There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. Dewatering of a -0.5 mm fine coal has been studied extensively. Deep cleaning requires however fine grinding, and dewatering of such ultrafine products presents a great challenge. Several coal samples finely ground and characterized by different wettabilities have b.een used in the filtration tests. Vacuum and press filters have been employed. In this paper only the results obtained with different flocculants (totally hydrophobic. semi-hydrophobic and hydrophilic polymers) are included. The results reveal the effect of coal surface properties and flocculant type on filtration of ultrafine coal.

Underground water is part of a continuing hydrologic cycle, which involves all elements of water occurrence. All groundwater of economic importance is in process of movement through a porous rock stratum from a place of intake or recharge to a place of disposal. Groundwater moves and is contained in fractures in the rock and/or in intergranular spaces of porous formations. Where there have been no water developments by man, groundwater is in a state of approximate equilibrium and the forces of replenishment and discharge are in balance. Thus, groundwater, unlike other mineral resources, is constantly being replenished in most areas at a rate which is measurable and which is important in the planning of its utilization. As illustrated by Figure 1, replenishment of groundwater supplies results from the direct penetration of rainfall through the soil to the water table, by seepage from surface streams or ponds, and/or by subsurface movement from an adjacent groundwater body. Under natural discharge conditions, water is commonly consumed by transpiration of trees and other types of vegetation, by flows from springs, by evaporation from shallow depths below the surface, and seepage into streams that traverse the area.

Dunn has written an excellent paper providing a wealth of advice on what is often the most costly consumable in the mineral processing plant. As he pointed out, grinding media selection and quality control can play a major role in successful plant operation. Owing to the economic importance of this topic, there are some important factors related to media sizing that I believe merit further comment. Dunn made reference to a slightly simplified version of the Azzaroni (1981) equation and pointed out its successful use for the Henderson SAG and Climax ball mills.

In the U.S.S.R. three of the world's major-known phosphate deposits are located. These have an estimated reserve of 2,600 million short tons of contained phosphorus. The best known lies in the "Khibiny Massif', an alkalaic rock formation some 600 square miles in area with mountain peaks rising to an altitude of 3300 ft above the surrounding terrain. Location and Climate The Khibiny Massif lies north of the Arctic Circle in the Kola Penin-sula, 100 miles south southeast of Murmansk, at a latitude of 67° 30' north and a longitude of 35° 30' east. It is serviced by rail from Murmansk and Leningrad (900 rail miles south). Figure 1. The phosphate operations are centered about the two cities of Apatity and Kirovsk. The former has a population of 35,000 and is on the Leningrad¬Murmansk railway. Kirovsk, 15 miles to the east, is now a city of 85,000. The region is at the limit of the tree line with most of the ground cover typical tundra. The mean annual temperature is -4°C and, in a normal year, precipitation occurs on 240 days. Because the temperature does not exceed freezing for 300 days each year, virtually all of the precipitation is snow. The two towns are nestled between mountains and, because of the weather, extensive avalanche control systems incorporating major engineering construction have been introduced to divert snow slides away from the populated areas. General Kirovsk was first settled in 1923 and the apatite occurrences were recognized shortly after. In 1933, the first concentrator for the recovery of the mineral was completed, producing in its first year of operation 170,000 tons of concentrate. With the growth and demand for phosphate in the U.S.S.R., a second concentrator was erected at Apatity. It calve on stream in 1963. Because of the severe climate, in the early days mining was limited to 85 days per year. With the introduction of new techniques and improved mining methods, the season has been extended to 115 days.

"Quartz Dust is a major health hazard in underground works, wherever the ground contains quartz and depending on the chosen method of excavation. A research project initiated by the Swiss Tunnelling Society and realized by the Swiss Federal Institut of Technology, Zurich, established a correlation between the potential of quartz dust generation during excavation and well known geotechnical characteristics – the Cerchar Abrasivity Index CAI and the Uniaxial Compressive Strength UCS - of ten typical Swiss rocks. The results are at the center of a new guideline by the Swiss Society of Engineers and Architects on the requirements for early project stages regarding ventilation and logistics in function of the quartz dust related risk of the expected ground type of the project. The approach presented could be applied worldwide, contributing to more effective health protection as well as to better cost stability in underground works. CONTEXT Respirable quartz dust (aerodynamic diameter of particles < 10 micron) is universally recognized as a major workplace health hazard. Chronic bronchitis, silicosis and lung cancer can be caused by excessive exposure to quartz dust, as has been proved by many medical studies. Therefore, the legislations of many nations specify a maximum workplace concentration (Maximale Arbeitsplatzkonzentration MAK, Occupational Exposure Level OEL). In Switzerland, for example, the Threshold Limit Value TLV for respirable Quartz or Crystalline Silica imposed by the Federal Committee on Exposure Levels (Grenzwertkommission) is 0.15mg/m3 air. Some nations refrain from establishing a OEL because of the carcinogenic nature of quartz."

