I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. The Mesabi Range extends continuously from near Grand Rapids, on the Mississippi River, E.N.E. for a distance of about 1120 miles to near Birch Lake, where it is covered by the large gabbro flow which forms the base of the Keweenawan series. The same formation (Mesabi) appears again near Gunflint Lake on the international boundary, and shows as far east as Thunder Bay on the north shore of Lake Superior. Between Mesabi station, on the Duluth and Iron Range Railway, and Birch Lake, although considerable exploration work has been done, there is no evidence of concentration of ore in workable bodies. The Gunflint beds are thin alternating layers of chert and hematite. Alt the workable deposits at present known, on the Mesabi, lie between Mesabi station and Grand Rapids, the greater number being St. Louis County simplified geologic column is given herewith instead of the complete correlation table given by the United States Geological survey.

This paper describes the design of a wellfield to provide a water supply for a new mine in southern Africa. A hydrogeological investigation was conducted that included the drilling and test pumping of eight wells located within a highly jointed pyroxenite aquifer. The wellfield was designed using a simple probabilistic analysis. This approach allowed the variability of the aquifer parameters to be taken into account. A risk assessment analysis was then carried out to evaluate the level of assurance that a reliable water supply could be provided by the wellfield. The analysis was also used to assess the effects of supplementing the water supply by pumping from nearby flooded workings.

The phytoremediation method is proposed to recover valuable metals from polluted soils. In this sense, the objective of this research is to determine if it is possible to use native plants in the recovery of precious metals from abandoned mining liabilities. The tailings samples containing Au and Ag were acquired from the northern region of Peru. Two native plant species, Stipa Ichu and Cortaderia Nitida, were used. Results show that Au was recovery around 19% (1.52 mg/Kg) and 25.43% (1.78 mg/Kg) by using Stipa Ichu and Cortadeira Nitida, respectively. Besides, Ag had a better recovery in the Stipa Ichu reaching a value of 6.83% (0.628 mg/Kg); in contrast, Cortadeira Nitida had an efficiency of 3.6% (0.814 mg/Kg). Bioaccumulation, bioconcentration and translocation factors were calculated by determining the concentration of precious metals in the roots and aerial parts of each plant. Results show that Stipa Ichu had a greater capacity of hyperaccumulated Ag compared to Au; while Cortaderia Nitida tended to have a better performance for Au. In conclusion, both plants are recommended for phytoremediation of mining liabilities.

Comminution is a unit operation which consumes major part of energy in mineral processing industries such as fertilizer production. Ball mills are widely used for size reduction of a given ore to the liberation size that is required in further beneficiation processes. In grinding of materials much effort is concentrated on control of top size of the product and this results in production of fines, also creates secondary problems of pollution due to the difficulty in the collection of fine particles. The present work has been carried out to control product size distribution for rock phosphate grinding in an Industrial Ball Mill of 600 TPD. The plant data are taken for a given feed distribution and mill operating conditions. The information at various Ball Size distributions are collected. The comminution functions such as specific rate of breakage and breakage distribution functions are estimated by back calculation technique to solve the mass balance equation. A simulation program is written to study the product size distribution obtained for various ball size distribution.

A SIMAN and CINEMA PC-based simulation model was developed to simulate and animate the truck-shovel operations of surface mines. The model is capable of simulating one mathematical dispatching strategy using linear and dynamic programming and six heuristic dispatching strategies. Data were collected from an actual operating mine through time studies and analysis of historical records. The statistical analyses were performed and appropriate theoretical distributions were fitted for various time events in the truck-shovel work cycle. The model was then applied to study overall impact of these dispatching strategies on constrained and unconstrained mine productivity. The simulation/animation model developed in this study seems to be an efficient planning tool for choosing optimal fleets and finding an 'optimal" dispatching strategy to produce an equilibrium between "the quality and quantity of production.

