Lime, the versatile chemical is, generally speaking, a calcined or burned form of limestone commonly known as quicklime, calcium oxide or, when water is added, calcium hydroxide or slaked lime. Almost 40 different lime products are available, a fact which has contributed to the rather loose use of the term lime as well as to confusion and misunderstanding. The term is frequently, albeit erroneously, used to denote almost any kind of calcareous material or finely ground form of limestone or dolomite. Lime is made from high calcium or high magnesium limestone, generally having a minimum of 97% combined carbonate content. Normally, high calcium lime has less than 5% MgO. When the lime is produced from a high magnesium limestone, the product is referred to as dolomitic lime. Calcination/Hydration Calcination, or the production of lime, has its origins in the earliest days of alchemy, with the general reaction class having been identified in an Arabic text printed in 1000 AD. It was much later, however, in the mid-1700s to the mid-1800s before this basic reaction became understood from scientific perspective. The pro- duction of lime has been so basic and simple that its underlying scientific principles have over the years received only intermittent investigation. Rather, much of the thought and inquiry has been directed toward the development of kilns. Thus, it has only been in the last 25 to 30 years that lime has received any concentrated scientific investigation relative to the thermodynamics and kinetics of the calcination and hydration reactions. Particular emphasis has been focused upon energy consumption and fuel efficiency. Calcination refers to a broad class of reactions, of which the limeflimestone reaction is just one, wherein a substance is heated to less than its melting point, resulting is a weight gain or weight loss. In the calcination of limestone to produce lime, the basic chemical reaction is as follows: [ ] While there is nearly universal agreement bout the equilibrium conditions related to the limestone/lime reaction above, there have been numerous and varied calcination models developed for the reaction. Recent investigations have resulted in the development of the model shown in [Fig. 1]. From this model it can be seen that calcination is a function of both temperature and CO, pressure. It does not, however, provide any indication of the rate at which the reaction takes place. Calcination is strongly time variant with different limestones. In a very broad sense this relates to the fact that the calcination reaction starts on the exterior surface of the limestone and then proceeds toward the center. As the calcination reaction takes place, the CO2 released at the interface must make its way through the lime to the exterior surface. Since calcination is limited by gas diffusion to the surface of the partially calcined limestone, the natural impurities in the stone, differences in crystallinity, grain boundary chemistry, density variations, and imperfections in the atomic lattice all play a significant role in calcination rate. Therefore, the suitability of a given limestone as a source material for lime production can be determined only after completion of adequate burn tests designed to evaluate the various limiting factors. When a coal-fired kiln system is considered, the entire process of calcination is made even more complex by the introduction of additional chemical constituents into the calcination environment. The reader is referred to the references for a more detailed description of the complete calcination reaction and the differences inherent between differing kiln systems. In the foregoing discussion it was noted that CO2 is released during the reaction. This release results in a 44% weight loss during the complete calcination of a high calcium limestone, or a 48% weight loss for a highly dolomitic limestone. The trade term for this weight percent loss is loss on ignition, or LOI. This weight loss is frequently used as a measure of the completeness of calcination. Because the calcination reaction is chemically reversible, quicklime or burned lime is frequently referred to a being highly reactive, or unstable. The more stable form of lime, hydrated lime, is commonly preferred and generally specified by the user. Hydrated lime is obtained by adding water to quicklime to produce a dry, fine powder. Quicklime's affinity for moisture is then satisfied, although it still retains a strong affinity for CO2.

An evaluation was recently performed on a district recirculation system at a trona mine in Granger, Wyoming. A 1.52m (5 ft) diameter, 37.3kw (50 hp) vane axial fan was installed in a crosscut between the intake and return airways and recirculated approximately 31.4 m'/sec (66,578 ft'/min) of air back into the intake. This amounted to a recirculation factor of approximately 20 pct of the return air. This air was part of the primary ventilation to three different continuous miner sections at operating distances of between 6l0m (2,000 ft) and 1,829m (6,000 ft) from the recirculation fan. The mine environment was constantly monitored for respirable dust, methane, and carbon monoxide in the operating sections and in the main intake and return entries. In addition, air samples were taken with and without the recirculation system during the evaluation and analyzed using gas chromatography. The results of this study showed only small increases in dust, while all other mine contaminants remained at such low levels that it was impossible to determine any relative changes from the recirculation system. Because of this, a brief SF. tracer gas analysis study was subsequently performed to more precisely determine an increase in a mine contaminant with the recirculation system.

