"Ask an average non-industry person on the street “What is coal? What is coal mining? What is a coal miner?” The most common answers are coal is something Santa puts in your stocking for being naughty, coal mining is destroying the earth causing global warming, and a coal miner is a person that uses a pick and shovel to dig coal out of the earth. As farfetched as these answers seem, unfortunately this is the opinion of many Americans. Realizing the lack of educational opportunity regarding coal and coal mining, a first-of-its-kind grassroots coal education program known as CEDAR (Coal Education Development and Resource) was created. What started from a general conversation at the December 1992 North Carolina Coal Institute (NCCI) Winter Meeting at the Mid Pines Club in Southern Pines, North Carolina led to the creation, and later expansion of, CEDAR. NCCI President, Gene McBurney, challenged John Justice, NCCI Board Member from east Kentucky, to come up with an idea of how to improve the image of the coal industry, pledging $5,000 from the NCCI as seed money to assist in the development of any such program. John then met with the leaders of Coal Operators and Associates, Inc., (COA) in Pikeville, KY where they agreed to match the NCCI commitment, as well as to assist in the program’s development. After further meetings with representatives from industry, business, and the local school system, CEDAR, Inc. (of east KY) was born. The first year of implementation, the program offered coal education programs to public and private schools in one county in east Kentucky. Although it started in the coalfields of eastern Kentucky, it certainly did not end there. After an amazingly successful first year of the program, it didn’t take long for industry leaders in the western Kentucky coal-fields to learn about, and take note of this new, unique, and exciting program that provided opportunities for teachers and students to learn, “the rest of the story” about the coal industry. Through the joint efforts of Costain Coal, and the Western Kentucky Coal Association, CEDAR of West Kentucky, Inc. was formed in 1994, and has operated since that time, except for the two year period from 2004-2006. The program restarted in 2006 under the name of CEDAR West, Inc. and continues to be offered in six western Kentucky counties."

This study applies a machine-learning technique known as multiclass logistic regression on a 10-year injury dataset from the U.S. Mine Safety and Health Administration (MSHA) to determine miners’ susceptibility to injury and to help identify significant risk factors associated with different classes of injury. The analysis identifies specific risk factors that influence a mineworker’s susceptibility to a given class of injury: nonfatal with no days lost or restricted activity; nonfatal with days lost and/or days of restricted work activity; and fatal and total permanent or partial permanent disability. These factors include miner’s age, mine type (coal versus noncoal), experience on the current job (years), shift start time, employment type (operator versus contractor), mining district and type of accident. The results of the analysis indicate that a miner’s experience on the job (the number of years worked in a current job) is a significant risk to injury occurrence, even for those with decades of total mining experience.