Phosphorus may be incorporated into sedimentary rocks in at least four different ways: (1) by the accumulation of detrital mineral fragments, (2) by the accumulation of phosphatic organic debris, (3) by diagenesis and (4) perhaps by the primary precipitation of calcium phosphate. Based-on the petrographic examination of Cretaceous and Tertiary sediments from the northern and central parts of the Atlantic Coastal Plain, Diagenesis is the most important of these mechanisms. Both syndiagenesis and epidiagenesis are required to explain the origin of all the diagenetic phosphate mineral species which occur in the northern and central parts of the coastal plain. Syndiagenesis produced much of the coastal plain's apatite. It was operative below the sediment-water interface while the substrate was being compacted. Compaction forced pore waters, which were enriched in phosphate by the decomposition of organic matter, upward through calcareous sediments. The PO43- radicle replaced the CO23- and calcareous nodules, pellets and shell fragments were converted to apatite. Epidiagenetic reactions occurred in the subaerial environment where downward percolating meteoric waters carried phosphate in solution to cites where cation activity was sufficiently high to form new minerals. Vivianite may form where ferrous iron is available and wavellite and variscite may form in the presence of aluminum rich minerals. Textural evidence suggests that many of the reactions were repeated. The present day appearance of apatite, vivianite, wavellite and variscite in the coastal plain may represent several generations of diagenesis.

The area of Canada with which we are here concerned consists of Yukon Territory and Northern British Columbia. Generally it lies west of the coastal mountain range and access to the sea can be gained at only selected points which are relatively few. It is served by the Alaska Highway as well as a provincial and territorial system of roads permitting transport of mining products to Whitehorse in Yukon Territory. This town it the northern terminus of the White Pass and Yukon Route, which system provides a rail service between Whitehorse and Skagway, Alaska a distance of 110 miles, and thence to Vancouver, British Columbia, by the coastal Motor Vessel C. J. Rogers, a distance of an additional 890 miles. At present the service between Vancouver, B.C. and Whitehorse, Y. T. is on a fourteen day basis. The coastal vessel, capable of carrying 3,200 tons of cargo, was specially designed and built in 1955 for handling containerized cargo and general cargo northbound, and containerized and palletized asbestos fibre, and palletized lead and zinc concentrates southbound.

"During the past nine years the number of cellular phones connected to a network has increased from 34 percent of the world’s population in 2005 to 93 percent in 2014. These phones are powered by a combination of materials including elements such as gold, silver, copper and rare earths. And, as more parts of the world become connected to networks, the number of phones being produced, and the elements they will need, will continue to increase. The demand comes as prices for these commodities are slumping and access to the commodities is getting more difficult, technically and socially.These mobile devices have connected people around the world in ways that could not have been imagined two decades before, and, ironically, this communication has strengthened opposition to the development of the mines that produce the very materials they need to operate.In his keynote address to the 2014 SME Arizona Conference at the JW Starr Pass Resort in Tucson, AZ, on Dec. 8, 2014, John O. Marsden, SME President and president of Metallurgium, spoke to more than 500 attendees about the challenge to produce the materials that society needs while at the same time challenging the general public’s perception of mining that is often inaccurate and less than favorable.Marsden highlighted the amount of raw materials that will be needed not just for phones, but also for things such as automobiles, including electric cars, as a way to illustrate the importance of mining. Even so-called green products such as Tesla cars, which require about 317 kg (700 lbs) of aluminum, 13 kg (30 lbs) of copper and 36 kg (80 lbs) of cobalt for their eco-friendly batteries, will need materials mining provides.These are some of the numbers that the general public is often unaware of. They are part of the necessary things that mining provides for society but are rarely reported on. Instead, it is the accidents like the tailings spill at the Mount Polley Mine in British Columbia and at the Buena Vista Mine (Sonora, Mexico) that grab headlines and stick in the minds of the public, adding more challenges to an industry that already has its own complex technical challenges to deal with."

Improvement of grade and recovery requires the use of optimum processing circuits. Critical to an optimum circuit is the set point for separation. With the introduction of the concept of circuit analysis (Meloy, 1982), it became possible to determine optimum circuits for a given task. No analysis, however, has yet been made as to the grade requirements of the larger circuits. Williams and Meloy (1982), reviewed the literature and concluded that, within the operating range, most unit operations involved in particle separation behave linearly. For the purposes of this analysis, linearity will be assumed. Grade, G, is defined as the weight of the coal mineral, C, that appears in the product, divided by the weight of the coal mineral plus the weight of the gangue mineral or waste mineral, Q, which appear in the product.

