In 1989, for the third consecutive year, both the production and consumption of coal in the United States reached record levels. Domestic coal consumption totaled 806.5 Mt (889 million st) in 1989, a 5.4 Mt (6 million st) increase from the year before (Table 1). US coal exporters also had a banner year. For the first time since 1982, exports ex¬ceeded 91 Mt (100 million st). US coal production in 1989 rose by a surprising 27.3 Mt (30 million st), reaching 889 Mt (980 million st) for the year. To a certain extent, the sizable difference between production and demand growth was due to smaller consumer stock withdrawals. Coal consumers withdrew only 12.7 Mt (14 million st) of coal from their stocks in 1989, com¬pared to 22.7 Mt (25 million st) in 1988. Despite strengthening coal consumption, exports, and production, coal prices to all domestic sectors declined slightly during the year. That essentially continued the trend of the past several years. On the labor front, the United Mine Workers of America struck the Pittston Coal Group in 1989. It was a bitter work stoppage that was not settled until February of 1990. This was the first major coal strike since 1985. The strike also precipitated a series of wildcat outages by UMWA members in June and July. At their peak, more than 40,000 UMWA members participated in the wildcat strikes. Except at Pittston, however, most miners were back to work by August. It is estimated that perhaps 4.5 to 9.1 Mt (5 to 10 million st) of coal production was lost due to the Pittston and associated wildcat strikes. However, some of this production may have been recouped by other coal companies not affected by the wildcat strikes, and by the affected companies after the strikes ended.

Pluess-Staufer (California) Inc. Lucerne Valley California operation is one of the largest producers of high brightness high purity fme grind limestone products in western North America. The San Bernardino Mountains area of southern California contains the largest high brightness, high purity limestone mining operations and undeveloped reserves in western North America (Fig. 1, Brown 1987). Combined annual production of high brightness limestone products from several operations is approximately 1.5 million tons, with an estimated gross value of $75 million dollars per year (Fig. 2). An additional 5.0 million tons of cement grade limestone is mined by several large cement producers in the nearby Mojave area (Brown, in press). The purpose of this paper is to summarize the geologic setting, genesis and mining of white, high purity crystalline limestone by Pluess-Staufer (California) Inc.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. "The MINER Act requires the installation of post-accident, two-way communications and electronic tracking systems for all coal mines. One communication system which can satisfy this requirement is an electrode-based, through-the-earth (TTE) communication system, which sends signal directly through the overburden of a mine. The performance of these types of systems relies on several controlling factors such as earth conductivity, overburden depth, operating frequency, TX/RX antenna length, TX/RX offset, TX/RX orientation angle and TX current. In an effort to estimate attenuation through the earth, NIOSH researchers developed an analytic solution for the electrical field distribution of an electrode-based TTE communication system for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source. The analytic model was then validated using test data measured at an operating coal mine. The validated model can be used to optimize the operating frequency, estimate the required transmitting current, choose appropriate TX/RX orientation, and predict the performance of an electrode-based TTE system at a coal mine. INTRODUCTION One of the requirements of the Mine Improvement and New Emergency Response Act (MINER Act) of 2006 is the installation of post-accident, two-way communications and electronic tracking systems for all underground coal mines. As one of the through-the-earth (TTE) wireless communication methods available for the mining industry, the electrode-based, or linear, TTE systems establish communication by inducing a current within the earth medium by use of a pair of current probes. The resultant current is detected as a voltage by a similar set of distant probes. These probes could be an insulated piece of wire tied to two electrodes grounded at distant ends, or the grounded ends could be rails, roof bolts, or grounded electric rods. The analytical solution developed in a homogenous half-space, for this form for various transmitter/receiver (TX/RX) configurations, will be presented in this paper. The communication signals can be sent either from underground to surface (uplink) or from surface to underground (downlink). In order to achieve a successful communication link, it is necessary to understand the electric fields within the earth so that the appropriate size of transmitting antenna, TX/RX relative orientation, and operating frequency can be chosen. Hill and Wait gave the explicit forms of partial magnetic fields and partial electric fields of electrode-based TTE downlink communication with finite cable length [1]. In prior research, the E-fields of electric line transmitter were obtained for a static TX current [2] [3]. In this paper, the general and explicit forms for electrode-based TTE electric fields are developed and presented. The solutions for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source obtained from these forms are presented. Also, factors that affect the E-field strength at RX are discussed."