INTRODUCTION The selective sensitivity of plastic nuclear track detectors (PNTD's) to low energy 4He particles in an environment which also contains gamma and beta radiations has made these detectors prime candidates for the dosimetric measurement of the concentrations of radon and its daughter products in mine air. Their passive, integrating mode of measurement, small size, low weight and inexpensiveness are attractive characteristics for large scale personnel dosimetry. The detectors can be used in either active or passive dosimeters. In active devices, the PNTD is placed in close proximity to a sampling filter. The filter collects, from a calibrated air flow, all the daughter nuclei which are in suspension. As the daughter nuclei pass through the decay chain, through 214Po, a fraction of the 4He particles emitted are registered as latent tracks in the plastic. In passive devices, the PNTD is placed in direct contact with the ambient air containing the radio-nuclei concentrations to be determined. The active dosimeters have the advantage of excellent sensitivity, and the measured track densities yield very close approximations to accumulated Working Level (WL)** exposures. They have the disadvantage that the simplicity of the passive PNTD is lost, since a battery-driven constant flow-rate air pump is a necessity. The passive dosimeters are simple in construction and use, but they have the disadvantage that WL exposures are not directly measured and certain assumptions concerning radon and daughter equilibrium conditions must be made in determining WL exposures from the measured track densities. Also the sensitivities, in track densities per Working Level Hour (WLH) exposure, are much less than for active dosimeters. Dosimeters of both types have been investigated. Passive devices have been tested extensively both in the laboratory and in mines. Active devices have been laboratory tested. In our earlier measurements, cellulose nitrate plastic detectors were used exclusively, since this material had the highest sensitivity of the PNTD's then in use. When the properties of CR-39 plastic were discovered (Cartwright, 1978; Cassou and Benton, 1978), this material was used, where possible, to take advantage of its superior sensitivity. The results of our earlier work have previously been published (Frank and Benton, 1977). * Research sponsored by the Bureau of Mines, U.S. Department of Interior, under Contract No. JO-188003. ** A Working Level is defined as any combination of the short-lived radon daughters containing 1.3 x 105 MeV of potential 4He-particle energy per liter of ambient air. PASSIVE DOSIMETRY In the earliest testing of PNTD's for passive WL dosimetry, a single strip of cellulose nitrate plastic was used to determine the total cumulative 4He-particle activity in the air of simulated uranium mine and uranium mine environments (Rock, 1968; Rock [et al], 1969; White, 1969). The measurements yielded a close relationship between track densities and WL exposures in a controlled, static environment, but poor accuracy in the active mine tests. It was assumed that equilibrium differences contributed largely to the variations found. The response of PNTD's to airborne 4He-particle emitters, derived by Lovett (1969), demonstrated that detectors such as cellulose nitrate, which has a sensitivity cutoff at 4He-particle energies below the emission energies of radon and its daughters, are equally sensitive to the activity concentrations of radon, 218po(RaA) and 214Po(RaC'). Since radon does not contribute to WL as it is defined, and since, under normal ventilated uranium mine conditions, the radon activity constitutes about 40% to 70% of the total 4He-particle activity, the WL exposures calculated from measured track densities are very sensitive to the particular radon daughter equilibrium conditions. Also, the detector does not weight the individual daughter activities in proportion to their importance to WL. The equation for WL is WL = 0.00103C2 + 0.00507C3 + 0.00373C4 (1) where C2, C3 and C4 are the activity concentrations of RaA, RaB and RaC-C', respectively, in pCi/[L]. The detector leaves C3 unmeasured and weights C2 and C4, equally. [This problem has been approached by Domanski et al (1975, 1979), for some non-uranium mines, by measuring equilibrium conditions throughout the mines to determine a mean value for A, the inverse of the Working Level Ratio (WLR = 100 WL where C1 is the activity of radon-222 in pCi/[L].) The distribution of values allowed Domanski to determine probable errors in calculating WL exposures from track densities. However, measurements of equilibrium conditions in U.S. uranium mines (Breslin et al, 1969; Holub and Droullard, 1978) indicate that this method would not be accurate enough for uranium miner personal dosimetry.] A two-element dosimeter was designed at our laboratory to compensate for equilibrium variations. The first element is a radon detector; the second is a detector for the total 4He-particle activity in the ambient air, just as in the single element dosimeters cited above. The addition of the radon detector allows the equilibrium conditions for the individual nuclei to be determined, given certain assumptions concerning the interrelationships between the nuclei concentrations in mine air. The two detectors and the problems involved in calculating WL exposures from their measurements are discussed below.

One of the prime objectives of the mine industry is to develop a low cost way to clean up what has been called "The Rape Of Mother Nature". The project falls under the broad umbrella of reclamation, which is now considered an essential part of the mining cycle. As such, it is being given full consideration in the initial planning of all surface operations. In most areas, if a proposed mining system does not lend itself to proper reclamation, it is not an acceptable system. By combining mining and reclamation plans, a producer not only can minimize reclamation costs, but can also restore the land to usefulness and insure continuing profits after a deposit is depleted. As long as fifteen years ago, many of the larger mining companies were already deeply involved in this extra cost work. Even then the involved companies were projecting a great need for a bigger bulldozer, Bigger than anything commercially available. At that time, the D9 tractor weighed about 60,000# bare weight.

A preliminary evaluation of a new in-stream particle size analyzer has been carried out using materials obtained from a taconite plant in Northern Minnesota. Results are reported for bench scale, pilot scale and full scale tests, the latter being carried out in a taconite plant concentrator. The unit employs a novel scanning laser microscopy principle and details of the equipment configuration and operating principles are presented and discussed. Data acquisition is via an eight channel digital electronic system and particle counts are collected on the basis of reflected light pulse time intervals which are a direct measure of particle size. Output is available as an eight point individual or cumulative size distribution or as computed averages. The practical aspects of sample point location and flow requirements for reproducible results are outlined and discussed.

