INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

The purpose of this investigation was to develop economical mineral dressing processes for removing objectionable quantities of impurities, such as quartz and pyrite, from refractory clay deposits in east central Missouri. The presence of excessive quartz in these clays causes crazing. Pyrite causes bloating and unsightly dark blobs on the surface of fired refractory brick. The iron concentration in the proper state of oxidation may also act as nucleation centers for carbon crystal growth which can result in bursting of the refractory. Numerous deposits, representing a very large tonnage, have been examined and prospected by various refractories companies and found to contain impurities in objectionable quantities. Upgrading these clays would greatly extend our reserves of high-quality refractory clays. Wet-tabling and wet-cyclone concentration were found to be effective for removal of impurities from clays. Of the two methods, wet-cyclone concentra¬tion would be cheaper and more effective. Although wet-tabling improved the refractory properties of each clay, beneficiation by wet-cyclone produced clays of superior quality. Clay recoveries by wet-cycloning ranged from 56.1 to 81.8 percent of the weight of the crude samples, and the beneficiated clays contained from 71.9 to 94.4 percent of the total alumina. The pyrometric cone equivalent (PCE) was increased from 1 to 3 cones by wet-cycloning. The beneficiated clays also met the reheat shrinkage requirements on refiring to 1,400° C. Missouri is one of the major domestic sources of fare clay. In addition to deposits of high-grade refractory clays, there arc many deposits that contain small percentages of impurities, which render the clays unfit for the production of high-heat-duty firebrick. Development of methods to beneficiate these submarginal clays to usable materials would greatly increase commercial fire clay resources.

In engineering design of operator?s compartments, in underground mining equipment, ergonomics principles are often neglected or not given the full recognition they deserve. This paper defines ergonomics, applies it to machinery in an underground mining environment and describes the ergonomics analysis undertaken during the design phase of an EJC extra-low-profile mining loader. Encompassing the design of the operator?s compartment of this new loader, this paper illustrates the importance of ergonomics principles within the collective design process, ensuring that it is fully integrated into the design approach. An ultimate aim of this study is to ensure that all future designs follow this route to guarantee not only the outcome of a highly efficient, cost-effective and productive machine but that it is also takes the human factor into account, not only in maintenance but also in operation. Maximizing comfort will have the ultimate outcome of actually increasing productivity.

One of the best kept technology secrets in U.S coalmining history involved a robust coal geophysics program used by a local coal company to detect and map various geologic anomalies and man-made structures ahead of mining for nearly 15 years. Several original mine plans were changed as a result of findings from two-dimensional (2D) and three-dimensional (3D) seismic data. They indicated the presence of geologic anomalies in reserve areas that could adversely impact future mine development and longwall production. By combining the surface seismic and exploratory drilling methods, the coal company learned how to properly leverage its risk by gathering a lot of useful subsurface information before making major commitments.

There are several well-known, extensively researched and tested methods of suppressing a coalmine methane and coal dust explosion. The choice of method used is dependent on the legislative requirements of each country, which in turn are influenced by mining conditions in that jurisdiction. For example, seam gas content and the dustiness of the coal will combine to create the hazard, while the physical and chemical properties of the seam might influence the possibility of ignition sources such as frictional ignitions. The mining method and layout will also influence the choice of preventative or proactive suppression devices. The decision as to which method is approved and adopted should be based on currently tested and available technology and the latest research outcomes, and should be subjected to a rigorous risk assessment, since a methane explosion propagating into a coal dust explosion cannot be countenanced.Every new technology must undergo stringent tests and these tests must be certified by accredited research facilities or laboratories. Upon approval, an explosion suppression system or the critical components of such a system should be tested in a more realistic environment. This environment can ideally be found in an operating underground mining section for evaluation purposes. Based on the insight gathered in such an environment, a realistic evaluation of the effectiveness of a potential system can be carried out. The explosion suppression system described in this paper has been tested on numerous occasions at accredited test facilities. The technology described in this paper has been used in various applications in underground coalmines and has been adapted to fulfil and exceed the requirements set out for methods currently in use. Researchers from the National Institute for Occupational Safety and Health have demonstrated that mine-wide ventilation in large-opening stone mines can be improved by using low-pressure, high-volume propeller fans and constructing stoppings in key locations to direct and control airflow. In light of these findings, a comparative study was conducted to determine if a portable diesel-powered propeller fan could per-form more efficiently for dust dilution and transport than an axial vane fan for localized ventilation. The objective of this study is to evaluate both fan types for ventilation efficiency at an underground dump/crusher facility in a limestone mine. Results showed an improvement with the propeller fan to dilute both the respirable dust and the respirable silica dust around the dump/crusher facility. Overall, an average reduction of 20% in respirable dust and silica was observed at the dump/crusher location with the propeller fan.

