Campbell Red Lake Mine is situated at Balmertown, in the Red Lake District of Northwestern Ontario, Canada. This area is some 120 miles north of the Trans Canada Highway and is some 160 miles Northeast of Winnipeg, Manitoba. The majority of our 300 employees live in Balmertown, which is a community of some 1,200 people, situated adjacent to the mine proper. The mine is serviced by a single shaft 4,300 feet deep. There are 27 levels at 150 ft. intervals. Stoping is being carried out down to the 20th level with only preliminary development having been done on the bottom 6 levels. The majority of our mill feed of 825 tons per calendar day comes from above the 10th level. Gold occurs as specks and streaks in bluish-grey to white quartz carbonate veins. It is extremely fine grained and most is invisible to the unaided eye. In addition to Gold the veins carry varying amounts of sulphides such as, Arsenopyrite, Stibnite, Pyrite, Pyrrhotite and Sphalerite. A minor amount of silver occurs as an impurity in the gold. Arsenopyrite is a marker for the gold ore at Campbell. The average grade of the mill feed is 0.7 oz. of gold per ton. The ore is dumped into an underground ore pass that feeds to a jaw crusher on the 20th level that reduces the rock to a maximum size of 4". This material is hoisted by skips to an ore bin in the head frame.

The North Shore Inline Interceptor, Phase IA tunnel is a 8,550-meter (28,000-ft) interceptor tunnel currently being constructed by Traylor Bros./Frontier-Kemper, Joint Venture, using a 9.8-meter (32-ft - 4-in) diameter Robbins tunnel boring machine (TBM). This tunnel is being driven in Silurian age dolomite approximately 91.5 m (300 ft) below ground surface. Significant water inflows were encountered when the tunnel drive penetrated the thinly-bedded Waubakee Formation. Flow increases approaching 0.75 cu m per min per 30 m of tunnel (200 gpm per 100 ft) have occurred in this formation. After driving approximately 2,285 m (7,500 ft) of tunnel (200 m full face in the Waubakee Formation), total flows exceeded 12 cu m per min (3,200 gpm) with about 5.7 cu m per min (1,500 gpm) entering the tun¬nel from the 200 m (600 ft) of exposed Waubakee Formation. Additional water control measures consisting of increased pumping capacity, increased water treatment capacity, surface grouting ahead of the tunnel, grouting ahead of the tunnel face and panning to improve the working environment for installation of tunnel support, were implemented to deal with the large water inflows. Currently (January 24, 1989), 3,400 m (11,000 ft) of tunnel has been driven, total water inflows are in the range of 11.7 cu m per min (3,100 gpm) with only 6.8 cu m per min (1,800 gpm) inflow from about 1,220 m (4,000 ft) of tunnel driven full face through the Waubakee Formation.

The New York City Transit System is celebrating its Diamond Jubilee this year. In 1904, 9.3 route miles of New York's first subway was placed in operation in lower Manhattan. Since that date the system has grown to 230 route miles and 458 stations (See Exhibit #1). The age of the system immediately provides a clue to the nature of our construction activity. While we must always plan for the future and expand the system in the direction of the future needs in New York, a substantial amount of time and money must be channeled towards the modernization and maintenance of the existing system which provides vital transportation for 3-1/2 million passengers a day. This paper however will be directed to our New Route's Construction and, specifically, to three rock tunnel and cut and cover sections presently under construction. Currently, New York is engaged in the construction of about 9 New Route miles of structure. Briefly, the 3 Sections we will discuss are as follows: Route 131-A Section 5A is a 4 track structure in Manhattan and includes the new Lexington Avenue Station. This 1240 foot long section is located between Park Avenue and 3rd Avenue and is a combined cut and cover and rock tunnel section under 63rd Street. Route 131-A Section 5B is an intricate 2423 foot long 4 track rock tunnel section extending from 3rd Avenue to the FDR Drive under 63rd Street in Manhattan.