The rock laterite was first discovered and described in the State of Kerala, India in 1800 A.D. by Francis Buchanan. It had been used here, and elsewhere in India, for many centuries as a building stone, but in Buchanan's time it was not known that some of these laterites were highly aluminous and could be processed to produce alumina. After World War I India started searching for bauxite reserves with a minimum grade of at least 50% A12O3. By 1960, it was estimated that India had a potential reserve of 245 million tonnes of bauxite, about 10% of which was in the "Proved" category. Subsequent geological exploration now reveals that India has an overall resource of more than 2 billion tonnes of aluminium ore, not all of it bauxite, as defined by earlier geologists. In this paper, the geology, resources and distribution of bauxite and aluminium ore throughout India are described. The generalised stratigraphy, typical laterite and bauxite profiles and summary of the resource position are shown in the attached Tables 1 to 8. It is generally agreed that a tropical to sub-tropical climate, intermittent wet and dry season, good permeability of country rock and suitable drainage, as well as physiographic and ground water conditions are important in the development of bauxite.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. The research has demonstrated that the ventilation of large-opening mines improves significantly by including ventilation requirements in the mine planning process and implementing some practical techniques during mining. Planning the location of long pillars to reduce the number of crosscuts between intake airways and return airways, positioning auxiliary fans in their proper locations, and establishing ventilation stoppings with minimal leakage all significantly improve the ventilation of large-opening mines. Mine operators that adopt these techniques in the mine ventilation plan will reduce mineworkers? exposure to airborne contaminants.

C. Hertzler The difference of means of milling characteristics by rock and ore type is tested in a statistical manner in the paper. The null hypothesis being tested is that the sample means of two different populations are equal. It is assumed that the null hypothesis is true when performing the test. Because of this, acceptance of this hypothesis leads to the conclusion that the sample means of the two different populations are equal (or there is no significant difference between the sample means), not that the samples come from the same population, as the author asserts. Rejection of the null hypothesis leads to the conclusion that the sample means of the two different populations are not equal. A P value for this test is reported in Table 2 and is incorrectly identified as the probability that the two samples came from different populations. Actually, what was recorded was 100(1 - p) where p is the usual p-value. The usual p-value measures, on a scale of zero to one, the extent to which the data agree with the null hypothesis. It is the probability of observing a value of the test statistic (Z score) that is at least as contradictory to the null hypothesis as the one computed from the sample data (McClave and Dietrich II, 1982). The author makes no mention of the fact that were these tests to be conducted together, the chances of determining that the null hypothesis is not true when it is really true are increased considerably (Snedecor and Cochran, 1980). This is a multiple comparisons problem and should be dealt with accordingly. The usual methods involve adjusting the level of the individual tests. Table 2 reports an incorrect 100(1 - p) value in the comparison of concentrate grades for other rock types with .30 to .69 % Cu vs other rock types with .70 + % Cu; 86 % should be 98.6 %. Although the article can be criticized for poor data presentation and discussion of that data, the point the author makes regarding the use of these statistics in the ore reserve estimation process is well taken. It does not appear that inaccuracies in the statistical interpretations have hindered that usefulness. Miller After reading Ms. Hertzler's comments, it appears that the differences noted were basically semantics. If the paper is ever presented at a math symposium, some changes will be needed. When deciding the best way to present the data to mining engineers and geologists, I decided that presenting the probability that the two sample groupings came from different populations (reverse to the Null hypothesis) was easier and would require less verbage to explain. Hence, the 100(1 - p) difference which was noted. Ideally, I would have preferred to give the recovery and concentrate grades, then comment which ones had significant differences. Unfortunately, Kennecott Corp. did not grant permission to publish the ore body's actual recoveries and concentrate grades. The conclusion is that there was, as expected, a relationship between the ore's geologic properties and the metallurgical properties, and by determining this relationship, the overall mineral model was greatly improved.

