The surface chemical sites on several fillers (quartz, feldspar, calcite and granite) were studied by the adsorption of well defined acid and basic probe molecules (benzoic acid, benzyl alcohol, ethyl benzoate, pyridine and benzyl amine) from cyclohexane. The results provided a wide variation of adsorption data, emphasizing the extensive range of site heterogeneity on the filler surfaces. In addition, it was shown that the acidic probes were strongly adsorbed on all of the minerals, thus indicating that the basic surface sites dominate the acidic ones. Also, through FTIR studies with vapor-phase probes adsorbed on orthoclase, it was possible to identify the nature of specific sites and the type of bonding occurring between the filler surface and the probe molecule. These types of surface analytical techniques could give useful information for predicting the adsorption functional groups on dispersants, dyes, thickeners, etc. and could lead to enhanced interfacial bonding between the filler and the matrix.

Sharing the Future in a Community of Values ? encourage our industry to continue to innovate and develop many of the environmental and social initiatives already underway. Sustainable development is here to stay and has been placed strategically at the heart of all European public policy. The future of the minerals industry here in Europe as well as elsewhere depends on how well professional mining people, both as individuals and through their associations and others, have to present their case for a sustainable mining and minerals industry to a critical world. And, Greece with its strong and expanding mining, minerals and metals base has more to win or lose from this endeavor than many others.

Appalachian coal mines include operations in eastern Kentucky, Maryland, Pennsylvania, Virginia and West Virginia. During 1994, they produced a total of about 342.5 Mt (377.6 million st) of bituminous coal. This figure represents 37% of the total production from the United States. This region contains nearly all of the nation's coking coal reserves and high-quality compliance steam coal that will be in demand after the turn of the century as utilities comply with phase two of the 1990 Clean Air Act Amendment. Figure 1 shows the location of the study area and the general regions that supply various coal types. Data for the study reviewed here were compiled and interpreted from Mine Safety and Health Administration (MSHA) production reports, Federal Energy Regulatory Commission 423 reports, King's Export database and additional data from the US Department of Energy's (DOE) Energy Information Administration (EIA). Table I is an overview of the total production from Appalachia and the delivered tonnage to various sales categories.

United States production of the industrial minerals, ahead of that of the metals since 1946, has shown a steady and rapid growth. By 1963, their value was more than twice that of the metals. Yet papers on the metallic ores continue to dominate the meetings of the Society of Economic Geologists and constitute nearly nine-tenths of the lead papers in Economic Geology. Most of the geological communication that does take place concerning the industrial minerals deals with high-value special-purpose minerals, which are comparable to the metallic ores in geologic complexity. The large-bulk rock products, which are growing fastest in production value, are characterized by relatively simple geology and by thousands of small producing firms, many of which do little or no geological work. The need for geological advice by this very large segment of the industry is bound to increase. In the meantime, a plea is made for more geological communication among those concerned with the industrial minerals of all varieties.

The Bacterial Oxidation [(BIOX)] process for the pre-treatment of refractory ores for gold recovery developed by Genmin, the mining division of Gencor, has been operating successfully at the Fairvew Mine since October 1986. The continuous operation of a pilot plant at Genmin Process Research has resulted in further process developmenst to improve plant operating efficiencies. These new developments, which include a higher solids content of the pulp feed to [BIOX], lower retention times, higher operating temperatures, lower power utilizaton for oxygen dispersion and reduced nutrient addition, have all been successfully implemented on the Fairvew plant. It has furthermore been confirmed that the arsenic precipitate formed in the neutralization of effluent solutions complies to the United States of America EPA standards. Contineous cyanidation pilot plant work conducted on [BIOX] product has indicated that cyanide consumption can be drastically decreased if a continuons flowsheet is implemented in preference to a batch leaching system.

Traditionally, coarse wolframite ore processing has been done almost exclusively by gravity concentration methods. However, there has been a depletion of rich and coarse ore reserves and a proportional increase in the mining of low-grade, fine-grained complex ore feeds. This change has resulted in the need for better slime-processing technology. Research and development activities in this area have gained momentum, and recent innovations appear promising. This paper covers the recent innovations that have been made in dealing with tungsten ore slime processing. The new techniques include the application of a centrifugal cone separator, high-intensity wet magnetic separator, the use of phosphonic and arsonic acids as collectors in ultrafine wolframite flotation, and combined processes.

