Introduction Recognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries. Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs. To identify the causes of CWP, many research efforts have been made through- out the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous re- search studies has appeared elsewhere (Mutmansky and Lee, 1984). The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. The Jordan Phosphate Mines Company is one of the world's major phosphate rock and phosphatic fertilizers producers (the second largest phosphate rock exporter), with ore reserves exceeding 2 billion tonnes, mainly located in the Eshidiya area. The Eshidiya phosphate deposits, 120 km north-east of Aqaba, are of sedimentary origin (as are all phosphate ore in Jordan). Three exploitable beds (Al, A2, and A3) with variable content of P205, CaO, SiO2, etc., are processed in order to produce 68-70,73-75, and 75-77% TCP grades. The A3 bed, which is characterized as the most siliceous containing 40-48% TCP, requires physical beneficiation using wet scrubbing, screening, and desliming by hydrocylone, followed by anionic conventional flotation to achieve 75- 77% TCP grade. For the last 15 years extensive laboratory and pilot tests (including physical, chemical, and mineralogical studies) were carried out. After operating the industrial plant, certain modifications were deemed necessary to adjust the operational parameters and the final flowsheet, which was followed to obtain the targeted quantity and quality of concentrate.

Sulphur deposits occur within the upper Salado and Rustler gypsum beds. The formation of a sulphur ore deposit requires large quantities of oil and /or gas, which must find a permeable pathway into the gypsum beds. The Permian beds weathered for 90 million years in an arid environment prior to the advent of a more humid climate at the beginning of the Cretaceous Period. The first Cretaceous rivers enlarged the sinkholes and caverns of the Karstified Permian terrain and deposited coarse conglomerates and sands into the subsurface gypsum beds. The resulting network of caverns and sinkholes, filled with permeable sediments, permitted the free flow of hydrocarbons through gypsum. All sinkholes and caverns infilled with Cretaceous sediments that have penetrated beds of gypsum are associated with sulphur deposits. The Castile gypsum lies directly upon the oil bearing Bell Canyon formation. Sinkholes and caverns filled with Cretaceous sediments occur in the lower Castile. Biogenic calcite and sulphur are adjacent to these sediments. However, faults assume the major role in generating the initial permeability, allowing hydrocarbons to penetrate the lower Castile gypsum. The largest faults are associated with biogenic calcite and sulphur for a distance of 250 meters up from the bottom of the Castile gypsum. It is apparent that two dynamic geological processes are generating permeability within the gypsum beds: (1) the Cretaceous sands decending with difficulty into gypsum and (2) the faults creating permeability in the lower Castile but losing energy through soft bed deformation in the overlying gypsum. Both of these sulphur ore controls are mappable, but another large sulphur deposit of the magnitude of the Culberson Sulphur Mine has yet to be discovered. The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

Once considered the dowdy country cousins of the glamorous metallics, industrial minerals are shedding their old image. They are neither common nor easy and their time has come in an age of increasing specialization. Consider that of the 45 or so industrial minerals and rocks listed in [Table 1], almost three-quarters have ten or fewer significant suppliers (i.e., those individual countries contributing 2% or more of total world production); in more than half the cases, 85% of world production is accounted for by only five countries or fewer. Curiously, even materials that appear to be virtually ubiquitous like crushed rock and common salt have significant production vacuums. For example, there is a severe lack of sound aggregates along the US Gulf Coast and common salt production on a large scale is virtually absent in central Africa. These examples all underline the obvious, but acute truism that "The single most important fact about mineral resources is that they are not distributed equally over the world" (Flawn, 1966). Just as significant today is that human resources are not distributed equally over the world, and so arise some interesting commercial incongruities. In certain regions raw materials are plentiful but consumers are not, and without a market a mineral deposit is merely a geological curiosity. Elsewhere, there may be a market but no local raw material supply. For example, despite a huge market there is no or virtually no commercial production of chromite, diamonds, and manganese in the United States and Canada, nor phosphate rock, diamonds, rutile, and zirconium minerals in western Europe. In contrast, Australia with its small domestic market is the world's largest supplier of bauxite, diamonds, ilmenite, natural and synthetic rutile, and zircon; the same is true for South Africa which is a leading producer of chromite, manganese, diamonds, andalusite, ilmenite, rutile, and zircon (Table 2). In the commercial world, Nature's uneven distribution is counterbalanced by deep sea international trade.

