When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

As an extension to investigations into methods of upgrading the Iitania content of ilmenite concentrate from beach sands using 100 g/day, a small pilot plant treating 23 kg/ day of ilmenite was used.In the pilot plant the iron oxide in the ilmenite was reduced to iron at 1200°C using carbon (coal/char) without melting the material, using a tunnel kiln heating cycle, the charges contained in saggars, The iron was then separated from the titania fraction by ball milling, wet magnetic separation, and screening. The resulting magnetic product was high in iron (about 80 per cent Fe) and the non-magnetic product high intitania (about 70 per cent TiO2).From this trial sufficient data were obtained to enable the preparation of a flow sheet for a plant producing 62,300 tonnes/year total products, and an estimate of costs to be made. This has shown that for an estimatedcapital expenditure of nearly $6,000,000 and annual production costs of about $4,000,000, the cost per tonne of high titania product (76 per cent TiO2) would be nearly $70.

Mining haul trucks comprise the majority of the equipment used in underground limestone mining operations and are known to emit high levels of noise. A previous study conducted by the National Institute for Occupational Safety and Health (NIOSH) indicates that 70-90 percent of all miners have a noise-induced hearing loss (NIHL) great enough to be classified as a hearing disability by retirement age. These results demonstrate the public health need to protect the hearing of workers in the mining industry, including haul truck drivers. Cab enclosures present an opportunity to isolate the haul truck operator from both truck and other noise in the mining environment. A total of twenty-five haul truck cabs were studied which were divided into three style (treatment) categories determined by soundproofing features and technology for noise reduction: old-, new-, and retrofitted-style. This study examines the contribution of cab acoustics, operator performance, and maintenance to noise reduction for each cab style. Dosimeters were used to measure 8-hr time weighted average sound pressure levels (TWA8 SPLs) inside and outside the cabs to determine if different acoustical treatments affect cab attenuation. Adherence to the Mine Safety and Health Administration (MSHA) Permissible Exposure Limit (PEL) of 90 dB TWA8 (with a 90 dB threshold) was used as the main indicator of overall noise reduction achieved. Dosimetery results indicate only 2% of the samples exceeded the PEL, but samples could still be reduced much further. Descriptive and comparative statistics indicate that noise levels inside the new-style cabs are significantly lower than the other two cab styles. Also, data suggest that there is no difference in noise exposures when comparing the old-style to retrofitted cab styles. Operator influence (opening doors and windows) was a significant factor for increasing noise exposure. This paper demonstrates that properly designed cabs can achieve major noise reductions, but noise levels could still be reduced much further below the MSHA PEL. New-style cabs, equipped with modern noise-reduction treatments, exhibit much lower noise exposures than the other two cabs styles, and the effectiveness of the current noise-reduction treatments for retrofitted cabs is questionable. Haul truck driver observations indicate that improved noise exposure reduction training is needed. Finally, specific targets for future noise reduction research are suggested that will further contribute to the prevention of hearing loss for haul truck operators.

