This paper provides a discussion of the various federal and state laws governing water quality as related to mining operations. The specific laws addressed are the Clean Water Act, and the Arizona Mined Land Reclamation Act. Topics that will be addressed are mine water and process water discharges, storm water discharges, pollution prevention, dredge and fill, spill prevention control and countermeasure plan, and surface water protection. Proposed changes to the laws and regulations will be discussed. Compliance strategies will be suggested to prevent potential noncompliance and enforcement.

"The paper presents dimensionless design diagrams for estimating the stand-up time of a tunnel face in saturated ground of medium-low permeability. The diagrams cover a wide range of ground parameters and apply to shallow tunnels (overburden less than two diameters). As the time-dependency of the face stability in water-bearing ground is associated with the consolidation process in the soil ahead of the tunnel face, the stand-up time is determined by means of hydraulic-mechanical coupled spatial stress analyses. The results presented are important for tunnel engineering practice, e.g. when estimating the feasibility of atmospheric interventions in the working chamber of a closed shield. INTRODUCTION The response of water-bearing medium-low permeability ground to tunnel excavation is time dependent. The time-dependency is due to a transient seepage flow process that is triggered by the excavation and develops slowly over the course of time. Experience shows that the short-term behavior the ground is more favorable than the long-term one: the deformations increase with time; the tunnel face may be stable initially and fail only after some time. The time over which the tunnel face remains stable is called the stand-up time. This paper investigates the time dependency of the tunnel face stability assuming that all time effects are due to consolidation rather than creep. This assumption is reasonable for shallow tunnels crossing water-bearing soils. In the problem under analysis, the unsupported tunnel face remains stable under the undrained conditions prevailing after excavation, but collapses before reaching the drained conditions prevailing at a steady state. The assessment of the stand-up time is important from an economical point of view for both mechanized and conventional tunneling through weak water-bearing ground, as a long stand-up time removes the need for face support or ground improvement works during standstills, thus saving time and money, while short stand-up times require hyperbaric interventions or the implementation of costly and time-consuming auxiliary measures."

Of all the fossil fuels produced in the U. S., coal is by far the most abundant. U. S. reserves amount to an estimated 1.5 trillion tons, 2,500 times the 600 million tons produced in 1970. Although it would not be possible to recover all of this coal economically with current mining technology, a significant portion would be available given the proper circumstances. With existing technology, approximately one-eighth of these reserves is accessible, an amount which would last for several hundred years at the 1970 level of production. On the face of it, this substantial reserve should go a long way in meeting the Nation's energy needs. But coal offers special problems. As additional coal is mined and then burned, there are increased costs to the Nation's land, water, skies, and health. Hence, coal poses a dilemma because of its dual status as one of our most abundant domestic fuels and as one of our major sources of environmental degradation. Against the benefits that would be chalked up in the areas of national security, balance of trade, and economic well-being from the increased use of coal, we must enter on the debit side of the ledger the increased environmental cost. This paper reviews the use of U.S. fossil fuel, the drawbacks of coal as an energy source, the means being developed to overcome these drawbacks, and the background behind the present sulfur emission regulations relative to coal combustion. It also discusses in detail the Federal Environmental Protection Agency's (EPA's) current policies to ensure the continued use of coal as a major source of energy for fossil-fuel fired power plants.

Rockburst is defined as a sudden and violent explosion of rock on the surface of a rock excavation. Rockburst has been regarded as the least understood and most feared hazard problem for underground rock excavations. Traditionally, rockbursts were classified into the strain, pillar, and fault-slip categories. However, rockbursts are also known to occur at stress levels well below the rock yield strength, in mines where the rock is far from brittle, or without the presence of geological discontinuities. A plausible explanation of rockbursts is buckling, which has been identified as one of the main mechanisms for rockbursts. It is observed that rockbursts are often induced by dynamic loadings (pulses) from adjacent blasting. Therefore, the present paper studies the effect of pulse shape and amplitude on pillar rockbursts induced by dynamic loadings from blasting using the method of numerical analysis. The governing equation of a pillar’s motion is set up and the mechanism of pillar rockbursts is investigated through a practical example. The results show that it is not the shape of a pulse but the impact energy to decide the occurrence of pillar rockbursts. If all other parameters remain the same, pillar rockbursts are more likely to occur when the pulse duration is longer. The parametric resonance and the perturbation of dynamic loadings are also found to play an important role in the occurrence of rockbursts. These insights would provide invaluable clues about the mechanism and for better control of pillar rockbursts.

