In 1962 a computerized data processing system was first installed and programmed for the grading of direct-shipping iron ore from the Sept-Iles terminal of the Iron Ore Company of Canada. Over the years several changes and improvements have been incorporated into this system. It is the purpose of this paper to describe its present operation and features. Sept-Iles is located on the north shore of the St. Lawrence River, 500 miles north east of Montreal. The direct-shipping ore is received by railroad from Schefferville, 320 miles to the north in the Knob Lake Iron Range of New Quebec and Labrador. The shipping season extends from mid-March to December. The maximum tonnage handled in this period being 13,045,000 long tons in 1959. Crude ore receipts for 1974 amounted to 6,568,000 tons of direct-shipping and 4,700,000 tons of plant feed material from Schefferville. This was augmented by 4,447,000 tons of concentrate and 7,572,000 tons of pellets from Labrador City 200 miles north of Sept-Iles. The direct-shipping ore has come from as many as ten mines, and grade variations, even-within the same mines, have been sufficient to require blending for uniform, acceptable cargos. Shipments of low phosphorous, non bessemer and manganiforous iron ore are made, to Canada, the United States, Europe and Japan with grade variations to meet customers requirements.

Computer use has become an integral part of mine planning at Kennecott Copper Corporation?s Utah Copper Division, Bingham Canyon mine. Engineers are using the computer for development drilling calculations, mineralization grade interpolations, ore value summaries, long-range mining plans and short- range mining plans. The versatility of the computer has made it possible to explore many mining plan variations and to develop plans covering varying time intervals and production rates. This paper will summarize computer use in long-range mine planning, tell how short-range mining plans are prepared by conventional methods and discuss the development and application of short-range mine planning by computer.

In the context of this session on "Practical Placer Mining," a projection of the present into the future first assumes that there is a future for Placers. The second assumption is that there is the combination of adequate reserves and a willing, mining investment source to finance placers. This paper will point out the opportunities on both assumptions, illustrating my positive position on the future of gold placers. In order to focus this paper more effectively, I have chosen GOLD as the subject mineral. However, it is recognized that much of the technology for exploring and mining gold placers has been applied to other alluvial deposits; including platinum, diamond, tin, and various industrial minerals (which are often referred to as "placers" though this contradicts historical definitions). Over the past 10 years I have presented several papers on the general subject of placers, most of which are listed under References. These have included topics such as exploration, evaluation, small-scale gold placer mining and decision-making, mining and processing equipment designs, and dredge-mining operations. In an attempt to identify the more promising, undeveloped placer potentials in the world I have usually mentioned the USSR and China but qualified them as being either inaccessible, or, politically difficult to obtain. However, with recent developments in the USSR, the obstacles appear to be somewhat diminished.

