The Tripoli deposits in the southwest corner of Missouri In Newton County and the northeast corner of Oklahoma in Ottawa County, located in the vicinity of Seneca, Missouri, contains an unusual and peculiar form of silica which has not been found any other place in the world. Its outstanding characteristic is the physical structure of the individual particle, The particle structure of the Missouri-Oklahoma type Tripoli accounts for its market. It is a soft, friable, porous, double-refracting silica of the chalcedony variety, The particle is porous, has a fibrous structure, no sharp edges or comers, ad an average size of less than .01 millimeter, It varies from 90 to 98 per cent Si02 with less than 1 per cent free silica in the form of quartz, 24; has ignition loss of 1 per cent and fractional percentages of iron, alumina, lime, etc.

Glass sands fall into that extremely select category of mineral deposits that requires a fantastic degree of natural concentration (95% +) of a single component before they can even be considered as ores suitable for further refinement. The combination of geological factors that has produced such an environment of "mineralogical single-mindedness" has appeared only rarely. Factors that require consideration in the economic evaluation of a potential glass-sand deposit can be grouped into three categories: 1) geological (e.g., size, shape, structure); 2) petrographic (e.g., grain size, accessory minerals, nature of iron contaminants); 3) geographic - political (e.g., proximity to consumer, size of market, zoning restrictions). Of particular con ern is the nature of the iron contamination. Iron-bearing species appear as 1) accessory mineral grains, either detrital or authigenic, 2) cements, 3) grain coatings, and 4) quartz-grain inclusions. Selection of the cheapest form of beneficiation requires precise information on the mineralogy of the iron species and their detailed petrography. Because of the antipathetic relationships, in many parts of the United States and Canada between the geographical locations of glass plants and the geological distribution of glass sands, the selection of ac suitable source for a particular glass plant may be dichotomous. One may seek either an exceedingly pure "classic" type glass sand that is relatively distant and whose cost includes a major transportation charge or a relatively proximate and somewhat "impure" source whose cost includes a substantial fee for beneficiation.

