The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. As open pit mines continues to grow deeper, managing air pollution can become challenging. During arctic air inversion, the temperature of the air over the mine increases with altitude, and the cold, heavy, surface air is trapped in the pit. This problem is complex, and any solution will require an extensive understanding of the interactions between the aerodynamic movement of air, air inversion, meteorology, pollutant sources, and transport phenomena in the open pit mines. The availability of computational fluid dynamics (CFD) has elucidated the pollutant flow mechanism in open pit mines. Very few CFD studies have been published, especially the Large Eddy Simulation (LES), on the contaminant transport in deep open pit mines under arctic air inversion. The contaminant transport in an open pit mine under arctic inversion is due to a stable or nocturnal boundary layer in micro-meteorological terms. Understanding the physics of the stable boundary layer (SBL) is relevant to air flow and pollutant transport in deep open pit mines. This paper focuses on a Large Eddy Simulation (WMLES as Sub-Grid Scale Model) modeling of the SBL and pollutant transport in a large open pit mine.

An advanced numerical model based upon the Discrete Element Method (DEM) has been developed to provide the engineer with unique detailed information to assist in the design of transfer points in large industrial conveyor systems in mining operations. This modeling technique provides a quantitative description of the bulk solids movement through the transfer point. This information consists of the velocity distribution of the bulk solids and the stresses within the bulk solids. The DEM model also gives detailed information concerning the impact forces acting on the transfer structure and the conveyor belts from the bulk solids flow.

Haile Gold Mine is located near Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The relatively low grade and refractory nature of the deposit has been a challenge for efficient processing since the start of mining on the property. Early processing techniques included gravity separation and barrel chlorination. The last operation employed heap leaching in 1985 through 1992. After being closed and reclaimed for over 20 years, the property is poised to re-open and produce once again. In this chapter of the Mine?s legacy, flotation and ultra-fine grinding will be employed to achieve economic extraction of gold and silver from the pyrite. This paper briefly reviews some of the mine?s history, the metallurgical testing, the flowsheet and discusses design considerations. The National Institute for Occupational Safety and Health (NIOSH) uses light-scattering dust monitors (nephelometers) in its research to develop dust controls to reduce respirable silica dust overexposures in miners. Recently, the model 1500-pDR, an active nephelometer, was introduced by Thermo Scientific. Testing was completed to ensure compatibility with the metal/nonmetal mine dust personal sampling unit (M/NMDPSU). Results of testing demonstrated that gravimetric concentrations measured from the 1500-pDR are comparable to the gravimetric concentrations measured using the M/NMDPSU, without need for correction, under commonly observed dust loading conditions.

"INTRODUCTION What is the primary responsibility for geo-engineers in mining? Early in my career, I was asked this question by an experienced engineer. After explaining some various tasks, I was informed that the main responsibility was to monitor. Although this proved true for many cases, I came to understand that monitoring is merely one means to achieve the primary responsibility of a geo-engineer – ensure the safety of all personnel. The potential for groundwater to impact stability allows this responsibility to be shared with hydrogeologists as well. Inherently, we monitor to identify risks; we analyze designs and develop models to mitigate risks; and we are provided opportunities to explain to supervisors the geo-risks to personnel and mine plans that will result from particular courses of action. A couple years ago, I took an opportunity to share experiences from the first several years of my career as a geotechnical engineer with junior geo-engineering staff within my company. The intent was to share situations that were a part of my development, so they could learn and understand their responsibility to the safety of all personnel. Similarly, the purpose of this paper will be to share these thoughts with new geo-engineers in the industry in order to help prepare them for the challenges they will face. WHAT IS OUR PURPOSE? A senior hydrogeologist shared an experience that occurred in their career. The experienced hydrogeologist had spent some time with the hydrogeology staff, most of them relatively new to the mining industry, to understand how they viewed, and carried out, what they perceived as their responsibility at an active mining operation. After a couple months of observing and mentoring, the senior hydrogeologist met with everyone and posed the question above. I am sure that most junior geo-engineers would start explaining different tasks or projects that they must complete. The list would include monitor groundwater levels, track slope movement, evaluate designs, build models, oversee drilling programs, etc. These individuals did as well their supervisor. After going around the room allowing each individual to answer, the experienced hydrogeologist provided them the real answer to the question: SAFETY. If you examine the root intent of nearly every responsibility geotechnical engineers and hydrogeologists have, it is to apply our professional skills to ensure the safety of our workforce. When the objective of safety from the geotechnical and hydrogeology disciplines is achieved, inherently accomplishing the mine plan should follow suit, or it should significantly minimize the impact by gravity or groundwater. The objective of a hydrogeologist is to ensure the soil or rock around an open pit or underground mine is dewatered; this specific objective will reduce pore pressures which could lead to a possible ground failure. They ensure a working bench/UG level is dry, so operations are not dealing with adverse conditions while mining. A geotechnical engineer is expected to use all available information and engineering judgement to provide design recommendations, so that the mine will not catastrophically fail. Additionally, they will implement the monitoring systems to identify hazards in advance in the event that the design is flawed and people need to be evacuated. We all know that safety is important to everyone; however, our particular set of technical skills play a significant role in ensuring the safety of a large portion of the global mining workforce."