Biotechnology has become a household word of the nineties, and it is expected to become as important in the next century as the computer is in the present. Numerous books and articles portray biotechnology developments as nothing less than a scientific revolution. Almost everywhere one looks new biotechnical breakthroughs are being reported that offer almost limitless opportunities to harness the force of living things to produce materials and manipulate their properties. Biotechnology has been broadly defined as any applications of biological organisms, systems, or processes to manufacturing and service industries. This seemingly new technology is, in fact, one of mankind's oldest scientific activities (Table l), which has been recently revolutionized by techniques of genetic engineering that arose out of basic research in biology, biochemistry, genetics, and information sciences. From fields as old as agriculture and medicine to those as new as monoclonal anti-bodies, transgenic plants, or biocomputers are encompassed by biotechnology. Like most human endeavors, industrial minerals play critical roles in biotechnology. In addition biotechnology holds real potential to improve extraction and beneficiation of certain industrial minerals themselves. BIOTECHNOLOGY OVERVIEW Companies using established biotechnical techniques make up large and diverse groups such as agriculture, chemicals, and pharmaceuticals. The massive US Pharmacopia (Anon., 1990a) provides detailed specifications for minerals used in medicines. Alumina, zirconia, apatite, and bioactive glass have seen service as implant materials (Williams, 1990) and new uses for minerals in health sciences are being actively researched. Agriculture produced $361 billion worth of food and drink during 1991 in the United States; organic chemicals, pharmaceuticals, and enzymes accounted for $68, $59, and $42 billion, respectively (Anon., 1992a). It is not possible to separate the contributions of industrial minerals to biotechnical products, but they represent a very large and rapidly growing new field of uses. The new biotechnology has nearly 300 small companies, plus 15 established companies with 742 biotechnology-related firms (Dibner, 1991b). Revenues exceeded $2 billion in 1990 and are expected to grow to $50 billion by 2000 (Anon., 1992c), with worldwide sales exceeding $100 billion (Burrill and Roberts, 1992). Federal research amounted to $3.4 billion in 1990 (Anon., 1992b). The United States is the world leader in biotechnology, but other countries have large, well-funded programs. Despite debate about safety, obstacles to new biotechnology products are declining (Embers, 1992, Gibbons, 1991). Fifteen biotechnology drugs valued at $1.2 billion (Thayer, 1991a) are on the market, and more than 100 are in various stages of testing (Edington, 1992). Many diagnostic tests are also in use or development (Demain, 1983, Anon., 1992). Large scale efforts to produce or transform important chemicals are also underway (Ng et al., 1983, Hinman, 1991), and research into geologic uses of biotechnology has begun. Much has been published about microbial mining, oil recovery, desulfurization, bioremediation, and other geologic aspects of biotechnology, but this chapter is the first attempt to explore interactions of biotechnology and industrial minerals. This chapter examines uses of minerals in biotechnology; how biotechnology can be used to discover, recover, and beneficiate industrial minerals; and speculates on some potential, but as yet untried uses. Definitions What exactly does the word biotechnology mean? Bud (1989) states that the first use of the term was by Karl Ereky in 1919 to cover the interaction of biology and technology, and in 1933 the term was used in Nature. After citing seven different definitions, Smith (1988) concludes that biotechnology is a series of enabling technologies involving practical applications of organisms or their subcellular components to manufacturing and service industries or to environmental management. Walker and Cox (1988) suggest a definition of "the practical applications of biological systems to the manufacturing and service industries and to the management of the environment." Primrose (1991) says that it is "the commercial exploitation of living organisms or their components." There is essentially an older broad use of the term and a new use. The US Office of Technology Assessment (Anon., 1984) uses a broad definition that includes any technique that uses living organisms (or parts of organisms) to make or modify products, to improve plants or animals, or to develop micro-organisms for specific uses. Definitions are different, but they all have several fundamental elements that include the control, management, or manipulation of living things for commercial, industrial, or useful ends. While such a definition encompasses all of agriculture in practice the "new" biotechnology is restricted to processes involving microorganisms-plant and animal cells, or enzymes. Many consider biotechnology to be recent, but it is one of our oldest technologies as evidenced by the prehistoric origin of brewing, cheese-making, and other techniques. [Table 1] gives some of the important developments in the history of biotechnology. Smith (1988) breaks down historical developments of biotechnology into four phases: 1) prehistoric with no understanding of underlying processes; 2) nonsterile processes; 3) sterile processes after 1940; and 4) genetic and recombinant DNA technology deliberate design of special organisms or processes.