Introduction Coal mining in Alaska's interior, specifically in the Healy area, began as early as 1918 with the construction of the Alaska Railroad. Mining was originally limited to underground operations but has expanded to entirely surface operations. In 1943, the Usibelli Coal Mine was formed and started developing Alaska's first surface mine east of Suntrana (Usibelli Coal Miner, 1984). Production from the local coal deposits has steadily increased and, in 1978, surface mining of Poker Flats was initiated (Fig. 1). Currently, a 25-m3 (33-cu yd) walking dragline strips two coal seams, using an extended bench on the second pass. In addition, a fleet of trucks and shovels are used for coal removal and some limited overburden stripping. In 1984, a contract was signed between Usibelli Coal Mine and Sun Eel Shipping Co. in 1984. Since then, production has nearly doubled to more than 1.3 Mt/a (1.5 million stpy). This article will discuss geotechnical constraints on mining within the steeply dipping coal deposits that exist within the Poker Flats mining area. Specifically, the article will describe how the mining operation retriggered an historic landslide on the No. 5 coal seam (Fig. 2). And the article tells how a mine plan was developed that allowed the coal to be safely removed without inducing additional movement. Regional geology The coal-bearing group in the Nenana coal field is of Tertiary Age. It is overlain in some areas by several thousand feet of Tertiary gravels - the Nenana Gravels. In areas mined by surface methods, the Nenana Gravels have been eroded off, and up to 30 m (100 ft) of quaternary outwash gravels overlay the coal-bearing formations. The coal-bearing group is divided into five formations: Healy Creek, Sanctuary, Suntrana, Lignite, and Grubstake (Wahrhaftig, 1969). Lignite Creek lies on the north limb of a west plunging anticline. This has brought the Suntrana coal-hearing formations near enough to the surface to allow surface mining. Mining is presently in progress on the south side of Lignite Creek in the Poker Flats area. The coal-bearing formation is cut off to the south by a fault having perhaps several thousand feet of vertical displacement, with the upthrust side to the north. South of this fault, Nenana Gravels are exposed on the surface. The Suntrana Formation contain the minable reserves at Poker Flats. This formation is a repeated sequence of poorly consolidated pebbly sandstone near the bottom, grading through a silty fine sandstone to a footwall clay unit immediately below a coal seam cap. The footwall clays are high plasticity clays to silty clays. It has been reported that they contain 30% to 50% montmorillonite (Usibelli Coal Mine Inc., 1982). There are six coal seams in the Suntrana Formation, No. I (the lower seam) through No. 6. Only the top four seams are currently exposed. No. 3, No. 4, and No. 6 seams are the only mined seams. The No. 5 seam is very thin or not present. Portions of the undisturbed Suntrana Formation are overlain by up to 15 m (50 ft) of Quaternary outwash gravels or recent landslide rubble. The surface is overlain by a very thin layer of muskeg and isolated areas of permafrost. In many areas, the outwash gravels are found immediately below the surface muskeg. Numerous landslides have been documented along the north facing slopes of Lignite Creek (US Geological Survey, 1970, and Wahrhaftig, 1958). These appear to be surficial solifluction or skin flow types of landslides. In addition, deep-seated structurally controlled slides are also evident on both the north and south sides of Lignite Creek. Structural features Premining aerial photographs (Fig. 3) of the Lignite Creek slopes in the Poker Flats area indicate substantial evidence of deep-seated landsliding. The landslides noted in Fig. 3 are both inside and outside of the current mining area. Surface mapping and geologic exploration indicate that the coal seams are dipping out of the slopes within the noted slide areas. It is suspected that, historically, these landslides were triggered by undercutting of the toe of the slopes by Lignite Creek. And sliding it thought to have taken place on one or more of the clay beds underlying the coal seams (Golder, 1985). The slide areas are characterized by semicircular head scarps and slumped topography. Based on the premining photographs, these slides do not appear to have been recently active. The Northern Reese River Valley is in west-central Lander County approximately 31 miles north of Austin, Nevada in the north-central Basin and Range Province (Figure 1). Authigenic zeolites, which were previously undescribed in the literature, are voluminous in this small sedimentary basin. Uranium mineralization is also abundant in this study area. Until now, what we believe to be cause and effect have not been put together. X-ray diffraction, differential thermal analysis, and scanning electron microscopy reveal clinoptilolite, erionite, analcime, and minor chabazite to be present (Figures 2, 3). Assays show uranium to be present in thicknesses up to 0.7 meters at amounts up to 0.10% eU308. The sediments in the Northern Reese River Valley belong to the Mio-Pliocene Humboldt Formation equivalents. This formation consists largely of tuffacious lacustrine and fluviatile sedimentary rocks. Mudstone is the dominant lithology and intercalated thin zeolite strata (usually less than 0.6 meter thick) are present. Zeolites in the Northern Reese River Valley were diagenetically derived from rhyolitic glass deposited in a shallow, saline-alkaline lake under arid to semi-arid conditions. Clinoptilolite from the study area was K-Ar dated at approximately 4.7 + 0.5 million years which corresponds to Middle Pliocene age (Krueger and Basinski, in press). This age is further substantiated by Middle Pliocene mammalian fauna collected in the vicinity by Deffeyes (1).

Ore Reserve Models are well established evaluation and mine planning tools. BY definition, these models are made up of regularly sized blocks, arranged in a three dimensional matrix. Two dimensions correspond to north and east directions, and the third, to the depth or elevation. The dimensions of the blocks need not be equal, but generally at least two of the dimensions are equal. The blocks are located in space by coordinates which are generally translated into index values for computer applications. Each block will have quantitative attributes, such as grades, densities, rock characteristics, etc. assigned to it. The process of assigning values to each block in the three dimensional matrix is the process of ore reserve model development. One of several interpolation procedures may be employed to predict the value of a block, based on surrounding data. Block value models have several uses. The utilization of block models in ore reserve computations is quite common. Here, ore reserves may be calculated by level or by cross-section for the entire deposit. For each ore reserve calculation, multiple cut-off grades may be analyzed to determine the ore reserves under different cut-off conditions. The other major use of block value models is in mine simulation. Through simulation, profitable studies that analyze the effect of alternate ore removal sequences can be undertaken to determine economic optimality. Other studies that are undertaken in mine simulation problems include the evaluation of mine layout, pit slope effects, and the impact of varying cut-off grades.

