The predevelopment and preparation of a total infrastructure in a deep level mining environment, prior to the shaft system being commissioned has major advantages. This paper intends to indicate these advantages and outline an understanding of the disadvantages. These benefits can be classified in three basic groups: the financial and timing advantages, a knowledge of the ore body and the development of required technology to meet the design parameters. The required technology in many aspects was still to be developed prior to successful application. Stemming from the technological evolution are some secondary advantages which will be described in each of the groups. Safety and health considerations and some practicalities made some of the new technology redundant prior to the actual application. In each case the actual achievements and the anticipated benefits will be indicated to allow the reader to distinguish clearly between planned and actual achieved advantages.

In the past decade, approximately 5 billion pounds of explosives were used annually in the United States. Most of this quantity of explosives was used by the mining industry and coal mining was the dominant application for explosives. Considering the large amount of explosives used, the accident safety record for the mining industry has improved significantly over the past two decades. Blasting accidents are usually a small percentage of the total number of mining accidents. However, blasting accidents continue to occur and the severity of these accidents is disproportionately high with respect to other types of mining accidents. This paper is a summary and an update of the surface mine blasting accident investigations and studies conducted previously by the Mine Safety and Health Administration (MSHA) and the former U.S. Bureau of Mines.

"Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a "plateau" and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have "exemplary" safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

A methodology for assessment and remediation of acid mine drainage (AMD) developed at the Sullivan Mine in the West Coast Region has been applied to the closed Blackball Mine, Blackball, West Coast Region. AMD from the Blackball Mine has low pH, high acidity, and elevated levels of iron, aluminium, manganese, nickel, zinc and arsenic. The AMD flows at a variable rate (36 - 101 L/s) into adjacent Ford Creek, causing an increase in acidity and trace element concentrations in the creek. To test the effectiveness of treatment with a simple limestone-based treatment system, a column leaching experiment was conducted over a nine day period. The results show effective removal of acidity, reduction in the concentrations of iron, aluminium, manganese and zinc, and production of alkalinity. To determine if this treatment method reduces the toxicity of the AMD to aquatic invertebrates, a 96 hour ecotoxicity experiment was conducted. The results show a significant decrease in mortality in the treated AMD compared to untreated. The column experiment, in conjunction with the ecotoxicity work, suggest that a passive treatment system consisting of a limestone leaching bed and an open limestone channel may be sufficient to treat the AMD from the Blackball Mine. Further work, such as large-scale treatment trials, is recommended.

Over the last three decades, the mining industry has been moving towards underground mechanized mining methods and the number of load haul dump (LHD) vehicles utilized has increased. The growth of mechanization and automation has benefited both workers and mining companies. However, due to the design constraints with LHD vehicles and the limitations of the operating environment, restrictions to operator visibility has contributed to a number of accidents, including fatal injuries. Past researchers have used the light filament technique to collect obscuration zones around mobile equipment and have produced 2D visibility charts (shadow diagrams) of this information. The light filament method involves manually collecting visibility data, which results in errors and is time consuming, requiring around three hours to complete. This research utilizes a MENSI GS100 laser scanner along with 3D modelling software (3Dipsos) to collect and process operator visibility profiles for underground mobile equipment. Results from this test work indicate that a laser scanner can be successfully used to rapidly collect this data and utilize this information for improved mobile equipment design from a visibility perspective. ABSTRACT: In this paper, the stability evaluation and bifurcation criteria are presented for the Jinping arch dam structure. The bifurcation models in failure status of the arch dam are derived from the uniqueness of the controlling equation of dam behaviours, and the relative phenomena between positive definition of dam structural tangent stiffness and bifurcation are given in the paper. Then the structural collapse criteria for arch dam are discussed based on the energy mode. A stability criterion of dam based on the connection of yield zones is proposed according to the implementation of elasto-plastic FEM (finite element method) numerical analysis. In accordance with this judging method, nonlinear FEM analysis is used for Jinping arch dam. The failure process of the Jinping dam was simulated and yield zones were found under the overloading condition. In der Vorliegenden Arbeit wird eine dreidimensionale finite element analyse fuer die seitlichen. Gestein sauflager mittels dem Bruchmodell Vorgestellt, da fuer Jiniping Bogenstaumauer angewandet wird. Ein Bruch mechanismus model einschliesslich der statistischen parameter der Gesteinfes tigkeit wird entauckeit. The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled pre-dominantly by rising personal consumption expenditures as well as growing Government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the mineral-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