"It is well known that froth visual features reflect the operating conditions of the flotation process, so that being able to accurately obtain the froth properties is the most significant criteria to optimize and control this process. Froth segmentation is a useful procedure that can determine the bubble size distribution. Several algorithms have been proposed in this field, but marker-based watershed transform shows the best performance. In spite of this fact, the algorithm suffers from oversegmentation in cases when the flotation froth includes large bubbles along with small ones. In the paper, the marker-based watershed method is modified to prevent oversegmentation of large bubbles. The developed algorithm is validated using some froth images captured at different operating conditions, so the results indicate that the method can segment the mixture of big and small bubbles effectively.IntroductionFroth flotation is a widely used process for separating valuable from gangue minerals. Effective control of flotation circuits has a dramatic effect on overall performance of a mineral processing plant. In most flotation plants, process operators monitor the froth surface visually and make adjustments to process parameters based on their interpretation of the surface appearance and their idea of the appearance of an ideal froth. However, due to natural complexity of the flotation process, achieving optimal control is often not possible for human operators.In recent years, attempts have been made to control the flotation circuits using machine vision systems (Moolman et al., 1995; 1996a,b; Bartolacci et al., 2006; Kaartinen et al., 2006; Vanegas and Holtham, 2008; Aldrich et al., 2010). The froth bubble size distribution is the most significant control variable that reflects the operating conditions in a flotation machine. To date, a number of approaches have been proposed for bubble size measurement from froth images, including segmentation (Sadr-kazemi and Cilliers, 1997; Wang et al., 2003; Mehrshad and Massinaei, 2011), texture spectrum (Nguyen and Thornton, 1995), wavelet (Liu et al., 2005), an improved texture spectrum approach, a method based on binary images (Lin et al., 2008) and, finally, using interfacial morphological information (Yang et al., 2009)."

"The third phase of the Bagram Drainage System project at Bagram Air Force Base in Afghanistan included construction of a shallow, 540-m long, 1.8-m inside diameter drainage tunnel. The tunnel penetrated mostly stiff to hard clayey and silty soils. The contractor’s Value Engineering Change Proposal (VECP) to use pipe-jacking with a microtunnel boring machine (MTBM) instead of the specified two-pass Earth Pressure Balance method was evaluated and supported using hand calculations. Contractor support was provided throughout the project by providing design reviews and instrumentation monitoring during construction. This paper compares the value-engineering proposal to the specified method and describes the construction conditions encountered. INTRODUCTION As part of a larger improvement project at the Bagram Air Force Base in Afghanistan, a shallow, 540-m long, 1.8-m inside diameter drainage tunnel was constructed to provide additional capacity for Coyote Creek to pass below several critical structures, including taxiways and the main runway, for mitigation of recurring flooding (see Figures 1 and 2). Overburden over the tunnel crown ranged from about 3 m to 5.5 m. An existing cast-in-place twin barrel concrete culvert runs approximately parallel to the new tunnel and is within about 8 m at its closest point. The contractor’s Value Engineering Change Proposal (VECP) to the specified two-pass Earth Pressure Balance (EPB) method (steel ribs and lagging or steel liner plate with a carrier pipe later grouted in-place) called for installation of the required drainage pipe by pipe-jacking (one-pass installation) using a slurry microtunnel boring machine (MTBM). The critical nature of the operations at the air base resulted in significant construction coordination challenges and a greater than usual need to avoid excessive settlements. Substantial restrictions were placed on drilling of investigative borings and installing instrumentation near runways and taxiways due to drill mast height. The prime contractor was SERKA TAAHHUT INSAAT A. S. (SERKA), the microtunneling subcontractor was Ludwig Pfeiffer Microtunnel GmbH & Co.KG (Pfeiffer), the jacking pipe designer was Gollwitzer Pipe and Shaft Technology GmbH (Gollwitzer), and the contractor’s tunnel engineer was Lachel & Associates, Inc. (Lachel). Lachel provided contractor support throughout the project including preparation of a VECP/Design Summary (including interpretation of existing and new geotechnical information), design reviews for jacking pipe, estimating settlement of an existing drainage structure above the new tunnel, and instrumentation planning, monitoring, and analysis during construction."