Column flotation continues to make inroads into applications traditionally dominated by mechanical flotation cells. For example, columns are becoming more visible as rougher flotation devices. At Royal Mountain King Mine in California, two 2.9 m (9.5 ft) diameter columns are used for rougher flotation of carbon from a gold ore (Orlich et al, 1992). In addition, work performed at BRGM in France demonstrated the superiority of column flotation over mechanical flotation with respect to design of new plants (Morizot et al, 1991). With the mounting evidence, columns can succeed in any flotation application. The primary reasons for this acceptance of columns are a general improvement in design, scale-up and operation as well as improvements in sparger design and performance. Because of increased pressure from Federal & State Regulatory Agencies, most acid flows will require some sort of treatment prior to being discharged to receiving streams. In many industries, the volumes of liquors are large and their acid content varied. Pressure to minimize costs of waste treatment equipment and land usage makes development of a treatment process incorporating these desires mandatory. "Standard" methods of acid neutralization with lime have been known for years, however, the volume and characteristics of the resultant precipitated solids can create a disposal problem. Also, when standard lime treatment is used, the settling characteristic of the precipitated solids is normally slow. In some instances, the necessity of added dissolved solids removal, (such as iron, needing aeration) add to the problem of concentrating neutralized solids. In a paper published in the September 1970 issue of "Coal Age," *the results of extensive test work by personnel of the Homer Research Laboratories of Bethlehem Steel Corporation, Bethlehem Pa., were reported. This paper dealt specifically with development of a flow sheet to treat acid mine drainage (hereafter referred to as AMD) from coal mine operations. Many hard rock tunneling projects, where the majority of excavation can be accomplished with TBMs, will still require considerable specialized excavation which can not be done with a TBM. This secondary excavation, involving cross cuts, galleries, flattening of the invert, increases in bore diameter, et cetera, may be accomplished with conventional drill and blast, applied on a small scale and usually with fracture control techniques, or with mechanical splitters. The problems of using explosives in many of these cases and the high cost of mechanical splitting excavation make the consideration of other approaches attractive. The PCF rock excavation method, which has recently been reduced to commercial practice for mine-development excavation, offers an attractive alternative to drill and blast and mechanical splitters. With the PCF method the rock is excavated utilizing a small-charge, propellant-driven, controlled, penetrating-cone fracture process. Excavation is carried out continuously by combining the PCF hardware with integrated mucking capabilities on a carrier which remains at the excavation point. In addition to the benefit of providing for complicated excavation geometry, the PCF method also causes minimal damage to the remaining rock which will significantly reduce ground support requirements. In very bad ground, the continuous nature of PCF excavation allows ground support to be applied as limited sections are exposed thus reducing both the duration and extent that the ground would be free to move. Data on PCF excavation parameters, as measured in actual mining operations, indicate that crosscuts, galleries and the like could be excavated at considerable cost savings compared to drill and blast or mechanical splitters.

The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

Flotation processes contain disturbances which make material balance closures difficult to achieve. Lack of closure also arises from instrument errors. A portion of these problems can be overcome by proper equipment selection; the primary measurement installation and methods of initial data filtering are discussed below. The problem of data adjustment has been considered before (2). The technique described here is essentially that of Ripps (2). The technique was expanded to include linearization of non-linear material balance equations. An additional large error detection portion was also added to Ripp's formulation. Ripp's technique is based on a Lagrange-Multiplier optimization method. The Lagrange-Multiplier technique is generally applied when there are equality constraints on the variables. Steady-state material balance equations fit in this category. The basic Lagrange-Multiplier method is described. It is followed by a description of the modified material balance data adjustment technique. An example is presented to illustrate the use of this method.

Broad and rapid fluctuations in metal prices, rising operating costs, socio-political trends and the inherent technical difficulties encountered in most operations, all can combine to quickly change once-profitable ventures into money-losing propositions. Accurate knowledge of metal inventories during all phases of an operation has become essential to wise management decision-making. This paper reviews key elements of metallurgical accounting: sampling theory, measurement technology and computerized data adjustment. Application of current technology to the reconciliation of a hypothetical operation is discussed.

