Between 1989 and 2004 the Massachusetts Water Resources Authority (MWRA)constructed several major wastewater and water tunnels associated with three major projects in the Boston area of eastern Massachusetts. There were many similarities and differences in the bedrock conditions encountered and among the contractual approaches for these independent projects. Through a clarification of the approach similarities and analysis of the contract differences, this paper addresses and presents what are considered to be valuable lessons learned. In doing so, the paper follows the evolution of such disparate issues as contract conditions, baseline reports and dispute review boards. The authors believe that the lessons learned even represent what, in certain cases, could be referred to as “universal truths” that are intended to have application to the next generation of tunneling contracts.

A coal waste disposal dam failed on Buffalo Creek near Saunders, West Virginia, on February 26, 1972. This accident resulted in the loss of 125 lives, left over 4000 people homeless, and resulted in millions of dollars in damage to several downstream communities. As a result of this tragic event, major changes occurred in the mine waste disposal practices used by the U.S. coal industry. This paper summarizes changes in U.S. coal-waste disposal practices in the nearly 35 years since the Buffalo Creek dam failure and identifies safety issues that need to be addressed for continued improvement. While many organizations and individuals have played roles in the improvements that have occurred, this paper focuses on the role played by MSHA and its predecessor agencies.

Many factors influence the results of hydraulic fracturing to stimulate well productivity. Most of these factors have been studied and their effects discussed in the literature. However, the movement of sand through the crack during fracturing has received little consideration. Exactly where the sand goes in the fracture, how it gets there, and how this might influence results have not been studied, judging from published reports. To get an answer to some of these questions we have studied sand movement through a simulated crack segment in the laboratory. Although the work is preliminary, we have answered some questions about sand movement in a semiquantitative sense. We are reporting our results at this time in the hope of stimulating interest and further study in this important aspect of fracturing. LABORATORY EXPERIMENTS Fig. 1 is a schematic diagram of equipment used in this study. A segment of a vertical crack 0.25-in. wide was formed between two Plexiglas plates, and movement of sand in fluid through the crack was observed under various conditions. Sand and fluid were injected into the crack at constant rates. The top and bottom of the crack were closed so that the fluid flowed horizontally. Because of gravity most of the sand settled to the bottom before moving very far through the crack. If the fluid velocity exceeded a certain critical value, then all the sand injected was washed on through the crack even though it had settled to the bottom. When the fluid velocity was less than this value when sand injection was started, most of the sand which settled in the crack remained in place until enough of the area open to fluid flow was blocked by the settled sand to increase the fluid velocity to the critical value.. At this point all injected sand moved on through the crack even though it settled to the lower portion of the moving fluid section. All sand previously settled remained in place. When fluid velocity was increased at this paint by increasing fluid injection rate (without also increasing sand injection rate), some of the previously settled sand was washed out until enough area was open to flow that the velocity dropped to the critical value. Conversely, when the fluid velocity was decreased by decreasing the fluid injection rate (without changing the rate of sand injection), additional sand would settle until the critical velocity was again attained. In short, the critical velocity is an equilibrium value which the system will automatically seek, if possible. The equilibrium (or critical) velocity was measured under several conditions. The results of these measurements are shown in Pig. 2 where the equilibrium velocity is shown as a function of the amount of sand injected per minute. The points falling in the shaded band shown in Fig. 2 were obtained with water. The higher viscosities were obtained by adding CMC (carboxymethylcellu-lose). Data indicate that the equilibrium velocity is not very sensitive to sand size or transport fluid viscosity, or to sand injection rate (except at very low rates). Points connected by the solid CUrve in Fig. 2 were obtained with water and 20- to 40-mesh steel shot. The equilibrium velocity is apparently fairly sensitive to difference in density between particle and fluid. Only one run was made with a gelled fluid and that was gelled water at zero sand injection rate as shown in Fig. 2. In recent years, suction piles and suction anchors have been used as underwater foundations for various offshore structures. They have been proven very versatile, effective, and environmentally friendly. This paper describes the load resisting mechanism, installation, and design of suction piles and suction anchors. Also included are brief descriptions of three offshore structures that have recently been constructed using suction piles and suction anchors. They include: a new breakwater system utilizing gravity-type concrete caisson superstructure on top of concrete suction piles; a floating breakwater system utilizing embedded suction anchors; and a foundation system utilizing suction piles for temporary mooring of underwater tunnel elements.