In this study Pt-Al thin films were prepared via electron beam physical vapour deposition (EB-PVD) with an atomic concentration ratio of Pt25:Al75. These films were heat treated at temperatures ranging from 150°C to 650°C for annealing times from 4 to 60 minutes. The resulting microstructure of these thin films were obtained via secondary electron imaging used in conjunction with depth profiling with the aid of scanning auger microscopy (PHI 700).Elemental maps of the micrographs were obtained. Simulations, based on a chemical potential Monte Carlo method1, were run for various interaction parameters. From these simulations theoretical depth-profiles and proposed microstructures were obtained. These were compared to the experimentally measured depth profiles and elemental maps. "The commissioning of the 4th concentrator (C4) at Freeport Indonesia in early 1998 increased total mill throughput from 130k to 230k tonnes per day. The C4 flowsheet consists of a single 38 ft diameter SAG mill, four 24 ft diameter ball mills followed by four banks of 4,500 ft3 WEMCO flotation cells.The design of the C4 rougher flotation circuit was based on the expectation that the copper and gold recoveries achieved with the 4500 ft3 flotation cells would be equivalent to or better than that achieved with the 3,000 ft3 flotation cells in the 3rd concentrator (C3) rougher circuit. This assumption was due to the fact that the C4 flotation feed size would be less than 15% +212 microns compared to the C3 rougher flotation feed size of less than 23% +212 microns. By mid 1998 it had become apparent that the C4 rougher flotation copper and gold recoveries were below those predicted.In order to determine the cause of the lower recoveries, stage by stage rougher flotation surveys were performed in all four concentrators. The results of the surveys showed that the C4 rougher flotation circuit had a lower recovery of +200 micron material than that achieved in the C 1, C2 and C3 concentrators. Through mineralogical analysis, it was determined that a majority of the copper contained in the +200 micron fractions was liberated and recoverable. This paper describes the steps taken to increase coarse particle recovery, overall plant recovery and the results achieved."

A number of countries have introduced codes governing the valuation of mineral assets and securities. The African continent will follow suit in due course considering the importance of the global minerals industry as it relates to the attraction of foreign investment. South Africa is to introduce the Petroleum and Minerals Development Bill legislating the involvement of previously disadvantaged individuals and communities in the country?s minerals industry. One of the challenges facing the successful implementation of such codes and bills lies with the abilities of independent valuators to value mineral properties and projects on a consistent basis. Certain valuation principles and methodologies are applicable in all jurisdictions in the minerals industry. These valuation tools and principles are considered and developed in this report. They have been discussed and developed to encourage minerals valuators to consider and consistently apply the most applicable valuation methodologies.

Airblast overpressure levels can commonly be increased by up to 20 decibels (dBL) by the effects of meteorology, due to inversions and wind shear. Existing atmospheric refraction models can provide a good evaluation of the effects of meteorology, but have been limited in the accuracy of their outputs by the accuracy of the meteorological data that is available for input. This paper uses case histories from open-pit coal mine blasting in the Hunter Valley area of Australia to provide examples of increases in airblast due to inversions, wind shear, and a combination of both. It gives details of our experience of the accuracy with which predictions and assessments can be made using meteorological data of various levels of accuracy, and on the design buffer that is required to prevent the exceedence of airblast limits. The accuracy of meteorological prediction and assessment will shortly be improved by the use of sounding equipment that gives continuous measurements of temperature and wind velocity at significant levels above the ground. The paper also gives details of an industry funded research project that aims to permit the effective use of this data at distances many kilometres (km) (miles) from the location of the sounding equipment, and to develop a short term predictive model that will permit the amount of meteorological reinforcement that will occur at firing time to be determined before a decision is made to tie up a shot.

"INTRODUCTION The first paper of this series contained data concerning the behavior of polyhalite (K2S04.MgS04.2CaS04.2H20) upon calcination and subsequent leaching with water at 100° C. It was found that upon heating polyhalite to temperatures between 298 and 500° C. the water of crystallization is driven off, leaving, an amorphous mixture of K2S04, MgS04, and CaS04. Two transition points were located; one at 298° C. which coincides with the vigorous evolution of steam; and one at 551° C. which results in the formation of a hard mass of crystals. The latter probably consist of a solid solution If the compounds langbeinite (K2504, 2MgS04), potassium dicalcium sulphate (K2304. 2CaS04), and anhydrite (CaS04). The heat of decomposition of polyhalite at 298° C. was measured and found to be 66,000 ± 5,000 calories per mol. The optimum temperature of calcination with regard to subsequent extrac¬tion with two parts of water (at "" 0° C.) is 430 to 450° C. for 65 to 100 mesh material, if one half hour at the calcination temperature is allowed. The maximum concentration of K2S04 obtainable in the extraction of calcined polyhalite is 11.4 grams per 100 grams of water. This concentration of K2304 is considerably above the equilibrium value (3.6 g. per 100 L. of H20 at 83° C.) with respect to the solid phases polyhalite, potassium calcium pentasulphate, ¬and anhydrite. The figure 11.4 K. of K2804 per 100 g. of H20 is also somewhat than the equilibrium value (9,65 g. per 100 g, H20) with respect to the solid phases potassium calcium pentasulphate and syngenite."