A 9-meter-long drift was constructed in the unsaturated-fractured tuff at Yucca Mountain to evaluate the potential for water seeping into an underground opening. Forty seepage tests were performed by releasing a finite volume of water at a constant rate into short test intervals located in boreholes positioned above the drift. The seepage threshold flux, defined as the liquid-release flux at and below which water will not drip into the opening, was determined for 10 test intervals. The seepage data, observations, and model results indicate that a seepage threshold exists because a capillary barrier diverts water around the opening.

Characterization and beneficiation of dry iron ore processing plant reject fines of Khondbond region, India, was investigated. Different characterization techniques viz. size analysis, size-wise chemical and density analysis, X-ray diffraction analysis, sinkfloat analysis, thermo gravimetric analysis, scanning electron microscopy, and QEMSCAN were carried out. Based on characterization results, two process flow sheets comprising wet screening followed by conventional gravity concentration and two stage classification with different beneficiation routes were used to recover the iron values from reject fines containing 58.73% Fe, 5.54% Al2O3, and 6.6% SiO2. Finally, suggested flow sheet comprising of two stage classification and advance gravity concentration followed by the combination of grinding, classification, and froth flotation produced iron concentrate of 2.36% Al2O3 with 75.8% yield which can be used in sinter/pellet making.

There is an indication that high-pressure roller milling promotes selective liberation due to preferential breakage along the mineral boundaries. A study was undertaken to compare the degree of liberation obtained by high-pressure roller milling with that of conventional ball milling. Coals with different HGI&apos;s were ground in a high-pressure roller mill and a ball mill to produce products with similar size distributions. The products were then subjected to float-sink separations to determine the degree of liberation. Also, the relative cleanabilities were compared by separating the ground products by froth flotation. The results from this study are presented in the paper.

"In the 1990’s metal prices were trending in a long term decline and the usual cost cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine-to-Mill movement which optimised across organisational “silos” and utilising new technology tools, innovative software and increased computing power. Many applications of Mine-to-Mill exploited the fact that comminution is usually the site processing bottleneck, and that blasting is more efficient at breaking rock than grinding. This approach sought to: • Understand and characterise rock breakage from mining to the mill • Develop models and simulators for blast design, fragmentation, crusher and mill circuits • Develop tools to measure in real time the particle size distribution of rocks on conveyors and Run of Mine (ROM) muckpiles • Ensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. SAG mill throughput increases of 10-20% were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay. Except, in too many cases, it didn’t. In the minerals price boom of the 2000’s Mine-to-Mill was no longer necessary to “survive”, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine-to-Mill and developed new techniques. Mine to Mill was still successful, but it not as widely adopted as we had expected it to be.Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine-to-Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are available for Mine-to-Mill projects: blast-hole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990’s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?"

"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done. As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal. TECHNOLOGY GAPS TARGETED BY THE MINER ACT The MINER Act addressed several technology challenges: • Problems with donning and switching between self-contained self-rescuers (SCSRs). • Poor visibility in smoke. • No wayfinding assistance for escape from the mine. • Limited breathable air supply. • Inability to locate trapped miners. • Inability to communicate with trapped miners. • Failure of mine seals. The MINER Act had several provisions that prescribed specific safety technologies intended to address these issues. Many of these were directed at post-accident technology requirements — an area in which Congress mandated additional technology investment. Specifically, the Act required mine operators to submit emergency response plans (ERPs) that contained provisions for implementing new or improved post-accident communications, tracking, lifelines, refuge alternatives and breathable air supplies along with training for emergency procedures and local coordination of emergency response. Most of the requirements were to be carried out within three years of the ratification of the MINER Act. In addition to these requirements for mine operators, the Act clarified and expanded NIOSH’s role and authority in enhancing the development of new mine safety technologies and expediting their commercial availability. The MINER Act also required NIOSH to develop research on refuge chambers, mine seals and the use of belt air and fire-retardant belts. Mine seals had to be upgraded and MSHA turned to NIOSH for applied research to establish the new explosion-resistance requirements. Progress toward closing the gaps."