Investment in mining and related process facilities will be more costly and complex in the 1980s than ever before. Interest rates and inflation are soaring; regulations are expanding; and in order to achieve economies of scale, plant facilities and mines are getting larger. As the pace quickens, the time/cost circuit closes around the resource owner or developer. Larger modern projects cost more money and take more time to build. The longer it takes to bring a project onstream, the more it costs in interest, escalation, and lost production. One solution to the time/cost squeeze is to take advantage of systems developed by major contractors serving the mining industry. These contractors have been serving clients in planning and executing large and small projects for many years. They have developed systems which, if applied at an early point in the project's life, can be a significant benefit in development of mineral resources. The systems involve performance of feasibility studies, economic evaluations, and the project installation itself. First the Feasibility Study Feasibility studies can minimize risk through systematic evaluations while progressing toward the ultimate objective-an operating plant. Normally, studies are initiated with a minimum amount of specific information and a maximum number of as¬sumptions. Through the course of the study program, assumptions are continuously confirmed, refined, or rejected by facts until a sound basis for decision is available. High on the list of cost effective tools for evaluation is the use of a geostatistically derived sampling program that provides a highly accurate ore reserve estimate for economic evaluation. When a predetermined sample of data from the drilling program and bench-scale or pilot-plant tests are received, a detailed feasibility study may be started. Weak demand for metals and consequent low metal prices resulted in continuation of the depressed state of US mineral exploration activity through 1983. Data collected by Resources for the Future Inc. and The Pennsylvania State University for a cooperative study on mineral exploration activity indicate that US exploration in 1983 fell by as much as 25% from 1982 levels. Precious metals remained the focus of most exploration efforts, as gold and silver prices remained attractive compared to base metals. Reports of 1983 domestic exploration and development activities in several industry journals indicates that about 85% to 90% of those projects were directed primarily at gold and silver. Gold exploration included work by several companies on Carlin- type disseminated gold deposits in Nevada, geological prospecting and drilling in the Wenatchee Gold Belt in Washington, and interest in lode and placer gold properties in California, especially by several small Canadian firms. Precious metals exploration projects were also reported in Alaska, Arizona, Colorado, Montana, New Mexico, Oregon, South Dakota, and Utah. There was also tome precious metal exploration activity in the eastern US. Development continued at the Ropes gold mine near Ishpeming, MI, and companies explored historic gold-producing areas in the Southeast. Some exploration for nonprecious metals took place last year. Stratabound copper-silver deposits were examined in western Montana, and US Borax continued exploring molybdenum resources in the Misty Fjords area in Alaska. Work on these projects during 1983 may have been stimulated by time limits on the availability of certain federal lands for exploration more than by projected improvements in metal markets. During 1983, several papers were published on mineral exploration strategies and the future of US exploration. David Watson of Raymond Kaiser Engineers, in a paper presented at the 1983 AMC Mining Convention, forecast increased exploration activity for gold and silver because of world economic conditions. He added that antimony, manganese, chromium, graphite, mercury, tantalum, tin, and barite are also likely targets based on their limited domestic reserve availability. He cited concern over reported subsidized mineral production by foreign producers and US regulatory and land-planning policies as retarding mineral exploration activity. Douglas Cook of Freeport Exploration Co., at the same meeting, presented a paper that showed that a 1950-75 period of vigorous exploration has been followed by a period where acquisition has replaced exploration as the predominant means of acquiring new mineral properties. At a December IIASA conference on "The Economics of Mineral Exploration," in Vienna, Austria, A. Rose and R. Eggert of The Pennsylvania State University pointed out that recent exploration decisions tend to rely more on evaluating production costs and comparing them with existing deposits, rather than on return of

This paper presents an overview of -- the carbon-in-pulp process for gold and silver recovery as seen in the early 1980's. Traced back to its origins in the mid-nineteenth century the process development through the present state-of-the art is described. The process technology and equipment design are described in detail for the carbon-in-pulp process. A typical process flowsheet is given with a description of appropriate design criteria. Technical advantages and disadvantages as compared to the traditional countercurrent decantation process are discussed including some illustrative comparisons of capital and operating costs. A summary of currently operating carbon-in- pulp plants throughout the world is given with an insight into future developments in this industry.