Impervious zones in copper waste heaps create a problem in contacting the rock with leaching solutions. These zones are normally associated with compacted layers .formed on the surface of each lift by dump truck traffic and by disintegration of the rock exposed to atmospheric conditions. These layers are usually only a few feet in depth--but, nevertheless, act as barriers to vertical flow causing the leach solution to perch in the heap, Consequently, much of the rock remains untouched and the leach solution breaks out the side of the heap instead of continuing downward to bedrock. One solution to this problem is breaking the hard pans with explosive charges. However, to use explosives means adopting new explosive materials and methods. To use this process successfully requires finding answers to operating conditions inherent to waste heaps. Foremost among these are: (1) type and size of casing that can be used because of limitations brought about by drilling problems, caving and, corrosive conditions; (2) perforating the casing at required levels; (3) an explosive capable of being pumped; (4) obtaining detonation of the, main charges through, the wail of the casing; (5) an explosive with the ability to propagate through the voids of the rubble and one which is not affected by water, acidic solutions, or back pressure conditions from hydrostatic heads; (6) to heave and rupture the compacted zones without chambering or recompressing the waste material.

The technical paper correctly points out that the kriging variance is not a good measure of the uncertainty of the estimated (i.e., kriged) value of individual blocks. The au thors claim that their proposed jackknife method, which is a rekriging of each block by eliminating, in turn, one sample from the original sample set and then taking the average of the rekriged estimates, not only gives good block estimates, but the resulting jackknife kriging standard deviation is a useful indicator of the "true uncertainty associated with block estimates." However, they immediately abandon the idea of using the block-by-block standard deviations, reasoning that these standard deviations are not independent and that there is no easy way to utilize them. There may be another reason for not using them. The jackknife standard deviations for individual blocks given in their example are mostly in the range of 0.004 to 0.005 oz/st (0.14 to 0.17 g/t) with only one block having a high value of 0.012 oz/st (0.41 g/ t). These individual block standard deviations are as low as the jackknife standard deviation for the mean grade of the entire shape, i.e., 0.0041 oz/st (0.14 g/t). Do they represent the "true uncertainty" of the individual block estimates? Could the authors explain this? In a global shape consisting of a large number of blocks, any given sample will affect the kriged estimate of only those few blocks within its vicinity. This is the rationale for the authors' selective rekriging, making the jackknife algorithm more efficient. On second thought, why not do away with jackknifing altogether? Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn't the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner's toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper consist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data valuebased measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. Note: The first column and the last two columns of Table 3 in the paper should have contained a single number each, namely, an OK estimate of 0.0317, a JK estimate of 0.0333 and a JK standard deviation of 0.0041 oz/st, respectively, for the shape, as are obvious from the text. ?