In busy and historic cities, traditional open box metro stations are becoming outrageously difficult, unacceptable for the citizen and uneconomical. Hybrid stations provide an interesting alternative. In-house experience of Gautrain (South Africa), West bay (Qatar), Cairo line 3A (Egypt), and Melbourne (Australia) all aim to reduce disturbance to the city and its inhabitants during construction. Constructed in rock or in deep soil under water table, they take advantages of the latest construction techniques from cement grouting to freezing, and from traditional excavation of cavern to large tunnels constructed by sophisticated tunnel boring machines (TBM). Today, they form the ultimate construction challenge.

The rugged foothills of the Allegheny Mountains in Washington County, Southwestern Pennsylvania, lend their terrain very well to the use of aerial tram systems to carry refuse from Bethlehem Mines' two preparation plants to disposal areas some distance from the plant site. Bethlehem Nines Corporation has three deep mines in this area, all of which are mining the Pittsburgh Coal Seam, The raw coal is prepared for metallurgical use in a preparation plant at each mine, Trio of these preparation plants, Mine No, 51, Ellsworth and Mine No. 58 Marianna, use aerial tram systems to dispose of reject material.

For the development of deep hard rock mines fast access to the orebody is critical. In some cases the mineralized area is more than 1500 m (5000 ft) below surface. Excavation of shafts or declines is typically on the critical path of the project schedule. Saving time on those activities can significantly increase the net present value of the mining project. Mechanical excavation methods are a step-change in excavation performance and labor safety compared to drill and blast operations. In hard rock conditions roadheaders can not be used effectively, so disc cutting is the first choice. For excavation of declines tunnel boring machines (TBM) can be used in many cases. These provide in certain rock conditions considerably higher production rates compared to drill and blast excavation.

The adsorption and desorption of gold cyanide by activated carbon is significantly influenced by particle size of the activated carbon particles and the chemical environment. A series of adsorption and elution experiments have been performed with ten different particle size fractions. The tests indicate that although the ultimate adsorption capacity is independent of the activated carbon particle size, the adsorption rate is strongly affected by the particle size. Further, desorption characteristics using traditional Mintek and atmospheric Zadra procedures reveal interesting trends with variation in particle size and will be discussed in this paper.

A series of batch flotation tests was performed on chalcopyrite-quartzite, pyrrhotite-quartzite, and on chalcopyrite-pyrrhotite-quartzite mixtures. Pulp potential measurements in the flotation tests of single sulfide minerals indicated that each sulfide mineral had its own optimum potential range for flotation. When these results were used to select the potential ranges for the separation of the two minerals from their mixture, their flotation responses changed and the selectivity of separation was adversely affected. A possible mechanism involving surface alteration through galvanic interaction is discussed. A method to improve the selectivity of flotation separation was proposed.

"Controlled recirculation may be considered as a beneficial means in mines of cold climate, where heating of air is required, and in deep or extensive mines, where cooling of air is required. Controlled recirculation can be designed by proper sizing of the booster fans with respect to main fan. Intuitively, it seems that the buildup of methane at the face will cease when a steady state condition is attained, and also that, at that same time, the maximum concentration at the face will remain same as in the return air. This supposition is proved by mathematical analysis that considers uniform mixing of methane in air in successive cycles of recirculation. This study includes two scenarios to show the effect of controlled recirculation on methane concentration in a sample network. Firstly, when recirculation crosscut exists near the working face; secondly, when recirculation crosscut exists away from the working face. The later scenario shows lesser buildup of methane concentration than the former one. INTRODUCTION The controlled recirculation is designed purposefully to allow a partial fraction of used air that increases the air velocity due to increased quantity of air and consequently allows effective dilution of contaminants to improve local ventilation condition at the working face. It can be designed by proper sizing of booster fan with respect to main fan in a ventilation network. Controlled recirculation may be categorized as crosscut, in-line or combined system based upon the configuration of the booster fan locations in a district ventilation network. Research on controlled recirculation has shown numerous benefits of controlled recirculation especially in deep or extensive underground mines, where further heating or cooling is required (Calizaya 1990; McPherson 1993 and Jones, 1987). However, fear of buildup of concentration has misled the mining communities to view the controlled recirculation as a hazard and deprived the mining industry to derive benefits from recirculation. The Parallel Thimble Shoal Tunnel (PTST) project is a part of the Chesapeake Bay Bridge- Tunnel (CBBT) complex. The project involves the construction of a two-lane bored tunnel under the Thimble Shoal Channel between Portal Island #1 (the southernmost island) and Portal Island #2. The new PTST will be the rst transportation tunnel constructed in the Mid-Atlantic region by a tunnel boring machine (TBM). This paper describes the design and construction of the tunnel approach structure in an open marine environment with the strategies employed to overcome the various construction challenges. The project is unique since the entire tunnel approach structure is built on a very limited area within an open marine environment without any reclamation of the existing island.