INTRODUCTION Essentially three strategies are pursued in parallel for protecting the underground working force in mining against the consequences of methane ignitions which might lead to explosions: • Sufficient ventilation for avoiding the formation of explosive methane-air mixtures. • Avoiding sources of ignition caused possibly by electrical equipment or friction. • Structural explosion protection for limiting explosion propagation to the farthest-going extent for the case that methane is fired because of failing of the above preventive measures taken. The corresponding methods taken in mechanized roadheadings with point-attack roadheaders in German coalmining are subject of this paper. VENTILATION In ventilation of roadheading sites the following is to be considered in respect of methane control: • Sufficient air flows by volume being cycled to the heading face for diluting released methane to safe concentrations. • Sufficient local air velocities for effective mixing of methane and air in the whole heading site, in particular directly on the heading face and underneath the roof. Furthermore, ventilation needs to be laid out in a way that cut- ting does not result in health affecting dust exposure at any working place. Accordingly, the ventilation systems shown on Fig. 1 including primary and, if necessary, secondary auxiliary ventilation air ducts as well as dedusters, are used in roadheadings. This equipment is run according to the following principles: • If the roadheader is at standstill, the heading face is ventilated by the free air jet from the blowing duct closest to the face. In this operation phase the deduster is shut-down. • During cutting, the exhaust of the blowing air duct is automatically closed, and the deduster is taken into operation. The in- coming fresh air is now locally discharged via a lateral orifice, or distributed by Coanda-type ducts from the primary or secondary ventilation air duct. In this way, a stable dust wall not disturbed by the jet of the air duct is formed in front of the heading face. Only the ventilation air stream taken in by suction of the close-to-face deduster is passed through the inby zone of the heading face (over approx. 20 m). The clean exhaust of the deduster is dischayed to the roadway in some distance outby. Immediately at the heading face, methane accumulations possibly released by cutting are diluted by compressed-air jets from air-movers located near the roof which assure more rapid motion of the air without distuhing the dust wall. • In the zone of overlapping of primary and secondary duct and the deduster - that zone possibly is poorly ventilated during cutting - sufficient local air speed is assured by Coanda-type ducts or additional ventilation jets for avoiding methane accumulation. The regulations of the inspectorate specifies geometrical conditions to be met with these configurations of ventilation equipment. In-seam roadways are ventilated at rates > 0,5 m/s. For dedusters, present-day ventilation air flows are of 600-800 m+/ min. Ventilation monitoring and control is assured by units for measuring methane and ventilation air flows. If pre-set thresholds are exceeded or fallen short of, these measuring units shut-down - dependent on potential hazard - any not intrinsically safe electrical equipment in the roadheading, either totally or in limited zones. In addition, CO-measuring units near the roadway en- trance serve for early detection of mine fires. In spite of this ventilation layout and the equipment used and in spite of the water spray systems on the cutting head (discussed later in this paper) several cases of methane ignition and subsequent burning off (however, no explosions) have been recorded in the recent past. Therefore, the above-described ventilation is nowadays complemented in many cases by machine-mounted ventilation equipment for the immediate surroundings of the cutting head. Ventilation of the surroundings of the cutting head Investigations carried out subsequent to the above-mentioned gas ignitions have shown that the high ventilation air speed necessary for rapid dilution of methane could not permanently be arrived at in the following zones: • The direct zone of cutting, in particular during sumping. • The floor zone above the debris, predominantly below the cut- ting head. Accordingly, VOEST ALPINE-Bergtechnik, a producer of mining machinery, in cooperation with DMT developed for point- alttack roadheaders a novel machine-mounted ventilation equipment, the Jet-Block" (AERO SAFE Jet-Block) shown on Fig. 2. This system allows to ventilate the above-mentioned critical zones with high flow speeds. One AS Jet-Block is mounted on each side of the boom approx. 0.5 m behind the cutting head. The blocks discharge compressed-air jets with high energy from 10 nozzles per block into the hazardous zones (Fig. 3). Two nozzles of each jet block are tangentially oriented toward the upper circumference of the cutting head, the others are arranged fan-like with orientation to the heading face underneath the cutting head and the debris. The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