Iron oxides are unique in that they are the only significant colored mineral found in a natural state suitable for use as a pigment after being pulverized to pigmentary size. The world production of iron oxide pigments is estimated by the authors to be between 350 and 400 kt. The fact that highly colored natural deposits of iron ore are found throughout the world accounts for its use in prehistoric man's artistic cave paintings. These early artists did not realize that they had established man's first paint test which now has some 20,000 years of exposure. In addition to abundance, iron oxides (about 7% of the earth's crust) have the advantage of low cost, permanency, and are non- toxic. Through the centuries, succeeding civilizations have utilized iron oxides as a major source for decoration and protection when these properties were desired. In the last century the chemical industry has improved on nature by developing a complete range of synthetic iron oxide pigments which surpass the pigments produced from natural iron ores in uniformity, color quality, and chemical purity. In the United States, the combined production of natural and synthetic iron oxides produced sales of over $97 million in 1980 (Spimad, Jr., 1980), increasing to $138 million by 1990 (Templeton, 1990) NOMENCLATURE With the increasing importance of the synthetic iron oxides it is necessary to make a distinction between the natural or mineral pigments and the synthetic pigments. Natural pigments are those products that are derived from selected ores and should not be confused with iron ores mined for steel production. Iron ores that are mined for steel must be capable of being mined and reduced to iron on a competitive commercial basis. These ores are selected on the basis of iron content and processing economics. It is therefore unusual when iron ores for steel production are suitable for use as mineral pigments. Natural pigment ore sources are selected for their special physical-chemical properties and are able to command a premium price over iron ores used for steel manufacturing. Synthetic pigments, and in this instance iron oxides, are those pigments produced from basic chemicals. Through chemical synthesis pigmentary particles are produced as opposed to the use of comminution, the major procedure common to all natural iron oxide pigments.

Kennecott's Ray Mines Division (RMD) is located in central Arizona. The pit and silicate plants are located at Ray while the 27,500 tpd concentrating facilities are located at Hayden, approximately 20 miles away from the pit. Ore is delivered in 100 ton railroad cars, 60 cars per train via the Copper Basin Railroad. The side discharge cars are dumped into a 6,000 ton trackhopper. There are 6 Nico feeders, two per belt. Three 48" belts transport the -8" ore to three 7' standard (secondary) Nordberg crushers. Each crusher is preceded by a 6' x 12' Tyler double deck screen. The secondary crushers are open circuit. The -1/21t material from the screens is transported directly to the fine ore bin at the mill. The discharge from the crushers and the intermediate product -2 1/411 x +1/2" is conveyed to a surge bin. The tertiary crusher feeder belts discharge onto five 61 x 161 Tyler double deck screens, each followed by a 7' shorthead (tertiary) Nordberg crusher in closed circuit. The -1/2" product joins the -1/2" ore from the secondary crushers and both are conveyed along a 42", 4,230 foot long belt to the fine ore bin that feeds the grinding circuits. When hard ore is experienced at the concentrator the daily throughput decreases by up to 10%. This coupled with the fact that the ore is generally becoming harder with mine depth provided the incentive to improve the performance at the crushing plant.

Under the Solid Waste Disposal Act, the Bureau of Mines initiated several accelerated in-house research programs to develop new and improved methods of proper and economic solid waste disposal. The program being conducted at the Bureau' College Park Metallurgy Research Center is concerned with eliminating the current waste of valuable materials in municipal refuse by developing low-cost methods for reclaiming and recycling the metal and mineral values contained in incinerator residues. Each year the United States must collect and dispose of in some manner or other, about 150 to 200 million tons of municipal solid wastes. The monetary output for this service ranks third among public services, exceeded only by the costs for schools and roads based on population growth projections and materials use patterns, the quantity of refuse generated by the early 1980's may approach 300 million tons annually. Currant estimates indicate that only 10 to 20 percent of the total municipal refuse generated is disposed of by incineration. If all refuse were properly incinerated the residues would contain more than 11 million tons of iron and nearly a million tons of mixed nonferrous metals including aluminum, copper, lend, zinc, and tin.

