Establishing geotechnical baselines on soft ground projects that require the use of closed-face tunnel boring machines (TBMs) is difficult. It is hard to see the face when mining and the excavated material is combined and mixed, all of which makes baseline quantifications challenging. In an attempt to meet underlying objectives of minimizing bidder contingencies, allocating or sharing risks and paying for conditions only if they occur, nongeotechnical baselines (i.e., functional baselines) have been developed. These have been used on the District of Columbia Water and Sewer Authority?s Clean Rivers (DCCR) Blue Plains Tunnel (BPT) project. This article examines the development of such functional baselines and how they were implemented on the BPT project.

With the inauguration of the open pit operation in Bagdad, plans were formulated for a large scale leaching operation. Dump stockpiling was started almost immediately, but actual production was not initiated until the spring of 1961. Like all neophytes, we started something about which, on a commercial scale, we knew next to nothing, either dump preparation or leach procedure, and as a consequence, we are still paying the piper. True, we had been through an extensive laboratory pilot program, but it soon became apparent that there was considerably more to increasing solution volumes than simple multiplication. Had we initially possessed our present acumen, the Cyprus Bagdad plant could be operated more efficiently and at a better profit. During the past several years, the art of dump leaching of copper has improved in many ways, primarily because of the application of scientific principles gleaned from general mining practice. Rigid pH control and the use of atomic absorption techniques for rapid," accurate assaying have probably played a leading role in this respect, although we cannot overlook the other sophisticated electronic controls lending improvement to acid addition and pumping, better piping materials, and lastly, the more efficient use of our pregnant liquors. Thin too, the years of experience have given us a greater understanding of dump behavior in general; and, we can, to a greater extent, measure, predict, and avoid some of the idiosyncrasies inherent in every dump. However, it is my firm belief that we will still be confronted with unexplainable dump behavior as long as we are involved in leaching. We have found our dump to be a wonderful money bank, but one that is capable of yielding a wildly fluctuating profit.

Damen Avenue to Roosevelt Road, the Tunnel and Reservoir Plan (TARP), a Deep Tunnel Project for the Metropolitan Sanitary District of Greater Chicago consists of 25,189 lin. ft. of 32 ft. tunnel with 1 ft. 0 in. concrete liner throughout. The 17,100 ft. main tunnel connects at both ends with two other Deep Tunnel contracts. A branch tunnel connecting to the mainstream tunnel, commences approximately 4,140 ft. from the construction shaft and runs 8,089 ft. south and terminates at the Racine Avenue Pumping Station. Shaft work consists of one 28 ft. 6 in. diameter construction shaft, one 3 ft. 6 in. diameter access shaft and 25 drop shafts-four of which have vent shafts. The drop shafts vary in diameter from 4 ft. 0 in. to 17 ft. 0 in. All shafts vary in depth to invert from 225 ft. to 235 ft. Work has been underway for 16 months and as of this writing the construction shaft and access shaft are complete. Seven shafts have been excavated and concreting operations have started in four of them. The starter tunnel is complete, the mining machine has mined 250 lin. ft. and the muck removal system is in full operation. The contractor for the project is a joint venture of Paschen/Morrison-Knudsen/Kenny. Paschen Contractors, Inc., Chicago, Illinois is the sponsor. The total contract amount is $107,837,300.00.

The ever-increasing demand for steel and the subsequent depletion of high-grade ores requires the massive utilization of low-grade iron ores. In the present study, an iron ore slime sample containing 56.1% Fe was investigated using physical beneficiation, carbothermal reduction, and a microwave-assisted process; however, physical beneficiation and microwave exposure were found to be inefficient as they yielded lower iron recovery. Using coconut shell as an alternative reductant was found to be promising and does not lead to the formation of higher iron oxides, such as fayalite and wustite phases. The microwave-assisted carbothermal reduction was found at par with conventional reduction, saving time and heating. The optimum magnetic concentrate obtained in both carbothermal reduction routes (microwave and muffle furnace: Fe grade, Fe recovery, and yield of 64.3, 97, and 84%, and 67, 99, and 83%, respectively) are suitable for alternative iron-making or blast furnace units.