The remote face loading and entry convergence monitoring systems, employed at some of the Cyprus Amax&apos;s underground coal mines, have been able to continuously record changes in face shield resistance across and entry convergence ahead of the longwall face at any moment during longwall mining. The instrumental data obtained from these systems plus in-situ observations during the mining operation can help us better understand the mechanism of overburden strata movement above a longwall face and verify the effectiveness of the current face and entry supports. This paper describes the functions of both the face and entry monitoring systems, and discusses our findings and the issues related to successful ground control for longwall mining.

Adequate understanding of the subsurface conditions along the alignment of a planned tunnel is key for managing project risk. For achieving this understanding, geotechnical borings are conducted during design. Where their spacing cannot reduce the risk of encountering differing site conditions (DSC) in-between borings to an acceptable level, supplemental exploration methodologies or data evaluation approaches may be required to bridge the data gap. This paper compares the exploration design approaches of recent tunnel boring machine (TBM) and microtunnel boring machine (MTBM) projects in the quaternary deposits along the Eastern Seaboard, the glacial geology of the Pacific Northwest, the sedimentary rocks of the South, and metamorphic rocks in western Germany, describing their respective effectiveness of managing DSC risk.

The National Institute for Occupational Safety and Health (NIOSH) and the former U.S. Bureau ofMines (USBM) have given a significant effort over the past four decades in researching and developing engineering controls and interventions to reduce mine workers’ dust exposures during the bagging and palletizing of industrial minerals. Workers performing manual bagging and palletizing of 50- to 100-pound bags typically have some of the highest dust exposures of all workers at mining and mineral processing operations. This paper will provide an overview of available dust control technologies for bagging operations and present the findings of a recent case study that was conducted at four different industrial sand operations to identify the current types of bagging and palletizing technologies being used and to evaluate their effectiveness in reducing workers’ exposures to respirable crystalline silica dust. An evaluation will also be performed to determine if further reductions in respirable dust levels can be achieved by incorporating additional modifications or improvements into the existing technology.

A master composite (Master Comp) sample was prepared from three pegmatite zones from the Zoro Dyke D1 for mineralogical analysis and heavy liquid separation (HLS). The mineralogical examination was conducted on a subsample that was crushed to approximately P80 = 600 μm. The sample consists of spodumene (10.5 percent), quartz (29.3 percent), plagioclase (29.0 percent), K-feldspars (21.3 percent), micas (5.1 percent), tourmaline (2.9 percent) and Fe-Mn-phosphates (0.1 percent). Liberation of spodumene (88 percent) and gangue minerals, including quartz (89 percent), feldspars (94 percent) and micas (83 percent), is very good at this P80 . The average lithium (Li) concentration is 3.7 percent in spodumene, 2,196 ppm in micas, 1,001 ppm in tourmaline and 115 ppm in K-feldspars. Spodumene accounts for 96 percent of the total Li in the sample. The mineralogical data indicate the potential to recover spodumene by flotation with minimal Li losses due to other Li carriers. The HLS was conducted on a subsample that was crushed to smaller than 6.4 mm, with the smaller than 600 µm fraction removed from this test. The HLS results indicate it is possible to produce a high-grade lithium concentrate, with close to 6 percent Li2O, after the rejection of iron silicates with magnetic separation.

A salt dome appears to provide the basic medium requirements for the excavation of the 315 foot diameter, unsupported spherical cavity at a depth of 2700 feet required by the AEC in a proposed "decoupling" experiment. Tatum Salt Dome was a natural choice for a site because more geological and hydrological information has been accumulated on Tatum than any other salt dome on the Gulf Coast. The Tatum Dome is a mile in diameter, roughly flat topped, nearly cylindrical in shape and has some overhang at the top. The salt stock has nearly vertical layering of alternating bands of salt and anhydrite. In the vicinity of the dome, adequate fresh water for solution mining is available in surface streams and in subsurface aquifers. A saline aquifer is available for brine disposal. A tentative cavity location was selected near the center of the dome which meets the design criteria established by the AEC.

Modern mine ventilation systems have grown rapidly in recent years both in tern of its complexities as well as its value for human health and safety. Although computer models are now available to help the design and operation of mine ventilation systems, considerable differences often exist between the computer based predictions and practical results. Research conducted to compare computer result with practical measurements made in ventilation circuits simulated in a physical model seems to confirm such differences. It is concluded that although a mine ventilation computer model is a very powerful tool, it can be utilized to its full potential only after more reliable input data are developed.

