were able to blast with confidence and achieve their production deadlines and reduce the total cost of the project.Most importantly, RMS and Lend Lease were able to meet their environmental obligations and work constructively with the nearby residents to ensure that the blasting was undertaken as safely and efficiently as possible without delay or negative impact.CITATION:Dowling, M, Domotor, R and Miller, D, 2014. "Rare earth elements (REE) are essential and unique components of many high-technology products without which functioning of modern society would be greatly impaired. Commercial deposits of REE are limited to a few geographical locations. Largely untapped sources of REE are available in endof- life (EOL) magnets, rechargeable batteries, and electronics. Presently, < 1% of REE in EOL wastes is recycled. Conversion of EOL wastes to liquid streams allows use of IBC’s Molecular Recognition Technology (MRT) process to selectively recover, separate, and purify target REE and associated metals at g/L to mg/L or lower concentration levels. The MRT process together with its applications to separations of REE and associated metals in recycling as well as in mining are described. Economic and environmental advantages of MRT are presented. INTRODUCTIONRare earth elements (REE) include the lanthanide series (La-Lu), Y, and Sc. These elements are not rare, but concentrated minable deposits are scarce (Cordier 2012; Haxel, Hedrick, & Orris, 2002). Over 95 % of the world’s supply of REE is controlled by China (Hanson, 2011a) where they are mined, processed, and the pure elements incorporated into a growing number of consumer and military products. The consumer products are marketed worldwide. Since REE are vitally important in consumer and military products, this situation has caused other nations to scramble to develop the capability to produce their own supply (Cordier, 2012).In the U. S., Molycorp has reopened the Mountain Pass REE mine in California and production has begun (Goldenberg, 2010). Development of a reliable internal source of REE is of high national priority in the U.S. (Hanson, 2011b; Hess, 2012: “Obama Announces”, 2012). These elements have in recent decades been incorporated into new consumer and military products that are essential to our economy and defense. These products range from wind turbines, high performance magnets, hybrid car rechargeable batteries, energy efficient lighting electronics, flat screen televisions, and smart phones to advanced weapons systems (Haxel et al., 2002; Levkowitz & Beauchamp-Mustafaga, 2010)."

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

To design a blast, one must give consideration to safety, economics, geometry, geology, production needs, and a variety of other requirements. To compare designs requires the time to develop alternatives, analyze, and then improve on them. A number of tools are available to assist with the first set of requirements, however they are poorly integrated. SHOTPlus is a program to improve the efficiency of blasting operations, by combining measurement and blast design tools, and offers the user the time and means to modify designs and explore alternatives.

A method has been developed for the prediction of the performance of multi-stage grinding-cyclone classification circuits of any degree of complexity on any ore for a wide range of operating conditions. The method involves the simulation of the circuit on a digital computer by means of. mathematical models of the individual units. At present, to establish the characteristics of the ore and the machines in mathematical terms, it is necessary to know the performance of a simple system on the ore for one known feed rate and feed sizing analysis.Further work on the separate identification of the terms defining the characteristics of the ore and the machines may permit the method to be applied directly to the data derived from small scale tests on ores.INTRODUCTIONThe cost of preparing metalliferous ores for concentration processes by, grinding and classification frequently represents a major portion of the cost of treating such ores, and it is necessary both from an economic and a metallurgical point of view that grinding and classification circuits should be operated at their optimum efficiency. It will be realized that the processes carried out in all units in such circuits behave according to physical laws and, if a mathematical representation of the laws applying to each unit could be derived, optimization of the overall process for any given conditions of feed or product may not be difficult.The physical processes in both tumbling mills and hydraulic classifiers are extremely complex and do not appear at present to be amenable to a rigorous mathematical analysis. However, empirical mathematical models of grinding units which have been presented previously (Callcottand Lynch, 1963; Lynch and Moore, 1963) may be used to discuss the operation of the grinding units in multi-stage circuits. As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? The geological and geostatistical modeling of mineral deposits requires densely sampled drillholes that provide accurate and reliable hard data. Furthermore, quantifying orebody uncertainty through geostatistical simulation can allow mining engineers to assess long-term risk in mine planning. Nevertheless, ore deposits can sometimes lack dense drillhole information, reliable hard data with proper quality assurance/quality control (QA/QC), or sometimes both. This study is based on a coal mine located in the Republic of Kazakhstan, where an iron dataset is based on data from three newly drilled drillholes, and geological information comes from a massive collection of legacy drillhole data with no evidence of proper QA/QC. For this reason, a workflow was introduced to construct a representative training image from legacy data and stochastically model geological domains within these three drillholes using a multiple-point geostatistics technique. Once the geological model was obtained, a two-point geostatistics algorithm was applied to model the iron inside each geological domain. The direct sampling algorithm was chosen for modeling geological domains, and sequential Gaussian simulation for iron grade calculation. Both methods were extensively evaluated using different statistical tools and analyses.
