"The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure's legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry's practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer's comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

The material balance computer program (MAT-BAL) developed at the Minerals Resource Research Center of the University of Minnesota, has been used in conjunction with routine process profile samples taken in the potash compaction plant at Great Salt Lake Minerals and Chemicals Corporation, Ogden, Utah. In this manner, a uniform data base is being established for the process, and selected key indicators are used for decisions in plant operation and maintenance. With present emphasis on improving product quality and increasing production rates, the standard data base system provides a means of measuring results from test programs to optimize the circuit. The development and application of this process control method is discussed. The compaction plant computer-assisted data base has been in existence for only two years, but it has made significant contributions to the knowledge of the process and continues to assist in monitoring the plant performance. It is anticipated that the material balance program will be adapted to the GSL flotation plant in 1979, and to other circuits in the potassium sulfate chemical plant.

The Zijinshan gold-copper mine, located in Shanghang County, China, is a porphyry-type, low-grade ore deposit with a geological profile of upper gold and lower copper. Despite its low-grade nature, it has become one of the largest in production scale and most profitable nonferrous metal mines in China, which can be attributed to the successful application of hydrometallurgy as well as proper engineering design. A large-scale, open-air cyanide heap leach has been successfully implemented to recover gold under the humid and rainy weather conditions of southern China. Furthermore, according to the gold ore characteristics, a combination of gravity separation, carbon-in-leach and heap leaching processes was developed to improve gold recovery. In terms of copper extraction, copper ore of a grade higher than 0.25 percent is fed to the flotation plants to produce copper concentrate (gold is also enriched here), while copper ore of a grade lower than 0.25 percent undergoes heap bioleaching followed by solvent extraction and electrowinning to produce cathode copper. Additionally, a unique bioleaching system has been established at the Zijinshan Mine: low operating pH (0.8~1.0), high concentration of total soluble iron (~50 g/L), high temperatures (45~60 °C) and low activity of microorganism (~104/mL) in the pregnant leach solution (PLS). This review paper summarizes the practical experience acquired in developing the Zijinshan gold-copper mine and could be of use in other gold and/or copper plants.

Open pit mines are getting deeper with time and transportation expenses are increasing because of the increasing haulage distance. In-pit crushing and conveying (IPCC) is getting popular in deeper open pit mines as a suitable alternative to truck haulage because it offers a lower operating cost due to shorter haulage distance and less truck requirement. Semi-mobile in-pit crusher, currently the most popular IPCC system, is relocated every two to five years and the short-term plan needs to be updated accordingly. Short-term planning with IPCC is an area of research that has not been explored extensively yet and hardly any model can generate short-term extraction sequence considering an IPCC in place. This research work proposes a mixed integer programming model to generate short-term production plan within a time horizon of 12 months. The objective of the model is to optimally allocate shovels to minimize cost of material handling and maximize revenue subject to meeting plant requirement, maximum allowable tonnage variation and IPCC location constraints to achieve production and NPV targets set by strategic plan. The proposed model has been implemented in a hypothetical case study for verification. The comparison of results between scenarios with and without IPCC is expected to justify the use of IPCC in large open pit mines from a short to medium term perspective. A semi-mobile IPCC system with one relocation is considered in the case study.

An example of market development is described. The market in rail-lake movement of coal is vital to a rail carrier because of its location. This market is threatened by nuclear and other competing fuel sources and by depressed all-rail unit train rates, The first step to develop the rail-lake transportation market consists of rate adjustments and tariff changes to force tighter scheduling of mines, railroad, port and boats, and thus reduce cost. The second step provides a surge pile at the port to eliminate most of the seasonal disadvantage of rail-lake movement and reduce car detention at the port to almost zero.