The Crinum mine has recently completed workings in the southern area of the mine. Over the 10 years of longwall production 40 million tonnes have been extracted and the mine has experienced over 40 longwall face, 3 main gateend, and 2 tail gateend roof falls as well as 5 roadway roof falls away from the longwall. Weak roof (less than 10MPa (1450psi) in the bolted horizon) has been the principal roof control issue at the mine. However, weak, highly cleated coal, water inflow from overlying aquifers, some minor structure and a diatreme in the main headings have also contributed to the challenges at the mine. This paper describes the geotechnical experience over the 10 years, the mine?s approach to addressing the issues and the relative success of these approaches.

The upgrading project for two hydropower plants in Slovenia, Europe, requires two new pressure tunnels: Plave II (5.9 km Flysch) and Doblar II (3.6 km Limestone). It is the worldwide largest application of the Double-Shield TBM technology combined with an extremely thin-walled monoshell honeycomb lining system. The first drive has been completed by end of June 2000 achieving best performances of 50m/d and almost 1,100m/mth. In September 2000 the TBM started the second tunnel without any required adjustments due to geological or other reasons. Another 52m/d have been bored already within one production day of two 8 h shifts achieving a maximum penetration rate of more than 6m/h. The completion of the Doblar drive can be expected by February 2001.

The Australian glass sand industry produces some 2.8 million tonnes per annum of silica sand, of which about 2.0 million tonnes are exported and the rest is for the domestic market. Approximate production rates for each Australian state are listed. The variety of processing methods used in the currently exploited deposits reflects the size, location, and characteristics of the various deposits and the requirement of the end market/s. The industry uses to a large extent equipment developed for the separation of mineral sands, particularly as it applies to low grade heavy mineral deposits, where low cost, high capacity and metallurgically efficient equipment has proved eminently suitable for the production of the low value glass sands. The requirements of the domestic market, as well as those of the present and potential export markets are discussed covering quality requirements, distribution channels and other factors critical to success.

In January 2001, French and Italian governments signed an agreement for the construction of a new Lyon-Turin railway line. This project includes a tunnel of 53.1 km length and a maximum of 2500 m overburden to be designed for a reference speed of220 km/h. The tunnel crosses major part of the West Alpine geological formations, which are very complex and contrasted in terms of the nature of rocks and the mechanical and hydrogeological conditions. In addition to the twin single-track tubes, numerous intermediary shafts, security station and intervention sites and cross passages should be built to respond to the security, operational and construction requirements. This paper describes the results of the preliminary engineering design and multiple challenges of this very long and deep railway tunnel.

Planning of New York’s new subway line dictated the location of shallow underground station caverns and track crossovers. Clear span openings ranging from70 feet to 100 feet and lengths in excess of 1000 feet, coupled with low rock cover ranging from 25 feet to 40 feet required judicious selection of construction methods, equipment, and proper sequencing of the excavation stages. Rock classifications alone could not predict the behavior of the rock mass during construction. A robust design procedure that considered most of the important aspects of rock behavior and elements of shallow tunnel design, minimized the negative impacts of variable geotechnical data. This paper describes the intricacies of the planning and design of the $16 billion Second Avenue Subway with insight into how to overcome the design complexities and construction challenges of the urban underground.

"The AMEC Oakville office is involved in the design and construction of an iron ore concentrator located in Liberia. Currently, the site ships Direct Shipped Ore (DSO) to overseas customers. The DSO mine-site and port can experience heavy annual rainfalls. The IMSBC Code requires that cargoes are only accepted for loading when the moisture content of the cargo is less than its Transportable Moisture Limit (TML). The moisture content of the DSO has, on occasions, risen to near or above its TML. AMEC was asked to advise whether the concentrate produced from the new concentrator would or would not have the same problems with moisture content and ship loading as the DSO.INTRODUCTION Liberia was, at one time, the world’s sixth largest exporter of iron ore and used some of the most modern mining operations of their time. However, the country has not produced iron ore over the past seventeen years because of civil unrest. The return of stability to the country has allowed the redevelopment of the iron ore industry. ArcelorMittal Liberia (AML) obtained a concession for mining in the Nimba County area of Liberia (Figure 1) in December, 2004 and has studied the known iron ore deposits and former mining operations in this area. It began phase 1 operations in June 2011 with the direct shipping of high grade ore at a rate of up to 4Mtpa. The processing of the lower grade ore in phase 2 of the project requires additional processing capability to produce at the design rate of 15Mtpa. DSO and Concentrate The DSO in the first phase is selectively mined at an average grade of 60% Fe, and then crushed and screened to -10 mm with no washing or concentration. Testing of samples has indicated a size distribution that is finer than typical sinter feed material, although critical material below 0.10 mm is low in most cases, and overall the ore is coarser than typical concentrates or ultrafine products (Feasibility study report, 2011). The phase 1 DSO facility will cease operation after the phase 2 concentrator comes into operation."