The paper deals with new approach for measurement and evaluation of chemical microheterogeneity of elements in polycomponent metallic systems (i. e. steels, Ni-alloys). The method is based on the original mathematical model for determination of distribution curves of dendritic segregation of selected elements and on the original mathematical model for determination of the effective partition coefficients of these elements in the structure of analyzed alloy. Application of the method at research of chemical heterogeneity of continuously cast steel slab is also presented. The original results of measurement of dendritic microheterogeneity of eight elements (Al, Si, P, S, Ti, Cr, Mn and Fe) in structure of nine zones of a transversal section of slab are given.

Experimental results are presented for the anode overvoltage as a function of current density for different alumina concentrations in an alumina reduction cell. Voltage changes due to the electrolyte resistance and also the decomposition voltage, have been evaluated as a function of alumina concentration and anode current density. From these values of voltage, changes in the total cell voltage have been derived for changes in alumina concentration for different anode current densities. The results show that for each operating current density there exists a discrete alumina concentration that defines a minimum reduction cell voltage. Obsolescence in the mineral world is virtually nonexistent if the term is taken to mean that a mineral commodity, once established in commerce and industry, subsequently has fallen into disuse. We are living in an age of minerals. Each generation puts an increasing array of mineral-based commodities, in larger quantities, to more uses than ever before. Bastnasite, a museum mineral and a collector's item a few years ago, is now produced in quantity at Mountain Pass, Calif. Uranium, a minor byproduct of vanadium mining in the Rocky Mountain plateau area before World War 11, has grown to be a leading mineral product in several western States. And finally the total quantity and value of minerals both in the United States and in the World establish new records almost yearly. Surely the mineral industry as a whole is not obsolescent in our economy. Nevertheless, there are particular uses for particular minerals that are obsolescent and some applications have been supplanted entirely. Tin does not occupy the prominent place in foil manufacture that it once did, and the schoolboy's slate left most classrooms before the oldest of us were born.

"The mining market is researching innovative methods to train the workforce for mining which is normally extremely difficult to get. Thus, the dynamic simulation-based technologies become an essential pillar to educate and train the inexperienced staff at the pace required by this industry. Even if Operator Training Simulator (OTS) systems are commonly used in most of industries, knowledge transmitted to operators are unfortunately not ""capitalized"" in general. The OTS systems are usually delivered as a single hardware and software platform and very little as a full service long-term.In this article, an integrated solution to increase the efficiency of the operators is proposed. This solution is based on the combination of dynamic simulation, processes knowledge, virtual reality and the knowledge capitalization through the creation of simulation scenarios and e-learning. The Codelco Ministro Hales plant simulation project for a copper concentrator plant is presented as a real life example.IntroductionDynamic and real-time process simulation have proven to be a must in the development of greenfield projects, providing mechanisms to design and test controls design, interlocks, start-up, shut down sequences and operator training, among others (see (McMillan, 2006) for further details). Early adopters of this technology were utility power plants; in the petrochemical industry have become a standard, and in the mining industry the use of dynamic simulations is growing, especially in new projects and training of operations personnel for the adoption of best practices and new technologies, see (Nikkhah & Anderson, 2001) and (Toro, Ortiz, & Yutronic, 2012).This paper outlines a solution that utilizes dynamic simulations as the base of an integrated platform for operational effectiveness, which takes into account the current scenario of new mining projects and operations, where high turn over rates and needs of specialized workforce have given a special value to this kind of technologies."