Drilling of small diameter blast holes in the conventional tunnel driving system or mining operation still consumes a significant part of the time and money required to extend an opening in rock. The use of pneumatic drills for most small hole applications has been the dominant tool used by miners and tunnel men alike throughout the world. But now, a, trend has been started that is showing major inroads into the traditional areas of pneumatics drilling for all types of rocks. Operators dealing in very soft materials, such as coal, salt or potash, traditionally had the option to use hydraulic power for their drilling tools. Twelve to fifteen years ago, drillers in medium hard, but nonabrasive rock extended their drill machine option by helping to develop a drill that still used air to power the hammers, but relied on hydraulic power for the rotational torque and feed thrust. (1) This was a significant step forward, particularly for those who drilled in rocks that were compatible to rotary-percussion bits. However, this application was in fact somewhat limited to the limestone and dolomite formation of mid-United States and the softer sediments in Europe. Now high performance rock drills have been developed, using all-hydraulics for both the hammer and rotation, that have many advantages over the conventional pneumatic systems. In two previous papers on this subject, (2)(3) this author reviewed in detail: 1) the characteristics of each of the manufacturer's products that were on the market; 2) The specific advantages of the all-hydraulic drilling systems; 3) Data from the applications of these drilling systems that was in use; 4) What was needed to further develop this drilling system and utilize its potential in the mining or tunnelling cycle. Stimulated by current $0.80 to $1.20 per pound price tag of copper, considerable interest and activity have been generated in the copper mining camps throughout the world, and especially in the Southwestern United States and Northern Mexico copper belt. Under these economically favorable conditions, many of the marginal oxide-copper deposits, as well as newly discovered prospects, are under scrutiny for possible exploitation. For both the known deposits and new prospects, the big question facing the mine operator is the selection of the best method for processing these economically attractive oxide-copper deposits. Several variations of the hydrometallurgical processes are currently available for treating oxide-copper ores which can be mined by the open-pit method. Basically, these processes involve preparing the ore for application of an acid solution, applying the solution to the ore, and recovery of the metal from the pregnant solution. Dump leaching, heap leaching, vat leaching, agitation leaching and, in more recent times, in situ leaching or solution mining in combination with well established cementation process or the newly developed solvent extraction-electrowinning system have all been employed or have been investigated for the recovery of copper from oxide ores. Of these processes, dump, heap and vat leaching have been successfully practiced for treating oxide-copper ores. Agitation leaching is a relatively newcomer and has been adopted from the experiences of uranium and gold processing. Finally, the inplace leaching technique is the latest process to be suggested for possible treatment of oxide-copper ores.

Introduction Some unique opportunities exist for industrial minerals in British Columbia and Alberta. The region's diversified geology, particularly in British Columbia, offers favorable environments for a rich variety of mineral resources. Many minerals have been produced for years. For some, however, the level of production is far less than the potential. Others have had production in the past, but are not currently produced. Still others are known to exist and may have been actively prospected. But they are not yet developed. In addition, a number of speculative possibilities have recently come to light. The potential significance is not fully confirmed, but is suggested in showings in favorable geologic settings. Location and geography British Columbia and Alberta are the westernmost provinces in Canada (Fig. 1). The region overlaps two major physiographic divisions of the country, the Cordillera and the Interior Plains. It also takes in a small segment of the Canadian Shield on the east. The entire territory is greater than 1.6 Mkm2 (618,000 sq miles). Most of British Columbia lies within the Cordillera, a mountainous belt some 800 km (500 miles) wide. The belt is made up of three main physiographic components, the Eastern, Interior, and Western subdivisions. The Eastern subdivision embraces the rugged, linear ranges of the Rocky Mountains, elevations between 2600 and 3300 m (8530 and 10,800 ft). They form a 100-km (62-mile) wide band straddling the BC-Alberta border and extending northwest across northern British Columbia. The Interior subdivision includes several ancient mountain ranges but is dominated by an intermountane plateau area of low relief (average elevation 1200 m or 3900 ft). The Western subdivision is dominated by the Coast Mountains (elevations between 1800 and 4000 m or 5900 and 13,123 ft). These form a band about 175 km (110 miles) wide into which are sculptured the spectacular fiords of the BC coastline. Alberta lies largely within the Interior Plains, a prairie region of low to moderate relief (elevations between 200 and 1200 m or 650 and 3940 ft) formed of nearly horizontal bedrock strata. The Plains surface rises gradually to the southwest toward the deformed belt of the Rocky Mountains, where the bedrock strata are upturned, folded, and faulted. To the east, the Plains merge with the Canadian Shield, which exposes the Precambrian crystalline basement of western Canada. The total population of the BC-Alberta region is about five million people. Minerals, forestry, and agriculture are the primary industries here. It has well developed infrastructures to service these industries. British Columbia is third among the Canadian provinces in metal mining - $1.1 billion in 1985 - and first in forest products. It is also second in hydro-electric power development. Alberta leads all provinces in total mineral production, largely due to its extensively developed petroleum and natural gas resources - $26.2 billion in 1985.