Why is there such an increased thrust toward positive multiple use land management and where will it lead? History and purpose of the mining law of 1872. John Marshall discovered gold at Sutter?s mill near Coloma, California, on January 19, 1848, and utter chaos resulted. The great migration of people to the undeveloped western lands had begun. Prior to this discovery, copper, lead, and iron had been the minerals for which the laws were made. With this discovery of gold on the public domain, it became apparent that congressional legislation was necessary. This became even more apparent as each of the numerous mining districts which were springing up in California, and elsewhere in the west adopted local miners' customs to regulate their activities. Although these early miners acted under mining district rules and in some cases state regulations, they were, in reality, appropriating minerals without sanction of federal law.

Conflicts are common in the mining industry. Engineers are accustomed to addressing issues such as land use, air and water pollution, and health and safety. Although conflicts of interest are important in the industry, they do not have the impact on organizational decision making that controversy does. Controversy is a type of conflict, probably the most important type, for effective decision making and competent problem solving. It exists when one person's ideas, information, preference, choices, conclusions, theories, opinions, or perspectives are incompatible with another's and the two seek to reach an agreement (Johnson and Johnson, 1979). Interpersonal and intergroup controversy is prevalent in the day-to-day functioning of organizations. If constructively managed, this type of controversy has important implications for effective decision making and problem solving. Too few organizational members accept controversy, and almost none attempt to stimulate it. This is because too few of them understand controversy well enough to accept and use it effectively. Most organizational personnel lack the interpersonal skills needed to stimulate controversy and manage it effectively. Discussion of conflicting ideas may not be common in problem solving situations due to the fear and anxiety most people feel in conflict situations. Traditionally, organizations suppressed conflict. They believed it was avoidable, caused by management errors. Optimal organizational performance required its removal. Conflict, though, is inevitable. And optimal organizational performance requires a moderate level of conflict. Management should manage the level of conflict and its resolution, for optimal performance. The current view stresses the importance of controversy for learning. Confronting a person with a different point of view stimulates that person to gather more information to elaborate, justify, or provide rationale for their position. Controversy: Process and Outcomes The decision making process begins with participants categorizing and organizing current information and experiences so that a conclusion is derived. When participants present their conclusions to another group and realize their conclusions are being challenged, a state of internal conceptual conflict or uncertainty ensues. This uncertainty motivates the challenged group to actively search for more information, experiences, and a more adequate cognitive perspective and reasoning process to resolve the uncertainty. Participants will adapt their cognitive perspective and reasoning through understanding the perspective and reasoning of others to derive a new or reorganized conclusion. This process may be repeated several times before a decision is reached. The active search for additional information on the alternatives is also promoted, along with greater mastery and retention of information and a more accurate understanding of opposing viewpoints (perspective taking). Of the many positive outcomes of the use of controversy, the effect on higher level cognitive reasoning and processing is especially important in engineering decision making. Research has been done on expert-novice difference in medical diagnoses, physics problem solving, and geological exploration. It shows that preparation for verbal interaction and the actual verbal interaction with peers with differing view-points promotes the development of expertise. Constructive Controversy Conditions Some controversies among decision makers concerning their preferred solutions to a problem can be beneficial. But sometimes they are not. As with all types of conflict, the potential for either constructive or destructive outcomes is present. Whether the consequences are positive or negative depends on the controversy and the way it is managed. The conditions and procedures of controversy management that determine the outcome include: the goal structure within which the controversy occurs; the degree of heterogeneity of decision makers; the amount of relevant information distributed among decision makers; the ability of decision makers to disagree with each other without creating defensiveness; and the perspectivetaking skills of the decision makers. The inhalation of dust has been a problem in the mining industry since antiquity. Crystalline silica is now known to be the cause of silicosis, a form of pneumoconiosis that is associated with excessive exposure to respirable particles in some mining and industrial environments. Crystalline silica was reviewed by the International Agency for Research on Cancer (IARC) in 1986 and classified as a Group 2A, Probably Carcinogenic to Humans in Volume 42 and Supplement 7 of the IARC Monographs (1987). In 1996, IARC reviewed additional literature and studies published in the intervening decade and recommended that quartz and cristobalite, two polymorphs of crystalline silica, be listed as Group 1, Carcinogenic to Humans. Their recommendations and reclassification were published in 1997 in IARC Monographs 68.[2] In both Monographs, IARC classified amorphous silicas as Group 3, Inadequate Evidence for Carcinogenicity to Humans.

Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The project was a joint venture of Hecla and the El Paso Natural Gas Co. and included two mines-one producing oxide ore and a second in the sulfide zone¬and a complex processing facility producing both electrowon cop¬per cathodes and copper precipi¬tates. Marco Polo reported that the Chinese used "black rocks" for fuel, and recent studies indicate that the Chinese may have used coal in small amounts for two or three millennia previously. The use of coal as a major source of energy however, did not begin until about the twelfth century, when the inhabitants of the northeast coast of England discovered that certain black rocks found along the seashore--and thereafter known as "sea soles" would burn. Since this initial discovery, coal has been mined continuously, first in England and shortly thereafter in present Belgium, France, and Western Germany, and finally in all coal-bearing areas of the world, in ever increasing amounts. The production of coal in the United States began about 1820, when 14 tons were reportedly mined. Since that time the production of coal increased steadily until about 1907, after which the rate has fluctuated between the extremes of about 400 and 700 million tons per year. Bituminous coal and lignite production was 590 million tons in 1974. Value of production was $8. 9 billion. Anthracite production was b.3 million tons with a value of $157.5 million.

"Creating stable, safe, constructible and cost effective support to openings in segmental linings is often an important component of successful delivery of a tunnel project. The many constraints on successful implementation include operational, spatial, geotechnical, structural, and constructability. Failure to address these adequately can lead to significant impacts on cost, schedule, and safety. With reference to past project experiences, this paper provides a guide to the most commonly deployed solutions and their pros and cons to help designers quickly identify the most appropriate solutions for a particular project, or act as a starting point for developing new and/or project specific solutions. It highlights the challenges that designers and contractors must address together for successful support of tunnel openings, and the constraints that arise. It then describes the common structural forms of support, and how each form can mitigate the constraints, allowing an effective opening support system to be implemented. INTRODUCTION While only a small portion of the total excavated volume of a typical tunnel, cross passages are often one of the most complex elements of a bored tunnel to construct. Cross passages in soft ground typically involve ground improvement, groundwater control, and multiple temporary support measures to ensure safe construction in ground that has been overstressed due to the construction of the running tunnels. Permanent lining construction requires careful detailing of waterproofing and reinforcement to support both long term ground and water loads and support the broken out rings of the main lining. While there is not a great deal of literature specific to cross passage construction, the main issues are discussed in some detail by Lawrence and Taylor (2011). However, the temporary support of the running tunnel segmental linings during cross passage construction is not always given the attention it deserves. The authors have been unable to find much literature on the design of such systems, much less the considerations that have led to a particular solution. Lawrence and Taylor only mention two potential methods of support. It may be easy to dismiss the opening support as an inconsequential item, but selection of the wrong support type can have significant impacts on both cost and schedule."

As most of us have learned through prior and often frustrating experience, anyone proposing to construct a new or expanded mining-ore processing facility must first contend with a rather complex array of environmental laws and permitting regulations administered by a number of different Federal, State and local agencies. At our lost count, there were about 55 federal enactments affecting base and precious metals projects. Applicable State and local laws will usually increase that number significantly. The time and costs associated with complying with all these various regulatory programs usually constitutes one of the major areas of uncertainty in the development of a proposed project. There are many in the mining industry who firmly believe that these environmental regulation and permit programs necessarily causes significant delays and increased costs in the development of a project. This belief, unfortunately, is probably a result of a basic misunderstanding of how the environmental permitting and regulatory system actually works.