"The Central Bayside System Improvement Project (CBSIP) is a critical element of the Sewer System Im-provement Program (SSIP), a 20-year, $6.9-billion investment by the San Francisco Public Utilities Commis-sion (SFPUC) to upgrade San Francisco’s 100+ years old seismically vulnerable combined sewer system. The CBSIP’s centerpiece, a proposed 10,000-foot-long (3,048-meter-long) Channel Tunnel, will provide reliable and redundant gravity conveyance and storage of combined wastewater flows from the northern and central parts of San Francisco to the Southeast Water Pollution Control Plant (SEP) while ensuring compliance with regulatory requirements for combined sewer discharges to the Bay. A tunnel with a diameter of 23 to 30 feet (7 to 9 meter) is being planned using pressurized-face tunnel boring machine technology. Project challenges include tunneling through Franciscan Bedrock, mixed ground conditions in close proximity to the Bay, connector tunnels and shafts, construction in congested urban environment, and challenging real estate issues for shaft access. BACKGROUND AND NEED FOR TUNNEL The City of San Francisco is one of the most beautiful cities in the world. About 850,000 people live in the city and many more come to work, for tourism, and for attending conferences. The SFPUC is a department of the City and County of San Francisco that provides energy, drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydro-electrical and solar power to San Francisco municipal departments. The SFPUC wastewater system includes tunnels, large storage/transport boxes, 1000 miles of collection sewers, 28 pump stations, and three wastewater treatment plants. San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. After decades of service, much of the sewer system is nearing end of its working life. During the 1989 Loma Prieta earthquake, damage to SFPUC water and wastewater infrastructure was extensive. The 11,200-foot-long (3,400-meter-long), 66-inch-diameter (1,676-mm-diameter) Channel Force Main, built in 1976, and a critical component of the SF wastewater system was also damaged. This force main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the SEP. The force main is at the end of its life and was not constructed to the current seismic code; in addition it has no redundancy. Figure 1 shows the project background and the force main that will be provided redundancy by the new gravity tunnel."

A mineralogical and geochemical characterization study was carried out on arsenic-bearing Ketza mine tailings to complement a column extraction test program with the purpose of assessing the potential of arsenic mobilization from the tailings. Two types of tailings samples (i.e., exposed tailings from the impoundment area and water covered tailings samples) were subjected to column tests under standing water cover and with no water cover but weekly flow-through flushing. The tailings have a uniform size distribution. The samples are characterized by high Fe2O3 (44.0 to 68.2 %) and As (3.7 to 4.4w%) concentrations. Ferric hydroxides are the dominant species that are mostly amorphous or cryptocrystalline. Arsenopyrite, scorodite, an Fe-Ca arsenate hydrate phase, an Fe-Bi-As phase and ferric hydroxides are the arsenic-bearing minerals. Arsenic is essentially contained in Ca-As goethite, Fe-Ca arsenate hydrate phase and scorodite. Goethite, although containing low levels of arsenic, could be a significant arsenic-bearing phase because of its high abundance. There does not appear to be any significant chemical or mineralogical difference between the original exposed tailings and the material left underwater with no flow-through for over a year. There are differences in terms of CaO, Fe2O3, SiO,, As, goethite, scorodite, calcite and dolomite concentrations between the exposed tailings and the column material after undergoing approximately two-year flow-through and aggressive leach tests. These differences are likely to be resulting from a combination of different column test conditions and sampling or heterogeneity of the material.