A pressurizing system was designed and built to apply a radial pressure of 5.000 psi to rock samples. Samples of the Bradford, Weir and Kirkwood sandstones were subjected to radial pressures parallel and perpendicular to the bedding in the system and the changes in conductivity, porosity and permeability were deter-mined. Asymptotic decreases in conductivity, porosity and Klinkenberg permeability were observed over the 0- to 3,500-psi range. From these data, the increase of formation factor over the same range was calculated. The cementation exponent expressed in the Archie equation was found to increase with pressu,re. The rate of change varied from formation to formation. Only small differences were observed for samples taken parallel to the bedding as comnared to those taken perpendicular to it except for the Bradford sand. Above 3,500 psi the data are not good enough to tell if the properties continue to fall-off asymptotically or in a different manner. A possible explanation for the probable litnit of the asymptotic rate around 3,500 to 4,500 psi is that this represents the maximum pressure which the formations have unrdergone during their geological life as a result of burial. INTRODUCTION For many years measurements have been made in the laboratory of the properties of oil-bearing sandstones with little consideration being given to whether these properties had been changed when the samples were moved from their original position in the ground to the laboratory. Relatively little has been reported in the literature on the effect of pressure on the properties of sandstones. The changes in permeability for eight typical consolidated oil-bearing sandstone samples with overburden pressure (0- to 15,000-psi range) was presented by Fatt and Davis' in graphical form. In 1953 Fatt' also reported the relationship between porosity and overburden pressure for four typical consolidated oil-bearing sandstone samples (0- to 5,000-psi range). Fatt later described the changes of formation factor and porosity of 20 typical oil-bearing sandstone samples with overburden pressure changes (0- to 5,000-psi range) giving the values of the coefficients and exponents in the Archie' equation, and the more general Winsauer equation', where C, k and m are empirical constants, F is the formation factor, and + is the porosity. During the experiments of this investigation the core was contained in a neoprene rubber sleeve as shown in Fig. 1. It was held between two steel end members which were mounted in a steel cylinder. Gas management practices across the Australian underground coal industry have evolved significantly since the early nineties with the introduction of hazard management plans, directional drilling techniques, surface gas predrainage methods, and the widespread use of ventilation and gas reservoir simulation software.The improvements are evidenced by a substantial reduction in the occurrence of outbursts and gas related delays during a period where coal production rates have increased three to four fold. The development of effective gas predrainage strategies have been afforded by the use of reservoir simulators and a significant increase in the availability of measured gas reservoir data, in particular gas content and composition, adsorption isotherms and permeability. That said significant opportunities remain to optimise gas drainage designs and increase certainty in the gas predrainage design process through an enhanced understanding of coal seam permeability and how it is applied in the gas drainage design process.This paper describes the discrepancies between measured and actual seam permeability found during the recent assessment of two pilot predrainage programs executed in the coal measures of Queensland’s Bowen Basin. The results of those programs illustrate the need to better understand the validity of measured permeability data. The history match method employed in the pilot well assessments is proposed as an integral step in the routine gas drainage design processes that will ultimately lead to increased certainty and flexibility in gas predrainage practices.CITATION:Blanch, M, 2017. The prevention of fatal risks is a key objective for the global resources industry, especially considering poor performance with regard to fatality rate reduction and the continued occurrence of mine disasters globally. However, the industry has a credible history, over several decades, of the development and deployment management systems to control potential Serious Injury, Fatal and Catastrophic (P-SIFC) risks. While these systems have had a significant impact on the thinking and approaches to the prevention of fatal risks, fatal accident rates have not shown the desired reduction. Recent fatal and serious injury events in Australia have led to the establishment of several enquiries to further identify improvements that could be considered. Globally, fatal accident rates remain stubbornly high or plateaued in many jurisdictions, and several catastrophic events have occurred, such as tailing dams disasters in Brazil and South Africa, and the recent coalmine disaster in Turkey. Apart from the apparent lack of progress, it is evident that the deployment of critical risk systems has introduced more bureaucracy, slower response systems and additional burdens on already overloaded middle and supervisory levels of management. Organisations are rarely able to effectively tap into the risk source of risk knowledge of the frontline worker and supervisor, for various reasons discussed in this paper. To establish a valid and valuable channel of critical risk information flow from the frontline employee, Debmarine Namibia instigated the development and deployment of a system called SafeSENTRY, where the focus is on the ‘dynamic identification of dynamic risks’. This paper outlines the system, the principles of the design, the range of risk metrics that can be derived from the observations of the frontline operators, and demonstrates how a range of posited shortcomings in critical risk management is addressed how features of the High Reliability Organization (HRO) have been developed.