"Highwall miners have been widely used to extract additional coal reserves from existing surface operations, particularly on contour operations in the Appalachian coalfields. Using a continuous miner cutting head, coal may be extracted from significant depths (such as 150 m), leaving behind an array of web and barrier pillars with the purpose of maintaining highwall stability. This method inherently involves elevated risks to both equipment and personnel due to proximity to and increased exposure time near highwalls. As a result, modern operations should actively design web and barrier pillars to maximize extraction while providing adequate stability. The ARMPS-HWM software, an empirical-based program created for the design of web and barrier pillars at highwall mining operations, is one such approach. The calculated stability factor is compared with empirically established guidelines produced from examining case histories.The ARMPS-HWM program is a handy tool for initial design, but understanding the site’s structurally significant geologic features and geomechanical behavior is important and may potentially increase extraction. We created a two-dimensional numerical model using FLAC3D and calibrated it to ensure pillar strength, closely following the Mark- Bieniawski formula for a typical range of pillar geometries and overburden properties. The development of pillar stresses along a highwall panel was then numerically investigated as mining progressed, and the stress distribution between barrier pillars was found to be asymmetric, which can result in an over-design of the closeout web pillars if tributary area loading is assumed. Finally, the importance of adequate barrier pillar stability is highlighted."

The Bureau of Mines investigated the availability of the land in south-central Alaska for exploration and mineral development of locatable minerals under State or Federal laws. The land ownership for an area of nearly 72.5 million acres in south-central Alaska was divided into 3 availability categories and 15 subcategories. In July 1985, 31.0 million acres of the study area were available for mineral exploration and development, 6.2 million acres were available with restrictions, and 35.3 million acres were unavailable. About 23.6 million acres in the study area are underlain by mineral terranes. About 9.9 million of the 23.6 million acres are available for mineral entry, 2.4 million acres are available with restrictions, and 11.3 million acres are unavailable. While much of the land currently classified as unavailable will be reclassified once it is conveyed to the State or to Native corporations, about 22% of the unavailable lands underlain by mineral terranes are now Federal parks, preserves, wildlife refuges, wild and scenic rivers, and military lands, all of which are considered permanently unavailable for mineral exploration and development.

Rehabilitation of mining sites helps to achieve the purpose 5(2c) of The Resource Management Act 1991 û æavoiding, remedying, or mitigating any adverse effects of activities on the environmentÆ. The environmental outcomes for recent and current mining operations on the West Coast are variable. There are some exemplary mining operations which are restoring or even improving land use and environmental factors in the region, particularly those operated by the larger mining companies. There are also examples of an exploitative mentality where the environment and land have been severely degraded by mining activities. Technology has been developed to prevent a repetition of the historical destruction of the environment through mining. Failure to rehabilitate mined land is no longer acceptable to the New Zealand public in the 1990s and damages the credibility of the mining industry. Examples of successful mine site rehabilitation to pastoral farming and to production or plantation forestry are illustrated from the alluvial gold mining industry. Planning, sequencing of operations, the utilization of sailor plant growth materials, and aftercare are key factors in successful land rehabilitation to these productive uses. There is also a recent focus on restoring indigenous forests and wetlands at both coal and gold mining sites, particularly for mines on or adjacent to the conservation estate. The results of scientific research and efforts by the industry on techniques for rehabilitating rainforest and pakihi wetland after mining are presented, particularly from the Giles Creek Dunoille Coal Mine. There is a need for further research and trials to apply and extend rehabilitation techniques to other geological and environmental situations, particularly to mines in mountainous areas and to difficult environments like the coal measures ecosystems of the plateaux above Westport.

Failed attempts at amalgamation of a gold/osmiridium concentrate, recovered behind pebble mill liners during re-lining, led to the discovery that the gold particles were coated and that nitric acid only could remove the coatings. Following this treatment amalgamation was rapid and resulted in a complete recovery of the gold that otherwise would have been lost in plant residues. Investigations into the nature and formation of the coatings led to the realization that the coatings were impregnations of harder elements, associated with the gold during grinding and driven into the softer gold surface by high pressure, impact and attrition. It was further realized that this phenomenon could be part of gold ore milling, world-wide. With these thoughts in mind the question is asked whether concentration down to micron sizes prior to cyanidation, should not play a greater role in gold recovery.