Optimization of a process is achieved by selecting, 'from all the known options, the most beneficial method of obtaining a product. It is rare that the optimum process is arrived at by conventional methods, because of the great amount of time required for developing and comparing all the options. On the other hand, it is now possible, by means of an optimization program based on special mathematical formulas involving an algorithm and implemented by a computer, to plot the optimum process realizing considerable savings and in a reasonably short time. The flow sheet arrived at in accordance with the optimization program described in this paper investigates and develops all the possible options and, with the aid of the computer, makes it possible to select the most economical ore beneficiation process. The options in an ore beneficiation process are all the possible trajectories that can be traced through the particle sizes to which the ore is reducible in the extraction of its valuable minerals. Although an ore can have a wide range of composition and several valuable minerals that can be extracted, this paper is concerned with the special case in which only one mineral is extracted from the ore and in which the maximum allowable percentage of impurities in the end product is defined.

Eldorado Resources Ltd.(ERL) uses a solvent extraction process for the processing of uranium ores. The solvent extraction plant consists of 4 extraction and 5 stripping stages with regeneration carried out as required (Wyper, 1982). Extraction is carried out with a solvent consisting of 4.5 vol % Alamine 336, 4.5 vol % Isodecanol and 91 vol % kerosene. The extraction step can be represented as In equation (1).

An empirical correlation to detennine laboratory mill grinding time has been developed. Grinding samples to 90 ± 5# below 147 micrometers was required for a flotation testwork at Companhia Vale do Rio Doce (CVRD) Research Center. The initial samples were all below 1 mm in size with different size distributions and work indices (Wi) ranging from 13 to 23 kWh/st. Grinding curves were determined for some initial samples. A correlation was developed between percent retained on 147 micrometers at a standard time and the time required to grind each sample to the required size. This correlation was then used to grind all samples, based on the preliminary grinding model. Finally, a statistical analysis with the size distribution of all samples was performed. The success of using the correlation was confirmed and an equation was determined using the data set.

NTRODUCTION Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for pre¬dicting the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface move¬ment data, a relatively large portion of the subsidence data col¬lected could not provide information other than surface movement. In a paper by Luo and Peng (1992), the sources and magnitude of errors in the measured surface movements using an electronic total station in subsidence survey are discussed. If the errors in the measured surface movement components are left untreated before calculation for deformation indices (i.e., slope, strain and curva¬ture), the errors will be carried over to the deformation indices and enlarged if improper numerical procedures are used in the calcu¬lation. It should be noticed that in protecting structures affected by ground subsidence, accurate surface deformation indices are much more important than surface movement. In order to improve the accuracy of the collected surface movement data and the calcu¬lated deformation indices, a number of numerical procedures are also proposed in the same paper. The proposed techniques include: a data smoothing technique for data pre-processing; and a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data. DATA SMOOTHING Because of various factors, the measured surface movement data always contain errors, small or large. In order to better utilize the collected data, a data smoothing method is proposed to correct the errors in the measured movement data. The method uses the same concept as the influence function method (e.g., Knothe, 1957) on which many existing subsidence prediction methods are based. The data smoothing method makes necessary corrections on the measured movement for the point of interest according to not only the measured movement at this point but also those at the surrounding points. The contribution of a surrounding point in making the correction for the point of interest is inversely propor¬tional, in exponential form, to the distance between them. We evaluate the exploration effort by diamond drilling for zinc in central Tennessee and southern Kentucky through a statistical analysis comparing the Middle Tennessee district with the older Tri-State and Upper Mississippi Valley districts. All of the ore deposits are of the Mississippi Valley type and are similar geologically. Through statistical analyses we attempt to answer these questions: Had the drilling density in the Middle Tennessee district been applied to the Tri-State district, how much of the ore in the Tri-State would have been discovered? Had this drilling been done in the Upper Mississippi Valley district, how much of the ore in that district would have been found? Which of these two older districts does Middle Tennessee more closely resemble in intensity of zinc mineralization? Is more drilling warranted in the Middle Tennessee district? Our data base includes tonnage and area distributions of ore deposits in the Tri-State dis¬trict, sizes of ore bodies and probabilities of their recognition in the three districts, and data for the Elmwood mine in the Middle Tennessee district. Our statistical analysis considers the consequences of drilling holes in the three districts on square grids at coarse, intermediate, and fine spacings. We conclude that the drilling pattern assumed for Middle Tennessee would have found some but not all of the ore in the two older districts. We believe that in intensity of mineralization Middle Tennessee more closely resembles the Tri-State than the Upper Mississippi Valley district, and that more drilling is warranted in the Middle Tennessee district.

