Since 1973 when the first edition of the SME Mining Engineering Handbook was published, many significant changes have occurred in the US mining industry. The industry went through a fairly prosperous period immediately after 1973, but then many economic pressures came to bear on mining companies, particularly in the metal and coal branches of the industry. These pressures changed both the mining methods used and the general economics of the mining methods. As a result, the industry today is different in many ways titan it was in 1973. A general summary of some of the more important changes that have come about will be provided here as well as some assessment of the effects of these changes on the choices of mining methods. In the metal mining industry, the most significant trends were increased surface mining, the use of larger and more efficient equipment, and increased technology and automation. The primary impetus for these changes was unprecedented competition from foreign producers. In many cases, this competition came about because of the nationalization of foreign mines and the tendency for these mines to become a source of foreign exchange. The Pachuca-Real Del Monte district, Hidalgo, Mexico (Figure 1) has produced roughly 1,500,000,000 oz Ag., 6,000,000 oz Au. and minor Pb., Zn, and Cu from about 100,000,000 tons of ore since discovery early in the 16th century. Production has come from epithermal vein deposits that have been up to 8 km in length, 650 m in vertical extent and 45 m in width but which averaged 200-400 m in length and vertical extent and 2-4 m in width. Ore deposits occur through-out an area about 12 km E-W by 10 km N-S (Figure 2) and between the elevations of 2000 and 2800 m above sea level. The deposits occur as shoots in the veins and terminate laterally where the veins narrow, upward where the veins pinch out and downward where the veins decrease in silver con-tent to below the cut-off grade; the veins are known to extend 500 m below the bottoms of the ore bodies and probably extend to much greater depths. The district lies wholly within a mid-to-late Tertiary volcanic rock sequence that is made up principally of andesite and dacite lava flows and flow-breccias. Although the bottom of the sequence is not exposed in the district, stratigraphic constructions indicate the volcanic rocks to have an aggregate thickness of 2000 to 2500 m. Structurally, the area is characterized by gentil warping and normal faulting of the volcanic rocks. Pre-ore modifications to the volcanic rock sequence consisted mainly of faulting along west-trending, south-dipping normal faults and north-trending high-angle faults.

"The United States’ supply of critical minerals has been a concern and a source of potential strategic vulnerabilities for U.S. economic and national security interests for decades (for example, see Strategic and Critical Minerals Stockpiling Act, 1939). More recently, with the rapid increase in the types of materials being used in advanced technologies (Fortier et al. 2018a), and geopolitical events surrounding the supply of rare earth elements (Ting and Seaman, 2013), among other developments, the critical minerals issue has again achieved a high level of visibility within the U.S. government (Executive Order 13817 (2017)).In this paper, the U.S. Geological Survey (USGS) provides an overview of its ongoing focus on critical minerals through the agency’s core competencies in mineral information, mineral resource assessments, geologic and topographic mapping, geophysical surveys and mineral resource research. Aspects of the multifaceted critical minerals issue addressed here include:• Identifying minerals that meet the definition of “critical” provided in Executive Order 13817.• U.S. net import reliance for critical mineral raw materials.• Current status of domestic critical mineral resource assessments.• Current status of topographic and geologic mapping, and geophysical survey coverage of the United States.• The Earth Mapping Resources Initiative (Earth MRI) to support future critical mineral exploration.• Critical mineral potential of waste streams from extractive industries.Identifying minerals as criticalU.S. government agencies and other organizations use a number of existing definitions and criteria to identify a mineral or mineral material as critical, strategic or otherwise important. The executive order defined a “critical mineral” to be “(i) a nonfuel mineral or mineral material essential to the economic and national security of the United States, (ii) the supply chain of which is vulnerable to disruption, and (iii) that serves an essential function in the manufacturing of a product, the absence of which would have significant consequences for our economy and national security.” This definition is broadly consistent with that defined by the National Research Council (NRC, 2008) and may be summarized as “essential in use” and “subject to disruption of supply.” Virtually all of the dozens of critical minerals studies conducted since the 2008 NRC report have used some variation of this same definition (Hayes and McCullough, 2018)."

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

In order to plan the most efficient mine installation, a company should take advantage of all available information and tools. One of the first factors of a coal reserve that needs to be determined as accurately as possible is the quality of coal the mine will have access to during the life of the installation. With the aid of many types of well logs and computor analysis, we are investigating several methods of log correlation to determine such data as moisture, ash, sulphur, and BTU on an in place basis. It may be possible to determine this data more accurately in this manner than by using diamond drill cores for analysis and thus allow for a more profitable mine installation. The production of an underground mine is based on many factors, two of these being roof control and line water, where present either in the roof or coal seam. Using many of the same logs obtained from reserve and active mine areas, we have attempted to determine roof and floor characteristics such as strength, lithology, and moisture properties. Using data obtained from this program, we will make comments on possible length of bolt to be used, possible mining width, and pillar size as they would pertain to these reserves and active mine areas.