Rubidium and cesium were discovered by Bunsen and Kirchhoff about 100 years ago. These two elements are by no means as abundant as sodium or potassium. Their occurrence in minerals is widespread, but usually as minor constituents. There is no known specific ore containing rubidium, but rubidium is found replacing the. other alkali metals in .some minerals.. Perhaps the highest concentration of rubidium found in one mineral is in lepidolite, KLi(OH,F)2A12Si3010, which contains from 0 to 3.5%*Rb20. 0n the average, lepidolite contains about 0.5% Rb20. Other sources of rubidium are carnallite, KMgCl3?6H20; pollucite, H20.2Cs20.2AI203.9SiO2; rhodizite, R20.2A1203-3B203; biotite, H2K(Mg,Fe)3A1(Si04)3; sea water, rivers, marine and fresh water organisms, soils, and plants. Cesium, even though it is the least abundant. of the stable alkalies, has a specific ore. Pollucites a hydrous cesium aluminum silicate, may con¬tain as high as 42.5% Cs20, although again, the average Cs20 content is about 25% among the handful of known deposits. Other cesium-containing minerals are lepidolite and carnallite. Rubidium and cesium are very much like potassium in chemical properties, consequently, they are hard to separate. When the subject of plant computers is brought up most people visualize the computer's controlling the entire plant with very little operator intervention. Actually, this picture is true today in only a limited number of cases and will certainly not be true in the minerals industries for many years to come. There are several ways in which a plant computer can significantly contribute to improving plant operation and closed loop control is only one of these. First of all, what are the basic ingredients for good plant control? For good plant control, two requirements must be met. First, the operator must get good information feedback from the process and then he must know what action to take in response to this information. Control information can be obtained through instruments, laboratory analyses, or through simple visual observation. If it is timely and accurate and the operator knows how to use it, then we have the makings of a good plant control system. The computer can be of help in both these areas by getting good data back to the operator and in helping to develop a good control scheme for the plant.

The Moab Uranium Mill Tailings Remedial Action (UMTRA) Project Site (Site) is a former uranium-ore processing facility near Moab, Utah, where production ended in 1984. The United States Department of Energy Office of Environmental Management (DOE-EM) is responsible for remediating the site to meet 40 Code of Federal Regulations (CFR) 192 standards promulgated by the United States Environmental Protection Agency under the authority of the Nuclear Regulatory Commission (NRC). Tailings from the former mill were stored in an unlined impoundment (tailings pile), totaling 16 million tons of waste material. Surface cleanup has been ongoing since 2009 and consists of removal and transport of tailings via rail to an off-site disposal facility in Crescent Junction, Utah, with an estimated completion date around 2029. Gravity-driven migration of tailings fluids and recharge through the tailings pile and former on-site ore storage areas in the northeastern part of the site led to contamination of site soil and groundwater. The primary contaminant of concern is ammonia, which was present in fluids used in the milling process (DOE 2003). Uranium is a contaminant of potential concern. An interim groundwater remedy is currently in place that utilizes a system of extraction and injection wells to limit discharge of contaminated groundwater into the nearby Colorado River. Exceedance of surface water standards for ammonia are a principal concern due to potential endangered species fish habitat areas along the Colorado River adjacent to the Site. When necessary, surface water diversion is used to lower surface water ammonia concentrations when suitable habitats develop for endangered young-of-year fish. Once surface cleanup concludes and the tailings pile is removed, a formal groundwater remedy must be selected and documented in a Groundwater Compliance Action Plan (GCAP). Under Title 1 of the Uranium Mill Tailings Radiation Control Act, natural flushing (i.e., monitored natural attenuation), may be selected as the groundwater remedy if it can be demonstrated that the remedy will achieve groundwater standards within 100 years. The 40 CFR 192 groundwater standard for uranium is 44 micrograms per liter (μg/L), and the target groundwater concentration of ammonia based on adverse effects on local fish species is 3 milligrams per liter (mg/L). A collaboration with Geosyntec Consultants, Inc. (Geosyntec), the Moab UMTRA Project team, the DOE Office of Legacy Management, the DOE-EM, and the Network of National Laboratories for Environmental Management and Stewardship was held in 2022 with the goal to generate actionable recommendations to develop a GCAP for the Site. The primary recommendation was development of a groundwater fate and transport model to predict the remedial timeframe under various groundwater remedies. This paper presents the results of soil and groundwater sampling, geochemical modelling, and laboratory column and batch reactor testing that will be used to parameterize a numerical model for estimating the remedial timeframe under various scenarios, including natural flushing.

A system, such as a mine production system or a mine ventilation system which includes the movement of commodities or some material between decision points may, in many instances, be effectively modelled as a network. Mining has often been characterized as primarily a materials handling function. To a great extent this is true, even though it is an over simplification of all the activities involved in a mining operation. Accepting the materials handling characterization of a mining operation permits the extension of the characterization to a flow process. That is, the ore flows from the mining face through the mining phase (excavation & loading, hauling, dumping) through the milling phase (crushing, grinding, recovery) through the smelter phase and finally to marketing. With this concept it is possible to depict a mining operation as a simple network. For example consider an operation consisting of two mines (A and B) with mills at each mine (MA and MB) with the possibility open to treat ore from mine b at mill NB, but it is not feasible to treat mine B ore at MA. The product of both mills is sold.