Lingering effects of the 1990 oil shock that included overbuilding and corporate and individual financial distress caused the Gross Domestic Product to fall slightly to $5.67 billion (US billion = l09). With 254 million people - 697,000 in mining and petroleum - the US has more than 100 million dwelling units and 190 million licensed motor vehicles. New private housing starts fell 15% to one million units. New car production fell 11 % to 5.4 million units. Truck and bus production fell 8% to 3.4 million units. The inflation rate was 3%, while the prime rate of interest was 8.5%. The Producer Price Index (1982 = 100) changed as follows: -fuels and related products and power down 1% to 8l, • metals and metal products down 2% to 120, • chemicals and allied products up 2% to 126, and • non-metallic mineral products up to 2% to 117. Energy Imports of crude and refined petroleum, costing $50 billion, fell 5% to 2.8 billion bbl. Domestic petroleum production rose 1% to 3.6 billion bbl. Petroleum supplied about 39% of US energy, natural gas 24% and coal 22%. The National Energy Strategy was announced in February 1991. Its purpose is to encourage domestic production of fossil fuels and nuclear and renewable energy and to stimulate efficiencies in use. Congress continued to debate the strategy and took no action. Coal production fell 3% to 902 Mt (994 million st). About 60% of that came from surface operations. Seventy-eight percent of the total was used to generate electricity and 3% was coked.

INTRODUCTION The Newtown Creek Pollution Control Project (P.W. 53) is a major system of facilities designed to collect wastewater from large areas of the Boroughs of Manhattan, Brooklyn and Queens, then channel it to a treatment plant where the wastewater is processed and discharged. The North Branch interceptor collects wastewater along the east side of Manhattan and transports it downstream to a Junction Chamber at Avenue "D" near East 13th Street. The South Branch interceptor similarly collects wastewater from the southern part of Manhattan Island on both east and west sides of Manhattan and transports it to the same Junction Chamber from where both flows are delivered to the adjacent Manhattan Pumping Station which pumps the wastewater under the East River to a treatment plant in Brooklyn. This system is shown in Figure 1. Construction of the Manhattan Pumping Station began in the Summer of 1966 and was delayed by a number of mishaps. In the vicinity of the North and South Interceptors, approximately 3,060 cubic meters (4,000 cubic yards) of soil flowed into the excavation: 765 cubic meters (1,000 cubic yards) at the North Branch Interceptor, and approximately 2,300 cubic meters (3,000 cubic yards) at the South Interceptor. These movements were accompanied by surface subsidence, collapse, or both. On June 4, 1973, while pumping station construction was underway, approximately five to seven cubic yards of sand entered the junction chamber through a temporary bulkhead valve in the North Branch Interceptor.

The Jim Bridger Coal Mine, operated by Bridger Coal Co., is located in Sweetwater County, WY about 56 km (35 miles) northeast of Rock Springs. Bridger Coal is a joint ven¬ture between Nerco Coal Corp, the operator, and Idaho Energy Resources Co. The permit boundary encompasses more than 81 km'- (20,000 acres) on the western side of the Continental Divide. Since the mine began opera¬tions in 1974, it has produced about 82 Mt (90 million st) of coal while moving about 344 hm3 (450 million cu yd) of virgin earth. Annual production averages 4.5 Mt to 6.4 Mt (5 million to 7 million st) of run-of-mine coal. Coal is consumed on-site by the Jim Bridger Power Plant, a 2000-MW generating station. Electricity is transmitted to the Pacific Northwest power grid that includes Oregon, Idaho and northern California. Geology The mine is located on the northeast flank of the Rock Springs uplift. This is a broad, asymmetrical anticlinal feature about 97 km (60 miles) long and 56 km (35 miles) wide with a north-trending axis. This uplift separates the Green River Basin to the west and the Great Divide and Washakie Basins to the east. Precambrian rocks on the apex of the uplift are estimated to be 5200 m (17,000 ft) above the Precambrian rocks in the Green River and Washakie Basins. Normal faults with generally less than 30-m (100-ft) vertical displacement cut through the uplift. The dip of strata on the flanks is generally between 3° and 15°.