This presentation will be a general overview of the Cerrejon Coal Project being developed jointly by Carbocol, an entity of the Colombian government, and Intercor, an Exxon affiliate. The word "Cerrajon", by the way, is simply Spanish for a small hill. There is a distinctive hill near the mine site, and it&apos;s the only landmark of any significance. It&apos;s shown in Figure 1. So the locals call this area "El Cerrejon", "the little hill." Let me start with some of the highlights of the project, summarized in Figure 2, and then go into more detail later. A four-year feasibility study covered the geology, quality, engineering, construction operation and marketing of coal from this region. This study led Exxon to declare the project as commercial in July of 1980. Then in September of 1980 the president of Colombia gave the government&apos;s okay to proceed.

The CERAMEC pressure filter is used for the filtration of fine materials whose cake moisture cannot be achieved with vacuum. Development work has been carried out to achieve a well-controlled cake forming and cleaning of the filter media as well as an efficient solids discharge system. Operating costs are low due to low energy input and negligible consumption of pressurized air.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and therefore only assist in recalibrating the operators&apos; vision when major deviations occur. An image analysis system has been developed by IMC Fertilizer to improve upon the accuracy and precision of the composition estimation process. It still relies upon the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. This paper describes the system and its use and presents comparative results for various process streams.

Computer programs developed as part of the PROSPECTOR project at SRI International can indicate where the highest grade hypogene copper occurs in porphyry copper prospects. The programs are useful in selecting drilling targets in untested porphyry deposits. Because of mineralogic, structural and lithologic variations in porphyry-type deposits, three distinct computer programs have been constructed; however, this paper considers only the stockwork type in homogeneous rock (similar to the Lowell and Guilbert model). The programs represent models in the form of inference networks that utilize the mineralogic, alteration, lithologic, structural, geochemical and geophysical data normally collected prior to a drilling decision. One example of an application of the PROSPECTOR program for a stockwork-homogeneous porphyry is given: Island Cooper in British Columbia. Computations based on the surface geologic, geochemical and geophysical data for Island Copper clearly disclose the best hypogene grade of the deposit. Other deposits were tested in the programs as well, and in each case PROSPECTOR programs indicate the region with the highest hypogene grade.

The control of respirable dust in mines has been given paramount importance due to the health and safety implications associated with fine dust. The understanding of the temporal and spatial behavior of dust has been recognized as essential for increasing the efficiencies of the existing control techniques and for developing new control strategies. Mining-related studies in this area are, in general, limited. They are also mostly experimental. Some mathematical and computer analyses have been attempted. In this paper, first a review of the mathematical studies performed in the last three decades in this area is presented. Second, a mathematical model for analyzing dust flow in mines is proposed. The model takes into account a number of factors affecting dust transport. It incorporates varying dust generation source strengths and dispersion, deposition, and coagulation of dust in mine airways. Finally, application areas for the model are discussed. A computer program based on the mathematical model has been developed. The program will output the dust concentration in the mine atmosphere as a function of time and distance from the source. The amount of dust deposited on the sides, roof, and floor of the airway is also determined.