A coal mine located in southern West Virginia recently set a world record for daily low-seam coal production using a Cat automated longwall plow system. In a 24-hour period on April 10 and 11, 2014, the Pinnacle Mine longwall produced 32,411 t (35,724 st) from the Virginia Pocahontas No. 3 Seam, in a seam height of just 1.42 m (56 in.) along the 298-m (980-ft) longwall face. The Pinnacle Mine, located near the town of Pineville and owned by Cliffs Natural Resources Inc., an international mining and resource company, operates a Cat Gleithobel GH1600 Longwall Plow System. A previous record was set by this system at Pinnacle in August, 2012 when 29,423 t (32,430 st) were mined in a 24-hour period. The record was set by the same system, mining its second panel after a comprehensive rebuild was performed by Carter Machinery, the Cat Dealer in that area. The rebuild encompassed a complete rebuild of the headgate and tailgate armored face conveyor (AFC) drive, the headgate and tailgate special AFC pans, the stageloader drives and return end, the complete crusher and all gearboxes for the plow, AFC and stageloader. Carter acquired the rights to sales and aftermarket support associated with the former Bucyrus mining products, both surface and underground, in 2013. ?Supporting and rebuilding a longwall plow system was a new experience for the Carter service team,? said Chris Curfman, president of Caterpillar Global Mining Sales and Support Division. ?However, given the record production results attained by the rebuilt system at Pinnacle, it?s obvious that they are up to the challenge of supporting the underground product lines at the same high standards and quality level that they have been delivering for many years on the traditional Cat surface mining products.? Tom Bluth, president of Caterpillar Global Mining Products Division, said, ?Caterpillar congratulates the Pinnacle team for this great achievement. Without their efforts and dedication this record would not have been possible. To safely deliver that kind of output from such a thin seam is remarkable. We have been privileged to work alongside their team to demonstrate the capabilities of Cat longwall mining technology. ?

The property is located in the Porgera Valley 600 Km North West of Port Moresby. The remote location is 2500 m above sea level. The mine area has 3,600 mm of annual rainfall and a temperate climate with temperatures ranging from 10" C to 22° C throughout the year. Alluvial gold was reported in the Porgera area in 1938 and has been an important source of revenue for the area for many years. Intermittent exploration was carried out until the 1960's when Placer (PNG) Pty. Ltd. with Mt. Isa Mines commenced an extensive exploration program. The property was brought to production in 1990 by the Porgera Joint Venture group consisting of Mount Isa Mines Ltd, Rennison Goldfield Consolidated Ltd. and Placer Dome Inc, each with a 30% ownership and the Government of Papua New Guinea with a 10% share. Placer Dome Inc. is the manager of the property with construction under the direction of the Placer Dome Technical Services group.

Conditioning Reagents Frothers have by far the largest effect on the amount of coal recovered They act not only in their traditionally accepted function of “bubble makers”, but in coal flotation they serve in a seldom acknowledged role of collectors. A lab flotation study on four samples of different coal ranks shows how these react to various frother families and proves that no froher is the optimum reagent for all types of coal. The advent of new technology in flotation equipment in the past decade has resulted in various novel designs of column cells, Jameson and Centrifloat™ cells, air-sped hydrocylones, etc. All should require special frothers or blends of frothers to meet their specific needs.

In this paper the activation behavior of quartz using Ca(OH)2 as an activator in quartz reverse flotation with anionic collector was evaluated and their adsorption behavior was investigated using a variety of techniques. The adsorption of the collector KS-I on the surface of quartz with and without Ca2+ was primarily characterized using Quartz Crystal Microbalance with Dissipation technique (QCM-D), which is a high sensitivity in-situ surface characterization technique. The flotation performance was evaluated using a laboratory mechanical flotation cell at different process parameters such as pH, collector dosage, and Ca(OH)2 dosage. The anionic collector evaluated was a commercial fatty acid KS-I. The QCM-D data showed that the collector adsorbed on quartz more readily with Ca2+ as activator. The mass and structural property of the collector layer adsorbed on quartz surface at 2.16×10-3 mol/L of Ca2+, 0.3 g/L of collector and pH 12.0 have been studied using the technique of QCM-D. The chemisorption of the collector KS-I on the surface of quartz in presence of Ca2+ were also demonstrated by means of zeta potential, QCM-D and FTIR analysis.