Deposits of rare earth elements (REE) are found in NM, but they have not been important exploration targets in past years because demand has been met elsewhere. However, with the projected increase in demand and potential lack of available production from China, the New Mexico deposits are being re-examined for their potential. REE-Th-U veins are found in the Gallinas, Caballo, Capitan, and Cornudas Mountains and Laughlin Peak-Chico Hills. Past production of bastnaesite has come from the Gallinas Mountains. Carbonatites are found in the Lemitar and Chupadera Mountains, Laughlin Peak-Chico Hills, Lobo Hill, and Monte Largo (Sandia Mountains). Although carbonatites have not been found in the Gallinas Mountains, they are suspected to occur in the subsurface based upon mineralogy/alteration. Disseminated Y-Zr deposits in syenite are found at Pajarito Mountain, Mescalero Apache Indian Reservation near Ruidoso. In 1990, Molycorp, Inc. reported historic resources of 2.7 million short tons grading 0.18% Y2O3 and 1.2% ZrO2 as disseminated eudialyte. Two additional deposit types have potential for REE in New Mexico: Cretaceous heavy mineral, beach-placer sandstone deposits and pegmatites. Exploration is ongoing in the Lemitar, Gallinas, and Cornudas Mountains.

"INTRODUCTION DC Water’s First Street Tunnel (FST) is comprised of a collaborative effort between DC Water, DC Water’s Project Consultants Organization (PCO) led by Greeley & Hansen and McMillen Jacobs Associates and the design-build team of Skanska, Jay Dee, and Parsons Brinckerhoff. The fast-track project includes elements that were designed by the PCO and released for construction by DC Water prior to Notice to Proceed (NTP) and elements designed by the Design-Builder from 30% to released for construction after NTP. This required effective communication and technical coordination for integrated engineering and efficient construction. The project, constructed in an urban residential neighborhood, included innovative construction methods such as multiple location ground freezing, utilizing a centralized freeze plant, to minimize community impact. The means and methods chosen for cast-in-place shaft linings, precast segmental tunnel lining, microtunneling, sequential excavation method (SEM) adits and near surface elements reflected the immediate and sensitive surroundings, which varied by construction staging area (CSA). Technical aspects of the project, relative to the evolution from pre-bid to construction documents, are discussed along with modified designs to suit means and methods. SCOPE OF WORK In 2012, four major storm events swept through the District of Columbia and hit the Northeast Boundary sewer shed particularly hard with the neighborhood experiencing severe flooding. The extreme nature of the flooding, the damage to private property, and the health risks associated with exposure to sewage led to a multi-agency response and community calls for answers and action. The Mayor assembled a Task Force to evaluate a range of potential actions to address combined sewer flooding including engineering, regulatory, code revision, and management improvements. The Northeast Boundary Neighborhood Protection Project was the outcome of the Mayor’s Task Force; it is a three-step infrastructure initiative designed to offload the undersized sections of the existing collection system that serves the Northeast Boundary drainage area by implementing the McMillan Stormwater Storage Project, First Street Tunnel Project and the future Northeast Boundary Tunnel Project. Until the Northeast Boundary Tunnel Project is completed, the First Street Tunnel Project will add 8 million gallons of combined temporary sewer storage in a new tunnel under First Street NW to relieve undersized sewers that traverse the Bloomingdale neighborhood."