Man’s search beneath the earth for minerals has always required light, and the devices used to provide illumination have been both innovative and unusual —from stone vessels holding fat and a wick of grass or fiber to a shower of sparks produced by a thin steel disc. While the date when lamps were first used in mines is unknown, Greek and Roman records from 3000 BC definitely mention their use in underground mines. Early Remans most likely used a lamp similar to the one depicted at right. Over the ages, various types of devicives and methods of illumination have been tried and used. One interesting scheme for underground light was to reflect sunlight down the shaft and along drifts using mirrors or other reflective materials. Bunches of resinous wood were also used for underground lighting in many parts of England. In the mid-18th century, the speding mill was developed in England. It worked by rapidly turning a thin steel disc against a flint, causing a shower of sparks to appear. The light produced was uncertain, highly variable, and unsafe in gaseous environments. In Europe, an open pan-type hanging oil lamp was developed and used in some operations in the 1700s. This type of lamp had one opening for a wick and a second opening for refilling the oil reservoir. The lamps were embellished with goad luck charms – a good luck rooster was used in many parts of Europe while a frog and “gluck-auf” were used in Germany. These lamps were introduced in Mexican mines, and a few have found their way into the southwest US. By 1850, a small wick lamp known as the lard-oil lamp, which resembled a tea pot, was invented in Scotland. These lamps were fueled with grease from a packing house –lard, bacon grease, or tallow. Whale oil was also used. Many improvements were made on these lamps, such as the use of windshields and the attachment of miners’ candle-holdm to support the lamp. While these lamps were handy and inexpensive to operate, they were dangerous because their large flame could ignite support timbers or other flammable materials. Miners from the United Kingdom brought this type of lamp into the US. Domestic producers of oil wick lamps were primarily located in Hazleton, PA; What Cheer, IA; Pittsburgh, PA; and Frostburg, IN. Today’s mining occurs in a dynamic world of conflicting objectives. Mining companies have to look further than a traditional cash flow analysis to determine the potential value of developing a mine. In particular, proposals for new mine developments undergo rigorous scrutiny by a variety of stakeholders including regulators, NGO’s, and the local communities. From a business risk perspective, how mining companies address stakeholder concerns can have a dramatic impact on the success of the project. In today’s mining environment mining companies must continue to ‘walk the talk’ to stay in business, particularly during downturns in the business cycle. Falconbridge’s Raglan Mine is an example of a project that was successfully developed in a region that is sensitive from many perspectives, including environmental, socio economic, and regulatory. Close working relationships with local stakeholders along with strong environmental management systems are necessary elements of continued success for the project.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. The establishment and survival of different grass species and cultivars on various phytotechnic treatments at a limestone quarry was studied. The treatments applied were: a) bare soil, b) bentonite, c) bentonite-straw and d) asphalt-straw. According to the results, significant differences were found among species and cultivars, growing on different treatments as far as plant growth and survival are concerned. The seed germination was higher on bentonite -straw and asphaltic-straw than on bentonite but the plants survival were higher on bentonite. Lolium perenne had higher seed germination rate and better establishment than the other tested species at all treatments. However, the survival rate of Agropyron desertorum and of the cultivars palestina and chrysopigi of Dactylis glomerata was higher than of the other species.

This paper describes current research by the Bureau of Mines to develop technology for improving efficiency and productivity in metal/ nonmetal mines. The research program addresses a wide variety of problems associated with each of the major categories of mining: underground mining, surface mining, in situ mining, and premining investigations. An overview of the Bureau's research activities is given with emphasis on underground mining. In particular, two innovative and promising concepts currently under development are described: a unique shaft sinking system that uses an impact hammer for rock fragmentation, and a low-profile, portable crusher for underground hard-rock applications.

Cross country belt conveyors are becoming the preferred method of bulk material handling in the industrial complex. Installed cost, maintenance, reliability, simplicity and operating expense enhance this choice, especially when faced with rising cost and questionable availability of liquid fuels. Conveyor flights are getting longer, faster, and higher in capacity, and are being installed in rugged terrain. Rights of way are often difficult to obtain. All these considerations lead up to design aspects well beyond those for in-plant conveyors. This paper points out some of the aspects that lead to the successful design of a cross country belt conveyor system.

This summary of international mineral exploration activities for 2006 draws upon avail-able information from literature, industry and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review. They include budgetary statistics provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and information on regional and site-specific exploration activities that took place in 2006 compiled by the USGS.