"The Three Bluffs gold deposit is located in the Committee Bay greenstone belt, which forms part of the Rae domain of the western Churchill province, Nunavut, Canada. Gold mineralization is hosted by iron formation of the Neoarchean volcanosedimentary Prince Albert Group, and is associated with silicification (quartz veining) and sulfidation of magnetite and other Fe-rich minerals. Conventional U-Pb zircon dating of a conformable dacite unit within the volcanosedimentary host-rock sequence and a crosscutting diorite intrusion confirm a ~2.7 Ga age for deposition of the supracrustal package. U-Pb monazite dates and Pb isotopic analyses of sulfides were obtained by laser ablation-multicollector-inductively coupled plasma-mass spectrometry (LA-MC-ICP-MS). A subset of U-Pb monazite (1813.8 ± 8.7 Ma) and Re-Os arsenopyrite (1822 ± 21 Ma) dates, combined with a Pb-Pb secondary errorchron age for pyrite and arsenopyrite (1829 ± 77 Ma), suggest that gold mineralization associated with sulfidation of the iron formation occurred at ~1815 Ma, prior to high-grade (upper amphibolite facies) tectonometamorphism in the Three Bluffs area (D2TB/(M2TB). An ~1815 Ma age for deposit formation is broadly consistent with evidence from elsewhere in the western Churchill province and to the southwest in Manitoba and Saskatchewan for a late Trans-Hudson (1.9-1.8 Ga) gold mineralizing event. The majority of U-Pb monazite ages form a second population at 1780.6 ± 4.2 Ma, similar to the age of the majority of Re-Os arsenopyrite analyses (1763 ± 11 Ma). These dates are thought to reflect the timing of peak M2TB metamorphism. 40Ar/39Ar dating of amphibole, biotite, and muscovite yielded plateau ages ranging from 1723.8 ± 9.0 Ma to 1710 ± 17 Ma, which are interpreted to record the timing of postpeak metamorphic cooling to below the respective closure temperatures for Ar diffusion in these minerals. The $58,000,000.00 Columbia Heights Metro Station project (Section E3-a) forms a part of the Washington Metropolitan Area Transit Authority's (WMATA) Greenbelt Route - Green Line subway system. The Greenbelt route is one often segments that make up WMATA's subway system. Construction of the "cut and cover" reinforced concrete station includes 600 linear feet of an underground center platform, two ancillary service areas totaling 466 linear feet, two surface entrances, and vent shafts (See Figure No. 1). Station subgrade is approximately 60 feet below existing grade. The project can be divided into five main areas: 1. North Service Rooms and Passageway; 2. West Entrance and West Passageway; 3. East Entrance; 4. Center Platform; 5. South Service Rooms. Station dimensions are approximately 1068 feet long by 64 feet wide. Construction commenced at the site in January of 1995 and is expected to be completed by December of 1999. Franki Northwest Company, Crofton, Maryland, was awarded a subcontract by general contractor Blake Construction Company, Washington, D.C, to install the support of excavation and temporary decking systems. Franki's scope of work included the installation of 490 drilled soldier piles plus two elevator shafts totaling 29,700 linear feet of drilling; 1,150 tons of steel decking covered by 37,000. square feet of precast concrete deck planks; 120,000. square feet of timber lagging; 2,500. tons of struts and wales; and temporary support of underground utilities. In conjunction with Franki's work, Bencor Corporation of America, Dallas, Texas, constructed parallel, 600 foot long slurry walls which serve as permanent walls for the center platform portion of the station.