Very little information is available concerning the magnetic properties of minerals and only recently has there been any attempt to correlate magnetic susceptibility with varying chemical composition1. The work described here covers a study of the relationship and chemical composition of both the rutile and sphene types of titanium minerals. The relationship between the magnetic susceptibility of three selected mineral specimens and the applied field strength is also presented. Experimental: The equipment and procedures used in this in- vestigation for crushing and cleaning the mineral specimens and for determining the magnetic susceptibilities were the same as that employed by Spokes and Mitchell1. The particle size of-the measured specimens was limited to 270/325 mesh.

With the demand for higher grade feed by the American steel industry and the depletion of the direct shipping ores from the Marquette Iron Range and elsewhere, there was a need to develop the low-grade orebodies. The large reserve of fine grained oxidized iron-formation at the Tilden Mine has been the object of research and development efforts to concentrate the iron oxides as far back as 1949. Preceding the present mining-concentration-pelletizing complex, about 6,500,000 long tons of direct shipping siliceous ore were shipped from the Tilden Mine. Following development of the concentrating and pelletizing flowsheets, engineering and construction was initiated to develop the mine and construct concentrating and pelletizing facilities to produce 4,000,000 LTPY of pellets from this low grade crude ore. Operations started in late 1974 with Algoma Steel, J&L Steel Corp., The Cleveland-Cliffs Iron Company, The Steel Company of Canada, Ltd., Wheeling-Pittsburgh Steel Corp., and Sharon Steel Corp. as participants. Cleveland-Cliffs operates and manages the operation. Due to the non-magnetic nature of the ore and the fine grinding required to liberate the iron oxide minerals, this crude ore was not amenable to concentration by conventional methods. The iron oxides of the Tilden orebody have a grain size of less than 25 microns and recovery of the finer, well-liberated iron oxides is essential. Conventional methods of des liming employing cyclones or thickeners were not feasible because of the excessive loss of iron oxides in the finer fractions.

Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

Glass is the most unique substance which man has made. It is understood that Phoenician sailors playing on the beach in Mesopotanmia around 12000 BC, produced glass by the fusion of sand and soda in their campfire. Glass is unique for many reasons. However, let us consider the following. It is made of materials which are opaque and yet glass can be translucent, transparent, or opaque. It can be as soft as cotton or stronger than steel. It transmits light readily and yet is totally impervious to gases and liquids. It is chemically an inert, creates very little pollution in its manufacture. It is made of the most abundant raw materials on earth. It is readily recyclable and has little pollution in its disposal. Glass containers are made principally from sand (that is, silica), soda, which is sodium carbonate, and lime, which is calcium carbonate, plus decolorizers or colorants and cullet. The proportion of cullet, broken glass, in most glass tanks today is roughly 10 to 20% of the glass product. In most cases, the cullet used in the plant is glass from off-ware, or broken ware, which is a waste product within the plant. Cullet has the following advantages. It contains all of the raw materials normally used in a batch. It tends to melt at a lower temperature than batch, thus saving some fuel, and, finally, by forming a crust above the normal melting system, there is a tendency to cut down air pollution.

Oklahoma is a region of complex geology where a mobile belt of Paleozoic geosynclines and uplifts on the south abuts against the margin of the North American craton to the north. The state contains many classic areas where fundamental concepts of sedimentation, stratigraphy, structural geology, historical geology, mineral investigation, and petroleum exploration have been formulated through the years. In the southern Oklahoma mountain belts, there are exposed a great variety of igneous and sedimentary rock units seen at few other places in the Midcontinent area. Major geologic provinces of Oklahoma (Fig. 1) include: (1) the cratonic and relatively stable northern shelf areas, including the Ozark uplift; (2) the Ouachita geosyncline (now the Ouachita Mountain belt) and associated Arkoma basin in the southeast; and (3) the southern Oklahoma aulacogen (geosyncline), comprising the area of Anadarko, Ardmore, Marietta, and Hollis basins, as well as the Arbuckle and Wichita Mountain uplifts. The three principal fold belts, the Ouachitas, Arbuckles, and Wichitas, all originated from a series of Pennsylvanian orogenies (about 300 million years ago) in the two Paleozoic geosynclines.