The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCI. Precipitation of the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

A comparison of gold, platinum and sulfide ion selective electrodes was made in this investigation for determination of Eh in solutions containing sulfide ions as a model system. The comparison was made in terms of the accuracy of the measured response, response time, pH dependence, and reproducibility of measurement. In addition, the sensitivity of each electrode towards changes in sulfide ion concentration was measured in terms of the change in measured Eh per decade change in concentration of sulfide ions. On the basis of a detailed investigation of the electrode processes occurring at the surface of gold and platinum electrodes, it was postulated that within the pH range investigated these electrodes respond to changes in the hydrosulfide ion, HS-, concentration in solution. In comparison, the sulfide ion selective electrode is known to respond to changes in the sulfide ion, S-, activity in solution. Although the potentials measured with gold and platinum electrodes were mixed potentials, pretreatment procedures can be used to obtain a signal suitable for process control. For control of sulfide ions in flotation pulps, the use of a gold electrode pretreated at 1.0 V with respect to a standard hydrogen electrode is recommended.

This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. A detailed study of carrier flotation of kaolin clay using calcite showed the major beneficiation mechanism to be enhanced aggregation between anatase and calcite under intense agitation conditions. In order to develop an understanding of this selective aggregation, surface charge characteristics of kaolinite, anatase and calcite were studied under simulated flotation conditions. Zeta potential of all these minerals tended towards a constant negative value in ole- ate solutions under certain conditions possibly due to adsorption or precipitation of oleate on them. However, whereas the zeta potential of anatase in the oleate solutions was not influenced by the agitation level, that of kaolinite was found to be strongly dependent on the agitation intensity. The effect of oleate on zeta potential of kaolinite was reduced by an increase in agitation intensity. It is suggested that oleate is much more firmly bound to the surface of the anatase and that this preferential attachment is responsible for the enhanced selective aggregation of the anatase with calcite. Agitation level plays a major role in carrier flotation since intense agitation is considered to en- hance both the chemisorption of oleate on anatase and preferential detachment of calcium oleate precipitate from the kaolinite surface, all of this producing a large difference in the surface properties of anatase and kaolinite, and hence in their tendency to aggregate with calcite.

"The science of “optimal economic pit design” has been highly refined in the last decades. Even with the proliferation of optimizing and heuristic algorithms exploiting ever faster computers, the most common input is a single block model and a single set of cost assumptions, each of which is an estimate and prone to errors. An analysis of price assumptions produces a suite of nested economic shells, each with its own quantities of ore, waste, grade, and profit, but due to irregularities in the mineralized body, the growth of these shells can be erratic. To control the impact of the errors of the model and cost assumptions when choosing the pit shell for design, graphs of pit shells characteristics, such as stripping ratio, cost per unit of product and profit/ton, can be analyzed to consider points with higher stability, or robust pits. Selection of robust shells for a pit limit and for push backs can help to understand the impact to profit and risk. The robust shells also guide the preferred solution sets for final pit and cutoff optimization. INTRODUCTION “An open pit mining operation can be viewed as a process by which the open surface of a mine is continuously deformed. The planning of a mining program involves the design of the final shape of this open surface.” Optimum Design of Open-Pit Mines, Lerchs, H. and Grossmann, I. Transactions C.I.M. Volume LXVIII 1965. Traditionally an analysis of economic pit shells and sensitivity was performed by varying the input metal price. This was done with both floating cone algorithms as well as early versions of the Lerchs-Grossmann (L-G) algorithm. This gave an indication of the pit sensitivity to price but since other variables also change, some with metal price (perhaps steel and equipment), and some independently (fuel and tires) the understanding of these different pits was restricted. In addition, a run of the program could take hours, making a detailed analysis of small changes unwieldy. The L-G algorithm was programmed by a variety of people and sold as part of commercial mining packages, however it was first and most successfully commercialized by Jeff Whittle in 1984. When Whittle’s 3-D™ was expanded to 4-D the parameterization of the economic inputs was considered and the ability to run a suite of “pit shells” became automatic. The competing NPV Scheduler™ program sold by DataMine™ offers similar pit shell analysis capabilities."