The leaching behavior of copper powders recovered from waste printed circuit boards (WPCBs) was investigated using electrogenerated chlorine and aeration in a sulfuric acid solution with added NaCl and CuSO4. Various parameters were studied to understand the mechanism of the copper leaching. When the current density increased from 0 to 0.1 A/cm2, the temperature from 30 to 60° C, agitation speed from 100 to 400 rpm, and the size ranged from below 75 to 150 µm, the leaching ratios of copper powders increased. The leaching kinetics were analyzed using a shrinking core model: 1-(1-X)1/3 = kt, and the leaching process was chemically controlled with an activation energy of 14.7 kJ/mol due to Cl- ion catalysis. The ratios of [Cu+]/[Cu2+] at various temperatures (30, 40, 50, 60 and 70° C) showed a periodic variation with the increasing of the leaching time. The redox potentials of the leaching solution and copper leaching ratios in different conditions were measured. The result indicates that dissolved oxygen achieved the dissolution of coppers and electrogenerated chlorine can promote the dissolution of copper powders and improve the reaction rate of kinetics in the presence of oxygen.

It is a pleasure to be here today to discuss coal's prospects with the Society of Mining Engineers of AIMS--- a group destined to play a crucial role in shaping our national energy future. Much has been said lately about attaining domestic energy self-sufficiency, but to date, little has been done. Oil tankers from Venezuela and Kuwait continue to glide across the seas to meet our incremental energy needs. Meanwhile, our principal domestic energy resources -- oil and natural gas reserves in the Outer Continental Shelf and the oil shale deposits and the coal lands of the West -remain untapped. Help, however, appears to be on the way. In a forceful address last fall, President Ford called for the elimination of oil as a fuel for base-loaded power plants and its replacement with coal by 1980. He also urged the accelerated leasing of federal lands on the Outer Continental Shelf, the resumption of coal leasing on federal lands, and the development of a new energy conservation policy. There are, of course, many details left to be worked out. Language must be developed to put statutory flesh on the conceptual bones spelled out by the President. Congress must act. Regulations must be approved and tested, if need be, in court.

Lead and zinc have been mined for over 90 years in parts of the Lower Benue rift in southeastern Nigeria. However, there has been little interest in the sustainability of the environment and the inhabitants of the host communities. Adverse effects include soil and food crop contamination, lack of education, poor healthcare, unemployment, and no access to potable water. This work suggests practicable mitigation strategies to ameliorate these negative effects and promote environmental sustainability.

Aiming at the subjective impact caused by subjective weighting method in the establishment of rockburst risk attribute identification and prediction model, the combined weighting method was introduced to eliminate the influence of unreasonable weight of each index. Eight discriminant indexes affecting the risk of rockburst were selected. Through the literature review, relevant rockburst cases were collected and 8 index rockburst sample sets were established. A variety of machine learning methods were used to analyze the feature importance of discriminant indexes in the samples, and then to determine the objective weight values of different methods. Combined with the subjective weights determined by the Analytic Hierarchy Process, the combination of weights were successively carried out. Based on the attribute recognition theory, the combination weights with different objective weight methods were established to identify the rockburst risk attributes, and verified by the confidence criterion. The results show that the objective weight value determined by the feature importance analysis of machine learning reduces the subjectivity of the weight of Analytic Hierarchy Process method, improves the prediction accuracy, and makes the prediction result closer to the fact.

Gold is very important to support the financial system, and to be used in industries of the jewelry, high-tech fields such as electronics and aerospace, etc. Gold is mainly extracted from three types of ores: primary ore (vein gold), placer (alluvial gold) and associated ore. Cyanide was widely used in gold ore flotation to depress gangue minerals and leaching/cyanidation. The process of extracting gold from gold ore, its separation and flotation concentrate, specifically through a technique called cyanidation or cyanide leaching. This method, which has been dominant since the 1970s, utilizes a dilute solution of cyanide to dissolve gold from the ore. While effective, the use of cyanide raises environmental and safety concerns due to its high toxicity. Cyanide spills can have severe environmental consequences. This has led to the exploration of alternative, environmentally friendly reagents. This paper discusses processing results using the alternative flotation depressants such as sodium sulfite (Na2SO3), etc. to produce a goldrich flotation concentrate for sale to a smelter or as feed to an alternative leaching agent. and methods to extract gold from ore without relying on cyanide.