The city of Indianapolis has more than 25,000 homes currently on septic systems. Many of these systems do not function well because of their age and surrounding soil conditions. As Indianapolis has worked to eliminate septic systems and install sanitary sewers in large unsewered areas on the north-west side, capacity of the existing Belmont North Interceptor (BNI) became a concern. The BNI system currently services an area of approximately 80 km2 (31 sq miles) located within the northwest quadrant of the city (Fig. 1). Monitoring of the existing interceptor indicated portions of the sys-tem flowing half- to two-thirds full during dry weather conditions and surcharging during some wet weather conditions. Further analysis of the BNI based on growth projections coupled with increased sewershed yield resulting from the city?s septic tank elimination program (STEP) indicated dry-weather flows could potentially triple over the next 20 years. In the early days of underground coal mining, the use of explosives to break coal resulted in a large number of disastrous methane and coal dust explosions and consequential loss of life. Research by the British, French, US authorities, amongst others, introduced many practices that significantly reduced the occurrence of such incidences. The use of explosives designed to be safe in a methane atmosphere, plus the creation of a second free face were two such practices which became commonly used in coal mines all over the world including southern Africa. With its associated coal cutting equipment and labour, the cost of creating a second free face is significant and this, together with the constant drive to reduce mining costs in a competitive market, causes mine management to regularly question the need for the second free face. Also, the safety and nature of permitted explosives has changed considerably since the days of black powder and nitroglycerine-based explosives with the introduction of water-based explosives. In southern Africa mining regulations pertaining to the blasting of coal has its origins in British research which was largely done in the first half of the twentieth century. More recent research by the US Bureau of Mine has resulted in a deeper understanding of some of the mechanisms of methane ignition by explosives and suggests that some of the earlier regulations can be relaxed to a certain extent without compromising safety. This paper gives an overview of the original research done in Europe and the more recent work in the USA, to give mine management and regulatory authorities a deeper understanding of the important safety issues when using explosives in a methane atmosphere. It also suggests that blasting off the solid is no less safe than using a second free face providing certain safety procedures are followed.

Overexposure to respirable dust remains a widespread health hazard to roof bolter occupations in underground coal mines. Recently implemented mist drilling technology was evaluated for its effectiveness in controlling respirable dust exposures for roof bolting personnel. This work presents the findings from NIOSH field and laboratory studies comparing respirable dust levels on mist drilling roof bolter machines to dust levels measured on machines using a conventional vacuum drilling system. Gravimetric and instantaneous respirable dust samples were collected for multiple drilling cycles. These dust measurements were used to assess the potential dust control capabilities relative to conventional drilling. Controlled laboratory tests found 0.3 mg/m3 more respirable dust with mist drilling than with the conventional vacuum method. A separate field investigation of the two techniques observed higher dust levels around the mist bolting machine.

"Coal bearing rocks are low in strength and have geological discontinuities and moisture sensitivity. Roof and rib falls have been a major cause of fatalities in underground coal mines. Mine engineers design ground control plans for regulatory approvals. A number of tools are available from the National Institute for Occupational Safety and Health to design and assess these plans. Quite often there is not enough geotechnical input information available and databases are used. The Appalachian coalfields have extensive scientific studies to provide reliable regional inputs. Coal mines in the western United States and Canada have different geological and geotechnical conditions, and less available data. Use of inappropriate inputs in the tools like Analysis of Retreat Mining Pillar Stability, Analysis of Longwall Pillar Stability, and Analysis of Roof Bolt Systems may result in unsafe designs or over conservative designs. The tools are convenient but thorough understanding of the inputs, calibration with local test results, and operating experience are important for effective designs. The current paper contains examples of difficulties faced during mine planning using the above tools. INTRODUCTION Sedimentary rocks hosting coal are low in strength. Scientific studies have placed the uniaxial compressive strength (UCS), triaxial strength, tensile strength, and shear strength of sandstone, shale, siltstone, and claystone in lower range of strength among engineering materials (1). Coal bearing rocks are most often weakened by the presence of faults, folds, slickensides, bedding planes, fractures, and other geological discontinuities. The host rocks and coal are often moisture sensitive. The geological discontinuities allow water to enter the strata from surface and underground sources. This combination of low strength, structural weakness, and presence of water results in difficult ground control situations for the coal mines. Roof (2) and rib falls have been a major cause of fatalities in the U.S. coal mines. Modern underground coal mines necessitate wide entries to accommodate large production equipment. The gate roads, section entries, and the mains entries of a highly productive coal mine are as wide as twenty feet (6.1 m). The actual intersection width is nearly thirty feet (9.1 m). Adequate ground control is a key to maintain safe production in such mines. Mine engineers and their consultants routinely submit ground control plans to the regulatory authorities. While working out the necessary roof control system the mine engineers are required to demonstrate the adequacy of the proposed system. There are multiple ways to demonstrate this. Some engineers use traditional load calculation approach of roof bolts (3). Some engineers use numerical methods. Yet a large number of professionals resort to a suite of ground control design software offered by National Institute for Occupational Safety and Health (NIOSH) commonly referred to as “NIOSH Ground Control Toolbar.” These software tools are free and easy to download from NIOSH website. The software included in this package are: Analysis of Longwall Pillar Stability (ALPS), Analysis of Retreat Mining Pillar Stability (ARMPS), Coal Mine Roof Rating (CMRR), Analysis of Roof Bolt Systems (ARBS), Analysis of Horizontal Stress Effects in Mining (AHSM), Analysis of Multiple Seam Stability (AMSS), Analysis of Retreat Mining Pillar Stability - Highwall Mining (ARMPS-HWM). These tools are relatively simple to install and use in planning and designing coal mines and prospective coal mines. They accept a number of geotechnical inputs which are collected from either an existing mining operation or from exploratory boreholes. In the absence of necessary input parameters, the programs use default values which are drawn from databases of geotechnical properties built by NIOSH."