Acid soak tests were used to measure the effectiveness of binders in highly acidic conditions to determine their suitability for use in copper heap leaching. Soak tests involved placing the agglomerates on a screen, soaking them in a solution that replicates the pH of the raffinate used in a heap leach, and measuring the quantity of fine particles that passed through the screen. A wide range of binders were evaluated which had potential for functioning in acidic solution. Only a few binders were effective, with the best-performing binders being nonionic polymers designed for dust suppression applications. The most effective binder prevented all but 1.86% of the fines from being released and passing through the screen, while binderless agglomerates allowed as much as 29% of the fines to pass through the screen. The soak test developed for this study provides a useful method for rapidly identifying promising binders at a low cost, and for examining effects such as curing conditions on agglomerate quality.

INTRODUCTION The attempt to interprete lung cancer incidence caused by inhaled radon decay products in items of radiation dose raises the question of the relevant dose. The various dosimetric approaches published by now are characterized by an increasing complexity in the structure of the models used. Ranging from organ doses to microdosimetric specific energy distributions in the cells at risk, a significant trend from the macroscopic to the microscopic scale can be observed. Since tumors originate preferentially in the basal cells of the lobar and segmental bronchial epithelium, these cells are regarded as the critical target for inhalation carcinogenesis. The evaluation of basal cell doses is, therefore, the main objective of lung dose assessments. Various dosimetric models have been published in the past (Altshuler, Nelson and Kuschner, 1964; Haque and Collinson, 1967; Harley and Pasternack, 1972; Hofmann, Steinhäusler and Pohl, 1979, 1980; Jacobi, 1964; Jacobi and Eisfeld, 1980; James , Greenhalge and Birchall, 1980). Due to incertainties of physical and biological parameters involved and the application of different anatomical and physiological models the claculated doses are varying up to one order of mangitude. Independent of the choice of these dosimetric models applied to the calculation of lung doses, deposition, clearance and resulting dose are affected essentially by the properties of the inhaled aerosol as well as by personal characteristics. Both the properties of the exposed individual as well as of the inhaled environmental atmosphere have to be considered in radiation protection. It is the main objective of this paper to illustrate the influence of both parameter sets on basal cell doses by varying the above parameters. PERSONAL CHARACTERISTICS Though it might be more convenient for radiation protection calculations, the biological "man" cannot be represented by a uniform standard man. In Tab. 1 these personal characteristics which cause the variability of man are listed together with the region of their effectiveness. In the following the influence of these parameters will be discussed with regard to lung dose assessments. Besides these factors the great biological variability of all anatomical and physiological parameters involved as well as pathological alterations due to lung diseases cause additional variations in lung dosimetry. [ ] Age Age can be considered as the most important personal factor influencing the anatomical structure of the lung between birth and about 15 years of life. This period is characterized not only by an enlargement of already existing respiratory units but also by structural changes. Besides these anatomical alterations deposition is strongly dependent also on respiration parameters, such as tidal volume (TV) and respiratory frequency (RF). Whereas RF decreases with progressing age in an exponential manner, TV increases significantly resulting finally in a growth of the respiratory minute volume (RMV). Also mucus clearance in the infant might be more effective than in the adult, though no reliable experimental data are available. Superposing all these age-dependent changes mean basal cell doses are higher for children by about a factor of 2 than for adults living in the same radioactive environment (Hofmann, 1981). In the adult the following alterations of respiration standards with age are reported: total lung capacity diminishes with age, functional residual capacity is unchanged or increases with age and the dead space rises slightly with age (ICRP, 1975). The influence of these lung capacities on deposition, however, can be regarded as insignificant. Due to the ageing process mucus velocities my be considerably smaller in older people. This effect can also be superposed by the simultaneous influence of ciliatoxic effects of cigarette smoke and air pollutants or other bronchial diseases. Since the lower age limit for occupational exposure is about 18 years, age can be disregarded in the uranium mining industry for the determination of radiation doses, though lung cancer induction is significantly dependent on age.