Iran was a lodestone for the attention of industrial countries and companies wanting to share in its industrial development during the last two decades and particularly after 1972. Prior to 1972, most industrial projects in the private sector were on a relatively small scale and could be carried out in reasonably orderly fashion in spite of limitations of a primitive infrastructure and meager indigenous supply of managerial and technical skills. People with these skills could be found but not in abundance, and many of them were total¬ly engaged in various government ministries and projects. Thus it was that nearly all private sector industries, even long-established ones, required one or more foreigners to give guidance. A barite mine and processing facility was brought on line by Dresser Industries in 1960 without serious operational problems. A few expatriate experts were able to select and train a stable group of staff and production people and establish sound management principles for continued growth. The huge and increasing oil revenues after 1973 gave superficial credence to ideas of the Iranian government that the country could easily finance the jump into the industrial 20th century. All necessary skills and equipment not available in Iran would be imported, and intensive training programs would prepare Iranians for operating the new facilities. Large projects for steel production, copper production, oil refining, petrochemical production, cement production, and others were started or expanded. These are basic industries that consume substantial quantities of refractories. Studies made in 1972 indicated that the existing industries plus expanded and new projects scheduled to come into production would lead to a market sufficiently large to justify a refractory producing plant. Concurrent studies of raw material sources showed that clay, the largest tonnage item, would be locally available; the other raw materials would be imported. Iran Refractories Company (IREFCO) was founded in 1973 and started production in 1976.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. The year 1988 for the minerals indus¬try was one of favorable worldwide economic conditions for continued, rationally constrained growth. There was continued improvement in relations between market economy nations and the Soviet Union and China. The "shooting war" between Iran and Iraq ended. Soviet troops withdrew from Afghanistan. And conditions were generally favorable for economic growth in developed market economy countries. These favorable conditions were darkened only somewhat by the continuing foreign debt crises discernible in some major mineral producing developing market economy countries. However, there were situations developing that became major headlines in the late spring - situations that may have pronounced effects in 1989. The most significant event is the muddled situation in China. There is a good chance of worsening international relations and consequent restraint of development projects that could prove beneficial to China and her international partners. Of only slightly lesser evident significance was the death of Ruhollah Khomeini in Iran. This could lead to a variety of paths for the new Iranian leaders. Continued outbreaks of ethnic unrest in the Soviet Union clearly presented problems to the Gorbachev regime. This unrest has raised questions of how far the doctrines of "glasnost" and "peristroika" would be extended, including extensions into the minerals field. Another area of unrest is Panama with its tainted election and the Western Hemisphere's obvious dissatisfaction with the Noreiga regime. While not a direct threat to any major mineral industry enterprise, the political situation certainly presents a potential threat to the Panama Canal. At the risk of belaboring certain facts which have so often been stated in the past, please bear with me while I set the stage. What are the projected electrical power needs of the nation and of the Northwest during the next 15 to 20 years? No one who has researched the subject over its historical past has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. We are not here today to decide who should have light, heat, jobs and comfort, for we know that a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown. The Northwest area (the States of Oregon and Washington), for which I speak, has the same case history of electrical power need as does the nation as a whole, and the requirement boils down to roughly an average of a million kilowatts of new capacity each year over the next ten years and we can estimate an average two million kilowatts per year in the 1980's. This is simple arithmetic, but the problems of meeting this exhausting schedule are a real challenge. The subject to which I address this paper is the role that Western Coal will play in the 6 billion dollar investment in these power generation stations. That 6 billion dollar figure represents today's dollar value and you may wish to apply your own escalation - frankly, I haven't the courage.

The evaluation criteria for cost comparison of the Gearless Drive, also called Ringmotor or wrap-around motor, as variable-speed drive with a Twin Drive System using synchronous motors are reviewed. Both mechanical and electrical components of the drive system are considered. The evaluation criteria are described and for the cost comparison the applicable method is demonstrated. The cost comparison is based on a medium and large sized mill system. Each drive package will display cost details with regard to capital cost, maintenance, power losses, overall efficiency, overhead and loss of production. As conclusion the benefits and disadvantages of the two drive/mill packages will be presented together with a payback diagram.

This paper review s several new applications of solvent extraction developed in conjunction with a research project carried out under the AEC Raw Materials Division by the Dow Western Division laboratories during the last two years. A process for recovery of uranium from ores by contacting the solid directly with organic solvent without a prior aqueous leach and a process for uranium recovery by contacting thick, unfiltered leach slurry with the solvent were studied in an attempt to simplify ad reduce the cost of ore treatment procedures. Processes to produce pure UF4 products at the concentrate mills thus eliminating the production and subsequent dissolution of the concentrate were investigated. Since many of the leach liquors contained vanadium as well as uranium, solvent extraction processes for by-product vanadium were also studied.