Preliminary design is underway for the Massachusetts Water Resources Authority’s (MWRA) next major tunnel program, the Metropolitan Water Tunnel Program (MWTP). The MWTP is the latest part of MWRA’s ongoing efforts to achieve redundancy for its metropolitan water transmission system including its historic deep rock City Tunnel, City Tunnel Extension and Dorchester Tunnels. The MWTP comprises several deep rock tunnels that will be approximately 10-foot to 12-foot finished diameter totaling just over fourteen miles long and ten connections to existing large diameter surface piping and pumping stations. This paper will present an update on current engineering and permitting efforts, packaging schemes, and the schedule to complete the MWTP.

The efficient and acceptable disposal of fine coal refuse (28MxO) is one of the highest priority problems facing the coal industry today. For many years the established system for the disposal of this fine refuse slurry has been to concentrate the solids in a static thickener and pump the resulting 20-40% solids underflow to lagoons or impoundments. Although this technique has served the coal industry well, increasing environmental concerns and refuse related disasters, such as Buffalo Creek, West Virginia and Aberfan, Wales, Great Britain have resulted in federal and state regulations which now control fine refuse disposal methods. As a consequence of these regulations, the capital costs of constructing, maintaining, and operating regulatory complying impoundments has become in many cases economically unattractive. Areas processing topologies similar to those coal preparation plants of the Appalachians are particularly burdened by these regulations and are consequently turning to alternatives for handling and disposal of their fine coal refuse. The basic requirements of impoundment alternatives as defined by environmental and plant demands are: (1) A relatively solids-free liquid (1000 ppm or less) to serve as plant make-up water in a "closed circuit" system, and (2) a sufficiently dewatered solids product which can be combined with the coarse refuse to form a compactable stable land-fill.

"This paper deals with an innovative mechanized method to bore and simultaneously line circular shafts, adopted in the Naples Metro project for the installation of 10 vertical shafts for ventilation purposes. With this method, excavation of shafts is carried out under a positive head of stabilizing fluid by a milling machine, temporarily set at the bottom of a permanent lining made of precast reinforced concrete segment rings. The debris is evacuated by inverse fluid circulation. The shafts in Naples are 4.5 m I.D., from 34 to 44 m deep and they are all located downtown in a highly urbanized area. They were bored and installed into volcanic soils under a hydrostatic head of up to 30 m. Displacements and groundwater level were constantly monitored to keep control of the effects on the surrounding buildings and utilities. INTRODUCTIONThe extension of Metro Line 1 in Naples (Italy) from the previous terminal of Piazza Dante to Piazza Garibaldi is also called the “low stretch”. Most of it runs along the coastline, encompassing the historical city center, the Greek-Roman Neapolis. The Metro Line crosses under densely urbanized areas for the whole way (Figure 1). It runs beneath Via Toledo, which follows the layout of the ancient Aragonese walls. The first station (Toledo) is located halfway along this street. Then, after a wide bend, the line reaches Piazza Municipio, where the second station is located. From there, the line moves along the axis of Via Depretis and Corso Umberto I, where the stations Università and Duomo are situated. The fifth station is in Piazza Garibaldi and the end of the stretch is located at the Naples Business Center. The twin single track tunnels were bored into volcanic tuff by TBM. This design choice simplified by far the construction of the tunnels and reduced to practically zero the interactions between tunnelling and surface buildings and utilities. Nevertheless, this choice entailed that the line had to be located at depths to the order of 35-45m below ground level and 30-35m below the water table. At each tunnel segment between stations, a pair of ventilation chambers were constructed (10 in total). Each ventilation chamber is connected to one TBM tunnel by a vertical shaft and a horizontal drift at the base of the shaft. The shafts, in addition to tunnel ventilation, provide a safety access/escape."

Open pit mining is the strong sector of the American mining industry. In the middle of the 60&apos;s. 17-18% of the ore in metal mines was mined with underground methods. From the middle of the 60&apos;s to 1980 the production in open pit metallic mines increased from about 400 to close to 600 million short tons while at the same time the underground mine production decreased a little, from about 90 to about 80 million tons. Less than 15% of the ore prodction now come from underground mines. Large amounts of waste rock were also handled in the open pits. In the middle of the 60&apos;s about 600 milion tons were handled, in 1980 1,200 million tons were moved. This means that the average stripping ratio increased from about 1.5 to over 2.0 tons of waste rock per ton of ore, figure 1.