We evaluated a new process for remediation of acid rock drainage (ARD). The process treats ARD with intermittently fluidized beds of granular limestone maintained within a continuous flow reactor pressurized with CO2. Tests were performed over a thirty day period at the Toby Creek mine drainage treatment plant, Elk County, Pennsylvania in cooperation with the Pennsylvania Department of Environmental Protection. Equipment performance was established at operating pressures of 0,34,82, and 117 kPa using an ARD flow of 227 L/min. The ARD had the following characteristics: pH, 3.1; temperature, 10 OC; dissolved oxygen, 6.4 mg/L; acidity, 260 mg/5; total iron, 21 mg/L; aluminum, 22 mg/L; manganese, 7.5 mg/L; and conductivity, 1400 uS/cm. In all cases tested, processed ARD was net alkaline with mean pH and alkalinities of 6.7 and 59 mg/L at a CO2 pressure of 0 kPa, 6.6 and 158 mg/L at 34 kPa, 7.4 and 240 mg/L at 82 kPa, and 7.4 and 290 mg/L at 117 kPa Processed ARD alkalinities were correlated to the settled bed depth (p<0.001) and CO2 pressure (p<0.001). Iron, aluminum, and manganese removal efficiencies of 96%, 99%, and 5%, respectively, were achieved with filtration following treatment. No indications of metal hydroxide precipitation or armoring of the limestone were observed. The surplus alkalinity established at 82 kPa was successful in treating an equivalent of 1136 L/min (fivefold dilution) of the combined three ARD streams entering the Toby Creek Plant. This side-stream capability provides savings in treatment unit scale as well as flexibility in treatment effect. The capability of the system to handle higher influent acidity was tested by elevating the acidity to 5000 mg/L with sulfuric acid. Net alkaline effluent was produced, indicating applicability of the process to highly acidic ARD.

In July 1968, P.T. Inco Indonesia was granted a Contract of Work to explore and develop the nickel laterite resources on the southeastern peninsula of the island of Sulawesi. Since 1970, exploration has centred on the deposits at Soroako as the site for initial project development. This paper describes the exploration methods used to evaluate these rather unique laterite deposits, the geology of which is described in the first section of this volume.