Placer Dome Canada owns and operates the Campbell mine and mill at Balmertown, in the north western corner of Ontario. The mine operates at 1.3 kt/d (1,500 stpd). It produced more than 9.3 t/a (300,000 oz/year) of gold during the last three years. Changes to the gravity concentration circuit have resulted in a 10% to 15% increase in gravity recovery. The mill head grade at the Campbell Mill is relatively high, averaging 18.5 g/t (0.54 oz/st) over the total reserve tonnage. During the past several years, the head grade was averaging close to 20 g/t (0.6 oz/st). Before 1994, gravity concentration was achieved by using a combination of conventional mineral jigs and tables. Jig concentrates were upgraded on shaking tables to produce a concentrate, which was refined to bullion. In May 1994, management decided to buy two Knelson CD 760-mm (30-in.) concentrators. The objective was to replace the existing jigs and increase gravity gold recovery by up to 15%. Gravity recovery with jigs averaged between 30% to 35%. Gravity recovery was anticipated to increase to about 50% with the Knelsons.

McDermitt Mine is located in northern Humboldt County, Nevada, approximately 5 miles south of the Orgeon-Nevada line (Figure I), within the Opalite Mining District. The operation is a joint venture between Placer Amex Inc., San Francisco, and Mineral Exploration Company Ltd., a limited partnership. The McDermitt orebody possesses a discontinuous, gently dipping blanket-like form within 150 feet of the surface over an area 2200 by 2500 feet. The ore zone averages 20 feet in thickness. The ore minerals consist of cinnabar (HgS) and corderoite (Hg3S2C12) deposited parallel to bedding within argillized, Miocene age, tuffaceous lacustrine sediments. Exploration indicates reserves of approximately 3,000,000 tons ore at a grade of 10 pounds mercury per ton (0.5%) An open pit mining operation utilizing scrapers and bulldozers supplies a concentrator with 700 tons of ore per day. The milling operation consists of autogenous grinding, flotation concentration, concentrate dewatering, and tailing disposal, with a design capacity of 100 tons per hour. The furnace section consists of a concentrate filter, vertical six hearth furnace, mercury condensing system, and exhaust gas scrubbing systems. It has a design capacity of 1000 pounds of dry concentrate per hour. The McDermitt orebody is situated about 2000 feet north of the Cordero Mine which, with adjacent properties, produced over 115,000 flasks (76 pounds per flask) mercury from 1941 to 1972&apos; Two other major mercury producers in the district have been the Bretz and Opalite Mines, located in southern Malheur County, Oregon, within 5 miles of the Oregon-Nevada line. Bretz and Opalite have produced about 14,800 and 12,370 flasks mercury respectively, from 1926 to 1965.1/

The mining complex being analyzed consists of four mines and two processing plants located in an area where there are several existing modes of transportation. Figure 1 shows a map of the general layout of the four proposed mines and the two existing processing plants. The mines are identified by the numerals "I" through "IV" and the plants by the letters "A" and "B". A proposed overland conveyor would collect the product from all four mines and convey it to Processing Plant A. Alternate transportation systems are as follows: Railroad transport from Mines I and II to Plant B; Highway trucking from Mines I and II to Plant A; Off-the-road truck haulage from Mine III to Plant B and from Mine IV to Plant A. River transportation from the mines to the processing plants was not considered in this study under the assumption that the high capital investments for the loading and unloading facilities, in addition to difficult traffic problems, would make this mode of transportation unattractive.