The need for wartime supplies of uranium for the Manhattan Project prompted a 1944 study of uranium in South Africa. Uraninite had been reported by R.A. Cooper in 1923 in a Witwatersrand heavy- mineral concentrate, and the search for uranium, therefore, included the district's 30 operating mills. The method of investigation was simple: take bulk concentrate samples from the Wifley tables and determine their mineralogy. Samples were taken on a daily basis, although weekly composites also were taken of some mills. In 1944, most mills had simple gravity circuits and produced (I) a gravity concentrate, and (2) an all-slime [-75 pm (-200 mesh)] product. The tonnage throughput was known, and from that, head assays could be calculated. Concentrate samples were sent to the United States for chemical analyses. A Geiger counter set up in a Johannesburg hotel room provided preliminary data. The early data showed uraninite to be widespread. Microscopic, mineragraphic, and siezing tests were all under- taken in Johannesburg. Ultimately, tests led to a high grade (+90%) uraninite concentrate. Platinum and other heavies were the impurities. In seven months, the investigations had reached the stage where it was possible to forecast an annual production of 5.4 to 7.3 kt (6,000 to 8,000 st) of U3O8. The estimate is still realistic. The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. Finally, a natural resource company has to develop a healthy balance sheet during good times if it is to survive the bad. Money in the

Lithium-ion (Li-ion) battery applications are increasing for battery-powered vehicles because of their high energy density and expected long cycle life. With the development of battery-powered vehicles, fire and explosion hazards associated with lithium-ion batteries are a safety issue that needs to be addressed. Li-ion batteries can go through a thermal runaway under different abuse conditions, including thermal, mechanical and electrical abuse, leading to a fire or explosion. The National Institute for Occupational Safety and Health (NIOSH) mining program is conducting research to prevent and respond to lithium-ion battery fires in battery-electric vehicles in the mining industry. In this study, experiments were conducted to investigate the effectiveness of different suppression systems including dry chemical, Class D extinguishing powder and water mist for lithium-iron-phosphate (LFP) battery pack fires. The effects of activation time and release time of the water-mist system on the suppression of the LFP battery (a type of Li-ion battery) fires were studied. The results of this study may be helpful for developing strategic firefighting and response plans for battery-powered vehicles used in mining.

Underground coal mining machinery utilizes portable electric sables, "trailing cables." to obtain power from load centers or distribution boxes. Cables are frequently damaged since mobile equipment, poor lighting, and restricted space are inherent to coal mining operations. Normally, the damage is repaired by splicing--the joining of one or more severed conductors and replacing insulation and jacket. Figure 1 illustrates a typical single conductor splice. Although the repair seems simple, difficulty of the splicing process is exemplified by the many safety hazards and frequent production delays that result from defective splices. Forty-two cable splice related injuries were reported to the U.S. Bureau of Mines in 1972 and 1973. Additionally, 17 splices related fires were reported in the three year period prior to December 1972. Assuming the damaged area is quickly located, an average splice time for a two conductor cable is twenty minutes. Some operators estimate this delay is incurred once per day per operating section. If one ton per minute is averaged throughout the shift, each unit could loose 4800 tons per year from splice delays. An estimated cost for materials and labor to make a splice is $20. The expenditure could result in a $4800 annual cost per section. The estimated expense does not include wages of other personnel waiting for the repair to be completed. Nevertheless, labor and materials cost is minor compared to the income lost from decreased production.