The Thermal/Structural Interactions (TSI) In Situ Tests are a series of large scale, well instrumented tests that have been constructed at the Waste Isolation Pilot Plant (WIPP) in southeastern New Mexico. As a precursor to the TSI tests, a ventilation drift (Room D) was mined, drilled and instrumented. This room provided the contractor an excellent area to practice controlled construction methods and was a proving ground for construction monitoring and documentation methods. All gages in this first room have been monitored since their initial installation, which has provided a small, but representative, data base. These data also were the first to be available from any TSI area for analysis. This paper discusses the construction activities in Room D and the data generated from the construction and drilling. Deformation of the room is compared briefly to numerical calculations that used a rather simple creep model as a reference. The constitutive model for salt, it appears, must be improved before it can predict the underground deformations.

This study was concerned with the application of a computer simulation methodology to optimize the performance of mills grinding iron ore concentrate prior to pelletizing. The methodology involves batch and plant testing, modeling and computer simulation. The analysis of grinding performance was carried out and capacity increases were predicted in the context of detailed population balance models developed for the plant ball mills. Model developnent and plant confirmation were performed using data obtained in a series of batch tests and three plant tests. From experimental data and computer simulation it was found that ball size, percent solids and classification all had a significant effect on mill throughput. Based on the findings of this study, a 12-152 increase in capacity was predicted to be available by a proper combination of ball size charge and optimum percent solids. These predictions have been confirmed by plant tests in which the recommended operating changes have been made.

The most important type of potash ores, sylvinite, contains sylvite, halite and a small percentage of insoluble gangue [sulfates (anhydrite), carbonates (dolomite), and clay minerals]. Primary normal long-chain amines are exlusively utilized to float sylvite from halite, but since mines are also adsorbed by insoluble slimes, the process requires prior desliming. This is carried out either by mechanical means, or by flotation of slimes and blocking off the adsorption centers on clays with the use of polyelectrolytes. Fractional crystallization is employed to produce fertilizer grade KC1 from disseminated ores with a high content of slimes. An extender oil is needed in addition to mine to float coarse sylvite fractions. The process is carried out in a saturated brine at mine concentrations exceeding the solubility limit and is strongly affected by temperature fluctuations. All these important features, which make this process differ from a conventional flotation, result from a high electrolyte concentration.

Hydrometallurgy has a well-known and established role in the production of manganese metal (1) and manganese compounds, including battery grade manganese dioxide (2). Also, several leaching processes have been developed and applied at various times for the recovery of manganese from low grade ores (3). Recently, interest in the hydrometallurgy of manganese has been stimulated by the problems presented in the processing of sea nodules (4). Fumes and dusts from the ferro-manganese furnaces also offer a potential field for the application of manganese leaching techniques (5). In treating low grade manganese ores a major requirement of the leaching process is that it should dissolve manganese from a mixture of manganese and iron oxides. The most selective reagent for this purpose is ammonium carbamate applied after preliminary pyrometallurgical reduction of the ore (6). Since soluble carbamate complexes of the postulated type (7) are formed by both manganous and ferrous, but by neither manganic nor ferric, ions, selectivety of manganese leaching is achieved by control of the reduction operation to yield, essentially MnO and Fe304? A potential improvement to this two step process would be to simultaneously reduce and selectively leach the manganese in one hydrometallurgical operation. This possibility has been experimentally studied and the results are described below. The paper deals with a computer method and algorithm of optimization of the rescue routes for the endangered staff in the case of fire in a given place of the mine. The adapted method is based on the objective function and realizes the algorithm of the shorest path with weighers assigned to it. The objective function is so defined that it reflects possibly all the hazards and difficulties arising during a fire in the mine. The algorithm is enhanced by an empirical formula for calculation of the smoke zone as result of a mine fire. The presented results of computations of optimal routes for several simple examples using the canonical scheme of the mine network and simulated fires are satisfying and prove the method, the algorithm and the coded program to be correct. The program will be a part of the software library of the mine ventilation engineer. The data for the program will be updated on-line from the fire detection systems.