The La Perla Mine, owned by Altos Hornos de Mexico, S.A., is located approximately 100 miles east of the City of Chihuahua in the State of Chihuahua, Mexico. The mine began operations in 1958. Existing ore beneficiating facilities, consisting of heavy media and jig plants, upgrade the ore prior to shipment by rail to the Altos Hornos steelmaking complex in Monclova. Sizable reserves of two distinct ore types, which were not amenable to treatment in the existing beneficiating plant, or usable in the blast furnaces, have been mined and stockpiled in order to uncover the treatable ores. One of these ore types has been labeled "Diseminado" ore, and is low grade containing approximately 42% Fe with sulphurs ranging from 1 to 2%. The other ore type has been labeled "Pulverulento" ore, and is high grade containing approximately 65% Fe and 0.1% S, but at 80% minus 325 mesh, is too fine grained for efficient sintering. Late in 1968, Arthur G. McKee & Company became involved with the problem of improving the above ores for their efficient and economical use in Altos Hornos&apos; blast furnaces. Early in 1969 representative samples of Diseminado ore were obtained for laboratory bench-scale testing at the University of Minnesota, Mineral Resources Research Center. Concentration tests incorporating magnetic roasting, wet magnetic separation, high intensity separation, high tension magnetic separation, anionic flotation of apatite, cationic flotation of silica and oleic acid flotation of iron were performed. Laboratory testing was concurrently carried on at La Perla Laboratory, which resulted in plans to construct a 10 TPD pilot plant. The pilot plant was operational in September, 1969. Analyzing laboratory results as well as pilot plant results, Altos Hornos and Arthur G. McKee & Company metallurgists agreed that the most promising flowsheet for the low grade Diseminado ores entailed wet magnetic cobbing, desliming, and oleic acid flotation of the non-magnetic fraction. This paper examines the computerization steps of United Coal Company of Bristol, Virginia. OVERVIEW Producing close to 7,000,000 tons per year, United Coal Company is one of the most interesting mining companies in the east. Their approach to mining reflects a dedication to modern technologies and extraction methodologies. With varying amounts of production coming from four divisions (a fair amount of production comes from contract operators) and over a billion tons in recoverable reserves, United rests heavily on the planning and engineering efforts of a centralized engineering group. Although each division relies on its own engineering personnel for day-to-day management and operations, long range planning and reserve management is conducted at the corporate engineering level. This group, while extremely competent and efficient, is relatively small (7 people), when compared to the needs of a large mining company.

A geometallurgical testing program was developed to anticipate ore behavior in the beneficiation plant and support production planning. Over 100 drill core samples from a major iron ore deposit were tested using bench-scale gravity and magnetic separation methods to assess variability in process responses. Results showed significant differences in key attributes such as iron grade, gangue content, slimes generation, and specific gravity, directly impacting concentrate grade, recoveries, and tailings quality. Correlation analysis and regression models were used to link feed properties to process outcomes, and a mass recovery estimation equation (Wrec) was developed for predictive use. The study proposes the integration of geometallurgical parameters—such as Fe, SiO2, Al2O3, LOI, ore type, size fractions, and slimes content—into the block model to support blending decisions and minimize operational risks. This work establishes a solid foundation for long-term mine-to-plant integration, with future phases aiming to expand testing and build a calibrated geometallurgical model.

Reliability of the compressive strength of a coal seam determined in the laboratory is often subjected to debate. Effects of the coal seam&apos;s inherent characteristics, specimen preparation, testing procedure, testing condition, and a number of tests often result in drastic variation of the strength data. This paper deals with the development of a testing procedure for determination of coal seam compressive strength in the laboratory. Coal samples from two different coal seams were tested. First, the inherent characteristics of each coal seam such as coal structure, Hardgrove Orindability Index (HOI), Slake Durability Index, proximate analysis, and mechanical properties namely Young&apos;s modulus and Poisson&apos;s ratio were determined to categorize them in terms of their characteristic severity liable to produce variable strength data in typical laboratory tests. Second, two commonly used laboratory specimen shapes namely; cylindrical and cubical, were tested to determine which shape produced the least variation of data and reproducible strength values. Third, four loading rates within the static testing range (Le. 0.007 MPa/s (1.0 psi/sec), 0.07 MPa/s (10 psi/sec), 0.34 MPa/s (50 psi/sec), and 0.7 MPa/s (100 psi/sec)) were used to determine an ideal loading rate. Finally, the number of test samples required to produce strength data within the acceptable standard deviation, considering coal seam characteristics were established.