It is believed that considerable economic benefit would arise if run of mine (ROM) coal from the underground mines in the Winifrede seam could he enriched before shipment to the preparation plant by partial removal of the shale. Shale could comprise up to 50% of the ROM product. Complete mine-mouth separation is not necessary, but any process must be dry and have high Btu recovery. We have conducted a preliminary analysis of coal/shale mixtures from the Winifrede seam and we find that it is quite possible that a 50-50 ROM mixture of coal and shale could be converted to a 60-40 coal-shale mixture by inspection of individual lumps coming from the mine. The device would consist of a feeder/siever section to deliver the ROM coal > 5 cm (2 in) to an inspection station via a conveyor belt. This inspection station decides if a piece is coal or shale, and if it is shale, activates an air jet to blow shale off of the belt. We have evaluated a dielectric loss technique for the inspection device. The potential advantages of the dielectric loss method are high throughput, low capital cost, and no special handling or licenses would be required. Such a single lump inspection technique is made possible because of advances in high speed electronics and servo systems. This paper provides a summary of our analyses on the Winifrede coal sample, a description of a proposed apparatus to separate coal from shale, some of the experiments needed to demonstrate our ideas.

Atmospheric conditions underground are constantly changing and from a safety perspective, it is critical to identify when conditions are trending abnormally. Atmospheric monitoring in underground coal mines allows mine operators to analyze atmospheric conditions underground in real-time. Real-time monitoring can then be used to identify whether atmospheric conditions underground have become problematic. The implementation of a risk assessment and management process allows operators to then use a risk-informed decision making to identify comprehensive site specific ventilation parameters. Establishing risk-informed ventilation parameters and tracking conditions relative to these parameters, management can modify ventilation plans as mine conditions develop to manage evolving risks. Ventilation risk assessment and management allows developing atmospheric monitoring technologies to be fully utilized in order to increase safety standards in the United States. This paper reviews general risk assessment approaches, state of the art ventilation based risk assessment, and the risk assessment and management application within the United States regulatory framework.

Approximately 7 billion tons of soil, rock and ore are currently being excavated in open pit mines and quarries on the North American continent at the present time. As the depth of excavation increases and the grade of ore being mined reduces, the safety and economy of the stability of the pit slopes becomes increasingly important. The magnitude of the potential influence on economics can be appreciated from the results of recent full scale field studies by Kennecott Copper Corporation at the Kimbley pit near Ely Nevada (Merrill, 1968). This pit was originally excavated with an average wall slope of 45°. Based on detailed studies it appeared that a slope of 610 would be stable. Subsequent excavation to this slope proved the original pit could have been steepened by 16° during production.

The abstract discusses the challenges of coalbed methane development in China due to low coal seam permeability. It highlights protective layer mining as a method to reduce in-situ stress and enhance permeability for improved gas drainage and disaster prevention. The study involves experimental and numerical simulations to analyze gas migration and permeability changes during stress release. It includes a stress-strain-seepage coupled test on coal, development of a mathematical model for coal seepage under mining unloading, and a numerical model based on the Wulan coal mine to explore in-situ stress release, permeability evolution, and gas drainage in an unloaded coal seam. The aim is to demonstrate the effectiveness of combining protective layer mining and gas drainage technology for gas outburst risk elimination.

Efficient separation of naturally hydrophobic gangue, such as talc and carbonaceous materials, from sulphide minerals in flotation is becoming a significant challenge in many processing plants due to the need to process lower grade and more complex ores. Considering the hydrophobic nature of these gangue minerals, prefloating them at the beginning of the flotation circuit in the absence of collectors and rejecting the concentrate is a common practice to remove these gangue minerals. However, sulphide minerals, such as chalcopyrite, can become naturally floatable due to surface oxidation and therefore may float together with naturally hydrophobic gangue. In this study, a new approach was developed to maximize the prefloat of hydrophobic gangue while minimizing the loss of sulphide minerals. The new approach introduced a prefloat cleaner stage where sulphide minerals recovered to the prefloat concentrate was depressed and separated from other hydrophobic gangue minerals at a low pulp potential with the prefloat cleaner tailing fed back to the main sulphide flotation circuit. Flotation tests were conducted using chalcopyrite and organic carbon. The results show that the proposed approach can significantly reduce the loss of valuable minerals in the prefloat flotation without affecting the reject of naturally hydrophobic gangue. Applying pulp potential control at the prefloat cleaner flotation stage also reduces the consumption of reducing agents while minimizing the effect of reducing agents on downstream rougher flotation.

A process does not have higher capacity than what can pass through its bottleneck. Acknowledging this, and with the goal to optimize production at a minimum investment, one can use existing equipment, modify the process flow and make a few strategic capital investments. Automatic setting regulation is a technology that allows balanced crusher performance matching minute changes in feed material characteristics. The system makes it possible to utilize the crushers fully at all times. It also continuously and completely compensates for manganese liner wear.