Previous papers by the authors have presented a systems-engineering approach based on the premise that systems can only be optimized if all factors are considered and integrated into mine planning. This paper discusses the challenges inherent in optimizing the design of large-scale surface coal mining operations in Appalachia. Regulatory and permitting programs in the United States often focus on single parameters, rather than the full suite of desirable outcomes for sustainability. By utilizing geographic information system (GIS) tools to evaluate available data on environmental and social resources, the regulatory barriers which prevent operations from incorporating ecological and other sustainable development concerns into coal mine sustainability performance were identified. By analysis of the on-the-ground issues related to sustainability, the key parameters to be incorporated into an optimized coal mine design in Appalachia are discussed along with possible changes to the regulatory framework that would enhance incorporation of sustainability into coal mine design.

An extensive review of multi-seam under-mining literature was conducted and a data base of case studies was assembled . A critical review of the design principles outlined in this literature resulted in the compilation of specific design criteria for the design of lower seam mines. Analysis of this criteria demonstrated the necessity for a protocol for the design of unsymmetrically loaded pillars. Such a design criteria was developed using finite element methods for a wide range of possible loading conditions. This design criteria can be utilized for underlying pillar design when the loading conditions can be determined. To facilitate using all the under-mining research results by field/planning engineers a Windows TM based software package was developed. This software package contains a multi-seam tutorial, analytical tools and a case history database. The package is user friendly and fully interactive and supported with extensive on-line help. The package contains numerous case studies of multi-seam mines that can be reviewed to facilitate analyses.

Demand for nonfuel minerals depends in large measure on economic activity, which rose in each quarter of 1985. However, despite 1.7 million new housing starts and a 7% increase in motor vehicle production, many domestic metal mining operations experienced continued difficulties as a result of import competition, greater use of newer engineered materials, emphasis on multi-unit housing, and downsizing of motor vehicles. Recognizing the continued difficulties of the domestic metal mining industry, many corporations made major efforts to retrench and rationalize - selling, closing, or spinning off less profitable operations, renegotiating labor contracts, and inviting increased participation by foreign firms. About 15% of US energy was imported in 1985. This included $52 billion worth of crude oil and refined products, adding significantly to the overall merchandise trade deficit of $149 billion. With the exception of a few large-bulk, low-value raw materials, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult US nonfuel minerals trade deficit totalled $17 billion. The US continued to rely on imports for many important strategic minerals in 1985 (see accompanying Table). Increased pressures for protection included major mineral products such as steel, ferroalloys, and copper. But President Reagan, in his Feb. 1986 "Economic Report to the Congress" stated: "Our international trade policy rests firmly on the foundation of free and open markets." He also stressed the need for fair trade and more open markets internationally. The National Critical Materials Council, created by law in the latter part of 1984, was activated in the latter part of 1985. Its first public hearing was held in January 1986. The Council is to review the nation's materials posture and advise the President on such matters. Compared with 1984, the value of US raw nonfuel mineral output rose 2%, to $24 billion. This supported the production of $244 billion worth of processed materials of mineral origin. Raw steel production - a major indicator of both material use and mineral production - fell 4% to 81 Mt (89 million st). Consequently, domestic iron ore production fell to 49 Mt (55 million st), about 97% pelletized. Iron ore imports fell 7% to 16 Mt (18 million st). Raw steelmaking capacity fell 4% to 117 Mt (129 million st). Pacts with 16 leading steel exporting nations have been negotiated in an effort to reduce import penetration of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 40% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production increased slightly to 49 kt (54,000 st). Mine shipments of tungsten, another mineral tied to steel production, also fell slightly to 1.1 kt (1200 st) of contained metal. Even the domestic aluminum smelting industry suffered reverses as high stocks and low prices reduced production 16% to 3.5 Mt (3.8 million st). Similarly, imports of bauxite fell 7% and alumina 10%. Production of magnesium metal fell 6% to 136 kt (150,000 st), while titanium metal production remained unchanged at 22 kt (24,000 st). Copper mine production was unchanged at 1.1 Mt (1.2 million st). Copper refinery production fell slightly to 1.1 Mt (1.2 million st). Lead mine production rose 24% to 400 kt (440,000 st). Zinc mine output was down 10%, to 225 kt (250,000 st). Refined lead production increased 28%, to 510 kt (560,000 st). Primary slab zinc production fell 5% to 240 kt (260,000 st).