The Bushveld Complex of South Africa contains almost 90% of the world’s reserves of platinum group minerals (PGMs). In the flotation of PGMs, there are significant challenges arising from the need to treat ever-decreasing grades of the relevant ore deposits. The major challenge in the flotation of these ore bodies is the control and management of the gangue minerals, particularly silicates such as orthopyroxene and plagioclase feldspar which are often rimmed with talc which makes them naturally floatable. It has been shown that various polysaccharide depressants such as CMC and guar have different properties in terms of depressing the gangue minerals. Since the PGMs are often associated with sulphides, copper sulphate is widely used as an activator in PGM flotation but can inadvertently activate the gangue minerals and reduce the recovery of PtTe2 which accounts for up to 40% of the Pt in the Platreef ore body. Depressants also reduce the mass of solids reporting to the froth and can thus destabilize the froth. This effect on the froth can be mitigated by using higher frother dosages or water of higher ionic strength. In summary due care needs to be taken to carry out site test work to develop an optimum ratio of collector, frother, activator and depressant to ensure that the highest grades and recoveries of the PGEs are obtained while reducing depressant dosage as much as possible. Chromite recoveries can be reduced through the application of gravity separation or reducing entrainment through reduced water recovery. INTRODUCTION The Bushveld Complex located in the north of South Africa contains the world’s largest deposit of Platinum Group Minerals (PGMs) (1). The so-called upper Critical Zone of the Complex hosts the largest concentration of platinum group elements (PGEs) in the world. The Zone hosts the Upper Group Chromitite No.2 (UG2) reef and Merensky Reef as well as the Platreef mineralization of the northern limb of the Bushveld Complex. The Merensky pegmatoid Zone contains the base metal sulphide grains and associated PGMs. Of particular importance to the topic of this paper is the occurrence in these reefs of various gangue minerals. The Merensky Reef consists predominantly of orthopyroxene (~60%), plagioclase feldspar (~20%), pyroxene (~15%), phlogopite (5%) and occasional olivine. Secondary minerals such as talc, serpentine, chlorite and magnetite have widespread occurrence. Of these, talc is the only mineral to show significant natural floatability (2,3). Although present in small amounts talc is closely associated with pyroxene and imparts significant floatablity to the high concentrations of pyroxene present in these ores (4). The base metal sulphides consist predominantly of pyrrohtite (~40%), pentlandite (~30%) and chalcopyrite (~15%). The major platinum group minerals are cooperite (PtS), braggite [(Pt,Pd)NiS], sperrylite (PtAs2) and PGE alloys. The UG2 consists predominantly of chromite (between 60 – 90% by volume) with lesser silicate minerals (5 – 30% pyroxene and 1 – 10% plagioclase). Other minerals present in minor concentrations, can include silicates, oxides and base metal sulphides. Total PGE varies by locality but on average range between 4 and 7 g/t. The PGMs present in the UG2 Reef are highly variable, but generally the UG2 is characterised by PGE sulphides such as laurite (RuS2), cooperite (PtS) and braggite [(Pt,Pd)NiS. The base metal sulphides consist predominantly of chalcopyrite, pentlandite and pyrrhotite. The Platreef is located in the northern limb of the Bushveld Complex. This reef consists of a complex assemblage of rock types, with pyroxenites, serpentinites and calc-silicates being the most abundant. Base metal mineralization and platinum group element (PGE) concentrations are found to be highly irregular, both in value as well as in distribution. The fluidized solids technique for the calcination of phosphate rock has been well established for over 10 years. This paper is intended to review the recent performance of many of the Dorr-Oliver FluoSolids* calciners. In addition, design features of these three compartment refrac¬tory construction reactors will be described and a comparison made with fuel requirements for single compartment calcination. Also presented will be certain, aspects of the use of the rock including a discussion of non sulfate sulfur in the rock. A system is described for producing a blended mixture of calcined and uncalcined rock.

"The National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. Refuge alternatives typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The Mine Safety and Health Administration (MSHA) requires that the PRVs vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: a modified PVC check valve, an off-the-shelf brass/cast iron butterfly check valve, and a commercially available valve that was designed specifically for one manufacturer’s steel pre-fabricated RA and has been adapted for use in built-in-place (BIP) RAs located at one mine. PRVs used in tent style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with 30 CFR regulations. BACKGROUND The Mine Improvement and New Emergency Response Act of 2006 (Miner Act) (1) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement. Section 13 of the MINER Act specifically directed the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the Department of Labor to act on the results of such research as appropriate. These mandates culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for the Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in H2O), or at a pressure as specified by the RA manufacturer, above mine atmospheric pressure in the RA (2)."

Knife River Coal Mining Company&apos;s Beulah Mine is a multiple seam lignite operation located in western North Dakota. The mine began production in 1963 with annual production at 450,000 metric ton and now produces 2.2 mm ton. As development progresses, operations have advanced into more complex geologic areas. Various techniques have been analyzed to maximize coal recovery in a cost effective manner. Additional studies are on-going to determine what changes will be implemented as we encounter deep wet sands in the reserve area.

Unprotected uranium mill tailings impoundments can pose a significant risk to nearby inhabitants and the surrounding environment in the event of a prolonged or catastrophic release of contaminants contained in the tailings. As a result of this potential, reclamation plans for such facilities must include engineering designs to protect against disruption of the tailings and the potential release of radioactive materials. The goals for such engineering designs should be to provide overall site stability for long-term periods with no need for planned ongoing maintenance and to provide a repository for the tailings that will not place a burden on future generations. Although the goal is to provide a maintenance-free system that does not require monitoring, it must be recognized that some period of surveillance would be reasonable. The surveillance period could be relatively short and only needs to assure with reasonable confidence that the reclamation scheme that was implemented is functioning adequately. An investigation was conducted by Nelson, Volpe, Wardwell, Schumm and Staub (1983) entitled Design Considerations for Long-Term Stabilization of Uranium Mill Tailings Impoundments (NUREG/CR-3397). This report assesses the degree of confidence with which long-term reclamation plans can be expected to remain effective over specific periods of time, and to assess the additional effort required to extend the design period from one long-term period to a longer one. This paper presents a summary of that investigation and discusses some of the important conclusions.