Hydrogen fuelcells are a known technology, having been applied to stationary (e.g equipment, buildings, power plants) and vehicle applications (e.g transit buses, space shuttles). There is currently a growing need to provide alternate power systems to diesel fuel for underground mining vehicles to improve underground air quality and reduce production costs and green house gas emissions. To date, however, fuelcells have not been exposed to underground mine air and physical conditions. A testing program was carried out to provide information on the vulnerabilities of fuelcells as part of a number of proof-of-concept projects to apply hydrogen power to underground mining vehicles. The fuelcell type of choice for the industry, the Proton Exchange Membrane, would function at the range of temperatures encountered in underground and surface operations, and use hydrogen that is stored under low pressure and risk. A small fuelcell stack was tested in a cooperative project between CANMET, the Fuelcell Propulsion Institute, INCO, the Ontario Ministry of Labour, Sandia National laboratories and H-Power. This article will review the tests carried out to measure the effects from high humidity, mineral dust, diesel emission gasses and diesel particulate matter as well as from shock and vibration provided to the unit in underground conditions, at INCO?s 175 Orebody minesite and INCO?s Stobie Mine. The test results provided will show that the unit was not affected by the underground conditions: physically and electrically the unit performed without any reduction in operation or adverse effects imposed.

Disseminated gold mineralization in the Vunda River area 12 km SE of Lautoka in Viti Levu occurs sporadically in shoshonite volcanics within an alteration area of some 6 km2. No definite intrusions have yet been located though possible intrusions occur toward the centre and on the eastern margin of the area. The nature and distribution of alteration suggests the presence of a co-magmatic mineralizing stock just below the surface.The gold occurs within close spaced fractures and occasionally around the c1asts of breccia and agglomerate.Various types of alteration compatible with porphyry mineralization occur, but to date show no zoning or defined correlation with incidence of gold which occurs in various alteration facies.It is suggested that the gold and trace copper mineralization at Vunda arises from the sub-volcanic intrusive phase (monzonite) of the Sambeto shoshonite (5 m.y.) and is part of an E-W zone of porphyry-type mineralizationtrending easterly to the Kingston porphyry copper deposit at Navilawa.There is a close similarity between the Vunda mineralization and some of the porphyry deposits of alkali affinity in British Columbia, Canada.

D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. Whereas the screen bowl centrifuges operated without chemical addition, producing a dry, fluffy cake, the belt filter required two stages of chemical addition to attain satisfactory performance and high recovery levels. The beneficiation of heavy metal oxides, such as iron ore, is usually performed with heavy medium separation in cyclones, static baths and lately with Larcodems. Atomized ferrosilicon is most suitable as a heavy medium at densities above 3600 kg/m3 whereas a mixture of milled and atomized ferrosilicon is suitable at densities below 3600 kg/m3. When operating a beneficiation plant at densities higher than 3600 kg/m3 the quality of the ferrosilicon particles is an important factor that influences the control of the beneficiation process. Therefore, it is important to know how the rheology would be affected by the ferrosilicon quality as it also influences the control of the process at these elevated densities. Background The Kumba Resources Sishen Iron Ore Mine in South Africa produces 26.5 Mt iron ore per annum from its beneficiation plant. The ore body consists mainly of laminated and massive type hematite ore that is crushed down to ?90mm before being beneficiated by means of a combination of Wemco drums, Larcodem and dense medium cyclone separators. The need for higher densities When the percentage of high-density gangue2 is higher than normal in the run-of-mine (ROM), a higher separation density is necessary to produce a product to specification. Certain ore types of this quality in the Sishen reserves require a separating density higher than 4000 kg/m3, whereas densities would normally average 3600 kg/m3 when beneficiating ores of normal high-density gangue content. Sink and float tests conducted on the ROM material at Sishen revealed some interesting characteristics. In the waste fraction, (density < 3600 kg/m3) it was found that the %Fe was <21% (Fig. 1). Similarly, for the product fraction (density >3000 kg/m3), the percentage Fe varied between 35% and 67.2%. The bulk of the material (88%) actually had a density greater than 4000 kg/m3 and a Fe content that varied between 63% and 67.2%. At a density interval of 3600 to 4000 kg/m3, the Fe content varied from 37% to 60% with an average of 45%.