Last year in the US alone, about 425 Mt (468 million st) of minerals and coal were beneficiated by froth flotation. This number indicates that from 1983 there was a 10% increase in tonnage of min¬erals and coal beneficiated by the indus¬try. A significant improvement was seen in the tonnage processed by the nonferrous minerals and coal industries. BP Minerals America installed 85 m; (3000 cu ft) flotation cells at the Bing¬ham Canyon mine and concentrator. The new flotation circuit has fewer than 100 cells compared to 2000 flotation cells used in the old plant (Mining Engi¬neering, November 1988). Column flotation use on a commer¬cial scale continues to expand as seen from the interest expressed at the Col¬umn Flotation Symposium (Column Flotation '88). The Magma Copper Co., San Manuel Division replaced all con¬ventional cells with 1.8 x 12 m (6 x 40 ft) column flotation cells for copper con¬centrate cleaning. Also, 1220 mm and 760 mm-diam (48 in. and 30 in.-diam) column cells are operating at the plant in the molybdenum circuit. A commercial Diester Flotaire col¬umn cell for fine coal recovery was installed at the United Coal Wellmore No. 20 plant. The 36.8 m3 (1300 cu ft) cell recovers 13.6 to 18 t/h (15 to 20 stph) of -590 gm (-28 mesh) coal. A similar unit has been installed at Tanoma Mining Co. in Pennsylvania. Various modifications of the column cells are being designed around the world. Jameson (Mining and Metal¬lurgy, 1988) described a new concept whereby the feed and air stream mixture is discharged into a cylindrical column of about 1.2 m (4 ft) height. Recovery and grade of nonferrous minerals have been reported to be better than that in a four-stage conventional flotation clean¬ing circuit. Flotation reagents American Cyanamid and Dow Chemical continued development of a new generation of sulfide collectors. A general feeling is development of new sulfide collectors has not kept up with flotation technology. Additionally, joint efforts between industry and chemical suppliers will likely be necessary to realize the economic benefits of the new technologies, since new chemistries respond differently compared to the conventional collectors. Flocculant development in recent years has been evolutionary rather than revolutionary. Rothenborg reported on development of a new flocculant family (a hydroxymated polyacrylamide desig¬nated S-6703) that has shown consider¬able promise in red mud clarification. Plant testing showed that this new floc¬culant could replace starch and poly¬acrylate and provide significantly higher overflow clarity. Barol Kami (Siirak) and Cleveland¬Cliffs (Hancock) reported development of an amphoteric apatite collector (ATRAC 873) that was used in Tilden's silica flotation process to increase apatite rejection. The collector was engineered for the particular flotation conditions in the complex Tilden process. Significant plant testing with ATRAC 873 showed that this reagent gave significantly in¬creased apatite rejection without any effect on silica flotation effectiveness or selectivity. Electrostatic separation Electrostatic separation is now em¬ployed in the precious metals mining industry to recover gold and silver grills from crushed slag. The installation at Paradise Peak has prompted other op¬erators to consider this application. In another development, attractive potentials for treating very fine minerals (-45 µm or -325 mesh) are being devel¬oped by Advanced Energy Dynamics and by the Department of Energy. Demonstration tests using triboelectric charging/electrostatic separation have been successful on a variety of minerals as well as coal. Magnetic separation Developments in magnetic separa¬tion have transpired on a production scale. Superconducting, high gradient magnetic separation has gained accep¬tance with the successful startup of a second unit treating kaolin at J.M. Huber Corp. This liquid-helium-cooled mag¬net generates 2.0 tesla in a 3-m-diam (120-in.-diam) bore with no power con¬sumption. Wet, high-intensity magnetic separation has been applied to sulfide mineral separations both domestically and abroad. These continuous type of separators are effective in removing residual chalcopyrite and sphalerite from other base metal sulfide concentrates. Separators using high energy rare earth permanent magnets are continu¬ally increasing. Now offered as both drum and roll type, these units are be¬coming a staple in the processing of industrial minerals. Tests using rare earth magnets strategically placed on a spiral concentrator have demonstrated the enhanced recovery of heavy miner¬als such as ilmenite. Classification Although no major technology break¬throughs in classification appear immi¬nent, there is an increasing need for more efficient and cost-effective meth¬ods to make size