Introduction It is generally accepted as dogma that sampling contributes most of the error in gold fire assays. Differences in assay results on pulps from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" of relatively coarse gold particles. It is true that coarse gold particles can contribute to substantial sampling fluctuations. But, while the process of sampling is probably the major source of error, the analytical process cannot be completely ignored as a possible contributor to erratic assay results. To maintain a stable assay process, the analytic part of the system must also be kept in control. One method of monitoring the performance of the analytic system is to systematically assay standard materials, whose sampling characteristics are carefully controlled. Gold assay standards are not prepared, nor can they be prepared, to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for both preparation (i.e., comminution and splitting) and fire assaying and then come to conclusions only about the fire-assay process. Because most gold ores are very heterogeneous, sampling errors would, in most cases, completely mask the contribution of the analytical errors. Assay-standard material is prepared only to assess the accuracy and variability in the fire assay process. Because the objective of the assay standard is to provide information about the fire assaying, it is necessary to control the sampling error of the standard material, so that it is only a minor constituent of the discrepancies observed in any assay results. To do this requires that the particle size of the standard material be reduced to a point where the relative standard deviation of the sampling error (i.e... the standard deviation of the errors divided by the average gold content of the material) is 2% or less. For all but very homogeneous mineralization, this means that the material must be reduced to 100% -150 mesh before the sampling errors are adequately controlled. However, even reducing the particle size can contribute to sampling problems. The liberation of gold may cause segregation that can cause large sampling fluctuations that are not easily controlled while maintaining the desired grade. Because, in most cases, the standard material would already be in the "pulp" state when it is submitted to a lab for assay, it is not possible to entirely conceal the nature of the sample from the lab. This is a problem inherent in using assay standard material. Because of the contribution of sampling to error generation in the assay process, the use of "coarse" material does not solve the problem of submitting a totally "blind" standard to the lab. In the sections that follow, the selection, preparation, testing and use of gold fire assay standard material is discussed. While some may dismiss the production of standard material as folly, it is possible to produce and utilize standard material to stabilize and improve the fire-assay process to produce more reliable assay results. Material selection It is desirable to use material that has as nearly the same metallurgical characteristics as the samples with which the standards will be included. However, this is usually difficult. For many reasons, including the particle size at which a significant amount of the gold mineral is liberated, the sampling characteristics of even -150-mesh material may preclude the use of geologically and metallurgically similar ore as a standard. It is usually easier to get material having desirable grade characteristics with the necessary sampling properties than it is to find geologically and metallurgically similar material with the required sampling characteristics. High-grade standards are especially difficult to find and prepare. This is because, as grade increases, the size of the gold particles usually increases. Larger gold particles are liberated and tend to segregate during comminution, and the homogeneity of the material cannot be maintained. For grades much above 3 g/t (0.088 oz/ton), it is very difficult to find material that has the proper sampling properties. Old mill tailings are likely candidates for assay standards. Some of these have sufficiently homogeneous mineral contents, so that the sampling errors can be effectively controlled. Where mill tailings are either not available or are not acceptable, mineralization that has exhibited homogeneous results in reassays of the pulp material is also a good candidate for the standard. Finally, the mineralized rock being sampled may (and should) be used if adequate homogeneity in the -150mesh material exists. "Adequate" ("acceptable") homogeneity is defined below.) Deister Flotaire Column Flotation Machines have been installed in pilot and commercial coal cleaning applications. Comparative data covering prior and current flotation is presented. In addition, special characteristics covering the Deister air generation system are presented.

This paper reports on recent modeling efforts to analyze the eastern U.S. steam coal market with a cross-sectional econometric as well as a quadratic programming approach. The background to coal modeling is examined first. The particular aspect of the steam coal market to be modeled are then presented and the corresponding coal model described. Both empirical results and rigorous mathematic pertubation analysis are presented. Conclusions are then drawn regarding potential modeling applications in the policy area.