For some time a need had existed in the minerals processing field for a relatively efficient separator that would treat high tonnages of particles in the intermediate size range, i.e., those particles too large for froth flotation and too small for conventional gravity-type separa¬tors. Among those devices developed to meet this need are the centrifu¬gal specific gravity separators. These devices employ centrifugal acceleration to assist gravitational acceleration in separating light¬density minerals from heavy-density minerals. In the category of centrifugal specific gravity separators are the heavy-media centrifugal separator and the water-only cyclone. The two major centrifugal heavy-media separators, i.e., the heavy-media cyclone and the DynaWhirlpool, as well as the water-only cyclone, are discussed in terms of: design features, operating variables, operat¬ing data, and flowsheet design criteria. Examples of plant applications are given in the field of coal processing as well as the processing of other minerals such as iron ores, potash, and tin. Finally, the subject of the staging of centrifugal separators and their use in combination with other separators is discussed. PRINCIPLES For coarse sizes of minerals, efficient specific gravity separations have been possible for many years with open-bath vessels using the natural settling velocity or buoyancy of the particles. These bath ves¬sels process ore by utilizing micron-size solid particles suspended in the slurry fed to the separator. The inclusion of these particles in the slurry increases the effective density of the separating fluid to allow particle separations to be made at densities greater than that of water. However, if vessel size is to remain within economical limits, the particles processed in the bath vessel must have high settling rates in a IG gravitational field. Because of this requirement, heavy¬medium bath vessels are usually restricted to processing +V4-in. sizes. To extend efficient specific gravity separation to smaller sizes, the gravitational acceleration of particles is replaced by centrifugal acceleration. The settling of a small particle in a fluid in a centrifugal force field is similar to that found in a static bath except that the acceleration due to gravity, g, is replaced by a centrifugal acceleration where v, is the tangential velocity at radius r: V=kdm(P-P,), V'. (J) µ In more practical terms where the particles settle in a suspension of finer particles comprising the heavy media and with an effective suspension density p" V = kdm' (P P ) . v'. (2) U r To date the most effective use of this principle has been obtained with devices that rotate a liquid or suspension within a stationary enclosure in order to create centrifugal force. Cyclones are the most common devices used for this purpose, because they generate centrifu¬gal forces far greater than the force of gravity and therefore not only have high capacities but can treat finer sizes than bath-type vessels can. The two main types of cyclones used by industry are the heavy-media cyclone and the water-only cyclone. Also quite widely used is the DynaWhirlpool, which, though based on the same princi¬ple, differs in design from the conventional cyclone. HEAVY-MEDIA CENTRIFUGAL SEPARATORS Like the bath vessels, the heavy-media centrifugal separators em¬ploy media composed of micron-size particles suspended in water. However, the centrifugal force generated in these separators accentu¬ates the difference in settling rate between particles of different density and thus makes possible separations of finer size particles than can be treated in bath vessels. The two most common heavy-media centri¬fugal separators are the heavy-media cyclone and the DynaWhirlpool. Heavy-Media Cyclone Although cyclones were originally developed for use as classifiers or thickeners, it was later found that they could also effectively serve as heavy-media separators.63. 64, Design Features Fig. I I is a schematic of a typical cyclone developed to serve for any one of the following purposes: as a classifier, thickener, or specific gravity separator. The cyclone consists of a cylindrical section joined to a conical section, usually having an included angle of between 14° and 25°. Feed enters the cyclone tangentially through an orifice attached to the cylindrical section. The overflow orifice is located in the base plate of the cylindrical section. The vortex finder, a tube attached to the overflow orifice, extends into the cyclone from the base plate of the cylindrical section. The underflow orifice is located at the apex of the conical section. As some medium together with mineral particles is fed through the feed orifice, a vortex with a hollow air core extending from the overflow to the underflow orifice forms in the cyclone while hollow spray discharges form at each of these orifices. Under the influence of the centrifugal force, high specific-gravity particles move through the medium to the wall of the cyclone and descend in a spiral flow pattern to the underflow orifice. Those particles in the feed stream, lower in specific gravity than the feed medium, follow the major portion of the flow to the center of the core where they are caught in the high-velocity upward central current and are carried out through the overflow orifice. Fig. 12 shows a family of curves that illustrates how materials of varying specific gravity are recovered by a cyclone. The definition of high sulfur coal varies from plant to plant and is subject to changes over time as the environmental regulations change. In plants constructed after September 1978 hardly any domestic coal can currently be burned without the use of Flue Gas Desulfurization (FGD) because a 70 percent reduction in potential S02 emission is mandatory even when the potential emission is less than 0.6 lbs. S02/106 Btu heat input. On the other hand older power plants may in many cases be legally emitting up to 6 lbs. S02/106 Btu or more under some State Implementation Plans (SIP). The Clean Air Act requires, however, that in the long run all stationary sources of S02 pollution must abide by the ceiling of 1.2 lbs S02/10 Btu heat input.. Coals with a potential to exceed this limit must, therefore, be considered as high sulfur coals. Such a definition would be unrealistic because many SIP's aim at an emission level of 1.8 to 2.0 lbs. SO2/106 Btu for existing plants and a stricter limit does not appear to be enforceable in the next 5 to 10 years. As a result, coals with an emission potential of greater than 2.0 lbs of S02 per 10 Btu heat input are considered high sulfur coals for the purpose of this investigation. Based on this definition and the 1984 actual consumption of coals by U.S. electric utilities (table 1) only 7 out of the 24 coal producing states could be categorized as low sulfur states. The actual S02 pollution, however, depends on total tonnage of a type of coal as well as the sulfur content of the coal. Table 1 also indicates that only 6 states--Kentucky, Illinois, West Virginia, Ohio, Pennsylvania and Indiana-account for nearly 77 percent of S02 pollution potential in the United States. These 6 states have therefore been chosen for this investigation.