I have been asked to give you the National Coal Association&apos;s (NCA) view of the future of the coal industry. However, before discussing the outlook for the future I would like to set the stage by taking a brief look at how the industry has changed over the last decade. In 1977 the coal industry was in the midst of a period of steady growth. Although most of the gains in the early and mid 1970&apos;s occurred in the west, the industry was still predominately eastern, with eastern production accounting for 76 percent of the 697 million total tons produced in 1977. The labor force was nearing a high - at over 220,000 workers, and the number of active mines was also at a decade high of over 6,000. Productivity on the other hand was at a low. The average miner produced 1.80 tons per hour, and labor relations were also at a low point. Projections for coal&apos;s future were very optimistic, mainly because of the unprecedented growth in coal use by the utility industry. In 1977 the 477 million tons of utility coal accounted for 68 percent of U.S. coal production, and the utility industry planned on 129,000 MW of new coal-fired capacity over the next decade. Consumption of metallurgical coal at coke plants was the second largest market at 78 million tons; the industrial and residential market consumed 70 million tons and exports were at 54 million tons. But in retrospect, a lot was happening in 1977 that signalled many changes in the coal industry: - Amendments to the Clean Air Act were passed, which required that utilities take an entirely different approach to meeting New Source Performance Standards at new plants, and required that standards be set for industrial boilers as well; - the Surface Mining and Reclamation Act became law; -electrical generation, despite the optimistic forecasts, was nearing the end of a period of close to five percent annual growth; -1977 ended and 1978 began with the longest coal strike in U.S. history. -crude oil imports in the U.S. reached an all time high as did both total consumption of petroleum products in the U.S. and oil consumption at utilities. The high level of oil imports set the stage for the oil price increases of 1979 and 1980 which resulted in an immediate increase in demand for coal, not only in the United States, but world wide. Labor strikes in Australia and Poland sent foreign buyers to the U.S. literally in droves, and quickly made the U.S. a force in the world steam coal market. The U.S. coal and transportation industries responded to this overwhelming potential demand for coal. In a very short time, the capability had been developed to mine and transport the 1.2 billion tons of coal that forecasters said would be needed by the mid 1980&apos;s. What was not anticipated was that the economic effects of sharply higher oil prices would dampen demand for energy, especially for electricity, as quickly as we have seen; that coal industries in other countries would respond as rapidly as the U.S. coal industry, and at a rate

The new combination gypsum plaster and gypsum wallboard plant of Compania Industrial Kaiser S.A., the first of its kind in Mexico went into production in April of 1969. This was approximately fourteen months from the signing of the formal order for the plant and equipment. Compania Industrial Kaiser S.A. is an affiliate of the Kaiser Gypsum Company in the United States and will market practically the same line of products and to the same standards as those produced in American plants. Located in the City of Puebla, the plant will readily service the major Mexican sales areas. It is approximately 85 miles away from Mexico City on a modern, four-lane, divided highway and distribution to other major consumer areas can be readily effected by the use of a good highway system, as well as, by rail. This, plant is the, sixteenth Gypsum Wallboard Mill supplied abroad by my company, United States Wallboard Machinery Company. Other installations are in Australia, New Zealand, Chile, England, Scotland, Ireland, Finland, South Africa, Latvia and Germany. Two new mills are on order; a small unit for Brazil and a comparatively large unit for New Zealand. All these mills have one thing in common with plants in the United States and Canada; they are equipped with standard, time-proven and tested equipment and they are designed in accor¬dance with the latest engineering thinking in order to produce efficiently, the highest quality product at lowest cost. They differ generally in the size of plant, the factors that brought them into being and in the market that they supply. I believe that these differences will be of interest to you.

In recent years, a great deal of attention has been focused on developing mill liners to increase wear resistance, improve grinding efficiency and reduce energy consumption in milling applications. The installation of an appropriate mill liner is critical as it affects the overall cost and product quality. A mill liner has two specific functions. The first is to protect the mill shell and mill ends from direct contact with the abrasive grinding media (in this case, the liner serves as a wear surface). The second function is to transport the grinding media, creating energy for size reduction. The liner acts as a lifter, mechanically transporting and cascading the grinding media. The mill lining is a major cost in the milling operation. The costs associated with the mill lining include the capital cost of the lining, downtime required to replace the worn liner and the labor for installation. Generally, in hard rock mining, the life of a mill liner in secondary ball mills is 12 to 24 months.