This study explores implementing a machine learningbased system to generate a 3D surface repre- sentation of the roof and support straps in the mine. Event cameras have been chosen for their performance in high-dynamic-range lighting conditions and for their low latency. To enable automated drilling and bolting, 3D vision using eventbased cameras has been developed. A ground-truth set is created using two, time-synced event cameras and a LiDAR camera. These sensors are used to construct a ground-truth dataset of corresponding event- camera images and surface maps from the LiDAR. The network is tested with stereopairs of event images and produces a depth image with ±5 mm RMS error on average across 1000 test images.

Rosario Dominicana, S. A. operates an 8,500 tonne per dayopen pit gold/silver mine in the Dominican Republic on the Caribbean island of Hispaniola. The mine is located in an agricultural area which is also an earthquake and heavy rainfall zone. In the 64 years from 1910 to 1974 there were 19 earthquakes within 300 km of the mine in the range of 6 to 8 on the Richter scale and the most recent earthquake in this range occurred in March, 1979. Average annual rainfall in the area is 1.7 m and is distributed throughout the year. Safe and environmentally sound tailings disposal in such conditIons has demanded the buiIding of an extremely strong dam wall and use of a fail-safe system of tailings disposal and solution reclaim. The type of dam, the system of tailings disposal and solution reclaim comprise an interesting example of the manner of handling tailings for a medium tonnage mine. The system is relatively costly but does assure a long-term, safe and trouble free structure and operating system. General views of the dam wall and tailings pond are shown in Figures l through 4.

"Federal regulations require the installation of refuge alternatives (RAs) in underground coal mines. Of the in-use RAs, over 95% are mobile RAs with the remainder being built-in-place (BIP) RAs. Heat/humidity buildup has been one of the major concerns with mobile RAs. For BIP RAs, however, there is a lack of in-mine heat/humidity test data to determine the extent of heat and humidity buildup. To quantify heat/humidity buildup in BIP RAs, the National Institute for Occupational Safety and Health (NIOSH) performed a series of heat/humidity tests on a 60-person BIP RA with and without a borehole air supply. At various times during the year, tests were performed with cooled, heated, or unconditioned borehole air to examine how various outdoor temperatures may affect the thermal conditions inside a BIP RA. The results show that the air supplied to a BIP RA may require heating and cooling, depending on the outside air temperatures and the temperature of the mine. For example, during tests with an external ambient temperature above 70°F and a humidity that reached 90 %RH, providing 55°F dew point air was able to keep the internal apparent temperature below the mandated 95°F. Results for each test case are presented. INTRODUCTION The Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines since 2008 [1]. MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. In its 2006 report, the West Virginia Mine Safety Technology Task Force recommended an apparent temperature limit of 95°F for RAs [2]. In 30 CFR 7.504, MSHA specifies a maximum apparent temperature of 95°F inside an occupied RA [3]. The apparent temperature is calculated using both air temperature and relative humidity [4]. To determine if their RAs meet the apparent temperature limit, RA manufacturers have been performing 96-hour-long heat and humidity tests in laboratories. During these tests, a heat input of 117 W (400 BTU/hr) per person is used to represent the metabolic heat of a single miner [2]. The heat generated by the RA’s carbon dioxide system is also accounted for in testing. To account for this heat, 50 W (170 BTU/hr) of heat per miner is used for a lithium hydroxide scrubbing system, or 30 W (100 BTU/hr) of heat per miner is used for a soda lime scrubbing system [5]. In these tests, air velocities around the RA are minimized to represent the worst-case scenario of an interruption in mine ventilation that might occur in a mine disaster."