This paper demonstrates the importance of including a discount rate in the determination of the optimum final' depth of an open pit. Without a proper discount rate, a pit will probably end up too deep. Another consideration is future underground mining. If underground mining is profitable, the pit may need to be shallower. Of all of the investments needed, only mining equipment and the underground mine should be included, and amortization and depreciation should not he included in the study.

Freeport Indonesia consists of surface, civil and underground mining areas exposed to numerous geotechnical risks and hazards. PTFI uses various monitoring systems (Micro-Seismic, Firefly Light System, Mira Geoscience machine learning, etc.) to effectively manage these risks. The significant volumes of data from these sensors must be integrated into actionable information to provide the expected risk management. This occurs at the GeoEngineering Integrated Monitoring Centre (GIMC), a centralized department within the GeoEngineering Division, tasked with the responsibility to manage all geotechnical monitoring systems. The main hazard the GIMC is responsible for managing in real time is mine seismicity within the underground mining areas and the potential impacts on safe operations. Seismic system engineers achieve this objective through 24 hours a day and seven days a week operations of the GIMC, providing a centralized point of communication, alerts, evacuations and control during seismic events and emergencies. This paper will describe how the GIMC achieves its goal using reliable procedures and strategies based on detailed Triggered Action Response Plan (TARP), concise communications, novel technologies (FireFly Lighting System), and proven seismic re-entry programs to manage risk within the underground mining operations. The integration of geotechnical monitoring and reporting into a centralized group has improved the effectiveness and management of seismic risks and hazards at PT Freeport Indonesia (PTFI) mining operations.

Agglomeration techniques have been successfully applied to commerical heap leach cyanidation operations for the recovery of precious metals from low-grade ores, mine wastes, and tailings. The major parameters important for successful agglomeration pretreatment of these feed materials are discussed. Several commercial agglomeration-heap leaching operations are described. Two of the operations converted from conventional heap leaching to agglomeration-heap leaching after coventional heap leaching proved unsuccessful. Heap performance before and after agglomeration is discussed. A fairly recent operation that began production using agglomeration-heap leaching technology is also described. Two operations that processed milled tailings by agglomeration are discussed. The tailings feeds could not have been economically processed by means other than agglomeration-heap leaching.

Cyanidation has established itself as the main process for extracting gold from ores in this century. However, many ores exhibit refractoriness to the conventional cyanidation process. The main cause of the refractoriness is generally the presence of carbon, tellurium, and sulfides, particularly those of antimony, arsenic, and iron. The problem is usually solved by either modifying the cyanidation conditions or providing an oxidation pretreatment. This paper presents results from studies that help in understanding the causes of refractoriness of various gold ores. This is followed by a discussion of many processes that have been developed to solve the problem such as intensive cyanidation, pressure cyanidation, carbon-in-leach cyanidation, and pretreatment processes such as roasting, chemical oxidation, autoclave oxidation, and bacterial oxidation.

The 31st annual American Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Tucson Starr Pass Resort on Saturday, Dec. 7, 2013. Each year, one living inductee, two Medal of Merit recipients, honorees from mining?s past, an industry partnership award, as well as a special citation, are recognized by the MFSW for their respective contributions to the mining industry. James D. Toole, past president and chief executive officer of Southwest Energy LLC, will be the Hall of Fame inductee, guest of honor, and featured speaker at the awards banquet. Toole founded Southwest Energy LLC in 1973 and is credited with introducing innovative explosive technology, providing even greater value to its mining customers. Medals of Merit will be awarded to Joseph M. Keane, principal metallurgical engineer for SGS Metcon Research/KD Engineering, and Sean D. Dessureault, associate professor at the University of Arizona. Keane is recognized for his metallurgical expertise, especially in design development and pollution abatement. Dessureault is recognized for his advanced mining research, with more than 25 journal publications, and his entrepreneurship as the founder and chief executive officer of two mineral-related companies. To honor mining?s past, the hall of fame will induct Bartolomé de Medina for his invention of the patio process for recovering silver; Ben Williams for his management of the Copper Queen Mine in Bisbee, AZ; Charles E. Mills for his contributions at Morenci and Inspiration Copper and founding Apache Powder Co. and The Valley National Bank; John S. Finlay and Edwin B. Royle for their invention of the mucking machine; and Louis Caryl Graton for his ore deposits research and teaching economic geology at Harvard University.

This paper discusses factors affecting the productivity of continuous coal mining operations. It analyzes design and operational relationships in continuous mining systems, and investigates how their productivity can be improved by selecting the number of headings, the dimensions of pillars, and the depth of cuts as well as the miner loading rate and tramming speed, the shuttle car payload and hauling speed, and the roof bolting cycle time. A computer simulator has been found very efficient in analyzing effects of section layouts and equipment operating characteristics on the productivity of continuous coal mining systems.

