The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. "INTRODUCTION The Buck. Creek corundum area of Clay County, North Carolina, includes one of the largest single masses of peridotite outcrops in the whole Appalachian Range and has been described by Pratt, an early authority on corundum, as offering one of the best potentialities for corundum production in North Carolina.Two principal types of corundum deposits are found at Buck Creek the vein type and the corundum-bearing amphibolite dikes.The vein deposits occur in structural fissures that strike north to northeast in a gangue of feldspar, zoisite, an, chlorite. The corundum is generally coarse-grained and good-quality. The corundum content varies from several percent to 50 percent.The corundum in the amphibolites is more or less disseminated through the dike, is generally lower-grade, and is less in quantity, than the vein corundum. About 50 percent of the amphibolite corundum is coarse enough for snagging-wheel grade but is difficult to separate from the amphibolite.Production from the Buck Creek area has been small and came mainly from high-grade pocket in the vein deposits. Pratt 3/ reports 300 tons of corundum ore was produced to about 1896. No record of subsequent production is available.The critical shortage of corundum during the war, due to transportation difficulties and the depletion of deposits abroad, prompted the Bureau of Mines to investigate domestic reserves.After a favorable report was obtained on the Buck Creek area, the Bureau began exploration of the deposit in September 1943 and continued until February 1945."

Factors of geological structure and occurrence of coalbeds, plus the resulting mining conditions, have required more care in preparing coals in Alabama than in most other districts almost since mining Alabama coals began. For this reason, literature on these coals may be interesting to those in areas where prime coals have been mined out, and thinner and less regular beds must now be exploited. This literature review has been arranged in order of subject matter. Some references have been listed more than once, but each separate review is limited to the material pertaining to the subject matter being discussed. For those seeking specific information, the authors have indicated which items repeat material and which items are most complete or specific. Geology, preparation, and carbonization of coal have been reviewed the most frequently.

Four manganese dioxide leaching microorganisms, an Achromobacter spp, Aspergillus niger, Elllerobacter cloacae and Elllerobacter agglomerails were purified from sucrose enriched crude mixed cultures which contained at least sixteen, non-leaching, morphologically different, colony types. Fastest leaching rates were obtained from the original enrichment's mixed cultures (1.26 g Mn++ I/d) while best yields of Mn++ m terms of sugar use came from Achromobacter and A. niger being 0.84 and 0.89 g Mn++/g sucrose respectively. The peak efficiency in manganese reduced, per carbohydrate used, coincided with the exponential growth phase for Achromobacter. The two Elllerobacter species performed better in stationary or senescent growth phases.

Development and Validation of Ore Characterisation Test and its Use in Variability Campaigns of Comminution Circuits Impact testing was developed by assessing the fragmentation characteristics of ore samples after controlled impact. Standard methods are, however, limited to relatively large and coarse samples, which thus precludes their use in early stages of projects, as well as where only drill cores are available. The method described in this paper is based on the same concepts of controlled ore breakage, but using relatively smaller samples. It is particularly useful in assessing the variability of ore characteristics in early stages of greenfield projects, as well as in predicting the performance of existing grinding circuits. A validation program was carried out in which a good adherence to the original test results was obtained. The results were used for (a) simulation of a copper comminution circuit as a function of the ore characteristics, and (b) evaluation of sampling protocols used for assessing fragmentation characteristics.

The effectiveness of 0.01 pct. molybdenum, as ammonium molybdate impregnated on coal, on the hydrogenation of a high-volatile bituminous C coal at 8,000 p.s.i.g. and 460° to 480° C. has been studied in a pilot plant by the Federal Bureau of Mines. Under these conditions, the Bureau obtained 98 to 99 pct. conversion5/ of coal to liquids and gases at throughputs of 29 to 101 lb. of m.a.f. coal per cubic foot of reaction space per hour. At 460° C. the indicated yield of oil ranged from 63 pct. (based on m.a.f. coal) at a throughput of 35 lb./c.f.h. (pounds per cubic foot per hour) to 68.5 pct. at a throughput of 58 lb./c.f.h., and the yield of gaseous hydro-carbons ranged from 25.5 to 19 pct. at the same throughputs. The maximum measured yield of oil boiling under 325° C. was 47 pct.

In 1981, 1982, and 1983, the Bureau of Mines examined the potential for lode deposits of platinum-group metals (PGM) in the Goodnews Bay ultramafic complex, Alaska. The complex consists of the Red Mountain, Suzie Mountain, and Smalls River ultramafic bodies and displays concentric zoning of rock types similar to complexes in southeast Alaska, British Columbia, and the Ural Mountains in the U.S.S.R. Results of the study indicate that platinum is preferentially associated with chromite and magnetite in the dunite core of the complex, and palladium is preferentidlly associated with sulfide minerals in the outer clinopyroxene-rich zones. the most promising targets for PGM lode deposits are the chromite-rich dunite at the heads of Fox Gulch and Squirrel Creek and iron-nickel and iron copper sulfide-bearing magnetite clinopyroxenite and hornblende-rich rocks outward of the dunite core, also in the Fox Gulch-Squirrel Creek area. Significant placer reserves are present in the unmined, deeply buried placer ground in the lower Salmon River Valley, and also in tailings from previous dredging.