The report covers tests and criteria for the establishment of safe grounding systems for coal mines. The work deals primarily with under-ground coal mines, but much is applicable to surface mines as well. Included is an extensive guide to grounding and bonding procedures for mine surface substations. Xit-Rods are evaluated and shown to deviate from manufacturer's claims. An analysis shows that very long cables are difficult to monitor using audio frequency ground-check techniques. A method is developed to detect failing cable splices without removing the cable from service. Simulation and measurement are compared for a technique to detect bad rail bonds, and an assessment is made of grounding techniques for dc face equipment.

"INTRODUCTIONA beneficiation plant to upgrade earthy iron ores is being installed by the Iron Ore Company of Canada in Sept-Iles, Quebec.The crude ore for the plant will come from the Knob Lake area, located in Northern Quebec, where mining has been in progress since 1954.Some 170 million tons of ""direct 11 ores have been mined and shipped in the past eighteen years, with an overall silica content of 7 to 8 percent. No beneficiation - except the reduction of the top size to about 2 inches - took place during this period, but extensive research work has been carried out, in order to find a feasible process.Since “washing"", gravity separation, roasting and magnetic separation experiments did not indicate positive enough results, flotation was tried and found to be feasible.The beneficiation complex being installed will consist of grinding, flotation, dewatering - i.e.: thickening, filtering and drying - balling feed preparation, and agglomeration - i.e.: balling and induration.This process will result in a product superior to the ""direct shipping"" ores and will also expand the ore reserves by allowing material with a higher silica content to be utilized.THE OREThe Knob Lake ores are grouped by mineralogical composition and by grade.BLUE ORES, representing roughly two thirds of the reserves, carry their iron content mostly in the form of massive, blue hematite and martite.YELLOW ORES, about one sixth of the reserves, have predominantly hydrated iron oxides as the iron bearing minerals.RED ORES, the other sixth of the reserves, carry the iron mostly in the form of red hematite.The gangue in all ores is mainly quartz, but aluminum oxides and hydroxides are also present, particularly in the red ores."

The Bureau of Mines investigated gaseous direct reduction of low-grade iron ore concentrates in a continuous fluid-bed reactor. These studies were made in a 4-inch diameter fluid-bed reactor using hydrogen alone, and oxygen-or air-reformed natural gas as the reductants. The percent reduction is directly dependent on the mole ratio of hydrogen in the reducing gas to the oxygen associated with the iron oxide in the ore. Two-and three-stage fluid bed tests were simulated by repeated continuous tests. The results showed that percent reduction of the final product was dependent on the mole ratio of the quantity of hydrogen in the gas of each stage to oxygen in the iron oxide of the initial ore feed. Reduction as high as 87 percent in the single stages and as high as 94 percent in the multistages was obtained when either hydrogen or reformed natural gas was used as the reducing gas. Magnetic separation and concentration of the highly reduced fluid-bed product yielded a high metallic iron concentrate analyzing 85 percent total iron and 80 percent metallic iron with total iron recovery as great as 90 percent. Agglomeration of the high-grade metallized concentrate produced hard pellets analyzing 85 percent total iron and 78 percent metallic iron. Green pellets, with good strength, were made without any binder in a drum pelletizer. Direct melting of the high-metallic fluid-bed product in a basic lined arc furnace produced a nearly pure iron which contained 0.09 C and 0.01 P with 95 percent recovery of the metallic iron in the metal.