Introduction The absence of coal-face particle management heavily penalizes the transportation of coal from initial loading to final consumption. The penalties include dust problems, significantly reduced mine-loading-cycle productivity, mine-belt spillage, excessively high coal-preparation costs, chute blockages and dangerous pulverizer blockages at the final point of utilization. Fine particles commonly cause environmental and economic problems. It is well known that these fines can cause safety and environmental dust problems. But it is not well understood that these fines can also swell broken coal to a point where 5% to 15% more time and capacity must be used to deliver the same tonnage. In this paper, methods and rewards for reducing and/or managing fines at the mine face are discussed. Computer-based loading-cycle model productivity estimates, viewed from a new perspective, are made on the basis of material volume rather than on the long-established, and frequently misleading, basis of tonnage. It is typically the volume of broken material being transported that defines the capacity of a given transportation system, while the corresponding tonnages are merely a reflection of the specific material densities. Published evidence suggests that the swelling of broken coal can be decreased very significantly using small quantities of certain nonfrothing chemicals, which are added to mine-face spray water, and by employing improved mine-face breakage practices. In a future paper, the effects on transportation productivity beyond the coal mine will be discussed. The precursor to the work presented in this paper, involving the bulk density improvement for broken coal and the subsequent production gains for underground coal mines, was earlier presented in Leonard and Newman (1989). In the past, this topic has been studied and practiced only in byproduct coking in the steel industry. However, a potential exists for an increase in coal-industry productivity by improving the bulk density of coal to yield a subsequent reduction in delivered cost. This can occur with breakage, handling and treatment methods resulting in the loading of greater quantities of coal in fixed volumetric capacity haulage units such as mine cars, shuttle cars and scoops. Laboratory-based experiments to achieve an increase in productivity by increasing coal bulk density were discussed in Leonard, Paradkar and Groppo (1992). Chemical techniques using small quantities of commercially available reagents (surfactants) resulted in about a 13% to 15 % increase in bulk density, which was thought to produce a proportional increase in the productivity of a mine, together with a subsequent reduction in cost. The idea is to mix the reagents with the water that is used to spray coal during mining. In this paper, the impact of bulk density improvements on production rates is presented. Increases in production ranging from 60% to 88% of the bulk density increases are projected. This analysis was performed for atypical continuous-miner section. In the following sections, discussion and results of the analysis are presented. Discussion An analysis was performed to ascertain the impact of bulk density improvements on face-production rates for a typical continuous-miner section. Figure 1 illustrates the section layout and cut sequence. This layout and sequence is identical to the case described in King and Suboleski (1991). As can be seen, the section uses five entries and 12.2-m cuts that are taken by a remotely controlled continuous miner. The seam height is 1.5 m and two shuttle cars (5.7 t nominal capacity) are employed for haulage from the miner to the section feeder, which, throughout the cut sequence, is positioned as illustrated in Fig. 1. The simulation model was coded in the SIMAN simulation language. The major impacts of increased bulk density improvements on such a production system are as follows: •Shuttle-car payloads, in terms of the mass of coal transported per haul cycle, are increased proportionally to the increase in bulk density that results from the application of surfactant. •Shuttle-car discharge times should remain largely unchanged, because they are determined by the volume of material that is discharged, rather than the mass, and this volume does not change.