INTRODUCTION During the last decade, several studies in France (e.g., Perraud et al. , 1970; Chameaud et al., 1974, 1979 and 1980) and the United States (e.g., Stuart et al., 1978; Cross et al., 1978, 1980 and 1981) have demonstrated the systematic production of emphysema, fibrosis and tumors in the lungs of animals exposed to radon daughters alone or to mixtures of uranium-mine air contaminants. The studies in beagle dogs have been particularly interesting because of the uncertain etiology of the disease and the (apparently) diverse results of the studies at the University of Rochester and the Pacific Northwest Laboratory (PNL). In the Rochester studies, reported by Morken (1973), beagle dogs were exposed to "normal" room air dust loads and radon daughters from 200 to 10,000 WLM*, delivered in 1 to 50 days (rate of delivery, about 200 WLM per day of exposure). Histological examination of tissues was conducted at 1, 2 and 3 years after exposure for all exposure levels. No cancers were noted in these dogs that received estimated alveolar doses of 34 to 1700 rad (0.34 to 17 Gy). Pathologic changes were found only in the alveolar and bronchiolar regions of the lung. These changes were small, subtle, variable, and widely separated, involving only a very small fraction of lung tissue. Lesions appeared as focal thickening of alveolar septa, with some metaplasia of alveolar cells and some hyperplasia of bronchial epithelium. In the PNL experiments reported by Cross et al. (1978), beagle dogs were exposed in lifespan studies to mixtures of radon daughters (rate of delivery, about 14 WLM per day of exposure), uranium ore dust and cigarette smoke. One group of dogs was exposed to cigarette smoke alone. Except in control and smoke-only groups, the dogs died within 4' years of the first radon daughter exposure, or were killed when death appeared imminent because of pulmonary insufficiency (characterized by rapid, shallow breathing). Control and smoke-only animals were killed at periods corresponding to highmortality periods in the groups exposed to radon daughters and mixtures of uranium ore dust and cigarette smoke. Emphysema and fibrosis were much more prevalent and severe in the lungs of dogs exposed to the mixtures. These dogs also had adenomatous lesions, which progressed to squamous metaplasia of alveolar epithelium, epidermoid carcinoma and bronchioloalveolar carcinoma. Pathologic changes in the upper airways of these dogs were most prominent in the nasal mucosa, and included a few squamous carcinomas in the nasal cavity. Respiratory tract neoplasia was noted after ~4 years exposure and at cumulative exposures exceeding approximately 12,000 WLM. Apart from differences in associated carrier aerosol (room air dust vs. uranium ore dust) and radon-daughter exposure rate (200 WLM/day, shortduration exposure vs. 14 WLM/day, long-duration exposure), the most obvious difference in the Rochester and PNL studies was the observation time following exposure (3 years maximum vs. >4 years). Although neoplasia may not have been observed in the Rochester animals because of the earlier termination of the experiments, it is surprising that other lesions, such as prominent fibrosis and emphysema, were not reported. A follow-up study (reported here) is currently in progress at PNL to determine the pathogenic role of uranium ore dust alone and, in particular, to clarify the role of the ore dust in the production of the massive pulmonary fibrosis observed in the earlier study. Pulmonary function testing (a recently acquired capability) was included in the follow-up study as an indicator of progressive change in lung tissue. MATERIALS AND METHODS Chronic (4 hr/day, 5 days/week) exposures began when the dogs were about 2 1/2 years old. Two identical exposure chambers provided space for simultaneous, head-only exposure of 24 dogs to ~l5 mg/m3 carnotite uranium ore dust. An aerosol diffusion system was incorporated in each chamber in order to channel fresh aerosol past each dog's head; uranium ore dust was added to the inlet room air with Wright Dust Feed Mechanisms* (WDFM). Uranium ore dust and condensation nuclei concentrations were measured daily; chamber aerosols were monitored occasionally for particle-size distributions as described for previous hamster experiments (Cross et al., 1981). Of the 15 million tons of glass discarded in municipal wastes annually, about 2 million tons pass through incinerators and can be recovered by ore processing techniques. Although the primary use for this recovered waste glass would be as cullet in the manufacture of new glass containers, this approach is not always practical because of long shipping distances, high freight costs, and high purity requirements. Alternatives to the use of waste glass as cullet would be either as landfill or in secondary products. Although glass is considered a good landfill material, it is still wasteful of potentially valuable raw materials. Secondary products that can be made from waste glass1 include a variety of industrial and construction items. As part of the Bureau of Mines' program in secondary materials recovery, the Tuscaloosa Metallurgy Research Laboratory has conducted research concerned with the development of ceramic building products from waste glass. Materials employed in this research were obtained from municipal incinerator residues fractionated in the Bureau's continuous residue processing plant, College Park Metallurgy Research center.' The studies reported herein3,4 present research results using waste glass in the formulation and production of clay bricks, not only to produce improved products, but to reduce production costs, conserve natural raw materials, and most important, to reduce manufacturing energy requirements.

The use of EPB shields in the so-called mixed face conditions has set new demands to man and machine in EPB shield tunneling. EPB shields were initially conceived to drive in the pressurized closed mode in soft ground, whereas hard rock TBMs were designed to work in the unpressurized open mode. The present use of EPB shields in hard rock and mixed face conditions requires the combination of both technologies by finding best compromise solutions. This paper deals firstly with the geotechnical and mechanical interactions between machine and ground. Further on the critical points such as tool wear and tool replacement are exposed, together with a proposal of best solutions.