The SME Research Council assists SME and its constituencies in establishing research directions that will benefit the mining industry and its professions. It also provides information about these directions to its membership, to government and to related industrial societies. The 1995 Research Forum, organized and chaired by George Luxbacher, was the second in a series of meetings organized to develop these directions. A copy of the full proceedings is available from SME for $12 plus postage and handling. The first research forum (Saperstein, L., 1993, "Technology for the Future, MINING ENGINEERING, Vol. 45, No 11, November, pp. 1382-85) invited mining industry representatives to discuss the unsolved technical problems that were keeping the industry from greater economic and environmental efficiency. The second forum asked academic researchers to discuss the same general topics from their perspective. It came as no surprise that, in general, the two sets of presenters tackled the same problems. There was no surprise when the academics spoke of the need for fundamental long-term research. What may have been surprising was the number of university people who spoke for near-term research that leads to measurable economic returns or savings. The closure of the US Bureau of Mines (USBM) has changed the objectives and attitudes of the SME Research Council. From being a point of liaison between SME and USBM - a conduit of items from each party to the other the council is now much more on its own. This isolation presents opportunities and hazards. The opportunities are exciting because the council could be the focus for mineral industry research policy if it were properly structured. The hazard is obvious - if there is no bureau, it could be argued, why maintain the council? Many people believe that SME should take the first course and become the beacon for research policy. More than ever, money is being spent on minerals industry research by the federal and state governments - particularly at the mineral-oriented land-grant universities - by industry and by consortia among these groups. SME could be at the hub of these programs. There is a general concern that industry is less able to maintain an economic edge by means of geologic discovery. According to Titley, there will be fewer major, new world-class discoveries except, possibly, at the continental and tectonic-plate margins. Consequently, economic advantage will go to those companies and nations that stay ahead technologically. Given the inevitable diffusion of technology, it can be concluded that technology development, underpinned by research, must be continuous to maintain profits. This is a change from earlier years when change would occur in relatively rare major steps that were interspersed with extended periods of technological equilibrium. Over the fiscal years 1994 to 1997, there has been a 24% cut in research spending by the Department of the Interior (figures from the American Association for the Advancement of Science). This is the largest budgeted percentage cut in research funding of any federal department. Even so, there is still a substantial amount of federal research funding expended in the mineral and extractive-energy industries. The US Geological Survey, Environmental Protection Agency, Departments of Defense and Energy and others expend substantial funds on minerals industry research. Industry - producers and manufacturers - is also spending large sums on research and research-like activities. This activity argues that there is a role for SME's Research Council. Providing focus Consortia. The closure of USBM has resulted in the migration of expertise to consulting firms and to other entreprenrutisl research entities. Many of these groups are creating ad hoc consortia among themselves, nearby universities and industrial partners. The Research Council is well placed to provide an open forum for these con¬sortia. Presentations of research results, as went on in the annual meetings of the Generic Mineral Technology Centers, can help to establish an. archive of results and an avoidance of duplication of research. A continuing sense of research directions can evolve. National Science Foundation. No discussion of consortia would be complete without mention. of the National Science Foundation's (NSF) programs for Industry/University Cooperative Research Centers (IUCRC) and Grant Opportunities for Academic Liaison with Industry (GOALI). NSF is aware of the gap in federal support of science and technology caused by USBM's closure.

The National Steel Pellet Company is owned by National Steel Corporation, managed by the M. A. Hanna Company and located near the town of Keewatin in northern Minnesota. Annually, the concentrator processes 15.24-Mt (15.0 million It) crude taconite with eight 8.2-m diameter by 5.5-m long (27 ft x 18 ft) wet semi-autogenous (SAG) mills to produce 4.57-Mt (4.50 million It) of iron ore pellets. To improve operating costs and primary mill grinding circuit efficiencies, a task force on liners was formed with the operation, maintenance and engineering staff at N.S.P.C. along with the local supplier of mill liners. Results of the task force recommendations since 1980 along with improvements made in the primary circuit operations, are presented. Mill Liner Design and Metallurgy Changes The primary mill liner task force was formed in 1977. Its function was to improve the operating costs and milling efficiencies of the ten 8.2-m x 5.5-m (27 ft x 18 ft) wet SAG mills that were operating at the time. The SAG mills are driven by two 3500 HP motors drawing a total of 5450 kW at 76% of critical speed.

Corrosion studies in laboratory ball mills and grinding environment simulations produce corrosion rates and total metal removal rates much lower than those recorded in operating production ball mills. The corrosion component of ball metal loss in commercial mills represents less than 10% of the total loss expressed as micrometers/hour of exposure in recent USBM tests. Such small absolute losses are consistent with ball metal loss measured in production ball mill marked ball wear tests to determine effects of corrosion and abrasion resisting properties of alloys in operating mills which indicate that metal hardness and microstructure determine relative metal loss rates of a given situation. The combination of ore characteristics and grinding process dynamics determine metal loss severity. Alloying for corrosion resistance and modification of the milling corrosion environment yield relatively small metal loss reductions. Alloying and heat treatment to produce high hardness and microstructures of high carbon martensite and for cast irons, M7C3 carbides produces the lowest metal losses in typical wet grinding applications.

24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.