The primary objective of this research program was to recommend ranges of minimum luminance for safety in underground metal and nonmetal mining. Visual tasks critical to safety were identified and rank-ordered. Realistic, full-scale, dynamic task simulations encompassing the most important visual components of the critical tasks were installed in a large simulated workspace. Five trained observers performed the six simulated mining tasks under varying levels of luminance. Over 13,000 measurements of visual task performance were used in developing minimum luminance recommendations for the on-foot underground worker and the mobile equipment operator.

The mining industry of the United States has long been severely criti- cized because of its high rate of accident occurrence, not only as compared with other industries of the United States but also with the mining industries of other countries, particularly Europe. Statistics, often not strictly com- parable, indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These fig- ures are by no means comforting to humanitarian mining men, irrespective of their status in the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. The picture becomes much darker when the above statistics are augmented with data indicating that on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar mines in Europe, particularly England, Wales, Belgium, France, and Germany. The sting is alleviated to some extent by the knowledge that our coal mines produce about 4 to 5 times as much coal per man day as is produced in at least some European mines. However, all of these foreign acci- dent statistics should be analyzed carefully before we become very much con- cerned about them, because they are not strictly comparable, for several reasons, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions are definitely dissimilar to ours in many phases, and numerous other factors affect the comparability of foreign mine- accident statistics with those of the United States. Unquestionably, it should also be taken into consideration that the accident rate of the 140,000,000 or more constituting the populace of the United States as a whole is much higher than that of any other major country in the world and is two, three, or more times the rate of the European countries that have more favor- able mine-accident rates than those of the United States (table 1). Moreover, it is significant that the mine-accident-severity rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little more favorable than the comparable figures in the United States; namely, that mining has an accident severity rate about seven times the average of about 30 of the major industries of this country.

This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

This Bureau of Mines investigation relates the physical properties of copper reverberatory furnace slags to changes in composition, The smelting of upper Michigan copper ore presents some problems that probably differ from those of other copper smelting areas. The study of these problems has, however, provided important data regarding slags in general and therefore will be of value to other operations as well. Conclusions reached from this study were: (1) Slag fluidity and refractive indices varied directly with the iron content and inversely with silica, lime, and alumina, and (2) there was no apparent correlation between slag fluidity and its copper content.

Rock excavation is the first process in the cycle of operation of a mine, and efficient blasting is paramount to the profitability of the mine. The traditional way to design blasts has been by trial and error, based on the experience of the designer. This is probably the only important engineering practice which continues to be done without a precise engineering technique. The efficiency of most other mine processes has been improved by the use of high-tech, while a majority of blast design has not yet profited from the advantages of the computer. However, with the advent of the high-tech blast simulator Blaspa, it has become possible to design the parameters of the blast according to normal engineering practices. Over the last 50 years, the chemical and physical mechanisms which occur during a blast have come to be identified; they are reviewed in section B. Although these mechanisms are complex, they have nevertheless been expressed in terms of mathematical equations which have been assembled together in the computer to create the blast model Blaspa.

The use of virtual reality (VR) technologies to train miners is an evolving area in research and development. In July 2006, representatives of 14 international organizations met to discuss current VR-related efforts and explore ways to employ VR in the future. This paper gives an overview of the various approaches presented at the meeting and discusses directions for future implementation. An example of a training package that teaches mine map-reading skills is presented. The meeting was the first step to building collaborations for furthering VR applications for mining. Planning has begun for a 2008 meeting open to broader participation.

Resin-in-pulp (RIP) technology has recently often been considered for the direct recovery of base metals and uranium from dense pulps. Implementation of RIP will eliminate the requirement for any solid-liquid separation downstream of leaching and has the potential to combine the recovery and purification steps, hence reducing both capital and operating costs. The recovery of the valuable metal is expected to be higher when RIP is used, especially where the leached solids are difficult to settle or filter, and to wash. The main concerns about the use of RIP for uranium recovery from dense pulps are the impact of silica on the resin?s metallurgical performance and the operating costs that would be associated with resin loss. Although a number of resin manufacturers have been developing much improved RIP-grade resins, it is critical that the most cost-effective resin be selected. Mintek currently is doing a significant amount of work on silica fouling of RIP-grade strong-base resins in acidic leach liquors and the effect it has on the performance of the resin, including its durability. This paper describes the results of the test work done on silica fouling and its impact on plant design input data. Resin durability test work was done using various laboratory techniques, but durability was also evaluated on a relatively large scale using actual pumps, screens, and mechanical agitation. Based on the results generated, a preliminary economical evaluation was done to estimate the impact of resin loss on the overall economic viability of a specific application. 1. Domestic Production and Use: In 1983, 12 companies operated 27 primary aluminum reduction plants, with 4 firms accounting for 65% of production. Washington, Oregon, and Montana accounted for 35% of the production; Indiana, Kentucky, Maryland, New York, Ohio, and West Virginia 35%; Tennessee, Alabama, South Carolina, and North Carolina 14%; other central States 16%. Based on published producer prices, output of primary metal in 1983 was valued at over $5.7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 37% of domestic consumption in 1983, transportation 19%, building 17%, electrical 9%, consumer durables 8%, and other uses 10%.