Blasor is a new mine planning tool which is being used in the long and medium-term optimization of multi-open-pit operations throughout BHP Billiton’s Base Metals and bulk commodities portfolio. It is not just a scheduler, nor even only a schedule optimizer—although this function lies at the heart of the tool’s functionality—but a pit development plan optimizer, used from ultimate pit design and process plant capacity sizing right through to mining phase design and optimal panel scheduling. The tool uses a mixed-integer-linear-programming optimization engine to determine when material should be excavated and where it should be sent to optimize discounted operating cash flow over the life of operation. The core software design concept of Blasor is to provide a tool which is intuitive and flexible enough so that a competent mine planner can perform a pit development plan optimization without assistance from optimization specialists. To this end, a generalized graphical user interface has been implemented which allows full configuration of the optimization problem, including the definition of all inputs and constraints, specification of the material flow topology, bin and destination class definitions and full specification of the economic model encompassing prices and costs. This paper describes the capability of Blasor and outlines the design concepts underlying its design philosophy.

Current practice in mining frozen, underground placers is to support the mine openings by leaving remnant pillars, which are kept frozen to maintain their stability. These pillars may be partially extracted depending on mining conditions, but this practice may be risky, and roof falls are common. Instead of allowing the mined-out areas to cave, the extracted entries could be filled with waste material, which would then be frozen, using cold ventilation air. A finite difference model for analyzing the effects of various parameters on the freezing of backfill in underground mines in the Arctic has been developed and tested. The model also accounts for properties unique to a frozen rock mass, including those that change with temperature. Examination of the characteristics of ice-cemented mining waste materials as backfill indicates that with proper engineering control, a backfill system can be designed for use in production mines. The system will allow increased extraction ratio while maintaining the stability of underground openings with minimum heat impact on the surroundings. These simulated results establish the relationships among the strength, the temperature, and the freezing characteristics of a given material. When coupled with site observations these relationships will facilitate the optimal design of ore pillar recovery methods.

When the mill quality assurance process took its first great steps forward in the late 1970s and early 1980s, they were in response to the conditions existing, in our industry, at those times. In the late 1990s, we are faced with different conditions, and problems, and need fresh solutions. Yet the system developed for the early 1980s has produced no new approaches for the late 1990s, becoming instead more hardened and entrenched. This lack of development and actual resistance to research is now costing the industry significant amounts of money in late start-ups and useless scrap loss.

"1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

The effect of initial damage generated by weakly cemented interlayer surfaces on the physico-mechanical properties of layered cemented tailings backfill (LCTB) is considered for the interlayer inclination structure generated by multiple layered backfills in large-scale mining voids. Utilizing the theory of damage mechanics, the damage evolution and constitutive model of LCTB with interlayer inclination is constructed by considering the coupling of interlayer inclination effect and loading. Based on Mitchell’s mechanical model, we analyze the damage mechanism of the inclined cementation surface of LCTB, and derive the expression for the strength of LCTB considering interlayer inclination. The mechanical properties test of LCTB with different inclinations was carried out, and the results showed that the damage model of LCTB established was highly consistent with the experimental curves, which verified the correctness of the model. The initial inclination damage leads to the decrease of adhesive cohesion of cemented surface, and with the increase of inclination, the separation of layered surface, aggravation of misalignment, layered cemented surface is more prone to shear damage, and the mechanical properties of cemented tailings backfill in the lower part of layered surface are not effectively played, which reduces the overall performance of the material.

The continuous personal dust monitor (CPDM) is an essential instrument for working in hazardous environments, is used to monitor real-time coal dust exposure, and is mandated by the Mine Safety and Health Administration (MSHA) for underground coal mines. Researchers from the National Institute for Occupational Safety and Health (NIOSH) found that it is possible for electromagnetic interference (EMI) between a CPDM and a proximity detection system (PDS) to occur. Various approaches have been taken by researchers and manufacturers to address this EMI issue. Administrative controls were recommended to keep the CPDM six inches away from the wearable PDS device. Shielding pouches were made to contain the electromagnetic (EM) emission from the CPDM. Metal shielding was added to major EM emitting components. EMI filtering with large capacitors was introduced to mitigate EMI. Most recently, a novel magnetic-field-cancellation-based approach was developed and achieved remarkable results. In this paper, we provide a comparison between these approaches. The pros and cons of each approach are presented and discussed, so that mining device manufacturers and operators can best evaluate the technology and controls that improve the health and safety of mine workers.