Introduction Surface mining is a business, and the objective of most businesses is to make as much money as possible within certain responsible constraints. Businesses normally measure their potential to make money by estimating the discounted cash flow rate of return on new projects or the net present value for ongoing projects. These estimators of profitability are calculated using the following well-known equation: [ ] where i is the year, n is the total number of years, A, is the after tax net cash generation in year I, r is the discount rate and NPV is the net present value. In its simplest form, when the value of r makes the NPV equal to zero, the discounted cash flow-rate of return (DCF-ROR) is defined. The maximum economically recoverable reserve is identified at the point where the NPV or DCF-ROR is at a maximum. Depending on the measure used (DCF-ROR or discount rate) for calculating the NPV, the definition of recoverable reserve will be different for exactly the same deposit. Maximization of the measure of profitability and the economically recoverable reserves should not be separated from the mining method and sequence of exploiting the reserve. The surface mining methods may involve multiple-pass development of the resource, mining to the ultimate limit in one pass or a combination of the two methods with backfill. Multiple-pass development When planning a multiple-pass mining operation, it is important to determine the width of pit expansions that are appropriate for a specific situation. Production personnel typically want wide, open work areas where operations can be set up to run at peak efficiency. While this is understandable, the trade-off between highly efficient production operations and an overinvestment in stripping should be carefully weighed. As long as safety is not compromised, a few cents per bank cubic yard increase in operating cost due to lower productivity by working in more confined spaces may well be offset by a decrease in the overall short-term stripping requirements. A mini study on productivity and cost should help quantify this cost before deciding on minimum phasing requirements. The bigger challenge associated with establishing smaller work areas is securing operations and management buy-in to marginally lower productivity when reporting results. When cost reduction is the important management goal and everyone is focusing on unit costs, one sometimes loses sight of the goal of total cost management and, even more importantly, maximum profitability. The first pit should be defined by the first grouping of recoverable mineral that has the highest after-tax unit value and forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. 1 is constructed for a rate of production, R, and a quality management strategy, Q, by calculating the NPV for a series of sequences, with each sequence assuming that the operations are terminated on successively lower profit pits. These values are plotted to form the curve in Fig. 1. If the operation ceases on a pit that has too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have made more money invested at the discount rate than by mining the next pit expansion. Therefore, the maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV. There may be an opportunity to refine the definition of the "ultimate pit" around the maximum-value point. The precise definition of the ultimate pit early in the mine life may or may not be important today, depending on how far off in the future these limits will be reached. This paper investigates, through case studies on a porphyry copper and a coal deposit, the differences and relevances between an approximate production schedule approach, i.e., the best case and the worst case schedules and a practical production schedule approach. The comparisons were with regards to: 1) choosing an optimum ultimate pit size, 2) determining processing capacities, 3) selecting 'optimum' cutoff grades, and 4) blending. The comparison criteria was to maximize the project net present value. Conclusions were drawn based on the study results.

The six main drives needed to build 55 miles of 4.8 and 7.7 metre i.d. tunnels in 33 months called for careful co-ordination of the design of tunnel boring machines and linings. The implications of these requirements are discussed, with particular reference to the selection of tunnel liners. The solutions adopted are detailed and details are given of the specifications and procedures adopted. The design methods employed for liners are outlined. The construction methods are described and current performance figures given.

Mill design and project execution are very demanding and interactive processes requiring the dedication and cooperation of many parties. The development philosophy which lead to the successful completion of Ranchers Exploration and Development Corporation's Escalante silver mill is reviewed. The project spanned 25 months from initial feasibility studies to start-up with the major construction effort requiring only 4 months. Mill performance for the second and third months after start-up, as well as fiscal 1983, is compared against the design parameters. Capital and operating costs are also discussed.

The storage of energy in one form or another is a well established practice, demonstrated by the familiar sight of large oil storage steel tanks. Today, however, the problems of energy storage are taking on a new complexion. Increased emphasis on large and sometimes untried forms of energy storage is being generated by: (1) The uncertainties we face concerning future oil and gas supplies. (2) The growing need for the storage of peak-shaving energy on large utility systems. (3) The growing volume of highly toxic and energy generating wastes resulting from nuclear power plants. Concurrent with the growth of these pressures, legitimate environmental concerns now demand that the methods of storage which are utilized meet adequate criteria of safety and preservation of surface land, as well as fulfilling technical and economic functions. From these elements, increasing awareness has grown of the potential role that can be played by underground space in providing a storage medium for energy related materials. The vessels which must be built for underground energy storage will be built by the tunnel engineer, and the design requirements of such vessels will go far beyond the classical tunneling requirement to drive a stable, reasonably dry tunnel between two points. Depending on the nature of the material to be stored, the manner in which the storage is to be operated, and the specific risks to the environment which are involved, rock chambers must be designed as special purpose storage vessels. The tunnel engineer may be required to demonstrate that unusual pressure and temperature conditions can be sustained by the rock, or that containment of a toxic material can be assured. The use of warm (40-50°C) solution for the selective elution (pre-strip) of copper cyanide from gold and silver cyanides adsorbed on activated carbon was found to elute +90% of the adsorbed copper compared to the use of ambient (20°C) solution eluting 50-70% of the adsorbed copper. The warm solution pre-strip elution did have higher co-elution of gold (1-4%) and silver (10-18%) with the copper. The use of ambient solution pre-strip elution co-eluted less gold (0.2%) and silver (2%).