"The mining industry has always faced the problems of replacing retired mining professionals, retaining their knowledge, continuously developing the skills of local talent and employing under-represented groups. In expansionary scenarios the industry faces the additional challenge of increasing available talent. New talent has traditionally come from current mining programs; however, these programs have been declining in numbers, and those that remain face challenges such as fluctuating enrollments, and reduced budgets. Queen’s University and Northern College have partnered to develop an innovative new program that offers online mining education to engineering technologists seeking to upgrade their skills and obtain a Bachelor’s degree. The high quality, flexible curriculum, offered online, includes a wide range of learning activities that promote interaction (student-to-student, student-to-instructor, and student-to-content), and is enabled by modern learning technologies (an integrated learning platform, as well as a variety of types of purpose-built video, web conferencing, and simulation software). The program issues block transfer credit to college graduates, and consequently reduces the time to completion when compared to other Bachelor’s degrees in Mining. The curriculum has been carefully designed to enhance a balance of technical, managerial, and societal skills for students. The program also includes short summer field school sessions, where students gain practical application skills under the direct supervision of engineering experts. THE NEEDS OF INDUSTRY Canada is the world’s largest exporter of minerals, and the contribution of this sector to Canada’s gross national product is more than three times that of the automotive industry, representing approximately 4% of Canadian GDP (MiHR, 2015)1. According to a recent report by the Canadian Mining Industry Resources Council (MiHR, 2016)2, despite the recent downturn in commodity prices, the industry will continuously need to attract new engineers to replace talent retirements and prepare for the possibility of expansion when the industry recovers. As past experience indicates, the challenges during expansion times are severe and the effects on education counter-productive. For example, during the prolonged expansion cycle of 2006-2012, several new programs were started worldwide, and mining became the profession of choice for many young students. During the subsequent downturn in the industry, many of these programs face dwindling enrollments, placing their sustainability in question. However, there is a continual need by industry to retain employees, as well as attract and train local talent, while providing educational opportunities to its employees. High potential college graduates can find themselves reaching a ceiling in their advancement due to their lack of a University degree. Furthermore, there exists an under representation of women, immigrants, and Aboriginal peoples in the labour force, and engineering fields in general1,2. Traditional mining engineering programs have tried to respond to the needs of industry, as well as meet the needs of students seeking diverse and successful employment careers. These programs tend to cater to the educational needs and aspirations of a general population, and their ability to grow and respond to changing industry needs is constrained by the number of students they can attract, as well as the resources available to them in a steady-state scenario."

A geologic investigation of mineral resources in South Carolina first began in 1825 when the General Assembly authorized Lardner Vanuxen to conduct a "Geological and Mineralogical Survey of South Carolina." Vanuxen, South Carolina's first State Geologist, reported in 1826 on the limestones (marble) of the Piedmont which during those early years, were burned in many shall, scattered kilns in the region wherever suitable raw material was available. He also mentioned the possibility of using marl from the Atlantic Coastal Plain province for direct application and enrichment to the soil. Since before the year 1844 industrial minerals in South Carolina have been commercially produced literally from A to Z, asbestos to zircon. The first pub¬lished reports of actual commercial production, not just an occurrence, are referenced in Table 1 for 33 known industrial minerals and rocks in South Carolina. Known or suspected occurrences of undeveloped non-metallic mineral resources in South Carolina await future verification by geologic mapping, sampling (including coring), possible beneficiation, and market analysis. These industrial minerals and rocks include, but are not limited to, special, clay minerals (e.g. bentonitic clays, zeolites and others), sillimanite, argillite (lightweight aggregate), kaolin (alumina) and marl (underground storage and tunneling medium). In addition other non-metallic minerals, once mined but still worthy of reconsideration, include topaz (industrial), heavy minerals, barite, feldspar, and monazite. Finally, possibilities for new reserves, as an expansion of existing mine output, might develop for fuller's earth, limestone (lime), sericite (finely divided mica), vermiculite, kaolin (paper coating and filling, other filler), and metallurgical gravel. Official South Carolina data from the U. S. Bureau of Mines for 1974 indicated a total value of mineral production of $105.2 million. The intensive use of computers for mineral application at Serrana's phosphate mine in Jacupiranga, State of Sao Paulo, Brazil, began in the late seventies. The early hardware and software available are described in sufficient detail to allow comparisons between that solution and the new one, based on a personal computer and a new software package - PC MINE SYSTEM from GEMCOM SERVICES INC - that provides full color graphics capabilities plus mine design and planning tools. The process needed for adaptation to the new technology' and its impact on SERRANA S.A. DE MINERACAO are described. Finally, future enhancements to the System and mine control and planning are focused.