"There have been about 42 fatalities in underground coal mines between 1984 and 2015 where the victim was struck, pinned, or run over by a mobile machine (MM) such as a shuttle car, scoop, or battery hauler. MSHA has issued a proposed rule requiring proximity detection systems (PDS) on MMs in an effort to prevent future fatalities. Currently approved PDSs use electromagnetic (EM) technology to detect the presence of a miner and impose machine controls to prevent contact. The disadvantages of an EM-based PDS on MMs include the need for a miner-wearable component (MWC), environmental interferences, EM interferences from other devices, and low localization range and accuracy. NIOSH researchers are investigating alternate technologies that could improve the capabilities of the current PDSs. Many technologies were reviewed, and NIOSH researchers identified RFID, LIDAR, RADAR, ultrasonic detection, and computer vision as candidates for PDS development. The performance characteristics of each technology and its applicability to an underground mining environment will be discussed, along with international developments and implementations, and the concept of sensor fusion. INTRODUCTION PDSs provide safety to mine workers by detecting their presence (and in some cases location) around a machine. These PDSs provide a warning zone, which triggers an alarm, and a stop zone, which halts the machine before it contacts the miner. The Mine Safety and Health Administration (MSHA) issued a final rule requiring that PDSs be installed on all continuous mining machines (CMMs) on the working section, with the exception of full-faced machines, according to a phase-in schedule for newly manufactured and existing equipment [1]. The PDSs that were designed for CMMs have since been adapted to other mobile machines. Mobile machines include scoops, which are used as general utility vehicles, as well as coal hauling machines, such as shuttle cars, ram cars, and continuous haulage systems. MSHA has examined all accident reports from 1984 to 2014, and determined that 42 fatalities could have been prevented on mobile machines had a PDS been installed [2]. As such, MSHA issued a proposed rule that would require mobile machines on working sections (with the exception of longwall sections) to be equipped with a PDS. This rule would follow a phase-in schedule for newly manufactured and existing equipment. Currently available PDSs are based on electromagnetic (EM) technology. NIOSH researchers developed a shell-based magnetic flux density distribution model [3] for determining the position of a miner near a machine. A typical system would consist of four generators positioned around the perimeter of the machine. Each generator is a coil of insulated wire wrapped around a ferrite core. The magnetic field strength is proportional to the current running through the coil. Miners working on the section have an MWC, which is a transceiver that measures the field strength emitted by the generators and transmits a data packet over an RF link which contains the field strength reading to the PDS controller mounted on the machine. The magnetic field generators are pulsed sequentially such that the MWC can identify which generator’s field strength it is reading. This type of system utilizes the principle of magnetic flux density: the closer the MWC is to the field generators, the higher the field strength reading. Thus a miner’s presence can be determined once he gets too close to the machine, because his MWC will measure a magnetic flux density beyond a certain threshold. These thresholds are utilized on a per-generator basis to “shape” the fields for both warning and stop zones around a machine, as illustrated in Figure 1."

The Coteau Properties Company&apos;s Freedom Mine is a surface lignite mining operation utilizing large draglines, trucks and shovels, tractor-scrapers, and bulldozers to uncover a single coal seam. In 1989, a work order system was instituted to record data by equipment type, cost, productivity, and distance, and to provide historical information for planning the most efficient and economic use of each equipment type in the mining operation. This report explains how the work order system was initiated, what data is tracked, and how the data is utilized for equipment and project scheduling.

Doyashiki Concentrator in Hanaoka mine of Dowa Mining Co., Ltd. started the operation in 1943, treating the ore mainly from Doyashiki ore deposits. After the cessation of mining of Doyashiki ore body in 1973, Doyashiki concentrator began to treat the ore from Fukazawa mine instead in the same year, and furthermore the ore from Ezuri mine In 1979. Currently Doyashiki concentrator treats 30,000 tons of ore per month from both mines. The ore treated is complex sulfide ore, called "Kuroko" (black ore), and the principal minerals contained in the ore are chalcopyrite, galena, sphalerite, pyrite, and barite, accompanied by bornite, tetrahedrite, tennantite, covellite, stromeyerite, argentite, polybasite, pearcite, and electrum. The Principal gangue minerals are quartz, gypsum and clay. The grade of the feed to the concentrator averages 0.9 p/t Au, 110 g/t Ag, 1.1 %Cu, 2.8 %Pb, 9.2 %Zn, 5.0 % Pyrite-S and 13% BaS04. The feed is, after washing and two-stage crushing, ground to 88% minus 200 mesh in a rod mill and ball mills with cyclone classifiers, and five concentrates are recovered by flotation. Primarily copper-lead bulk concentrate is recovered by sulfurous acid-lime flotation method, and then from the bulk concentrate copper concentrate is floated by hot pulp flotation method, sinks being lead concentrate. Zinc concentrate is recovered from the tailing of copper-lead bulk flotation, pyrite concentrate from zinc flotation tailing and barite concentrate from pyrite flotation tailing. The final tailing is sent to the dam.