The recent history of the mercury market results almost entirely from U.S. Government actions. Its derived demand has been curtailed by U.S.E.P.A. mandates; its supply has been augmented by U.S.D.L.A. controlled stockpile releases. The resultant prices have altered its market structure, impacted mercury mining, refiners and recyclers, and affected international production and markets. From a marketplace product mercury is rapidly becoming a disposal problem. Other minerals may follow in its wake. This paper reviews developments in demand, particularly in relation to environmental constraints. Supply side impacts are considered. The impact of stockpiles, both as a market overhang and as a potential supply is reviewed. Government stockpile disposal activity is emphasized, but the size, estimated disposal rate, and quality of the private stockpiles are considered, as is the potential availability of additional material from shut-in mines.

"INTRODUCTION Electrification of the heavily trafficked Manchester to Preston route by Network Rail required the rehabilitation of the Victorian era Farnworth Tunnels to accommodate 21st century high speed trains. Network Rail, J. Murphy and Sons Ltd (JMS) and OTB Engineering Ltd (OTB) collaborated closely to complete these works in close proximity to heritage infrastructure whilst maintaining a rail service on the route. This significant challenge has been mastered by a combination of detailed investigation, complex modelling, robust design, extensive monitoring, ground treatment, secant piling, sprayed concrete, steel arches and segmental lining techniques. Investigation of the “Down” Tunnel found deformation and cracking of the lining and this was reconstructed during 11 weekend possessions. The “Up” Tunnel was filled with low strength concrete and a 9m diameter open face shield was used to construct an 8m diameter segmental lined tunnel during a 23 week blockade whilst traffic was maintained in the “Down” Tunnel. ELECTRIFICATION OF THE RAILWAY The Farnworth Tunnel project is part of the UK wide £1bn Railway Upgrade Plan to provide improvements throughout the rail network which includes the Manchester to Preston route. The project also supports the UK Government commitment to build a “Northern Powerhouse” by improving links that bind northern England together and which will help it release its full potential with a more balanced, healthier economy. The majority of the current UK rail network infrastructure resulted from the rapid growth of the railways in the mid to late 19th century which means that most of the existing tunnels are over 120 years old. Over the centuries the introduction of larger rolling stock has reduced the original clearances provided in tunnels. The electrification of a route requires that any over-line structures provide clearance for Overhead Line Equipment (OLE), new rolling stock and to meet modern standards. As part of Network Rail’s current electrification programme a further 36 tunnels have been identified on routes requiring electrification. Not of all these Victorian structures will require alterations to provide OLE clearance but the condition of the existing tunnels and modern fire / waterproofing requirements may ultimately dictate the need for rehabilitation."