Most coal seams in the United Kingdom contain firedamp, some of which is released into the ventilating airways as the strata around a working relax. The close sequence of seams in carboniferous strata is usually such that seams in adjacent roof and floor strata are also disturbed and potentially large quantities of firedamp can enter the workings from these sources. Since emission depends on the disturbance rate of the seams, higher coal production rates associated with increased mechanisation in the colliery accentuate the problem. Firedamp concentrations in UK underground workings are subject to statutory regulations1. To enable production to continue uninterrupted and in safety the problem is tackled by ventilation engineers by the provision of adequate ventilation in the airway and by the technique of firedamp drainage. In the UK the latter usually takes the form of cross-measure boreholes in roof strata, and increasingly also in floor strata, drilled from the gateroads, especially from return airways. In this way firedamp emitted from disturbed seams in adjacent strata can be extracted directly to the surface or to some safe position outbye, and the airways of the working district are not contaminated. Despite the use of firedamp drainage, considerable quantities of firedamp enter the ventilation air- stream and the concentration levels may be seen to be related to the coal production activites in the district. Figure 1 shows a typical recording of methane concentration obtained by a BM1 methanometer at a position outbye in a return gate where firedamp drainage was operating. The general rise in level throughout the working week may be seen, together with peaks occurring during production shifts and the gradual decay of emission over the weekend. In view of the fact that ventilation and firedamp drainage contribute a considerable proportion to the operating costs of the colliery, it is essential that the ventilation and firedamp drainage requirements be calculated as accurately as possible at the planning stage of the working. In the past the ventilation engineer has had to rely heavily on experience in neighbouring workings but with the development of mines in previously unworked areas there is clearly a need for a methodical approach to meet the requirements of planning. The work described in this paper represents such an approach and it is hoped that successful development and application of the method of prediction will lead to the widespread adoption of a routine procedure. The current development of a method of prediction of firedamp emission into longwall workings is based on the theoretical treatment of gas emission from coal seams proposed by Airey2 in 1971, which was based on his study of gas emission from broken coal 3 which was published in 1968. In common with other experimental methods of prediction, the method enables a calculation to be made of the total make of gas emitted from all sources of gas in the strata per tonne of mined coal.

Rod mills were developed, as a logical substitute for the rolls crusher when larger tonnages had to be handled, on a continuous basis. Today, with even larger tonnages to process, the trend is to install larger equipment, automate the plant and develop the highest availability possible, in order to cut costs. The rod mills, because of design limitations in size and speed 1'2, are not able to meet these new requirements. The autogenous mill was a timely development and serves as an excellent alternative for ores that are suitable to this type of grinding. When ores are not amenable to autogenous grinding, selection of a flowsheet is dictated by liberation characteristics and unit operations to be used for mineral recovery.. The following alternatives are available: (a) Multiple rod mills, capable of drawing no more than 2000 HP each, followed by ball mills. (b) Gyradisc crusher followed by two stages of ball mill grinding.3 (c) Tertiary crushing followed by closed circuit single stage ball mills grinding to approximately -100 mesh, as in the copper industry. (d) Tertiary' crushing followed by two-stage, ball milling. Each stage will operate in closed circuit with either screens or cyclones. It is this last alternative, particularly as it