Bangladesh ilmenite is partially altered, containing pseudorutile, rutile and haematite as well as the predominant ilmenite phase. A typical analysis is 39.45% TiO2, 24.19% FeO and 33.0% Fe2O3. Reduction of the ilmenite by charcoal was found to involve two major reactions: conversion of pseudorutile into ilmenite and rutile, and change of ilmenite into metallic iron and rutile. The first, which was much the faster reaction, was responsible for an initial increase in ilmenite content with reduction time at lower temperatures. Apart from these two major reactions, rutile was reduced to lower oxides at 1 100 degrees C with a consequent decrease in its XRD peak height

In this Bureau of Mines report a selection process has identified 14 nonstockpiled materials (cesium, gallium, hafnium, indium, osmium, rhenium, rhodium, rubidium, ruthenium, scandium, selenium, tellurium, thallium, and zirconium) that are linked to the continuing evolution of high-technology fields such as electronics, catalysis, and energy, and that have limiting factors associated with domestic availability. A qualitative assessment of the "potential criticality" of these materials was made through a consideration of end uses, demand trends and forecasts, production, mineral reserves, byproduct status, alternative supply sources, substitution and conservation options, and recyclability.

[This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative Agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of tines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935.-36.3/ The present report cover brands of gasoline represented by 1,490 samples plus thus: from the Pacific Coat, which ;sere averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, Whereas in other areas only one Company reported on a brand. Thus, it can be seen that soma of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Severe changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas any western Tennessee. The Rocky Mountain area, have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and. Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico , and El Paso, Tex., have been combined to represent the South Rock Mountain district. The Cleveland district has been expanded to include Ohio ant. Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. ABSTRACT: In this paper, the strong interaction between the hardening shotcrete lining and the surrounding ground in NATM tunneling is investigated by means of axisymmetric analyses, accounting for the three-dimensional nature of the excavation process. The effect of the hydration of shotcrete on strength, stiffness, chemical shrinkage as well as microcracking and creep are accounted for. For the description of the mechanical behavior of the ground, a multi-surface plasticity model is employed. The performed analyses of the excavation process provide insight into the influence of each phenomenon accounted for in the material model for shotcrete on the response of the ground-shotcrete compound structure. ZUSAMMENFASSUNG: In diesem Beitrag soll die Interaktion zwischen dem erhärtenden Spritzbeton und dem Boden auf der Basis axisymmetrischer Berechnungen untersucht werden. Derartige Berechnungen ermöglichen die Berücksichtigung des drei-dimensionalen Charakters des Vortriebprozesses. Die Auswirkung der Hydratation auf die Entwicklung der Festigkeit, Steifigkeit und der chemischen Schwindverzerrungen, sowie das Reißen und das Kriechen des Spritzbetons wurde berücksichtigt. Das mechanische Verhalten des Bodens wurde mittels eines Mehrflächenplastizitätsmodells simuliert. Die durchgeführten Berechnungen des Vortriebprozesses geben Einblicke in die Auswirkungen der Spritzbetoneigenschaften auf das Tragverhalten des Boden-Spritzbeton-Komposits. RÉSUMÉ: La stricte interaction entre le soutènement en béton projeté durcissant et le terrain dans un tunnel creusé avec la NATM est étudiée par des analyses axisymétriques, compte tenu de la nature tridimensionnelle des processus de creusement. Les effets de l’hydratation du béton sur la résistance, la rigidité et la contraction chimique, ainsi que sur la micro-fissuration et le fluage, sont mis en compte. Pour la description du comportement mécanique du terrain on emploie un modèle de plasticité multi-surface. Les analyses conduites mettent en évidence l’influence de chaque phénomène considéré dans le modèle constitutif du béton projeté sur la réponse de la structure composite terrain-béton projeté.

Willyamite from the type locality, Consols mine, Broken Hill, N.S.W., has been re-examined, and found to consist of zones with widely different Co:Ni ratios. The name willyamite is redefined to include the portion of the (Co, Ni)SbS series with cobalt in excess of nickel. Willyamite is pseudo-cubic, with the three axes equal to within 0·001 A.

The principal activities of the Bureau of Mines Explosives Research Center during fiscal year 1967 (July 1, 1966, to June 30, 1967) arc reviewed in a part 1. Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the shock initiation of hydrogen peroxide not destined for publication elsewhere. In 2006, a total of 2,113 coal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Coal mines comprised 14.2% of all mining operations. ? Bituminous mines comprised 92.5% (n=1,955) and anthracite mines 7.5% (n=158) of coal mining operations. ? Approximately 71.0% of all coal mines were located in three states: Kentucky (29.2%), West Virginia (21.8%), and Pennsylvania (20.3%).