The center of mining at the Homestake gold mine in Lead, SD, is moving deeper every year. As a result, it has become necessary to upgrade the ventilation system. This paper describes the first phase of a scheduled two-phase upgrade - installation of a 2.2-MW (3000-hp) centrifugal fan. The higher pressure fan is required to route larger airflows into the deeper production levels. Selection of the fan began by specifying the necessary operating point to provide these larger airflows. Special site work had to be done on the surface to accommodate the new fan structure as well as underground to reroute airflows.

The adsorption of poly(vinyl alcohol) (PVA) of molecular weight 25,000 onto alumina was studied as a function of pH. The adsorption isotherms were also determined. The adsorption density increases with increasing pH, while the isotherms are rounded and of the low affinity type. Electrokinetic studies indicate that the electrophoretic mobilities are reduced in magnitude in proportion to the PVA concentration, without any shift in isoelectric-point (iep). This resembles the influence of an indifferent electrolyte. The calculated values of the free energy of adsorption between alumina and PVA are suggestive of hydrogen bonding. FTIR spectro-scopic data provide additional evidence in support of hydrogen bonding.

Available literature on the topic is reviewed. Methods are suggested to improve the presently available techniques to perform probabilistic modeling of shear strength parameters for rock discontinuities. The Mohr-Coulomb model and a power law model are used as strength criteria to model shear strength of rock discontinuities. Use of various regression techniques for point estimation of shear strength parameters from direct shear data are discussed. Goodness-of-fit tests for bivariate beta and bivariate normal distributions are developed, and the applicability of them to represent the distribution of shear strength parameters is tested through examples. Both distributions seem to have potential to represent the statistical distribution of strength parameters.

P.T. Freeport Indonesia operates a mining complex located in the highlands of West Papua, Indonesia. Present production from PTFI’s DOZ Underground Block Cave Mine is approximately 40 thousand tonnes per day (ktpd). This paper describes the design process and recommended ventilation infrastructure necessary to expand the DOZ Mine reserves and to increase sustained daily production above 50 ktpd. The enlarged footprint will feature longer production panels of up to 650 m in length, more active draw points, a second large gyratory crusher, and additional men and mobile equipment. The increased ventilation capacity will be achieved through the development of new, dedicated ventilation drifts, and primary Underground exhaust fans.

Removal of particulates and/or metal ions from mineral/coal processing waste water is a necessity from the environmental point of view. This paper describes application of a novel AC- electrocoagulation technique to remove the particulates as well as metal ions using AC power. A series of laboratory tests conducted on a stable black water sample obtained from a sub-bitminous coal operation provided a clear supernatant (-10 NTU) from the suspension. The process also shows promise in removal of up to 90 percent of phosphate ions and other metal ions (copper and nickel) from solution. A preliminary economic evaluation of the process will also be included.

Activities in offshore mineral exploration In Australia are increasing almost daily, at such a rate that this report will rapidly become out of date. At the time of writing, February 1967, there were no commercial discoveries of offshore minerals reported in Australia, although there has been definite encouragement in many fields. While this initial encouragement has not revealed any commercial mineral deposits offshore hopes are running high in Australia for success in 1967. Why should mineral deposits be expected offshore in Australia in the first place? The reasons are many. The minerals to be discovered also are many. The reasons are based on the history of alluvial and beach mining activities in Australia's past and at the present time, and on the physical environment of the vast Continental Shelf which surrounds the continent. A brief examination of the two primary features which are necessary before offshore mineral exploration can be contemplated should be, undertaken. Two favourable environments are necessary; firstly a Continental- Shelf to form a physical environment for the accumulation of the mineral deposits, and secondly a favourable political-legal environment to give the exploration companies adequate protection during exploration, and suitable long term arrangements for the exploitation of the deposits after discoveries have been made. Australia is well endowed with both of these.

To the safety engineer, mine planning engineer, and mine inspector associated with an underground operation, stability of the underground structure is of the utmost importance. In the United States in 1961 rock falls killed 167 miners, crippled many more, and cost the industry a fortune in lost equipment and production. Much research has been carried on to try to find ways to eliminate this loss of life and property. Within the past few years the interest in rock mechanics as a science has been at its highest point, Private industry, government agencies, universities and foundations have launched studies to gain a better basic understanding of the stability of underground openings.