separations. All uranium mills are required to perform sampling and analysis for radioactive particulates in their gaseous effluent streams and in the environment. Pacific Northwest Laboratory was requested by the U.S. Nuclear Regulatory Commission (NRC) to provide technical assistance to them for their Uranium Mill Health Physics Appraisal Program. In conducting appraisals, air sampling methods used at NRC-licensed mills were reviewed and several deficiencies noted. This paper includes only environmental and effluent particulate sampling although much of the information is applicable to both in-plant and environmental samples. First, the components of a proper sampling program are discussed: program objectives, program design, sampler design, analyses, quality assurance, and data handling. Then the specific deficiencies, or the "pitfalls" from the first 8 mill appraisals are discussed. The first consideration in establishing an air sampling program is defining the objectives of the program. What is air sampling suppose to accomplish? Many of the deficiencies we have observed have resulted because the desired objectives were not clearly established in the minds of the radiation safety staff. PROGRAM OBJECTIVES An environmental air sampling program ought to fulfill the following seven objectives. The first is to: 1) [demonstrate regulatory compliance]. Although a goal of most programs, regulatory compliance, is not well understood. One has not only to comply with the conditions of the source materials licensee, but one must also demonstrate compliance with 10CFR20 and 40CFR190. For example, 10CFR20.106 states: "A licensee shall not possess, use, or transfer licensed material so as to release to an unrestricted area radioactive material in concentrations which exceed the limits specified in Appendix B, Table II of this part .... For purposes of this section, concentrations may be averaged over a period not greater than one year." Even if a mill's license does not require sampling at the site boundary of maximum concentration, a sample may be necessary to demonstrate compliance with 10CFR20. Most mill personnel are painfully familiar with 40CFRl90.10, which states: "Operations.... shall be conducted in such a manner as to provide reasonable assurance that: (a) The annual dose equivalent does not exceed 25 millirems to the whole body.... of any member of the public as the result of exposures to planned discharges of radioactive materials, radon and its daughters excepted... from uranium fuel cycle operations..." This means a licensee's sampling program must give "reasonable assurance" that the member of the general public receiving in the most exposure gets no more than 25 millirems per year. The sampling program necessary to provide that assurance may or may not be a license requirement. However, merely meeting the license requirements and the explicit regulatory requirements does not necessariarly ensure an adequate effluent and environmental air sampling program. The second objective of the environmental air sampling program, is to 2) [identify the source(s) of contaminants]. This will include not only the routine program, but special sampling for verification of sources and nonsources. Only after sampling can a mill operator be assured that roof vents, laboratory hoods, and other localized ventilation systems are not making a significant contribution to environmental releases. An environmental sampling program should also allow the mill operator to fulfill the third objective, to 3) [estimate exposures]. Even before 40CFR190, a sampling program should have provided the mill operator with the information necessary to determine the dose to the "fence post" person, or at least to determine if doses were well below the 10CFR20 limits previously allowed. The program should 4) [detect and measure unplanned releases]. If there is a fire, a scrubber failure, or if a drum of yellowcake breaks open, measured releases will almost always be lower than conservative estimates. Whether or not a system to provide sampling during accidents is needed is almost always a cost-benefit decision. In general, uranium operations do not sample just in case an accident may occur. Yet they may decide on continuous air sampling in lieu of intermittant sampling partially because of the potential for accidents. Another objective of air sampling is 5) [to provide information on the effectiveness of control systems]. This is always a concern with new or modified equipment and may dictate sampling frequency in other situations as well. For instance, if a small leak in a bag filter cannot be detected by other means, then more frequent stack sampling may be indicated. A routine effluent and environmental monitoring program should also fulfill the sixth objective,