This work focuses on the operational and safety issues associated with karst voids in large opening underground mines. Issues include water inrush, structural instability, and engineering uncertainty in these environments. Coupled with the fracturing prevalent in folded sedimentary rocks, karst voids are complex and challenging ground-control risks. Traditional methods of predicting karst void locations, such as probe drilling, are impeded by the inconsistent spatial distribution and variable sizes of the features as reported by Li et al. (J Rock Mechan Geotech Eng:232–242, 2010) and Hassan et al. (Procedia Chem 19:737–742, 2016). Ground-penetrating radar (GPR) is a geophysical technique that transmits radio waves into a medium and subsequently detects reflected waves via a receiver. The travel time and energy of received signals are then processed and interpreted. The difference in conductivity and dielectric permittivity between limestone and open karst cavities causes strong reflections. GPR is frequently used as a geophysical surveying technique in several industries; however, there is a lack of published research on underground mining GPR applications as reported by Zhao et al. (2015a; Geophys J Int:62–71, 2015b) and Eskelinen and Pellinen (Constr Build Mater:888–898, 2018). The purpose of this work is to demonstrate the use of GPR in an underground stone mine and to discuss the importance of karst void detection ahead of mining.

The Jinping-II hydroelectric project in China features four parallel headrace tunnels approximately 18-km- (11-mile-) long. Two will be excavated by tunnel boring machines (TBM) and two by drill-and-blast. A nearby fifth tunnel is being excavated by a 7.2-m (23.6-ft) TBM to draw down ground water in advance of excavating the headrace tunnels. Unique onsite assembly of a 12.43-m (40.7-ft) main beam TBM and backup system was completed on Sept. 18, 2008 in the remote mountains of the Sichuan province. The equipment was assembled onsite, without previously having been assembled and tested in a factory, using a method called onsite first time assembly (OFTA). This paper addresses the following topics: ? Project description including geology and terrain. ? The decision process leading to onsite, first time assembly, the assembly process and logistics, and lessons learned. ? Design features of the TBM and backup system. ? Goldcorp Inc.?s Red Lake Mine (RLM) is situated in the Red Lake Mining District, a history rich North Western Ontario mining community. Red Lake Mine formerly known as the Dickenson Mine has experienced various degree and type of bursting since the 1960?s. During the 1960?s burst were common in shrinkage stope box hole pillars. After discovering the High Grade Zone (HGZ) between its 30th and 39th levels, the mine has changed its mining method to mechanized cut and fill with cemented paste fill. The rock mass at RLM is mainly massive basalt-ultramafic and behaves in a manner consistent with massive brittle rock. This paper presents the use of empirical and numerical design techniques. The use of the Span versus RMR graph to determine critical stope spans at RLM and the use of numerical design techniques to determine the stability of the sills and post pillars. Selecting of a sill pillar dimension is illustrated using four different failure criteria?s. The four failure criteria are m & s failure criteria, the Pillar Stability Graph, deviatoric stress ???-?3), and induced stress level criteria ?1 /UCS, which are calibrated to RLM?s ground conditions. A wide range of case histories has been studied ranging from stable to highly burst prone ground conditions in order to calibrate the failure criteria to observed conditions and quantified to local micro seismic system.