The overall economics of a coal production unit are governed by a number of interdependent parameters which individually and collectively affect the final result. A business judgement is measured through return on investment considerations and in this respect, a sensitivity analysis proves useful. Figures 1 and 2 show how the various parameters affect return on investment through unfavourable change from planned or expected values. In the case of metallurgical coals, the selling price negotiated is the primary and most sensitive variable, followed by transportation, clean coal yield and capital funds invested in mining. It is clear that coal preparation plant capital and operating costs are the least sensitive to R.O.I. For energy coals, the selling price is determined by heat energy content (x cents per million BTU's) and is therefore not con¬sidered as an interdependent variable. In this case, transportation cost is the major primary factor affecting the level of income. Again the amount of saleable clean coal or total yield has a major effect on return on investment. Most of the factors considered in Figures 1 and 2 are fixed and unfavorable change from planned values becomes critical but clean coal yield is to a great extent controllable during actual operations. Once the theoretical yield for a particular coal has been determined, the optimum return is achieved by approaching this theoretical yield as nearly as possible in practical commercial operation.

One of the fundamental precepts of experimentation is the isolation of a single variable to quantify its individual effect. Unfortunately, the variability of natural rock joints has frustrated such isolation. This variability and the high cost of securing a large member of natural joints has lead to increasing experimental dependence on stage shearing, artificial tension fractures and/or model materials. The new apparatus described herein allows for the first time replication of real joints with field scale asperities. It employs a diamond band-saw blade with computer controlled feed table to cut joints with high precision. The feed system is capable of placement to tolerances similar to those of a high quality computer plotter. The accompanying software allows the table to cut any desired joint shape (repeating or non-repeating) within certain, over-all size limitations. Resulting joint surface dimensions and roughness as well as shear resistance indicates that the joint surfaces are reproduced with a precision similar to that possible for the control of other experimental variables such as normal and shear forces.

During-all phases of exploration limited resources must be allocated among exploration methods and among exploration prospects. This problem,, an exercise in optimization, can be treated mathematically. For three objective functions - maximizing return, return to cost and return minus weighted cost - theoretical results exist which enable the exploration planner not only to gain valuable insight into the problem, but also to estimate the resources necessary and to allocate these resources for' at least-two stages of exploration prior to initial field work. A two-stage exploration strategy for volcanogenic-sedimentary iron in northern Egypt illustrates, how the results can be used. Stage 1 consists of an aeromagnetic survey to map the structure of five areas;" stage 2 consists of field reconnaissance work. For the three objectives, lower bounds are calculated as a function of exploration expenditures for each stage in order to facilitate the choice of an-optimal exploration budget. Nomograms are then presented which, based on the Kuhn-Tucker Conditions', enable the incremental allocation of airborne and reconnaissance effort among the five areas.

An interactive mine planning system that employs recent advances in 3D computer graphics capabilities and 3D geologic modelling to aid with the tasks involved in producing dragline mine plans was developed. As well as offering large potential saving in the time required to carry out the planning tasks, the system offers immediate visual feedback to the planning engineer. This can greatly aid in the conceptual understanding of complex geology and mine plans. The package incorporates the generation of a three dimensional Gridded Seam Model (GSM) as the basis for the development of the geologic database. This modelling method is capable of accurately representing rugged topography and multiple coal seams, including folding and faulting. The GSM is then integrated with an interactive graphics mine planning system in order to develop one model and one database for the generation of the mine design, the depletion of the coal resources and the movement of spoil material. The gridded structure of the model also provides the foundation on which all mine and spoil pile volumes are calculated.

An important tool for use in the geochemical assessment of abandoned mine-waste piles is a leach procedure that can easily be done in the field and used for on-site screening of historic mine-waste material. We have developed a simple field leach test that is an effective indicator of waste pile geochemistry and can be used in order to establish the relative geochemical fingerprint for a given pile. This simple procedure also provides indication of the potential chemical composition of run-off from the weathered surface of these piles. As part of developing the technique, a comparative study was carried out on eight mine-waste composite samples from different deposit types. Splits of all eight composites were leached using the field leach test procedure and a modified version of EPA Method 1312 (SPLP). We found that the field leach test consistently provides relative indication of leachate geochemical trends comparable to leachate data derived from the more regulated, time consuming and laborious EPA Method 13 12 (SPLP).