Some 50 miles of tunnel have been driven in the Snowy Mountains Area since tunnelling commenced in 1951. Hates have improved progressively due to the know-how of American supervision and use of large matched equipment of modern design.The work has been carried out by contractors, working almost exclusively under schedule of rates contracts. The Authority has maintained active research into tunnelling problems, especially that of support, and this has resulted in considerable economies and improved rates of progress. The contractors also have sought economies both by management and equipment techniques. Ammonium nitrate came into favour as an explosive essentially because of its lower cost, and handling techniques have improved progressively. Rock conditions preclude use of the "Mole" type equipment in its present stage of development, but one contractor introduced the "sliding floor" and this could exert a great influence on future tunnelling methods.Examination of tunnels that have been in service for some time confirmed the quality of the work and endorsed the policy of continued research and development.GENEHALThe Snowy Mountains Scheme provides for the diversion of the Snowy and Eucumbene waters through two transmountain tunnels to the western river systems. These diversions, together with additional regulations provided for waters already flowing inland, will provide an average additional discharge of 1,818,000 ac it per year for irrigation.Furthermore, approximately 6,000 million kWh of electrical energy will be generated annually in power stations with a total installed capacity of some 3,000,000 kW (Fig. 1.).INVESTIGATIONThe aim of investigation work is firstly to collect sufficient information to allow the overall scheme to be planned and then to follow up with detailed information on eachproject. "INTRODUCTION The Lookout Mountain coal deposits were examined by J.L. Stratton, an engineer of the Bureau of Mines in April and May 1943. The area investigated includes that part of southern Lookout Mountain in townships 4 to 8, south, ranges-9 to 11 east, and contains approximately 140 square miles in DeKalb and Cherokee Counties in northeastern Alabama (fig. 1.)Six coal seams having a minable thickness of 18 or more inches are represented in the area. The third seam, known locally as the Hill seam, has been correlated with the Upper Cliff No.1 seam and is referred to as such throughout this report. The preliminary investigation indicated that the Upper Cliff No. 1 seam is a low-volatile, high-grade coking coal. The work done on this project was confined principally to determining the amount and grade of coal in this seam.The only existing maps of mines in the area were one of the Lookout Fuel Co. at Lahusage, Ala. (fig. 2), and one of the Lookout Mountain Iron Co. at Battelle, Ala. (fig. 3), Consequently, to gain some knowledge of the grade and tonnage mined, surveys of the other mines were necessary. Many of them were caved, and many were filled with water, necessitating considerable preliminary work."

During the years 1983-1987, a research programme, jointly performed by the steel producers ARBED, British Steel Corporation, Peine-Salzgitter, Unimetal, and co-sponsored by the European Community for Steel and Coal (ECSC), has been carried out on steel H-piles of different shapes. The initial aim of the testing programme has been the improvement of bearing capacity, both in sandy and clayey soils. At two test sites, standard H-beams are compared to H-piles with different types of laggings or to H-piles grouted both under low and high pressure. In this paper and in view of the open european market in 1992, the H-pile capacities and their corresponding allowable loads, determined from codes, recommendations and computation procedures in use in Belgium/Luxembourg (B/L), France (F), Federal Republic of Germany (G), and the United Kingdom (UK) as well as their evaluation from dynamic CAPWAP and Case methods are compared to the static capacities measured in-situ. In addition, procedures for estimating the load/movement behaviour of H-piles from CPT, pressuremeter, and CAPWAP are compared to the measured curves.

This report contains findings from a U.S. Bureau of Mines study concerning the inhibition of acid mine drainage formation from underground coal mines. A series of experiments was performed in which three different pyritic materials (wastes from coal production plants) were evaluated using several candidate inhibiting agents. Data obtained from the inhibitor-treated pyrites were compared with data from control experiments in which untreated pyritic wastes were used. The experiments were conducted by placing treated and untreated pyrite in columns, passing moist air through the columns to promote oxidation of pyrite, and washing the columns weekly to collect oxidation products for analysis. Experimental results indicate that quantities of acid mine drainage can be substantially reduced if soluble iron III (ferric) ion is controlled. The best inhibitors are neutral or alkaline siliceous materials such as fly ash, blast furnace slag, portland cement, and cement kiln dust. These materials appear to insolubilize iron III species to make them unavailable for reaction with pyrite. The data strongly suggest that the soluble ferric ion aqueous is a key oxidant for pyrite to produce acid mine drainage. The role of aqueous ferric ion as an oxidizing agent is substantiated further by data obtained using metallic iron (nails) as an inhibitor. The iron nails tended to keep the soluble iron in the iron 11 (ferrous) state. Experimental results indicate that sulfate and acidity levels are reduced when pyrite is in contact with the metallic iron.

This paper describes the preliminary design of the fourth bore of the Caldecott Tunnels along State Route 24 in Oakland, California. The paper focus is on two major aspects of the project: initial support system design and seismic design. The initial support system was designed based on the New Austrian Tunneling Method (NATM).NATM provides the required flexibility to accommodate the variable ground conditions in the weak, folded, and faulted rock along the alignment. The seismic design provides a final lining system that meets serviceability requirements for a 1,500 year seismic event with an estimated peak ground acceleration of 1.2g.