HISTORIACAL INTRODUCTION Mineral processing has three principle branches, to quote Taggart, "Ore Dressing, which comprises the methods of separation of solids in inorganic crude by means which do not affect substantial chemical change; Extractive Metallurgy, which utilizes chemical reactions for separations of constituents from solids in inorganic crude; and, Fuel Technology, which employs both physical and chemical methods for separating and rearrangement of liquid gaseous and solid components in crude oil and natural gas, tar sands, shale oil, or coal." The scope of this handbook covers the first two classifications, that is, "ore dressing" and "extractive metallurgy," which have been combined in one term: "mineral processing." For a brief history of the development of mineral processing, one could well refer to the Introduction, Sec. I of the Handbook of Mineral Dressing by Taggart, Froth Flotation, Principles of Mineral Dressing by Gaudin, and the original Richard's Ore Dressing, volume No. 1, first published in 1903-1905. In these references and the references given in them a coverage of the history of "ore dressing" can be found and studied at the reader's leisure. For the history of extractive metallurgy as well as ore dressing, the bibliography in General References, taken from a History of Ex¬tractive Metallurgy by F. Habashi, will give a good background for those who are interested in more detail on the history of metallurgy in general. Mineral processing covers a very wide field as is illustrated by the topics discussed in Part II of this handbook and dates back to the early history of man which started with the production and use of native minerals such as gold, silver, copper, mercury, and meteoric iron which were washed or picked from deposits on the surface of the earth and worked because of their malleability. Later, melting was discovered and then it was possible to cast objects of these metals, excluding mercury. The discovery of a method for reducing the metal¬lic oxide probably was developed from melting fragments of oxides or roasted sulfides with charcoal, so that the native metal could be produced in simple blast furnaces such as are used today in rural parts of Spain, China, and elsewhere. Eventually, it was learned that iron could be readily worked when hot, which resulted in its replacing bronze for tools, weapons, and cutlery. Acid mine drainage (AMD) is a common problem in different areas with a past history of mining activities, which is characterized by low pH (2-4.5) and significant toxic metals concentration. The main aim of the present work was to perform a process feasibility analysis in order to remove heavy metals (Cd, Zn, Ni, Mn, Cu) from AMD (Acid Mine Drainage) in a relatively cheap and environmentally friendly way, by means of electrowinning and biosorption. A first characterization of an Italian AMD sample was performed evidencing a zinc concentration around 2 g/L, cadmium and nickel content of about 4 mg/L, manganese of 85 mg/L and iron 190 mg/L. Electrowinning tests lead to the following metal removal after three hours treatment: Zn 99%, Ni 99.9%, Cd 99.9%, Cu 99%, Mn 87%, Fe 96%. Moreover, an high grade of purity of the metal deposit has been achieved (Zn>95%), as observed by X-ray diffraction analysis. Considering that metals concentration in the effluent was still above legal limits (in particular for Zn, Mn and Fe), a further biosorption treatment was planned in order to produce an effluent fitting environmental limits. Experimental electrowinning tests and literature multimetal column biosorption data have been used in order to perform a preliminary techno-economic feasibility analysis of the process aimed at metal removal from AMD. A treatment cost of about 6.5 ?/m3 AMD has been estimated, for a plant capacity of 10 m3/h AMD inlet flow rate.