A common problem during the operation of the Kaldo furnace is the formation of accretions and blockage of the injection lance due to splashing. This typically occurs during the processing of anodic slimes for the production of doré. In this work, a 1:7 scale model of the Kaldo furnace currently in operation at Metalúrgica de Cobre, Mexico, was built in transparent acrylic plastic. Water and colored oil were used to represent the doré and slag, respectively. The model was used to determine the maximum penetration distance of the injection lance under a variety of experimental conditions at room temperature. Input variables included two types of oil, rotation speed, inclination angle, and the fraction of the vessel volume occupied by the liquids (φ). A mathematical correlation for the dimensionless maximum penetration distance of the injection lance d ∗ as a function of φ, the Froude number of the liquids in the vessel (Fr), the Reynolds number of the gas jet (Re), and the oil-to-water kinematic viscosity ratio (η)was developed. Reasonable agreement between the calculated and experimental values was obtained. Digital images showed that splashing was caused by the turbulent gas jet impinging upon the free surface of the liquids, whereas the cascade effect was negligible. The results of this work have been useful to improve the operation of an industrial Kaldo reactor.

Apart from a few sketches and incomplete maps, mainly topographical, and one or two detailed maps of placer-creeks, there is little information on the topography and geology of most of the country adjacent to the sections of the Alaska Highway in the Liard River area, particularly that part east of Kechika river. In 1943, the Geological Survey of Canada made a recon-naissance from Fort Nelson clown the river of that name to the Liard, thence up the latter to Hell Gate, and also up Beaver river for a distance of fifty miles. The whole of the area covered was found to be underlain by sedimentary rocks, not a single igneous dyke being seen. The British Columbia Department of Mines began reconnaissances near the highway both in and north of the drainage basin of Prophet and Muskwa rivers with a view to finding structures favourable for the accumulation of oil. In Liard River valley near the mouth of Smith river and at intervals from there clown to Devil' s Portage occur warm springs whose character and origin are not definitely' known, since they have not been investigated (21, p. 38A). Similar springs are said to occur at several localities over a broad belt extending from Muskwa river across the Liard to the Nahanni River country (26, p. 11). On Liard river below the mouth of Dease river, stratified sands, gravels, and clays of Pleistocene (?) age are constantly met with and in one or two places are underlain by sandy clays. The distribution of the latter, however, is very limited in the section cut by the river west of the Rocky mountains. The only range of these mountains that reaches the Liard is the high limestone ridge which approaches the mouth of Vents river from the southeast and then almost vanishes a few miles to the northwest of it (27, pp. 43-45). In general, the ranges of the Rockies in the area under consideration have been but little explored, but they are undoubtedly very largely sedimentary and, with the exception of some volcanics and intrusives on their western flanks, are probably almost entirely so. Unlike the high, deeply incised ranges in southern British Columbia, they dwindle in elevation north of Terminus mountain to low-wooded ridges separated by wide swampy valleys, and practically lose their identity between it and the Liard. The foothills, which, along the Liard, have a width of 38 miles (from near the mouth of Trout river to Hell Gate) are composed of a great series of alternating shales and sandstones, with some limestones, all folded closely together, which resemble those found in the foothills farther south (27, pp. 50, 19-20).

Anhydrous zirconium tetrafluoride can be used as a precursor for the manufacturing of nuclear-grade zirconium metal. This can be done by fluorinating plasma-dissociated zircon with ammonium bifluoride in a batch reactor. This paper describes the batch process. It was proved that anhydrous zirconium tetrafluoride can be manufactured by this route as confirmed by X-ray diffraction. The process shows potential for scaling up to the kilogram scale and possibly the tonnage scale.

"Bedding-parallel thrust-hosted gold veins are developed in the Sabie-Pilgrim's Rest goldfield, eastern Transvaal, South Africa. The reefs display a complex history characterized by temporally and spatially overlapping events of similar mineralization and deformation. Recognition of the episodic reactivation of these low angle (5° to 10°) thrust faults implicates high fluid pressures (equalling or exceeding lithostatic pressures). Geochemical constraints limit the amount of fluid-rock interaction and the occurrence of transgressive mineralization within the Archaean granitoid basement suggests that the high pressure fluids originated at depth beneath the Transvaal Basin.Similarities exist between gold deposits of Sabie-Pilgrim's Rest and Telfer, Western Australia as well as Passagem de Mariana, Minas Gerais, Brazil. All deposits are sub-parallel to the enclosing bedding which is shallowly inclined. Furthermore, they are also hosted by contractional deformational structures and are clearly epigenetic in origin."