"Steel Fibre Reinforced Concrete (SFRC) Segmental Tunnel Linings have successfully been used for over 20 years in the UK and have been adopted in a number of high profile projects such as High Speed 1, Crossrail, Thames Tideway, as well as High Speed 2. Tunnel linings and especially SFRC design are not covered in the Eurocodes. This shortage of SFRC tunnel design rules seems to be partially addressed by several international publications. However, in the UK, the ‘design-assisted by testing’ (DAT) approach has also been adopted. The Paper discusses the UK’s best design practice and focuses on the DAT methodology as applied in the case of the 6.9km (4.3miles), 7.8m (25.6 feet) ID Lining for the £635million Lee Tunnel Project. The design approach, the full scale testing at the Building Research Establishment (BRE), and the construction innovations are presented. This experience will be transferred to the £4billion Thames Tideway Tunnel.INTRODUCTIONSteel Fibre Reinforced Concrete (SFRC) has been used for Tunnel segments for more than 20 years. The first application of SFRC in the UK was for the Heathrow Baggage tunnel (1994). Since then significant size tunnels have been designed and constructed, such as the Jubilee Line (1999) High Speed 1 (CTRL, 2006), Crossrail (2014), Lee Tunnel (2014) and the scheduled 25km Thames Tideway (‘Super Sewer’) and High Speed 2 rail tunnels. However one the main obstacles in achieving streamlined design and improving efficiency are the lack of appropriate design guidelines for SFRC tunnel segments. This issue will – to some extent – be addressed by a number of current documents on tunnel FRC design either being produced by BSi (PAS8810, expected 2016), ACI (544.R) and ITAtech (Design Guideline PCFRC, 2015) in an effort to advance the design of SFRC and take into consideration the recent developments in Steel and Macro-Synthetic FRC technology."

Hydrometallurgical processes are needed to extract nickel (Ni) when it is disseminated in mineral matrix. High-pressure acid leaching (HPAL) and atmospheric acid leaching (AAL) are alternatives, and AAL has the advantage of requiring mild temperatures and pressure. Reducing-reagent tests improved the extraction of metals for the specific limiting portion of the ore. Low dosage of sodium thiosulfate presented better selectivity and safer operating conditions, allowing metal extractions of 50–62 percent at 95 °C. However, the low extraction rate obtained for Ni and the similar levels of impurities — magnesium (Mg), manganese (Mn), cobalt (Co) and iron (Fe) — extracted may represent economical and technological challenges in the downstream process.

The crust of the earth, together with its seas and its atmosphere, is the source of all of mankind's primary wealth. Indeed, most people think of precious metals and stones when they think of wealth mined from the earth, but the value of the material and energy goods derived from the earth far exceed the value of the precious metals and gem stones. Thus, it is obvious that all minerals which we mine from the ground represent new wealth--the copper, clay, or petroleum we mine just as much as the gold or silver. More and more, wealth is defined in terms of utility-not in terms of an arbitrarily established monetary value. The recent action of the OPEC nations in controlling the flow of petroleum has clearly demonstrated this to the petroleum-importing nations! There is developing in the United States, as well as in many other nations of the world, a concern for the future availability of many mineral-derived raw materials and of mineral fuels. Ore grades are diminishing, concern for the environment has placed restraints on commercial development of some mineral deposits and the processing facilities necessary to exploit them, and countries upon which we have relied for major mineral materials have become increasingly nationalistic, causing uncertainties in future supply and causing an increasingly alarming deficit in our nation's balance in trade.

In addition to products available from private vendors, many useful programs are developed at universities - in fact, many of these programs led the way to commercial development. Other projects are assigned to consultants with backgrounds in system design and mining. Both types of development have led to programs that can be acquired for the cost of a tape or disk. Explanations of commodity price levels, or movements, commonly focus on the supply and demand fundamentals of the particular commodity, or else are assigned to speculative activity. Comparisons of metal price histories with monetary and other economic data support the argument that the supply of and demand for money are no less important in price determination than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.