For centuries tunnellers have made use of the experience of miners. In West German coalmining tunnellers have returned the impulses in recent years by giving the miners valuable stimuli with the result that a technology has evolved which benefits drill and blast heading, opens the door to TBM heading and has developed special measures for difficult strata conditions in deep coal mines. WHAT DO THESE ROCK HEADINGS LOOK LIKE? The main roadways dealt with in this paper have crosssections of 20 to 40 m2, big enough to allow the massive airflows needed to aircondition the mines. Because of the difficult strata conditions they have to be supported: in shotfired headings mainly with multi-element arches, in TBM headings with rings of 6 to 6.5 m diameter. In West German coalmining the majority of rock headings are blasted. The proportion of rock headings driven by TBM was 11 % in 1980 and 16 % in 1981, a rising trend expected to continue. Drill and blast headings Drill and blast headings are normally equipped with two or three-boom electro-hydraulic jumbos, electro-hydraulic crawler-mounted loaders with 1.2 m3 shovel capacity, a movable working platform and both chain and belt conveyors for dirt clearance to the minecar loading point. Fans and air-condition plant complete the equipment. Spacing between arches is usually 0.8 m. Investment for this type of mechanisation works out at around 1.3 m DM.

Many of you are familiar with the Washington Metro Project. However, inasmuch as some may not be, and others may want to refresh their memories regarding certain facets of the project, I will cite a few summary details about the rail transit system we are constructing. That summary will also give each of us a common point for departure as I develop the principal thoughts that I want to leave with you. The Washington Metropolitan Area Transit Authority (WMATA) is an interstate agency established by Compact between the District of Columbia, Maryland and Virginia and approved by the United States Congress. Currently, the Authority has approval to build and operate a 101-mile (162.5 km) regional rapid rail transit system as shown on Appendix A. Of that total, 38 miles (61.2 km) will be in D. C., 32 miles (51.5 km) in Maryland and 30 miles (48.3 km) in Virginia. (Mileage figures, because of rounding error, do not add to 101 miles.) Referring again to the 101-mile total, 48 miles (77.2 km) will be underground, 42 miles (67.6 km) on the surface and 10 miles (16.1 km) on aerial structures. Of the 48 miles (77.2 km) that are underground, 15 miles (24.1 km) are rock tunnel, 14 miles (22.5 km) are earth tunnel, 0.5 miles (0.8 km) 9.s sunken tube and 19 miles (30.6 inn) are cut-and-cover construction. The system will include 86 stations, with 51 of them underground. Referring again to the full 86 stations, 43 will be in D. C., 23 in Maryland and 20 in Virginia. We currently have 37 miles (59.5 km) of line and 41 stations in operations as shown on Appendix B. Also shown on Appendix B is another 16 mile (25.7 km) increment and 13 stations which have been substantially completed, but are not yet in service. Additionally,

Current regulations for fire suppression systems in underground coal mines to protect conveyor belt installations have been in place since the Coal Mine Health and Safety Act of 1969 was enacted. Over time, the coal conveyer equipment being used and ventilation conditions underground have changed significantly, particularly the width of the conveyor belts and the use of belt air at the face. The effect of these new conditions on the effectiveness of suppression systems during a fire is not known. The National Institute of Occupational Safety and Health (NIOSH) conducted a study to evaluate the effect of air velocity, water sprinkler activation temperature and a limited water application time on the effectiveness of water sprinkler fire suppression systems to extinguish large-scale conveyor belt fires. The fire tests were conducted using both new and used 1.8-m-wide, fire-resistant rubber belt that met the Mine Safety and Health Administration (MSHA) flame-resistant requirement specified in Title 30, Code of Federal Regulations, part 18, section 18.65 (also known as the 2G test). Tests were conducted using standard response sprinklers with activation temperatures of 68° C and 141° C at air velocities of 0.5 and 5.1 m/s. Two tests were conducted at both air velocities for each sprinkler activation temperature, one using a new belt and one with a used belt. The results showed that the suppression system was able to suppress the fires in ten minutes to the point that a miner could extinguish it with a fire hose. However, in several of the tests, the fire reestablished itself a few minutes after the sprinkler water supply was cut off and quickly grew out of control. This report discusses the large-scale experimental configuration, the installation specifications of the fire suppression system and the results and conclusions regarding the effect of air velocity, sprinkler activation temperature and limited water application on the suppression system performance.
